Yachting WA is the peak body for all forms of sailing and boating in Western Australia. It is a diverse organization with key responsibilities that facilitate the management and development of boating in WA. The existence of Yachting WA is pivotal to the health and development of the sailing and powerboating in WA. Promotion of Yachting Yachting WA facilitates the promotion of the sailing and boating within WA including building awareness through media exposure, government liaison and community projects. Management of Training Yachting WA provides development and management of training packages for small boat sailing, power boat handling and yacht sailing. Yachting WA provides certified training in the sport through a network of accredited Yachting Australia Discover Sailing Centres. In addition, Yachting WA is a Registered Training Organisation and holds a Memorandum of Understanding with the Department of Transport allowing Yachting WA to establish providers of the Recreational Skippers Ticket throughout the State. Governance of the Sport Yachting WA strives to establish the highest possible standard of corporate governance for the sport of sailing in WA. This is an essential basis for government support and development opportunities with State, National and International yachting authorities. Furthermore it enables Yachting WA to provide the strongest possible support for its stakeholders, the clubs and class associations of WA. Yachting WA’s responsibility extends to the development and maintenance of racing rules, transport regulations and the measurement and registration of boats and racing handicaps. Servicing of Clubs and Class Associations Yachting WA provides direct support and advice in club and class association organisation, administration, marketing and yachting activities. We are here to facilitate the success of each yacht club and class association in WA. Providing for the Future Yachting WA will continue the implementation of a business platform that will enable a new level of support and development on a local and State level in the future. Who/what is Yachting WA? Yachting WA was formed in 1950 and is an incorporated association under the Associations Incorporation Act 1987. Yachting WA is a creature of the yacht clubs and class associations of WA – the Members. Yachting WA is governed by a Board of Management of up to ten (10) members who are elected at the Annual General Meeting by the Members. Supporting the Board of Management is a number of Committees that are comprised of volunteers provided from the general membership of the clubs. These Committees report to the Board of Management. What does Yachting WA do? Yachting WA is a not for profit organisation. It is responsible for the administration, promotion and advancement of the sport of sailing at all levels throughout WA. YWA represents its members and the yachting community to ensure that the appropriate competition and recreational opportunities can be conducted in safe and regulated conditions allowing all yachting participants to achieve their goals. Yachting WA is a small but flexible organisation which responds to the needs of its members providing assistance where practicable. The YWA staff is available to provide assistance and advice on any issues regarding sailing and boating across WA. Who does Yachting WA represent? YWA currently represents: 38 Yacht and Sailing Clubs 53 Class Associations 36 Accredited Discover Sailing Trainin Centres 2014 - 2015 Yachting WA has been working with governments, industry and the members to represent them and attend to the needs and concerns of sailors, their clubs and their associations. Oversee accreditation and on-going quality assurance for Discover Sailing Centres Maintain a Memorandum of Understanding with the Department of Transport to enable accredited Assessors to deliver the Recreational Skippers Ticket Induct RST assessors Examine RST assessments, record and pass to DoT for issue of RSTs Coordinate Tackers Programs state wide with clubs including the induction of new Tackers Instructors Yachting Western Australia – Annual Review 2014-2015 Correct as @ Monday, August 31, 2015 Page 9 YACHTING WESTERN AUSTRALIA INC PRESIDENT’S REPORT This is my final year as the President of Yachting Western Australia. I have been privileged to serve our sport in this capacity, and trust that I have made a positive contribution. I appreciate that some of the matters that have been under discussion over the past two years, especially in respect to the One Sailing initiative and the cost of Club subscriptions, have kindled strong debate. On the whole, the state of the sport of sailing in WA remains strong. The number of affiliated Clubs and Associations has grown, with the addition of Cocos Islands Jukong & Sailing Club; Denmark Sailing Club; Perth Kite Board Racing Club; and the Old Gaffers Sailing Association. Our Clubs have reported increased membership, with a total growth of 1279 members listed in the My Club membership data base from July 2014 to Aug 2015. The number of qualified officials and volunteers has grown: 39 people have participated in Race Officer training courses at the Club, State and National level; 10 people have participated in Measurer training; and 14 People have participated in mark laying training. That said, we do not believe that all participants in Club delivered training programs are being recorded. We need to do so, as having a pool of these well qualified volunteers is vital to our sport. We have recorded a good financial result for 2014/15: a deficit of just $2,300 compared with a budgeted loss of $43,000. Our reserves are just shy of $500,000 including the pre-payment of rent to RPYC. This strong position has been achieved by the diligence of our Treasurer, John Heydon, and the tight cost control exercised by management. Our sailors continue to enjoy outstanding results in national and international regattas. Some of the highlights have been: Blind Match Racing World Champions: Kylie Forth (Helm), Ryan Honschooten & Erin McGlew (Crew). Hobie 16 Open World Champions: Gavin Colby (Helm) & Josephine Mark (Crew). International 14 Ft Skiff World Team Racing Champions: Brad Devine Helm (Helm) Ian Furlong and Stuart Sloss (Crew). Laser Radial Youth World Champion: Connor Nicholas Redline Racing Team: Matthew Jerwood (Helm), Alexander Landwehr, Mark Whittington and Patrick Vos (Crew) are currently ranked 8th in the world and recently won the Oakcliff International in New York. Amazingly David Gilmour’s team are ranked 10th; and Sam Gilmour’s 13th! Javelin Masters Australian Champion: Bill Devine. 420 Open Australian Champion: Emerson Carlberg (Helm) Lachlan Gilmour (Crew). Laser 4.7 – 1st Australian (Female) Champion: Zoe Thomson. Laser Standard Australian Youth Champion: Matt Wearn. It is interesting to note the very strong correlation between those sailors having national and international success and participation at YWA training programs, Westsail, and recipients of Ron Tough Foundation grants in earlier years. The patient investment in developing our young sailors is paying off. I thank Club members for their financial support and the commitment of Clubs to the development of our sailors. But we have more work to do to develop the bridge between Westsail and WAIS and the Australian Youth Sailing Squad and Sailing Team, through our fledging State Youth Development Squad and State Youth Team. At the 15th ‘Meet the Champions’ event held at Fremantle Sailing Club in May, with our new Patron the Governor of WA Her Excellency Kerry Sanderson AO in attendance, we were able to recognise the achievements of sailors, administrators and volunteers, and via the Ron Tough Yachting Foundation, provide generous financial support to sailors, Clubs and Associations. Your Board of Management believes that the status of this night in the broader community should be elevated, perhaps by renaming it the WA Yachting Awards, and by obtaining sponsorship to relieve the financial cost to YWA, the Ron Tough Yachting Foundation, and the host Club. The “learn-to-sail” and sailing skills development programs being delivered by Clubs, whether under the Tacker banner or not, continue apace. In the past 12 months, we have seen: 291 participants complete Tackers courses; 1439 adults and kids complete YA Learn to sail Dinghy Program; 150 participants complete YA Power Boat Programs; 215 participants complete YA Keelboat Programs; 64 participants complete YA Instructors (dinghy, Tackers, keelboat and power boating) courses; Yachting Western Australia – Annual Review 2014-2015 Page 10 YACHTING WESTERN AUSTRALIA INC 101 participants complete a Safety & Sea Survival course; 113 participants benefit from intense coaching at our junior development programs (Mirrorsail & Optisail); 126 sailors attend Westsail; 6023 people qualify for their Recreational Skippers Ticket through YWA accredited trainers; and 250 people undertake training on My Club, My Centre and general website training. Whilst these numbers are impressive, again