FLORIDABLANCA, Pampanga – Gov. Lilia Pineda is
bent on meeting her fellow local
candidates in all municipalities
and cities in the province to appease them and make an appeal
for the maintenance of peace and
order especially this election.
In a command conference
held in upland barangay Nabu-
clod here, attended by the provincial police officers and chiefs
of police (COPs), the governor
disclosed her plan to pacify the
opposing candidates and parties who are tossing negative
statements and issues against
each other and she will also ask
them to cooperate in the promotion of peaceful election.

– In a bid to improve the quality
of service rendered by the Philippine National Police (PNP), the
provincial government vowed to
continue the general renovation
projects of all dilapidated municipal police stations (MPS) in
the whole province.
Governor Lilia G. Pineda
said if she would be reelected,
she is very much willing to provide funds for the construction
of new MPS conducive to the
work place of the police officers
who are rendering services to
the people, which is part of the
peace and order program of her
administration.
“The provincial government
is open for the request of the
PNP, be it repair or total rehabilitation of the police stations and
construction of a new sub-station. The lot should be provided
by the municipal government or
the PNP headquarters and the
Capitol will fund the construction of the station,” Pineda told
the police officers in a command
conference held at Nabuclod,
Floridablanca yesterday.
For the construction of a
new substation, the governor advised the chiefs of police to scout
for strategic places to improve
police visibility in their areas.
It was learned that the MPS
of Arayat and Floridablanca are
the initial beneficiaries of the
peace and order infrastructure
projects of the Pineda administration as they were the first one
to submit requests for construc-
tion.
“If there is no need for the
construction of a PNP office, you
can ask for other projects such as
provision of equipment or facilities needed by the police station
or anything that could help your
operation and maintenance of
peace and order,” Pineda told the
chiefs of police.
In response, Senior Supt.
‘Rwin Pagkalinawan, police
provincial director, said to further improve the performance
of the police personnel they
need a station conducive for
planning and investigation.
“A police station speaks a lot
about the quality of service rendered by the PNP. This is where
we conduct investigation, entertain complaints, process documents needed for court hear-
ings, and a temporary dwelling
for PNP personnel on duty,” said
Pagkalinawan.
Pagkalinawan said the provincial police office (PPO) is very
fortunate because the provincial
government and the local government units are cooperative
and receptive to the needs of the
PNP.
Aside from police stations,
the provincial government is
helping the PNP through the
constructions of PNP-AFP action centers in the strategic
places of the province; distribution of mobile patrols, SWAT
Van; intelligence and operation
equipment; training of barangay tanods; and, provision of
motorcycle patrols to all the 505
barangays in the province just to
maintain peace and order. ●
Police Round-Up
1 dead, 2 wounded in SF road mishap
CAMP OLIVAS, Pampanga--One person died while two
others were injured when the vehicle they were riding collided
with a trailer truck on the opposite lane along the MacArthur
Highway in the City of San Fernando on Tuesday.
The fatality was identified as Jhamir Fabian, 28, and a resident of Barangay Bulaon, in the same city. Those injured, on
the other hand, were Raymond Gutierrez, 21, and Michael
Abalos, 22, of Barangays Malpitic and Quebiawan, respectively, all of the same city.
According to police investigation, Fabian and his passengers (Gutierrez and Abalos) aboard tricycle were cruising
along Macarthur corner Holy Angel Village in Barangay Telebastagan around 2 a.m. and that while overtaking another
vehicle bumped a Fuso Tractor Truck driven by Ricardo Sorondo, 49, and resident of 419 Calantipay, Baliuag, Bulacan.
As a result of the impact Fabian, Gutierez and Abalos
sustained injuries and were all brought to the Jose B. Lingad
memorial Hospital.
However, Fabian was declared dead on arrival by an attending physician.
Police said the driver of the truck is now under the custody
of the City of San Fernando Police station pending filing of a
case of reckless imprudence resulting in homicide, physical
injuries and damage to property. • (FEM)

