YOUR CITY GOVERNMENT The City of Blue Springs has a Mayor-Council-Administrator form of government as set forth in the Home Rule City Charter. The City Council is the governing body of the City, elected by the public. The City of Blue Springs employs a talented and dynamic workforce of more than 270 employees who serve the City and its residents under the leadership and direction of the City Administrator. The City Administrator is appointed by the Mayor and is responsible for the implementation of policies and decisions made by the Mayor and City Council. These amenities provide the foundation of a quality lifestyle for our more than 53,000 residents. 4 Blue Springs’ history is tied to the migration of settlers on their westward journey. Pioneers found the area to be an ideal stopover due to the abundance of cool, clean water from a spring of the Little Blue River - hence the name Blue Springs. The presence of water and a need for pioneer supplies led to the construction of a grist mill and permanent settlement at the site of the City’s Burrus Old Mill Park on Woods Chapel Road. The Jackson County Court granted the incorporation of Blue Springs on September 7, 1880, making the City the fourth settlement in the county, predating Year of Incorporation: 1880 Form of Government: Mayor-Council-Administrator Location: 20 miles east of Kansas City, Missouri Total Land Size: 14,211 acres (22.2 square miles) Population of Blue Springs: 53,573 (2014 Census) History of Population Growth: Decade Growth Rate 1970-1980: 160.70% 1980-1990: 43.34% 1990-2000: 19.4% 2000-2010: 9.2% 2020 Estimates: 60,149 Kansas City, Missouri. An early settler, Franklin Smith, arrived in Blue Springs from Virginia in 1838 and became a leading figure in the community’s development. He established the first post office in 1845, naming it after the well-known springs. The settlement continued to grow near the springs until 1878, when the Chicago and Alton Railroad announced plans to build a station about one mile east of the original settlement. To take advantage of the railroad, the town moved its center to the site of the new station and continued its development as a rural trading center. In 1970, Blue Springs had a population of 6,779. Today, Blue Springs continues to grow with a population of more than 53,000 residents. BLUE SPRINGS BUSINESS SERVICES DIVISION A business license is required for most business owners in Blue Springs, regardless of business size and certain types of business are not permitted to be home-based businesses. The CodeRED Emergency Notification System allows us to notify residents of emergency situations that require immediate action. The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact our area. To participate in the CERT program or for more information, please call 816-228-0178. 9 [RESIDENT [ TIPS ANIMAL CONTROL Animals must have current rabies vaccinations but city licenses are not required. If kept outside, dogs must be: leashed, in fenced yards or housed in kennels. Cats must be leashed if outside. Loose animals will be picked up. For information about retrieval of lost animals, dangerous animals, licensing or vaccinations, call 816-228-0149. FENCE, DECK AND POOL CONSTRUCTION www.bluespringsgov.com/codes INOPERABLE VEHICLES Inoperable vehicles must be stored inside a garage or removed from the premises. For inoperable vehicles in the street, contact the Blue Springs Police Department at 816228-0150. Registered commercial vehicles weighing more than 6 tons, boom and tow trucks are not permitted in residential districts. RESIDENT LAWNS A new deck, fence or pool construction requires a City building permit. All pools holding 24 inches of water or more, including inflatable pools, must have a permit from Codes Administration available at 816-228-0118. Lawns should not exceed 8 inches in height. Eradicate any poison ivy on the premise of your residential property. GARAGE SALE SIGNS All replacements require a building permit and City inspection. If a contractor is used, they are required to have a valid City Business License. Garage and yard sale signs must be placed on your own property. They may not be posted on public utility/light poles or on street rights-of-way. These signs do not require a permit. Signs cannot be posted on premises for longer than 3 days per sale. HOME CHILDCARE BUSINESSES All in-home childcare businesses require a business license issued by the City of Blue Springs. Recreational vehicles can be stored in driveways, side/rear yards. TREE LIMBS Limbs that overhang the sidewalk or street must be trimmed. [ REDUCE YOUR RISK[ CONSUMER TIPS The City of Blue Springs requires certain contractors to have a business license or permit. Requiring permits allows the City to better protect the homeowner from fraudulent work and guarantees contractors meet minimal requirements. DO YOUR RESEARCH Before hiring a contractor, ask the contractor for written references. Get written bids from multiple contractors and closely compare what work is included and what building permits or materials will be required. Request their insurance list—liability, worker’s compensation, etc. Contact the Missouri Attorney General’s Office to learn more about a particular contractor. PAYMENT Discuss your payment plan before starting the project and make payment contingent on defined levels of completion; final payment should be made based on your satisfaction. Avoid paying with cash, especially for small-scale projects, and limit your down payment amount. GET EVERYTHING IN WRITING Insist on a written agreement that clearly states the work to be done, when the work will be done and the final cost. HOME IMPROVEMENT SCAMS Be wary of door-to-door repair offers. They may state that they happen to be in your neighborhood and may pressure you for an immediate decision. If you experience a problem you cannot resolve with your contractor, file a complaint with the Missouri Attorney General’s Consumer Complaint Unit at www.ago.mo.gov. RESIDENTIAL TIPS • • Lock all vehicle doors and close all windows and the sunroof every time you leave your car unattended – however briefly. Many cars get broken into in the few seconds that a car is out of the driver’s sight. Don’t warm up your vehicle unattended. Criminals drive through neighborhoods looking for cars that have been left running. • Keep your home doors locked at all times — including garage doors. • Get to know your neighbors. It is easier for homeowners to spot suspicious activity if neighbors know each other. • Don’t let strangers into your home. For more details, call 816-2280181. 