Murder / asesinato
The San Jose Police Department is investigating a triple
homicide that occurred on Saturday, Jan. 8, 2010, at the
Mexicali Club, 939 Oakland Road, in San Jose. Police
received 9-1-1 calls at 8:27 p.m. of shots fired inside the
bar. Three males reportedly entered the club while armed
with firearms and a gun battle ensued. The investigation
reveals that three suspects, two of whom have been
identified as Antonio Allon and Manuel Barraza, entered
the bar with the intent to kidnap the bar owner, Humberto Velasquez Sanchez, over an alleged
debt. A fourth suspect, identified as Hector Milla, waited outside as the driver of the getaway
vehicle. Allon, Barraza, and the third, unidentified suspect, were confronted inside the bar by
Manuel Mendosa, who was armed with a firearm. A gun battle ensued and two individuals were
killed inside the bar as a result of the gun battle. One suspect sustained fatal wounds, but escaped
and was later found in the getaway vehicle. Sanchez sustained multiple gunshot wounds and was
taken to a local hospital, where he currently remains in stable condition.We are currently seeking
two outstanding suspects: Hector Milla, driver of the getaway vehicle, and the third suspect who
remains unidentified. Milla, also known as Arnaldo Perez Santa and by the nickname of “Mono,”
has a no-bail warrant for his arrest charging violation of section 187 of the California Penal Code -Homicide. It is unknown if Milla is armed with a firearm, and it is believed he is possibly headed to

Vallejo police are searching for a convicted felon suspected
of kidnapping and assaulting his estranged wife last
week. John Spencer, 26, is wanted for felony domestic
violence, felony assault causing serious bodily injury, false
imprisonment and kidnapping, police Sgt. Kenny Park
said. His 28-year-old estranged wife reported the assault
from the 300 block of Avian Drive on Dec. 16, Park said. Park said Spencer is suspected of
forcibly removing the woman from her home shortly after midnight and severely beating her,
causing significant injuries that required hospitalization, Park said. She called police after
Spencer dropped her back off at home, Park said. Spencer is 6 feet tall, weighs 185 pounds
and has ties to Vallejo and Fairfield, Park said. He has a criminal history that includes weapons
violations, robbery, murder and assault with a deadly weapon, and was released from a
Louisiana prison less than two years ago, Park said. Anyone who comes into contact with

Letter to San Jose Mayor Reed
his decision in part by attributing LA’s
low crime rate and reduced number of
homicides to the size of the city’s police
department. The Mayor also stressed
that in LA focusing on public safety is
priority one. LAPD’s Chief Charlie
Beck echoed this sentiment saying,
“public safety is the cornerstone of government. If this is not a safe city, then
this is not a city that can deliver services
or support human growth.”
Meanwhile, here in San Jose, our
mayor has indicated that he will not reduce other city services so that San Jose
can maintain its already woefully insufficient police staffing levels. How can
two mayors of two major US cities have
such a dramatically different perspective? Even mayors closer to home seem
to think different than Reed. Last year
Campbell’s then-mayor and current
council member, Evan Low, was able
to achieve pension reforms by working
with his police officers rather than
demonizing them before the public and
forcing through highly divisive ballot
measures.
Like some critics in LA, Mayor Reed
points to a large budget deficit and high

The San Leandro Police Department is currently seeking Kevin Derale Deckard on warrants
charging him with allegedly violating is probation in Solano County. According to Detective
Alex Hidas, officers allegedly recovered a gun from his apartment in the 15000 block of
Tropic Court. Deckard has an extensive violent arrest history and should be considered
armed and dangerous. He has since vacated his apartment but may still work at a business
on Cherry Street in Newark. He has a relative that lives on Monterey Street in Vallejo and

