How long has the business been operating? Umbria Region enacted a regional law entitled “Regional law of 3rd March 1995, No. 9 “Environment protection and new rules on natural areas in accordance with national Law No. 394/1991”. At now in Umbria there are five regional Natural Parks: Trasimeno Lake Park; Colfiorito Park; Monte Cucco Park; Tevere Park and Monte Subasio Park. 1. How many employees? Four public servants. 2. Who has established the business? Umbria region 3. What was the inspiration behind the business idea? National Law No. 394/1991 4. 5. 6. 7. 8. 9. What made you select this location? Umbria Region selected this areas because of their naturalistic, scientific, aesthetic, cultural, educational and recreational values. Would this business work if it was located somewhere else? Probably not, it was declared protected areas for its peculiarities. Is the landscape important to your business operation? Yes, a Park is made up because its landscape. Do you think there is something unique about your business? Yes, as a matter of fact in Park areas there are four SCI areas (Sites of Community importance): IT5210022 “Fiume Tescio IT5210023 “Colli Selvalonga - Il Monte” IT5210027 “Monte Subasio (Nat-2000)” IT5210030 “Fosso dell'Eremo delle Carceri” What do you think are the biggest opportunities for your business? Regional Park areas is accesible and tourists can walk, go trekking etc. Moreover in Park area there is the opportunity to visit a “Ecological Laboratory of Geo-paleontology”. The Laboratory is located in the public building of the Park, but it’s managed by a private cooperative, which has got an agreement with the Park. The laboratory has got a great collection of archeological finds: through them tourists can know how Subasio Mountain was created across milleniums. What do you think are the greatest threats to future success? Last year (2009) a new regional regulation changed management of Monte Subasio Regional Park: there is not anymore Park Agency but all mangement was given to another public entity called Mountain Community of Monte Subasio. There are still arrangments in progress. 10. Did the business have state help to start? Monte Subasio Regional Park takes always public funding 11. If yes: how easy was it to get? Did getting it restrict how the business operates? There is an annual allocation (30 000, 00 euro/year) 12. Did you find getting help or support easy? What help would improve your business now? A more clear Management Plan 15. Do you have an environmental management? In a Park area there is an experimental junction box with photovoltaic boards. 16. How many customers/visitors do you have? It’s not possible to control tourist accesses in Park areas. Laboratory’s visitors are more or less 3000 per year. 17. What kind of customers do you have? Park is visited by italian (80%) and foreigner (20%) tourists. They are mainly composed by trekking lovers. The laboratory is vsited mainly by students 18. What is your turnover? Perugia Province, Italy 1.2 Monte Sibillini Park Name and type of the company: Monte Sibillini Park – National Park name and the position of an interviewed person: Maria Grazia Talamè – Responsible for external Communication 1. How long has the business been operating? The National Park of Monti Sibillini Organization (Ente Parco Nazionale dei Monti Sibillini) was founded by Presidential Decree (D.P.R.) on 6 August 1993. It claims giuridic identity and is under the authority of the Ministry of the Environment and Protection of Territories according to the Law of 6 December 1991 n. 394. The Park Organization’s legal and administrative headquarters are in the Municipality of Visso. 2. How many employees? 19 public servants 3. Who has established the business? Italian Minister of Environment through the law n. 394/1991. 4. What was the inspiration behind the business idea? The National Park of Monti Sibillini was created according to Law of 6 December 1991 n. 394, which aims to preserve and to manage natural areas. 5. What made you select this location? Italian Ministry of the Environment and Protection of Territories selected this areas because of its naturalistic, scientific, aesthetic, cultural, educational and recreational values. 6. Would this business work if it was located somewhere else? Probably not, it was declared protected areas for its peculiarities 7. Is the landscape important to your business operation? Yes, for a natural area, landscapes are every thing. 