Thieves ransack Porac computer shop
CAMP OLIVAS, Pampanga- An internet shop lost some
eight sets of computer units in a robbery in Porac, Pampanga
on Tuesday,
Supt. Juritz Rara, the town police chief, identified the victim as Edna Valencia,46, owner of the Edhibel Internet Café
located at Purok 2, Barangay Pulong Santol, Porac, Pampanga.
Rara said Valencia told them that she discovered at around
5:30 a.m. that the main door of the computer shop was fully
opened and eight computer sets were missing.
According to police investigation, the suspect gained entry
by forcibly destroying the padlock of the main gate and then
also opened the door of the computer room, carting away the
loot as they fled.
Valencia told investigators that each computer set costs
P15,000 for a total of P120,000.
Police are still conducting investigations and operation.

Cops collar 3 for guns, drugs in ‘Gapo
CAMP OLIVAS, Pampanga--Three person were arrested
for carrying firearms and possession of illegal drugs the other
day in Olongapo City.
Police identified the suspects as Benjamin Abayon, 36, of
Barangay New Asinan; and, Enrico Yuson, 42, and Rizaldo
Traquina, 31, of Barangay West Bajac-bajac.
Abayon was arrested when a concerned citizen called the
police that the suspect was creating trouble threatening to fire
his firearm along Lindayag St. in Barangay New Asinan at
about 3 a.m.
When authorities arrived, they immediately noticed a firearm tucked and bulging from the suspect’s waist.
Police quickly confiscated the caliber .38 handgun with live
ammunitions from Abayon and arrested the suspect.
Police said the suspect cannot produce pertinent documents as to the legality of the firearm.
But during a body search, the suspect yielded three heatsealed transparent sachet containing shabu placed in a small
pink wallet. The shabu recovered from Abayon has an estimated value of P15,000.
Abayon was brought to the Olongapo police Station 3 for
further investigation.

332 students
graduate from
Mabalacat College

MABALACAT CITY--More than
330 students will graduate from the
Mabalacat City College (MCC) on
April 17.
MCC President Leonardo Canlas said 2013’s graduating class include 332 students who finished
Basic Education, Information Technology and Hotel and Restaurant
Management.
Canlas said 134 students finished Basic Education; 142 students
completed IT; and 56 students finished HRM. In 2012, only 27 students graduated from MCC.
The MCC offers courses ranging
from BS Math, BS English, and Information Technology.
Mayor Marino “Boking” Morales
established the MCC on November
15, 2007 during his birthday to give
free college education to poor but deserving students. The school started
accepting students in June 2008. It
currently has 1,803 enrolees.
Morales, who prioritizes quality
and affordable education, has also
put up 13 other public high schools
in Mabalacat City with a total of
13,315 students as of February 2013.
“Naniniwala po ako na karapatan ng bawat mamamayan ang
mabigyan ng libreng edukasyon,”
Morales said. “Ang edukasyon ang
magbibigay ng magandang kinabukasan sa ating mahihirap na kababayan.”
MCC President Canlas revealed
that MCC will offer new courses
such as the technical teacher education for the K-12 education system introduced by the Department
of Education. Other new courses
include Business Education on Accounting and Accountancy to augment the growing needs in the business sector.
The MCC so far has 24 classrooms.
Morales said he plans to put up
more classrooms and open more
courses once re-elected during the
2013 polls. ●
First five-star hotel soon to rise in Clark
CLARK FREEPORT--The first
five-star hotel in Central Luzon will
soon rise here.
Kapampangan businessman Ireneo Alvaro Jr., president of EagleSky
Corporation, and Taiwanese investors Jack Yang and Tony Huang led
the groundbreaking ceremony of the
Midori Hotel on Thursday.
Midori, a Japanese word which
means green, is a P2-billion joint
investment of the Estag and the Taiwanese businessmen. The soon-torise hotel is located beside Fontana
Leisure Parks.
Designed to be the first five star
hotel in the region, Midori Hotel will
have 120 rooms.
Eaglesky Corporation President
Alvaro said the hotel will have a
unique design and built based on Taiwanese-standards. Moreover, he said
the “green” concept refers to relaxation as well as being environmentfriendly.
Clark Development Corporation
Arthur Tugade said the new investment will add beauty and landscape
to the Freeport.