17 BLUE SPRINGS [BOARDS & COMMISSIONS[ The City of Blue Springs has numerous advisory boards and commissions comprised of volunteers from within the community who serve without compensation. Generally, these commissions make recommendations to the Mayor and City Council regarding actions and policies affecting municipal government, city departments and the community. All meetings are open to the public. Agendas and minutes can be found on the City’s website and residents can sign-up for email/text notifications when these documents are posted. APPEARANCE REVIEW COMMITTEE This committee reviews applications for building permits and sign permits in areas of the Adams Dairy Parkway Corridor Overlay Zoning District or other areas as may be determined by the Planning Commission and City Council. Meetings are held at the call of the chairman. BOARD OF ADJUSTMENT This board hears and decides appeals when an applicant requests a variance to the Unified Development Code. This board is unique in that its decisions are final. No recommendations are made for the City Council to act upon. Appeals of board decisions are referred to the Circuit Court of Jackson County. Meetings are held every first Wednesday of the month. DEVELOPMENT ADVISORY COMMISSION This commission was formed to foster proactive communication between the city and the building community. The commission meets on an as-needed basis. Proposed development regulation changes are reviewed and recommendations are forwarded to the Mayor and City Council. Issues affecting new legislation are first discussed by this commission. DOWNTOWN REVIEW BOARD This board serves as the governing body for the Downtown Development Code enforcing building layout and the Downtown Zoning Map. The board is comprised of nine members who work closely with developers and downtown businesses to create a welcoming and vibrant downtown corridor. Meetings are held on an as-needed basis. ECONOMIC DEVELOPMENT CORPORATION BOARD The primary focus of this corporation is to promote business development and investment, leading to the creation of jobs and supporting economic development in Blue Springs. This board also makes recommendations to the Mayor and City Council regarding financial incentives and the cost versus benefits of development. The Mayor and Council appoint three voting representatives for three year terms to the board, which includes the Mayor, city 19 administration, and the twelve member board meets monthly. HISTORIC PRESERVATION COMMISSION This commission serves in an advisory capacity to the Mayor and City Council, the Planning Commission and the Community Development Director. Its purpose is to protect and enhance the city’s architectural, cultural and social history; to safeguard that heritage and promote the use of historic districts or landmarks as educational and cultural resources for the city. The commission consists of nine members and meets on the second Wednesday of the month. HUMAN RELATIONS COMMISSION This commission was formed to advise the Mayor and Council on ways to enhance the City’s ability to educate and respond to concerns that may be expressed related to gender, race, ethnicity, age, sexual orientation, religious beliefs or disability. The commission is comprised of seven community leaders from diverse backgrounds appointed by the Mayor and City Council with the Blue Springs Police Chief serving as their staff liaison. Each member serves a staggered term of three years. Meetings are held the third Tuesday of each month. INDUSTRIAL DEVELOPMENT AUTHORITY This board is responsible for fostering proactive communication between the City and the building community on proposed development regulation changes and to provide a vehicle for the resolution of issues affecting new legislation whether proposed by the City or the building community. The board is comprised of eight members appointed by the Mayor with approval of the City Council to serve six year terms. Meetings are held at the 20 call of the Chairman or at the request of an applicant to the Director of Community Development. PARK COMMISSION This commission is an advisory body that makes recommendations to the Mayor and City Council on the operations and growth of the Parks and Recreation Department. Meetings are held on the first Wednesday of each month. PLANNING COMMISSION This commission advises the Mayor and City Council regarding planning and zoning regulations and new development in the city. The Commission includes eleven residents appointed by the Mayor and approved by the City Council. The commission meets on the second and fourth Mondays of each month. PUBLIC ART COMMISSION The commission is responsible for the acquisition, maintenance and display of art at sites within the city limits. The commission advises the City Council on the community’s cultural needs. The committee is comprised of seven members appointed by the Mayor with approval of the City Council to serve three year terms. Meetings are held the third Thursday of each month. PUBLIC SAFETY CITIZEN ADVISORY BOARD This board advises the Mayor and City Council through the Police Chief and City Administration regarding various public safety programs, services, policies, budget issues, public safety planning issues, public relations, criminal activities and crime prevention programs within the City. This board consists of eight members and meets the second Tuesday of the month. SOLID WASTE MANAGEMENT COMMISSION The commission acts as an advisory committee and keeps the City Council informed regarding state and federal regulation of solid waste. There are five appointed members and meetings are scheduled on an as-needed basis. TAX INCREMENT FINANCE (TIF) COMMISSION TECHNICAL REVIEW COMMITTEE/HOUSING ADVISORY & APPEALS BOARD The Technical Review Committee considers appeals of decisions regarding plat approval. The committee is comprised of five members who serve three year terms. Meetings are held on an as needed basis and can be called by the Chair or the Director of Public Works/City Engineer. This commission makes recommendations to the City Council concerning the adoption of redevelopment plans and redevelopment projects and designation of redevelopment project areas. Meetings are scheduled on an as-needed basis.
