La Programa CHP- El Protector
Desde 1987, la Patrulla de Caminos
de California (CHP) ha promovido el
programa informativo y educativo El
o conductores.
Nuestras actividades van dirigidas a
Comunitario y Reclutamiento (Office of
Community Outreach and Recruitment)

How to Avoid Raising a Rude Teenager
By Patt Saso
www.SasoSeminars.com
Just about dinner time Mary and Tom’s
fifteen year-old son came storming in
from basketball practice. “I hate my coach.
He’s such a dick.” Then he threw his
backpack across the floor, spilling some of
its contents. “Crap!”
Dad was already sitting at the table.
Looking up, he responded, “Don’t act
like that in this house! We didn’t raise
you that way. What’d you do, screw off at
practice again?”
Andy headed straight for his room,
shouting as he slammed his door, “I’m not
eating with you!”
Stunned, Mary and Tom starred at
each other. “How rude! That young man
has to learn to control himself!”
Mistakes to Avoid
How would you have handled this situation in your home?
Many parents would have handled it
the same way, but Mary and Tom made
some common mistakes. First of all, their
underlying belief is that confronting the
behavior will stop that behavior. The mistake they made was trying to extinguish
rude behavior with rudeness.
Another mistake was not identifying
the real issue. They focused only on the
negative emotions. If they had taken the
time to check in with their son, they may
have had another attitude toward Andy
and vice versa.
They could have said something like,
“Wow, Andy, you seem really frustrated.
What happened?”
Andy would have responded differently
to this supportive response, rather than
dad becoming mad and blaming him.
Another mistake is that these parents
believe their son’s negative emotions reflect poorly on them as parents. So not to
feel badly they ignored and denied their
son’s frustration and moved straight into
finding fault.
To avoid raising a rude
teenager parents need to
do something different.
Recent studies have revealed that
the skills needed to help self-regulate
emotions – even more than IQ – will
determine a person’s success in all areas
of life, including happiness and family
relationships. Parents can influence a
child’s emotional health by teaching them
to identify what they are feeling and to
take care of themselves in beneficial ways.
Without these skills people tend to go
unconscious about feelings and act out
with destructive behaviors.
The Importance of
Learning to Bridge
Emotions
Bridging emotions includes knowing
what you are feeling, taking responsibility for your feelings, being able to talk
about what is going on inside you, and
caring for yourself with appropriate
self-soothing. Being able to label feelings
gives us a sense of control. Feeling skills
empower us.
When parents help teens to recognize
their emotions, it also lays the foundation for a shared relationship to solve
problems together. Then kids don’t feel so
alone in handling life’s complicated issues.
Knowing what is going on inside helps
us to care for ourselves by learning to
act on our emotions instead of reacting
to them. The ability to identify feelings,
process them, pause and then choose
to how to respond is called emotional
intelligence.
Three Tips for Parents to
Teach “Feeling Skills” to
Teens:
1. Practice patience. First of all, know
what to expect. Teens are part of the
human race and will act out. Adolescents
are at times moody and rude. We all
have to learn to master our emotions and
self-soothe. Parents can aide in teaching
these skills by first increasing our own
emotional intelligence. Then when our
child’s emotions erupt, we will not mirror
their emotions. Instead, we will have the
capacity to focus on helping them to calm
and regulate their emotions. Being their
ally, not the enemy, will aid the advancement of emotional intelligence.
2. Get inside our teen’s head to understand his or her world. We have to
get to know our child’s internal mental
landscape. Mary and Tom could have responded with: “You’re angry. Tell us what
happened at practice.” Or “Sounds like
the coach said something to you that was
hurtful.” Or “Wow, we hear your frustration. Something must have happened to
aggravate you.” Even if you don’t nail the
feeling you are letting your son know you
are witnessing his inner conflict. If there
is an opening he will talk to clarify his
feelings.
3. Speak to the emotions with understanding. When an emotion is named,
kids feel heard, acknowledged and
understood. Teens develop greater selfconfidence and a deeper understanding of
themselves when they are aware of their
emotions. When a teen is understood and
understands what he is feeling, there is
less chance of acting out negatively.
Remember, any parent can learn to
become an emotion coach. The key to
avoid raising rude teens is to coach them
in developing emotional intelligence
-- helping kids to identify their feelings
and bridge feelings with positive actions.
Children will still get sad, angry or scared,
but emotionally intelligent kids are better
able to calm themselves down, bounce
back from adversity, and carry on in life as
productive adults.