employee costs as the reasons he wants
to impose dramatic staffing reductions
at the police department this year.
These issues easily gain the attention
of a listening public suffering from the
effects of the worst economic downturn
in most of our lifetimes. Unfortunately,
Reed fails to listen himself. While all
the services the City provides are valued, public safety is the public’s number
one priority as shown by numerous
opinion surveys. A city’s budget is a
statement of the values of its community; I do not believe the Mayor’s stated
intentions for this year’s budget reflect
the values of San Jose’s residents.
While preparations are being made to
fulfill the Mayor’s budget plan, it is not
too late to turn around the Titanic.
The impacts of drastically reducing
the size of the police department
to our citizens’ lives will be far more
significant than those caused by cuts to
other areas. The closing of a public pool
or the reduction of library hours hurts
you much less than, for example, not
have detectives available to investigate
the burglary of your house. Instances of
violent crime have been relatively low in
Last year in San Jose there were 20
homicides over the course of the entire
year. So far in 2011 there have been 5
and the year is barely over a week old.
Put another way, with just over 2% of
2011 gone by there have already been
25% as many homicides as in all of
2010.
On just this past Saturday, San Jose
experienced a triple homicide, a fatal
hit-and-run, two robberies and multiple
separate stabbings. Due to staffing
cuts, while the City was descending
into mayhem in Sunday’s early morning hours there were no more than 3
officers available to respond to such
incidents in this city of nearly 1 million.
Despite these realities, Mayor Chuck
Reed is broadly expected to push for
further dramatic staffing cuts at the
police department this year.
Other mayors in the state have their
budgetary priorities straight.
Last week, Los Angeles Mayor
Antonio Villaraigosa voiced his intention to maintain the LAPD at its
current levels though LA is also facing
a budget crisis. Villaraigosa explained
San Jose, but they will undoubtedly go
up after the police units who have been
proactively pursuing those who commit
such crimes have been eliminated. The
events of this past weekend are only the
beginning.
Hard decisions are going to have to
be made, but I submit to you that all
cuts are not created equal.

Murder / asesinato
Police today released the name of a suspect in the murder of an Oakley man in Antioch last
week. Investigators are seeking 18-year-old Michael Elijah Pulliambanks, aka Michael Banks,
for the Dec. 20 shooting of 24-year-old Arnold Muckleroy. Muckleroy was shot at about 5:15
p.m. on Rockspring Way in Antioch, according to police. He died at the hospital the next
morning. Police said Muckleroy drove to Rockspring Way to meet with some people, got in
their car, and was shot in the head and dumped in the road. The suspect vehicle, described
as a dirty 1990s dark green two-door Ford Escort, has been recovered, police said today.
Police said a $500,000 arrest warrant had been issued for Pulliambanks for attempted murder.
However, detectives will now be seeking a warrant for murder. Pulliambanks frequents the Bay
Area and Sacramento area, and is considered armed and dangerous, police said.Please call

Imagine a world without conflict.
Is it possible to imagine your home
being conflict free?
Well, maybe NOT, but there is
a second best solution…resolving
conflict so everyone wins. Sound
impossible?
In a recent conversation I had
with my colleague, Mary, we both
concurred that conflict is a part of
everyday life. Yet as therapists we
see how destructive it can sometimes be in a family.
It is normal for conflict to increase
when children reach the teen years.
Adolescents push the limits and are
more outspoken.
Teens’ behaviors and attitudes
transform. It seems like almost
overnight they become rude and
disrespectful. Sometimes parents
are frustrated and not prepared for
these changes. So the arguing starts
and people get hurt.
Research from the Gottman
Institute in Seattle, WA found that
most arguments are initiated by the
parents. Parents have their agenda
and push it on their kid. People can
hurt.
The real cause of damage to relationships is not with the frequency
of arguments but rather with the
approach used for resolution.
Two approaches that harm
Commonly, parents either demand what they want, and then
try and coerce the teen into doing
it. Or they are permissive and
accommodating.
In the bigger picture both are
destructive to the parent-child relationship. Here’s what I mean.
Demanding Approach: parent
wins/teen loses
Imagine your son, Johnny, comes
home from school. He throws
his backpack on the floor, heads
straight for his room, slams the door
behind him, cranks up the rap music
and doesn’t come out until dinner.
You march into his room. Since
you are the decider, you warn him
to do his homework, get off the
computer and turn the music off. He
resists. Then you start using threats
and pretty soon there’s a full blown
argument. And after a long and
nasty battle he complies, but you
both end up feeling horrible.
Using the demanding approach
the parent may win, but teens build
up resentment. No one likes to be
forced into doing something.
Accommodating Approach: teen
wins/parent loses
Using the same story - mom tries
to talk to Johnny and he starts yelling at her to get out of his room and
to get off his back! She succumbs
and leaves him alone. She is hurt,
but becomes angry when he doesn’t
come to dinner. Both are miserable.
Exploring unmet needs
It is important to remember that
both parent and teen have needs.
Our behavior is an attempt, whether
consciously or not, to get those
needs met.
Johnny wants privacy and
control over his time, and mom
wants a good student and family
togetherness.
If parents are always accommodating their demands, teens will
learn to be self-absorbed.
If we try to control and manipulate teens’ behavior, they will learn
to cope negatively in unhealthy
ways…rage, resentment, retaliation.
There is a healthier way.
3 Step Winning-Method:
Start by taking the power struggle out of the equation. Look at
conflict as unmet needs and explore
how everyone can get their wants
and needs met.
Work as a team toward solutions. Make known what you both
need and want, then agree to work
toward a middle ground.
Focus on solutions that work
for both of you. Have your goal be
win-win, not win-lose. With this intention you are more likely to create
a solution that is workable for both
of you.
For example: Mom agrees to let
Johnny use his time how he wants
after school and Johnny agrees
to join the family for dinner. He is
motivated to complete his school
work because it is his decision. He
feels closer to his mom because she
respects his needs.
Parents who practice resolving
conflict with a win-win strategy note
remarkable changes in their children’s behavior. They see improved
grades, healthier relationships, more
responsibility with homework and
chores, and a more positive disposition. Find out for yourself and give
it a try.

