INTRODUCTION
This manual and tha accompanying tenant plan contain the information
necessa~ for a Tenant’s architect and engineer to design and generate construction
documents for a ratail store at West Oaks Mall.

Section One is the project diractory listing all codes,city departments, utilities,
and other pertinent information.
Section Two contains color renderings and material samples for the common.
Also included are interfor and exterior elevations of the Mail that illustrate the Mall’s
common area% colors and architecture.

Section Three contains the storefront and store interior design criteria. The Mall
colors and architecture shown in tha previous section should be taken into account
when designing the storefront.
Section Four contains the signage criteria. This section can ba sent diractly to
the sign manufacturer.
Section Five includes all mechanical, elecncal, and plumbing requirements.
Section Six outlines the drawing requirements. Tha plans must conform to
these requirements when submitted to Homatt for Landlord review.
Section Seven describes the submittal process for both the Landlord and City
of Ocoee review process.

Saction Eight is the architect’s checklist. This spans out all the requirements for
the architect’s use.
Section Nine contains the Food Court design and signage criteria

Section Ten contains all the architectural, mechanical, electrical, and plumbing
details. The details referenced on the Tenant Plan (TP) are in this section.
The Landlord will review the plans for compliance with the design criteria and the lease
only. After Landlord review, 3 sets of plans must ba submitted to the City Of Ocoee
Building Department (see Section one for the City address) for code compliance reviaw
and building permit. The City building permit application must hava tha Landlord’s
signature before it is submitted The Building Department has indicated that this raview
will take thrae weeks, This permit time must be built into the store’s construction
schadule.

SECTION THREE
STORE DESIGN CRITERIA
PURPOSE
Storefront Criteria sets forth the guidelines for storefront and interior
design for all Tenant stores except those in the Food Court which are addressed
The General
elsewhere
in this manual.
LANDLORD REVIEW
Tenants should understand that the storefront will be reviewed in context with
previously reviewed neighboring storefronts and to make judgments for the benefit of
the overall project.
SITE VISIT
The Tenant’s architect is required by the lease to make a site visit to verify the
conditions and dimensions. The Landlord will not be responsible for omissions of
architectural, mechanical, electrical, or plumbing within the tenant spaces.
STOREFRONT AND CONTROL ZONE CRITERIA
STOREFRONT
●
The use of quality materials for the storefront and interior makes a strong statement
to the customers and maintains consistency with the design image within the mall.
Avoid materials that are easily damaged or difficult to maintain.

The lease line on some storefronts projects 2’0” beyond the bulkhead. All
storefronts in these areas must follow the Ieaseline creating a 3D architectural ‘popout’ storefront, The TP Plan included with this design manual will reference the
detail which outlines the condition at your space.

The storefront shall be designed, fabricated and installed by the Tenant at its own
expense,

Totally open storefronts are prohibited. The maximum opening allowed is 50% of
the storefront width with a strongly articulated entrance.
The mall flooring must qdend from the Lease Line to the storefront closure line
ending with a full tile. The tile can be purchased from the landlord at the site.
Rolling grilles are discouraged. Tenants should investigate alternative closure
methods. Key switches must be flush mounted at 12” A.F.F. and not face the mall.
Tenant is required to install a 3M” metal reveal between the top of the storefront
and the Landlords bulkhead. All fastners must be hidden.
The lease line establishes a two foot ‘pop-out’ storefront. A section through the
bulkhead is contained in the details at the back of this manual showing the
relationship of the lease line to the bulkhead. The storefront cannot project past the
lease line.
The storefront must be self-supporting from the slab. The building structure is to be
used for lateral bracing only.
The Landlord has installed a one inch reveal at the demising

SECTION FOUR
SIGNAGE
This section should be coDied and aiven to the sian manufacturer
Signage communicates the store name and identity to the customers in the mall. High
quality, distinctive signage gives the shopper an easy way to identify the store and
together with the storefront, interior design, and merchandise presentation forms the
visual presentation to the customer.

section through the sign showing the wiring.
SECTION FIVE
STORE TECHNICAL CRITERIA
ARCHITECTURAL
STRUCTURE
.
The landlord will provide the slab in all spaces except the Food Court and
designated restaurant spaces. The slab will be four inches with wire mesh. All
sawcutting for utilities is by Tenant at Tenant’s expense
.
The Landlord will provide a 5x5’ blockout araa in each space which will contain the
sanitary sewer stub. Should Tenant dasire to lo&te the toilet in an area other than
the blockout area the Tenant shall, at it’s expense, remove ,the existing concrete,
relocate the sanitary stub, and replace the concrete.

