Disaster waste is now a common category in solid waste management due to various big disasters that have recently occurred throughout the world, which include
earthquakes, tsunamis, hurricanes, floods. Disaster waste is clearly distinguished
from ordinary waste such as MSW and industrial waste in the following points:
tremendous amount of waste production; wide variety of waste characteristics and
heavy dependence on site-specific situation; limited time for management; simultaneous problems such as fire and sanitation. This workshop aims at exchanging
information and learning future needs for the above research topic.

IWWG Workshop: Food Waste and Social Impacts

Social assessment approaches differ from environmental assessment due to the
fact that indicators and impact categories include subjective social criteria that are
sometimes both hard to quantify and difficult to classify as hard facts that are approved in a natural sciences manner. In this regard the methodological and practical approaches in social assessment are at the very beginning and controversially
discussed. The social impact of food wastage with regard to food waste prevention
measures has been poorly addressed so far; therefore the social impact of the distribution of 388,000 t of food products to 5.4 million deprived European citizens by
European Food banks in 2012, for instance, is unknown.
The workshop aims at exchanging knowledge and experiences in social assessment approaches for food wastage.

This workshop will discuss various wood waste management alternatives ranging
from mulch production to material and energy recovery. Management practices
in different countries will be introduced. Focus of the workshop is the assessment
and modeling of environmental impacts of various practices. The environmental impacts include the release of greenhouse gases during energy recovery and leachate emissions from stockpiles. Other topics such as the legal framework, incentives
and stakeholder preferences will be discussed as well.

WASP (Waste Prevention) Tool project has been elaborated in order to investigate,
demonstrate and optimise the waste prevention potential at the Local Authorities
(LA) level in the Mediterranean area, in the different geographic and waste policy context of Greece and Cyprus. To date, the scientific team of the WASP-Tool
project has assembled a big range of the waste prevention activities that have
been already implemented worldwide and has evaluated them in respect with the
diversion potential, cost of implementation, level of behavioural change and environmental benefits. The output of the system includes a ranking of the appropriate
waste prevention activities, as well as estimated results for each activity, taking into
account local demographics and waste parameters.

With increasing concerns over environmental depletion and scarcity of resources, people and policy makers are becoming more and more aware of the potential of waste
as a resource. In the EU’s Seventh Framework Programme for Research (FP7), waste recycling has been addressed by different projects that encompass a wide range
of waste materials, technologies and processes aimed at improving resource efficiency. Horizon 2020, the new EU Framework Programme for Research and Innovation,
will tackle six societal challenges by bringing research closer to the market. Waste
will be addressed through societal challenge “Climate action, resource efficiency and
raw materials”. The workshop will present the results of FP7 funded projects and will
provide a snapshot of how the topic, waste, will be handled under Horizon 2020.

The LIFE Programme has been the EU’s funding instrument for the environment
since its approval in 1992. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental policy and legislation

Directive 2008/98/EC on waste (Waste Framework Directive) defines “re-use” as
«any operation by which products or components that are not waste are used again
for the same purpose for which they were conceived». Indeed “re-use”, as a part
of the waste prevention strategy, is strictly intended to deal with products or parts
thereof that are still able to perform their function, not waste; any necessary checking, cleaning or repairing recovery operation would be rather a “preparing for reuse” operation, conducted on materials that have already become waste. “Re-use”
could also be seen as a broader concept within the waste management vision: to
give an object or a product a second or more chances to be used for its original
purpose, in order to prevent it from becoming or returning to be waste.

Waste collection from underground container systems has for years been widely used in many European cities. Such systems offer a lot of advantages,
like effective use of urban areas for waste disposal, high hygienic and aesthetic standards, fire proof waste disposal and cost effective waste collection.
Underground container systems are also getting more “intelligent” to optimize the
cost efficiency of waste collection. One way of accomplishing this is by equipping
the containers with an electronic filling-level measurement, with data transfer by
GPRS, central data hosting and an online GPS route planning system. Cost reduction on waste collection enables the Municipalities to pass these savings on to
the households by creating waste fee models where households pay for the actual
amount of waste generated.

