Two decades after Caltrans
began identifying bridges for
seismic retrofitting following the
Loma Prieta quake, the Foresthill
Bridge is poised to finally get the
support it needs – 2.2 million
pounds of it, to be exact.
That’s how much steel will
be added to the span during
the $70 million project, which
also includes replacing flaking
lead-based paint with a more
modern coating.
Placer County is responsible
for upkeep of the 2,428-footlong bridge, which, at 730 feet
above the American River
Canyon’s north fork, is the tallest
in California. But the county is
counting on a combination of
federal and state transportation
funds designated for seismic

improvements in order to begin
the project on schedule by
summer 2010.
“It’s a little different than
most bridges in California –
it has a lot of complexities,”
explains Ken Grehm, public
works director for Placer County.
“It’s a pretty amazing bridge for a
county to own and maintain.
(That’s why) we’re getting a little
help from others.”
A steel deck truss bridge, the
Foresthill span is similar in design
to the I-35W bridge in Minneapolis, MN that killed 13 people
when it collapsed in 2007 –
though at eight lanes wide and a
major artery, the Minnesota
crossing car ried significantly
more vehicle traffic.
Caltrans inspectors gave the
Foresthill Bridge a clean bill of
health shortly after the disaster.
But, though it might be structurally sound, the crossing wasn’t
constructed to withstand the
worst-case scenario – what
scientists call a maximum
credible earthquake.
“A steel deck truss bridge is
able to span a greater distance
with fairly little material,” says
Placer County senior civil
engineer Kevin Ordway. “Back in
the late 60s, they didn’t have the
kind of technology perfected to
construct long bridges with
concrete, like the new one in
Benicia. Steel was much more
cost-effective at that time.”
Problem is, steel construction
isn’t as sturdy. But since
replacing the bridge would
be cost-prohibitive, engineers
created a simulated model of
the structure to test its reaction
to recorded earthquakes, such as

“There are many types of
earthquakes,” Ordway says.
“Basically, this allows us to
evaluate them as they happen.”
New designs must be able to
withstand a maximum credible
earthquake, the strongest quake
that can occur in the faults
nearest the structure – an
event determined to happen
near Auburn once every 1,000
to 2,000 years.
Based on their analysis,
engineers made plans to beef up
the bridge’s gusset plates, the
pieces used to connect steel
beams at truss joints (part of
the Minnesota bridge collapse
has been blamed on weakened
plates), and add energy-dissipating devices.
Engineers today are turning
away from energy absorption
in favor of energy dissipation,
Ordway explains. While traditional shock absorbers can
buckle as they take in the force
of a quake, new devices—steel
tubes filled with concrete and
encasing smaller, central steel
tubes—are actually designed
to fail, lessening impact on
the bridge itself. As a bonus,
they’re also less inexpensive
in the long run.
“They just sit there and you
never have to maintain them
unless there’s an earthquake,
and then you replace them,”
Ordway says. “But shock
absorbers have to be filled with
liquid and maintained.”
Foothill residents will notice
some changes both before and
after construction.
To reach large portions of the
bridge under the roadway, part of
the funding will go towards
creating a catwalk system,
explains Grehm.
Additionally, the gap between
the bridge’s two lanes will be
permanently filled to make the
bridge stiffer, but also to provide
a route for traffic during construction – and possibly a third
lane in the future.
Low railings on either side will
be raised to 54 inches to meet
current California cr iteria for
barriers. Despite the br idge’s
reputation as a suicide landmark,
federal and state money cannot
be used to pay for specific
suicide-prevention improvements, Grehm says.
“We have to (raise the railings)
for bicyclists and pedestrians, but
if we can discourage people from
(jumping) that’s a side benefit,”
he says. “But I can’t say it will
prevent that.”
As for the oak leaf-green hue
that colors the bridge, it will live
on in a more eco-friendly form,
explains Matt Randall, the
county senior civil engineer in
charge of the paint process.
Following strict environmental
guidelines, contractors will tent
portions of the bridge to collect
lead paint residue as they
sandblast the existing steel.
Then they’ll spray on three coats
– an organic zinc primer, an
epoxy intermediate coat and a
polyurethane topcoat. New
bridge pieces will come primed
and be painted on site.

involved Caltrans in all of this,”
Randall says. “(Once it’s done)
we don’t want to have to go in
and paint it again.”
Even with plans laid, though,
receiving funding on time could
be a tall order. Authorization
from Caltrans is required before
federal money can be allocated
for the job.
“I know Caltrans has set aside
money for the project, but it’s
such a big project; a lot of folks
outside of Placer County have to
sign off on it,” Randall says. “We
just got the message that they
have it and are processing it.”
Placer County’s project is
competing against retrofits in
earthquake-prone Southern
California, not to mention the
rest of the country. However,
the local improvements may
have an advantage.
“It’s a lot of money and there
are definitely other retrofits that
will be more costly than ours,”
Randall says. “But, not to toot
our own hor n or anything, we
are one of the only seismic
retrofitting projects to be ready
for construction this year.” ◆
At 730 feet (equal to 70 stories) above the
American River, the Foresthill Bridge is the tallest
bridge in California, and the third tallest span in the
U.S. – that is, until the massive Hoover Dam Bypass
Bridge, which will tower 870 feet above the Colorado
River, takes over that slot when it opens in 2010.
Built in 1971 by the U.S. Bureau of Reclamation for
$13 million, the bridge opened for public use on Labor
Day, 1973.
Built with the expectation that it would span the
Auburn Dam Reservoir, the bridge’s piers are just 16
feet shorter than those of the Golden Gate Bridge.
It was constructed to replace the existing AuburnForesthill Bridge, which, according to original plans,
would have been under reservoir water by 1983.
Moviemakers drove a red Corvette over the bridge
during filming of “XXX,” starting actor Vin Diesel, in
2002; the crossing also appeared in 1996’s “The
Phantom” and in the trailer for this summer’s
“The Ugly Truth.”
An estimated 50 base jumpers leap off the bridge
annually, despite the fact that it’s prohibited and
punishable by fine, according to the World BASE
Fatality List.