Deputy Sheriff Suzanne Hopper was shot and killed after responding to a call of
a window being shot out at a trailer park in Enon. While conducting a preliminary
investigation Deputy Hopper observed a footprint and took out a camera to photograph it. As she took photographs a male opened the door to his trailer and fired
one shot at Deputy Hopper with a shotgun, killing her. Additional deputies and
officers from area police departments arrived at the scene and surrounded the trailer.
A standoff ensued in which dozens of shots were fired between the suspect and officers. A police officer from the German Township Police Department was wounded
and the suspect was ultimately killed during the shootout. Deputy Hopper had
served with the Clark County Sheriff ’s Office for 12 years. She is survived by her

Police Officer Jillian Smith was shot and killed after responding to an apartment
for a report of a domestic dispute. Officer Smith responded to a call of a domestic
dispute between a husband and wife. When she arrived, the husband had already
left the apartment. Officer Smith was inside the apartment taking a report from
the female victim when her husband returned.As the husband opened fire Officer
Smith heroically positioned herself to shield the woman’s 11-year-old daughter,
saving the girl but receiving fatal gunshot wounds. The man then chased his wife to
a bedroom where he murdered her before killing himself. Officer Smith had served
with the Arlington Police Department for 10 months and had finished her field

The Burlingame Police Department is currently seeking Vladimr Graham Noriega on a
warrant charging him with Attempted Murder. Inspector Kashiwahara reports that on July
7th, 2010, Noriega was named as a alleged suspect in a stabbing that occurred at the
Caribbean Gardens Bar. It is believed that Noriega may visit or stay with friends or relatives
at an apartment in the 100 block of Euclid Ave or on Estabrook Street in San Leandro, and
may be driving a Gold or Champange colored 4 door Mercedes, with a license plate of
#6JNP734. Heis known to frequent Latin bars or clubs and was possibly at Luka’s Bar in
Oakland. Noriega is to be considered ARMED AND DANGEROUS. Please call the Fugitive

The Hayward Police Department is currently seeking John Timothy Shinnick on warrant
charging him with Attempted Murder and Robbery. Detective Tom Perry reports that Shinnick
allegedly armed himself with a 45 caliber handgun and attempted to rob a parked motorist at a
fast food restaurant near Jackson Avenue and Cypress Avenue in Hayward. When the victim
tried to drive off, Shinnick broke out the car window and shot the victim in the face. Shinnick
knows he is wanted and states he will shoot it out with the police or kill a police officer. He
is also wanted for desertion from the military. Shinnick uses the alias of Scott Trey and has
tattoos of Tim and Desert Storm. He was last known to frequent the Hayward, San Jose and
Mountain View areas. Scott Trey Has Tattoos of Tim and Desert Storm. The photo of Shinnick