we do not believe that they yet capture all of the participants in Club and school-delivered training programs. The failure to register participants on the YA data-base will cost our sport much needed funding from the ASC and other government funding sources in future years. This needs to be addressed urgently. The same goes for the reluctance of some Clubs to register all of their members and sailing participants on the YA data base. With ongoing ASC funding determined by their Participation Categorisation Framework, the sport of sailing can more than triple the funding received nationally from the ASC in 2016/17 and beyond, from $200,000 per annum to $650,000 per annum, by simply registering all full active members, program participants, event participants, and participants in a Club’s school-delivered programs. Some but not all Clubs have committed to doing so, and I urge all Clubs to fully participate. YA and YWA stand by to provide administrative assistance where needed. One of the questions I have been often asked is “What does YWA do for those clubs which have predominantly power boat owning members?” I accept that YWA’s major focus is on sailing related activities, but there are many specific examples in the past 2 years of what we have done to support the power boat community: We worked with the Department of Transport - Marine Safety Division regarding the new speed limits on the Swan and Canning rivers which protect Club marinas and makes the river safer for all users by designating specific areas for specific uses; the installation of additional navigational marks on the Swan and an upgrading of the navigation lights; the removal of the majority of unlit spit posts so as to improve safety at night; and in the review of private and Club moorings to retain availability; We worked with the Fremantle Harbour Authority to have the 8 knot speed limit brought back to the inner harbour entrance so as to speed up transit of the port; We worked with AMSA to ensure that Club members volunteering use of their vessels to support Club activities are exempted from onerous commercial vessel requirements; We worked with the Metropolitan Redevelopment Authority to successfully gain an increase in bridge height and more moorings within Elizabeth Quay; Through the Cruising & Power Yachting Committee we conduct time trials for those power boat members who wish to participate; We facilitate attractive insurance policies for all boat owners via Nautilus Marine Boat Insurance; We facilitate attractive Club Liability and Club Management liability insurance brokering services via Masterman’s; We act as the RTO for the majority of RST certification providers in WA, lifting recreational power boat owner’s skills to the benefit of all users of our waters; We offer Sea Safety Survival Courses, which are as relevant to power boat owners as they are to yacht owners; and We offer sail training opportunities (i.e. Tackers) for the children of power boat owners. I dare also add that it is of great benefit for some of our Members being seen by the ATO to be a yacht club rather than a commercial marina. I mentioned earlier the earnest consideration given by your Board and Members to the question of whether YWA should participate in Phase 3 of the One Sailing initiative. This involves proceeding with the functional alignment and re-assignment of roles and secondment of personnel between YWA and YA. The Board of Management, and a clear majority of our member Clubs and Associations, believes that adoption of a strong national governance mechanism, ensuring efficient management of resources, and improving consistency, effectiveness and relevance of services provide to our Clubs and Associations, will result from proceeding with Phase 3 of One Sailing. However the Board of YWA is acutely aware of the need to be vigilant and forceful to ensure that this initiative delivers in Western Australia the opportunities for improvement identified in the One Sailing manifest. YWA has agreed to constructively cooperate with YA and the other MYAs in our joint endeavour to implement Phase 3. It is envisaged that the scope of activities of YWA will not be diminished, but the qualitative and quantitative outcomes will improve. The Board of YWA will undertake regular reviews to assess how well the One Sailing program is working. The YWA General Manager, along with the SubCommittees of YWA that will remain in place, will report to the YWA Board on the progress and outcomes from Phase 3 independent of the reports that will be provided by YA’s Board and CEO. However, as well as addressing the immediate needs of our sport and our Clubs and Associations, we need to be cognizant of the bigger picture – the mega trends that present opportunities and threats for our sport. We know that sport is important to Australians – Yachting Western Australia – Annual Review 2014-2015 Page 11 YACHTING WESTERN AUSTRALIA INC 6.5 million of us participate in, and 1.8 million volunteer their services to, sport regularly. But participation in sport and physical activity by Australians is declining, and especially so amongst older Australians. Sport is becoming more personalised, and focused on health and fitness than competition. More Australians participate via unorganized lifestyle-sympathetic means than via Club organised activities. Another trend is that extreme forms of sport are becoming mainstream – so in our sport we see kiteboard racing and foiling dinghies and catamarans gaining popularity. Another mega trend is the commercialization of sport – sport is becoming big business, more professional and less volunteer based. But the good news is that unlike most other sports, sailing club membership, program participation, and the number of registered coaches and officials are all on the rise. The opportunity to draw more Australians into our sport, whether from among the almost 70% of Australians who are classified as sedentary or having low levels of activity, or from the 20% of Australians that are active but have no club affiliation, is enormous. Sailing also has the clear advantage that one can be an active competitor for many more decades than is the case for most other sports. To be successful and ensure sustainability we need to: segment and prioritize our adult, youth and children target markets; invest in product development to fit with lifestyle needs; deliver workforce development to lift the skills of our staff; recruit and train more coaches and race officials so this doesn’t become a constraint on our activities; address the perceptions that our sport is risky and expensive; invest in and protect our facilities and infrastructure; and improve our marketing and communication to existing and prospective participants to ensure they choose our sport and membership of our Clubs from the myriad of choices. The One Sailing initiative is an opportunity for us all to work smarter, use our resources better and ensure that our services are coordinated nationally and delivered locally. But to be truly successful this coordinated initiative on the national level will need to be complemented by the Clubs and Associations in WA working cooperatively to address these challenges and seize the opportunities. We need stronger and smarter Clubs and Associations to successfully compete in our crowded target markets. In closing can I say how pleased I am that we now have Gerry O’Dea in the full-time position of General Manager, supported by our competent and dedicated staff. I am also pleased that the new Board of Yachting WA will comprise a diverse mix of talented people, and that in particular we have started to address the gender imbalance and some of the skills deficiencies of the past. However we still need to see future Board members drawn from our youth, disabled sailors, and from the regions – another challenge for the future. To the members of the Board stepping down tonight – Bill Burbridge, John Heydon, Phil Lammonby, and Gary Martin, thank you for your service to YWA, and more broadly via your past and continuing Club and whole-of-sport service. Thank you for the opportunity to serve our community as President. Thanks also to those who serve on the many sub-committees of YWA and who represent YWA on national committees, and to the Flag Officers and staff of Clubs and Associations, all of whom have given me valuable guidance and support. In this regard, I also mention YA Board Member and former President of YWA, Doug Kerr, who has been a solid counsellor to me. Finally, to the new President, Mark Fitzhardinge, and the new Board of Management, all the best. You are now the guardians of YWA as we proceed through exciting and challenging times. Denys Pearce President 27 August 2015 Yachting Western Australia – Annual Review 2014-2015 Page 12 YACHTING WESTERN AUSTRALIA INC GENERAL MANAGER Six months into the job and I am immensely enjoying the challenge of working for Yachting WA. I was very fortunate to have a comprehensive hand-over from Bernie Kaaks who was generous with