Europe and BRICS Countries

What are the key differences in Waste Electric and Electronic Equipment (WEEE)
management systems in BRICS countries and Europe? What are their strengths
and weaknesses? These are the main questions that will guide open discussions
in this workshop. Following keynote presentations, participants will be invited to
discuss WEEE systems in BRICS member states and Europe, taking the following
into consideration: institutional frameworks (what are the formal responsibilities
and key players in the waste management systems?) and informal sector activities
(what is the relevance of informality in the current situation?). Expected outcomes

EASETECH is a new model for the environmental assessment of environmental
technologies developed at the Technical University of Denmark (DTU). The primary aim of EASETECH is to perform Life Cycle Assessment (LCA) of complex
systems handling heterogeneous material flows. The two main novelties compared
to other LCA software are as follows. First, the focus is put on material flow modelling, as each flow is characterised as a mix of material fractions with different
properties and flows in terms of mass and composition are computed throughout
the integrated system included rejects, slags, ashes and products as a basis for the
LCA calculations. Second, the tool has been designed to allow for the easy set-up
of scenarios by using a toolbox, the processes within which can handle material
flows in different ways and have different emission calculations.

Semi-aerobic landfill management has been believed to be an effective way of
promoting the aging (degradation, solubilization, gasification, sequestration, etc) of
waste. This function was certainly proved under the condition of ideal and appropriate management. But most landfill sites that posses “semi-aerobic structures”
are far from this ideal condition, even in Japan, the birthplace of semi-aerobic landfill. What is the solution for environmental factors keeping the landfill away from
semi-aerobic management? This session will report the challenges to give scientific clue to this question thorough the trial application of semi-aerobic management
to landfills in Asian tropical countries.

Even though during the last decades important improvements have taken place
in some developing countries in terms of evolving from disposal practices relying
on open dumps to the use of sanitary landfilling, many of these countries have
neglected a comprehensive strategy based on the waste hierarchy (by focusing
only in landfilling). These strategies brought about spatial and temporal transfer
of environmental impacts associated to the disposition of waste in soil. The main
objective of the workshop is to identify the key factors, and the relationships among
them, upon which a more comprehensive waste hierarchy relies on, and the limits
and shortcomings, typical of developing countries, that prevent the design and implementation of environmental waste policies oriented towards treatment, recycling
and materials and energy recovery. Both successful and failed experiences from
Latin American countries will be used to show the key factors identified in action and
how the interaction among these factors can lead to success or failure in real cases.

Workshop: Waste Management in Developing Countries - The Role
of the Informal Sector

Partnerships are a key element to working successfully. However, all stakeholders in waste management have a different perception about the advantages of
partnerships. While stakeholders from the public sector tend to be more aware of
integrating informal workers, the private formal sector is generally more reluctant.
The informal sector normally appears to be a very weak, individual-based and illiterate stakeholder, with whom cooperation could barely be possible. Though, this
sector has experienced an important change in many places. They have shown the
financial and ecological advantages of their work; they act more as economic players and less as aid recipients; they are more self-confident and less dependent.
Is integration important? When is it difficult? Which partners are willing to work with
the informal sector? What are the concerns of other stakeholders? What could a
successful partnership look like? Different cases will be compared and a discussion
carried out on the challenges and opportunities of working with the informal waste
sector.

Various proposals for completion procedures and completion criteria have been
made, presented and discussed within the IWWG task group Sustainable Landfill
Management (SLM). Some aspects and how these aspects can be incorporated
in a decision-making framework will require further research. In order to provide
guidance for research SLM will engage in listing the questions: what do we want
to know for a decision on aftercare completion and what information do we need in
order to answer these questions? The focus of the workshop will therefore be on
questions to be answered as part of an aftercare completion procedure. Discussion topics will be introduced with short and focused presentations. The goals of
the workshop are to obtain an overview of questions to be answered as a basis for
minimum requirements for completion procedures, and to obtain recommendations
for further development of criteria for completion procedures.

This workshop will discuss the technical, economic, environmental and social issues related to implementing renewable energy technologies - such as landfill gas,
wind, biomass, geothermal and solar at landfills. After closure, landfill sites may

Not all MSW can be recycled and, moreover, the recycling processes always generate significant amounts of residues, which in some cases have extremely high heating values. On April 24, 2013, IWWG launched the joint secretariat of the IWWG-Southern
Africa Regional Branch (IWWG-SARB) and the United Nations-International Partnership for Expanding Waste Management Services of Local Authorities (UN-IPLA)
in Durban, South Africa, with the aim of promoting best practice in waste management and build the capacity of Local Authorities in Africa and developing countries.
Local authorities in Africa are faced with a widespread lack of capacity and often
poor institutional support in the decision-making process for the selection and implementation of waste management strategies. The workshop aims at identifying
the main drivers and constraints to the successful implementation of waste and
resources management strategies in Africa and to mark the steps for creating a
high-level framework for the assessment of suitable Waste-to-Energy technologies
and for the implementation of appropriate waste management strategies.

