Comptroller Corner
As I step into my new role as Under Secretary of Defense (Comptroller)
and Chief Financial Officer, I am increasingly aware of the need for strong
decision support skills within the DoD financial management community.
I rely heavily on Comptroller staff for their expertise and boots-on-theground experience. Therefore, I am committed to providing you with
training and developmental opportunities that will improve our collective
analytical skills. Through the DoD FM Certification Program, we have
the means to ensure you have opportunities to develop professionally
from a variety of experiences. I view the certification program as a critical
enabler, helping us become a more responsive organization.
Mike McCord
Cutting across all levels of our enterprise, we need people drawing from
Under Secretary of Defense
(Comptroller) and Chief Finana broad base of functional professional experience in DoD financial
cial Officer
management. This combination of experience and knowledge is an
invaluable resource and is emphasized through the DoD Certification
Program’s “Developmental Assignment” requirement, mandatory at Certification Level 3 and
encouraged at Level 2. While each Department and organization has the flexibility to determine what
constitutes a developmental assignment within their purview, the requirement’s intent is to ensure
that employees are exposed to new ways of doing business and, when a better way of doing things is
discovered, that that information is disseminated across organizational boundaries.
As all of you who have already been brought into the program work to complete your certification, I ask that
you see each requirement as an opportunity to broaden your skill set, as well as your perspective. Work with
your supervisor to deliberately select trainings and developmental assignments that offer new experiences.
Think about your career development path and pursue the Program’s requirements with purpose.
Over 500 financial managers have pursued and completed DoD Certification Program requirements, with
the most recent awardees highlighted on the next page. Thank you for your leadership. We will depend on
this kind of broad-based experience and knowledge as we become a stronger, more flexible workforce.
CONGRATULATIONS! Hats off to the 500th person to earn their DFMCP credential!
Frank Nino, Accounts Payable Accounting Technician

“The FM Certification Level 1 is an excellent program and strengthens a good
foundation to an existing framework. As a former public school teacher, I enjoyed the
numerous opportunities to teach and provide assistance to my co-workers including
a FM Certification open house session department wide. I am pleased to be one of
the first to earn the DoD FM credential as a guide to professional development and
supporting the nation’s security.”

FM Online Updates
Wondering where to find the academic matrices or the Learning History Worksheets? We know there is a lot of information to digest when
you begin your path to certification. To help you out, we’ve streamlined the FM Certification Program information found on FM Online.
Based on your feedback and website analytics, we reorganized the content on FM Online to make it easier to find key documents and
resources. As with any change, we want to make it easy for you to transition to the new site. This article provides previews of the new page
layouts highlighting key changes and links to the most frequently used resources on FM Online.
Training Resources Page
https://fmonline.ousdc.osd.mil/FMCertProgram/TrainingResources.aspx
This page was redesigned so that each training tool is visible to you without having to scroll down.
The Overview Videos provide an introduction to the program and background information, program
requirements, key tools, and resources. The Instructional Videos and Related Tools provide more
detailed information, such as how to complete the 3-Step Process in the DoD FM LMS. Click on each
box to find a description of the video and related tools. If you have difficulty downloading the videos, find
alternative formats in the right-hand box.
FM LMS Job Aids
https://fmonline.ousdc.osd.mil/FMCertProgram/JobAids.aspx
To improve usability, we categorized the Job Aids by target audience (User, Supervisor/A2/CCA, and
Component Administrator) and further organized them into groups based on the Three-step Process.
Templates and Forms
https://fmonline.ousdc.osd.mil/FMCertProgram/TemplatesForms.aspx
The templates and forms page was expanded to provide descriptions of the templates/forms frequently
used by administrators and users alike. We also added a few resources, such as the Academic Matrices,
to make it easy for you to locate these tools in one place.
Aside from the pages listed above, we made many other enhancements to the site that you may find helpful. As always, the best way to learn
the new site is by logging on and clicking through the pages. If you have any suggestions on how we can improve FM Online, please email our
team at [email protected].
Can course hours gained from academic courses (i.e. university/college)
be used to satisfy the “Other Required Courses” requirements?
A. Yes
B. No
C. It depends.
See page six for the answer.

