FESTIVAL IN THE PARK 2016
Join your neighbors, friends, and family for the 31st
Anniversary of our Festival in the Park! This year our
community day will be held on Saturday, June 25, 2016.
The day will kick off at 4:00PM when kids and adults
alike can enjoy the inflatables, pie eating contests, and
many other types of great, family friendly entertainment.
The summer celebration is held on the lower fields of
Blueberry Hill Park. Come and enjoy the day, watch your
children play, cool down in the shade under the pavilion,
sample the festival foods, connect with your neighbors,
take in the musical entertainment and cap your night off
with a magnificent display of fireworks which will start
around 9:30PM. See you at the park!!

Using interim finances the Allegheny Land Trust (Trust)
has purchased a 178 acre parcel of land in northwestern
part of our community. The parcel is located adjacent to
Linbrook Park. Big Sewickley Creek runs adjacent to the
parcel. The property is one of the largest tracts of land in
the Borough. It has many sensitive environmental features
such as steep slopes, land slide prone soils, water springs
and one of the oldest woodlands in our area. In addition
to preservation and open space its use will include walking
trails and other passive recreation.
To permanently finance the project the Trust is seeking
several state grants. The Trust has also been conducting a
campaign to finance the project. Franklin Park encourages
all borough residents to contribute what they can toward
the purchase of this parcel. Donations can be sent to:

JOB OPPORTUNITIES
The borough hires part time and seasonal staff positions for public works, parks and golf course. The positions
include groundskeepers, cashiers, and starter/rangers. Pay rates vary from $7.50 up to $15.00 per hour based on job
requirements, the nature of the assignment and qualifications. These positions vary from three to nine months in length.

REED MCCREA RETIRES
Reed McCrea, a long time public works employee, retired at the end of
December 2015. Reed is proud of his work with the borough. The McCrea
family has been a large part of our history. Reed’s grandfather R. Reed McCrea
served as Franklin Township Road Supervisor from 1935 until his death in
1940. His grandparents started a dairy farm in the 1920s with seventy-two acres
on what is now known as Reis Run Road.
Reed’s father worked their farm until his passing in 1967, Reed and his mother
continued working the farm for three years while Reed was still in high school and trade school.
Reed’s past work experience helped him prepare for his life’s work at our Borough. Reed gained his experience working
on heavy equipment on his family’s farm. After graduating from North Allegheny in 1967 and attending trade school,
Reed served in the U.S. Army. Reed started working for Franklin Park on September 5, 1978 as a laborer and later
promoted to Heavy Equipment Operator. In 2002 Reed received recognition for the construction of the Blueberry Hill
Park Activity Center. Reed received several certificates for completing courses in the National Incident Management
System regarding how a public works department should respond to various emergencies.
Reed takes pride in his work, and has faithfully performed his duties. Borough Council, Mayor and the residents of
Franklin Park thank Reed for 37 years of service. We hope Reed will enjoy his time with his family. We wish Reed and
his wife Dottie a long, happy and healthy retirement.
2015 NATURE OF FRANKLIN PARK DIGITAL PHOTO CONTEST
Franklin Park Borough and the Environmental Advisory Council are pleased to announce
that Cathy Peoples is the Winner of the 2015 Nature of Franklin Park Digital Photo
Contest. The winning photo is “Black and Gold Beauty”, the Monarch butterfly sitting
on purple variegated petunias. Second Place went to Scott Kovaloski for “Neighborhood
Fixture”, a well composed photo of our native Eastern Red Squirrel with a great tail in
the warning posture. A special thank you to all who entered, we hope to have the contest
become an annual event. Watch the website for announcement of the 2016 contest.

