CITY OF SAN FERNANDO – The bereaved family of the late Joselito Zapanta expressed
their gratitude for the assistance extended
by the provincial government headed by
Governor Lilia “Nanay” G. Pineda.
Maricel Alibio, Zapanta’s common-law
partner – with their children Maria Liezel
and Jomar – met with Governor Pineda
Monday and discussed the support to be
provided to the family.
“They received financial aid outright
and would be provided a monthly allowance,” said the Governor’s executive assistant for OFW affairs Eliza Muñoz.
Zapanta’s family currently resides in
Biliran, one of the provinces devastated
by the super typhoon Yolanda in 2013. The
provincial government also vowed to aid in
the repair of their home in the said province.
Mona Zapanta, Joselito’s mother, also
thanked the lady governor for granting educational assistance for her grandchildren
until they finish college.

climate change, the Clark Development
Corporation (CDC) is scheduling the
gradual phase-out on the use of nonbiodegradable materials on all establishments inside this Freeport. The Environment Permits Department (CDC-EPD) issued Memorandum
Circular (MC) no. 15-12-15 on December 18 for the implementing guidelines
prohibiting, regulating and prescribing certain usage of plastics and styrofoam (polystyrene) here. CDC will implement fully the “no to

ANGELES CITY – Mayor Edgardo
Pamintuan formally welcomed
new Angeles City Police Office
(ACPO) director Senior Superintendent Sydney Villaflor on Monday.
“We have been very keen in
combating criminality in the city.
I am very much confident that
with our new chief-of-police, we
can maintain or even heighten
our efforts of eradicating un-
wanted elements and activities
here,” Pamintuan said during the
flag raising rites at the city hall on
Monday.
“We already saw how effective
his methods are as Villaflor hit
the road running in the first week
of January. The local police was
able to arrest and neutralize two
of the top 10 criminals in the city
and, in collaboration with us and
concerned citizens, effectuate the
arrest of riding in tandem criminals operating in two barangays a
week ago,” he added.
Villaflor was joined by his six
station commanders and the administrative staff during the
courtesy call.
The new police chief also delivered reports on recent crime incidents in the city and even vowed
to work hand-in-hand with the
mayor to achieve a safe and ideal
community for the Angeleños.
In a recent report, ACPO recorded a 46 percent drop in the
total crime volume (TCV) here.
For police mobilization, the
city government, under the Pamintuan administration, turned
over a total of 30 motorcycles,
50 patrol cars, firearms and surveillance equipment to aid them
in their conduct of inspection
rounds.
“We are very grateful with all
the support we are receiving from
the local government unit. Rest
assured that, in return, we will
perform our tasks to the best of
our abilities,” Villaflor said.
Meanwhile, Pamintuan challenged the ACPO chief to focus
on police visibility by deploying
more personnel on public areas.
“Threats of criminality are
reduced when police are around.
Your presence makes everyone
feel safe and secured,” Pamintuan
said.

Caceres (UNC) Bataan campus is set to celebrate
their second foundation day today, January 13.
UNC is a premier university in Southern
Luzon. The Bataan campus is located in an
area in Barangay Rizal which was formerly

known officials in the said town finished their
secondary education.

PHO lauds San Simon’s best practices on dengue

SAN SIMON – The Pampanga Provincial Health Office
(PHO) on Tuesday recognized
this municipality’s best practices when it comes to dengue prevention and control program.
According to OIC-PHO Dr.
Jose Antonio Rivera, records
show that there are no reported dengue cases in the munici-
pality for the past six weeks.
Dr. Rivera said the dengue
prevention and control program
of San Simon should be duplicated by other municipalities to ensure that the rise of dengue cases
in the province will be prevented.
“We will pair San Simon’s
dengue program to other
municipalities and let’s see
kung magiging effective ito sa
kanila. This activity is part of
the preparation of the provincial government in preventing the rise of dengue cases in
Pampanga,” Rivera said.