Continuing Education and Training (CETs) Hours
Documenting CETs…
There’s a Job Aid For That
As you complete your CETs, you must use
the FM LMS to record your achievements.
As with most actions within the LMS,
“there’s a job aid for that.”
Use the job aid “How to Record CETs in the
DoD FM LMS” at https://fmonline.ousdc.
osd.mil/LMS/JobAids.aspx for step-by-step
instructions on this process.
Please note that you do not need to upload
completion certificates to document the
completion of CETs. Instead, keep a personal
file with these certificates on hand.
AFTER you have completed your DoD FM Certification, the next step is keeping
your skills sharp by taking continuous training. The FM Certification Program requires
that varying hours of Continuing Education and Training be completed every two
years depending on your certification level. At level 1, 40 hours are required; at level 2,
60 hours, and at level 3, 80 hours. With over 500 DoD financial managers certified,
we want to highlight various ways you can achieve CETs and how to document their
completion in the FM LMS.
You can earn CET hours in a variety of ways. One simple way to earn credit is by
completing courses detailed in FM myLearn. Each course hour credit is equal on one
CET hour.
Another way to earn credit is by meeting Continuous Education Points (CPEs) or
Continuing Education Units (CEUs) requirements for other DoD-recognized FM
test-based certification programs. These credits can be simultaneously credited
to your CET and CPE requirements, on a unit-to-unit basis. In other words, if you
are a CFDM or CGFM, etc. and you earn continuing education credit through these
programs, those CPEs can also be counted as CETs. This includes credits earned
by attending FM or leadership-related workshops, seminars, and symposia sponsored
by the respective association.
This same policy applies to those included in the DAWIA program. Your Continuous Learning Points (CLPs) will also count as CETs on a
unit-for-unit basis. Click here for more information on DAWIA and FM Certification requirements.
Lastly, if you are taking academic courses, you may count financial management-related CEU credits toward CETs based on the following
equation: one CEU equals 10 CETs. CEUs are granted by accredited academic organizations, so refer to your academic institution for
additional information.
Maintaining your professional certification shows others that you are doing your part to enhance your skills within the FM career
field. If you have any questions about what constitutes a CET or how to document them, reach to the DoD FM Certification Team at
[email protected].
You Asked. We Answered.
Do I get CPE credits for courses completed within the FM LMS
(e.g., Ethics for Senior Management)?
OUSD(C)-developed certification courses launched from the DoD
FM LMS meet the standards established by National Association
of State Boards of Accountancy (NASBA) to award CPE credits.
These credits can be applied toward other certifications, such as
Certified Public Accountant.
https://fmonline.ousdc.osd.mil
To print your course completion certificates, with the number of
CPE credits earned, follow these steps:
1. In the FM LMS, select “Reports”
2. Click “FM Course Completion Certificate”
3. Choose the preferred courses
4. Select the “Run Reports” buttons to the right to generate
your certificate

Course Spotlight:
We are pleased to announce the release of two new web-based courses, Intermediate Decision Support and Decision Support for Leaders:
Intermediate Decision Support
Competency: Decision Support
Certification Level 2 – 4 Course Hours
Decision Support for Leaders Competency: Decision Support
Certification Level 3 – 4 Course Hours
The overall objective of this course is to provide a decision support framework to identify good alternatives (courses of action) and
to evaluate alternatives in terms of their effectiveness and efficiency, including counting the right costs and benefits and applying an
appropriate decision rule. These issues and concepts provide the foundation required to understand higher-level rules and processes in
DoD decision support.
Upon completion, you will be able to:
• Understand why analytic techniques were introduced to defense resource management in the DoD
• Understand efficiency and effectiveness as criteria for good defense managerial decision support
• Define average, total, and marginal costs and calculate them for decision support
• Identify costs and benefits as relevant or not relevant in a decision problem
• Identify special considerations for decisions affecting human resources
• Understand the difference between cost-benefit and cost-effectiveness analysis and know the proper decision rules for each
This course explores decision support model development and expands on it by discussing pre- and post-decision analysis. It discusses
data analysis and both pre- and post-decision cross-cutting accounting tools that can be employed. There is also a concentration on
regression analysis. The course culminates with a review of sensitivity analysis, an important concept in understanding more complex
DoD decision support processes and rules.
Upon completion, you will be able to:
• Present basic steps in model development
• Define pre-decision analysis and its elements
• Define post-decision analysis and its elements
• Identify how to specify, collect, and use data properly
• Identify tools and techniques that can be applied to pre- and post-decisional analysis and the benefits of each
• Define regression and how it informs the decision maker
• Define sensitivity analysis
How to Access these Courses:
1) For those already participating in the Certification Program with access to the DoD FM LMS, we recommend that you launch
and complete OUSD(C) courses in the FM LMS where completion is recorded automatically toward program requirements.
> DoD FM LMS: https://whs.plateau.com/learning/user/ssoLogin.do
2) For those without DoD FM LMS access, launch the courses from the FM myLearn website, using the exact title as the
keyword in the search bar. You will need to record learning and upload the completion certificate into the DoD FM LMS to
receive credit toward DoD FM Certification.
> FM myLearn: https://fmonline.ousdc.osd.mil/FMmyLearn/default.aspx.
> Click on the “My WBT” tab in the top left corner.
The FM Certification Team would like to thank the subject matter experts from the Defense Resource Management Institute for their
integral support during the development of these courses. If you have any questions, please contact the FM Certification Team at
[email protected].

