SAN FRANCISCO BOARD OF SUPERVISORS PRIORITIZES POLITICAL STUNT OVER THE SAFETY OF THE COMMUNITY The following opinion editorial by Scott Castruita and Steve Ferdin. With its recent decision to declare a “Day of Remembrance for Mario Woods” the San Francisco Board of Supervisors is showing it cares more about publicity and short term political gain than it does about the victims of violent crime, law enforcement officers, and the safety of the community. Mario Woods was armed with a knife. Woods had sent a man to the hospital earlier that evening with a vicious stab wound. The victim of that knife attack reported that Woods attacked him at random. He believed Woods to be on drugs because of the erratic way Woods was walking and interacting with him. Woods had a violent history. He also had methamphetamine, Marijuana and two types of antidepressants in his bloodstream. He was out on parole for armed robbery. When Woods was F U G I T I V E W AT C H N E W S confronted by police after the stabbing he refused to drop his weapon. Woods taunted the responding officers telling them they should kill him. Despite the high degree of danger, police officers first attempted the only non-lethal option they had. Several rounds of beanbag rounds were fired at Woods, but failed to disarm him. Bullets were only fired at Woods when he made a threatening move towards nearby bystanders. Police officers killed an attacker who had already severely injured one person while he appeared to be trying to stab somebody else. The police officers were left with no other option to prevent him from escaping to stab or murder other victims. to heal that rift, but instead is a cheap political stunt. This was not a case of rash police action. This was a case of law enforcement using every tool at their disposal to avoid shooting an armed and dangerous criminal. Incidentally, police were unable to use a taser to disarm Woods because unlike almost every other major city in America, San Francisco has banned law enforcement from using tasers. While it may seem like a trivial detail to the Board of Supervisors, the victim Woods stabbed earlier that evening is also African-American. While it does not appear to matter to the Board of Supervisors, many of the men and women that put their lives on the line every day to serve and protect the residents of San Francisco as law enforcement officers are also AfricanAmerican. There is no doubt there is a serious problem of trust between many in the African-American community and law enforcement. But, this action from the Board of Supervisors isn’t an attempt By choosing to honor Mario Woods, San Francisco is playing racial politics of the ugliest kind. There will be no Day of Remembrance for the victims Mario Woods has left behind. There will be no action to help police officers do their jobs more safely and less lethally. Instead, there will only be increased tensions as men and women leave their families each day to go and serve a city that has turned its back on them. In 1985 Steve was a beat cop, patrolling some of San Jose, California’s worst streets. He worked and lived in the notorious King and Story neighborhood. As a young police officer his supervisor told him not to go down into the Poco Way apartments because it was too dangerous. “I remember thinking, but that’s my job to make it safe. If it’s too dangerous for me as a police officer with my training and my gun, how do the people who live there feel?” Ferdin recalls. Ferdin did go down Poco Way, and down every other street in the neighborhood. Today if you look at the pictures of Poco Way, it’s tough to imagine any police officer ever being told it was too dangerous to patrol. The entire neighborhood is completely revitalized. Once Ferdin and his fellow San Jose police officers F U G I T I V E W AT C H N E W S began arresting criminals and showing the community and the city somebody cared about the area, others began helping to clean up the streets. “You look at pictures of the area now and compare it to what it looked like then, and it’s unbelievable. People look at the old pictures and think it looks like Afghanistan or something.” Ferdin says. “When I bought my house in the King and Story area I could look down the street and see twenty burned out, abandoned cars. Sofas and furniture 1985 photo of Officer Steve Ferdin on foot patrol in the San Jose were left out to rot. I had to buy special booties for my dog so I could walk him without his paws getting cut up by all the broken glass on the sidewalks and in the street.” Ferdin credits the involvement of the community and the city in helping to change the area into what is today. The city got tough on the landlords and required them to remodel the slums and create apartments that were “fit for human habitation.” Ferdin is proud of his work as a San Jose cop and his role in helping improve the community. That would be a life’s work for some people. But, The New Poco Way carport. 