Request by TRUMPF, Inc. for: a) A courtesy review of a proposed TRUMPF Technology Center located at the northeast corner of Central Road and AT&T Center Drive; and b) A resolution supporting a Cook County Class 6B classification for property tax assessment purposes for the proposed facility to be located at the northeast corner of Central Road and AT&T Center Drive. Mr. Burke Doar, Senior Vice President with TRUMPF, Inc. addressed the Committee and presented plans for a technology center located at the northeast corner of Central Road and A&T Center Drive. The 5-acre site is part of the Huntington90 business park and they plan to develop the land with a 50,000 square foot office, warehouse and showroom for their industrial products. They are the largest manufacturer of fabricating equipment and industrial lasers in North America. Mr. Tobias Reuther, Project Manager with TRUMPF, Inc. addressed the Committee and reported that the building will cost approximately $!3 million to construct and will attract approximately I ,000 visitors per year. They will employ at least 20 employees and will grow. Motion by Mayor McLeod, seconded by Trustee Pilafas, to approve a Resolution supporting a Cook County Class 6B classification for property tax assessment purposes for the proposed facility to be located at the northeast corner of Central Road and AT&T Center Drive. Request to: a) Grant permtsswn for Beverage and Mixer Inc., d/b/a NG Distillery, to apply for a special use permit for the Village property at 2601 Pratum Avenue; and b) Direct staff to negotiate a lease for a portion of 2601 Pratum Avenue with Beverage and Mixer Inc., d/b/a NG Distillery. An item summary sheet from Kevin Kramer and Mark Koplin was presented to Committee. Mr. Noel Garcia, Beverage and Mixer Inc., d/b/a NG Distillery, addressed the Committee and presented a plan to own and operate a craft distillery in the former fire station at 260! Pratum Avenue. Mr. Garcia would plan to use 3,200 square feet of the !3,000 square foot building and he expects that he will primarily produce rum, but will also make other spirits except tequila. There will be no beer and no food served. Mr. Garcia indicated that the Village would have to create a new class of liquor license and he will need a county, state and federal license along with an alcohol bond. Mr. Garcia anticipates an initial investment of $220,000 to get his business off the ground. Mr. Michael Victor, !930 Fairhaven, Schaumburg, addressed the Committee regarding the assessed valuation of the property. Motion by Mayor McLeod, seconded by Trustee Pilafas, to grant permission for NG Distillery to apply for a special use permit for the Village property at 260 I Pratum Avenue and to direct staff to negotiate a lease for a portion of260! Pratum Avenue with NG Distillery. Voice vote taken. All ayes. Motion carried. Planning, Building & Zoning Committee 3. -3- August 3, 2015 Discussion regarding options for the Bergman Farmhouse located on the north side of Algonquin Road, west of Ela Road. An item summary sheet from Peter Gugliotta was presented to Committee. Pete Gugliotta addressed the Committee and gave an overview of options for the Bergman Farmhouse on the property now owned by M/I Homes. M/I funded consultant reports on the historic value of the house and basic physical improvements necessary for preservation. The report on the historic value suggests that the house could be a strong candidate for listing on the National Historic Register. The house remained under the same family's ownership from the time it was built until this year, which is very unusual. The report on the condition and estimate repair costs indicate that approximately $307,000 would be necessary for basic repairs. Dr. Robert Steinberg, 4158 Portage, addressed the Committee and request that the Village work on finding how unique the house is to the region and see if means anything before Village expends funds. Pat Barch, Village Historian, addressed the Committee and agreed that the Village should take the time necessary to decide what to do with the house. It would be ideal if a private person could buy the house and seek preservation status. The Committee indicated their preference to have another entity purchase the property, request M/I Homes to find a user, ask M/I Homes how much they would donate if an interested party is found to preserve the house, ask the Park District, Soil/Water Conservation District and Farm Bureau if they have interest and requested staff prepare an RFP to interested parties. 