8. Do you think there is something unique about your business? The National Park of Monti Sibillini is unique for its flora and fauna. The enchanting vegetation tends to change as it approaches the basal core of the Sibillini, an altitude of 500 m at its highest peaks. Until about 1000 m a forest of durmast, black hornbeam, and mannash predominates, giving way to mixed beechwood, which eventually becomes pure beechwood. Above the potential woodland limit are primary or natural pastures where prized, rare species can be found. In particular Artemisia petrosa ssp. eriantha, the stella alpina dell’Appennino (Appennine Alpine Star) (Leontopodium alpinum ssp. nivale) as well as Viola eugeniae, Anemone millefoliata, Gentiana dinarica, Dryas octopetala; in the scree and detrital areas it is possible to find Drypis spinosa ssp. spinosa, Isatis allionii, Linaria alpina, Robertia taraxacoides, etc. The presence of Ephedra nebrodensis in Valnerina and Carex disticha in the “Pian Grande” is telling, as it is only one of the two places where it grows in Italy. The fauna is also interesting. Of the mammals, worth mentioning are the wolf, the elusive mountain 5 Evaluation of SMEs and entrepreneurship policies. Perugia Province, Italy cat, the porcupine, whose diffusion in the warmer areas is a recent phenomenon, and the roe. The deer and the apennine chamois have returned to the park thanks to specific reintroduction projects 9. What do you think are the biggest opportunities for your business? National Park of Monti Sibillini offers: - Naturalistic routes: the flora and fauna of the Sibillini embody the “wild spirit” that makes every experience of these mountains unforgettable. - Medieval heritage: the National park of the Monti Sibillini is distinguished by the presence of many medieval settlements and villages of great emerging historical and architectural interest, strategically situated along the principal road; - Typycal agro-food products: the pastoral culture unites with the tradition of pork butchery from Norcia (of which Umbria is its indisputed capital), and agriculture resists extinction with a few token products, such as the Castelluccio lentil. - European dimension of the Park, as a matter of fact Sibillini Park rallied to the European Charter for Sustainable Tourism in natural areas. The charter wants to help Park Agency and public institution managing natural areas to increase awareness of, and support for, Europe’s protected areas as a fundamental part of our heritage, which should be preserved for, and enjoyed by, current and future generations. 10. What do you think are the greatest threats to future success? The big threat is the cutting off of public funding decided by the Italian Governement. In the 2008 Italian Ministry of the Environment and Protection of Territories allocated to Park 649 millions of euro, in the 2011 it’s going to allocate 513 millions of euro. By using this figure Park Agency can only: to pay public servants, to pay for adminstrative functions, to pay agricultural entrepreneurs for animal damages, and at the end only 10% remains for planning. 11. Did the business have state help to start? National Park of Monti Sibillini takes always public funding. At now National Park of Monti Sibillini will receive important funding from “European Regional Development Fund 2007-2013 for Umbria”, more than 1 million of euro. 12. If yes: how easy was it to get? Did getting it restrict how the business operates? There is an annual allocation by Italian Environment Minister to each National Park. 13. Did you find getting help or support easy? ERDF fundings arrived thanks to a strict collaboration between Park Agency, Norcia and Preci municipalities and Umbria region. 14. Did things take a long time, was the paperwork easy? It took two year negotiations 15. What help would improve your business now? National Park of Monti Sibillini is waiting for ERDF fundings to improve tourists service, such as: naturalistic routes institution, placing boards, preserving naturalistic resources etc. 6 Evaluation of SMEs and entrepreneurship policies. Perugia Province, Italy 16. Do you have an environmental management? Italian law of 6 December 1991 n. 394 declares the possibility to develop in park areas solutions by using renewable energies. In 2011 National Park of Monti Sibillini is going to build an installation to generate electricity with eolic, solar and biomass power. The aim is to make autonomous a mountain dew (Rifugio del Grande Anello di Colle le Cese). 17. How many customers/visitors do you have? Three private partners What was the inspiration behind the business idea? Offering new opportunities in Umbria aimed to sporty tourism (nordic walking, orienteering, rock-climbing, archery, tours around naturalistic routes via car or via train, canyoning, birdwatching ) 5. What made you select this location? The company choose this location because two reasons: - Landscapes, - Opportunity to rent a public property with facilitation of payment where before there was a camping no more open. 6. Would this business work if it was located somewhere else? Probably not 7. Is the landscape important to your business operation? Yes landscapes is the basis of the project. 