both his time and advice is assisting me to settle into the role. I inherited an excellent strategic plan that clearly outlines our values and strategic themes for the next five years. I fully appreciate the YWA Board taking a chance on a General Manager who didn’t have an extensive background in the sport, but I hope my abilities in other areas will keep things ticking along successfully. Bernie is certainly a tough act to follow. Many thanks to both outgoing President Denys Pearce and Treasurer John Heydon for their patience in answering my more obvious questions and in assisting me to get quickly up to speed on the operations of YWA and the various issues of the day. In particular, Denys has expertly guided YWA through the process of the One Sailing initiative and whilst there is more water to go under the bridge, ultimately we look forward to being able to offer improved service delivery and resourcing to our members in WA. John has also been extremely supportive and generous with his time and clearly left YWA in excellent financial shape. I would also record my sincere thanks to the YWA staff who have also welcomed me and quickly demonstrated that they are a robust and dedicated team. To Dean, Travis, Leanne, Melinda, Enid, Tony and now Grant – thank you for your strong contribution and the way you approach your work. I also look forward to working with Mark Fitzhardinge, Rob Rooke, Kim Laurence and the new YWA Board as we move into some interesting and exciting times ahead. One of the questions I am asked constantly is “What does YWA do for us?” Aside from the excellent information provided on our website, it occurs to me that the relationship between YWA and its member clubs and associations works best when it is viewed as an equal partnership. The most effective relationships are those where both parties contribute to the outcome, in a positive and constructive way. Essentially, you get out of a relationship what you put in. Sit back and wait, and the results won’t be there. Be proactive, enthusiastic and engage with us on your key issues and the outcomes will be all the more positive and beneficial. We see encouraging examples of this all the time. I would like to acknowledge the outstanding assistance given to us by the Department of Sport and Recreation who constantly provide expert guidance and resourcing, in particular through Senior Consultant Jacqui Jashari. The funding they provide is crucial, however when you combine this with the excellent level of service they deliver, we are fortunate to have their backing. I would also like to acknowledge the partnership we share with the WA Sports Federation, Department of Transport and WA Institute of Sport. I am also very confident that we will once again see our strong relationship with Healthway reinvigorated. If I have to nominate a concern, it would be in the unwillingness of some clubs to register all their members into the database. The often used explanation I hear is that YWA may use this information to increase subscriptions. This is not the case and in fact would have the opposite effect as it would allow us to report increased numbers to DSR and the ASC with increased funding the carrot on the stick. There is no doubt that some work is required to input this data, but as always, we are here to help our members where necessary. The staff and board are busy planning for the new financial year and a number of projects are already in the pipeline. An expanded Meet the Champions function, an extensive Clubs Conference, further development of the Tackers program, more regional club visits, improved communications and marketing strategies and new high performance initiatives are only a few of the many new developments up for consideration. It’s important that we continue to grow our existing programs and still introduce new plans that respond to the needs of our Members. We also need to ensure we investigate and establish new and alternate revenue streams to secure our future. Gerry O’Dea General Manager Yachting Western Australia – Annual Review 2014-2015 Page 13 YACHTING WESTERN AUSTRALIA INC COASTAL COMMITTEE The Coastal Committee has two main functions. These are to co-ordinate events between the Dawesville Cut near Cape Bouvard in the south and Lancelin in the north and to provide the information needed for the Department of Transport (Marine Safety) to give permission for the conduct of what the Navigable Waters Regulations class as Regattas and which in fact covers all races and organised cruises, both sail and power. It also covers all dinghy training. Having events approved has a twofold benefit, firstly other water users may not interfere with these events and secondly, in the case of off-the-beach boats, it permits them to sail under Part 2 of the YA Special Regulations rather than the Navigable Water Regulations. This is why it is important to include dinghy training times in your list of events. Eastern Channel through Success Bank The Eastern Channel through Success Bank is now in use to get slow barges under tow and others out of the main Cockburn Sound Channel. We have an agreement with the Fremantle Harbour Master Captain Allan Gray that it will not be used at weekends or when there are events listed in the Coastal Calendar. It is important that yachts, dinghies and powerboats keep out of the way of commercial ships using this channel at other times. The channel is marked at each end by virtual buoys so there are no new posts or actual buoys. The virtual buoys are visible to any boat/ship with an AIS receiver. The relevant clauses to which the Coastal Committee works are quoted below: 51C. Organised races, displays, regattas and aquatic sports A person shall not organise, promote or conduct a race, display or regatta for vessels of any description or an exhibition of any form of aquatic sport, including water skiing, in any navigable waters, unless permission therefore has first been granted by the department. 12. Regattas (a) No person shall navigate a vessel in such a manner or in such a position as to obstruct, impede or otherwise interfere with, or endanger the safety of boats or persons assembled or competing in events on the occasion of any form of aquatic sport, boat race, swimming carnival, regatta or other assembly for the purpose of entertainment within any navigable waters, for which permission has been granted pursuant to regulation 51C. Always remembering that paragraph (c) states: (c) Notwithstanding paragraph (a) the person in charge of any sailing vessel or motor boat competing in an organised event shall comply with regulation 13. 13. Prevention of Collisions at Sea Regulations apply It is the duty of every person in charge of a motor boat or sailing vessel to be conversant with and to abide at all times by, these regulations and the Prevention of Collisions at Sea. Off the Beach Boats - Dinghies The exemption from wearing PFD 1s, carrying flares, anchors, etc. is granted each season and applies to all events that are on the Coastal Calendar both summer and winter. It also applies to organised training. A copy of the exemption can be obtained from the YWA Office. The exemption only applies to the dinghies, not to coach or safety boats. Clubs outside the area covered by the Coastal Committee should apply to their regional office of the Department of Transport (Marine Safety) to gain the same exemption. The Coastal Committee must be informed of all events even if you feel they do not need co-coordinating because no one else operates in your patch of water, so that they can be cleared with the appropriate authorities that include Department of Transport, Fisheries and Fremantle Ports. CALENDAR PREPARATION The Coastal Committee holds its annual meeting in June and Clubs should submit all their events including training for the year that begins on 1st September each year and ends the following August 31st, by the first week in June. All events must now be submitted on the spreadsheet that the YWA office will send out in late May and must be returned by early June. This allows the office time to prepare a draft Calendar prior to the annual meeting. Yachting Western Australia – Annual Review 2014-2015 Page 14 YACHTING WESTERN AUSTRALIA INC WORLD and NATIONAL CHAMPIONSHIPS Once a clubs knows the date of a World Championship that it has been allocated to run, the date should be submitted to YWA Office so that the water space can be booked in advance. The Coastal Committee is happy to receive the date of a National Championship up to 12 months in advance. It is important that these dates are known prior to clubs constructing their year’s calendar. All clubs that conduct events within the defined coastal area are entitled to, and should, send a Delegate to the Coastal Annual Meetings. Bill Burbidge OAM Chairman OFFSHORE COMMITTEE The 2014/2015 Summer and Winter Season have now been completed. There were good numbers of regular competitors in division 2 and 3. Division 1 numbers were increased on last season which was positive. The SISKA