CBCP Public Affairs Committee executive secretary Fr. Jerome Secillano said the faithful should not turn the Flores de Mayo and Santacruzan into a beauty pageant, a fashion show or any form of entertainment because the activities have religious roots. Flores de Mayo, or the Flowers of May, is a month-long expression of devotion to the Virgin Mary. The Santacruzan is a religious procession held on the last day of the Flores de Mayo in honor of Queen Helena of Constantinople and Constantine the Great for finding the Holy Cross in Jerusalem. Secillano advised the faithful to stage the Santacruzan in a simple manner. “There are instances that they make it appear like a beauty pageant and they would involve the gays, so it loses the spirit of the celebration,” the priest said in an interview over the Church-run Radio Veritas. “Let us maintain the sacredness and dignity during these celebrations. It is all about Mary, it’s all about how are we going to give our reverence to the Blessed Virgin Mary. That is why we should not make a mockery of this activity,” he added. Among them are an estimated 8,000 Filipinos who have toiled under the program and stand no chance of being permanent residents or perhaps Canadian citizens. Under the 4 and 4 program, TFWs are allowed to work for a period of four years but have to leave after that agreed expiry date. They also cannot return to Canada within four years. But others who were lucky enough to apply as either live in caregivers or those who applied for permanent residence under the federal government exemption rule were allowed to stay but there were only a few. Most of them who filed their applications were overtaken by the slow process due to a big backlog, forcing them to return home and abandon their applications. Unless changes or reforms in the programs are instituted, TFWs, who provide much needed labor eschewed or avoided by most Canadians, will never have the opportunity to realize their so-called “Canadian dream” of a good life. To complicate matters, the path to permanent residency and ultimately to Canadian citizenship is littered with barriers among them, the new and rigid citizenship tests, (75% score required to pass test from the previous 60%) expensive processing fees (from the previous $100-the present $530). Add to this, the so-called “Right to Citizenship” fee of an additional $100 to actually become a Canadian citizen. Is Canadian citizenship becoming a rarity? What happened to the compassionate approach? According to a recent study, the percentage of permanent residents who acquired Canadian citizenship has decreased in the last 14 years or so and continues to drop. ⦿ COUNTERPOINT Tenny F. In fact, Deocareza was one of the directors of Philcomcen, which successfully organized the first ever Filipino street festival called “Taste of Manila” held last August 2014 in the Bathurst-Wilson area, where most Filipinos live and gravitate. But in January this year, Deocareza quit for unknown reasons but remained in good terms with Mangante, even joining him on a trip to the Philippines sponsored by the Philippine Consulate of Toronto. Oh by the way, Deocareza runs a highly lucrative photo and fingerprinting business for NBI clearance applicants near the consulate premises along Eglinton. They facilitate a faster mode of getting your NBI clearance than the consulate. This practice is legal and above board. Matter of fact, Rolly Mangante holds a license as part of Deocareza’s business, called GinoSolutions. The business enabled him to buy a condo and live a comfortable life, according to Mangante. Deocareza’s partner or wife, Joanna Corpuz, even bragged in a Facebook posting that what the detractors of her partner Deocareza “earns in a year, they can earn within a month,” perhaps implying or emphasizing how awash they are with money. But let’s leave them to their own fantasies or delusions, they may be true or fairy tales. But according to Mangante, he suspects that the real reason why Eugene went on a rampage or flew on a rage was that he felt his business was being threatened by another Philcomcen director, Bong Capitin, who put up a similar photo and fingerprinting business, ABC, located in the same building where the consulate is. Of course, he might have suspected that Mangante, being a consulate insider, had a hand on this and has turned up against him in favour of Capitin, who runs several businesses that include the popular Cusina lounge. But I will leave the business competition among themselves. That is the least of me and my media colleagues’ problem. My biggest concern is how Eugene Deocareza had the gall to declare, “Pababagsakin ko kayo. Media ako!” He used the name of the media to threaten