Farmers’ Market to Return
Neskowin Store Makeover

Spring has sprung and summer is soon to come! That
means the Neskowin Farmers Market. We have been
busy planning for our 3rd year and are excited to share
our news with the community: this summer NFM will
be in a new location, the Neskowin Wayside parking lot.
Come one, come all to shop and socialize at this new
great site at the entrance to our village. Mike and Kim Herbel have taken over as
operators of Neskowin's only store and have
undertaken a major re-build of the entire
space, including the addition of a fullyequipped commercial kitchen for onsite
food production. It will now be known as
The Neskowin Trading Company.
We are happy to report that our vendors
have been busy planting, baking, and
creating in order to provide us with even
more products this season. We will have
new local producers joining us as well, so
it's going to be a great market, a fun
gathering place, and the sun will be
shining ... we hope!
In addition to basic market items, expect to
find the following amenities: deli cases
offering fresh and frozen foods, cheese and
charcuterie, and ready-to-bake dishes
(including pizzas and casseroles). Also look
for fresh produce and fresh seafood in
season. And in the old pub space, the
Herbel's plan to have a wine and beer bar
offering up to 10 different craft brews on
tap. An outside seating terrace will be
available as well.
Our opening date will be Saturday, May 25,
and our hours will remain the same: 9am to
1pm. We will continue the market through

overwhelming and we are very appreciative
of your words of encouragement and your enthusiasm.
We are all eager to let the fun begin!

Cafe Set to Open in July
Locals Frank and Genie Ullrich are the proud new owners of The Hawk
Creek Cafe. Extensive remodeling is underway and they hope to open in
July. Expect the same great food and pizza!

For the wine lover, the new store will feature
a wine 'alcove' offering a broad array of
wines both domestic and international.
Mike and his wife Kim are South Beach
Neskowin homeowners and plan to move
here as full-time residents after selling
their Salem home. Kim is an accomplished
artist (painter) and plans to have a gallery
adjacent to the store in the former realtor's
office building.
Volunteers Needed for
Nestucca Fire and Rescue

The backbone of the Fire and
Emergency Medical Services in this
country are volunteers. For several
years the numbers of volunteer
responders nationwide has declined
for many reasons.
Nestucca Fire and Rescue has
maintained the ranks with the rest
of the country as we work to keep a
strong volunteer base, but it is
becoming more difficult to recruit
new members in our area as many
of our communities in the Fire
District consist of second homes or
retirement homes. The full-time
residents, for the most part, work
out of the area and are working to
meet their family’s needs with our
current economy.
We have seen the impact of these
reduced numbers of volunteers in
the communities by the drastic
increases in insurance costs many
companies have charged due to the
“Insurance Services Organization
(ISO) Rating”. Five years ago the
rules that ISO used were changed
and many Fire Districts are having
problems meeting the new
requirements, Nestucca Fire and
Rescue included. The biggest single
issue is the lack of volunteer
responders. We have recruited
Water Board Update
volunteers from all over including
California. We have offered rooming,
schooling at the community college,
and training in exchange for them to
be resident volunteer responders. It
helps, but we need more responders.
Have you ever considered becoming
a volunteer firefighter? You may not
want to be on the hose line going
into a structure, but there are many
other functions that need to be
performed on the fire ground. We
need drivers, pump operators, EMS
providers that provide rehab to our
responders, and several other
functions.
Our limited funding puts us in a
position that adding additional paid
staffing is unrealistic. Your help will
make a difference.
We have a limited base to draw
volunteers from in our area as we
don’t have major population areas
like Tillamook or Lincoln City. If we
don’t gain more volunteers we will
continue to fight not just the
insurance issues, but we can’t do our
job of protecting our community
safely.

