THE Government of Saint Lucia
(GOSL) has received financing from
the Caribbean Development Bank
(CDB) in an amount equivalent
to USD12.0 mn towards the cost
of Basic Education Enhancement
Project (BEEP), and intends to apply
a part of the funds to cover eligible
payments under the Agreement.
Payment by CDB will be made only
at the request of GOSL and upon
approval by CDB, and will be subject,
in all respects, to the terms and
conditions of the Loan Agreement.
The Loan Agreement prohibits a
withdrawal from the Loan Account
for the purpose of any payment
to persons or entities, or for any
import of goods, if such payment or
import, to the knowledge of CDB, is
prohibited by a decision of the United
Nations Security Council taken
under Chapter VII of the Charter of
the United Nations. No party other
than GOSL shall derive any rights
from the Loan Agreement or have
any claim to the proceeds of the
Loan.

AMENDED INVITATION FOR
PRE-QUALIFICATION OF
CONTRACTORS
THE
Water
and
Sewerage
Company Inc. (WASCO) has applied
for financing from the Caribbean
Development Bank (CDB) toward
the cost of the rehabilitation works on
the John Compton Dam (JCD), and it
intends to apply part of the proceeds
of this financing to payments under
this contract. Payment by CDB will
be made only at the request of the
Government of Saint Lucia (GOSL)
and upon approval by CDB, and will
be subject, in all respects, to the
terms and conditions of the Loan
Agreement. The Loan Agreement
prohibits a withdrawal from the
Loan Account for the purpose of
any payment to persons or entities,
or for any import of goods, if such
payment or import, to the knowledge
of CDB, is prohibited by a decision of
the United Nations Security Council
taken under Chapter VII of the
Charter of the United Nations. No
party other than GOSL shall derive
any rights from the Loan Agreement
or have any claim to the proceeds
of the Loan. WASCO intends to
prequalify contractors for JCD
Rehabilitation Works.
JCD was constructed in the
1990s along the Roseau River near
the village of Millet in central Saint
Lucia. The reservoir water storage
capacity has been compromised by
sedimentation, with a corresponding
effect on the reliability of water
supply on the island. The purpose
of the proposed works is to restore
storage capacity to JCD.
The
work will include dredging of the
JCD sediment, construction of the
sediment containment dyke and
associated water decant system, and
other ancillary works. The work is
expected to occur during the ‘wet’
season, between September and
December 2015.It is expected that
invitations for bid will be issued in
June 2015.All countries are eligible
for this opportunity.
The requirements
qualification will include:
for
pre-
(a) an average annual
turnover (defined as billing for works
in progress and completed) over the
last five years of United States dollars
(US$) 20 million;
(b)
demonstrable
cash
flow (including access to credit) of
US$2.20 million equivalent; and
the applicant and be clearly marked
“ Application to Prequalify for John
Compton Dam Rehabilitation”.
WASCO reserves the right to
accept or reject late applications or to
cancel the prequalification process.
WASCO will not be bound to assign
any reason for not pre-qualifying
any applicant and will not defray
costs incurred by applicants in the
preparation and submission of the
pre-qualification documents.
Applicants will be advised in
due course of the results of their
application. Only contractors and
joint ventures pre-qualified under this
procedure will be invited to bid.

TAKE NOTICE THAT: Service on you of the Summons hereunder at the instance of VINCENT ISRAEL
residing at Old Victoria in the Quarter of Castries in Saint Lucia, is being effected by publication of this Notice in two
(2) consecutive issues of the Gazette and the Voice Newspaper circulating in Saint Lucia.
SUMMONS
WHEREAS, VINCENT ISRAEL residing at Old Victoria in the Quarter of Castries in Saint Lucia, by his
Application filed in the High Court on the 26th March 2015, claims to have acquired title by thirty (30) years
prescription, to the property described in the Schedule hereto and has applied to the Court for a Declaration of Title:
ALL PERSONS claiming an interest in the said property are hereby required to enter an appearance at the
Registry of the High Court Peynier Street Castries, in person or by a Legal Practitioner, within two (2) months from the
date of the last publication of this Summons which is being published twice in the Gazette and the Voice Newspaper
circulating in Saint Lucia.
SCHEDULE
All that piece or parcel of land being a dismemberment of lands formerly registered as 0846 B 205, situate at Old
Victoria Road in the Quarter of CASTRIES and registered as 0846 B 733 in the Registration Quarter of CASTRIES
and bounded as follows:
On the NORTH by Victoria road, on the SOUTH, EAST AND WEST by the remainder of lands owned by
Heirs Evans Catty registered as 0846 B 734 or howsoever otherwise the same may be bounded or contained.
The whole containing FIVE THOUSAND AND SEVEN (5007) SQUARE FEET or ZERO POINT ZERO
FIVE (0.05) HECTARES and shown on Survey Plan by Johnson Volney Licensed Land Surveyor dated 27th
February 2014 and lodged at the Surveys Office on the 31st March 2014 as Plan No. C12246 B Record
No. SM 124/2014
