Batchelder SAN DIEGO - USS Peleliu (LHA 5) will end nearly 35 years of service during a decommissioning ceremony scheduled for 10 a.m. at Pier #7 at Naval Base San Diego March 31. The last general-purpose amphibious assault ship of the Tarawa class, Peleliu’s decommissioning marks the end of a career comprising multiple deployments to U.S. 7th and 5th Fleet, humanitarian efforts and peacekeeping missions. Capable of launching a coordinated air and sea attack from one platform, Peleliu has conducted 17 deployments, 178,051 flight operations, served 57,983 personnel and steamed approximately 1,011,946 nautical miles since being commissioned May 3, 1980 in Pascagoula, Mississippi. Significant in its history, Peleliu played a critical part in Operation Enduring Freedom and Operation Iraqi Freedom after the events of Sept. 11, 2001. Peleliu was the first ship in the Global War on Terror to deploy Marines to the beach in support of operations in Afghanistan. Capt. Paul Spedero will be the last in the long line of 23 commanding officers. Cmdr. Donald Hudson, Peleliu’s executive officer, will make up the final decommissioning chain of command. After the decommissioning process is complete, Peleliu will be towed from San Diego to Pearl Harbor to join the reserve fleet. Named for the Battle of Peleliu in World War II, the ship will be placed in an inactive reserve status and moored alongside the class’s namesake USS Tarawa (LHA 1). Peleliu’s motto, “Pax Per Potens,” will stand long after its decommissioning as a testament to the ship’s legacy of providing “Peace Through Power.” ... 21 USS Chancellorsville to be forward deployed to Japan by this summer Classifieds PEARL HARBOR - The Navy announced Jan. 16 that USS Chancellorsville (CG 62) will join the Forward Deployed Naval Forces in Yokosuka, Japan. As part of the Navy’s long-range plan to send the most advanced and capable units to the Asia-Pacific, Chancellorsville will leave her homeport of San Diego and deploy to Yokosuka this summer. Chancellorsville completed a combat systems update through the Navy’s Cruiser Modernization program, making her among the most capable ships of her class. She is fitted with the latest Aegis Baseline 9 combat system, and will be the first to be forward deployed with that capability. DoD photo by Casper Manlangit by Amaani Lyle JOINT BASE ANDREWS, Md. - Efforts to eliminate the baneful issue of sexual assault “must be personal,” Defense Secretary Chuck Hagel said in closing remarks at the Air Force Sexual Assault Prevention and Response Summit Jan. 16. Hagel said the military community is unique in its raised standards and the expectation that service members will commit to each other both on and off the battlefield. “We should fundamentally begin taking care of each other in personal relationships and wherever else,” Hagel said. “If we don’t understand that dimension of this crime, then we will miss the whole point.” The secretary noted that absent personal accountability and responsibility, sexual assault will persist no matter how many laws, restrictions, directives or resources are created. “It won’t be an Air Force or a military free of sexual assault unless we come at it from a basis of the humanity and the health of the force,” Hagel said. “We have to trust each other.” While he cited “encouraging progress” in stanching the issue over the last year, Hagel acknowledged more can be done, particularly in areas such as social retaliation, which he said stems from the overall environment. “You cannot take the responsibility and the accountability for this out of the chain of command,” Hagel asserted. “If you see something, if you sense something, it’s your responsibility to step in and deal with it -- stop it, or if you can’t stop it get somebody who will stop it.” Hagel praised the military as a whole for its transparency and recognition of the problem, but said awareness is just the starting point. “College campuses, other areas that are dealing with this issue, are looking to the military for help … because we have institutionalized this as a huge challenge and a priority for who we are,” Hagel said. Ultimately, Hagel said, the Air Force and members of all services are building a legacy as role models and leaders with a tremendous effect on the future. “We have a unique oppor- tunity because of how we are structured, how we are organized … that gives us possibilities and avenues of approach to this that no other institution or community of families has,” Hagel said. “We’ve got to fix this problem -- it won’t get fixed in Congress, in the White House or anywhere else.” Sexual assault reports: Week of Jan. 5 -11 WASHINGTON - This week’s overview of alleged sexual assaults