Neskowin Community Association

Neskowin Regional Water Board
Thanks to much effort by Guy
Holzworth, General Manager and
Alex Sifford, Board Member, the
Neskowin Regional Water District
recently submitted its revised Water
Management and Conservation Plan
to Oregon's Water Resources
Department (WRD). This Plan was
first developed when our water
treatment plant was renovated, then
an updated version was required
when we applied for updates to our
water rights. Based on requests from
the WRD for a few revisions, Guy has
updated planning estimates, and
working with Troy Trute of the
District staff, improved our ability to
track water losses throughout the
system. As a result, our new tracking
ability has helped the staff quickly
find and repair several leaks recently.
In other news, two positions on the
Water District Board will be up for
election on the May ballot. Current
member Reggie Pratt will run again;
Alex Sifford has decided to "retire"
from the Water District Board after
20 years (now that's perseverance!). Steve Rubert of Neskowin will run
for this position. Please take the time
to vote!

Calendar of Events

It’s spring already! It won’t be long
and we’ll be gathering for the
Memorial Day festivities.
As the Spring Cleaning Season
kicks off, don’t forget about the
annual Trash to Treasure event
Saturday, May 25th. The last few
years have been great fun, and
Rowan and I are looking forward
to another great day with friends
and neighbors. If you’ve been
looking for a laid back way to get
involved that promises lots of
laughs and a little dirt, let us know
and we’ll put you in touch with the
Burn Pile guys. Just kidding … we
want YOU! So much so we will
bribe you with a T-shirt (Burn Pile
guys don’t give out T-shirts now do
they?).
We can always use extra hands to
greet donors, sort drop-offs, help
treasure hunters, and make pick
up/drop off runs throughout the
day. Our close proximity to the
Bake Sale guarantees a steady flow
of tasty snacks, and we love the
constant flow of people from the
8am opening until the final drop
off of at 1:30pm.
If your weekend plans make it
impossible to volunteer, no
worries. This is a great
opportunity to clean house,
garage, and shed! We will happily
take those “Treasures” that you no
longer have room for as well as the
“Trash” that you keep meaning to
get rid of. All for a monetary
donation to the Neskowin
Community Association of course!
(Although Rowan has been known
to accept copious quantities of
chocolate in place of cash...) You
can revel in tackling your Spring

day, so plan to check back often.
We have seen it all: antiques, patio
furniture, rubber boots, fishing
gear, wet suits, bikes, kites, and
things you have to see to believe.
The Trash to Treasures experience
can be fun for all, and even kids
can make some of the best
“Treasure” hunters.
We look forward to seeing

Neskowin Valley School News

We are feeling full of special thanks for Neskowin at NVS
this year for drama support from the Neskowin Community
Association, science connections to Nestucca Valley
Community Alliance members, a wonderful visit from
pianist Joel Fan courtesy of Neskowin Chamber Music, and
weekly visits from several beloved Neskowin-area volunteers
in our classrooms. Our students have had the pleasure of
visits to Neskowin for science on the beach and clean-up in
the Village. We are learning and gaining a lot from our
proximity to all of you!
By the time you read this, tickets for
the annual NVS Vacation Raffle will
be available. This year the prize is a
whopper of a travel voucher worth
$5,000—you can book the prize
towards one or multiple trips of your
choice. What’s on your bucket list?
Tickets are $25 each or 5 for $100;
the drawing is April 26. Please call

The NVS Voyagers (2nd-4th-graders) just finished the 19thannual Biography Ball, impersonating famous explorers
and traders from the 15th-16th centuries. You’re welcome to
come to school to see their colorful self-portraits and reports
—Queen Elizabeth, Ponce de Leon, Christopher Columbus,
Queen Nzinga, and Hernando Cortez, among others, graced
the Artspace stage in February.
There’s more fun in store for June 2, when NVS will host a
fundraising Golf Tournament at Salishan Resort. Please
save the date. We welcome sponsorships of $250 from you
or your company; we can also take reservations for your
foursome at 503-392-3124.
Our 2nd-8th-graders are just beginning rehearsals for this
year’s spring play, The Secret Garden. A $2,000 grant from
the Neskowin Community Association is helping to fund
our drama program this year, and we invite all of you to see
the dramatic magic your generous gift has wrought when
the play debuts at NVS on April 26 at 7pm. Students will
present it again the next night, April 27, at the Lincoln City
Cultural Center.
NVS welcomes contributions to our Annual Fund, which
helps cover operations each year. This is an excellent year to
contribute, as we have a special donor willing to match all
gifts to the Annual Fund with a gift to the school’s Faculty
Fund, doubling the value of your support.
Finally, our Summer Day Camp schedule will be out any day
now—please check our website,
www.neskowinvalleyschool.com, for class listings starting
the first week of July. We will have week-long classes for
visitors of all ages, including classes the week of July 4—
watch for a medieval troupe from NVS in the Neskowin
Walkabout on July 4.
Our ocean studies continue as all of our students study local
fish, plants, and marine mammals for the 2013 edition of
the Field Guide to the Neskowin Valley. Recent visits to
Westwind, the Oregon Coast Aquarium, and the Hatfield
Marine Science Center have focused on students exploring
the land and sea habitats of their chosen organisms. Older
Memorial Day Bake Sale