Pineda leads Porac district hospital turn-over

Governor Lilia G. Pineda,
with councilor bet Maynard Lapid, led the inauguration and turnover of
the newly-renovated Porac
District Hospital Thursday.
However, the facility
was renamed as Jose Songco Lapid District Hospital
to give due recognition to
the father of Senator Lito
Lapid through a resolution
approved by the provincial
board.
It was learned that
the hospital was funded
through the Priority Devel-
opment Assistance Fund
(PDAF) of Senator Lito
Lapid and the Department
of Health (DOH) with P25
million and P10 million,
respectively.
Dr. Romulo Lacson,
chief of hospital, expressed
his gratitude to the senator,
represented by his son and
to Dr. Leonita Gorgolon of
the Center for Health and
Development (DOH-CHD
III).
According to Lacson,
the remodelled hospital
now boasts of its clean and
spacious patient wards

ANGELES CITY – Because
Congressman Carmelo “Tarzan” Lazatin can no longer
physically bear the rigors of
the campaign, as temperatures continue to rise, a lookalike of the congressman,
with the same white beard
trim and signature hat but
looking younger, healthier
and shorter than the 78-year
old veteran politician, is making the rounds and pumping
hands along with the Team
Lazatin.
“Deception is now clearly
the mark of Lazatin, even in
his campaign. He simply has
very low regard to the Angeleño voters,” said lawyer Dennis Albert Pamintuan of the
Team Agyu Tamu.
“Hayagan na nilang
niloloko ang mga Angeleño,”
he said. “This is baddest of
bad tastes,” he added.
The Lazatin “impersonator,” identified as Abel
Garcia, a meat vendor at the
Pampang market, is making
the rounds along with Pogi
Lazatin, son of the congressman who is running for councilor, and other Team Lazatin
candidates. His pictures were
posted in Lazatin’s Facebook
account pumping hands during a house-to-house visit.
“The sick stunt of Team
Lazatin already is a foreshadowing of what will happen in
the unfortunate event that
Lazatin will be mayor again.
City hall will be run by impersonators and dubious personalities with no accountability
to the people,” he said.
“He faked his filing of
candidacy. He is also faking
his campaigning. I hope our
people will realize this brazen
display of disrespect to them,”
he added.
It will be recalled that
Lazatin organized a motorcade on October 5 last year,
the last day of filing of the certificate of candidacies (CoC),
to publicly announce his formal filing of candidacy. Records of the Commission on
Elections, however, indicated
he actually filed his CoC the
day earlier.
During the signing of a
covenant for peaceful and
honest elections among candidates sponsored by the Parish
Pastoral Council for Responsible Politics (PPCRP), the
Comelec and other civil society groups, Lazatin skipped
the “unity walk” and just
stayed in his air-conditioned
van.
He also did not stage an
“opening salvo” to his campaign, unsure to match the
throng of 15,000 people that
attended the opening salvo of
incumbent Mayor Edgardo
Pamintuan.
Lazatin’s campaign sorties have mainly attracted a
motley of people, mostly his
campaign workers and a few
residents in the areas where
his caucuses are held. In contrast, Pamintuan’s rallies have
been jampacked with people.
The “crowds,” according
to observers, are actually in
his “jungle base” residence in
the City of San Fernando. ●

“I saw how you treat your
investors. You have guaranteed power supply, among
others, which Mindanao
should assure to investors
in the future,” Pimentel said.
Pimentel said he plans
to establish a railway system
in the Mindanao region to
serve as backbone of development efforts there.