was compiled based on 20 initial reports across the Navy from Jan. 5-11. This timeframe reflects only the receipt of the initial reports; two of the reported incidents occurred during this period, seventeen occurred outside the report period and one was unknown. Each report will be fully investigated. Looking at this snapshot in time, we see the following: * Thirteen reports were from events that occurred on-base, three from events that occurred off-base and four were unknown. * Among the 22 alleged offenders, one was a chief petty officer, 11 were petty officers, three were E3 and below and seven were unknown. * Nineteen of the alleged offenders were male, one was female and two were unknown. * Twelve of the reported incidents were alleged to be service member on service member, one non-service member on service member, two service member on non-service member and five were unknown. * Among the 20 alleged victims, eleven were petty officers, seven were E3 and below and two were civilians. Eighteen of the alleged victims were female and two were male. The MUOS-3 spacecraft will ensure continued mission capability of the existing Ultra High Frequency Satellite Communications system that will provide improved and assured mobile communications to the warfighter. “The MUOS satellite has two payloads. The next generation of warfighters will find innovative ways of using it that the system designers had never conceived. This mission was launched aboard an Atlas V Evolved Expendable Launch Vehicle (EELV) 551 configuration vehicle, which includes a 5-meter diameter payload fairing along with five Aerojet Rocketdyne solid rocket motors attached to the Atlas booster. The Atlas booster for this mission was powered by the RD AMROSS RD-180 engine and the Centaur upper stage was powered by the Aerojet Rocketdyne RL10C-1 engine. This is ULA’s 1st launch in 2015, the 52nd Atlas V mission and the fifth Atlas V 551 launch. MUOS is a next-generation narrowband tactical satellite communications system designed to significantly improve ground communications to U.S. forces on the move and around the globe. The EELV program was established by the Air Force to provide assured access to space for Department of Defense and other government payloads. The commercially developed EELV program supports the full range of government mission requirements, while delivering on schedule and providing significant cost savings over the heritage launch systems. With more than a century of combined heritage, United Launch Alliance is the nation’s most experienced and reliable launch service provider. The third satellite is part of the Mobile User Objective System (MUOS), which operates like a smartphone network from space, vastly improving secure satellite communications for mobile U.S. forces. Unlike its predecessor system, MUOS provides users a global, on-demand, beyondline-of-sight capability to transmit and receive high-quality voice and mission data from a high-speed Internet Protocolbased system. MUOS provides secure communications between warfighters around the globe, as well as connection with classified and unclassified networks and DoD phone systems. This capability directly impacts dismounted, ground-based mobile users who require secure voice and mission data but is also available to ships, aircraft and vehicles. MUOS is more than just a five-satellite constellation. It additionally comprises four ground stations across the globe, complex software to manage the network and a Wideband Code Division Multiple Access waveform that serves as an interface for end-user radios. Obama seeks authorization for use of force against ISIL by Tyrone C. Marshall Jr. WASHINGTON - In his State of the Union address Jan. 20, President Barack Obama called on Congress to authorize the use of military force against the Islamic State of Iraq and the Levant. In a speech largely focused on his domestic and economic agenda, Obama also touched on a myriad of topics related to the Defense Department, noting the start of the century “dawned with terror touching our shores.” “We are 15 years into this new century - 15 years that dawned with terror touching our shores that unfolded with a new generation fighting two long and costly wars. Tonight, for the first time since 9/11, our combat mission in Afghanistan is over.” Six years ago, the president noted, nearly 180,000 American troops served in Iraq and Afghanistan. Today, he added, fewer than 15,000 remain. “We salute the courage and sacrifice of every man and woman in this 9/11 generation who has served to keep us safe,” Obama said. “We are humbled and grateful for your service.” Nation has learned some “costly” lessons over the last 13 years of