Trophy was won by Calm, Tony and Astrid Mitchell’s well campaigned TP52 by Andrew (Hips) Harry. Calm’s results in the IRC Blue Water series were 1st in the Fremantle to Geraldton, Bunbury and Return, Fremantle to Busselton, Albany to Fremantle, 2 nd in the Return from Geraldton and the Coventry Reef race, and 4th in the Fremantle to Albany race. Runner up to in the SISKA was Alan Stein’s Dirty Deeds only 7.5 points behind. Planning for the following season has proceeded well with a number of new initiatives being utilised. On-line race entries will be trialled this season. This will involve a reduction in the administration for both the skippers and sailing administrators. At the beginning it will be necessary to store all of the crew data and then only include the names of the crew for the race being put on the Race Entry form. The boat data is collected in the same on-line method to last season. The second success is the annual equipment check is now completed in accordance with the National Equipment Audit scheme. Auditors from the clubs can audit their boats regardless of where they are going to be sailing. Participation has been promoted by all the clubs over the past year which has seen a number of younger crew retained in offshore sailing. Congratulations to Luke Parkinson who was a crew member on the winning boat in the recent Volvo around the world ocean race. My thanks to all of those who have helped make the Offshore Season the success it was and I wish all those participating the forthcoming Offshore Season success. This year has seen 3 new members join the committee in Alan Benn, Jennifer Richardson and Tony Stephen and we look forward to their contributions. The work of the Committee has continued normally over the past year with the regular bi-monthly meetings to deal with the various issues. There has been recently been a disturbing increase of poor behaviour towards other sailors following incidents during races. Whilst this may be a reflection on what seems to be happening in society it is not something that should be happening on the water. One of the reasons for this is probably a general lack of knowledge of the rules which means many are not doing the right things to keep clear of other boat and this causes upset and frustration for those that do know and try to do the right thing. It is incumbent on all sailors to learn and understand the basic rules in order that all can successfully and safely get round the course without being sworn at or, in some cases assaulted. Members of the Racing Rule Committee (RRC) are charged with trying to spread the word on the rules and we remain available to assist Clubs, Classes or individuals in increasing their knowledge. In an effort to give a clearer path to contact the RRC we have developed, with the assistance of YWA, a separate webpage to allow you to access the various services of the committee. Included within this webpage is a ‘forum’ to enable anyone to ask a question which will be answered by a member of the RRC. Please use the forum to get answers to any of your rules question. John Standley Chairman June 2015 RACE MANAGEMENT COMMITTEE The Race Management Committee comprises those members of yacht clubs who are actively involved in the conduct of races. The Committee provides an opportunity for members to remain up-to-date and to discuss issues of common interest. The Committee meets at the YWA office at 1800 on the second Thursday of each month with the exception of December and January. New members are always welcome. A major focus of the Committee is to increase the number of accredited Race Officers and Measurers in the National Officiating Program. This accreditation can be at National, State or Club level for Race Officers and requires attendance at a seminar or workshop and officiating at events appropriate to the level. For Measures the accreditation is at “Class” level for all measuring, and for “Sails and Spars” for limited measuring. This requires attendance at a Measurement Clinic and officiating at events appropriate to the level. The Committee is particularly keen to increase the number of accredited club officials and the training of Mark Layers at all levels. During the year, members of the Committee have conducted a number of Race Management Seminars, Mark Laying Workshops and Measurement Clinics. Kim Peaker Chairman June 2015 Yachting Western Australia – Annual Review 2014-2015 Page 16 YACHTING WESTERN AUSTRALIA INC SAFETY COMMITTEE One of the Safety Committee’s responsibilities is to provide advice to clubs and individual sailors on safety matters. Your first port of call should be your Club’s Safety Officer but if they are not available or do not have an answer then any member of the YWA Safety Committee is always happy to try to help. Another is to keep club offshore safety inspectors, now known as auditors, up to date. The Safety Committee meets with them each year before the beginning of each season. The third and often time consuming is to comment on changes to the Special Regulations that Yachting Australia is suggesting be made during the life of the Blue Book. For instance it has been decided to modify SR3.16 Bunks and 3.17 Galleys so that these are no longer required for Category 4 boats. The committee also meets to discuss incidents on the river or at sea to determine whether there is something that can be shared to reduce the likelihood of a similar incident occurring in the future. Compliance All racing boats including dinghies must comply with the appropriate section of the Special Regulations. You prove your compliance by completing an Equipment Compliance Form for the highest category you wish to compete in. Once you have all the equipment you should have, on board, it should be checked (audited) by a member of your club who has been appointed to audit Compliance Forms. Copies must be kept by the boat and also by your club’s sailing office or club administration if your club does not have a specific sailing office. Cruising boats should also ensure they have the equipment required. The best place to find a list of this is in the Green Book, copies of which are obtainable from the Fremantle sailing Club website at http://www.fsc.com.au/sections/cruising/safety/. Training your Crew - SR 6.01.2 recommends the practice of safety routines at regular intervals. The SRs actually require training in the use of EPIRBS and PLBs but you should also consider the following: Reefing mainsail, assembling and using emergency steering, flare familiarisation, use of the radio(s), abandoning ship and MOB routines. The Sea, Safety, Survival course covers all of these and more but it is good to practise them with your crew at regular intervals. While some of these may be of less importance to those who sail in enclosed waters (such as the Swan River or Augusta) the last is important to all. Appendix D of the Special Regulations (pages 274 to 279) describes the Quickstop method. There are other methods. The US Sailing Federation regularly conducts trials on all sorts of equipment and methods of doing things. It is well worth spending an hour or two reading some of their findings. The URL for the website is http://www.boatus.org/findings/. You may be surprised at some of their discoveries. For instance some flares are much better than others as are some PFDs. They are not all equal. Recovery of a MOB has been extensively worked on for both sailing and power boats, have a look. PFDs (Life Jackets) - No one plans to fall overboard so your PFD is better worn than stored below. The waistcoat type is acceptable but the Safety Committee encourages the use of inflatable PFDs by keelboat crews as these can be worn without inhibiting the wearer. If buying a new PFD 1, it is strongly recommended that you purchase one that has at least 150 Newtons of buoyancy. These are now a requirement for offshore racing boats. They are best made to the new standard AS4758 but the shops are selling inflatable PFDs made to the old AS1512 but with 150 Newtons of buoyancy. If buying one of these ensure they have 150 Newtons stamped on them and that the gas cylinder has 33gms of CO2 printed on it. While not required for Categories 5, 6 and 7 the Safety Committee recommends them as they can be worn at all times without inhibiting the wearer. This is particularly important for weak or nonswimmers whilst on a boat at any time and not just whilst racing. It is now a requirement that all crew members on offshore boats (Categories 1 to 3) wear a PFD when on deck after dark (SR 5.01.1(d) and it recommended for other occasions. Off the beach boats, however, are not permitted to use inflatable PFDs. For these boats a waistcoat type is considered the best choice. Yachting Western Australia – Annual Review 2014-2015 Page 17 YACHTING WESTERN AUSTRALIA INC There is also an article in the Offshore Handbook now available online on the YWA website. It is about page 52. There is also a lot of other advice and information in the “Yellow Book” that is useful to racing, cruising and