County Can Help San Jose With Neighborhood Crime Patrols
The City of San Jose is facing a critical
need to bolster its police force, which has
decreased from 1,400 officers to 906 active duty officers in six years. And for the
first time, San Jose has not been able to
fill its police academies with enough qualified applicants.
A smaller San Jose police force has
resulted in an increase in emergency
response times, from 11 minutes to 20
minutes for the most urgent calls, and has
forced the department to eliminate some
units, including the burglary unit. Crime
is rising at a rapid rate in a city that was
once considered the Safest Big City in the
U.S.
I believe the Santa Clara County Sheriff’s
Office can help out by providing increased
neighborhood patrols to prevent home
burglaries and
by assisting
in catching
and locking up
neighborhood
criminals.
I’ve
proposed that
the County
Sheriff’s Department look
into providing
temporary law
enforcement
services while
San Jose officials work to fill a large number of vacancies in the San Jose Police

Sexual assault
The San Jose Police Department is asking for the
public’s help in identifying the suspect in this sketch.
According to Detective Hoa Tran, on 03/06/14 at
approximately 11:30 pm, a sexual battery occurred
on the light rail platform in the area of S. 2nd / Santa Clara St. in San Jose. An
intoxicated subject contacted the victim and engaged in a conversation. The
suspect groped her approximately 3 times on the breast and 3 times on the buttocks. The victim was able to push the suspect away. The victim fled on the light
rail and left the suspect at the station.
The victim could not provide any of the suspect’s clothing description. The
suspect was last seen carrying a brown paper bag with handles, “Pall Mall”
cigarettes and lighter.

Fugitive Watch originally featured this tragic story in December 2002 and we want to
remind the public we need your help to track this fugitive down. The Hayward Police Department is currently seeking Greisy Valencia on a warrant
charging her with the ongoing abuse and torture of a child. According to Detective Hopfe, in December of 2002, an eleven-year-old girl was wandering the streets of Manteca, California. When she finally knocked on the door of a home, seeking help, the little girl couldn’t remember her address or
telephone number. The homeowner called the police.
When the police questioned the child, they realized that she wasn’t just lost. She was the victim of severe child abuse. The child described how her
hands would be held over an open flame on the stove, and how cigarettes or a curling iron would be used to burn her.
Sometimes, she said, she’d be bitten or scratched, and her hair would be pulled out. Doctors at Childrens’ Hospital in
Oakland, California found scars on the child’s hands, face and back. The injuries were so severe, they say, it’s remarkable
the child is alive.
The biggest shock of all was yet to come. Police say the person who inflicted such awful injuries on the little girl was her
own mother -- Greisy Valencia. Police and social workers say they discovered that Valencia had abused and tortured her
daughter since the child was just four-years old. The head of the investigation, Detective Keith Stiver of the Hayward police
department, says Valencia is heartless. “She’s a monster. She’s a vicious, vindictive person who hurts children.”
Valencia was last seen in Manteca when the child was taken into protective custody. She normally works in fast food restaurants and may have fled to
the Sacramento area.

Novato police have released a sketch of a person of
interest in the homicide of Jimmy Lucero Tejada whose
body was found Saturday by a hiker near Loma Verde
Open Space Preserve in Novato. Police are asking the
public for information about the person and have released a flier with a sketch
of his face.
The subject is possibly from a Central American country, police said. A hiker
found Tejada in an open space area near Calle Arboleda around 5:40 p.m.
on Saturday a short distance from the road, police said. Police said officers
arrived on the scene, found Tejada’s body and determined that he had been
murdered.
The Marin County coroner responded to the scene to investigate the death.
Novato police detectives are actively investigating the killing and following a
number of potential leads. Police said there is no apparent threat to the community at this time.

On 5/26/2013 at approximately 10:00 pm, Justin
Watkins, a 20 year old male, was walking home after
working that day at GameStop at Oakridge Mall. As
Justin was walking in the 100 block of Hayes Avenue,
he was shot by an unknown assailant(s). The homicide occurred three days
before Justin’s 21st birthday. By all accounts, Justin was not involved in any
activity that could have contributed to his own death.
Officers are still investigating the circumstances of the shooting. “We don’t know
what happened, we don’t know who the suspects are.

