CASA
is central to fulfilling society's most fundamental obligation by making
sure a qualified, compassionate adult will fight for and protect a child's right to
be safe, to be treated with dignity and respect and to learn and grow in the safe
embrace of a loving family.
Will you be for the child
too? Make a donation today and
help CASA of Tulare County provide
a Court Appointed Special
Advocate for more innocent
children.
Our Mission
A message from Marilyn Barr,
innocent children who are victims of abuse
and neglect-advocating for their safety and
A Time to be Thankful
well-being by training community volunteers
For many of us, this time of year brings the warmth
of our home and hearth – a fireplace crackling, the
aroma of baking from the kitchen, and the love and
laughter of family and friends. Others are not so
fortunate; abused and neglected children yearn for
the care and protection of a loving adult whom
they can trust and depend on. Most of these vulnerable children are not sure where they will be for
the next Holiday season or even for their next
birthday. With CASA, each appointed child has
someone who will care, listen to them, and believe
in them. Their CASA “shows up, stands up and
speaks up” for their best interests. I am truly
amazed at how much a group of dedicated and
caring individuals can accomplish for our children.
This is why I am so grateful for each of you. Whether you are a Court Appointed Special Advocate or
a financial contributor, or someone who offers encouragement, we cannot continue our mission without your help. This annual report provides you with
a brief overview of CASA’s last fiscal year. Thanks
to you we served 752 abused and neglected children.
Unfortunately in this fiscal year beginning July 1,
2012, CASA is facing the largest funding cuts we
have ever experienced. In March, I was notified
that $101,000 from 3 separate grant funders was
no longer available to us effective July 1. This huge
loss of funding was not based on performance. In
our world, that lost revenue nearly supports 3 fulltime case/advocate supervisors.
If you know anyone who might be interested in
making a true difference in the life of an abused
child, please send them to us. I
promise we will take good care
of them. Have a safe, joyous,
and peaceful holiday season.

2011 - 2012 Highlights





752 of the most vulnerable children in Tulare
County were served by CASA volunteers and
staff.
182 specially trained CASA’s provided
advocacy for 376 abused, abandoned, or
neglected children giving over 18,000 hours
of their time.
68 new volunteers completed 40 hours of
comprehensive training, including court room
observation, and became sworn officers of
the court as Court Appointed Special
Advocates.
1,006 court hearings were attended,
allowing us to speak for the best interests of
our court appointed children.
CASA held education rights for 167 children
and advocated for their best interests at
school planning meetings and conferences to
ensure the best possible educational outcomes for our kids.

CASA volunteers are unique in
their role as Court Appointed Special Advocates. They are able to
identify and address challenges
facing their appointed child to truly improve that child's chance at a
bright future. Here are two examples of the great work that CASA’s
do.
Robert is an advocate for 8 year
old Tyler who is a very angry child
with very limited reading ability.
Robert and Tyler take many fun
trips to the library together to discover the fun of reading. Robert
helped Tyler make his very own
book bag. Tyler surprised Robert
by decorating his book bag with
his own drawing of the two of
them going to the Library. Tyler is
smiling now and loves to read.
James (10), Seth (8), Crystal(5)
and Rachel(1) are siblings living in
a foster home. Rachel almost didn't
survive a medical condition she
had when the children were detained by the court and Seth has
really struggled in school. Cindy,
their Court Appointed Special Advocate, has been right there to
make sure that Rachel gets the
medical care she needs and has
been actively working with the
school on Seth's behalf. The children are now ready to be adopted
by their aunt who lives in Sacramento. Their advocate has supported them through it all. Their Social
Worker stated that Cindy has been
a tremendous help.

CASA of Tulare County continues to
monitor closely every expense to
ensure that our limited funds are
directed to the areas where we have
the greatest impact. In June 2012, one
staff position was eliminated through
attrition to address the July funding
cuts. The job responsibilities were adjusted to ensure continued high standards of service. CASA’s dedicated
staff has stepped up to meet the challenge of these difficult financial times.

them going to the Library. Tyler is
smiling now and loves to read.
James (10), Seth (8), Crystal(5)
and Rachel(1) are siblings living in
a foster home. Rachel almost didn't
survive a medical condition she
had when the children were detained by the court and Seth has
really struggled in school. Cindy,
their Court Appointed Special Advocate, has been right there to
make sure that Rachel gets the
medical care she needs and has
been actively working with the
school on Seth's behalf. The children are now ready to be adopted
by their aunt who lives in Sacramento. Their advocate has supported them through it all. Their Social
Worker stated that Cindy has been
a tremendous help.