powerboats. Take a little time and look through it. It is not all race details. Changes in the Special Regulations - There are always ongoing changes to the Special Regulations. These can be found as Amendments on the Yachting Australia website. They are on the Sports Services menu item http://www.yachting.org.au/sportservices/safety/special-regulations/. Please have a look at regular intervals. YA now also issues SINs (Safety Information Notices). These are advisory notices with recommendations of good practice. These are also on the same area of the YA website. Exemptions for Dinghies sailing off the coast – As those who sail dinghies outside the river would probably know the Department of Transport has exempted dinghies from carrying a number of items such as PFD 1s, anchors, flares and EPIRBs. The exemption has a number of conditions that include having the dinghy up to Special Regulations Part 2 standard and always having a rescue/safety boat Yachting Western Australia – Annual Review 2014-2015 Page 18 YACHTING WESTERN AUSTRALIA INC in attendance. The SR Part 2 can be found on pages 305 to 312 of the Blue Book. There is a Compliance form available for dinghies that the Safety Committee recommends that clubs use to make it easy for owners and skippers to understand what is called for. It is not hard to comply. The exemption applies to off the beach boats, wind surfers and kite boards in certain limited situations. The Committee wishes every one safe and pleasant sailing for the 2015/ 2016 season. Bill Burbidge OAM Chairman SWAN RIVER RACING COMMITTEE The past twelve months have been largely a period of consolidation and progression of the changes to procedures implemented last year. The committee met on nine occasions this past year and all meetings were well attended by club delegates. The business of the meetings was addressed promptly and in an increasingly efficient manner. Many thanks must go to our minute secretary Sharon Singleton, and to Enid Schoonraad and Melinda Davies in the YWA office for their support. Thanks must also be extended to Mark Fitzhardinge for his leadership and enthusiasm for change. With the vast majority of event applications now being submitted in the approved spreadsheet format we have seen a reduced workload on the office. We have seen this year a further reduction in the need to go back over applications month after month as clubs become much more familiar with accessing both the Swan River Racing Calendar spreadsheet and the DoT Aquatic Calendar and are avoiding clashes from the outset. Last season we approved the conduct of Windward / Leeward racing on Melville Water on our regular Saturday recurring event timeslot. This season, due to expressed support for the concept, we are again setting aside two days in the summer program on which there will be no regular club course racing on Melville Water but rather a regatta organised by the clubs with W/L racing in Classes and Divisions and invitations extended to all interested clubs and associations. Whilst the organising of these events did initially raise some challenges, we believe we can further refine and develop these regattas as there is obviously support for such an event from the sailing fraternity. The first regatta next season is scheduled for early November and the second for early February. There has been significant work put in to avoid clashes with other, particularly offshore, events in the hope of attracting greater participation of the Division 1 boats. We hope that, as the event becomes more established, the WL regattas will become a major feature of the sailing season. There continues to be a shift in the type of sailing events requested by clubs as they seek to generate greater interest in sailing and grow their fleets. In the case of one design and particularly centreboard classes there is a growing demand for short course regatta type events. With the division boats still keen for the traditional round the buoys club racing, there is considerable compromise required to facilitate both forms. This is demanding solid planning at the event approval stage by this committee, and also increased communication between clubs at the race management level. It may well require a review and rationalisation of the myriad club courses, particularly Rod McGregor Chairman, Swan River Racing Committee July 2015 Yachting Western Australia – Annual Review 2014-2015 Page 19 YACHTING WESTERN AUSTRALIA INC DEVELOPMENT, TRAINING AND PARTICIPATION The 2014 – 15 season has been very successful, with a number of new development and training initiatives implemented, leading to increased participation in many areas. Race Official Training YWA successfully ran a number of YA accredited race official courses to promote training and participation within our community. 37 participants completed the Measurers Seminar, 15 the Race Officers Seminar and 4 the Mark Laying course. As a result, not only does WA have an increased pool of trained volunteers, we have also seen a broader dissemination of information as trained volunteers return to their Clubs with new skills and knowledge. Development of new My Club system In July 2014, Yachting Australia introduced the new and improved My Club system through Fox Sporting Pulse. The system is currently able to be used for online registration for membership and events, with further uses expected to be released next season. The system with online payment options will significantly increase the efficiency of registration processes, particularly for those Clubs who are run by volunteers. A number of Clubs have utilised the online entry system as event entry forms with great success, it is anticipated that Clubs will continue to embrace the new My Club system. YWA will continue to run training sessions and provide assistance to support Clubs as they transition to the new My Club system. Looking to the future, YWA and Yachting Australia look forward to increased funding and sponsorship opportunities that may become available from accurate reporting of numbers. Discover Sailing Centre Agreements Since the introduction of the Discover Sailing brand and programs to WA four years ago, 31 of the 36 West Australian Clubs and Training Centers from the previous year have become Discover Sailing Centers. Discover Sailing continues to be a popular program for training both sail and power boat courses. Yachting Australia will introduce online renewal for the 2015-16 season Discover Sailing Centre agreements. YWA will run a number of training sessions to support Centers in the use of the online system. Discover Sailing Programs Fun and active school holiday sailing programs remain extremely popular with children in both metropolitan and regional areas. Yachting WA will continue to work with Clubs to increase the conversion rates from learn to sail courses to further Club participation or membership. Demand for the National Power Boat Handling course remains low as a direct result of the compulsory state Recreational Skippers Ticket for power boat skippers. Clubs are encouraged to utilise grants from the Department of Sport and Recreation to support volunteer training in the operation of safety and support boats. The demand for learn to sail courses remains high, in both the dinghy and keelboat programs. The majority of the junior and youth participants participate in the dinghy program, however there is also an increasing demand for adult programs in dinghies and keelboats. Tackers Programs The Tackers program remains Yachting Australia and the Australian Spots Commissions first priority program to introduce sailing to children under the age of 12. In 2014-15, the fourth year of the Tackers program, 3 800 participants attended a Tackers program across 37 centres nationwide. Less than 10% of training centres across the nation deliver these programs, the majority of these centres are located in Victoria. Five Clubs in Western Australia are currently delivering the Tackers program; Yachting WA will continue to work with Clubs to promote the Tackers program to ensure sustainable increase in participation over the coming seasons. Sporting Schools Program Learn to sail programs delivered to school groups has once again has possible been an under capitalised area, with programs delivered by a small number of Clubs. The Australian Government has released funding to eligible primary schools in an effort to increase primary school students’ participation in sport. The Tackers program is the recognised learn to sail program for Sporting Schools. Tackers clubs are encouraged to register as a Coaching Provider through the Australian Sporting Commission. YWA Development Programs & State Development Squad Yachting WA continues to lead the nation with our highly successful junior and youth training camps. Optisail and Westsail once again provided an excellent platform for sailors around the state to develop and hone their skills under the guidance of WA’s most experienced coaches. These camps also provide an opportunity for sailors and