4. Request acceptance of Department of Development Services monthly report for Planning Division. The Department of Development Services monthly report for Planning Division was presented to committee. BACKGROUND: In 1997, the Village amended the original TIF Redevelopment Plan/Project to include a first class hotel, and the Village approved a TIF Redevelopment Agreement for the project, including the hotel. In 2000, the Village approved the request to include a conference centre to be built prior to the hotel, and amended the Redevelopment Agreement. The Stonegate Conference Centre was built in 2001, and as part of the approval, the concept of a future adjacent hotel was again discussed and acknowledged by the Village, although specific details were not defined at the time. Discussions regarding the hotel continued from time to time from 2001 until the present date. In 2007, the Village supported extension of the TIF District. DISCUSSION: The petitioner is now putting together the necessary financing and securing a contract with a hotel brand for a full service hotel with a pool, meeting rooms, and restaurant/bar. The hotel would be located immediately east of and attached to the existing conference centre. The concept plans identify a 12 story hotel with 231 rooms with the following features: + + + + Conference areas. A rooftop garden with guest amenities. Fitness center with pool. Restaurant and bar. NBl Planning, Building and Zoning Committee -2- September 21, 2015 DISCUSSION: (Continued) The overall site on which the conference centre is located has existing space where the hotel was envisioned and discussed previously. The current plans show the hotel attached to the conference centre with additional parking added as well. The site currently has 378 parking spaces and the plans currently show enough to accommodate the added demand from the proposed hotel. Ai such time as the site plans are brought forth for formal review, a parking and traffic study will be required to verify parking supply meets the expected demand. From a procedural standpoint, the project would be required to go through the site plan review process, the special use process for the hotel, and the variation process for the height of the building. A Master Sign Plan would also likely be developed for this property. RECOMMENDATION: Material presented for Courtesy Review only. BACKGROUND: The Huntington 90 Business Park originally consisted of two large parcels of land located near the intersection of Central Road and Huntington Boulevard that were originally part of the AT&T campus. The eastern parcel has been subsequently subdivided and improved with internal roads and three buildings. The previously approved projects include BIG Kaiser and DMG/Mori Seiki in 2008, and NSK America in 2010. As part of the approvals in 2008, the entire east side was mass graded to allow for future development. Gugliotta~\{ The Planning & Zoning Commission considered a plat of subdivision request by the petitioner at their September 16, 2015, meeting. The petitioner is subdividing the existing parcel of land for sale to TRUMPF. TRUMPF is a leading global high-technology company and produces machine tools, lasers, and electronics for industrial applications. TRUMPF plans on submitting final site plans later this year or in early 2016. DISCUSSION: In advance of submitting final site plans, the petitioner would like to begin mass grading of the site to reduce the chance of post construction settlement of the building. As discussed in the attached narrative from the petitioner's engineer, the geotechnical report for the site identified soil issues that can be rectified by allowing the soil fill to be placed to the final subgrade elevation as far in advance of construction of the building pad as possible. The report recommends a minimum of two months to allow for consolidation of the material. As part of the mass grading for the site, some of the existing trees that were planted as part of the original development of the AT&T property will be removed. NB2 Planning, Building and Zoning Committee - 2- September 21, 2015 DISCUSSION: (Continued) The original mass grading done in 2008 reserved some of the trees on the overall site in a separate nursery in the hopes of reincorporating them back into the individual sites as they developed. The health and condition of those trees will need to be evaluated as part of the TRUMPF site plan review. The trees being removed with this proposed mass grading are a combination of low growing crabs, ashes, and some red maples that were in fair condition in 2008 and are not ideal candidates for transplanting. When the site plans are reviewed for the TRUMPF building, additional landscape will be required to be incorporated on the site to compensate for the trees being removed. Previously, the Village Board has approved mass grading on other construction projects, including this site, prior to approval of either preliminary or final site plans. The Engineering Division has reviewed the grading plan for the site and finds that it is in conformance with Village requirements. The Village will require a performance guarantee for work proposed in accordance with code requirements. RECOMMENDATION: Recommend approval of a request by McShane Hoffman Estates, LLC for approval to mass grade a lot in the Huntington 90 Business Park for a future building. Date: September 9, 2015 RE: MASS GRADING REQUIREMENT TRUMPF NEW TECHNOLOGY CENTER HOFFMAN ESTATES, IL SPACECO PROJECT No. 5803.14 This narrative describes the necessity of mass grading the future site for the Trumpf New Technology center ahead of the proposed building improvements. Based on a Geotechnical Report prepared by Terracon Consultants, dated June 16, 2015, the existing fill materials were encountered at depths of 2 to 7 V2 feet below existing grade. The fill materials consist primarily of lean clay, but also contain various amounts of sand, gravel, and organics. The existing ground surface elevation across the site varies by up to 7 feet. Based on a proposed finished floor elevation of 