Village Engineer It’s hard to believe that another year and construction season have come and gone! As we enter into the New Year, let’s take a look back at the progress that was made within the Village of Manteno over the past year, as well as look forward to a few projects that are already on the horizon for 2016 that will continue to improve our community. MFT Pavement Resurfacing Over the summer, the Village completed its annual pavement resurfacing project. The existing roadway surface was milled and repaved on various streets throughout the Village. The work was completed by Kankakee Valley Construction Company and was funded by the Motor Fuel Tax (MFT) program administered through the Illinois Department of Transportation (IDOT). Before we know it, it will be time to begin making plans for this year’s resurfacing project! Maple Street ADA Upgrades The Village contracted with Gallagher Asphalt this past summer to complete the ADA improvements on Maple Street at Third Street and Fourth Street. The project included milling and repaving of the pavement surface, construction of new sidewalks, and installation of new handicap-accessible ramps. The majority of the project costs (80%) were funded with federal Surface Transportation Urban (STU) funds. The remaining costs (20%) were funded with Motor Fuel Tax (MFT) allotments. Sanitary Sewer Rehabilitation Although not as visible as some of the other projects completed throughout Manteno this past year, the Village continued to proactively make improvements to its sanitary sewer system. Sections of sewer were inspected with special video cameras and rehabilitated utilizing cured-in-place pipe (CIPP). This method of rehabilitation provides a completely new sewer pipe inside of the existing sewer, eliminating costly excavations and minimizing disruptions to residents. Over the summer, the Village contracted with Hoerr Construction to rehabilitate sanitary sewers with CIPP in the area between Maple Street and Walnut Street (west to east) and between Third Street and Sixth Street (south to north). IL Route 50 Pavement Resurfacing The entire stretch of IL Route 50 through Manteno was resurfaced this summer by the Illinois Department of Transportation (IDOT). Although the Village of Manteno did not have any involvement with this project, the improved roadway benefits Village residents and visitors that travel this section of highway. New Parking Lot at 52 South Walnut St. A new parking lot adjacent to the Manteno Public Library was constructed this past fall. This new lot provides additional parking to the numerous entities along South Walnut Street. The construction was completed by Kankakee Valley Construction Company and was funded with Tax Increment Finance (TIF) funds. Alley Reconstruction behind Dollar General This past fall, the Village contracted with Kankakee Valley Construction Company to reconstruct the alley behind Dollar General. The existing alley was completely removed and reconstructed with new asphalt pavement. This project also provided additional storm sewer and catch basins to improve drainage along the alley and adjacent areas. 1 Storm Sewer Replacements With the help of Tyson Engineering, Inc., the Village is finalizing plans for replacing sections of storm sewers on Leahy Street (between Poplar Street and Parseghian Place) and North Main Street (near W. Fifth Street). Construction of these projects is expected to begin in the spring. The costs for the project along North Main Street will be funded with TIF funds, while the project on Leahy will be covered by sewer funds. OSLAD Grant Application The Village is working with Tyson Engineering, Inc. to apply for an Open Space Lands Acquisition and Development (OSLAD) grant from the Illinois Department of Natural Resources (IDNR) for improvements to a park in Rock Creek Estates. This is a great funding opportunity for the Village. If awarded, this grant will provide up to half of the construction costs. Grant applications are anticipated to be accepted by IDNR this spring. The Manteno Community Ice Rink offers winter fun for residents of all ages. The full size rink is located on the north end of Legacy Park. Public Works will start the process of freezing the rink once temperatures hit and stay at freezing of 32°. On the south end of the rink are BYOW (bring your own wood) fire pits for usage. Please use common sense when maintaining the fire. Port-a-johns on site. Bring your own skates and follow the rules and times posted. With last weeks rain, then a drop in temperature, the ice rink came about naturally. A group of junior high boys took to the ice to start the hockey season in Manteno. Enjoy the ice ! 