Dear Residents of Franklin Park Borough,
The Franklin Park Borough Council has passed the borough budget for 2016. It includes some important changes. The
finances of the Borough remain strong, and Franklin Park will continue to have the second lowest municipal property
tax rate in Allegheny County.
A major change in the 2016 budget is increased support for the Franklin Park Volunteer Fire Company. The Fire
Company has historically relied on voluntary contributions from residents, fundraisers, and an allocation from the
Borough for funding. However, the voluntary contributions from residents and fund raising programs have been
declining and losing their effectiveness. Typically, less than 30% of households contribute to the annual fund drive
program.
The Fire Company, in consultation with Council and Mayor, has developed a 20 year financial plan that provides for
operating, equipment and facility requirements and funding. Borough Council and Mayor concluded the Fire Company
needs additional resources in order to continue to meet the firefighting service level necessary to maintain a safe
community.
A major feature of the funding plan involves the replacement of the current fire station on Rochester Road. The existing
building does not meet the safety and functional standards for a fire station. The station is in need of major repairs and
is no longer sufficient to handle modern equipment. To assist in funding the new building, the Borough will authorize
a $4.8 million bond issue with a 20 year term in early 2016. Since interest rates are currently low by historic standards,
borrowing now can secure the lowest financing costs available. The proposed new fire station should be ready for
occupancy in late 2017.
The property tax rate for Franklin Park will be increased from 1.077 mills to 1.29 mills, the first increase since 2003
and still the second lowest rate in Allegheny County. For an average residence with an assessed value of $258,700 the
property tax will increase from $278.63 to $333.72, an increase of $55.10.
The Borough and Fire Company will host an Open House in Spring 2016 where residents will have an opportunity
to learn more about the Fire Company, and discuss the analysis that went into the decision to replace the current fire
station. Some initial conceptual drawings of the new station will also be available for review.
Franklin Park continues to be a great place to live, with low taxes, a growing population, and excellent services. With
the adjustment made to our current budget, we will be able to continue our conservative fiscal management, while
maintaining and efficient local government and excellent community.

BOROUGH MEETINGS
In a continuing effort to keep Franklin Park residents informed of borough meeting dates and other calendar events,
we now send an email at the beginning of each month as a courtesy reminder. If you are interested in receiving this
electronic reminder, please forward your email address to [email protected] or call 412-364-4115 ext. 302.
LEAF BAG COLLECTION
The Borough will only collect leaves in biodegradable paper bags. Please refrain from putting rocks, sticks, plastic
bottles, etc. in the bags. These items will contaminate the mulch. Do not close leaf bags with duct tape!! Duct tape is
not biodegradable and must not be used. Please leave enough room at the top of the bag so you can either fold or roll it
closed.
Biodegradable bags are available at the municipal building at a cost of $.40 each, or you may purchase them at retail
stores. The leaf mulch will be available at Blueberry Hill Park in the spring.
SPRING COLLECTION DATES: Mondays – April 11, 18 and 25, 2016
(All bags must be placed at the curb by 7:00 AM Monday morning of each week)
Leaf pick up could take several days to cover the entire Borough.

BRUSH CHIPPING
Only brush (1/2” to 4” in diameter) will be collected
SPRING COLLECTION BEGINS: Monday, April 4, 2016
(All brush must be placed at the curb by 7:00 AM)
Collection will begin and must be placed at the curb by 7:00 AM Monday, April 4, 2016. The chipper will pass through
the Borough one time. If your brush is not out at the curb when the chipper passes, you have two options: (1) take your
branches to the yard waste drop off on Blaine’s Way in Blueberry Hill Park (permit required and can be obtained at the
municipal building); (2) wait until the next collection date.
The chipping service may take several weeks to get to all areas of the borough depending on the amount of brush placed
at the curb. Although we cannot provide specific dates, they will get to your area as soon as possible. It is imperative
that residents have your brush at the curb on the first Monday of the chipping season! Please cut and place your
brush perpendicular to the curb with the butt end out.
This service is provided for brush and tree trimmings only. No thorn bushes will be accepted. If you have a tree or trees
to dispose of, you must contact a private contractor. Borough crews will not spend more than 15 minutes chipping
brush at your home. Chips and compost are free to Borough residents only. The wood chips and leaf compost will be
located at the south end of Blaine’s Way in Blueberry Hill Park, near McDevitt Road. IT IS ILLEGAL TO DUMP
ANYTHING IN BOROUGH PARK DUMPSTERS OR ANY OTHER AREA IN OUR PARK.

