Authorize continued membership in the Ohio High School Athletic Association for Hastings Middle School, Jones Middle
School and Upper Arlington High School for the 2016-2017 school year.
Approve Tremont field for July 4th Fireworks
The Upper Arlington Civic Association has made application to use the athletic field and parking lot at Tremont School for the
annual July 4th fireworks display planned for July 4 this year. Several arrangements reached in prior years will be repeated as
follows:
The City will prohibit trucks from driving on the field; supervise the refilling of the fireworks trench; verify that all fireworks
have been extinguished and administer the clean up of the facility.
In order to avoid damage to the irrigation system a map and guidelines will be provided. The Civic Association will use this
information to give direction to the fireworks company.
The Association has agreed to include the Board of Education and its employees on its liability insurance as additional insured.
As in previous years, rental fees will be waived.

Resolution calling on the Ohio Legislature and Ohio Department of Education to minimize state testing and grant
local district control as they develop legislation and rules pursuant to the reauthorization of the Every Student
Succeeds Act
Resolution
WHEREAS, the Upper Arlington Schools community elects Board Members to ensure
an effective, efficient, vibrant and productive school system; and,
WHEREAS, it is the duty of the Upper Arlington Board of Education to deliver
educational programs and services to the students of Upper Arlington Schools;
And
WHEREAS, the Board is responsible to listen to the community including taxpayers,
parents and other patrons, as well as the state; and,
WHEREAS, Upper Arlington Schools recognizes the importance of local control; and,
WHEREAS, on December 10, 2015, President Barack Obama signed the Every
Student Succeeds Act (ESSA) into law as Public Law Number 114-95;
And
WHEREAS, the ESSA mandates local involvement and input from local stakeholders;
and,
WHEREAS, in its ESSA summary released in January of 2016, the Ohio Department
of Education (“ODE”) recognized that the ESSA “requires local school board input in
federal rulemaking in key areas such as testing and accountability;” and,
WHEREAS, input from educators along with recommendations from school boards is
critical prior to any legislative changes as a result of the ESSA; and, NOW,
THEREFORE, BE IT RESOLVED, that we, the elected members of the UPPER
ARLINGTON Board of Education, on behalf of the children and community we

serve, call upon the Ohio Department of Education and our state representatives to
gather critical input from school officials and to enact meaningful governing guidelines
to ensure greater accountability and transparency while seeking local input on student
performance; and
BE IT FURTHER RESOLVED, that the State of Ohio should follow the suggestions
within ESSA, which encourages local control while districts work with their
stakeholders to determine best assessments to measure student performance; and,
BE IT FURTHER RESOLVED, that the State of Ohio should follow minimum
federal guidelines for testing to allow more time for teachers to instruct students; and,
BE IT FURTHER RESOLVED, that the State of Ohio should not create the ESSA
guidelines prior to seeking and incorporating input from local school districts and their
stakeholders.

opportunities even when schools are closed for any of the reasons specified in section 3313.482 of
the Ohio Revised Code; and
WHEREAS, section 3313.482 authorizes a board of education to file an annual plan with the Ohio
Department of Education by August 1 of each year to provide online learning opportunities for students in
lieu of attendance on such days of closure;

RESOLUTION AUTHORIZING STUDENT TRIP AND ACCEPTING DONATION
WHEREAS, the Upper Arlington City School District Board of Education has
determined the educational mission of the school district will be served by its Vocal Ensemble
students participating in a retreat from August 8 through 10, 2016;
WHEREAS, the Board has found that it serves an educational purpose for students to
undertake the travel to and participation in the retreat;
WHEREAS, the Upper Arlington Vocal Music Boosters desires to support the
educational mission of the school district by donating the costs of and otherwise
coordinating a retreat at Heartland Conference and Retreat Center;
WHEREAS, the Board recognizes the need for appropriate supervision of students
during the retreat and authorizes the Superintendent to assign staff to attend the retreat and
arrange for additional chaperones at Board expense;
NOW, THEREFORE, BE IT RESOLVED, by the Upper Arlington Board of Education that
the retreat shall be considered a co-curricular school-sponsored trip;
BE IT FURTHER RESOLVED, that the Board accepts the in-kind donation from the
Upper Arlington Vocal Music Boosters valued at the cost of the retreat, including the cost to
provide room and board to Board employee(s) assigned to attend the retreat;
BE IT FURTHER RESOLVED, that the Superintendent is authorized execute the Trip
Agreement with the Upper Arlington Vocal Music Boosters and assign staff to attend the
retreat, consistent with this resolution.
TRIP AGREEMENT
This Agreement is entered into between the Upper Arlington Board of Education
(“Board”) and the Upper Arlington Vocal Music Boosters (“Boosters”), effective August 1,
2016.
1. The Boosters have contracted with the Heartland Conference and Retreat Center to
provide a vocal ensemble retreat from August 8 to 10, 2016. Upper Arlington High
School’s vocal ensemble students are eligible to participate in this retreat. Included in the
total cost of the trip shall be the provision of room and board for two adult staff members
as chaperones for the trip, to be selected by the Superintendent.
2. The Boosters shall pay the costs of the retreat, and the Board of Education shall accept an
in-kind donation from the Upper Arlington Vocal Music Boosters, valued at the amount
they have expended on the retreat.
3. The Board shall pay the costs of providing additional chaperones for the evening hours
during the retreat.