coach your teen refer to our books 10

Cop Killer Sentenced to Death for Killing East
Palo Alto Police Officer
Published by Staff Writer on February
8, 2010
A San Mateo County Superior Court
judge this morning sentenced 26-yearold Alberto Alvarez to death by lethal
injection for killing East Palo Alto police
Officer Richard May in 2006.”The
circumstances of the murder were
particularly savage and brutal,” Judge
Craig Parsons said before imposing the
sentence. “Death is warranted.”Alvarez,
who was found guilty in November of
first-degree murder with the special circumstance of killing a peace officer for the
execution-style shooting of May, showed
no emotion and declined to make a statement at this morning’s sentencing.”The
motive for the crime was trivial…the
defendant without warning opened fire
on May,” Parsons said. Had Judge Craig
Parsons not condemned Alvarez to
death, he would have faced life in prison
without the chance of parole. May was
killed the afternoon of Jan. 7, 2006, after
he responded to a report of a fight at a
taqueria on University Avenue in East
Palo Alto.He had followed Alvarez from
the area of the taqueria to nearby Weeks
Street, where the two exchanged gunfire.
May was hit and fell to the ground.
Alvarez then fired two additional shots
at May, including a fatal shot to the head.
When testifying in the trial, Alvarez
claimed he shot May in self-defense.
Parsons ordered Alvarez to be transferred
to death row at San Quentin State Prison
within 10 days.Prior to the sentencing,
Parsons rejected the defense’s motion for
a new trial, and upheld the jury’s conviction of first-degree murder with the special circumstance. Alvarez’s defense attorney Eric Liberman said outside the courtroom that he was “saddened” by Parsons’
decision, but that it didn’t surprise him.
He said his client “seems to be holding
up all right.””He’s always been remorseful
for the hurt and damage he’s inflicted,”
Liberman said. “The very night this happened, he called people and expressed
he had done something that would alter
his life forever.”May’s wife Diana May
said after the sentencing today that she
doesn’t believe Alvarez has ever shown
any remorse.”I don’t think he is capable of
feeling what a normal person does,” she
said. “He doesn’t have a conscience.”May’s
stepfather Frank Merrill said he hopes
Alvarez will “take responsibility for what
he’s done.””Unfortunately his death will
be humane, unlike May who had to look
down the barrel of a gun,” Merrill said.
“This is a message in San Mateo County
that when you execute a police officer,
you get the maximum punishment,”
prosecuting attorney Steve Wagstaffe
said.Alvarez’s case will be automatically
appealed to the state Supreme Court, as
is every death penalty case in California.
Convicted killer Scott Peterson was the
last person to be sentenced to death in
San Mateo County Superior Court after
he was found guilty in 2004 of murdering
his wife and unborn child.

The San Mateo Police Department is asking for the public’s help in
identifying the men in these photos. According to Detective Glen Teixeira,
in December 2009, these suspects allegedly placed a card skimmer inside
the gas pumps at a local Arco Gas Station. As a result several customers
reported being victims of Identity Theft and Unauthorized Withdrawals
from their bank accounts. Most of the crimes occurred in San Francisco
and San Mateo counties. Later that same month many of the San Mateo
victims reported that withdrawals from their bank accounts were
occurring from the Sacramento area. These suspects were caught on
surveillance cameras at numerous banks making multiple withdrawals. A
second suspect often appeared with this individual and was also caught on
surveillance. Please call the Fugitive Watch hot line at 1-800-9-CAUGHT

Murder / asesinato
Police have arrested two suspected gang members in connection with the
murder of a 21-year-old man in Daly City and are looking for a third. Rene
Castro, 22, a suspected member of the “31st Street” Norteno gang was
taken into custody early this morning at his home on Vienna Street in San
Francisco in connection with the death of South San Francisco resident
Jessie Wiley. Another suspect, 22-year-old Horacio Vega, also a suspected
member of the “31st Street” gang, was apprehended Wednesday afternoon
in San Francisco. Both were arrested on suspicion of being an accessory to
murder, assault with a deadly weapon and participating in a criminal street
gang. Wiley died after being struck by a sport utility vehicle on King Drive
following a fight at a nearby Little Caesars Pizza parlor that spilled onto the
street. Police believe Wiley was hit intentionally and are treating the death
as a homicide. Investigators are still searching for a third suspect in the case,
20-year-old Matthew Sean Mouton. Mouton is believed to have been driving
the SUV that killed Wiley, and is described as Hispanic, 5 feet 10 inches tall,
160 pounds with a visible tattoo reading “gutta mob” on the left side of his
neck. The SUV is a black GMC Yukon Denali with California license plate