Associations to prepare for upcoming sailing season. Yachting Western Australia – Annual Review 2014-2015 Page 20 YACHTING WESTERN AUSTRALIA INC Westsail remains the pinnacle of WA youth development – the concentrated high performance coaching facilitates the development of our youth sailors at the top of their respective classes. The camp and subsequent State Youth Championships are the final identification point for the selection of the WA State Team and the Development Squad, the pathway squad for the State team. Over the 2014-15 season, Yachting WA distributed $18,000 class Associations to support members of the State Sailing Squad to compete at National and Youth Championships. Over the past two years, Yachting WA has supported the State Sailing Squad program to the value of $44,000. In addition to financial support, Yachting WA has discounted instructor course fees for members of the State Sailing Squad. This has proved a successful initiative, with top level sailors qualified as instructors providing excellent coaching opportunities for our junior sailors. In conjunction with the Department of Sport and Recreation and WAIS, sailors in the State Squad have been involved with the Developing Champions program. Instructor Courses Yachting WA delivered a number of instructor courses across the dinghy and keelboat programs this season. Six Keelboat Instructors and seven Club Coaches qualified, along with forty-one Dinghy Instructors, some of whom will remain Assistant Instructors until they turn sixteen. Twenty eight Instructors had their qualifications revalidated over the season. The increased number of new instructors and assistant instructor will supplement the growing demand for small boat sailing courses. The number of instructors who have completed the Tackers Induction has increased to 82 endorsed Tackers instructors, however the focus still remains on increasing instructor numbers to meet the anticipated program demand. The Start Crewing & Helming Course, Yachting Australia’s Keel Boat program, has been extremely popular since its introduction this season. WA Clubs have run twenty-seven courses this season, with two hundred participants having completed the program. It is predicted that demand for this course will continue to grow, YWA will shift focus to ensure there are enough instructors to meet this demand. Our network of assessors continue to meet the demand for RST for the general public and our clubs. A small number of instructors are delivering the National Powerboat Handling and Safety Boat Operator courses to clubs. The National Powerboat Handling course is most popular with the Naval Cadets, Scouting WA, Marine Education Boat Shed and Small Boat Sailing Instructors. The Sea Safety and Survival Course is a requirement for a number of events, such as the Fremantle to Bali Race and Rally and the Sydney to Hobart. Our two qualified instructors delivered eight courses between them, accrediting one hundred and nine participants over the season. Perth 2011 Legacy Equipment The Legacy Equipment gifted from Perth 2011 to Yachting WA continues to be an asset, supporting many Clubs and Associations throughout the State. Clubs are to be congratulated on their willingness to share their RIBs with other Clubs or Associations. The hierarchy of events for equipment allocation; International, National, State, Regional, Association and Club events, is working well. Discover Sailing, Tackers and the dedication from Clubs, Associations and volunteer has contributed to an increase in the recorded number of people undertaking training at Discover Sailing Centers. An increased recording rate by Centers has resulted in more accurate student records and reports, it is essential that Clubs continue to accurately record enrolments in MyCentre. Yachting WA looks forward to continued program development and participation across all of our programs. With increased funding and sponsorship opportunities Yachting WA eagerly anticipates the opportunities to further support sailors, Clubs and Associations with future developments over the coming season. July 2015 Yachting Western Australia – Annual Review 2014-2015 Page 21 YACHTING WESTERN AUSTRALIA INC CRUISING & POWER YACHT COMMITTEE Cruising and Power Yacht Committee Annual Report 2015 Season 2015 Time Trialling weather conditions have been in stark contrast to those we experienced for the same time last year. At the time of this report we have just completed Round 4 of the State Heats in what can only be described as magnificent weather with only the final round remaining to complete the season. Our intrepid Starter and his fantastic team have been kept on their toes with an average of 50 boats entered for each round. Not as many competitors as we would like but with good support from Royal Freshwater Bay Yacht Club, Claremont Yacht Club, Swan Yacht Club and South of Perth Yacht Club. This year we also have Royal Perth Yacht club represented which is great news as it has been some time since they have regularly participated and I look forward to their ongoing involvement. To date there appears to be no clear winner at the head of the Leaders Board, but rather multiple winners which makes for an exciting conclusion to the season finale. Our gala Prize Night cocktail party is being hosted by Claremont Yacht Club, and I am reliably informed that it will be a night to remember! This year we are very excited to have a new sponsor in Corica Pastries, who are fantastic people and their support is greatly appreciated. There is also an added benefit of being able to sample some of their wonderful pastries and cakes. This year with the assistance of a small number of competitors at State and Club events we have been trialling a GPS tracking system with very good success. In future the system should allow us to run our time trialling without the need for check boats, however we still have some minor issues with the accuracy of the information in relation to spit post coordinates that will need to be manually checked. Early trials and data have shown the system to coincide with our current check point system and it is envisaged that the trials will be completed this year and the new system should be up and running for the 2016 season. I would like to acknowledge the ongoing support from South of Perth Yacht club for their courier boat, skipper and administrative services provided by their Sailing Administrator and Royal Freshwater Bay Yacht Club for their start boat and skipper. Whilst the overall market has remained steady, Yachting WA's share of it has increased. We have an excellent network of Assessors, from Esperance to Broome, covering all the major, and some not so major, people centres around the coast. Our business model is attractive to the Assessors, especially in the vexed area of public and marine liability insurance. We had our periodic audit by Dept of Transport earlier this year, and passed with flying colours. We must say a very big thank you to Melinda and Leanne for their work in the administration and accounting to support the program. Registered Training OrganisationWe are now in a busy period, preparing for our 5-year renewal audit. We have a new set of National Standards by which to operate, and introducing at least one new Training Package. Anyhow, the day is almost here. I am delighted that Grant Hunt is going to take over the RTO Manager and RST project management roles. Grant has an excellent record in training, in both power boats and sailing. He has the Diploma in Training and Assessment, and knows his way around both the recreational and commercial boating training systems. He is the Yachting Australia Senior Instructor in WA for the National Power Boat Handling Scheme, and will be a great asset to the team at Yachting WA. Its use is intended for keelboats and other small boats. It is also used for offshore race starts. Mangles Bay Zone (M): This Zone is intended to include all of The Cruising Yacht Club’s normal sailing courses. The northern limit is defined as a line from the BP Refinery flare to Colpoyes Point. Cockburn Sound (CS): Being the area bounded by a line due west from Woodman Point in the north and the Mangles Bay Zone in the south. Carnac Zone (C): The area west of the Cockburn Channel and from Carnac Island in the south to the Straggler Rocks in the north. Owen Anchorage (O): The area east of Cockburn Channel bounded in the south by Woodman’s Point and in the north by Fish Rocks. Fremantle Zone (F): The area east of Cockburn Channel bounded in the south by Fish Rocks and in the north by the South Mole. The assessment for this qualification is in two parts: Rules of the road, safety and emergency procedures, assessed by examination. Competent at handling a power boat, assessed on the water. People new to boating will need to do a full course of training and assessment and must successfully complete the examination first before going on the water. A registered vessel must be operated by a qualified skipper. This is an once-in-a-lifetime requirement