and harass members of a community organization, the Philcomcen to get back at his business competitors and for his own selfish motives. To set the record straight, in my two terms as President of the Philippine Press Club of Ontario (PPCO), I, along with the more experienced journalists, exerted efforts to train the members on protocols and professionalism to maintain the integrity of the organization. My policy was to maintain good relationships with the community and not to harass specially the business and community organizations. And the madness that go with the vacation fever which grip us every time this season comes was presaged by two storms that were, thank God, weakened and chastised by the roasting heat in our area of the Pacific Ocean before they can do havoc in our islands. Set on the loose, the vacationing herds seeking peace and relief from stress, boredom and chronic social, economic and political issues that are part of our everyday lives, stampede on the way to beach resorts and mountain hideaways near and far causing horrendous traffic everywhere people converge on these shores for the summer break. In this hot season, blood pressures are rising and so are market and fuel prices, water and power rates, and of course, the decibels in the still rampaging debates on the fate of the Bangsamoro Basic Law (BBL) and that of peace in Mindanao. ***** Swearing he told the truth on the bungled counter-terrorism operation in Mamasapano, Maguindanao before the gradu- ating cadets of the Philippine National Police Academy (PNPA) in Cavite last March 26, President Aquino took responsibility for the mission that claimed the lives of 44 Special Action Force (SAF) commandos as his last statement on the issue. No “I am sorry.” The President’s net satisfaction rating has been plummeting downwards and still no apology which to so many people would mean so much to temper the raw emotions that continue to bristle the public most especially the grieving families of the massacred SAF members. Mr. Aquino must have loved the Filipino people so much. As the song from the movie Love Story goes, “love means you never have to say you’re sorry…”? ***** The full disclosure of the Mamasapano massacre and the dubious connections of the Moro Islamic Liberation Front (MILF), Bangsamoro Islamic Freedom Fighters (BIFF) and other armed groups in the incident remain to be the crux of the matter in the on-going extended hearings in Congress on the fate of the Bangsamoro Basic Law (BBL) and the peace process in Mindanao. At this point, Congress and many sectors in civil society are of the mindset that the BBL should not be rushed and should be thoroughly looked into under the microscope of public opinion and the people’s understanding of the content and consequences of the proposed law. The government warns of imminent chaos as chief peace negotiator Miriam CoronelFerrer pointed out to media of a “very bloody war” in the failure of the peace process and BBL’s passage. The president earlier referred to more “body bags” count, and later during the 73rd “Araw ng Kagitingan commemorative rites in Bataan last April 9, of a World War II scenario in Mindanao in the event of the said law’s disapproval. Many mindful Filipinos are wary of the BBL “railroading” and negative reactions to this border on civil unrest. From profound to pedestrian, questions on the peace process and the BBL are now floating or flying this summer. Who benefits really and finally from the Bangsamoro Basic Law: the sovereign Filipino people, our Muslim Filipino brothers and other indigenous peoples in Mindanao? What is the role and the agenda of Malaysia in this rendezvous for peace and stability of the Bangsamoro region? Is the government dealing with the right party and legitimate beneficiaries of this process? Who is Mohagher Iqbal? Reading former DILG Secretary Rafael Alunan’s social media account, we learned that our government chief peace negotiator Miriam Coronel-Ferrer has been dealing with her MILF counterpart in the peace talks as an A.K.A., a John Doe and reportedly a holder of a Malaysian passport at that! What? We are overwhelmed. And we squirm. Nom de guerre or whatsoever, the Filipino people has the right to be informed, given time to evaluate and discern the benefits as well as implications of the BBL and know fully well the true identity of the dramatis personae we are playing with here. The BBL should not be rammed down our throats just like that and because of a deadline. We can hardly regurgitate with so many natural and man-made disasters in this country. ***** The National Peace Council members that will look into the peace process and the Bangsamoro Basic Law have been named by President