HOUSEHOLD HAZARDOUS WASTE COLLECTION
Waste Management provides a service called “At Your Door” Special Collection as part of their residential solid waste
and recycling contract with Franklin Park Borough. This curbside service gives you a convenient year-round opportunity
to dispose of your household generated special materials safely, easily and responsibly.
The “At Your Door” Special Collection accepts E-waste such as televisions and computer systems and Hazardous
Household Waste such as paint, automotive products, garden chemicals, household cleaners, vehicle and household
batteries, fluorescent tubes and CFLs.
The 2016 Waste Management flyer you received at the beginning of the year included information regarding this
service, and provided all of the necessary information needed to utilize this service. Along with a complete list of all
acceptable and unacceptable items that can be collected. If you did not receive a flyer it can be viewed on our website
at www.franklinparkborough.us/departments/refuse or one can be obtained at the Franklin Park Borough Municipal
Building.

REFUSE AND RECYCLING
RESIDENTIAL INFORMATION AND GUIDELINES
WASTE MANAGEMENT is currently contracted by Franklin Park Borough to collect residential waste. The customer
service phone number for Waste Management is 1-800-866-4460.
RECYCLING GUIDELINES:
We ask that you join in the Borough’s efforts to increase recycling and improve the environment. To increase our efforts
recycling is being picked-up weekly. The following is a list of items that can be recycled curbside and their guidelines:
• PLASTIC numbered 1-7 can be recycled. Any food containers with the acceptable number must be free of any food, e.g. peanut butter and mayonnaise containers, etc.
• GLASS food and beverage containers with lids and food debris removed: clear and colored. Labels do not have to be removed.
• BI-METAL, STEEL AND ALUMINUM CANS, with any food debris removed, may be placed in the recycling bin with your other recycling.
• CARTONS shelf-stable (also known as aseptic, such as broth, soy milk and wine) and refrigerated (also known as gable-top, such as milk, cream and juice). Place empty rinsed cartons in your recycling bin. Please remove caps and straws.
• PAPER (including but not limited to newsprint, junk mail, phone books, magazines and catalogs) and cardboard food boxes or similar can be placed in your recycling bin with your plastic, glass and cans. Please make sure the papers are secure either by placing them under your other items, placing them in a brown paper shopping bag or placing them in their own bin.
• CORRUGATED cardboard can be placed at curbside if it is cut into 14” x 14” pieces or if the cardboard fits inside the recycling bin. Corrugated cardboard can also be placed in the four (4) dumpsters at the Municipal Building in the parking lot near the Police Department. All cardboard must be broken down before placing in dumpster.
• BRUSH, LEAVES AND YARD WASTE, in accordance with DEP regulations, are no longer permitted to be placed at curbside. We ask that you utilize both our Spring and Fall curbside leaf pickup and brush chipping. Leaves will ONLY be collected curbside during these collection times. During the Spring and Fall curbside collections the leaves should be placed in the brown biodegradable bags to be composted. Any other time you have two options 1) create a compost pile in your back yard or 2) take your leaves to the drop off site at Blueberry Hill Park. Leaves must be taken and left in brown biodegradable bags. (See the article “Yard Waste Drop Off Site” on page 7) Grass clippings can no longer be taken to the Yard Waste Drop Off Site at Blueberry Hill Park. You can do either of the following: 1) mulch your grass during the cutting process, 2) backyard composting, and 3) place your grass in plastic bags and discard with your weekly trash to be collected on your scheduled pick up day.
• TIRES are no longer collected by the refuse hauler at curbside.
• PLEASE DO NOT PLACE ANY OF THE FOLLOWING OUT FOR RECYCLING: batteries or Styrofoam of any kind, light bulbs, unnumbered plastics, wax coated paper or cardboard and any material with food debris such as pizza boxes.