combat, Obama said, and he detailed efforts to have Afghan forces take charge of their own country’s security. “Instead of Americans patrolling the valleys of Afghanistan,” Obama said, “we’ve trained their security forces who’ve now taken the lead, and we’ve honored our troops’ sacrifice by supporting that country’s first democratic transition.” Partnerships have taken the place of unilateral action, Obama said, noting that instead of sending large numbers of ground forces overseas, he said, the U.S. now works in concert with nations from South Asia to North Africa to deny safe haven to terrorists who threaten America. In Iraq and Syria, Obama said, American leadership, including military power, is stopping the Islamic State of Iraq and the Levant’s advance. “Instead of getting dragged into another ground war in the Middle East,” he said, “we are leading a broad coalition, including Arab nations, to degrade and ultimately destroy this terrorist group.” The United States has a role in that effort, the president added, and he called on Congress to provide the authority to use force against ISIL. “Tonight,” Obama said, “I call on this Congress to show the world that we are united in this mission by passing a resolution to authorize the use of force against ISIL,” he said. “We need that authority.” Additionally, Obama said, U.S. support to a moderate opposition in Syria not only can help in the effort there, but also can assist people everywhere who stand up to the “bankrupt” ideology of violent extremism. This effort will take time and require focus, he said. Obama praised U.S. military power for its role in what he called “smarter American leadership.” “My first duty as commander in chief is to defend the United States of America,” he said. “In doing so, the question is not whether America leads in the world, but how. “When we make rash decisions, reacting to the headlines instead of using our heads - when the first response to a challenge is to send in our military - then we risk getting drawn into unnecessary conflicts, and neglect the broader strategy we need for a safer, more prosperous world,” he continued. “That’s what our enemies want us to do. I believe in a smarter kind of American leadership. We lead best when we combine military power with strong diplomacy, leverage our power with coalition building and don’t let our fears blind us to the opportunities that this new century presents.” The president said the U.S. must stand united with people around the world who have been targeted by terrorists - from a school in Pakistan to the streets of Paris. “We will continue to hunt down terrorists and dismantle their networks,” he said. “We reserve the right to act unilaterally, as we have done relentlessly since I took office, to take out terrorists who pose a direct threat to us and our allies.” Next Sergeant Major of the Marine Corps announced WASHINGTON - The Commandant of the Marine Corps announced Jan. 20 the selection of Sgt. Maj. Ronald L. Green as the next Sergeant Major of the Marine Corps. “It gives me great pleasure to name Sgt. Maj. Green as the 18th Sergeant Major of the Marine Corps,” said Gen. Joseph Dunford Jr., the commandant of the Marine Corps. “His dynamic leadership is well known throughout the ranks of our Corps. His wide range of experience in both peacetime and combat, and his record of performance make him extraordinarily well-qualified to serve as our senior enlisted leader,” Dunford said. Green, currently the sergeant major of I Marine Expeditionary Force, will replace Sgt. Maj. Micheal P. Barrett, who has held the billet since June 2011. Barrett is credited with improving Marines’ training, education, compensation, quality of life, bachelor enlisted quarters, on-base housing, and family support programs. Bell tolling ceremony honors lost submariners by MC1 Steven Khor PEARL HARBOR - A special bell tolling ceremony was held at the Submarine Base Chapel on Joint Base Pearl Harbor-Hickam Jan. 14, in memory of both submariners and submarines lost in the month of January during World War II. Submariners past and present gathered to honor and remember those sacrifices for the nation. Lt. Bill Gritton, chaplain from Naval Submarine Support Command, said the importance of the ceremony is the remembrance of what the sub force has done in the past, and what they’re still doing today. “The idea is to remind people of the interconnectedness of the submarine force,” said Gritton. “It’s to remind people that the submarine legacy has extended back to 1900.” The bell tolling ceremony is held every month to honor and pay respects to the 52 submarines and crews lost during the war. The month of January honored five subs and their crews that