THEFT
On March 27, 2014 at about 5:30 p.m., a Hollister resident
entered the Hollister Super Market located at 211 Third
Street in Hollister. While purchasing some items, he placed
his wallet on one of the nearby counters near the cashier.
He left the store but realized he left his wallet behind. He returned within 15 minutes
and his wallet was gone.
With the assistance of store personnel, Police reviewed the store surveillance video
and observed a man and two women enter the store with a small child. One of the
women appears to notice the wallet and motioned to the man. The video shows the
man taking the wallet and handing it to the woman. The man, the two women and the
child later leave the store with the wallet. They were seen on store video getting into a
dark colored mid-size truck.

SHOOTING
Philadelphia police are asking for the public’s help to identify the
suspects in a shooting in Rhawnhurst.
On March 31, 2014, at 12:28am, 2nd District officers responded
to a radio call for a shooting inside the Roosevelt Motor Inn
located at 7600 Roosevelt Boulevard. When police arrived an
employee stated he heard gunshots coming from a hallway.
Soon after the gunshots, an unknown
black male ran past the front desk armed
with a handgun and fled through the
parking lot then south on the Roosevelt
Boulevard. Surveillance video recovered
depicts a group of black males running
through the hallways shooting at each
other.

Southwest Florida police is asking for the public’s help
identifying a man who’s been stealing checks out of
mailboxes, then “washing” off the information and cashing them for his own personal gain.
The unknown male has been caught cashing several
fraudulent checks at multiple banks in Collier County
over the last few months. The checks were all stolen
after being placed in mailboxes, then clearly removed
by the suspect or an accomplice. The checks were
then washed or altered, with payee names and dollar amounts changed. It is
believed that the suspect used stolen identities in order to successfully cash the
checks without question.
While the suspect may be local, detectives believe he may also be coming back
and forth to Collier County from the east coast.
Richmond police are searching for Melinda Leketia
Gaffney, suspected of shooting and killing a teenage
boy outside of an apartment complex. Gaffney, 30, is
wanted on a $1 million arrest warrant in connection
with the murder of 16-year-old Terrance Forks, Richmond police Sgt. Nicole
Abetkov said. Abetkov said Gaffney and Forks were apparently fighting before
she allegedly shot him in front of the Crescent Park Apartments.
Officers responded to the area after receiving an alert from the city’s ShotSpotter activation system and a 911 call about a fight and a possible shot fired at
the same location, according to police. Police arriving on the scene found Forks
suffering from a gunshot wound. He died at the scene.
Gaffney reportedly fled the scene in a white four-door Lexus sedan. Police have
since recovered the car but the suspect remained at large.

San Jose Mayor’s Incompetence Cost $94 Million Dollars
The Mayor of San Jose, California
Chuck Reed’s mismanagement and neglect of the San Jose pension systems
has cost taxpayers and system members well over $94 million dollars for the
past three years.

San Jose Mayor Chuck Reed, who has
been busy lecturing everybody in the
state on how to operate their pension
systems, has quite a problem on his
hands. Reed’s mismanagement and
neglect of a major problem in the San
Jose pension systems has cost taxpayers and system members well over $94
million dollars the past three years.
Reed has long been aware of this problem, having been told both in person
and in writing. In November, 2011, the
Federated Board and Police/Fire Board
wrote separate letters to Reed and oth-
er city leaders documenting the impact
on investment results due to lack of
staff. The Board indicated that investment staff shortages had left the plan
un-invested in asset classes and had
literally cost the City and the Plans tens
of millions of dollars in the last quarter.
In no uncertain terms, the Board that
the inadequate staffing problem would
result in an increased cost to San Jose
taxpayers that “could be tens of millions
of dollars annually.” The letter concluded with a plea to fix the problem
and save the City money it desperately
needs.
San Jose has two separate pension systems with their own Board of
Trustees: Police/Fire for public safety
employees, the Federated System for
general employees. The two systems
share one investment staff whose
compensation is set by the city, not the
pension boards. Half the staff positions
have been continually vacant the past
three years as investment staff left, and
replacements could not be hired, due to
below market salaries set by Reed and
his city council. The staff shortages in
turn have led to poor investment performance because asset allocations could
not be fully implemented.
The staffing shortage was not fixed, despite the stark recitation of losses and
warnings of future losses in the letters.
The funds underperformed their policy
benchmarks—an investment loss by a
combined $94 million dollars from 20102013. And the staffing problems actually increased. The Chief Investment
Officer (CIO) left in July 2012 and this
critical position remained vacant for the
next twenty months because no qualified candidate would take the job at the
sub-par salary. Today only one invest-

ment officer remains on who was there
at the time the letters were written.
When a problem of this magnitude
surfaces in a city, the Mayor has a duty
use all resources available to solve the
problem. In San Jose, Mayor Chuck
Reed could have spent his time and
political capital these serious issues
with his own pension program but he
chose not to. Today, San Jose taxpayers now have over 94 million reasons
to wish that rather than scampering all
over California telling others how to run
their pension systems, had Chuck Reed
spent more time in San Jose doing one
thing – his job.

