Town Development Scheme - 04.
Raipur Development Authority (RDA)was formed under the Chhattisgarh Town and Country
Planning Act 1973 to implement the Raipur Development Plan (RDP) 2021 which places
emphasis on planned development.
With an objective of developing a regulated Town Development within the City, Government of
Chhattisgarh has provided RDA the mandate of developing eight Town Development Schemes.
Raipur – Poised to Become Smart City in the Country
Government of Chhattisgarh is committed towards enhancing the lifestyle of the citizens with
Socio-Economic Reforms and Good governance.
To transform Raipur as a Best city, the Chhattisgarh Government is developing one of the largest
Town Development Schemes in the country, known as “Kamal Vihar” encompassing the smart
facilities.
Kamal Viharwhich isspread over 1600 Acres is one of the largest Town Development Schemes
in India. It encompasses20 Sectors with State of Art facilities and Smart features.
Location: Kamal Vihar Site is located Heart of the City, 9 Kms from both Swami Vivekananda
Airport and Railway Station.
Of the 20 Sectors that are planned at Kamal Vihar, Sector 3which consists of BoriyaKhurd Lake is
exclusively earmarked for development of Recreation zone. Development of the Recreation Zone shall
be carried out as per the proposals submitted by the Consultants for different proposed areas as mentioned
below.

Proposal 1: The recreation zone will spread over an area of approximately 225 acres including Boriya
Lake. The proposed area is shown in the figure below.

Need for Recreation Zone
Exisitng Recreation Facilities in Raipur
There are many Fitness clubs and Gyms located in Raipur However there are very limited
number of recreation facilities available for One Million Population. Prominent facilities include

Population:
The population of Raipur has increased at a decadal growth rate of about 2.05% which is on par
with the National growth rate. With 36.5% Urban Population, Raipur is one of the fastest
growing urban cities in India. It is expected that the Raipur will have 50% urban population by 2020.
The urban population of Raipur Municipal Limits was approximately 670,042 in the year 2001
and as per Census 2001 it was slated to grow to approximately 1,064,045 by 2011 and 1,498,216
by 2021 at a decadal increase of nearly 35%. Therefore there would be an increase of 4,34,171
in the population between 2011 and 2021. In addition to Urbanisation, there would be migrants
population from other States which is not conisdered in the above figure of 4 lakh plus
population.
The age wise population distribution of the city shows that nearly 23% of the total population
falls in the segment of 10 - 19 years of age group and 20 % of total population falls in 20-29
years. This coupled with the city’s high literacy rate of 72%, indicates the presence of a sizeable
young workforce.

GSDP of Raipur:
Anticipated growth in Gross State Domestic Product 2013-14 (Advance Est.) at Current Price
As per advance estimate, the Gross State Domestic Product at current price is likely to increase
to Rs. 1,75,961 cr. in the year 2013-14 from Rs. 1,53,621 cr. as estimated for the year 2012-13.
The GSDP is estimated to grow at a rate of 14. 5% on YoY basis. In this period, it is expected
that the Industry sector (Secondary sector and mining sector) will increase by 13 % and Service
sector 19 %.
Taking cogizance of the demographic information, we believe that there is a need for developing
adequate recreation facilities that would cater to the growing needs of the Raipur citizens.
Additionally, as Kamal Vihar is the largest Township being developed for a permanent
population of around 130000, we believe that it would be more justified to develop an exclusive
recreation zone within the Kamal Vihar.
Due to acute shortage of public space in Raipur, we propose the following facilities in the
Recreation Zone located at Kamal Vihar.