Chihuahua, donde desde diciembre de 2006 ha habido 10 mil 587

El número de homicidios violentos en esa entidad durante 2010 fue
44 por ciento superior al de 2008 y
22 por ciento más al de 2009, siendo
el mes de agosto el más violento de
los cuatro años recientes, con 518
ejecuciones.
Ciudad Juárez se mantuvo como
el municipio más violento del país
con 2 mil 944 personas ultimadas,
821 más que las de 2009; 2 mil 81
más que en 2008 y muy por arriba
de la cifra de 2007, cuando se cometieron 140 asesinatos relacionados
con el crimen organizado.
Sinaloa fue la segunda entidad
con mayor número de ejecuciones
en 2010, al contabilizar mil 730, lo
que significa más del doble de los
ajusticiamientos perpetrados durante el año pasado y 785 casos por
arriba de los ocurridos en 2008.
Agosto fue el mes más violento
para esa entidad en todo el sexenio,
pues se registraron 242 ejecuciones;

En diciembre fueron ultimadas
928 personas, cifra superior a
las 853 de noviembre, pero por
debajo del promedio mensual del
año pasado, que es de mil 49.

The Oakland Police Department is asking for the public’s
help in identifying the suspects in these police sketches.
Detectives report that on November 20th 2010, two men
accosted a woman near 11th and Market streets as she
was walking home from the West Oakland BART station.
One man had a gun and sexually assaulted the woman
and then forced her to withdraw money from an
ATM. The two suspects then ordered the woman
to take them to the apartment where she lives with
the other two woman and then sexually assaulted
and robbed them. Detectives report that men were
driving a 1993 or 1994 four-door black Honda Civic

A Marin County man wanted in connection with a 2006
sexual assault is also a possible suspect in a gangrelated shooting that injured two men in the Hamilton
Marketplace shopping center in Novato last week, police
said. Armando Gil is wanted for questioning about the
Jan. 3 shooting, which injured a 23-year-old San Jose
man and a 27-year-old San Rafael man, Novato police Detective Kory Jones said. The men
were sitting in a car at the shopping center, located in the 5700 block of Nave Drive, when
they were shot at about 8:30 p.m. Police said the shooting appears to be gang-related. Police
have already arrested one suspect in the shooting, Alessandra Marie Coyle, 22, of Novato.
She was taken into custody the day of the shooting on suspicion of attempted murder and
participation in a criminal street gang. She was scheduled to be arraigned this morning in
Marin County Superior Court. Gil should be considered armed and dangerous. Please call the

Dating Violence
Dating is a part of growing up. It’s important to meet new people and begin
relationships in life. It is also important
to protect yourself and to be aware
of what’s going on around you. The
purpose of this section is to increase
awareness, not fear.
Acquaintance rape, a.k.a. date rape, is
when a person you know uses threats
or force you into participating in sexual
activity against your will. Neighbors,
friends, boy- or girlfriends, co-workers,
and dates are some possibilities of people who could commit an acquaintance
rape. Acquaintance rape is more common than you think; 80% of teenage
victims of sexual assault- that’s 4 out of
5 victims- know their rapist before the
assault takes place.
It is rare that an acquaintance rapist
will use a weapon when committing
the sexual assault. Often physical force
(like hitting, kicking or pushing) is
used. Rapists can also take advantage of
a person under the influence of drugs
and/or alcohol, which inhibit a person
from agreeing to sexual acts. If you
cannot consent to sex and sex has been
forced upon you, then you are a victim
of sexual violence.

MYTH: The rape is not as bad if you
know the rapist.
FACT: Rape is a traumatic and
threatening experience regardless of
who the rapist is. In fact, the betrayal
and manipulation commonly found
in acquaintance rapes may lead to
more damaging psychological and

MYTH: If you don’t report, it’s not
rape.
FACT: The fact is, most victims of
acquaintance rape don’t report. There
may be no outward signs of abuse,
since the rapist is not usually violent.
Victims of acquaintance rape may feel
responsible and fear that they won’t
be believed. This does not mean that
a rape didn’t happen.
MYTH: If he paid for a date, she owes
him something in return.
FACT: No one should feel like they
owe anything for a date. There is no
excuse for forced sex.
MYTH: It’s not rape if a person is too
drunk or high to resist sex.
FACT: Sexual contact with someone
unable to agree to have sex, for whatever reason, is considered rape.

to plan their attack with less chance
of getting caught. A rapist may try to
gain the trust of the victim to reduce
the chance of the crime being reported.