and you will only pay the training and assessment costs for the qualification. The main requirements were low cost and high performance. To meet these demands, an easily driven, light displacement design was promoted. Diamonds are a one design, open keel boat class and have a mainsail, genoa and spinnaker. Genoas are generally on a furling forestay and the spinnaker is launched via a shute. The total crew compliment consists of 4 — 2 crew on trapeze and with the helmsman and trimmer swinging from hiking straps. Diamonds constantly prove to be almost unbeatable in 25 plus knots of breeze and are not for the faint hearted. Wave sailing is run as a competitive discipline consisting of jumps and wave riding manoeuvres. Slalom racing is a short course around a number of marks with no or minimal upwind legs. Slalom is run in heats consisting of 8-10 sailors. Ideal conditions are 15-25knots. Speed sailing is best done on flat water with strong winds, sail sizes between 4-7m2 with boards as little as 40 wide and about 60L. Small fins are used between 20-26cm. Ron Tough Yachting Foundation was established in 1980 to provide funds to West Australian Sailors, clubs and class associations, to encourage excellence in yachting, with an emphasis on youth. As well as supporting sailors who are pursuing their dreams of competitive success, the Foundation also provides financial grants to support entry level programs to assist Clubs in participation and retaining people new to our sport, thereby supporting the ongoing success of yachting within Western Australia. The Ron Tough Yachting Foundation operates independently of yacht clubs whilst receiving strong financial support from the majority of the Western Australian Clubs and their members, enabling grants totaling $74,250 (a new record for the Foundation) to be distributed in the past year to 43 applicants. Each year the Foundation awards the Ron Tough Gold Medal for an outstanding contribution to the sport of Yachting within Western Australia. The Trustees awarded a Gold medal in 2015 to John Rosser for his outstanding life time contribution to our sport, including involvement in the management of the Perth 2011 ISAF Sailing World Championships and 2006 IFDS World Championships held in Perth. He has also been an available contributor to the disabled sailing community and was also involved in Alan Bond’s 1977 challenge for the America’s Cup. The Ron Tough Scholarship is awarded annually to a youth sailor (or youth team) who has the potential to achieve significant competitive success, and who has demonstrated the commitment to undertake the required training and preparation. This year, Conor Nicholas was awarded $6,000 to assist him with his Laser program. Which covers events in several continents and which will no doubt be demanding. We wish him well for his competitive program. This year, grants were awarded to eight yacht clubs and three class associations which will provide funds for a wide variety of programs to attract and retain participants in our sport, and generally assist learn to sail and learn to race programs. Additionally, funds were provided via the Yachting Western Australia to assist with boats and equipment used widely within our sport, and to offset some of the costs of representing WA by members of the Schools Teams Racing teams. Thirty two sailors received amounts ranging from $500 to $3,500 to assist them in competing in international events, with some outstanding results achieved so far, helping to maintain the reputation of Western Australia as a first class sailing state. Applications for grants close in early March each year, using the forms located on the YWA website, and are presented at “Meet the Champions”, along with the WA Yachting Awards. Yachting Western Australia – Annual Review 2014-2015 Page 78 YACHTING WESTERN AUSTRALIA INC MEET THE CHAMPIONS 2015 WESTERN AUSTRALIAN YACHTING AWARDS Meet The Champions – the annual Yachting WA awards night as held on 7th May 2015 at Fremantle Sailing Club. Attended by Her Excellency Kerry Sanderson AO Governor of Western Australia. Dignitaries and Invited Guests, witnessed the awarding of the Ron Tough Yachting Foundation Bronze, Silver and Gold Medals and the Yachting WA special awards to this year’s recipients as follows: OUTSTANDING CONTRIBUTION TO YACHTING RON TOUGH YACHTING FOUNDATION GOLD MEDAL John Rosser Nominated by RTYF Board of Trustees John, a member of Royal Perth Yacht Club, became a Race Officer in the mid1980s, running the annual ‘Gra Rosser Series’, for which is father donated the main trophy. John was involved in the restoration of Walpole Yacht Club, volunteering his boat for starting duties, and acting as Race Officer for their “Regatta in the Trees” event. He also played a significant role in the management of the Perth 2011 ISAF Sailing World Championships. John was a volunteer during the 2006 IFDS World Championships held in Perth. Developing an interest in disabled sailing, he created a rotating skipper’s seat for use in the event. John continues to be a consistent and valuable contributor to the disabled sailing community. John was also involved in Alan Bond’s 1977 team to challenge for the America’s Cup. With Ben Lexcen’s ingenuity and John’s engineering skills, the Australians were able to build their version of the “bendy mast” a design which troubled the American’s but wasn’t enough to take the cup. Yachting Western Australia – Annual Review 2014-2015 Page 79 YACHTING WESTERN AUSTRALIA INC YOUTH SAILOR OF THE YEAR RON TOUGH YACHTING FOUNDATION SILVER MEDAL Alistair Young Nominated by Fremantle Sailing Club & Royal Freshwater Bay Yacht Club Alistair’s 2nd place finish at the Australian Laser Radial Championships in January 2014 meant he secured the Under 17 and Under 19 Australian Championship titles. He went on to finish 3 rd at the Australian Youth Championships, qualifying him to represent Australia as part of the Australian Youth Sailing team at the 2014 ISAF Youth World Sailing Championships. Alistair finished 2nd at the RPYC Mini Series and the Western Australia Laser Radial State Championships where again, he was the top youth sailor at both events. At the ISAF Youth Team Selection regatta in Japan, he claimed his first International regatta win in the Laser Radial, and claimed 2nd overall at the Singapore Laser Trophy. The highlight of his year was his 5th place finish at the ISAF Youth World Championships in Portugal. He competed in the Open World Radial Men’s Championships finishing 13 th place overall and 2nd Youth Sailor. He was an integral member of the 2014 Foundation Youth Cup winning team, and a lead skipper in the FSC’s 2014 YWA Interclub Team Racing Championships victory. His most recent victories came at the 2015 Australian Laser Championships where he claimed the Australian Laser Radial Open National title, backing this up with a victory at the Australian Youth Championships. As a consequence of these two results, he is currently leading the point score to represent Australian at his second consecutive ISAF Youth World Sailing Championships. YACHTING WA SAILOR OF THE YEAR – JUNIOR RON TOUGH YACHTING FOUNDATION BRONZE MEDAL Romë Featherstone Nominated by Fremantle Sailing Club & WA International Optimist Dinghy Association Romë’s 5th overall placing at his first inter-state regatta, the 2014 Optimist National Championships in Victoria, gave him the opportunity to represent Australia in the 2014 Optimist World Championships in Argentina and membership into the Australian Optimist Sailing team. In preparation for the World Championships Romë contested the RPYC Mini Series placing 4th, competed in the State Championships placing 10th, claimed the Silver medal at the WA State Open Optimist Championships, placed 17 th overall at the National Championships in New Zealand. He went on to claim victory at the SoPYC Solo Series, and finished 11th at the Queensland Youth Week Regatta. Romë’s other achievements include a Bronze medal at the ISAF World Cup Sail Melbourne, and being crowned the National Champion at the 2015 AIODA International Optimist Australian & Open Championships. This result qualified Romë for the Australian Optimist Sailing Team for 2015 giving him the opportunity to again represent Australia at the 2015 World Optimist Championships in Poland. Yachting Western Australia – Annual Review 2014-2015 Page 80 YACHTING WESTERN AUSTRALIA INC SAILOR OF THE YEAR – MALE David Gilmour Nominated by Royal Freshwater Bay Yacht Club David began his sailing journey in the Optimist Class, moved into the 420 and currently competes in the 49er Class and the professional Match Racing circuit. David is the current Oceania regional champion. He is currently ranked 8 th in the ISAF 49er Class world rankings, and is the first Australian. David was recently announced as a member of the Australian Sailing Team – recognition of his outstanding achievements in the 49er Class. Additional achievements include: 1st - Warren Jones International Youth Regatta, 1st - 49erFV & 49er Class Oceania Regional Championships, 2nd - 49er & 49erFX Australian Nationals, 1st - 49er & 49erFX National Championships. David has an impressive list of Match Racing results. He is currently ranked 10 th in the world in the Match Racing circuit out of 1542 skippers. He is the 2nd ranked Australian. He is one of eight skippers selected in the world for a World Match Racing Tour Card, an open invitation for him to compete in all of the World Match Racing Tour events – an outstanding achievement. Royal Freshwater Bay Yacht Club is extremely proud of David’s achievements and is very pleased to nominate him for the “Male Sailor of the Year” award. SAILOR OF THE YEAR – FEMALE Caitlin Elks Nominated by Fremantle Sailing Yacht Club To achieve her goals in 2014, Caitlin and Tess trained with coaches in both Perth and Melbourne prior to competing in World Cup Championship events in Palma, Hyeres, Santander, Melbourne, Abu Dhabi and Miami. They also attended Kiel week, the European Championships, Australian Nationals and the Oceania Championship. Caitlin and Tess contested the ISAF Sailing World Cup Final, the ISAF Sailing World Cup - ranking top Australian and claiming the Bronze medal, the 49erFX Female Australian Championship and went on to claim victory in the Open 49erFX Oceania Championship on the Swan River. 