To avoid garbage bags from being
torn into by animals and having
garbage all over the street, you can
place your bags in a trash can. The
number of bags our hauler will pick
up each week is based on your type
of service. If you use the sticker
service, only items placed at the curb
that contain a sticker will be taken.
If you subscribe to the unlimited
service, the hauler is required to take
an unlimited number of bags from
you each week. Garbage cans must be
removed from the curb no later than
10:00 PM the day of your garbage
collection.
The “Snow Bird Clause” allows
a resident to suspend service for
up to five (5) months while they
spend the winter months elsewhere.
The resident must notify Waste
Management in writing 30 days
prior to the start of the suspension
of service. The written notification
should include the approximate date
of return.
A PERMIT is required and can be obtained by completing the Yard Waste
Drop Off Site application available at the Municipal Building or on our
website at www.franklinparkborough.us. The permit will be for yard waste,
such as leaves (in brown biodegradable bags only), weeds, and brush/tree
trimmings from the address listed on the permit only. This site is for residential
disposal only, commercial use is prohibited. Disposal of entire trees is
prohibited. The Yard Waste Drop Off Site is in Blueberry Hill Park and is open
March 1st to December 1st of each year.
**IMPORTANT** The following materials are not permitted to be placed at
the Yard Waste Drop Off Site: grass clippings, tree or brush trimmings larger
than 4” in diameter, garbage, stumps, logs, asphalt, concrete, dirt, mulch,
clay, stone, construction materials or anything that won’t degrade. Under no
circumstances should anything be left in plastic bags. Placing yard waste in any
dumpster or other areas of the park is strictly prohibited.

YARD WASTE SITE GRANT UPDATE
In July, 2014, Franklin Park Borough received a grant in the amount of
$49,108.00 from the PA DEP to make improvements to the drop off site. The
work on the Yard Waste Drop Off site is now complete. There are designated
areas (see signage) for brush, tree trimmings, greens and/or weeds (not
including grass) and leaf bags/Christmas trees. Please place your material in the
appropriate areas. Do not place any brush, greens and/or weeds on the concrete
area or near the entrance, material should be placed as far back in the disposal

FREE ELECTRONIC RECYCLING EVENT
Saturday, May 14, 2016
10:00 am to 2:00 pm
This recycling event will take place at the Franklin Park Municipal Building at 2344 West Ingomar Road in the parking
lot in the rear of the building. This event is sponsored by Goodwill of Southwestern PA. Recycle unwanted computers,
monitors, printers, fax machines, VCRs, stereo systems, cell phones, digital cameras, microwaves and more! Goodwill
will not be collecting TVs at this Recycling Event. Items also being collected are clothing and household goods such as:
baby items, dishes, baking dishes, pots and pans, curtains and rods, bedding, silverware, toys and decorative items. No
furniture will be accepted at this event.
Goodwill offers free, safe, easy and environmentally responsible recycling of computers and electronics. Computers are
either dissembled and recycled or are refurbished to be sold at Goodwill stores. Donating your computer not only helps
keep e-waste out of landfills and helps families buy used electronic products at an affordable price, but brings the Power
of Work to someone in your community. Goodwill is not responsible or liable for personal data on hard drives or other
storage media. Hard drives of newer computers are wiped exceeding Department of Defense standards and the hard
drives of older computers are destroyed, but ultimately Goodwill cannot take responsibility for confidential information. If you wish to remove data before donating, a number of free services are available online that will completely erase hard

offer recycling you will need to find one that can meet this

in place you are in violation of Ordinance No. 377-91 and

and costs of prosecution for each and every offense.

KEYSTONE PARALYZED VETERANS ASSOCIATION (PVA) CLOTHING COLLECTION
Franklin Park Borough is pleased to offer a new drop off location for all types of clothing; shoes/boots; accessories such
as, scarves, hats, gloves, purses, ties, and costume jewelry; and linens, such as drapes, curtains, sheets, blankets, and
bedspreads. The bin is located in the municipal building parking lot, near the Police Department. All items are offered
to paralyzed vets at no charge and anything not used is recycled. Monies made from any recycling helps to finance the
wheelchair games and other programs for paralyzed veterans in Pittsburgh and Pennsylvania. All donated items should
be clean and in good condition. NO furniture, appliances, knick-knacks, glass or household items other than linens will
be accepted.