3 2pm - 6pm, 9am - 12pm, 4pm - 6pm Village News Winter 2016 EVER CHANGING CODES AND ORDINANCES Chris LaRocque, Director of Building & Zoning When construction and permits slow through the winter, it provides us with time to review our codes and ordinances. We evaluate which ones might need to be changed or removed to better serve our residents. Some of these changes come to light through the normal process of issuing permits, some become evident when variance applications are submitted, and others are due to various changes in our everyday world. Recently several ordinances were altered to correct some specific issues. A conflict was discovered that had two different distances allowed for the location of a driveway in the residential zoning district. After several discussions at our committee meetings, it was decided that the 5’ distance was most favorable and practical for our residents. Another dealt with a distance restriction for commercial entrances and a street intersection. Again the issue was discussed and decided that each location should be evaluated on its own merit by the Chief of Police and the Village Engineer to make sure if a lesser distance was allowed it would not create safety or congestion issues. Sometimes technology plays a role in needed changes to our codes and ordinances. One recent change came about when we realized that part of our sign ordinance no longer applied due to changes in the ability of electronic signs to show moving images. That part of the ordinance was changed to match current technology. Another example of a change due to technological improvements was the ordinance requiring street lights be installed with LED lights in new developments. In addition to the longevity of the bulbs, LED’s will also provide the village with significant electric savings. Building codes also continue to evolve, as materials and processes change over time. Sometimes a simple amendment to the codes is adequate to keep up with the changes. We are currently evaluating the 2015 version of the codes to see if there are ample changes relevant to the village to warrant making this change. The process takes a significant amount of time as there are seven code books to go through. Both ordinances and building codes are “living” documents. By that, we mean that they are always changing to stay relevant. As you can see by the examples above, as a village we are continually reviewing what works and what doesn’t for our residents. No matter what the changes are the goal remains the same, to keep our village attractive and our residents safe. Building & Impact Fees Partially Reinstated As 2016 begins, building and impact fees will be partially reinstated per ordinance 15-19. At only 25% of the full amount due for the 2016 year, the fees are still a bargain. Other local communities have required their fees throughout this economic downturn, not providing builders with any break at all. Manteno’s mayor and village board recognized that some relief from those fees would help spark new home construction and a review of the numbers supports the success of the policy. In 2013 we had nine new home permits. That number has increased steadily each year to twenty-one in 2015. If you’re considering building a new home in Manteno, 2016 is still a great year to do it! Babies and their caregivers will share rhymes, songs and books. The program is held every Thursday at 10:45 am. Teen Club The Teen Scene Book Club meets once a month on a Thursday evening from 6:00 – 7:00 pm. Join us for food, fun and books! The Teen Club will meet on the following dates: January 21st, February 25th, and March 17th. Be sure to bring a friend! Youth Programs Our Preschool Programs will resume the week of January 11, 2016. Come and play with us! Preschool Programs Little Wigglers, for 2 – 5 year olds is held weekly on Tuesdays at 10:45 am and lasts approximately 30 minutes. This music and movement program will provide a great opportunity for kids to move, play and listen to music while developing readiness skills and improving motor skills. Parents are required to stay with their children. Kinder Klub Story Time for 3 – 5 year olds, is held on Monday evenings at 6:00 pm and Wednesday mornings at 10:45 am. We are offering two different times to accommodate parents’ schedules. This storytime program meets weekly and offers stories, crafts, and fun activities to prepare your child for Kindergarten. Parents are required to stay with their children. Baby Tots is an interactive program Friends of the Manteno Public Library Present: Bridging the G.A.P The Friends invite 7th and 8th grade girls to join us for an evening of action -packed FUN!!! The event is $10 per person and will be led by local high school girls on Friday, January 22, 2016 from 8:00 p.m.