SETTLEMENT AGREEMENT
OAPSE Grievance over Events on April 30, 2016
Regarding Custodial Overtime (Section 8.5.B of the Agreement)
This Settlement Agreement is made by and between the Upper Arlington City School
District Board of Education (“the Board”) and OAPSE Local 201 (“OAPSE”).
WHEREAS, the Board and OAPSE are parties to a collective bargaining agreement
(“Agreement”) with effective dates of January 1, 2014, through December 31, 2016, that
addresses circumstances for custodial overtime; and,
WHEREAS, OAPSE and certain individual custodians (Marvin Myers, Evelyn Chapin,
and Earl Minton) filed a grievance claiming that the Board violated Section 8.5.B. of the
Agreement when an event took place at Wickliffe Elementary school on Saturday, April 30,
2016, and no custodial coverage was scheduled; and,
WHEREAS, OAPSE’s grievance was denied at Level I and was advanced to Level II of
the grievance procedure; and,
WHEREAS, OAPSE disagrees with the denial of the grievance.
NOW THEREFORE, in order to avoid the time, expense and uncertainty of processing
this dispute further through the grievance and arbitration procedures and in consideration of
the mutual promises and obligations contained herein and other good and valuable
consideration, the sufficiency of which is hereby acknowledged, the Board and OAPSE agree
to settle this matter according to the following terms:
1. The Board agrees to pay Evelyn Chapin, the custodian who would have been
awarded the work had overtime custodial work been assigned on April 30, 2016,
three (3) hours of overtime pay.
2. OAPSE agrees to withdraw this grievance with prejudice.
3. By entering this Settlement Agreement, the Board does not concede nor does it
believe that it violated any provision of the collective bargaining agreement with
OAPSE based on the events that occurred on April 30, 2016.
4. By entering this Settlement Agreement, neither OAPSE nor the individual grievants
concedes that the instant grievance lacks merit.

5. This Settlement Agreement shall not constitute precedent for any other matter
between the parties and shall not be raised in any other matter, except to the
extent necessary to enforce this Agreement.
This Agreement constitutes the entire agreement between the Board, OAPSE, and the
individual grievants regarding the issues outlined herein. There are no other written or verbal
agreements, understandings or arrangements between the parties concerning the matters
addressed herein.

Description:
Innovation is a hallmark of the teaching and learning
experience at UAHS. Across UAHS, faculty and students are
creative, inventive, and responsive to opportunities to new
ideas and new ways of learning. The purpose of Research &
Design (R&D) at UAHS is to support, enhance, and scale
innovations created by faculty and students to solve problems
that matter to us. The goal of R&D at UAHS is to maximize the
impact of individual, cross-departmental, and school-wide
innovations while minimizing the disruption that comes with
change.
NOTE:

Essential Functions and Performance Responsibilities:
• Regularly seek out and connect with students, teachers, administration, and school-based
teams, both formally and informally, to identify, draw out, and support innovative ideas.
• Support the innovation selection process and provide support to advance selected
innovations.
• Communicate and facilitate engagement with internal and external stakeholders on the status
of innovations in process.
• Create and support the team of educators who coordinates the experimental classroom space
in the Learning Center.
• Lead and manage education-focused research on the impact of UAHS innovations and the
experimental classroom on teaching and learning.
• Share findings and insights from innovation efforts in national publications, research journals,
educational conferences, and/or social media.
• Coordinate and direct other human resources
• Build a working knowledge of research-based academic, peer-reviewed education journals
and publications in education.

Qualifications:
Required
• At least three (3) years teaching experience with at least one (1) at UAHS. At least three (3)
years teaching experience at the secondary level preferred.
• Ability to engage productively with all students in classroom and non-classroom settings.
• Experience identifying, drawing out, creating, and implementing innovative ideas to advance
teaching and learning with students and staff.
• Respect from and strong working relationships with students, faculty, and the community.
• Comfort and experience in classroom- and/or school-based action research.
• Strong written and oral communications skills
• Ability to work effectively with technology and social media.
• Experience in formal peer-to-peer professional learning.
Preferred
• Leadership experience (informal or formal roles in education or in the community).
• Expertise in project management functions (initiating, planning, executing, monitoring, etc.).
• Willingness to pursue grants with experience obtaining grants preferred.
• Commitment to continue learning new strategies, methods, and tools to support innovation
leadership and management.