by former President Fidel
Ramos as commissioner

Entering the final
month of the campaign
period for the May midterm national elections
and following a weekend
of global tensions, Team
PNoy senatorial candidate Edgardo “Sonny” Angara called on Filipinos
to focus on finding lasting solutions to the deepseated problems and festering issues of the country.
Angara launched his
“Solusyon” campaign to inspire and rally the people,
especially the youth, to
rise above their problems
through a proactive search
for solutions.
“Sa bawat isyu at problema ng ating bansa, hindi
panibagong isyu at problema ang sagot. Ang kailangan natin ay tiyak at epektibong solusyon. (A problem
will not be solved by creat-

guided the work and performance of the three-term
representative of Aurora
Province who, during his
stint in Congress, has been

Angara topped the list
of “prolific and hardworking members of the House
of Representatives” for filing the most number of
bills of national importance
that were enacted into law
during the 14th Congress.

the Commission on
Elections (Comelec),
saying the poll body
is led by officials who
earlier fought election
fraud.
Pimentel,
who
is seeking re-election under the Liberal Party (LP), said
Comelec Chairman
Sixto Brilliantes had
fought election fraud
in 2007 and “I was
with him.”
He added that
former Isabela governor and now Comelec
Commissioner Grace
Padaca “was also a
victim” of election
cheating.
But
Pimentel
stressed that efforts
should be made to
end all election fraud
and that “the crusade
is not yet over.”
He added that
among the effective
means to stop cheating “is to inform the
people about the details of the election
and the system we use
in the country.”
Pimental was interviewed when he
launched in Pampanga a “kapihan” organized to fight election
fraud.
“I have to start
this Kapihan because
many want to join our
crusade to stop cheating,” said Pimentel,
who filed an election
protest shortly after
the 2007 elections.
Pimentel
said
the automated elections in 2010 “was
reliable because only
two election protests
prospered.” He cited
the incidents in Imus,
Cavite and a town in
Cebu province.
The Comelec will
use for the second
time the PCOS in the
elections.
Pimental, a bar
top-notch in 1990,
suffered a defeat from
then Bukidnon Rep.
Juan Miguel Zubiri
who got to secure the
12th slot with a narrow margin of some
18,000 votes in a recount held in July
2007.
Pimentel questioned Zubiri’s proclamation before the
Supreme Court (SC),
saying he was cheated in Maguindanao
province. But the SC
dismissed his petitions.
After four years of
protest, Pimentel won
the recount before the
Senate Electoral Tribunal, which forced
Zuburi to step down.
Pimentel officially became senator in
August 2011. ●

very low cost, even free for PhilHealth members.” Pineda stressed.
The governor also reminded the medical
staff to always show compassion to patients
instead of indifference as indigents are the
usual clients of government hospitals.
“Let us show our appreciation for the
funding allotted by the national government
and Senator Lapid through the provision
of quality health services to each and every
patient, regardless of their status,” Pineda
ended.
The inauguration was also witnessed by

No swim zone
Local government units along
the stretch of the Pampanga River
should declare the waters of the
river “no swim” zones to ensure
that the drowning incidents that involved 5 individuals last Tuesday
and another two on Wednesday
will not happen again.
While the Pampanga River is
a source of many livelihood for
many, its value as recreational
area should not include it being
a swimming area. This should be
emphasized by the accident that
caused the death of couple Alvin
and Rhea Guevarra, of their two
children and a niece.
Based on reports, the five victims drowned when the boat
they were riding capsized amid a
heavy downpour. The water of the
river was perhaps too murky at
that point--sediments and all--for
someone to swim properly, even if
one knows how to swim.
The following day, two others
died in the river for attempting to
relieve the heat of the summer.
Pampanga River snakes through
the province of Pampanga from
Arayat town down to Masantol.
It usually flows slowly but could
sometimes move rapidly when
rains pour in areas among its tributaries.
The unpredictability of the river’s current make it dangerous for
swimming.
LGUs should also regulate boat
loads. Like any other means of
transportation, there should be
bodies that supervise the movements of boats that could be more
dangerous than land transports.

