While no one has a greater appreciation of the beautiful Somerset countryside than I have, I must confess that recently I have spent longer than I would like stationary on the A303 – enjoying the views, of course, but also ending up late for a meeting or two. The road links in and around Somerset are frustrating at times, and this is something that is likely to get worse as Somerset and the South West become an increasingly popular destination for business and tourism alike. So I’m sure you will understand my unbridled delight to read the A303 feasibility study that was recently published by the Department of Transport. The report outlines constructive solutions to the challenges that certain sections present, and it is the clearest signal yet that the essential dualling of the A303 and A358 will get the funding to make it happen in the near future. It looks likely that the years of lobbying, following collaboration with the Somerset County Council and local businesses, will finally give us the connectivity with the South East we so clearly need. With electioneering in full flow, barely an hour goes by without claim and counter claim from the various parties. Our own part in trying to balance the debate is also in full flight and we have already hosted a number of ‘Political Hustings’ across the county that have received very favourable feedback from attendees. With election opinion polls so close, it is looking increasingly likely that another coalition style government will be formed, which could lead to a delay that sees us without leadership for several days, if not weeks, after the results are received. That said, Somerset is a robust county and businesses can continue to rely on the Somerset Chamber of Commerce’s full support throughout these slightly frustrating times. Whatever the result of the upcoming Election, we will continue to work closely with the British Chambers of Commerce and Somerset County Council to put pressure on the next government to start work on the dualling of the A303 and A358 as soon as possible. Neil Murphy CEO of the Somerset Chamber of Commerce For the cynics out there that may be guilty of thinking the timing of the announcement and the General Election are linked, well, I’ll leave you to your own conclusions. 3 BCC QES Findings and What This Means for Somerset Each quarter we ask our members to complete the online British Chambers of Commerce (BCC) Quarterly Economic Survey. The BCC’s Quarterly Economic Survey is the first major economic indicator of the year, and is closely watched by the Bank of England and the Treasury. The British Chambers of Commerce (BCC) Quarterly Economic Survey (QES) – one of Britain's largest and most authoritative private business surveys based on more than 7,500 responses from firms, employing around 850,000 people – shows that manufacturing and services firms reported slightly weaker growth for the start of 2015 (including exports, domestic markets and investment), but this follows very strong findings in Q4 2014. John Longworth, Director General of the BCC, says that “while it is a fact that growth in the economy continues, these figures are a reminder that the path to great, sustainable, long-term growth is bumpy and challenging. As the general election approaches support for growth must be at the heart of the debate, with a much needed focus on boosting exports and business investment.” While the Q1 2015 results show weaker balances in most areas compared with Q4 2014, quarter-on-quarter trends support the BCC’s view that the economy is growing at a steady rate. However, balances are lower in the key areas of export sales and investment, which are crucial to the rebalancing of our economy. Key findings in the Q1 2015 Quarterly Economic Survey: 4 After very strong increases recorded in Q4 2014, almost all the national balances for both manufacturing and services weakened in Q1. In both sectors, a number of key Q1 balances are now lower than their pre-recession levels in 2007. In manufacturing, domestic balances were down; domestic sales (+30%, down from +36% in Q4 2014,) and domestic orders (+27%, down from +38% in Q4 2014). In services, the domestic balances were down; domestic sales (+34%, down from +38% in Q4 2014) and domestic orders (+28%, down from +33%). Most export balances weakened in Q1 2015; manufacturing export sales fell by 7 points to +19%, while service export sales fell only slightly by 1 point to +21%. Employment Levels Labour force growth slowed somewhat in Q1 2015 for both the manufacturing and service sectors but continues a positive upwards trend. Both manufacturing and services firms have lowered their investment intentions for training, as well as plant and machinery. The only exceptions to the general pattern of quarterly falls in the Q1 balances are a small rise in the manufacturing balance for profitability confidence (+47%, up from +45% in Q4 2014) and an unchanged balance for manufacturing export orders (remaining at +23%). unchanged position, in Q1 2015. Inflation is virtually zero, and wage inflation this year will place a further squeeze on profits. “Q1 results are traditionally less optimistic than later in the year, and this year is likely to be no exception. Consumers being able to challenge terms and conditions which are not fair or are hidden in the small print Biggest overhaul of consumer rights in a generation National Minimum Wage regulations amended as part of Government's Red Tape Challenge Eligible couples whose child is due on or after 5th April 2015 can now share up to 50 weeks of leave and 37 weeks of pay in the first year of their child’s life. Couples who adopt a child can share the same benefits as parents to the first year of the child’s adoption. Parents can take the time off at the same time as each other or separately. Consumers will have enhanced, easy to understand rights following Royal Assent for the Consumer Rights Act being granted at the end of March. The Act is a major part of the government’s reform of UK consumer law and is predicted to boost the economy by £4billion over the next decade by streamlining complicated law from eight pieces of legislation into one place. The National Minimum Wage (NMW) offers protection to workers while incentivising work. To increase the clarity of NMW rules, new regulations, the National Minimum Wage Regulations 2015, came into force in early April 2015. These regulations will merge a number of amendments into one single set of regulations as part of the Red Tape Challenge, to make it simpler for businesses to understand their obligations. The charity aims to reduce violence through engaging young people in education. It runs workshops for both primary and secondary age children and over the last year alone has delivered workshops to over 60 schools, reaching over 9,000 young people. A recent evaluation by the Centre for Public Health found that the work done by the charity is having a significant impact on improving attitudes toward violence. Stand Against Violence has branched out beyond the South West over the last year