were lost, as well as 10 Sailors that were lost while the submarines themselves made it home. She was sunk while engaging a Japanese convoy by direct fire and depth charges from Japanese destroyers. The defense secretary signed two policy memorandums in December directing Defense Department leaders to implement standardized procedures to allow veteran, military and militarysupport nonprofit organizations better access to provide support to troops and military families. “National VSOs and MSOs,” Hagel said in one memo, “are a critical component of our overall framework of care for our service members throughout all phases of their military service, but especially their transition to civilian life and veteran status.” Nonprofit non-federal entities, he said, can be of critical importance to service members throughout their careers, and within the bounds of law and regulation, it’s in the department’s interest to maintain strong and positive relationships with them. “These memos serve to reemphasize those privileges granted under the law or flexibilities authorized under current DoD policy,” Hagel said. Knowing they have my back relieves a lot of stress from my family and allows me to focus on my work.” For Dick and Cindy, the program has given their daughter, Melinda Marie, the opportunity to lead a quality life. “When Melinda was born forty years ago,” Dick said, “we were told that if she lived, she would probably be mentally retarded and we should consider institutionalizing her. Of course, we had no intention of giving up. We were committed to loving her and giving her a chance to thrive.” The medical support provided by the program, including approximately 1,300 people have enrolled, and the program has evolved into a case management climate where VA is looking at better ways to help people stricken with the disorder get the care they need. Case management is a process that allows a manager to assist in facilitating the beneficiaries’ health care with a local medical provider and the program. Ira King, a case management liaison at the VA Chief Business Office Purchased Care group in Denver, Colo., explains that they provide numerous services for the beneficiaries. “We connect them to local case management agencies,” he notes. “We find a full range of services in their local areas that include medical and mental health providers, pharmacies, medical equipment and supplies. We also work with providers of services to make sure spina bifida patients are not improperly billed.” Thus far the case management liaison efforts have been successful and there is every indication that individual case management will expand further as more beneficiaries become aware of the service. Flight training begins by practicing formation flying and basic maneuvers. With each flight, our new team sets the building blocks for more complicated maneuvers. But there are no “easy” flights – every flight requires precision and total concentration. During these initial flights the pilots learn what markers on the jet to focus on (Also known as “flying paint” – for many maneuvers, pilots 2 and 3 fly formation by focusing their eyes on specific points on Boss’ jet) and how to move the plane for each particular maneuver. By our first show March 14, they will have flown more than 120 training flights; the culmination of those flights at the El Centro Air Show will demonstrate the world-renowned eighteen inch wingtip-to-canopy separation the Blue Angels are known for. As the Public Affairs Officer, I am fortunate to often be granted the opportunity of flying in the backseat during practices. I’m often asked “What is it like to ride in the back of a jet?” This can be tough to explain, but I’ll try. Think of it as trying to drive a car while someone continues to add and remove sacks of flour on your body. These sacks each weigh the same weight as your body. For some maneuvers, the pilots will experience 7 g’s (G is short for gravitational force) – the equivalent of 7 of those sacks of flour pushing down on you! It is a new year, and your U.S. Navy Flight Demonstration Squadron, the Blue Angels, are already hard at work preparing for the 2015 air show season. Last week we relocated the entire squadron from our headquarters in Pensacola, Florida to our annual training facility in sunny El Centro, California, and we are thrilled to be back in the skies doing what we do best! During today’s practice, the team focused on maneuvers that are relatively low G, mostly two to three. Although it doesn’t sound like much, don’t be fooled! After an hour in the backseat, I emerged from the jet covered in sweat and shaking with the effort of sustaining alternating low G forces. It made me appreciate