It’s been a couple of years since the last time
I stepped my foot inside the Pampanga Provincial Jail. Once inside the penal facility that is evidently overcrowded, I wondered how were the
living conditions of inmates while serving their
sentences or merely waiting for their verdicts of
their cases.

The jail facility is quite antiquated, being built
in 1907 originally housing the courts of the province. With just the view of it, you can feel to be
going back in time with respect to its structural
design and the materials used in constructing
the building. It has survived time though including the yearly havoc of lahar flows after the eruption of Mt. Pinatubo.

I was told that the facility even suffered minor fires and string of earthquakes through the
passage of time, evidencing the fact that the
structure is quite aged. When I visited its second
floor, I stepped on its wooden floors, a rarity now
for residential, commercial or office buildings. It
has a lot of adobe walls that withstood environmental degradation until today.

Due to its antiquity, the jailhouse is more fit-
ting to be a museum rather than a penal facility. It’s a heritage structure anyway for the city
and the province being a former court building
that outlived other buildings within the vicinity
of the capitol compound. There seems to be no
problem with the building per se, except that it is
now overcrowded with inmates. The great number of inmates that is far from the ideal results
into great inconvenience of prisoners who are
seemed to be suffocated by their number.

I remember the Provincial Jail Warden then
in the person of Mr. Christopher Carreon who
openly discussed the conditions of inmates in
their stay at the provincial jail. I believe he has
retired from the service after serving perhaps a
couple of decades of being the jail boss. The lack
of subsidy and adequate funding from the provincial government are his reasons for the then
state of the provincial jail.

After years of its historic existence, it’s good
to know that it has been repaired, renovated
and rehabilitated. Last Wednesday, an expansion building of the old provincial jail was inaugurated by Governor Lilia Pineda. A project of

of conversations? But mind you, these
kinds of conversations do not happen
every day and all the time. And when
they happen, you can’t help but marvel at their humour, depth, and intensity. These kinds of conversations enrich our being fully human and fully
alive. Think about it.
Now ask this to yourself: When
was the last time you had a kind of
these conversations? Oh well, I just
had them in the last one and a half
months of my life…the last one was
just last Monday. It is just my regret
that I cannot have them published
here in my column. They are too
mushy to merit publication.

This is the continuation of my three-part
article, which contributes factual concepts
that shouldn’t be overlooked or be disregarded in our dear country, the Philippines. My
aim is to make some facts surface in a full
spectrum analysis, and not in a biased perspective.
For “a problem well stated is a problem
half solved” as said by Charles Kettering, an
engineer and inventor in great America. For
long years, we haven’t reached the elite status like any great countries like USA, France,
and all that. Filipinos migrate to different
countries in full stride, for some undeniable
reasons. We love our country, but in the Philippine setting...
..human rights violations dwell at length
“Injustice anywhere, is a threat to justice
everywhere” as stated by the late Martin Luther King, Jr. A large scale account of social
injustice and human rights violations reside
in our country way back since the past administrations, and time immemorial. False
imprisonment, journalists and media men
being murdered, political prisoners on record, crimes and discrimination against
women, character assassination and false
accusations, bigotry, discrimination against
those mentally-challenged and people with
disabilities, enforced suicide, torture, psychological manipulations, labor injustice,
power trip, social and political elitism, et al.
This is the reality in the Philippines, and no
matter how the media incorporates a gentler
and kinder picture in our country, you will
feel this, it’s undeniable.
..self-expression is, sometimes, a taboo
Ok, I know what the point-of-view of people is regarding freedom: it’s not absolute,
and freedom and responsibility have a corelation. Be it, and I couldn’t agree more. But,
what is disturbing is that, in the Philippines,
self-expression as a way of expressing one’s
personality, ideas, emotions, through speech,
literature or art has been very selective. My
point is, we have the right to disagree at all
cost, but no one has the right to demonize the
character of an individual, condemn or dissent the person because of ideas and art that
were unconventional or not ordinary, and opposing to their appeal or personal taste.
Eraserheads, a Pinoy musical rock band
that rocked mainstream success in the ‘90s,
was hailed as one of the most influential and
significant bands in the history of the Filipino music turf. With their solid success, their
music was accompanied by controversies.
The curse word in one of their songs shocked
the populous with dual mass reactions: some
liked it, some did not. There are also those
who opposed the band, stating that there is
an alleged drug message conveyed in subtlety.
Ely Buendia, the lead vocalist and frontman of the band, jokingly said after they
performed their hit single “Alapaap” in a TV
show with APO Hiking Society, “sa October
1 nasa senado ulit kami, may concert kami
dun.” This sarcastic remark was made because of the controversy circling around the
band at that time.
How about vile topic? those unpleasant,
disturbing topics made by an artist rather
than sugarcoating the mass appeal. A very
fit-to-the-glove example of this, is the American musical artist, producer and actor who
garnered different awards, acclaimed also
and ranked by the Rolling Stone magazine
in their list of Top 100 Greatest Artists of All
Time, and sold more than 100 million albums
to date, around the world. Blatant about his
personal life, and magnified in his rap albums, Eminem has some heavy list of songs
with vile topics like the disturbing song: “97

