The successive additions to our civic debt since 1875 are all detailed in our annual civic reports, and as these are public property,
open to all who have any curiosity to be informed, I need not specifically refer to them. When I had the honor of taking my seat
for the second time in May, 1895, the total amount of our civic
debt was, including schools, $2,756,166.
During the years 1895 and 1896 the following. sums were expended for the purposes mentioned. It is gratifying to know that
in most cases the cost of the works enumerated was within the
appropriation.

SIR,—It becomes my duty, in accordance with law and custom
to present to Your Worship and the City Council, and for general
information, a report shewing the present amount of our civic
debt and what additions have been made thereto during the civic
year which closed on 30th April, 1897.
A reference to
the annual report of the year just previous
will show that the otal amount of our civic debt on 30th April,
1896, was S3,131.5 6.67. This total included $213,000 properly
belonging to the year named though the loan was not really effected until after the close of the civic year. During the following
year, that is to say, between 30th April, 1896, and 30th April,
1897. there has been added, for the widening and improvement of
Loclunan street $15,000, and for the widening of Quinpool road
$7000, in all 322,000, which being added to the gross amount
named a e makes the total of our civic debt on 30th April,
1897, 53,1 .5 6.67. It is to be understood that in this total are
included all permanent civic liabilities for general civic purposes,
not omitting Water Works and Public Schools. Some new loans
amounting to 540,000 have been taken up since, but these of
course belong to the current year and notice of them will appear
in the next annual report.

the City Auditor, there is to be found a detailed memorandum of
the assets of the City and their approximate value.

some $48,000 or thereabouts of old Water Debentures paying 5%,.

all been renewed at 4 per cent. with a premium, and the Water
Department will be a gainer thereby to the extent of over eight

public debt are Con vcrtible terms; we cannot have one without the
other. In comparatively small matters, it has b err deemed a.
wiser course, of late years, to pay as we go. For in tarice, we contracted a debt of $6000 not long since for constructing a foot-path
around the Citadel and for the payment of some accounts not
provided for in the annual estimate. This amount is being gradually paid UH" by instalments placed in the estimates and the same
course will be followed for the discharge of whatever liabilities
were incurred in the celebration of the Queen's Jubilee. The total
amount ol' annual interest for which the City is liable, that is to
say, the annual interest on our total cix ic debt, as named above,

stock at five per cent. No one could foresee what has sin_ce hapened and that the rate of interest would fall so decidedly. If
this $588,700 now paying five per cent. could be renewed at four.

when the annual estimates are about being prepared. The difl'iculty in the matter is that the present arrangement cannot be disturbed without the consent of the parties holding the stock. The
City Treasurer has suggested a plan, worthy I think of consider-
ally six per cent.

City at the same time placed in a better position. The Treasnrer’s
idea is, to offer the stockholders 8125 of City Stock at 4 per cent.

the new issue of debentures redeemable in a stated time, say 25
years. 0? course this plan would increase the civic debt nominally to the extent of_§51cL7,000, but the annual interest payable
wouid be just the same as it is now and when the debentures fell
due they could no doubt be renewed at four and possibly at less
than four per cent. The advantage to the citizens would be that
the city would be released from a false position and in course of
time might be a considerable gainer. The proposed change, however, would require some legislation as well as the consent of the
present stockholders.

Judging from the great number of new dwelling houses erected in the suburbs of the city during the past year, it has been inferred by. many that the- next returns for assessment will shew
a large increase of value. It would not be well, however, to expect
too much from this source. It is to be feared that in too many
cases the erection of new dwellings merely causes a .change, the
occupation of new dwellings for the abandonment of old ones, or
at least the re-letting of old ones, at a greatly reduced rental; in
either case having a marked effect upon the valuations returned by
the Assessors.