The main purpose of this workshop is to provide a panel for interactive group discussion, to exchange ideas and jointly consider the current findings and experiences with the implementation of such guidelines as well as to address open research

A Journal is evaluated by the technical and scientific community according to quality, novelty and interest of topics dealt with. The scientific community has set up a
well-established system of quality control, as internal auditing carried out by members of the community itself, known as peer-review. Reviewers are members of the
Scientific Community with particular expertise in the different areas of the waste
management field, all with significant scientific curricula, who are willing to devote
some of their time to this task. Peer reviewing of papers is, indeed, a time consuming task: an average of 3-5 h are required to write a good review, so a tangible
award system capable of gaining recognition among the different categories of
potential reviewers should be established.
The workshop will focus on reviewing procedures and support tools, offering tips
and suggestions on how to optimise the reviewing process and hopefully raising
interest for experts in the field in the peer-reviewing activity, similar to the interest
they have in publishing a paper.

In recent years a continuous increase has been observed in the number of submissions to Waste Management, reaching almost 1000 per year. Accordingly, to
ensure high-quality publications complying with the yearly page allotment established, the use of strict, objective, and fair criteria for acceptance, and limits on the
number of journal pages per article, are fundamentally important. To increase the
likelihood of acceptance of submissions, authors should consider three critical matters before submission: 1. target article type, 2. scope of Waste Management and
3. assessment of relevance and quality. Articles published by Waste Management
fit one of the following types: Review, Research Article, Technical Note, Country
Report, Editorial, Discussion.
The workshop aims at an in-depth discussion on the submissions management

Landfill aeration has gained increased attention during recent years. The application of this technology offers significant advantages such as the reduction of current
and future emissions, thereby shortening landfill aftercare and achieving cost savings. Although to this day several landfills have already been aerobically bio-stabilised, processes that occur during the aeration process are not fully understood.
In this regard the IWWG Task Group Landfill Aeration (TGLA) is currently working

Landfill in situ aeration aims amongst others at an efficient biodegradation of organic
compounds and inorganic nitrogen compounds (mainly ammonia-nitrogen, NH4-N)
in leachate. Nitrifcation and de-nitrification processes can be performed; however,
ammonium nitrogen might also be incorporated into the increasing amount of microbial biomass during aeration or being stripped out as free ammonia (NH3). The
intensity of these processes is mainly subject to moisture (both content and flow)
and temperature of the aerated waste material.

GITISA is the official association of Italian university professors and researchers in
the scientific-disciplinary sector of Sanitary and Environmental Engineering. The
association aims at coordinating teaching and research activities in the field of Sanitary and Environmental Engineering in Italy, mainly at an academic level but also
at a professional, industrial and institutional level. During Sardinia 2013 Symposium GITISA organizes its first GITISA Young Conference, a meeting with young
scientists. Each young scientist proposes his/her research theme and presents
it during the conference to other participants and senior researchers selected by
GITISA Board as advisors. The event has a double objective, both scientific and
educational, and therefore stands for the two main reasons that led to the foundation of GITISA.

Round Table: Role of Education in Waste Management

The implementation of appropriate waste management (WM) concepts is not often
a question of having the appropriate technology but of acceptance and in order to
reach a decision on the acceptance or non- acceptance of a particular technology,
knowledge is a prerequisite.
For this reason, high levels of education in WM are essential, not only in schools,
universities but also in NGOs, the public and private sector, trade and commerce
and industries in industrialized as well as especially in economically developing
countries.
During the closing roundtable highly experienced international experts from universities, international organizations as well as the public and private sector will
discuss how education in WM can be improved and how to get better access to
the existing information material. Another question is what kind of new and proven
education forms may be appropriate depending on the specific situation. It is the
aim to identify concrete measures and make proposals for their implementation.