Aquino. Its members are Manila Archbishop Luis Antonio Cardinal Tagle, former Supreme Court chief justice Hilario Davide, Jr., business tycoon Jaime Augusto Zobel de Ayala, former ambassador Howard Dee, and youth leader Rohaniza SumndadUsman. They all volunteered to the call of the President for a separate and independent council that will not “supplant Congress in any way to be able to contribute to the national discussions on the BBL.” The peace council will sit down and discuss the merits of the BBL, make recommendations on how it can be improved which will later be submitted as a report. They also called on Ottawa to grant permanent resident status to migrant workers. “Immigration officials are unable to provide statistics on the number of migrant workers due for removals as of April 1 due to time restraints, but advocacy groups estimate there could be as many as 70,000 whose timelimited work permits will expire this year,” according to the Toronto Star. Under the controversial “4 and 4 rule,” introduced April 1, 2011, temporary foreign workers who have been working for Canada for four years or more must leave the country. Concerns have been raised that some workers whose visas have lapsed may simply decide to become undocumented and work in the underground economy. They are barred from returning to work here for another four years. Under previous regulations, workers could simply reapply for another work permit to continue their employment. Among those affected by the new ruling, which has been described by its critics as “unjust,” are low-skilled workers employed in industries such as agriculture, fishing, food and beverage, retail, construction and personal services, including caregivers. Currently, about 330,000 live and work under the temporary foreign worker program (TFWP), a number that has tripled in the last 10 years. Workers -– many of whom are employed in Ontario, Alberta and British Columbia – come from more than 50 countries, including developed nations. The top 10 countries include the Philippines, Mexico, U.S., Jamaica, India, Guatemala, U.K., France, Korea and Ireland, according to Statistics Canada. Exodus “Many of the people who are being forcibly uprooted on April 1 have lived in the country for longer than four years. They have families, friends, and relationships,” said a statement by Liza Draman from the Caregivers Action Centre (CAC). “Workers already face abuse from employers and recruiters because of bad provincial and federal laws, pulling them away from their communities on top of that is unjust, inhumane and arbitrary.” Live-in caregivers are among those likely to be affected by the ruling, said CAC. There are about 70,000 workers classified as live-in caregivers in Canada, the majority of whom are from the Philippines and Caribbean nations. Caregivers can apply for permanent status after two to three years, but the process has normally taken up to three years and approval hinges on a number of factors. In October, the Conservative (Continued on page 8) MANILA - The Moro Islamic Liberation Front ended four decades of armed struggle in the Philippines on Thursday when it signed a peace pact with the government. Here are key facts on the MILF and the peace deal: MILF: The MILF has about 10,000 armed followers, according to the military, which makes it easily the biggest Muslim rebel group in the Philippines. It has long fought for an independent homeland for the nation's Muslim minority to be carved out of the southern Philippines. It split in the 1970s from the -then main rebel group, the Moro National Liberation Front (MNLF). The MNLF had agreed to autonomy, and founding MILF leader Hashim Salamat was intent on fighting for independence. Internal rivalries were another reason for the split. PEACE PACT: TITLE: Called the "Comprehensive Agreement on the Bangsamoro". The Bangsamoro refers to people who at the time of Spanish conquest and colonisation were considered natives or original inhabit- ants of the southern Philippines. Their descendants and spouses are recognised as Bangsamoro people. Bangsa is a local word for nation. Moro derives from the term "Moors" used by Spanish colonialists to refer to Muslims. AUTONOMY: The MILF drops its claims for a separate state in the southern region of Mindanao and settles for parliamentary selfrule in the Bangsamoro autonomous region. 