Tomorrow
Building a bright future for children is
a goal that all of us share. In its work
with children and families, TFI Family
Services is uniquely positioned to be
able to put together the essential
ingredients for that future—the building blocks that are needed to ensure
that children do indeed have the
means to get to that bright future.

It’s About the Kids
We are proud that our agency is able to touch the
lives of families and children “one child at a time.”
Through the caring work of our staff, we are able to
see the daily success that comes from their important
work. We are also very proud of the work we do for
children and families throughout the State of Kansas in
our two regional contracts with the Department of
Social and Rehabilitation Services. In addition, we
provide many local programs such as our Visitation
and Exchange Center in Lawrence and our Substance
Abuse programs in several locations within the State of
Kansas. We continue to lead all Child placing agencies with the highest number of available foster homes
in the state. Within our 600 plus foster homes, we offer
a variety of levels of care in order to match the child’s
needs with the skills of our foster parents.

While goals, outcomes and fiscal responsibility are important to TFI Family Services, we never forget that we
are touching the lives of children and families on a
daily basis, and the success of those interactions will
be measured today and in the future.

quality of life for youth and families through Behavioral
Health and Child Welfare Services.

Keeping Families Together
Keeping families together is the key goal of TFI Family Services. In 2006 our agency
had the opportunity to help and support many troubled families who needed that extra supportive hand that helped to keep their families together. This support allows
families to help themselves and their children by learning new parenting skills, complete educational opportunities and find success in obtaining employment. Many
times support is also needed with substance abuse issues. Success with these families
may come quickly with just a quick hand up needed, but sometimes success can take
longer as success seems to be close but can quickly slip through the family’s fingers.
This is one example of the power of offering a helping , supportive hand to a family
with a goal of keeping their children from experiencing an out-of-home-placement.
Mary is a young woman with a history of drug use, unemployed due to lack of job skills,
and has four children to raise as a single parent. The home situation was bleak with
little money for food, utilities or rent. Mary and her family were referred to TFI’s Family
Preservation Program. As a team, Mary and her TFI worker utilized services to help the
family stay together.
The hands of time move fast and what a difference a
year has made for Mary and her family. Mary has been
drug free for almost a year. She has a job and the
money to pay for an apartment, utilities and food. Today
when Mary’s worker checks on her, she usually catches
her on her way out to work or to one of her children's
school or sporting events. Mary has an easy smile and
laugh as she looks forward to the joys that her children
bring her now and for years to come.
It has been said that families are the backbone of community. The TFI Family Preservation Department recognizes this in its work to
keep families intact. TFI staff work with families to access existing community resources
and supports to keep families together
through difficult times.

Touching the Lives of Children
TFI Case Management provides assistance in
trying circumstances to children who have been
removed from home. TFI works to reunite the
children with their parents. During that time, TFI
Family Services first reaches out for the opportunity to place that child in a relative or kinship
home. Sometimes when it is viewed to be in the
best interest of the child, these homes may become permanent adoptive or guardianship
homes. If a child is older, they may be working
towards an Independent Living placement while
in a Resource Home.

Resource and biological parents work with other
professionals as a team to return children to their
homes as quickly as is safely possible. When appropriate natural visitation takes place between
children and their parents with the help and
support of the Resource parents. While in out-ofhome placement, resource parents work with
the children on school, behavior and other
issues that may be roadblocks to their success.
When the time is right, resource parents support
the children in their care as they return home,
are adopted or move on to independent
living.

In a Family Like Setting
Achieving permanency can take many forms. It can be a chance for a
child to return home, or to find ‘home’ in a new place—the rainbow at the
end of the journey. The journey is made of many building blocks, through
the combined team efforts of TFI staff, courts, judges and other community
stake-holders. “Finding solutions with our community partners is key to the
success of our families. Engaging the community in solutions and resources is an important block in the journey to permanency for a child.