Searching for Courses in FM myLearn
Over the past few weeks, we have heard from many FM members asking how to find the courses listed in FM myLearn. So, we compiled a few tips
for as you search for new courses.
Course
Owner
Search
Filters
The first way you can search for courses
is by using by using the key word search
in the upper right corner. When using
the key word search function, you can
search using a key word, part of a title,
or a course identifier such as ‘F1234’ or
‘L1234’. After entering your search
word, you must click “GO”
to search.
The second way to search FM myLearn
is by using the filters found in the
navigation bar to the left. When using
the navigation bar, each time you select
a tab, your search is narrowed by
that category.
If you need to “clear” a filter, you may
do so by clicking on the grey text to have
it removed or by clicking on the “FM
myLearn Home” tab.
Filters are notated in grey text above
the results listing.

Certification Implementation
An UPDATE: When we began the pilot of DoD FM Certification
in 2013, we knew the path to full implementation would take a
healthy dose of leadership and teamwork across all levels of the
DoD financial management enterprise. Fast forward a year and a
half later and we are happy to report that your hard work has paid
off! Over 46,000 financial managers have been officially brought
into the program. We have successfully launched 98 percent of the
individuals who were planned to be launched by
30 September 2014.
Implementing this program across DoD FM organizations took
your leadership and hard work; we thank you for your support and
engagement throughout this process. Your support is evidenced by
the 37,700 plus web-based courses that have been completed within
the FM LMS. Yet, even more impressive is the ever-increasing
number of individuals who have already achieved their DFMCP
credential. To date, 652 DoD financial managers hold their DFMCP
credential and that number is growing each day!
As we move into the new fiscal year, the DoD FM Certification Team
will continue to support your certification requirements by creating
new web-based courses (see page 6 for the pipeline) and answering
program-related questions. Further, we will take with us the lessonslearned during the past year of implementation and apply them to
the upcoming Reserve and Air National Guard implementation.
While Reserve and Guard implementation carries its own set of
complexities, our lessons learned will help us navigate the process
with improved efficiency. To help keep us on track, we developed an
implementation schedule, with 31 March 2015, slated as the target
completion date. By the end of the first quarter, we expect 23 percent
to be launched in the program.
As we continue to implement the program across our total force,
we hope you will share your secrets
to success with over 300 members of the
DoD FM Certification Discussion Group
on LinkedIn. This online discussion
group crowd sources answers, getting you
the answers you need without delay.

Can course hours gained from academic courses
(from a university/college) be used to satisfy the
“Other Required Courses” requirements?
B - No, academic courses may not be substituted for
the “Other Required Courses.” One of the program’s
goals
is to develop standardized language across DoD
financial management organizations in key areas
such as Audit Readiness, Ethics, and Fiscal Law – or in
fundamental subjects such as Accounting or Budget
as in DoD FM 101. Commercial or academic courses
may share similar topics, but with the “Other Required
Courses” requirement, we are creating a mechanism
through which all DoD FMers will learn about these
subjects as they apply to the unique DoD environment.
We are not considering a change in this policy.
There are, however, a range of approved government
courses that may be used as substitutes for the
“Other Required Courses” requirement. A list of these
substitutions may be found via the “Substitutions”
tab on the left-hand side of FM myLearn.
Please note that while academic courses may not be
used to satisfy “Other Required Courses,” they may
be used (if properly aligned and approved) to satisfy
course hour requirements for the FM and Leadership
competency requirements for initial certification, as well
as for continuous education and training requirements
(CETs) after you’ve earned your certification. For more
information on how to determine if your academic
courses apply to FM Certification requirements,

Improvements in Action
The DoD FM Certification Team recently created a Course Management System (CMS) for Course Managers to facilitate the flow
of course submissions to OUSD(C) for review making it faster for you to gain certification credit for completed courses. This automated
tool helps to decrease the amount of time it takes to approve and post submitted courses to the e-catalog on FM myLearn.
Hot Docs!
Since the last publication of this newsletter in June, almost 50,000 people have visited FM Online downloading over 80,000 tools
and documents.

Course Managers
On the previous page, we outlined the next steps for obtaining certification credit for courses using your academic transcript or using
your education and training history. As noted, the course manager at your organization is responsible for compiling and submitting courses for
mapping on behalf of your organization to OUSD(C). Contact your FM Certification POC to find out who your course manager is.