2015 saw them successfully contest the next round of the ISAF Sailing World Cup solidifying their position as the #1 Australian 49erFX team. Caitlin and Tess ranked 12th in the ISAF World 49erFX Rankings (and top Australian) with just over a year to go until the 2016 Rio Olympic Games. For her achievements in the 49er FX, Fremantle Sailing Club is proud to nominate Caitlin Elks for the “Female Sailor of the Year” award. Yachting Western Australia – Annual Review 2014-2015 Page 81 YACHTING WESTERN AUSTRALIA INC OFFICIAL OF THE YEAR Andy Curnow Nominated by Mounts Bay Sailing Club Andy officiated at a range of regattas from the Sharpie Nationals, Kite Regattas including both Worlds and Continental Championships, the 9er Nationals at Jervoise Bay and the Musto Worlds on Melville Water. Andy advanced Race Management, adapting a high performance class within a stretch of water that is meant to be too windy for the class. Andy adapted the Notice of Race, Sailing Instructions, on the water and off the water, and he also developed and advanced race management for the Kites and Foilers. Andy is a very organised and professional Race Officer and gains tremendous respect from all competitors. Mounts Bay Sailing Club is pleased to nominate Andy Curnow for “Official of the Year”. COACH OF THE YEAR Tristan Brown Nominated by Western Australian Laser Association (supported by Fremantle Sailing Club) In recent times Tristan has placed more emphasis on his coaching following a successful career in the Laser class. Tristan’s key achievements include selection as Australian team coach for the 2014 Youth Olympic Games (Byte Cll), selection as Australian team coach for 2014 World Laser Radial Youth Championships, selection as Laser Radial coach for Yachting Australia Youth Camp, and coaching the WA sailors to the following results at the 2015 Youth National Championships Laser Radial Boys Champion, Laser Radial Girls Champion, Laser 4.7 Boys Champion and Laser 4.7 Girls Champion. His achievements also include - 2014 Yachting WA Coach of the Year, selection as Laser coach for Yachting WA State Sailing Team and nomination for the 2014 Yachting Australia Coach of the Year Award. He was Lead Laser Coach at Westsail 2014, coached Lasers at RFBYC and FSC throughout the nomination period, the Foundation Youth Cup Champion Coach 2012, 2013, 2014, and assisted with administration for the 2015 Australian Laser Open Championships at MOFSC & 2015 Australian Youth Championships at FSC Yachting Western Australia – Annual Review 2014-2015 Page 82 YACHTING WESTERN AUSTRALIA INC SAILOR OF THE YEAR WITH A DISABILITY Colin Harrison Nominated by Sailability WA Inc Colin Harrison is one of Australia’s leading sailors with a disability. In 2014, he and his crew of Russell Boaden and Jonathan Harris achieved a bronze medal in the IFDS World Championships in the Sonar Class. He and his team are currently preparing for the 2016 Paralympics in Rio De Janeiro. Sailability WA Inc is pleased to nominate Colin Harrison for the “Sailor of the Year with a Disability” award. ADMINISTRATOR OF THE YEAR Jayllee Carter Nominated by Fremantle Sailing Club Jayllee Carter started at Fremantle Sailing Club in May 2014 as Assistant Sailing and Events Manager. She has shown great dedication to the job and implemented significant positive changes throughout the club. As Assistant Event Director, Jayllee was an integral part of the 2014/15 ‘Summer of Sail’ at Fremantle Sailing Club. The Summer of Sail incorporated the 2015 International 420 Class Australian Championships, the 2015 AIODA International Optimist Australian & Open Championships and the 2015 Australian Youth Championships. She also initiated several social media branding strategies. Additional key projects and achievements include administering the 2015 Fremantle to Bali Race and Rally, key contact for the FSC Inshore Sailing Section and Yachting Western Australia – Annual Review 2014-2015 Page 83 YACHTING WESTERN AUSTRALIA INC CRUISING & POWERYACHT PERSON OF THE YEAR Garry Morrison In 2001 Garry joined the SoPYC Power Yacht committee holding various committee positions culminating in Power Captain in 2009 and 2010. In 2011 Garry hung up his time trialling keys and took on the unenviable role as SoPYC Starter a position he holds to this day. In 2014 the position of CPYC Regatta Controller was vacated leaving the CPYC state events without a starter. Garry selflessly put his hand up to take on this role as well as the positions he currently held as Courses and Handicaps and Rules and Safety Rep. It was the first year in which weather washed out 2 events resulting in 2 double headers to be run. In 2015 he took on the additional role of CPYC rep to board of Management and Vice Captain of the SoPYC Cruising section. Hi efforts are tireless, for these reasons we are proud to nominate Garry Morrison for Power Yacht Person of the year for 2015. DAVID WALTERS MEDAL 2015 Awarded to Dr Kim Klaka A measure of Kim Klaka’s humility is his description of himself on official documents. There are no pretentious titles here – though he might easily be called Cruising Captain, Cruising Committee Safety Officer, or Safety Chairman or Cruise Organiser, or something similar. You will rarely see any of those things at the foot of a Kim Klaka document, but most likely just “Kim Klaka – Cruising Committee”. Dr Kim Klaka is best known for his work at Curtin University where he was Director of the Centre for Marine Science and Technology. His work output is staggering. Research projects have included such varied subjects as research into the location of HMAS Sydney to the theory of skin friction on yachts, containership sinkage, trim and roll to how to anchor a cruising yacht effectively to prevent drag. Yachting Western Australia – Annual Review 2014-2015 Page 84 YACHTING WESTERN AUSTRALIA INC Kim quickly became involved in yacht safety issues when he sailed a Red Witch from the South of Perth Yacht Club, making a huge contribution to the refinement of design rules and boat safety in the process. Most of those improvements are still in use today. After moving to a bigger boat and to Fremantle Sailing Club, Kim’s interest in cruising developed and because of his wealth of knowledge in the area of boat design, his expertise was invaluable. Combine that with his success as a competitor, and it will be no surprise to learn that Kim also has a very solid understanding of the racing rules. Many cruising sailors found out quickly that the safety requirements demanded under the racing rules of sailing can be quite impractical so attention focused on the development of a set of guidelines to help the cruising yachtsman to set up a yacht to safely make passages ranging from local weekenders to transocean voyages. So the FSC “Green Book” was born. With help and input from the Royal Prince Alfred Yacht Club and a strong desire to align recommendations to the racing fraternity’s Blue Book, Kim created the Fremantle Sailing Club version of the Green Book, which has since become the bible for all cruising yachtsmen on the west coast. During the off season, Kim has repeatedly run cruising training sessions, working with groups of about ten sailors at a time. Subject matter ranged from navigation, the WA coast, tides, boat set-up, anchoring, tides, knots and even how to successfully throw a rope. These sessions invariably ended with an outing on Kim’s own yacht for some practical experience. Kim has been extraordinarily generous with his time and expertise. He has repeatedly attended briefings and committee meetings to advise on matters to do with safety of yachts on the ocean and has been a valuable advisor to the Club in its preparation for Fremantle to Bali races.