the efforts our pilots go through – the same efforts Navy pilots around the world face around the world, around the clock. It isn’t an easy job – but they make it look that way! This year’s spring garden tour, Gardens Then and Now, will feature gardens in private homes in historic neighborhoods surrounding Balboa Park: Marston Hills, Mission Hills, and North Park/28th Street. Over a dozen gardens will provide tour goers with the opportunity to see both historic and contemporary landscapes. If it were not for the retail elements, this could easily be a world-class natural history museum and aquarium. Inside the large two-storey building you will find a fantastic taxidermy collection of wild animals posed within Movie Review: “John Loves Mary” For company while folding the laundry late last night, I turned on the TV in the laundry room. Soon I was intently watching an old (1949) black & white Warner Brothers film on TCM (Turner Classic Movies). “John Loves Mary” stars Ronald Reagan and, in her first movie role, Patricia Neal. Outdoor World Every year at the International CES (Consumer Electronics Show) in Las Vegas I am totally surprised by some of the things that I encounter. This year’s trip was no exception. Today’s CES 2015 experience actually begins at the end of my trip. I had already checked out of my hotel and was driving south on I-15, through the outskirts of Las Vegas. I decided to make a quick pit stop for dinner at the Silverton Resort Hotel & Casino. The Silverton is connected to what looks like a huge log cabin. A sign on it reads Bass Pro Shops Outdoor World. Inside the Silverton I noticed a huge tank containing exotic fish – and a live mermaid! Okay, she was not exactly a mermaid, but she was underwater in Mermaid Cove, entertaining little children who watched with delight from the other side of the glass. Then I noticed an entrance to what struck me as similar to the Redwood Creek Challenge Trail area in Disney’s California Adventure. What lies inside is truly breathtaking. Have you ever seen a Bass Pro Shops Outdoor World? I had not, despite passing by the outside County... Movie Review: “Blackhat” In theaters now is “Blackhat,” a fictitious drama that involves international nuclear terrorism and high-level computer hacking. This premise should have been woven into an intriguing thriller but unfortunately it is, instead, agonizingly slow-paced and violent. For the most part, I found it boring. Enough said about that. Bear appropriate habitat dioramas, waterfalls and rustic western settings. All of this is tastefully and appropriately intertwined with every conceivable type of sporting goods merchandise, as well as boats and ATVs. There are also indoor archery and shooting ranges. I heartily recommend a visit to Bass Pro Shops Outdoor World in Las Vegas, or find a location near you. I spent several hours there walking around in amazement and shooting pictures. I heard that the location in Rancho Cucamonga even has a themed restaurant. If only there was one in San Diego This delightful movie is set in New York City shortly after the end of World War II. From its title I expected this to be another boring film, but I was very pleasantly surprised. The longer I watched, the more I enjoyed it. It is a romantic comedy about a soldier named John (Ronald Rea- gan) who returns from WWII and is warmly greeted by the woman he loves. Marriage is in their near-term plans. However there is a problem standing in their way – and Mary knows nothing of it. Before he left Europe, as repayment to his best friend – the GI who saved his life, John married his friend’s long-lost English girlfriend! It’s not like it sounds. John only married her so that he could legally bring her into the US for his best friend to marry shortly thereafter. John’s plan was to get a divorce within a few weeks of returning Stateside, so that she and John’s friend could get married and then live happily ever after. John assumed that his friend was Family enjoying the fish still heartbroken over losing track of her, after unexpectedly being deployed to fight in D-Day before he could even say goodbye. In the meantime we learn that John’s friend, having been back in the US for four years, has long since gotten over her and has married someone else. They are expecting a baby any day. John’s future father-in-law, an influential US Senator with responsibilities related to the military, is moving heaven and earth so that John can immediately marry his daughter. “John Loves Mary” is a really funny film. It reminds me that a movie with a good story does not need to have eye-popping special effects – or even be in color! It is available on DVD at www.tcm. com and www.WBShop.com.