809.5 for the future building, significant fill depths will be required. As per the Geotechnical Report, the proposed fill depths can cause consolidation in the underlying material. In order to reduce post-construction settlement, the Geotechnical Report recommends allowing the fill to be placed to the final subgrade elevation as far in advance of construction of the building pad as possible. A minimum of two months is recommended to allow for the consolidation of the existing material. Completing the mass grading of the site prior to the building construction allows the project to fulfill this recommendation. BACKGROUND: On August 3, 2015, staff was directed to prepare a Request for Proposal (RFP) to seek an interested party to renovate and preserve the Berman Farmhouse. DISCUSSION: The attached RFP contains general information to assist with development of formal proposals. A main focus of the document is to guide people to a project-specific webpage where a wide range of information will be available, including links to all current report information, site plans, photos, and other documents. PI/ In order to get the word out about this opportunity to a wide range of possible interested parties, staff is compiling a list of local agencies and individuals who may have some interest or who may know of someone who does. Efforts have included input from the Village Historian, Pat Barch, as well as Susan Benjamin, who authored the Historic Resource Assessment. An additional resource will be Landmarks, Illinois, which is a state-wide, non-profit organization dedicated to preservation of historic structures. This group has a website where RFPs can be displayed and viewed by people looking for such opportunities. The RFP is set up to be fully distributed by September 28, once all information is put together and the webpage is operational. A submittal deadline of October 23, is included, which will allow time for review and a discussion at theN ovember Planning, Building and Zoning Committee meeting. As part of the process, staff will schedule an opportunity for serious interested parties to visit the house and view the interior/exterior. This will be arranged through a registration process rather than as an open house to manage the number of visitors. NB3 Village of Hoffman Estates Request for Proposals The Bergman Farmhouse Northwest Corner of Algonquin & Ela Roads The Village of Hoffman Estates is accepting proposals for the rehabilitation and preservation of the Bergman Farmhouse located at the northwest corner of Algonquin Road and Ela Road. The Village is encouraging interested parties to submit proposals to restore and preserve this house as one of the few remaining examples of historic farmhouse architecture left in an area that was once heavily devoted to farming. An acceptable proposa l will include, among other items, a descriptive plan and timeline for the rehabilitation, intended use for the house, relevant past experience, and a descriptive financial plan for completing the renovations. Until the recent sale occurred, a member of the Bergman family continued to live in the house and farm the property. This house has long-served as a local reminder of area's farming history. As part of the development review process for the 38-acre Bergman Pointe Subdivision being constructed on the adjacent farmland, a formal historic resource assessment was completed by Benjamin Historic Certifications, LLC to document the historic value of this house. The report identifies the house as having a " Foursquare" architectural design, with both Victorian era and Arts & Crafts detailing that is largely intact. The report highlights the fact that there have been almost no changes to the structure that compromise the integrity of the original house design since it was originally constructed. The historic resource assessment indicates that this house is a strong candidate for listing on the National Register of Historic Places. Such designation could provide an opportunity for a property tax f reeze or tax credits, depending on the use. The consultant report has already laid the groundwork for pursuing the National Register listing. Presently the house has been retained by M/1 Homes on an interim basis while a decision is made by the Village about the future of the structure. Executive Summary The Village of Hoffman Estates is issuing an RFP to identify an appropriate party to accept ownership and preserve the farmhouse. The ideal proposal would include a plan to restore the farmhouse to a usable condition, with an emphasis on rehab ilitating the exterior to retain the historic farmhouse appearance. Interior preservation work would be a benefit, but is secondary to the exterior. Demonstrating appropriate project experience and the financial wherewithal to successfully undertake this type of project will be key, as will a clear vison for the future use of the house. The proposed timeframe for co mpletion of the primary restoration work will be considered. Any use (including residential or non-residential) will be considered and evaluated based on its appropriateness for this house and site location. Complete respo nses shall include all items in the "Proposal Requirements" section of this document. Paramount to the Village's evaluation will be the descriptive plan for