BANK ROBBERY
The San Mateo County Sheriff’s Office is seeking the
public’s help in identifying a man who robbed a bank
in San Carlos. The robbery occurred at the Wells
Fargo bank located at 632 Laurel
Street. The suspect entered the bank and approached a
teller. He told the teller that he had a gun and demanded
money.
Deputy Rosenblatt said no gun was seen during the
incident. While the teller was gathering money, the bank’s
silent alarm was triggered. The suspect fled the bank on
foot with thousands of dollars.

Silverio Parro Sanchez is wanted in Humboldt
County for a warrant charging him with alleged
unlawful sexual intercourse, kidnapping and stalking. He is also wanted in Trinity County for alleged
assault causing great bodily injury and grand theft
of a firearm. He is believed to frequent Trinity and
Humboldt Counties.

According to the Monkey On Chestnut jewelry and art
gallery store owner Robert Hemphill, the store was
burglarized by two men on April 1, 2014. The owner
shared surveillance images of the perpetrators with
the media.
Surveillance video appears to show the men carting in tools it’s believed they
used to break into a dry cleaning business last week, tearing a hole through the
wall to get into the Monkey on Chestnut.
Hemphill said the burglars knew exactly what they
were doing, snipping the lines to the alarm in mere
seconds before cleaning out cabinets full of gold
and vintage jewelry worth hundreds of thousands of
dollars. He said he hopes someone recognizes the
burglars or the jewelry. The suspects left with bags
full of valuables.

An alleged child predator is still lurking in Oakland.
The suspect is linked to three sexual assaults this
year, the most recent attack was reported at Bella
Vista Elementary School.
Police are still searching for the suspect but a parent of one of the victims believes the predator is hiding in plain sight after the child spotted the victim inside
a store in Oakland.
The parent told KRON 4 that she spotted the predator for the second time at a
liquor store near 28th and Foothill.

The Hayward Police Department is currently seeking
John Timothy Shinnick on warrant charging him with
Attempted Murder and Robbery. According to detectives, Shinnick allegedly armed himself with a 45
caliber handgun and attempted to rob a parked motorist at a fast food restaurant
near Jackson Avenue and Cypress Avenue in Hayward. When the victim tried
to drive off, Shinnick broke out the car window and shot the victim in the face.
Shinnick knows he is wanted and states he will shoot it
out with the police or kill a police officer. He is also wanted
for desertion from the military. Shinnick uses the alias of
Scott Trey and John Bradshaw and has tattoos of Tim and
Desert Storm. He was last known to frequent the Hayward,
San Jose and Mountain View areas. The sketch has been
age enhanced to what he may look like today.

On 03-13-14 between 08:00-08:20 a.m., this suspect
approached the victim while she was making a transaction at a Bank of America ATM in Daly City.
The suspect was armed and made the victim make
three $300.00 withdrawals from her account.
The suspect then took the victim’s cell phone and car keys and told her to pick
up the items from a garbage can in ten minutes. The suspect fled on foot and
no vehicle was seen by the victim. The victim was able to retrieve her keys and
phone in the garbage can.
The suspect has committed similar robberies in
Fremont, Newark, and most recently in Pleasant
Hill on 03-12-14. In previous robberies in other
cities, the suspect was seen leaving in a Red
Toyota Corolla with Utah license plates.

The 5th of May is not Mexican Independence Day, but it should be! And Cinco
de Mayo is not an American holiday,
but it should be. Mexico declared its
independence from mother Spain on
midnight, the 15th of September, 1810.
And it took 11 years before the first
Spanish soldiers were told and forced
to leave Mexico.

