MAYOR’S MESSAGE
Dear fellow citizens,
How nice it is to start the summer season by presenting the various activities that will
enhance your summer and beautify our municipality. We invite you to visit the following
pages to discover the latest achievements and the list of projects to be implemented by the
end of autumn and, ultimately, improve the quality of life so dear to us, Montcalmois and to
all our visitors. More than ever, the Municipality of Montcalm, its fellow citizens witness a
municipality resolutely determined to pursue its dynamic growth.
This determination is reflected in particular in our ability to invest in the future, our collective wealth, the proliferation of
cultural, social and community events that inspire our people to be more active. Thus in 2015, despite budget cuts that
have been imposed to us through a new fiscal pact with the Quebec government who undertook a reform, the municipality
has managed to develop a budget without adding pressure on taxpayers. Consequently, the Council and staff always
devote as much effort and energy in order to increase the services offered, while respecting the financial resources of
taxpayers.
Many of you attended the public consultation on May 16 in connection with the presentation on the feasibility of a food coop in the village. It is with great satisfaction that I note that several citizens got involved in starting an Interim Management
Committee for the start of the project. The economic development of the village remains a major development for the
Council. The village will be able to rely moreover on the return of snowmobilers coming from Lachute. This long-awaited
return undoubtedly will contribute to the success of a possible food market and will allow to stake on the existing trades.
We are also happy to foresee that the reopening of the aerobic corridor in its full circuit should occur shortly. This will fully
contribute to the economic growth, to social and tourism in our municipality.
Furthermore, you will find in this bulletin that 2015 is a year filled with culture! Several cultural activities are planned and
their success will be based on your participation and will greatly encourage us to continue along this path so important for
our community. Thereupon, you can already admire the revitalization of Principale Street by our new flags that will evolve
with the seasons and put citizens in value, heritage and landscapes. Regarding Principale Street, many of its residents
have invested monies and energies to renovate their property to improve our living environment and our image. We
greatly hope that non-residents of the village, because of respect and continuity of this effort, will put as much energy and
attention in improving their homes and their landscape.
On a more regional basis, you will find in local newspapers that my last months were also spent on the project towards the
regrouping of municipalities regarding fire service. Following the recent fire tragedies in Quebec, governments require
increasing standards ascribed to municipal administrations for one of these reasons, I strongly believe it will be favorable
for the safety of our citizens, to bring together existing services and to unify the forces in fire service of the different
municipalities of the MRC des Laurentides.

EMPTYING OF SEPTIC TANK
The provincial regulation on wastewater disposal systems for isolated dwellings (c.
Q-2, r.22) states that all owners are required to empty their septic tank every two
years for annual use and every four years for seasonal use.
Each owner must send a copy of the invoice of the emptying to the Environment
Department at the risk of being in violation.

Many efforts have been made by shoreline residents to restore the banks of the lakes, and the Municipality of Montcalm
wants to thank them. However, the job is not finished, and it is important to recall that a 10 meter strip should be vegetated.
The maintenance of vegetation is prohibited, such as cutting trees or lawn mowing (except for lake access for mowing). We
will be back in action this summer to monitor riparian banks.
BACKFILL AND EXCAVATION
The work of backfill and excavation is prohibited in the shoreline. Furthermore, all such work must be justified, not to harm
the vegetation in place and will not be used to remove material for another use or to deposit material to avoid the costs of
disposal or storage. A permit is required for all work of backfill or excavation. The application form must be completed and
the required documents attached. Work specifications are summarized on the form.
CADASTRAL REVOVATION
It was in 1994 that the Ministry of Natural Resources has undertaken an extensive reform of the cadastre in Quebec. This
major operation will update the representation of all private properties in Quebec.
At Montcalm, this cadastral renovation will begin in the coming weeks for the sector neighboring the Municipality of Lac-desSeize-Iles. For the rest of the territory of the Municipality of Montcalm, renovation is planned for 2016. Why redo the land
registry? Mainly because it is incomplete and too often inaccurate. The current land registry, which dates back to 1860,
faithfully represents just 50% of private properties which, over the years, were subdivided on the Quebec territory. Let us
recall that for each property represented on the cadastre, the dimensions, the total area, its position in relation to neighboring
properties and shape of the land it occupies, are indicated. What work will be done in our municipality? The land surveyor
must collect and analyze all available data on the subject properties, correct errors on current plans, include all properties
that are not represented, and regroup under one number all lots or parts of lots that form a property, unless otherwise asked
from (the) owner (s).
Although he has access to title deeds and other public documents filed at the «Bureau de la publicité des droits», the
surveyor needs your collaboration to obtain private documents, such as certificates of location, plans of surveying, technical
descriptions, private sales contracts that are not registered in the «Bureau de la publicité des droits», the minutes of

PUBLIC FORESTS
Recently, a serie of public consultation was held in the Laurentians with respect to the proposed forest planning in the
Laurentians. The operational integrated forest management plans are prepared by the Ministry of Forestry, Wildlife
and Parks. For Montcalm, the next planned forest operations include cutting wood in the Mont-Buck sector, being the
sector passed Lake Munich. Work will be done within an area of 150 hectares Please note that about 250 heavy trucks
will travel on our roads, namely Larose Road starting mid-October and this for a maximum of 2 months.

