CLIENT PROFILE
Site Selection Consultants, Inc (SSC) is representing a client seeking a site for their new food
processing facility. Project Lincoln will be developing a state of the art 300,000 square foot
facility and will be employing 200 FTEs with an average salary of $52,000. Some training will be
needed from the community college system. The company is seeking a 30-40 acre site that is
shovel-ready and has good highway access for their product distribution. Incentives will be a
factor so be prepared to address your community’s policy.

INCENTIVES
Use County tax rates provided to estimate the total tax value based on a $30 million investment
and prepare your incentive offer based on those estimates. Your policy is subject to approval by
your elected officials. Using the guidelines below prepare an incentive offer based on benefits to
your community i.e. new jobs, average salary, fiscal impact from new payroll, property tax
revenues. Assume there are performance standards and clawback provisions if the company
does not meet minimum standards.
Adopted policy allows for a grant back to the company each year after they have paid their
taxes. Approved ranges:
30-80% of amount equal to annual property taxes in the form of an annual grant for 3-10 years.