-Midnight at the Manteno Public Library. The program will focus on building healthy relationships, leadership, and selfesteem. Pizza and snacks will be provided. Registration is required. Winter 2016 5 WINTER WEATHER EDITION You have asked and we are answering! Here are a few of the most frequently asked questions and answers… Q. Why does it seem that my cul-de-sac, or court is always the last to be plowed? A: All municipalities - due to limited resources - priorities how they implement snow removal activities. During moderate to heavy snow falls, we engage snow removal on a wide scale with most resources geared at opening main roads as a priority. It is imperative to clear main roads first to provide mobility and access for police, fire and ambulatory activities. Public safety is our first concern fro residents during snow events. Q. Why is snow being stacked on my parkway? A: The recent snow seasons have provided record low temperatures lasting for weeks And even months. Snow continues to fall without an opportunity to melt. Additional snow falls create a situation where snow is constantly removed from the roadway and stacked, but does not melt. Unfortunately parkway storage is the only efficient method for clearing snow. Q. Why do the plows come after I’ve already cleared my driveway? Why can’t it be done all at once? A: The Village of Manteno has more than 36 lane-miles of roadway to clear during a snow event. Many factors must be taken into consideration when determining timing for snow removal: type of storm, amount of snow produced and number of plows dispatched. In some cases, residents see that their streets are cleared before residents have the opportunity to clean their driveways. In other cases, residents will clean their driveways and the snow plows will arrive to clear snow from the entire road way. By design, a line of snow will more than likely be deposited along the driveway. This snow is commonly called wind-row as it is the snow that escapes the plow during removal. It may take a plow truck two or three passes to clear snow from the streets, increasing the likelihood of snow being deposited in front of driveways. 6 Winter 2016 6 SNOW TIPS 1 2 3 4 5 6 7 8 Jim Hanley, Superintendent Public Works Please be patient. Every storm event is different and the variables are nearly impossible to anticipate. Streets may have to be plowed several times depending on the snowfall. Village ordinances prohibit parking on posted streets after a 2 inch snow fall. These are typically posted due to the width of the street or the need for traffic and EMS accessibility. Please keep the vehicles off of these roads during and after an event until the snow has been completely removed. The Village recommends odd and even parking. On odd days, 1 st, 3rd, 5th, 7th, 9th,…. that it is sowing or forecasts indicate that it will snow, park on the side of the street that has odd house numbers. Once the snow has been completely removed from your side of the street, move your vehicle to the other side of the street to allow for cleaning the odd side. On even days, 2nd, 4th, 6th, 8th,…. park on the side of the street that has even house numbers. Once the snow has been completely removed from your side of the street, move your vehicle to the other side of the street to allow for cleaning the even side. Please do not park in cul-de-sacs at all if possible. If at all possible, please do not clear your driveway at the curb line until we have plowed the street from curb to curb. We do not try to, or even want to put snow back in your driveway, but with a driveway at every home, it is physically impossible to not put it into everyone’s driveway. When clearing your driveway, residents should push or blow the snow to the side of the driveway and NEVER INTO THE STREET. While the plow will come along and take it away, it will simply be deposited in your neighbor’s driveway. On garbage day, please keep your trash receptacles out of the road way. The garbage trucks have an extended reach and can access beyond the curb line. If we have to go around your trash containers leaving snow behind, it will likely end up in your driveway later. If your home is located on a curve, stakes that extend above the snow depth can help drivers identify exactly where the curb line is located. The typical plow truck with a full load of salt can weigh in as much as 34,000 pounds and is about as sensitive to the touch as a freight train. In heavy snows, the driver has to feel where the plow meets the curb and ride within that narrow margin of error. Occasionally around curves, the plow can skip over the curb and plow off grass as easily as it can snow. Identifying the curb line can help your driver and prevent grass replacement in the spring. Weak posts and mailbox arms are frequent casualties of heavy wet snow and are rarely hit by the plow truck. Mailboxes should be kept in good condition, not leaning into the street, and placed according to the guidelines set forth by the United States Postal Service. The Village is not responsible for damaged mailboxes. 