Dos estudiantes que viajaban en una camioneta fueron ejecutados por
hombres armados, que luego arrojaron una bomba molotov para quemar sus
cuerpos y vehículo en Ciudad Juárez.
Las dos víctimas, un estudiante de 18 años del Colegio de Bachilleres y
otro que cursaba la carrera de educación física en la Universidad Autónoma
de Chihuahua, fueron identificadas por familiares.
Al parecer eran acosados por un hombre apodado “Panchillo”,
perteneciente a la banda del secuestrador Ernesto Piñón, alias “El Neto”,
detenido en 2009 tras planear el secuestro de una magistrada.
Más de 12 mil 456 personas han muerto en hechos asociados con el crimen
organizado en México este año y 30 mil 196 del 1 de diciembre de 2006 al 10

invasion that used a child as a decoy during the robbery. They report that on September
1st, at about 1:15 p.m. at 540 Manhattan Avenue, a woman holding a child knocked on the

guns and entered the residence. They robbed the victims of money and an iPhone and then
fled the scene. Police have identified one of the suspects as Juan Mullis, 28 years old. The

The Alameda County Sheriff’s Department is currently
seeking Princess Danielle Cole on a $360,000.00 felony
warrant. According to Detective Steve Griffitts, Cole is
the primary suspect in an extensive identity theft crew
operating the the

Stockton areas. Cole is
allegedly responsible
for obtaining rental vehicles or purchasing vehicles from
dealerships by using the identity and personal infomation
of her victims. Once she has the vehicles, she is allegedly
fraudulently getting the vehciles re-registered at DMV and
selling them to unsuspecting people on Craigslist. Cole
has allegedly accomplished this scam eight times with
tens of thousands of dollars in losses. Cole may be using
the aliases, Melodie Olson, Monique Randolph, Megan
Xu and Megan White. Cole recently gave birth to a child
somewhere in the Stockton, San Jaoquin area and is

this sketch. According to Detective Tina Latendresse, on December 18th, 2010 at about 9:30
pm, the victim was shopping at DD’s discount store located on Southwest Expressway. She
left the store and was walking to her vehicle in the parking lot when she heard the suspect
pull up behind her in his vehicle. The victim described the vehicle as a silver colored Toyota
extended cab pick-up truck with a possible plate of 6P28880 or 6T28880 or 62T8880. The
suspect began to talk to the victim so she turned around and saw him exposing himself. She
then yelled at him and he drove away. The suspect was wearing a dark brown leather belt,

Jose. This suspect allegedly entered the bank, approached
a teller, and demanded money. The unidentified suspect
then exited the bank and remains at large. It is believed that
the suspect allegedly committed four other bank robberies
between November, 2010, and December, 2010. These
robberies occurred in Santa Clara and Santa Cruz Counties. The San Jose Police and the

Apprehended
A San Jose man police arrested earlier
this week in connection with a kidnapping is being held without bail at Santa
Clara County Jail on several felony
offenses, including assault with a deadly
weapon. Kevin Tran, 25, allegedly
became upset after learning that his
girlfriend was involved in a relationship
with the man whom Tran apparently
kidnapped, San Jose police said. Tran
befriended and obtained a ride from
the victim on Sunday at about 6 a.m.
in the 3300 block of Suncrest Avenue
in San Jose, police said. Once inside
the victim’s vehicle, Tran brandished
a handgun and threatened to kill the
22-year-old San Jose man if he did not
follow orders. Tran allegedly
forced the victim to drive to Los
Angeles County and back to San
Jose. While traveling on U.S.
Highway 101, Tran discharged
his handgun to demonstrate
he was serious about fatally
harming the victim, police said.
Tran allegedly told the victim he
would be allowed to live in exchange
for several thousand dollars ransom,
and Tran allegedly forced the victim to
stop at various locations during their
drive to call family members to solicit
the ransom money, according to police.
Once back in San Jose, Tran allegedly
forced the victim into the passenger
seat of Tran’s car and then drove while
holding the victim captive at gunpoint,
police said. Shortly before 9:30 a.m.
Monday, Tran drove to the Bank of
America at 1510 The Alameda in San
Jose, where he apparently directed the
victim to withdraw the ransom amount.
Police learned that Tran and the victim
were inside the bank and dispatched
officers and robbery detectives to the
scene. Tran was arrested in the bank’s
parking lot and the victim was located
inside the bank. Tran was booked into
Santa Clara County Jail on suspicion
of kidnapping, robbery, assault with
a deadly weapon, criminal threats,
unlawfully discharging a firearm, kidnapping for ransom, and false imprisonment involving violence, police said.