RDA invites Expression of Interest (EOI) from interested National and/or International firms of
consultants for the Consultancy Services to take uppreparing the Master Plan for the
Recreation Zone which is located at Sector 3 in TDS-04.
The consultant may select the area shown in either of the “proposal 1” or “proposal 2”for
the preparation of Master Plan at his own interest.
The consultants / consulting firms shall be a single entity / Joint Venture / Consortium of
not exceeding Two (Lead Member (LM)+ One Member) with the following eligibility
criteria:
(i)
Demonstrated experienceof 05 years in preparation of Master Plans/Development
Plans/Regional Plans for minimum two (2) Indian Cities/Regions for a geographical
area of at least 50 acres in the last 05years
(ii)
Demonstrated Experience in planning, designing and implementation of at least one
Recreation Zone in India consisting of the above facilities in Citiesor Townships or
Town Development Schemes of similar nature and size of not less than 50 acres in the
last 10 Years.
(iii)
Average Annual Turnover of not less than 5 Crores per annum for Consultancy
firms and not less than 25 Crores for Developers (or equivalent in case of foreign
firm) in the last three years evidenced by the submission of Audited Annual Accounts
and also certificate from Statutory Auditor.
For the above indicated criteria, “completion certificates issued by the concerned Authority (or)
any other equivalent valid documentary evidence / proof of completion fromGovernment / Govt.
Agencies” shall be submitted/enclosed. On-going relevant assignments will be considered for
evaluation, only for projects where, documentary evidence / proof of submission of the Draft
Master Plans / Draft Strategy Formulation / Final Report is furnished;
In case of Consortium / JV, the LM should fulfill on its own eligibility criteria from (i) (ii) & (iii)
mentioned above.
The EOI submission should include a) Consortium / JV Agreement / documents of the firm (incase
of Consortium / JV the Consortium / JV partner), b) Firm’s Credential including certificate of

incorporation, profile, general and relevant experiences, organization structure with staffing, copy
of Audited Annual Accounts (last 3 years) c)Statutory Auditor Certificate d) List of Projects
handled in last ten years including project description sheets & certificates from client of relevant
projects, e) Human Resources with CVs of potential professionals from various disciplines who
can work on this assignment f) Other information as deemed appropriate by the bidder.
The EOI shall be submitted along with a demand draft of Rs. 5,000/- (Rupees Five Thousand
only) nonrefundable drawn in favour of the Chief Executive Officer, RDA on any scheduled
bank and payable at Raipur.
All the information and documents submitted shall be in English language only.
EOIs will be evaluated and shortlisted firms will be issued RFP Document.
Last date of EOI submission complete in aspects shall reach the Office at the address given
above latest by 31thMay 2016up to 1600 hrs IST.
RDA reserves the right to reject any or all proposals submitted in response to this Expression of
Interest at any stage without assigning any reason what so ever.

Chhattisgarh State was formed in 2000 after carving out from Madhya Pradesh. Itis centrally
located in India with just four hours’ drive from Nagpur.

Need For Town Development Scheme -04 (Kamal Vihar):
The State of Chhattisgarh was carved out of the erstwhile State of Madhya Pradesh on 1st
November 2000 with Raipur as its capital. A new capital city “Naya Raipur” is also being
developed about 15Kms from the existing Raipur city.
The new city is envisaged as the administrative and institutional capital of the State. However,
the setting up of a new satellite city “Naya Raipur” in the vicinity of existing Raipur has not been
able to restrict the growing demands of a rapidly increasing urban population in Raipur.
It was reported that the Raipur Urban Area is experiencing population growth rates higher than
the State. In the next two decades it is expected to touch 1.5 million. Most of the growth is
expected to take place outside the RMC area in the urban agglomeration.
To address the challenges that are faced with the increased urban agglomeration, Raipur
Development Authority (RDA) in association with other government agencies has initiated many
schemes that necessitate integrated planning, development and service delivery.
Among the many schemes, RDA has undertaken a major initiative of implementing the Raipur
Development Plan 2021(Development Plan 2021) by undertaking Town Development Scheme 4 that relates to integrate planning.
Town Development Scheme - 4, also referred to as the KAMAL VIHAR, is a Town
Development Scheme drawn in accordance with the Chhattisgarh Nagar Tatha Gram
NiveshAdhiniyam 1973, and the Raipur Development Plan 2021(Punarvilokit), [RDP, 2021].
The proposed Town Development Scheme- 4 (Kamal Vihar) is located approximately in the
‘south by south-east region’ of the city planning area. The scheme area is located between the
Old and the New Dhamtari roads (NH-43).