ADOPT A HIGHWAY PROGRAM
Franklin Park is striving to constantly improve itself. Recently, it has been brought to the Borough’s attention that there
is an excessive amount of debris along major thoroughfares in our community. The major roads in Franklin Park are:
Rochester, Nicholson, Reis Run, Big Sewickley Creek, Wexford-Bayne, Brandt School and several other roads. The
Borough is seeking volunteers to help solve this problem. Under PennDOT’s Adopt-A-Highway Program, volunteer
groups of individuals agree to become special caretakers of two-mile portions of state highway for a two-year period. The
group signs an agreement with PennDOT and promises to pick up litter on their highway segment at least four times a
year.
We encourage every homeowner association to consider participating in this program. PennDOT accepts applications
throughout the year. If you would like more information regarding the “Adopt a Highway Program”, please contact
Scott S. Kovach, PennDOT Program Coordinator at 412.781.3260. Also, we encourage every resident to be “Franklin
Park Proud” and maintain your property to the highest standard possible.
LOOKING FORWARD TO WARM WEATHER
Spring is right around the corner and so are the usual appearances that come from the thawing winter. In keeping with
Franklin Park Borough values, all residents are reminded of the “Good Neighbor” policies to keep the high standards
that have placed the borough in the top 50 communities in the USA. Each resident can help by quickly reviewing the
Franklin Park codified ordinances summarized below:
SECTION 302.4 GRASS AND WEEDS. Residents must keep lawns trimmed. Plants maintained for some useful or ornamental purpose are permitted to exceed a height of 10 inches.
SECTION 308.1 UNLAWFUL CONDITIONS AND DEPOSITS. Cannot leave property in a state which
is detrimental to the property values of other properties in the neighborhood. This includes, but is not limited to, depositing of: building material, abandoned, discarded or unused objects or items such as automobiles, furniture, stoves, refrigerators, freezers, cans or containers or any unsanitary matter on any property.
SECTION 302.8 MOTOR VEHICLES. No person in charge of or in control of private property, whether as
owner, lessee, tenant, occupant or otherwise, shall allow any inoperable motor vehicle to remain on such property longer than 10 days; and no person shall leave any inoperable motor vehicle on any property within
the Borough of Franklin Park for a longer time than 10 days.
SECTION 212-2502 BUILDING AND ZONING PERMITS. No land use may be established or changed, no structure or building may be erected, constructed, reconstructed, altered, razed or removed and no building
or structure may be used or occupied or changed in use until a zoning permit has been secured from the
Zoning Officer.

Residents should be mindful of the condition of their property. Keeping yards maintained and property values up is
important to property owners in the borough. Franklin Park is one of the most beautiful communities in the Pittsburgh

MS4 (STORMWATER MANAGEMENT)
WHAT IS MS4? MS4 stands for Municipal Separate Storm Sewer System. When it rains, stormwater is carried to
the nearest waterway through conveyance systems such as underground pipes, open channels, ditches, swales, or a
combination of these. MS4 refers to the pipes, channels and methods used to convey stormwater in your Municipality.
WHY IS IT IMPORTANT? MS4 is important because it is the path or journey of all precipitation from the
atmosphere to its eventual discharge into our rivers, streams, or waterways. Along this journey, stormwater may become
polluted before it reaches the river, stream or waterway. The Department of Environmental Protection (DEP) created
the MS4 program to help ensure our stormwater is free of pollutants before it reaches our waterways.
WHAT ARE THE REQUIREMENTS OF MS-4? The municipality must develop, implement, and enforce a
Stormwater Management Program to reduce the discharge of pollutants from its regulated MS4s to the Maximum
Extent Practicable to meet water quality standards and satisfy the appropriate water quality requirements of the federal
Clean Water Act and the Pennsylvania Clean Streams Law. The program must be approved by DEP and contain Best
Management Practices (BMPs) and measurable goals for each of the six Minimum Control Measures (MCMs) described
below.
The federal regulations establish six Minimum Control Measures (MCMs) that must be implemented by the
municipality. These six MCMs in the federal regulations are:
1. Public Education and Outreach,
2. Public Participation and Involvement,
3. Illicit Discharge Detection and Elimination,
4. Construction Site Runoff Control,

It’s that time of year again. The 2015 local earned income tax return filing deadline is approaching. The due date is
extended to Monday April 18 this year because Washington DC is commemorating Emancipation Day on Friday
April 15.

