As a cultural investor, Telefilm Canada offers the industry its
strategic and financial support by investing in productions
and also by providing advances, loans and loan guarantees,
lines of credit and grants.
The Crown corporation has supported new media
since 1996. It plays a dominant role in the financing of digital content through the Canada New Media Fund, which has
an annual budget of $9 million.
In the era of the digital economy and the globalization of markets, one of the purposes of this fund is to
help production companies develop the work of creators
and support original projects of quality which have good
commercial potential, which emerge from small and
medium-sized production companies and which reflect the
rich cultural diversity of Canada. The Fund has three
components: product assistance, distribution assistance
and sectoral assistance. It should be noted that Telefilm
Canada is also active in the field of games, a sensitive
sector with international potential
Part of Telefilm's mandate is to encourage
the widest possible distribution of Canadian works, both at
home and abroad, by supporting the distribution, export,
dubbing, marketing and promotional activities of the industry at festivals, trade shows and other national and international events. The Corporation participates in three
new-media trade shows: MILIA in Cannes, France, E3, and
ECTS in London, UK.

New Media Canada
A unique talent pool
By virtue of its geography, the unique composition of its cultural mosaic
and its capacity to generate large-scale projects, Canada is at the technological crossroads of North America. A major trade and financial centre,
Canada is a natural bridge between Europe and the Americas and is
a strategic business destination in the world of the new economy.

production, computer graphics, computer technology, engineering software and video. In
Montréal, for example, approximately 50% of
the population is fluent in both English and
French and 20% speak a third language. The linguistic endowments of workers in the newmedia industry can significantly accelerate the
overseas commercial development of products.
In Canada, a large number of established companies bring expertise and economic
stability to the industry. Several world leaders
are solidly implanted. It is partly due to businesses with global reputations in the sectors of
telecommunications, multimedia production,
computer equipment, publication, distribution
and production of software that Canada
has become a leader in new media. Moreover,
the entrepreneurial spirit and the availability of
risk capital favour the launching of projects and
their subsequent endurance.
Quebec Companies
Rule the Game
Quebec's electronic game industry is active, successful,
and growing rapidly:
• Quebec’s game industry includes more than
Qualified workforce
30 companies involved in game development,
and competitive production costs
publishing, software and middleware.
• These companies represent a workforce
of 1,200 full-time employees.
• Over the past 4 years, they have released
more than 50 titles for game consoles, personal
computers and arcades, as well as more than
80 games for alternative platforms.
• Quebec’s game companies are well established
on international markets and 60% of them make
more than 75% of their sales outside of Canada.
• Their games have been distributed throughout
North America, Europe, Asia, Latin America
and Africa, and are translated into 10 different
languages.
Montréal (Quebec’s metropolis) ranks
fourth among North American cities in terms of
density of technological employment in relation
to population. Local companies benefit from the
presence of Quebec’s 12 universities, numerous
research centres, a large critical mass of software engineers and several professional 3D
art schools, including one (National Animation
and Design Centre) offering a program tailored
to the needs of game development studios.

Best of all, Montréal enjoys some of
the most economical costs of living of any international metropolis. Labour expenses can be
up to 38% less expensive in Quebec than in the
United States. Therefore, European companies
such as Ubisoft, Microïds, Cryo Networks and
DC Studios have taken advantage of the wide
availability of qualified personnel and competitive production costs to set up development
facilities in Quebec.
Fields of expertise
Quebec's game developers have produced
titles for all current platforms and genres.
Recent "made in Quebec" successes include:
• Licensed properties for consoles and PC: Ubi Soft’s
Batman Vengeance, Tarzan Untamed and Tom
Clancy’s Rainbow Six Vogue Spear Blackthorne;
A2M’s (Artificial Mind and Movement) Monsters
Inc., The Grinch, and Bugs and Tazz: Time Busters.
• Original PC games: Strategy First's Disciples
and Man of War series.
• Original console games: Digital Fiction's
boxing game Black and Bruised
(GameCube and PlayStation 2).
• Web games: Sarbakan's Steppenwolf:
The X-Creatures Project and Arcane.
• Multiplayer online games:
Vircom's Black Moon Chronicles.
• Children's entertainment and edutainment:
Kutoka's Mia and I.C.E. Development
Adibou series.
• Handheld-device games: Hexacto's Tennis Addict,
Soccer Addict 2002 and Full Hand Casino,
all selected among CNet's "Top 10 Must-Have
PocketPC games."
Our studios have also developed
expertise in Game Boy Advance, arcade hardware, iTV, interactive lottery games, and even in
special-purpose entertainment networks located
aboard aircraft.
Furthermore, many of the world's
leading software and middleware producers,
including Discreet, Softimage, Kaydara and
Quazal, are based in downtown Montréal. Finally,
Quebec-based studios can assist companies in
the areas of 3D art development, music composition and recording, motion capture, localization,
testing, or full game development.

The Montréal’s Cité Multimédia or in one of the
province of Quebec's many Information
Technology Development Centers (CDTI) may
receive tax credits equivalent to 40% of the
salaries of eligible full-time employees, up to
a maximum of $15,000 per employee per annum.
This assistance is renewable on a yearly basis for
a maximum of 10 years until December 31, 2013.
Furthermore, corporations located in
a CDTI may be eligible for a five-year tax holiday
for themselves and the foreign nationals they
employ, as well as tax credits on equipment
purchases. Other government programs open
to game developers include refundable tax credits
on production costs.

