Debbie is enthusiastic, funny and wildly entertaining.
You will not want to miss her monologue. If you
cannot participate in the Pro-Am the following day,
support the Foundation by attending the dinner and
auction on Sunday, or the luncheon on Monday.
On Monday, join the pros as they support the
Foundation in a team two best-ball competition plus
the pro's ball. Each foursome will be joined by a
woman golf professional. Play will be held on the 18hole Championship course. Lunch and awards will
follow play. Venus says, "Join me in supporting the
kids!"

I
t seems only yesterday that I accepted the Presidential
gavel from Alexa Davis and already two years have passed
and my term in office has come to an end. Wow, where did
the time go?

These
two years
have been an incredible journey for me and it has been such a
privilege to serve as the WSCGA President. I am thankful for
the opportunity to meet so many fabulous individuals along the
way and I think I can say for all of us who are departing that
this has definitely been a memorable time in our lives.
Those board members who have concluded their term on the
WSCGA Board include Jean Gunnell, serving two years as
Metro Regional Director and two years as Public Relations
Director; Karen Johnson, serving one year as Central Regional
Director, one year as Treasurer/Awards, one year as
Treasurer/Awards and Team Director, and one year as Team
Director; Mary Newlin, serving two years as Secretary and two
years as South Coast Regional Director; Karen Molinare,
serving two years as South Coast Regional Director, one year as
Association Director and one year as First VicePresident/Calendar Director; and Jo Funderburgh, serving two
years as Desert Regional Director and two years as Handicap
Director. Those concluding a two-year term include Sue
Humes, serving two years as Course Rating Director; Janis
Varner, serving one year as Gold Coast Regional Director and
one year as Valley Regional Director; and Reva Hord served a
one-year term as Gold Coast Regional Director. Thank you

There are so many people to thank who have made a
difference in women’s golf. First on my list to thank
are all of the women who served as directors on the
WSCGA board with me. I appreciate the time and
energy they gave unselfishly to promote women’s
golf in Southern California.
And, I would be remiss if I did not thank the Member
club WGA Chairpersons, Head Pros and General
Boards for extending to the WSCGA and its
membership the use of their golf courses for WSCGA
Major and Association Day tournaments. Their
generosity is very much appreciated.
On December 1st, I passed the gavel to a wonderful
individual, Kathy Minter, who will succeed me as
President. I wish her and all of the new and returning
directors the fun and excitement I have enjoyed in my
years on the WSCGA board.
For more than a few years the women at Los Coyotes
have won the championship title in team play. Now
is your turn to come see the course they play on.
This Bill Bell, Ted Robinson course is one that I have
played a few times and it is what I would call a very
fair but demanding course. You get what you see and
good course management is the key. The new
clubhouse is outstanding. It’s a MUST for your
golfing experience.

For those of you who haven’t played Lakeside
yet I can guarantee you will find that in a
Husband and Wife format you will only have
25% of the course that could give you spousal
grief. Otherwise it is a wonderfully open course
with some terrific holes and everyone is different
and scenic.

his relatively new course is magnificent and
lends itself well to a Chapman event. Very
player friendly, this course shouldn’t make an
enemy out of you and your partner.

DISTINGUISHED SERVICE
AWARD:
CLEMENTINE HALE
T
he WSCGA Distinguished Service Award
recipient for 2004 is Southern California
rules legend, Clementine Hale, a member of
Rancho Santa Fe Golf Club and a lifelong
member of the Southern California golf community.
As a member of Annandale Country Club, she
coordinated the 1967 US Women’s Amateur
Championship. As an Annandale member, she
instituted its Junior Girl’s Golf Championship
and was the first woman to serve on the Club’s
Rules Committee.
Clem has served as every officer at one time or
another at Rancho Santa Fe Golf Club, serving
on the club’s Board of Governors as well as on
the Green and Rules and Handicap Committees,
chaired its Junior Golf Committee and served as
the Women’s Golf Association Chairperson. She
had her hand in marking the course for the club’s
major championships as well as planning a set of
new tees for juniors and senior golfers.
Clem also was a member of the USGA Senior
Women’s Championship committee for five
years and officiated at three national
championships
and
innumerable
USGA
qualifying events.
Underlying all of Clem’s committee activity at the
local and national level was her love and dedication
to the Rules of Golf. In just her second USGA-PGA
rules test, she earned the prestigious Golf Certificate
and has earned a perfect score on their rigorous exam.
She has officiated at almost every amateur event held
in Southern California, serving as a rules official for
the Girls’ Junior America’s Cup, the LPGA Teaching
and Club Professional National Championship, Boys’
CIF Championship, the Junior Worlds and countless
collegiate tournaments. She has headed virtually
every rules committee from the club level to WSCGA
and SDCWGA.
Clem has mentored many current Southern California
Rules officials including Rita Jacobs and Dr. William
Harris. She has made suggestions for rules changes
that have been adopted by the USGA, a noteworthy
accomplishment for any Rules of Golf aficionado.
Her life of service reflects her passion and dedication
to the game and its rules. Her service to WSCGA has
surely been distinguished and she is a most worthy
recipient.
Clem Hale’s lifetime of service and her dedication to
the game of golf are extraordinary. For the last forty
years, Clem Hale has given her time and energies to
the game in a myriad of ways – to her clubs, junior
golf, as a rules official and a USGA Committee
woman. Her service and accomplishments are
noteworthy.

Rule 5: The Ball
Q: There is a note included in Rule 5-1 which states the
Committee may require, in the conditions of a competition
(Rule 33-1), that the ball the player plays must be named on the
current List of Conforming Golf Balls issued by the United
States Golf Association. What is the List of Conforming Golf
Balls and where can I find it?
A: The List of Conforming Golf Balls is a list of golf balls that
conform to the Rules of Golf. The Committee may adopt as a
condition of the competition that players must use a ball named
on the most current version of this list. The list can be found at
www.usga.org and is updated on the first Wednesday of every
month.
Rule 5-3: Ball Unfit for Play
Q: Erin hits her tee shot on the 3rd hole down the middle of the
fairway. While preparing to play her second shot, Erin looks at
her ball, which appears to have a crack in it. How should Erin
go about determining if her ball is unfit for play?
A: First, Erin must announce to her opponent in match play or
fellow-competitor in stroke play that she is going to lift her ball
to determine if it is unfit for play. Erin must then mark the
position of the ball. At this time Erin may lift her ball and
examine it. She must also give her opponent or fellowcompetitor the opportunity to examine it. It is important to note
that Erin must not clean her ball while operating under this
procedure. If any part of this procedure is not complied with, a
one-stroke penalty is incurred.
Rule 5-3: Ball Unfit for Play
Q: How would Erin proceed if her ball broke into pieces as a result of
her tee shot?
A: If Erin’s ball broke into pieces as a result of her stroke, the stroke is
canceled. Erin must play another ball, without penalty, as nearly as
possible at the spot from which the original ball was played. In this case,
Erin would replay from the tee.

2004 TEAM CHAMPIONS

T
he 2004 Division II team play season is now
officially in the history books. The final
chapter was completed on Monday,
November 8th, 2004 at the Oak Valley Golf
Course in Beaumont when the Desert regional teams
challenged the Southern regional teams for the Gross
and Net Championship titles.
The teams played a four-ball match play format
during the regular season and playoff matches, but
for the championship match they played a four-ball
Stableford competition.