2016 BUDGET: EXECUTIVE SUMMARY
GENERAL FUND (GF)
The Borough’s present financial position will permit Franklin Park to fund all services currently being provided to our
residents and to carry out the initiatives established by Borough Council and Mayor for 2016. Those initiatives call for
a substantial upgrade to borough facilities and equipment. In determining which projects to approve, Borough Council
and Mayor had to balance competing interests such as those submitted by the Franklin Park Volunteer Fire Company,
the need to maintain local roads and recreation facilities, public safety and other budget considerations.
THE MAJOR INITIATIVES IN THIS YEAR’S BUDGET ARE:
• Construct a new Franklin Park Volunteer Fire Company fire station
(This project will require a tax increase as described in the Fire Fund section below)
• Complete improvements at Old Orchard Park
• Improvements to Blueberry Hill Park Activity Center and Football Field Restrooms
• Reconstruct holes #1 and #5 at Clover Hill Golf Course
• Make minor upgrades to many other facilities and replace depreciated equipment
• Help to purchase the Linbrook Woodlands a 178 acre parcel and maintain it as open space
• Work with Penn DOT and state elected officials to improve the I-79 & S.R. 910 Corridor
The 2016 GF beginning cash balance is estimated at $2 million. Given the Borough’s growing population, GF revenues
should continue to increase for the foreseeable future. Coinciding with this increase will be the responsibility to improve
local roads, parks and other facilities so that the amenities that exist today are maintained for future generations.

Fund, Council allocated $730,811 from the 2015 year end surplus. The Borough should finish 2016 with a $1.2
million cash reserve which equals 13.5% of the budget.

2016 REVENUE & EXPENDITURE PIE CHARTS
Franklin Park remains an attractive residential destination. The Borough is one of the premier communities in the
Pittsburgh Metropolitan Area. In 2014 Business Insider named Franklin Park Borough as the 38th best suburb in the
U.S. More recently, Franklin Park has received similar rankings from rating agencies. Currently, there are ten housing
developments under construction. The approved developments contain 749 lots for which 467 building permits have
been issued, leaving an additional 282 lots available for new construction. Two additional developments have been
approved, but have not started. There are 126 lots in these two developments. Additionally, the Borough continues to
receive inquiries for residential housing opportunities from developers. This data indicates new residents will be moving
into Franklin Park for the foreseeable future.
In summary, the 2016 Budget maintains necessary expenditure levels for all departments. Likewise, it prepares the
Borough for the future by improving and expanding transportation and recreation facilities for our residents. It
also addresses our resident’s public safety needs by providing a modern facility for the Franklin Park Volunteer Fire
Company. Based on an analysis of survey data gathered by the North Hills Council of Governments, Franklin Park
Borough continues to provide a very efficient and effective level of service to its residents. The long-term financial
forecast also looks optimistic.
It should be noted the Old Orchard Park and Clover Hill Golf Course projects were budgeted but not undertaken in
2014 or in 2015. As a result, much of the increase in the GF cash reserves during the last several years can be attributed
to the delays experienced for these two projects.

CAPITAL RESERVE
Based on the Asset Management Plan, page 16 in the budget document, the Borough should spend approximately
$1,699,813 annually to fully depreciate its equipment, facilities and infrastructure. The total amount in the 2016
Capital Budget for equipment depreciation and facility improvements is $2,506,207. Additionally, the GF allocates
$1,089,531 for curb and catch basin repairs and street resurfacing, bringing the total capital expenditure to $3,595,738.
This figure represents a sizeable increase over prior year levels. See Capital Budget starting on page 12 for a list of
approved expenditures. The above expenditures more than fully depreciate the Borough’s capital assets.