The Building Blocks of a Family
TFI Family Services is proud that more resource foster homes have chosen to sponsor with us
than any other child placement agency in the State of Kansas. In addition, we have a number of
resource foster homes that have been with us over 10 years, and one home has been with us for almost 15 years.
Ginny Robinson has been a resource foster parent
with TFI Family Services since 1992. Prior to being sponsored
by TFI, she was a foster parent with SRS for about 15 years.
During those years Ginny has fostered and touched the lives
of over 30 children with TFI Family Services and over 150 children in her total 30 years of being a foster parent, Ginny also
teaches at Holton High School.
In the years Ginny has been a pioneer in working
with the biological families of the children placed in her care.
She has worked hard to make sure that the children’s biological parents are involved in the daily lives of their children and
makes sure that the connection between the children and
their families remains intact. Ginny has fostered children that
are aggressive, drug users, pregnant females and mentally challenged. She has fostered at all levels
of care including therapeutic and emergency care.
Ginny has many success stories and believes she has really made an impact on the children
in her home. Ginny keeps in contact with many of the children placed in her home and has attended
over 30 weddings and baby showers for her former foster children. Many of her former foster children
call her to baby sit their children or to just ask her advice.
Ginny considers Rachel Jones to be her brightest success story. Rachel was placed with Ginny
for over 5 years. When Rachel came to Ginny’s home she was having a lot of issues with school. Rachel had difficulty making friends and had expressed some suicidal thoughts. Ginny and Rachel both
worked hard to get her involved with school programs, hobbies and classes. There were times between Rachel and Ginny that voices were raised, tears flowed, disciplinary actions were taken and
then hugs and pats on the back were the order of the day. Today Rachel is a college graduate, married and the mother of three children. Rachel hopes to become a foster parent in the future.
Ginny says that she would never consider changing her sponsorship to any other agency.
Ginny believes TFI Family Services makes sure she gets everything she needs and she knows if she has
a problem and her worker is not available, someone will help her. Ginny points to a date a couple of
years ago when she stopped by the Topeka office to talk to
her worker. Her worker was not available so she asked for a
former worker of hers. The worker came out to help her and
her problem was solved in about 5 minutes. “That level of personal service is not something you find at other agencies”,
Ginny stated. Ginny also likes the extra support that TFI gives to
their families, such as the Holiday Parties and the free new
coats given to all of the Topeka foster children this past year.
Direct deposit is a big hit for her, and she likes the fact that her
worker and the agency listens to and responds to the needs of
their Resource Foster Parents.
Ginny believes her success comes from her willingness to fight for the needs and rights of the children and families she works with. Ginny states “when they see you in there
fighting for them, keeping promises you make to them, they
begin to believe that maybe positive changes can happen. You can’t always be their friend, but that
is not what they need, they need family and the knowledge that someone really cares about them.”
Ginny Robinson, TFI Resource Parent, just one of hundreds who touch the lives of children and
families daily. We are proud of the work that all of our Resource Foster Families do in touching lives
daily.

One Child at a Time
Jeff was removed from his home due to
neglect. His parents were overwhelmed
and had given up on their ability to deal
with his special behavioral needs. Because he often had bathroom accidents
and would not bathe, the school was
concerned about 6 year old Jeff’s ability
to be successful at school and were worried about his home environment. The
family was not willing to work with Social
Services and Jeff was moved to a foster
home. Very quickly his foster mother and
caseworker addressed the clear need for
a physical evaluation and testing for
learning disabilities. The test showed that
Jeff had some medical issues that responded well to treatment and eliminated the bathroom accidents. Jeff then
felt better about taking a bath and soon
loved to play in the bathtub. Testing at
school revealed that Jeff’s had trouble
seeing and became frustrated and
acted out. Glasses fixed that problem
and now Jeff is working at a second
grade level.
Jeff is back home thanks to
some hard work that his parents
did in learning how to work with
Jeff’s medical conditions and
how to recognize his future
needs and how to deal with
them.
The resource parents
worked hard to help Jeff’s parents feel comfortable in their
learning process. Jeff’s resource
parents were sad to see him
leave their family, but happy to
know that he is returning home
to a loving family who can now
meet his needs.

Paving the Way Towards
Independent Living
“The living facilities in TRAIL were very nice compared to
other places that I was sent to. This was a program I
wanted to do—not had to do while in custody. While I
was in the program I graduated high school found a fulltime job and was able to save money so that I could get
my own apartment and live on my own. “

“I wanted a chance to go to high school and become a senior.
My case manager got me enrolled in high school and I now attend regular school hours and ride the bus to and from school.
Also, I found a part-time job to save some money. I hope to attend an area technical school in 2007 to learn how to work on
computers. I feel very fortunate to be a resident in the Pathways
Program and am glad for the support the staff has given me. After
I graduate, I hope to get a place of my own and get out of custody.”

“Pathways was the only program in the state that would
accept me for my offense. Since I have been in Pathways, I
have received nearly everything I need to move out on my
own. I have started college and now have a job working with
computers. If it was not for this program, I would not know half
of what I now know, nor would I have the things I now have.
So, my success has a lot to do with the Pathways Program.”

Youth Advisory Council
It takes building blocks to build—and blocks can also help pave the way towards
the future. And when youth can participate in the process of growth and learning,
they help craft their own path to the bright future that they envision for themselves.
Jake is now seventeen and has been in a TFI resource family home for six months.
He has an eye on his bright future. He actively works towards building it through his
participating in the Youth Advisory Council. “Being part of the youth council gives
me experience in leadership and decision-making. It shows me and others that I
know how t get things done. My voice is heard and that is important to me.” Jake is
an example of how valuable insights can be gaied from listening to youth and understanding their perspective. The youth advisory councils, with whom TFI and the
children its serve participate, are important block in establishing not only a path,
but necessary life skills, to help shape a young adult’s brighter tomorrow.

Families are an important part of the building blocks for the future. Being a
family makes a difference. It is not for nothing that TFI staff refer to the “TFI
Family” when they talk about themselves, their colleagues and the agency.
An important feeling of family makes TFI a rewarding place for its staff to
work. “When I come to work,” says Marlene, a long-time TFI employee, “its
really not work. I know that I have the support of my co-workers if I have a
tough situation to solve, and I know that my co-orkers are there to celebrate the triumps and accomplishments. These are not just my co-workers.
They are like family; they are with me through the good times and bad.”
This family feeling is what makes TFI stand out and is itself an important
building block in making a bright tomorrow a reality for the children and
families that TFI serves.