Cité Multimédia
www.citemultimedia.com
A technological hub in an urban setting
The Multimedia City of Montréal is a group of businesses
working in the information technology and multimedia fields.
These organizations have set up offices in the designated buildings
located in the Faubourg des Récollets, held by a consortium made
up of the SDM (Société de développement de Montréal),
the SITQ Immobilier – a subsidiary of the Caisse de dépôt et placement du Québec, and the SOLIM – a real estate branch of the
Fonds de solidarité FTQ.
Created by the consortium, the Multimedia City office
manages the development and construction of this real estate
space. All organizations wishing to set up office in the area can
benefit from a financial assistance program offered by the Quebec
Department of Finance: “The Cité du Multimédia” or “Information
technology development centres (CDTI)”. Companies in the
Multimedia City may obtain a tax credit of 40% of salaries paid
to eligible employees, up to a maximum of $15,000 per year per
employee. The assistance can be renewed annually until 2013.
The Multimedia City would like to create: an inter-enterprise synergy that promotes exchange and resource sharing to
optimize innovation and productivity; a showcase of Montréal and
Quebec expertise in multimedia and information technology that
will increase the influence of Montréal and Quebec in international
markets; a friendly urban environment that will enable organizations, employees and residents of the City to flourish in a dynamic
setting; a model project for the restoration of an historic quarter, as
well as in real estate development and urban planning that will be
welcoming to high-tech organizations.

titles to DVD movie players, PC DVD-ROM and PC CD-ROM
systems. Digital Leisure acquired the rights to Dragon's Lair,
Space Ace and Dragon's Lair II: Time Warp in early 1997, the
three games that redefined the gaming industry in the 1980s.
The games were created by Rick Dyer and feature spectacular quality animation by Don Bluth, an ex-Disney animator
who is also known for his work on All Dogs Go to Heaven,
The Land Before Time and Anastasia. In early 2000, the company added the development and publishing rights
of Hologram Time Traveler which was released in the fall of
2000. Selling over $18,000,000 in its arcade debut, Hologram
Time Traveler remains the first and only coin-operated arcade
game to deliver a real 3D hologram experience. In 2002
Digital Leisure acquired the distribution rights from AnJon
Inc. for the New Dragon's Lair 3D Action Figures. In the first
series, Dirk the Daring, Princess Daphne, Mordroc and Singe
the Dragon jump off the computer screen to life in figures
from 6 to 16 inches. Going forward, Digital Leisure Inc. plans
to continue bringing classic video-based games to the
newest technologies of the future.

SRP Interactive
www.strategicracing.com
What pushed Mr. Perrier to create the SRP
concept ? It all started when Serge Robert
Perrier began thinking of a concept that
would entertain his customers, at the time, in
the hotel and resto-bar business.
Originally, the SRP concept was conceived
to demonstrate that car racing involved two important
elements: strategies and decisions. Everything started as
a simple board game. People were soon excited and interested by the new concept. This same board game matured
to become a virtual social community environment on the
Internet.
Since 1997, SRP became THE virtual community
network in car racing strategies on the Internet. There are
only two ways to win on SRP: making the right decisions
and choosing the right strategies. Chance or coincidence
have nothing to do to become a winner in SRP.
As of now, you already know that the SRP concept
is not for a young audience, because there is no simulation
or video. It is more of an interactive platform managing
a virtual community. In short, SRP is a community environment on the Internet, where people get together, chat and
play together for fun and competition. So as we say: a victory on SRP is earned and deserved!

ArtMédia
www.artmedia.qc.ca
Studios ArtMédia was founded in August 1997 by
the Vice President and former employees of
Megatoon Entertainment Group, which developed titles for the Sony PlayStation (Jersey
Devil), Disney (The Mighty Machines),
WordPerfect (Wallobee Jack) and Tiger
Electronics (Quizz Wizz). Megatoon (now A2M)
was considered one of the most important
pioneers of interactive entertainment in Canada.
With its 30 employees and trainees, Studios ArtMédia
is now the leading independent interactive game developer in
Quebec City, Canada. The Moon Muncher (Qui a croqué la Lune?),
its first interactive title, is a best-selling, award-winning title in
Canada, France, Belgium, Switzerland and Luxembourg (it is also
available in Morocco, Tunisia and Algeria). Its promotional Web
site – www.moonmuncher.com – was chosen as Shockwave Site
of the Day on September 17, 2000. Another Web site developed
by ArtMédia – www.rouillard.ca – was awarded the Macromedia
Site of the Day distinction last fall. The Moon Muncher will soon
be available in Germany, England and the USA.
Eager to move into the console market, ArtMédia
invested all its profits into initiating the development of a 3D
engine able to take advantage of the extraordinary potential of
the Xbox; ArtMedia even enrolled 15 students in the first "Xbox
school" in Canada. This meant an investment of over C$300,000.
We are also putting together a research consortium with Laval
University and the Montréal Computer Research Center (CRIM) to
add A.I. capabilities to the engine. ArtMédia is putting together all
the resources required to be at the forefront of one of the most
promising developments in recent years.