The roof structure is shown in the Details. Any penetrations, flashing, and patching
will be by Landlord’s roofer at Tenant’s expense.
FLOOR PLAN
●
.
A second exit will be required for all tenants over 2250 square feet or a travel
distance greater than 75 feet. All spaces abutting a service corridor will require a
second exit regardless of size.
If the second exit is through a storage area a continuous path of egress must be
maintained. This can be accomplished by striping the floor. The material and
dimensions are subject to Ctty approval,
WALLS AND PARTITIONS
.
Landlord will provide 3 5\8” metal studs on the centerline of all demising and
corridor walls. Tenant shall furnish 5\8” fire core gypboard, at their expense, on all
stud walls which shall be sealed smoketight around all penetrations and the deck
above.
.
The calculation of the square footage of the space is taken from the centerline of all
intenor partitions and shaftwalls and from the outside face of all etierior walls.
●
The Tenant shall provide a 3x7’ service door connecting to all interior service
corridors. The door shall be equipped with hardware required by code and be
recessed to a depth equal to the width of the door. This door shall be a Class ‘B’
labeled, painted hollow metal door and shall compfy with local code. A sprinkler
head must be provided in the alcove.

The Landlord will install a 3’x7’ hollow metal door and frame, including butt hinges,
latching hardware with a blank lock cylinder on the intenor and a removable core
lock cylinder the exterior.
●
Tenants whose normal operations generate moderate to high noise levels (i.e., pet
shops, game rooms, record shops, stereo and video centers, etc.) shall insulate
their demising walls and ceiling against noise transmission. A detail on the required
insulation is included in this manual.
STOREFRONTS
.
Vertical neutral surfaces and neutral piers by the Landlord. Tenant shall construct a
complete storefront to the full height of the opening. The Tenant shall provide a 3\4°
reveal between the storefront and the Landlord bulkhead.
.
The storefront shall be self suppoding. The mall structure may be used for veticel
bracing only. All attachments w“II be inspected and approved by the Landlord’s field
personnel. The storefront or storefront sign cannot be suspended from the mall
bulkhead.
.
All rolling grilles, if approved by Landlord, must have a second means of egress
from the inside. There must be a manual release or another means for someone
trapped inside the store to raise the grille and escape.
INTERIOR FINISHES
●
All floor finish materials shall correspond exactly with the level of the finished mall
floor at the lease line.

The mall flooring must extend into the closure line of the store.
●
If an expansion joint occurs within the space the Tenant shall treat the joint in
accordance with accepted design practices and code.
●
Landlord guarantees a clearance height of 12’ W in each space. The Tenant
architect shall field verify if additional clear height is needed. Any relocation of
Landlord installed utilities or infrastmcture
above this height will be at Tenant
expense.

All ceiling material shall be Class “A” rated and the suspension
conform to local code.

The Landlord has pre-selected a mechanical contractor to supply and install all
Tenant roof top units (RTU). Tenant’s mechanical engineer specs any of the Carrier
units listed in the Mechanical Details and the Landlords contractor will mount the

ELECTRICAL

Landlord will provide an electric distribution system of 480/277 volts, 3 phase, 60
cycle, 4 wire, to the electric meter rooms. The location of the electric rooms are
shown in the electrical details at the end of this manual.
Landlord shall provide disconnect switches, meter socket and connecting cables
between the switch and the socket. Landlord will also provide an empty conduit to
each tenant space with pull string. The wire from tha disconnect to the space and
the distribution of the service within the space is by Tenant at Tenant’s expense.
The electrical room number, conduit size, and service size are shown on the TP
Plan,
Q The electrical services are sized at 10 watts per square foot for retail tenants, 60
watts for the Food Court and restaurant spaces. Additional capacity is available and
any upgrade of service size will be at Tenant’s expense.

A complete electrical panel schedule is required on each set of electrical drawings.
Electrical equipment and materials shall be new, shall be National Electrical Code
Standard and shall bear the U.L. Label. All wire must be copper. All wiring must be
in E.M.T. conduit,
PLUMBING
a
Cold water will be provided to each tenant space. The size of the line and the
approximate location are shown on the TP Plan. The water service will terminate in
a valved connection. Tenant shall, at it’s expense, connect at the point of service,
install an accessible water meter read in gallons, and extend sewice throughout the
space.

Landlord shall provide a sanita~ sewer stub to each tenant space. The stub w“ll be
located in a 5x5’ ‘blockou~ which will have no concrete. (See Structure section for
a more detailed description).
●
Each space shall provide a handicapped toilet per The Florida Accessibility Code
for Buildings. Spaces over 1500 sauara feet are rewired to have two toilets and
two lavatories. A minimum of one watercioset, one lavatory, one 4 cleanout, and
a floor drain with trap primer are required in each toilet.
●
Landlord will provide a sanitary vent connection above each blockout.
●
Landlord will provide a 4“ grease line to all Food Court and restaurant tenant
spaces. Tenant shall connect all sinks and floor drains, except toilet sinks and
drains, to the grease line in accordance with local codes. Any food Tenant outside
the Food Court or designated restaurant areas must install a dedicated grease trap
with necessaty plumbing and indicate it’s location on the plumbing plans. Tenant
will be responsible for maintaining the dedicated grease traps.

Natural oas will be available to the Food Cow-l and restaurant tenant soaces in the
truck co;rt nearest the space. All piping and associated work for the ~~e”nsion” of
the service from the manifold to the space is by Tenant, at Tenant expense, Tenant
must then contact the Lake Apopka Natural Gas Oistrict for the establishment of
service.
TELEPHONE
.
Tenant must arrange telephone service with Southern Bell. (All the Utility phone
numbers are listed in the Project Directory).