In Memory of Those Who Gave Their
Lives in Service to Their Community
The Job I Do
On April 27th 2007, Beaumont,
Texas Police Officer Lisa Beaulieu
was struck and killed by a drunk
driver while investigating an earlier
accident on the Eastex Freeway.
You can’t understand the job I do.
So what’s different, you ask, of me than
you?
You see the beauty of life each day and
take for granted the part I play.
You can go home and leave your troubles
behind, but I am who I am, no matter the
time.
To carry a gun and not to abuse it,
and praying to God I won’t have to use it.
Everyday to be willing to risk my life,
wondering if, again, I’ll see my children
and my wife.
Police Officer
Lisa Beaulieu
Beaumont Police
Department, Texas
Another vehicle had stopped
behind Officer Beaulieu’s patrol
car, which was positioned in the
right travel lane. She approached
the vehicle from the passenger side
to speak to the occupants. As she
was speaking with the occupants, a
drunken driver drove up to the scene
and swerved onto the shoulder,
drove in between the vehicle and
guardrail, and struck her.
Officer Beaulieu was thrown over
the wall of the overpass and landed
on the service road below. The
drunk driver was taken into custody at the scene and subsequently
charged with intoxication manslaughter. He was convicted of the
charges and sentenced to 11 years
in prison. Officer Beaulieu was 36
years old and had been a police officer for 6 years.
In Blue or Green I’m still easy to see
so there’s really never a safe place to be.
When you see danger, you can run and
hide, but I have ethics that I must abide.
To go to work knowing this could be the
day when some crazed lunatic might blow
me away.
To care for the injured, to deal with the
dead, is always the part I truly dread.
On January 13, 2010, Trooper
Paul Richey was shot and killed
when he and another trooper
responded to a domestic disturbance call in Cranberry Township,
Venango County.
So what’s different you ask of you than
me?
I am willing to give my life for you...
Will you for me?
Pennsylvania State
Police Trooper
Paul G. Richey
Both troopers arrived at the scene
and exited their vehicles when
Trooper Richey was struck by a rifle
shot fired from inside the residence.
The suspect murdered his wife and
set up an ambush for the responding
officers. He prepared several different sniper nests at windows in his
home to create a killing zone and
according to other officers, Officer
Richey didn’t have any chance to
defend himself. According to neighbors, they had repeatedly called police to report erratic and threatening
behavior by the suspect. The suspect
committed suicide before a SWAT
team entered the house.
Trooper Richey had served with
the Pennsylvania State Police for
16 years. He is survived by his wife,
son, and daughter.

America’s Toughest Sheriff
Introduction by Fugitive Watch CoFounder Scott Castruita
It has been reported that Maricopa
County Jail inmates once complained to
Sheriff Joe Arpaio about having to live
in tents in the 100 degree Arizona heat.
His response will remain one of the most
remembered quotes in law enforcement
history. Sheriff Arpaio told all of the
inmates: “It’s 120 degrees in Iraq and our
soldiers are living in tents too, and they
have to wear full battle gear, but they
didn’t commit any crimes . . . so shut your
___________ mouths.”
You probably know him as “America’s
Toughest Sheriff,” a name given to him
years ago by the media. It’s a name he certainly has earned as head of the nation’s
third largest Sheriff ’s Office which employs over 3000 people. But even before
he became Sheriff in 1993, Joe Arpaio
was one tough lawman. Sheriff Arpaio
has been reelected to an unprecedented
five 4-year terms. During his tenure as
Sheriff of Maricopa County, Arpaio
has consistently earned extraordinarily
high public approval ratings. Arpaio has
over 10,000 inmates in his jail system.
In August, 1993, he started the nation’s
largest Tent City for convicted inmates.
Also impressive are the Sheriff ’s get
tough policies. For example, he banned
smoking, coffee, movies, pornographic
magazines, and unrestricted TV in all
jails. He has the cheapest meals in the
U.S. too. The average meal costs about
15 cents, and inmates are fed only twice
daily, to cut the labor costs of meal delivery. He even stopped serving them salt
and pepper to save tax payers $20,000
a year. The Sheriff ’s Posse, whose ranks
have increased to 3,000 members under
Arpaio, is the nation’s largest volunteer
posse. Posse men and women help in
search and rescue and other traditional
police work as well as in
special operations like
rounding up deadbeat
parents, fighting prostitution, patrolling malls
during holidays, and
investigating animal
cruelty complaints. The
posse’s contributions
are invaluable and essentially free to taxpayers. His leadership and
the excellent work of
his staff have catapulted
the Maricopa County
Sheriff ’s Office into the
ranks of elite law enforcement agencies.