For the last nine years, Chris
and Rosie Stamps – through
their Motherlode Softball Club –
have been putting on “Toys for
Tots” softball tournaments to
gather food and toys to donate to
the local Christmas Basket
Program. Each player is required
to bring a new, unwrapped toy,
and each team is required to
bring at least a case of canned
food.
This year there were 24 teams
participating including teams
from Auburn, Rocklin, Roseville,
Citrus Heights, Grass Valley,
Placerville, Davis and Woodland.
Auburn Recreation Department
donates the use of the field,
which helps makes these
tournaments affordable.
The Stamps add to the fun by
putting on a BBQ and holding a
raffle to raise funds, sometimes
buying raffle prizes with their
own money, as they did this year
due to the poor economy and
lack of donated prizes. To date
this year, Chris and Rosie have
donated 14 barrels of food and
six barrels of toys through
their efforts.
With eight children and 10
grandchildren, Chris and Rosie’s
good work is a real f amily affair.

Auburn Interfaith Food
Closet (AIFC) has experienced
a tremendous upsurge in
the number of clients they are
serving this year.
During the last week of
November they received requests
for food from 82 f amilies in one
day – a record for the food closet,
with approximately 20 people
more than the last record
request day.
In 2008 the average number of
requests ranged between 40 and
60 people per day. But in current
economic times, the food closet
receives 50 to 80 requests per day,
and their donations – both
money and food – are down
right now.
The Food Closet is

“Sponsor-A-Family” Program by
sending a set amount of money
each month. Amounts range from
$25 for a family or $15 for an
individual. The food closet will
buy the foods needed to meet
the nutritional needs of the
people they serve.

And our local waste management company not only changed

Reading all of these inscriptions got me to wondering if
there was a huge uproar in the
community back in 1994 about
the process for inscribing bricks,
though it appears to me that if
you coughed up the dough, you
could say whatever you wished...
like this one:“Boards N Motion
Legalize Skateboarding.”
Perhaps the contemporary
committee struggling with how
to inscribe all of the diamondshaped granite pavers in Central
Square should look to the past
for an answer to our current
controversy of who to honor.
Just sell the spaces to anyone
who has $500 and allow the
freedom for any message. It will
help pay for the project and
make far more interesting
reading 15 years from now.
Or better yet, just leave the
damn things blank.

Auburn is inevitable. It is just a
matter of when.” That’s the first
key assumption in the “20092010 Strategic Plan to Aid in the
Prevention of Catastrophic
Wildfire in the City of Auburn.”
In the spring and summer
months, dry grass, brush, and oak
and pine trees surround homes
and businesses in the City of
Auburn.We love the sunny
weather and the beauty of the
Sierra Foothills. But we also
know that lightning, human
negligence or arson can ignite a
wildfire that threatens city
residents and business owners.
The 49 Fire, which swept
through North Auburn (outside
city limits) last summer destroying homes and irreplaceable
personal mementos, was an
important wake-up call for the
City of Auburn and Placer
County. It highlighted the fact
that even those who live in what
fire officials classify as a “Low
Fire Hazard Severity Zone,” are
still vulnerable to wildfire.
Ignoring the problem is not an
option. Over 80 percent of city
residents live in the “Very High,”
“High” or “Moderate” fire hazard
sever ity zones.
There’s no reason to be
fatalistic about this problem.
Through cooperation, hard work
and concerted action, residents,
wildfire and a catastrophic
wildfire. By acting now, we can
save lives, memories, and
property during the fire season.
Working to create a safer future
for residents and business owners
is the second, and in many ways
more important, operating

landowner owns large tracts of
land but does nothing to reduce
the dangerous fuel loads and
endangers his neighbors. And
lastly, the city must work
collaboratively with the Bureau
of Reclamation to find sure-fire
ways to reduce the wood fuel
build-up in the federally owned
American River Canyon.
Protecting the lives of Auburn
residents and firefighters must be
our number one priority.
Residents have invested financially and personally in creating
their homes, so we must do
everything we can to prevent
these investments from turning
to ash. With the cooperation and
collaboration between residents,
business owners, Auburn Fire
Department, Auburn City
Council, CalFire, the Bureau of
Reclamation, and the citizen
volunteers with GAAFSC, we
will fully implement the “20092010 Strategic Plan to Aid in the
Prevention of Catastrophic
Wildfire in the City of Auburn”
and create a better and safer
future for our community.