2016 marks the 94th year that the Franklin Park Volunteer Fire
Company has provided emergency response services for the
residents of Franklin Park. In 2015 the fire company responded
to over 250 emergency calls and this year is on track to be another
very busy year for the Franklin Park Volunteer Fire Company.
In addition to our emergency calls, we are focusing on a few key
areas of our operations: Membership, Funding, Equipment, and
Training.
MEMBERSHIP - “WE NEED YOU!”
Volunteerism is alive and well in Franklin Park! …Your Fire
Company is staffed entirely by volunteers. Our members dedicate
some of their time outside of their careers for training, work nights and emergency responses. If you ask any member,
they will likely tell you that, while it can be demanding, it is a very exciting and rewarding experience.
We are always looking for new members, and in 2015 we kicked off a more active membership drive with good results.

FUNDING
Early this summer, we will be sending out our annual fund drive donation request. This is a solicitation for donations

EQUIPMENT
Our new pumper/ tanker truck was put into service last fall. It is a state-of-the-art fire truck that will serve our
community for many years. It features a 1750 gpm pump, 1500 gallon water tank, foam system, light tower and 1500 ft
of 5 inch supply hose.
We strive to equip our responders with the most modern and useful firefighting and rescue equipment as possible.

TRAINING
The nature of emergency calls are always changing, and we are constantly updating our training programs to stay
informed and prepared for things we may face. Over the past 12 months, we have conducted training in lightweight
building construction, increased ladder truck/engine operations, structural burn/fire dynamics, hazardous materials,
highway traffic management, vehicle extrication, and numerous other topics. Training is free to all members and we try
to work it into your schedule.
FIRE SAFETY AND THINGS TO KNOW
• Dial 911 for all emergencies.
• Keep fire hydrants clear of high grass, tree branches and snow.
• Test your smoke detector weekly, change battery and replace your detector according to the manufacturer’s
directions.
• Know your home security system codes and be familiar with its operation.
• Keep your home “clutter-free”.
• Avoid extension cords and don’t cover wiring with carpets or furniture.
• Never burn candles in an unattended area.
• Never allow cooking or heating appliances to be unattended while operating.
• Store gasoline outdoors in a shed – not in your home.

BLUEBERRY HILL ACTIVITY CENTER, PAVILION
AND GAZEBO RENTALS FOR 2017
According to Borough policy, the Borough will begin accepting contracts for rental of the Activity Center, Pavilion
and Gazebo for all 2017 dates starting the first Monday of March 2016 at 9:00AM. Starting in 2016, Franklin Park
Borough residents will have first opportunity to rent our facilities beginning the first Monday of March, 2016.
Non-residents will be able to start renting our facilities beginning the third Monday of March, 2016.
In order to secure a date, the Borough must receive a completed rental permit packet and appropriate check(s) made out
to “Franklin Park Borough”. We cannot reserve your requested date until we receive these items. Rental permit packets

BLUEBERRY HILL PARK CLOSED ON JUNE 2ND
Blueberry Hill Park will be closed to the general public on Thursday, June 2, 2016 from 9:00AM - 3:00PM so that it
can be reserved for the Western Pennsylvania Chapter of The American Public Works Association’s Equipment Show.
The purpose of the Equipment Show is to educate municipal officials on the latest equipment and technologies available
to increase efficiency and effectiveness of public works departments. Equipment vendors will display and demonstrate
the new equipment for snow removal, street paving and repair, sanitary and storm sewer maintenance, sport field
maintenance, roadside vegetation control and any other tasks that are performed by public works departments. Elected
officials, municipal managers, public works directors and supervisors and any other person from western Pennsylvania
municipalities whose jobs involve the construction and maintenance of municipal facilities are invited to attend.

CLOVER HILL GOLF COURSE

Clover Hill Golf Course proudly serving the community since 1990. The golf course is moving forward with the
renovation project which includes the complete rebuilding of the first and fifth holes, the ninth tee and updating the
irrigation system. Drawings of the redesign are on display in the clubhouse.
The tree clearing, clean up and seeding on the fifth hole was completed last year in order for the hole to be ready to be
used this summer. The exterior of the clubhouse was painted this past fall, a new bag rack is being built, a number of
pull carts will be replaced and a number of wood tables will be replaced with new recycled plastic tables.