The French Army left the port of Vera
Cruz to attack Mexico City to the west,
as the French assumed that the Mexicans would give up should their capital
fall to the enemy -- as European countries traditionally did.
So, why Cinco de Mayo? And why
should Americans savor this day as
well? Because 4,000 Mexican soldiers
smashed the French and traitor Mexican army of 8,000 at Puebla, Mexico,
100 miles east of Mexico City on the
morning of May 5, 1862.
The French had landed in Mexico
(along with Spanish and English troops)
five months earlier on the pretext of
collecting Mexican debts from the newly
elected government of democratic
President (and Indian) Benito Juarez.
The English and Spanish quickly made
deals and left. The French, however,
had different ideas.
Under Emperor Napoleon III, who
detested the United States, the French
came to stay. They brought a Hapsburg
prince with them to rule the new Mexican empire. His name was Maximilian;
his wife, Carolota. Napoleon’s French
Army had not been defeated in 50
years, and it Cinco de Mayo President
Benito Juarez invaded Mexico with the
finest modern equipment and with a
newly reconstituted Foreign Legion.
The French were not afraid of anyone,
especially since the United States was
embroiled in its own Civil War. When
President Lincoln was asked if he was
going to enforce the “Monroe Doctrine” which said that further efforts by
European governments to colonize land
or interfere with states in the Americas
would be viewed by the United States
of America as acts of aggression requiring US intervention, President Lincoln

General Zaragosa, (and the cavalry
under the command of Colonel Porfirio
Diaz, later to be Mexico’s president and
dictator), the Mexicans awaited. Brightly
dressed French Dragoons led the enemy columns. The Mexican Army was
less stylish.
General Zaragosa ordered Colonel
Diaz to take his cavalry, the best in
the world, out to the French flanks. In
response, the French did a most stupid
thing; they sent their cavalry off to
chase Diaz and his men, who proceeded to butcher them. The remaining
French infantrymen charged the Mexican defenders through sloppy mud from

a thunderstorm and through hundreds
of head of stampeding cattle stirred up
by Indians armed only with machetes.
When the battle was over, many French
were killed or wounded and their cavalry was being chased by Diaz’ superb
horsemen miles away. The Mexicans
had won a great victory that kept
Napoleon III
from supplying
the confederate rebels for
another year,
allowing the
United States
to build the
greatest army
the world had
ever seen. This
grand army
smashed the
Confederates
at Gettysburg
just 14 months
after the battle
of Puebla,
essentially
ending the Civil
War. Union
forces were
then rushed
to the Texas/Mexican border under
General Phil Sheridan, who made sure
that the Mexicans got all the weapons
and ammunition they needed to expel
the French. American soldiers were
discharged with their uniforms and rifles
if they promised to join the Mexican
Army to fight the French. The American
Legion of Honor marched in the Victory
Parade in Mexico, City.
It might be a historical stretch to credit
the survival of the United States to
those brave 4,000 Mexicans who faced
an army twice as large in 1862. But
who knows? In gratitude, thousands of
Mexicans crossed the border after Pearl
Harbor to join the U.S. Armed Forces.
As recently as the Persian Gulf War,

Mexicans flooded American consulates
with phone calls, trying to join up and
fight another war for America.
Mexicans, you see, never forget who
their friends are, and neither do Americans.
That’s why Cinco de Mayo is such a
party -- A party that celebrates freedom
and liberty.
There are two ideals which Mexicans
and Americans have fought shoulder to
shoulder to protect, ever since the 5th
of May, 1862.

The U.S. Immigration and Customs Service released information about an El
Salvadoran national who fled in January 2013 following his indictment in San
Jose for possessing and distributing child pornography. Jose Alberto Centurion
Cruz, formerly of Sunnyvale, was indicted by a federal grand jury after investigators located more than 100 sexually explicit videos of minors on his laptop and
digital storage drives, according the U.S. Attorney’s Office.
Centurion Cruz was scheduled to appear in U.S.
District Court in San Jose last month but did not
appear. Centurion Cruz, an El Salvadoran national,
may have fled to his native country.

Two unidentified men robbed a woman at gunpoint
in South San Francisco. A 27-year-old woman exited
the South San Francisco BART station and saw
three people at a bus stop near the station.
The woman was walking alone on Centennial Trail, just south of the station, where
a person ran up behind her and attempted to steal her purse. A struggle ensued and
the suspect produced a handgun and pistol-whipped the woman. The suspect with
the handgun took her purse and handed it to a second suspect.
Both suspects started running southbound on the trail and were last seen running
through a parking lot at 1024 Mission Road toward Grand Avenue. Both suspects
are described as black men between 20 and 25 years old.