13 . Steve Ferdin is not most people. In 2004 while on the job working to help deal with some Mardi Gras troublemakers, Ferdin was involved in a car accident with a drunk driver. The accident left Ferdin paralyzed and forced him to retire from law enforcement. A talented team of doctors and nurses at Valley Medical Center Spinal Cord Unit treated him. After a successful surgery, and an incredible will to improve, Ferdin was able to walk again. “When I was being discharged from the spinal card unit at the hospital, I noticed how emotional everyone was. One of the nurses told me ‘Steve look around you, nobody ever walks out of here’ meaning you’re lucky you can walk again and able to be “walking” out of the ‘Spinal Cord Unit’.” That I was a big deal to them. It was really humbling to realize how lucky I was.” Ferdin says he has never taken his ability to walk for granted again. Continue reading on page 16. Poco Way Apartments. BULL SEMEN STOLEN TURLOCK, California -- Tanks filled with thousands of dollars worth of bull semen were stolen out of a truck in Turlock, and it could cause trouble in the wrong hands. The bulls are the cream of the crop and have been selected for their genetic value. “The genetics that these Bulls have in them is out of the top 1 percent of the world population,” said farm owner John Azevedo. The bulls’ highly valued semen is collected two to three times a week and shipped to farms in California and across the world for the purpose of impregnating cattle. “Over 70 to 75 percent of all cattle in the U.S. is inseminated artificially,” he said. Turlock resident Anthony Reis spent months of his time and labor collecting top of the line bull semen for distribution only to half it stolen. “You get to your first dairy and you’re missing half your inventory,” he said. Three tanks and a transfer tank with nearly 3,500 units of sperm were stolen from the back of his work truck late Sunday night, enough to potentially impregnate more than 1,000 cattle. “You’re trying to make a living the loss of all those units of semen, and probably taken by someone who had no idea what they were stealing is very frustrating,” he said. The semen was worth nearly $50,000, with one of the bulls being the fifth best in the world now. “To have a bull that’s that high in the list and to have that seen stolen from an allocated bull that’s hard to replace,” he said. The tanks that store the semen are filled with liquid nitrogen. At about -320 degrees fahrenheit to keep the sperm frozen, they need to be handled by professionals. Otherwise, it can be dangerous. Reis also says the thieves stole gas out of his truck and most likely have no clue what else they took. “To have someone just come and take your livelihood is very frustrating,” he said. At first the show was just a series of pictures with voice over on a local classifieds cable channel. The show was only five minutes long, and two of those minutes belonged to the sponsors who were paying for the air time. Police officers had been killed shortly before Fugitive Watch launched while encountering what turned out to be fugitives. The program helps officers identify fugitives and allow them to encounter the wanted men and women on law enforcement’s terms. After the first week, all of the fugitives featured had been apprehended. The program was quickly expanded to fifteen minutes, and gradually became a full length show with modern TV production techniques. Ferdin said, when remembering why Fugitive Watch was started, “Scott and I started Fugitive Watch to help out other police officers. At the time the most common way for a fugitive to be found was for law enforcement to have a chance encounter at a traffic Today Fugitive Watch can still be found on Bay Area cable, but it also has a worldwide reach. Fugitive Watch has an active YouTube channel and a website at Fugitive.com that is viewed all over the world. They also publish a newspaper. Because of Fugitive Watch, criminals have been apprehended in every state, and all over the world. A viewer in Chile once identified a wanted pedophile. After local police refused to take any action, the local media was notified. After an investigation, the local news filmed the fugitive approaching boys on the beach. This prompted local law enforcement to take action and the fugitive was returned to the United States to face justice. 16 . “Fugitive Watch just proves that most people are good citizens. They aren’t looking for a reward, they just want to keep their communities safe.” Ferdin says. Ferdin could have enjoyed a quiet retirement after his accident. But, all these years later he is still involved with Fugitive Watch, helping keep the streets safe for the rest of us and his fellow law enforcement officers. “Tracking bad guys are just our passion” Ferdin says. Ferdin has always been fueled by a passion to do what’s right, and the rest of us are that much safer because of it. It’s no surprise that the guy who walked down streets his bosses told him were too dangerous is still deeply involved in catching criminals.