8. Do you think there is something unique about your business? Activo Park is the only reality in Umbria which is an amusement park where to do different kind of sports completely in connection with nature. Landscape is unique thanks to two mountains: Coscerno Mountain and Civitella Mountain; the first is next to Park routes and it’s very evocative its overhanging rocks. Civitella mountain is unique because it’s the only place in Umbria where you can see Golden Eagle. 9. What do you think are the biggest opportunities for your business? Apart from all activities Activo Park offers, there is also a special tour called “Canopy Tour” which is the first in Italy. The tour is so organized: a group of visitors go by car until the top of an hill and then there is a wire –hope, by which they go down, crossing beautiful landscapes and across rocks for 700 meters. 10. What do you think are the greatest threats to future success? Activo Park at now has got 25 hectares of land, in the future they hope to become bigger, and they are going to have problems because Umbria’s legislation don’t let to make entrepreneurship activities in protected areas: and they are surrounded by two important SCI areas (Sites of Community importance): Pian Mellette and Nera river. 11. Did the business have state help to start? At the beginning the company had a facilitated rent from Scheggino Municipality, nothing else. 12. If yes: how easy was it to get? Did getting it restrict how the business operates? The negotiation with Scheggino Municipality was quite rapid. 13. Did you find getting help or support easy? Not applicable 14. Did things take a long time, was the paperwork easy? Not applicable 15. What help would improve your business now? An help to understand how to enlarge activities, because they want to realize buildings and activities also in SCI areas. 16. Do you have an environmental management? How long has the business been operating? The business is operating since 1992 (before in that location there was a farm managed by another cooperative called “La Buona Terra”). How many employees? 6 workers Who has established the business? In 1992 Sanni Mezzasoma decided to renovate the farm, by creating accomodation, restaurant, didactic center for schoolarship. What was the inspiration behind the business idea? The inspiration was to create a place where to stay and to learn how local and natural resources can be used to build, to cook, to teach. As a matter of fact Pantarei buildings are all made by terra-cotta, straw and other natural materials. What made you select this location? Panta rei was born where prior farm was located. Would this business work if it was located somewhere else? Probably not. Is the landscape important to your business operation? Yes. It could be possible to develop similar companies in other places, but the added value of Panta Rei is landscapes. Do you think there is something unique about your business? It’s unique the possibility to be sorrounded by SCI areas (Sites of Community importance), with all their beautiful peculiarites. 9. What do you think are the biggest opportunities for your business? Panta rei biggest opportunities are: 1) to have accomodation services and restaurant completely dipped in natural environment (because landscape and because materials of the buildings); 2) to have a didactic center where to teach how to build by using natural materials. 10. What do you think are the greatest threats to future success? A common problem for local and little companies is management: often a unique person is responsible for commercial aspects, for external communication etc, and this could be an obstacle to improvement. 11. Did the business have state help to start? Yes. - At the beginning (1992) they had money from the Leader programme, financed by EU structural funds; - In 2005 they had money from Rural Development Programme of Umbria region; - In 2006 they had money thanks to a regional law which helps cooperatives who wants to join themselves. 12. If yes: how easy was it to get? Did getting it restrict how the business operates? In case of Leader Programme and of Rural Development Programme Pantarei had to take part to a public notification:they managed to take public funding because they reached a minimun access score. About regional law thay had to present official documentation to access funding. 13. Did you find getting help or support easy? Pantarei prepared all documentation with the help of external technicians experts in public funding programmes. 14. Did things take a long time, was the paperwork easy? With the help of external technicians it was quite easy: the company prepared only administrative documentation and nothing else. 15. What help would improve your business now? At now Pantarei needs support from public entities (Umbria region, Perugia province) in order to plan a Development Plan in Sci areas next to Pantarei, as a matter of fact Pantarei would like to enlarge its 10 Evaluation of SMEs and entrepreneurship policies. Yes environmental management is the basis of Pantarei, they use photovoltaic boards and windpower systems to produce electricity and hot water for their buildings, moreover all buildings are built by using terra-cotta, straw and other natural materials. 