to Clark.

said the initiative of the governor is very effective in instilling in the minds and consciousness of the people

we are optimistic that the Kapampangan will follow
the appeal of the governor,” said Pagkalinawan.

recover in the face of the real threats
of global warming and climate
change,” he said.
Government revenues collected
by the DENR out of forestry charges
and land regulation services in Central Luzon declined by eight percent
last year, official records showed.
Government fees and charges
reached P54 million in 2010, about

Now I know verily, that this art form is unacceptable in
the Philippines. If Eminem is situated in the Philippines and
had Filipino audience, no doubt, he will be labeled as insane,
criminal and ungodly. Where truth of the matter is that this
is just an emotional outlet; the flushing of dark emotions
that succumbed a man; the preservation of sanity; to salvage
or in other simple words, to save or rescue the troubled artist with dark experiences that torture him. From the great
words of Thich Nhat Hanh, “When another person makes
you suffer, it is because he suffers deeply within himself, and
his suffering is spilling over. He does not need punishment;
he needs help. That’s the message he is sending.”
The Eminem’s, the Van Gogh’s, they did what was
deemed unconventional. In the Philippines, conservatism,
corporate groups, and all those purists have the right to
disagree, or not promote this kind of art form; but it will be
unconstitutional if they persecute those artists, and cross
the line of liberty and human rights.

Sociologists define the mass media as the tao, or the way of life
to widespread audiences. The populace could easily accumulate
force-fed ideas through visual media, as it’s a most potent form.
Filipinos are fond of watching TV, it’s been a part of
Pinoy’s life. Teleserye and all this stuff, have been a daily
habit for many. Those days were missed when TV’s function is to inform and to entertain, with balanced stance. But
the sad part is that some propagandists used the effect of
visual media for personal upperhand like disinformation,
and the showing of just one part and not a full spectrum
viewpoint, the biased media as they call it. That is why a
lot of sociologists warn people to be cautious of what the
media feeds on you. From their own words “don’t believe
anything you see, and anything you hear, love yourself.”
Why am I adding this concept? Quite frankly because this
power of mass indoctrination that the media injects on its audiences by their news and entertainment, could build up bigotry
and other social ills which is a byproduct of the failure of a country to reach its elite status. Look at France, no need to mention
its success. Polite people in here, with fair mentality with everything, and a healthy environment if you talk about its social
nature, and most importantly, a high regard for human rights.
Don’t get the idea twisted, I love my country. The food. The
culture. My native language. The places. But talk about the
current mentality? The social ills? I’d rather be here, in a free
country. Again.. no matter how much we incorporate a gentler, kinder picture of the Philippine situation, many may conceal all I’ve mentioned above and sugarcoat the bitter truth?