Landlord will supply a 1/2 empty telephone conduit to each space.
FIRE Protection/LIFE
.
SAFETY
Landlord will provide a blind flange in each space. Tenant shall design and install
the sprinkler at Tenant expense.

All sprinkler heads in gypboard ceilings must be concealed and all sprinklers heads
in drop ceilings must be semi-recessed.
Tenant must furnish and install a minimum of one 2A-1OBC fire extinguisher in the
space per code. Additional extinguishers may be required depending on contents
and square footage.
Food court tenants shall provide a minimum 40:BC extinguisher to ba used in
conjunction with the hood suppression system.
A completa life safety alarm, including stroba lights and speakers, must ba installed
in each space. The Landlord will install the system and wiring from the tenant space
to the mall fire alarm panel. Tha Tenant must install the system within the space
using the Landlord’s designated fire alarm installation contractor at Tenant
expense. Details of the system are in this manual.
GENERAL

Landlord will provide temporary electric service but the Tenant Contractor must
notify Florida Power to have a mater installed as soon as possible. The RTU cannot
be started until permanent power has been established in the space.
Landlord will supply common dumpsters in each truckcourt for all tenant contractors
use.
Each Tenant Contractor must report to Homart before they begin construction. A
Contractors Manual will be given to the contractor at this time which covers all
Landlord regulations regarding Construtilon and all inspection and utility
information.

SECTION SEVEN
CITY OF OCOEE PERMIT SUBMISSION
REQUIREMENTS
The City of Ocoee Building Department requires the following for all plans submitted
for building permit
.
Three sets of Landlord approved plans which include sprinkler shop drawings and
tire alarm drawings
.
All spaces over 1500 square feet must be sealed by a registered architect and
engineer
●
All Food Court and restuarant tenants must submit hood details, make-up air details
and plans detailing extinguishing equipment. Hood systems must be approved by
the Building Department prior to the fire suppressiontest.
The City review will take about three weeks. This time should be built into the
construction schedule to assure that the store will open by the lease required opening
date. The City of Ocoee Building and Zoning Department is located at

Counter fronts must be of a hard durable finish. Counters tops should be
Corian or equal. Match landlord food court tile at the counter base.
The serving area floor must be ceramic or quarry tile. Vinyl tile can be used
in the prep area,
Slabs will not ba provided in the Food Court spaces. The slab is to be provided by
the tenant contractor at tenant expense.
Natural gas is located in the truck murts on each side of the Food Court. The gas
pipe must be run from the manifold in the truck court at Tenant expense. The meter
is by the utility.

All construction must be in compliance with the Florida Accessibility Code for
Building Construction, 1994 and all other codes outlined in the Introduction to this
manual.

Food odors must be exhausted to tha atmosphere through a Tenant furnished and
installed up-blast exhaust fan equal to Penn ventilator Co. Fume-X fan, in
accordance with applicablecode. The fan unit shell be modified by the addition of a
venturi type duct adapter to ensure a minimum discharge velocity of 2000 F.P.M.
The exhaust fan will be equippad with a residue trough which be maintained by the
tenant. The distance of each exhaust fan from any air intake shall be that which the
local code allows. All penetrations are by Landlords roofer at Tenant expense.

There must be an electrical interlock to run the exhaust fan and make -up air unit
simultaneously with the lights.

Makeup air systams for all tenant exhaust must be accomplished by a tenant
furnished and installed maka up air system.

The automatic extinguishing equipment shall be installed in accordance with the
National Fire Protection Association Standard 96, latest edition, Section 10. The
extinguishing system shall be Underwriters Laboratories approved C02 or preengineered system with the following features:
a) protection of the hood and duct,
b) surface protectionfor deep fat fryer, griddle, broiler and range
c) automatic devices for shutting down fuel or power supply to
appliances
d) provided with a simple means to manually activate the fire
extinguishing equipment.

The slab will not ba provided in each Food Court space. The tenant contractor will
be responsible for pouring tha slab aftar the plumbing is installed.

provided from the tenants ceiling.

Backlit illumination to be provided by neon ranging from 3200K to 3700K. Neon

PERMANENT KIOSK CRITERIA

INTRODUCTION
I
This design criteria has been formulated to provide guidanos to the Tenant and
the Tenant’s design team in developing a viable kiosk design.

The Landlord reserves the right to disapprove any kiosk design that do not
comply with the oritefia established in this manual.

DESCRIPTION OF LANDLORD’S WORK

FLOOR
I
Landlord shall provide a finished mail floor in and surrounding the kiosk area.
The finished floor shall be consistent in elevation and materials with the
surrounding mall common area. No penetrations of the floor material is

The kiosk construction shall not damage or remove the Landlords floor structure

UTILITIES

The Landlord shall provide a duplex receptacle floor box with a telephone outlet.
Each floor box will have a 20 amp service. Any upgrade to this service is at

Kiosk locations in the food court will also be provided with sewer and water.

tracks. Tracks must not block the sightlinessto the inlina tenants and are
subject to Landlord approval.

All glass within 18 of the floor must be temperad. If permitted by code, all
other glass may be safety plate.