17. How long has the business been operating? Business is operating since 2007 How many employees? One holder, two workers ( a teacher and a cook) Who has established the business? Mrs Barbara Menchetti has established the business What was the inspiration behind the business idea? Mrs Barbara Menchetti is married with a farmer. In the farm there were places and buildings to realize a new idea: an agri-nursery. 5. 6. What made you select this location? The possibility to use places and buldings of husband’s farm. Would this business work if it was located somewhere else? Yes the important thing is the possibility to have a farm (animals and open-air places to use). Is the landscape important to your business operation? It’s impossible to realize an agri-nursery without a rural landscape. And in the case of this company it’s important also the beautiful setting of Subasio Mountain Park Do you think there is something unique about your business? In Umbria region Agrinursery “Terra del Subasio” is the only agri-nursery open. In Italy there are other companies in Piemonte region and in Emilia-Romagna region. 7. 8. 9. What do you think are the biggest opportunities for your business? Agri-nursery offers its services during all day, in order to help families where parents work all day. Moreover agri-nursery offers open-air activities (animals care, vegetable garden works, bread cooking, etc). It’s very important to be a service for families as an alternative to traditional nursery. 10. What do you think are the greatest threats to future success? At now in Umbria Region there isn’t a regional law which regulates agri-nursery management. 11. Did the business have state help to start? No 12. If yes: how easy was it to get? What help would improve your business now? The company toghether with trade union are trying to propose to Umbria Region to enact a regional law in order to give a regulamentation to agri-nursery and also to give public funding to companies. 16. Do you have an environmental management? The agri-nursery don’t have, but the next farm is planning to realize photovoltaic boards on the roofs. 17. How many customers/visitors do you have? Agri-nursery has got 10 children every day from septemebr until june. 18. What kind of customers do you have? Local families children 19. What is your turnover? Perugia Province, Italy Description Perugia province’s economy is based on: agriculture, manufacturing, services, trade and tourism, in particular, by comparison with national situation, Perugia Province has got more employed in agricultural sector and in manfacturing sector (especially in handcraft sector). By analyzing above-mentioned tables it’s clear: in Perugia Province (and in Umbria region in general) there are EU quality food stuffs production, such as: wine production (13 wines certificated according to the Regulation (EC) N. 1493/99); Protected Designation of Origin (PDO) products (olive oil: “Olio extravergine di Oliva Umbria” and spelt: “Farro di Monteleone”); Protected Geographical Indication (PGI) products (ham: “Prosciutto di Norcia”, beef: “Vitellone Bianco Appennino Centrale”, lentils: “Lenticchia di Castelluccio di Norcia”). And in manufacturing area, the most popular sectors are: textile-leather-goods-clothing sector (1,5 thousand businesses); metallurgical sector (1,1 thousand businesses); wood and paper manufacturing (1,1 thousand businesses); foodstuffs sector (0,9 thousand businesses) (see table 3). As in all italian aeras, Perugia Province operating businesses are mainly SMEs (small and medium enterprises), 94,3% (of all operating firms) have less than 10 employees (the trend is corresponding to European percentages), and they employ 69% of total labour. In Perugia Province SMEs development in natural areas has got opportunities because: richness of natural heritage; strong presence of Natura 2000 areas (78 areas of which 75 SIC sites of Community interest and 3 SPAs – Special Protection Areas); good presence of handicraft entrepreneurs with a high level of quality production (also in natural areas). 