The Snowmobile Club "Le Hibou Blanc" is working on
the establishment of a new snowmobile trail between
Lachute and Montcalm. Before crossing Route 364,
the trail will follow the west side of the road to reach
the aerobic corridor at the height of lake aux Rats.

IS CREATED!
On May 16, the mayor Steven Larose, the Coop Committee and the economist Stéphane Guérard accompanied by the host of the
meeting Mr. Marc-André Caron, have in turn presented the situation status regarding the socio-economic and especially the
development of the restaurant café convenience store Services Coop project. Nearly 60 people were able to know and discuss the
results of the feasibility study.
Several of them have decided to get involved on the Interim Board of the Coop to realize this ambitious project.

CULTURE
Project I pARTicipate 2015
The project I pARTicipate, initiated and led by the MRC des Laurentides, is aimed at enhancing the cultural heritage through
artistic action. The Municipality of Montcalm invited lately its citizens to participate in workshops' Sculpture collective tales
given by Mr. Benoît Davidson, story Sculptor and artist well known in Quebec and Europe. Following these workshops, the
Municipality of Montcalm will be one of the four municipalities of the MRC des Laurentides to receive the traveling exhibition
in the fall, at the Community Centre, which means receiving three other exhibitions arising from projects of participating
municipalities of the territory, and at last, to receive a permanent visual production for the project Montcalm 'tale sculpture', at
the library, starting winter 2016. Watch the local newspaper and our fact sheets for show dates.
The Days of Culture, 25, 26 and 27 September 2015

The Days of Culture, three days of free activities offered to the population of the territory and led by the MRC des
Laurentides.
A program of interactive activities will be sent to citizens of the municipalities of Arundel, Huberdeau, Montcalm and of the
Town of Mont-Tremblant. The information will be published in the local newspaper and will be available for each municipality
on the website at www.journeesdelaculture.qc.ca
We solicit the participation of citizens of Montcalm for the activity of our municipality, Saturday morning September 26th,
2015 at 9:30 am at the Community Centre, entitled 'Remembering old times.' From photos exhibited at the Community
Centre, citizens will share memories, anecdotes, relive funny situations and remind us of the life of this prosperous region of
the past, in order to enhance the history of the village core of Montcalm (Weir). The citizens of Arundel and Huberdeau will be
our guests.

Huberdeau Theatrical Project ‘’Le Petit Prince’’
We invite grand-parents, parents and children to come together to form a theatre company bringing together the
citizens of the 3 villages. The sessions will be held at the Community Centre of Montcalm, Wednesdays (September 23 to
December 16, 2015 and January 15 to April 6, 2016) for a total of 28 sessions. We will stage the play «Le Petit Prince» of

March, I will be your technician for recreational activities to support existing projects and to develop an
attractive offer.
I am also proud to officially announce that Mr. Pierre Bertrand will take charge of the Montcalm recreational activities dossier
as a municipal councillor. We are presently working to redefine a long-term vision to better direct our actions in the months
and years ahead.
With the presence of our new community centre, it is important to remember that this infrastructure is yours. It goes without

On May 1st, the HSJB Seniors'
Residence opened its doors and the
first occupants began moving-in !
To date, 14 of the apartments have been rented, leaving 10
one-bedroom units available. Meal services have started with a 3-course lunch each week-day. Some work, along with
the asphalting of the driveway are nearing completion. Initial
"reviews" from residents and visitors are uniformly positive,
aside from having to resolve (seemingly inevitable) glitches such as with Bell and Hydro.

New Bus service !
Saint-Sauveur / MONTCALM / Mont-Tremblant
Transport adapté et collectif des Laurentides (TACL) will open on August 24, a new bus service linking Saint-Sauveur to
Mont-Tremblant, via the western sector of the territory and through the municipalities of Morin-Heights, Wentworth-Nord,
Saint-Adolphe-d’Howard, Lac-des-Seize-Iles, Montcalm, Arundel and Huberdeau.
This new bus service will facilitate the mobility of citizens in the western sector of the territory and allow them to head towards
the main travel places. Users will have the opportunity to correspond with the bus routes in the cities of Saint-Jérôme and
Mont-Tremblant and join Rivière Rouge. They also can use the different circuits from the intermodal station of St.Jérôme
which allows them to travel to the Lower Laurentians, Laval and Montreal.
This new circuit will offer three departures per day from Saint-Sauveur towards Mont-Tremblant at 6:20 am, 9:10 am and 3:55
pm as well as three departures per day from Mont-Tremblant towards Saint-Sauveur à 7:45 am, 10:35 am and 5:15 pm,
Monday to Friday.
Let us recall that the TACL mission is to offer people of the territory served, a transportation service safe, reliable, at an
affordable cost, contributing to improving the citizens quality of life.