CHAMPION FORCE ATHLETICS YOUTH CHEERLEADING
Champion Force offers this fun and exciting program for beginners, intermediate and advanced level students. There
is more to Pom-Pom and Cheerleading than just learning the basics. Along with providing fun, this program promotes
coordination, confidence, poise, physical fitness, artistic expression, teamwork and competitive spirit. Our students learn
the fundamentals of dance and cheer, dance routines, cheers, chants, jumps and how to perform in front of an audience.
Our program also prepares our students for junior high and high school cheer squads. This is a “pay as you go” program
with a onetime registration fee. The registration fee is $10.00 and each class is $7.00 per week. (Participants must
purchase a uniform to participate in competitions.)

CHAMPIONS FLAG FOOTBALL LEAGUE
Flag football is an excellent way to learn the fundamental skills of football without the physical contact. Passing,

spaces. The objective of the Ultimate Eco-Adventure Camp is to foster within each camper the appreciation, knowledge,

SUMMER RECREATION AND SPORT SKILLS PROGRAM
The Summer Recreation Program is sponsored by the joint recreation board of Franklin Park Borough, Town of
McCandless, Marshall Township, Bradford Woods Borough and North Allegheny School District. The program runs
for four weeks from 8:45 a.m. until 12:00 p.m. for students who have completed first grade. Activities include arts and
crafts, team sports and group recreation.

AQUAFINA PITCH, HIT & RUN
This FREE program provides kids across the country the opportunity to compete in a skills competition. This is a
FREE national program that gives boys and girls ages 7 to 14 the chance to showcase their baseball abilities in pitching,

Local, Sectional, Team Championship and National Finals. Boys & girls compete together in four different age groups

WINE MAKING 101
Course participants will learn the basic steps necessary to make homemade wine. The course will cover: primary
fermentation, secondary fermentation, sugar level monitoring, stabilization, aging, temperature control, siphoning
and bottling. The instructors will demonstrate every step of the process. Participants will be provided wine making
instructions and will be able to ask follow-up questions throughout the process via telephone and /or email.

Materials included in the course: Each registrant will receive a 6 gallon bucket of grape juice (= 30 bottles of wine),

AIKIDO
Aikido is a martial art that uses graceful movements derived from Japanese swordsmanship (swords not used), as well as redirection of the attacker’s energy, to carry out throws

Come and join us at our Festival in the Park! The festivities will kick off at 4:00 p.m. and be filled with inflatable fun for
all ages, pie eating contests, water balloon tosses, and many other types of great entertainment. This summer celebration
will be held on the lower fields at Blueberry Hill Park. Come and enjoy an evening in the park! The night caps off with a
magnificent fireworks display that blasts off around dusk.

SPECIAL NEEDS FAMILY FUN DAY
Come out and enjoy an afternoon of activities designed specifically for all individuals with a disability and their families.
Activities include: softball skills, soccer, basketball, volleyball, golf, bocce, carnival games and many others. The activities
are conducted on an individual basis with the participant and their “buddy”. This is a recreational day for everyone to
have fun, regardless of their abilities.
Pre-registration for the event is requested so that the proper amount of food can be prepared and the participants can be
teamed up with a “buddy”. Volunteers are needed!

BACKYARD COMPOSTING WORKSHOP
Not sure what to do with your kitchen scraps, leaves, and lawn and garden debris ? Would you like natural, home-made
compost for your lawns and gardens? Expand your recycling efforts to include kitchen scraps and yard debris.
You receive a composting bin at class!
This workshop thoroughly covers the importance and benefits of composting, the process, setting up a compost pile,
proper maintenance, and ways of using finished compost. Participants will receive a FreeGarden Earth Compost Bin
with attendance. This bin is an ideal bin for urban and suburban areas and has an 82-gallon capacity.

Learn how to harvest rainwater from your roof, store it and use it in your landscape. While enjoying this free source
of precious water, you will be contributing to improved water quality in our rivers and streams, and reducing your
contribution to combined sewer overflow (CSO), flooding and polluted urban/suburban runoff. This workshop will
raise your awareness of watershed issues, stormwater management, and rainwater harvesting, and will offer other