9 If the fire hydrant in your yard or parkway becomes buried, you can help by shoveling a path from the roadway to the hydrant and then around it for Fire Department’s easy access 10 Communicate with your Public Works Department. We will be happy to work with you to answer any questions or concerns that you have. 7 WINTER 2016 7 The Lighting of Main Street and Santa Claus Downtown Manteno was a beautiful sight to see on Friday, December 4th! Mayor Tim Nugent kicked off the holiday season with the Lighting of Main Street. Lights twinkled throughout downtown and on our community buildings as we celebrated the holidays. Everywhere you turned there was magic- children bundled up with hot chocolate, dancers braving the cold to entertain the audience, our MHS musicians providing the holiday songs we know so well, and parents able to provide their children this experience in the comfort of our hometown. WINTER 2016 8 Three Manteno Elementary students competed in a schoolwide coloring contest and were selected for the honor of ‘flipping the switch’ to light up downtown. Contest winners were Emily Young, Lillyonna Quaintance and Darion Johnson. Santa made an appearance to Manteno just in time for the lighting of the tree, riding in style by fire truck! From Santa in his house, to horse and carriage rides and assistance from our Manteno American Legion Post 755, to live performances from Dance Alive! Dance Studio Christmas Company, MHS Madrigals and MHS Holiday Ensemble-there was certainly something for everyone! Inside the Leo Hassett Community Center, the Manteno PTO showcased their ‘Trees Around the District’, raising over $2,500 for the organization. Manteno Public Library provided coloring activities and crafts throughout the evening. All event photos by Broderick Photography. Our MHS musicians provided the holiday songs we know so well. We had over 20 volunteers from MHS service organization ‘Manteno Interact Club’ -working with director Jenny O’Reilly. Local Girl Scout Troops were busy making ornaments for the Community 9 Winter 2016 9 HOLIDAY BUSINESS WALK Downtown Manteno hosted its 2nd Annual Holiday Business Walk on Friday, December 4th that included 18 of our area merchants. Guests of the event were offered a ‘Santa’s List’ that directed them to each business and included a holiday treat at each stop. Completed lists were returned to the Leo Hassett Community Center for a chance to win our grand prize! Thank you for supporting our local businesses and to our many participants in the event! Photo by Broderick Photography Downtown Manteno HOLIDAY WINDOW Decorating Contest Downtown Manteno is glistening with the holiday spirit thanks to so many of our local businesses! 20 businesses participated in this year’s decorating contest for the title of best dressed storefront. Sheers Salon took 1st Place with over 300 votes in a four day vote-off at facebook.com/VillageofManteno. Congratulations to Stacy and everyone at Sheers for a beautiful addition to downtown Manteno! CHAMBER OF COMMERCE HOLIDAY PARTY Newly opened restaurant and bar, Durbin’s, was host to this year’s Chamber of Commerce Holiday Party! 85 members and guests were in attendance for the event. Guests enjoyed the live entertainment of Lupe Carroll and silent auction with more than 20 items. Half of all proceeds from the event will be donated to a local charity and are made possible through the generous support of our members. The event was a great way to celebrate 2015! DANCE STUDIO Staci Wilken, Event Coordinator Members of the Manteno Chamber of Commerce celebrated the 20th Anniversary of Dance Alive! Dance Studio on Monday, November 9th. Owner Neala Dunn has over 350 students enrolled at the studio and this fall completed a remodel project providing an additional 1,250 sq. feet to the now 5,000 sq. ft. facility. Dunn explained that Dance Alive! Dance Studio has outgrown two other studios in town and is happy to continue to be able to call Manteno home. The studio hosts classes for the beginner through the advanced dancer and now offers Irish Dance for boys and girls ages 3 to adult. The Manteno Industrial Alliance targets local industries and offers an opportunity to learn the latest on all industry related information and the impact of area projects on the Manteno community. The Lunch & Learn was a great opportunity for networking, discussion and Q&A for our Manteno-based industries. We have created a new web site to better service our community. New features include a slide show and video montage, highlighting our village assets and events. Functional modifications will assist our visitors in acquiring pertinent information about daily life, services and offerings of our great little town.