Are you ready to be self-sufficient for the first 72 hours if emergency situations were to happen?
We are not immune to situations such as windstorms, ice storms, forest fires and / or major power outage. If you are not sure,
here are 3 ways to get the information:
- By contacting the person responsible of O.V.U. (Organization of neighborhood in emergency) of your area; if you do not
know who is responsible for your area, call the municipality
- By contacting the municipality during office hours; brochures are available
- On the Government of Quebec website at the following address : http://www.securitepublique.gouv.qc.ca/
To better meet the unique needs of our citizens in times of crisis, it is important to declare whether you are a person at risk
(reduced mobility, serious health problem); the persons responsible of the O.V.U will react primarily with such persons; the
information remains confidential.
If you are a person who could help us in an emergency situation because you have medical experience or you simply want to get
involved, contact your responsible for O.V.U or the municipality.

I am pleased to announce that the crime against property fell by 70% over the past two years. The Sûreté du
Québec has registered only 5 misdeeds last year. I think this is still 5 too many in my opinion. Here are some
simple actions that will help to better protect us:
- enter into a self-protection agreement with your neighbors; watch their home in exchange for surveillance of yours

- refer to the SQ all suspicious behavior; they will take note and that could help the investigation if an offense occurs
- engrave your valuables; a graving tool is available at the municipality.

knows since 20 years, a boom. However we should prevent that the success of these
vehicles be tarnished by collisions involving serious injuries or death. In many situations,
these collisions could have been avoided.

- notify a relative of his itinerary,
- check the mechanical condition of the vehicle before departure,
- focus on marked trails,

REORGANIZATION OF FIRE
PROTECTION SERVICE
The Municipality of Montcalm is invited like all other municipalities on the territory of the MRC des Laurentides to express its
opinion regarding a reunification of the services of protection against fire. This is a result of the revision of the planning
process for fire protection on the territory of the MRC des Laurentides that the regional committee chaired by the mayor of
Montcalm, proposed a consolidation of services to improve the management of resources in order to provide a service across
the territory. The Council of Mayors, having reviewed a financial analysis and a structural organization project, invites
municipalities to confirm their interest to proceed with the establishment of the new agreement. The municipalities of
Montcalm, Barkmere, Arundel and Huberdeau had already carried out such an exercise, improving the fire protection service
of their sector.

Presentation of medals for distinguished service
On 18 April at the annual dinner held by the firefighters of the fire service
Huberdeau-Montcalm, a ceremony to present a medal of honor to firefighters Michel Gagné and Richard Thiel took place.
Mr. Gagné has 35 years of dedicated service to the municipality of Montcalm and Mr. Thiel for his part, has 25 years of
dedicated service to the municipality of Huberdeau. It is with great pride that the Mayor of Montcalm, Steven Larose and Ms.
Evelyne Charbonneau, Mayor of Huberdeau had the honor of presenting to the two brave firefighters, their medal for
distinguished service in recognition of their years of exemplary conduct for the public security service. "It is important for our
communities to emphasize the involvement of these men who are at the service of their community. We are talking about a
professional and personal commitment to serve citizens, "said the mayors during their speech. Let’s recall that the
Huberdeau-Montcalm fire department serves today the municipalities of Montcalm, Huberdeau, Arundel, Lac-des-Seize-Iles
and Barkmere and counts nearly 30 part-time firefighters to serve these communities.

Work 2015 and Projects
ROADS
The government contribution under the Program of the gas tax and the contribution of Quebec 2014-2018 (TECQ) is granted for
the improvement of roads, bridges and other municipal structures under its jurisdiction. The work covered by a government
contribution under the program should be an additional investment for the municipality. Thus, the latter must reach a minimum
investment in capital assets for improvement of municipal infrastructures, roads or construction, which corresponds to $ 35,580
for two years.
Here are the sections of roads identified by the municipality in which we plan some work:

COMMUNITY CENTRE
An addition of 300 square feet is being built in order to improve the storage space. Constructions H. Urbain Inc.
was awarded the contract in the amount of $ 40 704.25 taxes included.
The total cost for the construction is covered by government contributions:
50% Gas tax and the contribution from Quebec 2014-2018 (TECQ)
50% Programme d’Initiative d’investissement local (IIL) – Gouvernement fédéral

Our town hall needs improvement soon to be done. The 2015 budget is devoted
to the study and the preparation of preliminary sketches. The Parent-Labelle
architect firm was mandated to present the best renovation option and according
to cost estimates, we will initiate the procedures for financial aid in 2016.
On May 14, for failure to pay taxes, the Municipality
proceeded with the sale by sheriff of the property located at
249 Lac-du-Brochet Road. The municipality was
the only bidder for the starting amount of $ 17,125.
You can make an offer by August 4, 2015 3 pm. The
highest bidder will be able to obtain it!

demolition according to regulation in force (max 1 year after
the acquisition)