The annual Memorial Weekend Bake Sale will happen again this year. The
bake sale will be held on Saturday, May 25th in the parking lot next to the
wayside. Donated baked goods will be needed for this event and we know
there are some great cooks out there.
Plan to bring your packaged and donated baked goods to the parking lot by
8am on Saturday. If you are not sure what to bake, do consider pies as they
are a big hit. You do not need to price your goodies as we will do that for
you.

Tapping Ocean Energy

South Tillamook County residents recently learned that a site in
the near-shore ocean between the mouth of the Nestucca River
and Neskowin has been identified as a potential location for ocean
energy testing and possible placement.
The process to select that site -- along with three others -- followed a
four year effort to review possible sites by the Ocean Policy Advisory
Council (OPAC), a long standing advisory group to Oregon’s Land
Conservation and Development Commission (LCDC) and a separate
citizens’ group.
Hundreds of meetings were held along the entire coast with
literally thousands of people attending and providing testimony.
The final recommendations from both working groups had the
Waves coming into Pacific City with Cascade Head to the south
Nestucca-Neskowin site off the table. At the last minute, a staff
report from the Department of Land Conservation and Development (DLCD) modified the ranking with the Nestucca–
Neskowin site in the number two slot.
To date, no one has explained who made the change and why it was made. Affected parties have not been given any
explanation nor had an opportunity to question the process or DLCD staff. Transparent government has suffered a major
body blow with this process.
If an ocean energy developer proposes to place a device in the sea off the coast of Oregon, that developer will be required to
obtain various permits and submit environmental impact data. It most certainly will be a long, difficult and quite
expensive process, with no guarantee of success.
The ocean does indeed contain enormous amounts of energy. Many companies are designing various devices to harness
this renewable, clean and plentiful energy. There has been some success in waters off Europe. Testing is currently
underway just off Reedsport. Whether something on a commercial scale can be viable in the waters off the Oregon coast
remains to be seen. And it’s not likely to occur for a number of years. But the electrical energy business operates on a very
long planning horizon.
It is the intent of your consumer owned Tillamook PUD that, if and when any ocean power seeks to come ashore in our
territory, there will be no cost or impact to our ratepayers.
The New Years Lanterns

It was astonishing! They looked like giant stars
floating away so fast, like they had a great
destination. They were floating lanterns, and
my family and I set them off for New Years Eve.
hot air. At last it was flying through the air
looking so exquisite.
The next lantern was up and flying in
seconds, but it didn't go to far before it
started heading for Nancy's house … it was
so funny! Her husband, Cameron was in
the house and because he was sick he
missed the thrill.
There were so many great people there. There
was Nancy, Rowan, Rowan's dog named Betsy
Ross, my Aunt, and my family and I. Also, our
friend Hope was there. She was wearing
sparkly shorts that she called her 'disco diaper'.
There were so many great people there. The
first lantern was so exquisite. The last one
flew high and away into the sky. Hopefully, we can do it
again this summer.
All of us stood in the middle of the beach
village and huddled around the first lantern. Rowan was
lighting the wax square on fire, and letting it fill up with