Sheriff’s Helicopter
On Tuesday, January 26, at approximately 6:15 p.m., the Sheriff ’s
helicopter (“Star 1”) of the Special
Operations Division was on routine
patrol in the Cambrian area (unincorporated San Jose) when it was
struck by a high power green laser.
The tactical flight observer

the laser beam as a male, who was
later identified as Ryen Miller, 23,
of San Jose, standing in the parking
lot of a business in the 2000 block
of Woodard Road. The TFO then
saw Miller enter the silver Honda
and exit the parking lot in his vehicle. While the TFO was closely
monitoring Miller’s vehicle and
coordinating with Sheriff ’s ground

beam striking the Sheriff ’s helicopter several more times.
Sheriff ’s ground units stopped
Miller in the area of Bascom Avenue
and Union Avenue, where Miller
was taken into custody. Miller was
booked into the Main Jail for discharging a green laser at an aircraft,

Personal Safety Starts with You!
Preparation and education are key elements to keeping yourself and your family
safe. Become a tough target!
In The Home
• Keep doors and windows locked at all
times
• Keep the exterior of your home well lit
• Be aware of men posing as service personnel attempting to gain entrance to
your residence. Always ask for identification and then verify by calling their
office to confirm.
• Install a security alarm
• If anyone asks to use your phone, offer
to make the call for them.
• When you arrive at home have your
keys ready before approaching your
door, once you open your door, go inside immediately, avoid leaving it ajar.
• If you arrive home and you suspect
someone has broken in. DO NOT
ENTER! Call the police from your
cell phone or a neighbors house, the
burglar may still be inside.
• Make sure your house numbers are
visible from the street so emergency
vehicles can easily find your home.
• Make sure you have strong locks on
your doors—deadbolts that extend an
inch and a half are preferred.
• Install a wide angle viewer in the door.
Apartments/Condos
• Never allow strangers such as salespersons, solicitors, or delivery persons
to enter your building or the secured
parking area without proper screening.
Be sure signs are posted to this effect.
• Do not loan your keys to friends, reduce
the number of keys in circulation.
• When moving into a new apartment or
condo make sure the locks have been
changed
• If someone is coming into the gate or
building behind you, quickly shut and
lock the door or gate after you enter.
It may be obvious to them that you
are shutting them out, but your safety
comes first.
• Do not leave the entry door propped
open especially if you are making more
than one trip.
• When inside the elevator, stand by the
buttons so if someone you are not
comfortable with gets on you can hit
the “door open” button and quickly get
off.
• Do not get on an elevator if you are
uneasy with the person inside. Wait
for the next car.
• If your building has a garage with an
automatic gate or entry system, do not
be too quick to drive off. Let it close
behind you. And, when you drive in
make sure no one slips in before the
gate/door completely
• If anyone in a vehicle or on foot stops to
speak to you, keep a safe distance.
• Avoid walking at night and avoid walking alone.
• Walk in well lit open areas. Avoid locations obscured from public view like
alleys, creeks and overgrown bushy
areas.
• Be aware of someone attempting to
distract you while their partner or
partners gains the advantage.
• If you believe you are being followed,
stay calm and continue walking. Cross
the street, change your pace, and seek
a safe place.
• Keep your purse or valuables close to
your body, and never tie or wind purse
straps around your wrist. If grabbed,
you could be seriously injured.
• Always let someone know where you
are, where you are going, and what
time you are expect to return.
• If walking or jogging, do so with a
partner or dog in an established park,
road or trail preferably in the daylight
with other people around. If you can
only exercise at night consider joining
a gym.
• If you own a cell phone, program the
Oakland Police Department emergency number in it: 510-777-3211.
• Stay alert and beware of the following
potential distractions:
-children
-cell phone conversations
-walking/jogging with headphones
on
-putting on make-up
-a stranger engaging you in conversation closes.
On the Street
• Walk with confidence
• Make eye contact with people you pass
• Know your route
• Avoid carrying oversized purses, carry
only what you need
• Be aware of your surroundings
• Do not overload yourself, keep your
hands free so you can defend yourself
if necessary.
• Walk with your keys in your hand until
you reach your destination.
• If someone tries to break into your
home while you are inside, immediately call 911. If possible, leave the
house, if you are not able to get out of
the house lock or barricade yourself
inside a room.
• Create or join a Neighborhood Watch
group. Call (510) 238-3091 for more
information.
In your Vehicle
• Always have your keys in your hands
when walking toward your vehicle
• Before getting into your vehicle check
underneath the vehicle and in the back
seat, especially at night.
• Always park in well-lit areas and avoid
sitting in your automobile for any
length of time while in remote areas or
parking lots.
• Never leave valuables in plain sight on
the seat, floorboard or dash. If you
must leave items in your car always
store them in the trunk.
• When driving always keep doors locked
and windows closed. On hot days only
leave windows slightly ajar.
• Be especially cautious at stop lights and
intersections, keep your car in gear and
if you feel threatened, blow your horn
and drive away.
• If you feel you are being followed, make
four rights, if the vehicle is still behind
you drive to the nearest police station
or populated area and summon assistance. Get a good description of the
vehicle, license number and if possible
the driver.
• If you have car trouble stay in your
car until help arrives. If someone approaches offering assistance partially
roll the window down and ask them to
call the police or road service.
• If you are getting into your car and
someone jumps in, immediately try to
get out, your car can be replaced, you
can’t.
• If your car is bumped from behind and
you are suspicious, do not get out of
your automobile. Motion to the other
driver to follow you and go to the
nearest well-lit public location where
you feel safe, such as a police or fire
station.
• Keep your automobile in good working
order, and keep at least 1/4 tank of gas
in it at all times.
• When your car is being repaired or valet
parked, leave only the ignition key
with the service person or attendant,
and lock your glove compartment.
• Keep a flashlight, jumper cable, basic
tool set, road flares, map and a good
sparetire with tire changing accessories
the trunk of your car.
Safety in other places
Public Transportation
• Keep your purses, bags and valuables
close to your person and be careful of
people bumping or shoving you in a
particular direction.
• Be watchful of people following you
after you disembark or exit the bus,
BART or train.
Banks or ATMs
• Be wary of anyone loitering around the
bank or ATM not transacting business
or assisting patrons.
• Do not go to the ATM at night. If there
is no other alternative use machines in
well lit areas and bring someone with
you or visit a grocery store.
• If you use Night Deposit Boxes, vary
your routine, and whenever possible
use the teller window inside the bank.