the renovation and use of the house, experience with similar projects, a project completion timeline, and demonstration of the financial wherewithal to undertake the proposed project. Code Requirements: • Remodeling work will be governed by Hoffman Estates building codes and permitting requirements. • Any non-residential use will require compliance with appropriate accessibility laws and shall include a plan for accommodations of any necessary off-street parking. The properties are updated weekly. • Staff met with various groups to discuss the lease or sale of the old fire station space in the entertainment district. • Attended the monthly Arts Commission meeting and assisted with the summer concerts at the Village Green which were well attended and had a very positive response. • Attended the monthly Membership Committee meeting of the Chamber of Commerce. • Met with other departments to coordinate communications and marketing within the Village so as to better promote all Village business and increase transparency. The outcome of these meetings will yield a Communication and Marketing Guide to assist Village staff. • Met with Comcast to understand their capabilities and future infrastructure upgrades so as to better inform businesses within the Village. • Attended an IEDC Entrepreneurial and Small Business Development training course toward gaining Certified Economic Developer status. The skills from this course will be applied to helping the small businesses in Hoffman Estates grow and thrive here. • Participated in the Young Professional Advisory Committee's conference call to further the mission ofthe IEDC. • Met with several property owners who are looking into the possibility of creating a TIF around their properties to improve the value and tenancy ofthe space. • Prepared an RFP for the sale and redevelopment of 75/85 Golf Road. The RFP was distributed to 10 development groups with a month to respond. Staff, along with S.B. Friedman, will narrow down the respondents and present the findings to the PB&Z Committee and Board for decision. Economic Development & Tourism Monthly Report - 2- September 21, 2015 Office/1 nd us trial Tourism • WILLOW CREEK ASSOCIATION - GLOBAL LEADERSHIP SUMMIT - AUGUST 6-7, 2015 (SOUTH BARRINGTON CAMPUS) Staff visited 7 businesses in 2015 as part of the BRE outreach program. 2 more visits are scheduled. Outreach will continue throughout the year. • Prepared for, and led, a quarterly meeting of the GCAMP Marketing Committee to discuss the new website, promotion of National Manufacturing Day on October 2nd amongst the various communities' involved and best ways to work with the schools to attract the attention of middle school youth. • Staff attended the GCAMP-sponsored Golden Corridor Maker Space steering committee meeting in Itasca to discuss the preparation of the business plan and 501c3 status. Ideally, this group will run on its own without the assistance of any municipality. Retail • Staff began preparations for the ICSC Chicago Deal Making show in October. This includes registering for the booth space, preparing display materials, and scheduling appointments. • Attend the ICSC Chicagoland Retail Connection conference to learn about new retailers expanding in the area as well as network with brokers and developers. • Met with Sterling Organization and their engineering and TIF consultants redevelopment regarding potential options for Hoffman Plaza within the TIF district. • Worked with Village hotels on revenue maximization tactics to strategize capturing occupancy and driving rate during the 2-day WCA event that draws 10,000 guests to the area. Tracked 95-100% occupancy at every hotel following event. WOMEN OF FAITH - SEPTEMBER 25-26, 2015,SCA • Provided contact information on all hotels in the Village to event organizers to ensure that each be considered "preferred" in an effort to pull occupancy to Village hotels during this 2-day event. ELECTRONIC RFP SEASON SEPTEMBER/OCTOBER 2015 • Many corporate accounts require hotels to complete an electronic submission that outlines rates and features of a hotel before the property can be included in their "preferred" programs. Staff provided a recap sheet of the top/targeted accounts to all Village hotels to ensure they are working through their brands to be included in the opportunity to bid for business for all accounts their property wants to host in 2016. SWOT (STRENGTHS, WEAKNESS, OPPORTUNITY, THREAT) ANALYSIS OF ONLINE BOOKING PORTALS • Conducted online research to determine how each of our hotels appear on the sites in ranking and rate on popular booking portals (i.e. Hotwire, Trivago, Booking.com, Expedia, Kayak, Priceline, Budget travel) and met with each property to review findings and suggest improvements to their sites. This allows the new Sales Director to continue existing hotel relationships with corporate accounts and establish referral relationships with area demand generators despite their lack of knowledge ofthe area and market coming into their new position. CHICAGO MUSTANGS SOCCER TEAM- SCA- 2015/16 SEASON • Met with the Mayor and General Manager to discuss special/themed events, housing opportunities for Mustangs, and incoming teams. Provided contacts for sponsorship opportunities within School Districts and area Park Districts for partnerships.