and is now delivering workshops in large pockets around the UK. In order to facilitate the expansion of such successful work, the charity has been fundraising hard. Recently the charity held an annual ball, which raised over £10,000 with the support of match funding by Santander. Adam Fouracre of SAV said, “The SAV ball was a great success and we are extremely pleased to have hit our target. This will be a huge help as we move forward with our plans to reach more young people across the UK.” This year the charity is also being supported by the Somerset County Gazette to help raise their profile and generate donors. Being an exclusive member of the 42 alumni means Abbie has been identified as an 'entrepreneur to watch'. Miri Thomas, Editor of South West Insider explains, "Why 42? It all started when we realised that the average age of the South West Rich List was 52. He is a regular broadcaster on tax issues and is frequently quoted in the national press. He was recently named as a leading tax commentator on Twitter, where his followers enjoy an insider’s comments on the tax world as well as occasional glimpses of country life with his wife Sharon and their border collie. Paul was a finalist for Tax Writer of the Year in 2013, when A C Mole & Sons was voted the UK’s Best Single Office Tax Practice by the judges. He was named Tax Personality of the Year in the 2007 Taxation Awards for the part he played in persuading the government to reverse its decision to shorten the tax return filing deadline. In 2009 he was awarded an OBE for services to the accountancy profession and for public service. He received an award from HMRC in 2012 for his contribution to improving the effectiveness of UK tax administration and won the Outstanding Industry Contribution award in the 2013 British Accountancy Awards. Andy raised funds for a charity close to his heart, Musgrove Park Neonatal Unit, who looked after his son when he was born seven weeks prematurely. Somerset finalist for top tax award Chartered accountant Paul Aplin, of Taunton firm A.C. Mole & Sons, has been named as a finalist for the national Tax Writer of the Year award. The winner will be 10 announced at this year’s Taxation Awards at the Park Lane Hilton in London on 21st May. Half Marathon Success Andy said, “The day wasn’t about me getting a Members’ News personal best. I just wanted to make sure I completed the race and stayed true to all my supporters’ goodwill. This acquisition further expands Gregory Distribution Ltd’s activities within the West Country, and positions the company for continued future growth. The Framptons business will operate as a stand-alone business unit within the distribution area of the Gregory Group. Framptons has an annual turnover of around £17million, employs 245 people and operates 60 vehicles providing high quality transport services including contract distribution and UK and European pallet delivery. The acquisition includes over 220,000 sq ft of warehouse space in Shepton Mallet. Successful Charity Quiz night in memory of Ellie Harper Red Berry Recruitment hosted a Charity Quiz Night in March at Yeovil Rugby Club to raise money for the Leukemia and Lymphoma Society. The quiz night was organised in tribute to Ellie Harper, a former employee at Red Berry Recruitment who sadly passed away in November last year. However, more than a third of those surveyed highlighted that they require more support on a local level to achieve international expansion. “Now is the time to encourage UK SMEs to embrace their regional identities when building global relationships,” says FedEx Express vice president for operations in northern Europe, Trevor Hoyle. "Although challenges still remain for some companies in doing business abroad, they can be overcome by having access to the right support, expertise and network." I remain unconvinced that these were well reasoned suggestions. The Somerset Chamber of Commerce Hustings events, in association with a number of Town Chambers across the county, can only be described as an overwhelming success, and tribute must be paid to the tireless work that went into the organisation of these events by the Chamber’s Membership Services team. With so many similar events planned around the same time and Election Fever reaching boiling point, the Chamber team was both delighted and humbled by the level of interest from local businesses and the appetite that candidates from all parties had to participate. There was growing evidence that the Somerset Chamber is a brand with which key decision makers and local stakeholders wish to associate themselves. Without exception, the candidates articulated clearly their respective party’s positions on matters that are important to the Somerset business community, and each party was given an equal share of the spotlight. Taunton Rachel Gilmour, Rebecca Pow, Neil Guild, Mike Rigby, Clive Martin, Laura Bailhache, Neil Murphy Opinion was divided on other key issues including preparing the next generation for work. With the demise of careers advisors in schools and colleges, our members are increasingly feeding back to us that students are leaving school without the appropriate preparation and skills for work. Somerset also suffers from a reducing population of people of working age. While there was universal support for apprenticeships amongst the panels, suggestions for bridging the gap between education and work varied from more Questions largely centred around topical business challenges and it was fascinating to gain an understanding of the various approaches the new government might take. Following a number of campaign announcements on skills and careers advice, Dr Adam Marshall, Executive Director of Policy and External Affairs at the British Chambers To help tackle this paradox, the new BT Tech Literacy of Commerce (BCC), said, programme will start by: "The career prospects of Britain's young people depend on bridging the gap between the world of education and the world of work. Universal careers advice would help, but only as part of a much wider engagement between local schools, colleges and businesses that helps young people see the possibilities for dynamic and rewarding careers. "Historically, careers advice has been stale and formulaic. We need to fix that broken model - with constant engagement between local business and schools, a business governor in every school across the UK, and universal experience of the working world too. The current model of a couple of weeks - out of someone's whole time in school - simply doesn't cut it. Young people need meaningful exposure to the world of work. Only then will we have young people leaving school ready for work, and businesses getting access to people with the skills they need to grow. "Chambers of Commerce are already bridging the gap between schools and businesses. We want the next government to work with us to step-change the role that local firms play in schools and colleges, so that the decades-long stand-off between the education sector and employers turns into a mutual commitment to success."