Prisoner unlocks handcuffs,
takes a 10-minute break
By John Tunison
The Grand Rapids Press
Allegan County Jail inmate Eric Erickson held the key to his own freedom. And
he used it lickety-split. As a bailiff escorted him and other inmates across a parking
lot to the Allegan County Courthouse on Wednesday, the 57-year-old inmate suddenly produced a handcuff key and unlocked himself. He dashed away, but his time
out of the clink was short-lived. Police nabbed him less than 10 minutes later after a
citizen spotted him in his orange jail uniform and called police. Authorities now are
investigating how Erickson, jailed for allegedly passing counterfeit traveler’s checks in
the Saugatuck area, obtained the handcuff key. They didn’t know whether he somehow
smuggled it into the jail or possibly snatched it from a guard. Allegan County sheriff ’s
Lt. Frank Baker said handcuff keys, about 1-inch long with round cylinders, are typically
interchangeable.
“You could stick it in your mouth. You could probably have it there all day and no
one would notice it. They are very small,” he said.
Baker said it’s possible a visitor could have smuggled a key into the jail.
Erickson was transferred from a state prison to the Allegan jail on April 27 to
resolve the charges involving the traveler’s checks. He already is serving a prison term for
a check scam in Oakland County.
Baker said records show Erickson appeared to be from California.
“It sounds like he was just passing through when the incident in Saugatuck happened,” he said. “I think he’s real transient.”
Erickson was the last in a line of inmates being led less than 100 feet from the jail to
the courthouse Wednesday for court appearances. After Erickson unlocked himself and
bolted, a citizen spotted him near some shrubs and he was arrested on Cedar Street.
Erickson now faces an escape charge, a four-year felony.

Not a good place to look for a job
An Amherst Ohio woman applied for a job as a police dispatcher. When they did a
background check, police found she had 17 traffic convictions, including seven speeding
tickets and two citations for driving without a license. The police called and invited her
in for an interview. When she arrived, she was arrested and charged with failing to appear in court and driving without a license.
Hey Moe, Hey Larry, I can’t see!
A couple of brilliant guys were driving down I-380 in Iowa when the hood of their
car popped open. The hood, of course, was slammed up against the windshield, completely obscuring their forward view. Did our friends pull over? Of course not. They
continued driving along at 55 MPH with their heads out the windows. A couple of
Linn County Sheriff ’s deputies observed our friends, didn’t think much of their driving
technique, and pulled them over. The driver was arrested on suspicion of driving under
suspension and no proof of insurance. The passenger was arrested on a parole violation
warrant from Illinois