14 Evaluation of SMEs and entrepreneurship policies. Additional information Policy Programme is the local transferring document about Council Regulation (EC) No. 1698/2005. Under this Regulation, rural development policy for 2007 to 2013 is focused on three themes (known as "thematic axes"). These are: - improving the competitiveness of the agricultural and forestry sector; - improving the environment and the countryside; - improving the quality of life in rural areas and encouraging diversification of the rural economy. This programme gives funding to help agricultural entrepreneurs in investing in multifunctionality: many farmers started to transform their farm in a agrotourism to give to sleep and to eat to tourists. - 2.2. SOLUTIONS OBSERVED DURING THE STUDY VISISTS IN 2010 3.1 SOLUTIONS FROM AUVERGNE (FRANCE) In Study Visit in Auvergne, Perugia Province observed especially: an evident importance given to the educational contents of Vulcania business activity; a very good collaboration between private and public sector (Vulcania); significant quantity of public funding invested to create profitable solutions (Vulcania, tourist path along the Jordanne river). Conducted interviews show different situation in Perugia province. For example Activo Park reported that an important funding scheme “TAC2” (Tourism, Environment an Culture, second edition) don’t let amusement parks (like Activo Park) to take part as funding beneficiary. SOLUTIONS FROM OURENSE PROVINCE (SPAIN) AND ALTO TAMEGA REGION (PORTUGAL ) In Study Visit in Ourense and Alto Tamega, Perugia Province observed especially: a very good collaboration between private and public sector (in particular in Paradores case); a strong trend to collaborate with foreigner countries (in particular east-Europe); a best practice about the possbility to connect a local resource to tertiary sector development (Villar de Barrio train station: religious tourism connected to Santiago’s pilgrimage). Referring to conducted interviews it’s clear that for Perugia province Smes located in protected natural areas there is a big difficulty to interact with public entities in order to open a debate on “how to use and to make profitable a natural resource in a natural protected areas?” By analizing Perugia province support schemes/programmes for SMEs it’s clear that there isn’t any legislation to improve sector to restructure a public building (with an high architectonic value) to make it profitable for tourism service. SUMMARY Are the companies operating in natural areas in your region (the investigated area) common practice or are they rather rare examples? First of all it’s necessary to make a difference about natural areas in Perugia Province (and in general in Italy). In Perugia province you have: protected natural areas (see Analysis n.1): according to precise national and regional laws (in these areas there can be also Sci and Spa areas); not-protected natural areas, where there are following peculiarituies: few inhabitants, a high rurality percentage, and also important environmental and nauralistic heritage (often they are between two protected areas, because discontinuity of Sci areas for example !). In Perugia province there are many operating companies in not-protected natural areas, and not so many operating companies in protected areas, also because the Protected area Mangement Plan has got very restrictive rules. What are the dominant economic activities (economy sectors) of businesses operating in natural areas in your region (investigated area)? Operating companies in natural areas belong to: tourism sector, manufacturing sector (an important percentage belonging to handicraft sector). Are the regional policies encouraging businesses to operate in areas of high natural value? Are these policies effective/practical or do they exist only “on paper”? About protected natural area. The general rule is that any plan or project not directly connected with or necessary to the management of the natural area site but likely to have a significant effect thereon, either individually or in combination with other plans or projects, shall be subject to appropriate assessment of its implications for the site in view of the site's conservation objectives. For example in Perugia province there was a strong debate about the possibility to let building wind-power systems in Regional Park sites, these debate involved many social, political and economical stakeholders, such as Umbria region, Perugia province, Park Agencies, environmentalist associations, citizens. The central question was: is correct or not to use and to exploit a natural resource even if it’s inside a protected area? Is it correct to encourage businesses to operate in areas of high natural value? The final decision is yet to come. About not- protected natural area. In Perugia Province Smes have got the possiblity to operate and to develop in natural areas, as this document presents at paragraph n. 2. For agricultural entrepreneur it’s possible to access to Rural Development Programme, in order to reorganize its farm, to improve its foodstuffs quality, to diversify its incomes by introducing agritourism activity, etc. For manufacturing entrepreneur it’s possible to access to European Regional Development Fund to improve its energy efficency. What changes are expected to be introduced in the policies? It should be necessary to start a local debate in order to decide how to exploit a natural resource/area without losing or damaging natural heritage. This debate should involve: Umbria Region, Perugia Province, agricultural trade unions, tourism trade unions and citizens . (up to 3000 characters) 19