'Nonesense ruling' Syed Hussan of the Migrant Workers Alliance for Change said the ruling does not make sense. “It doesn’t serve anyone’s purpose to remove a trained workforce, and replace it with new workers that are less aware of their rights,” he said in a statement. “Why does holding down a job for four years result in deportation? Our communities need migrant workers to have permanent status. This mass deportation is classic economic mismanagement and is frankly irrational.” Ottawa cited a need to “protect the Canadian labour market” as a reason for revising the TFWP. An estimated 200,000 families with children are eligible to receive money under the Harper Government’s proposed enhanced Universal Child Care Benefit (UCCB), but are at risk of not receiving the benefit unless they apply. In Toronto, for example, there are an estimated 32,000 families who are not registered. The Honourable Pierre Poilievre, Minister of Employment and Social Development, today asked for help from the media and the public to encourage families to apply for the benefit. The majority of families with children, approximately 3.8 million, are known and will automatically receive the enhanced UCCB or be contacted by the Government to confirm their information. However, many eligible families are not currently captured by the Government’s UCCB system and may miss out on receiving money that is owed to them unless they apply. In 2015 alone, this represents potentially millions of dollars in unclaimed benefits. Under the proposed enhancements to the UCCB, families would receive almost $2,000 per year for each child under 6 and $720 per year for each child aged 6 through 17. The new benefit amounts would be retroactive to January 1, 2015 and be reflected in monthly payments to families in July 2015. The proposed enhancements to the UCCB are expected to more than double the number of families that benefit from 1.6 million to more than 4 million. Byles’ former parish of Saint Helen’s – is the promoter for opening his cause for beatification. In a statement to the BBC, Fr. Smith announced the beginning of the process seeking the canonization of his predecessor, whom he considers to be “an extraordinary man who gave his life for others.” Fr. Smith said that in the local community, “We are hoping and praying that he will be recognized as one of the saints within our canon.” The canonization process first requires that the person in question be found to have lived the Christian virtues to a heroic degree. A miracle attributed to the intercession of the individual must then be approved, for the title of “Blessed” to be bestowed. Once beatified, another miracle due to the intercession of Fr. Byles would need to be approved, for him to be declared a saint. “We hope people around the world will pray to him if they are in need and, if a miracle occurs, then beatification and then canonization can go forward,” Fr. ABS-CBN is the top choice of students in the country for TV entertainment, news, and information, having reaped a total of nine Best TV Station awards from different award-giving bodies in the academe. 2015 MYX Magna Awardee, Rey Valera will be having a concert at the Hamilton Convention Centre on May 30, 2015. Sarah Geronimo and Rey Valera now share two common things: first, they are the big winners at the recently held 2015 MYX Music Awards in the Philippines and, they both have upcoming Canadian concerts. Sarah took home four more MYX awards: Favorite Artist, Favorite Female Artist, Favorite Music Video for Tayo and Favorite Remake for Maybe This Time. Sarah remains as the artist with the most number of wins in MYX Music Awards history as she raised her total of MYX Music Award trophies to 23. Meanwhile, the highest commendation of the evening, the MYX Magna Award, was given to Rey Valera. The MYX Magna Award is a recognition awarded to an OPM icon who has made a great impact to the music industry. Richard Poon, KZ Tandingan, Angeline Quinto, Erik Santos, Kyla, Christian Bautista and Vina Morales united on stage for a special tribute to the legendary hitmaker, singing beautiful renditions of Rey’s most notable compositions, including Kung Kailangan Mo Ako, Kahit Maputi Na Ang Buhok Ko and Pangako Sa’Yo, among others. Valera who is currently on tour, accepted his MYX Magna Award through a video saying he is deeply “flattered, proud and humbled.” MYX Music Awards newcomers, James Reid and Nadine Lustre, took home Favorite Media Soundtrack for No Erase, while The Voice Kids Season 1 finalist Darren Espanto outshined strong contenders Lyca Gairanod, Kathryn Bernardo, Nadine and Maja Salvador in the Favorite New Artist category. Darren is the youngest winner of the night. Despite his no-show status, Daniel Padilla bested out James, Gloc-9, Abra and Jay-R in the Favorite Male Artist category. ABS-CBN’s AM radio station, DZMM, was named Best AM Station at the Gandingan, Umalohok JUAN, and TANGLAW. ABS-CBN Regional, meanwhile, stood out in student awards with 18 recognitions in combined local television and radio categories.