Bataan Freeport hosts FTSC, gains support for projects

Authority of the Freeport
Area of Bataan (AFAB) recently presented its marketing and promotion plans and
projects to the Foreign Trade
Services Corps (FTSC) of the
Department of Trade and Industry’s International Trade
Group.
The FTSC visited the
Freeport Area of Bataan
(FAB) to tour the industrial
area and hold a brief meeting
with the marketing group of
the AFAB. Among the topics
discussed during the meet-
ing are the investment opportunities in the FAB and
the five-year promotion and
development program of the
AFAB called the “7 Pillars of
Inclusive Growth.”
The AFAB will introduce
in the next five years the
FAB Kaisa and FAB Assists
programs as part of the 7 Pillars of Inclusive Growth. The
programs will be launched
this year.
The FAB Kaisa program
aims to forge a partnership
among micro industries,
small and medium business
enterprises (SMEs), international and domestic mul-
tinational companies, the
Department of Trade and
Industry, Philippine Export
and Import Credit Agency,
Department of Foreign Affairs, Philippine Trade Investment Center, Banko
Sentral ng Pilipinas, Department of Finance, Board of
Investments and other investment promotions agencies.
The program will encourage the said business
communities, groups and
organizations to help in
strengthening the supply
and value chain in the FAB,
and eventually in the coun-
try, by supplying raw materials or giving services to the
investors that will locate in
the Philippines. Aside from

registration early

ANGELES CITY - Business owners are reminded to renew their business name
early in the year to avoid the rush of applicants for registration with the Department of Trade and Industry (DTI).
The early renewal will also enable them
to facilitate their application for Business
Permit with their respective local government units and requirements with other
national government agencies.
Business names have a lifetime of
five (5) years but may be renewed six (6)
months before the expiration. The reminder was made by DTI Region III to
help businesses avoid penalties when the
current business name is renewed late.

Branch got an excellent rating in anti-red
tape for the year 2015.
Based on the Anti-Red Tape (ARTA)
Report Card Survey of the Civil Service
Commission (CSC), the branch garnered
rating of 92.72 percent. The commission
conducted the survey on June 1-3, 2015.
The survey was conducted by inspect-
ing the service office of the SSS Mariveles and by interviewing clients within
the premises who availed the frontline
services like issuance of SSS Number, processing of application of salary loan, and
application for unified multi-purpose ID.

provisions and overall satisfaction of their

MANILA – The Philippine Charity Sweepstakes Office announced that there was no
winner for the Grand Lotto 6/55 jackpot amounting to P108,328,440 drawn on
Monday, Jan. 11.
The winning combination was 17- 35- 23- 38- 44- 26, according to PCSO General
Manager Atty. Jose Ferdinand Rojas II.
Estimated jackpot for today’s (Jan. 13) draw is P114 million, Rojas said.

about time.
CDC’s Environment Permits Department
(CDC-EPD) issued Memorandum Circular
(MC) no. 15-12-15 on December 18 for the
implementing guidelines prohibiting, regulating and prescribing certain usage of
plastics and styrofoam (polystyrene) inside the Clark Freeport. The MC applies to all stakeholders in the
Clark Freeport and Special Economic
Zones, including locators, residents, Clark
International Airport Corporation, Philippine Air Force (PAF), and other government entities. Also, covered in the MC
are SM City Clark, Bayanihan stalls and
CDC. The phase-out will be gradual, about four
months, to give more time to all stakeholders inside the Clark Freeport to cope with
the change.
They are instead encouraged to use better
alternative materials such as eco bags or
reusable bags made of coco cloths/katsa,
woven bayong, and others, as well as alternative packing materials such as used papers, old newspapers and banana leaves. CDC will also be promoting biodegradable
plastics and greener alternatives to styrofoam such as corn-based, fiber, pulp, biodegradable styrofoam, reusable food containers, and other similar materials.
All concerned stakeholders are enjoined
to use eco bags or reusable bags whenever applicable and the general public shall
bring appropriate bags or containers when
going shopping and to the market, the circular stated.
Stakeholders shall also note of the penalties meted out by the CDC-EPD for offenders. For any person or individual, a fine of
P1,000 will be charged to the violator for
the first offense; P3,000 for the second offense; P5,000 and community service for
the third. For business establishments, a fine of
P5,000 will be charged to the violator for
the first offense; P10,000 for the second
offense; P20,000 and Revocation of Certificate of Registration or Business Permit

N one way or another, teachers make an impact in each and
everyone’s life. One memorable
person in our lives is surely one of
our teachers. More than being a
teacher, educators are also parents.
They have this big heart to accommodate each student and give a student a special place in their hearts.
It is indeed more than what they
are paid for. Love and passion can
never be paid by money. No amount
can ever be paid to someone to give
genuine love and passion
More than the ABCs and 123s
that we learned from our teachers,
we also learned how to live life.
They are also the first ones to make
us realize that life is not a bed of
roses, that life is far more than the
spoiling of our parents or grandparents, that life is not that bad at all.
We learn a very important lesson in school: that in everything we
do, consequences are always there.
Another thing that we learn is that
even if we are the worst, someone
will always be there to care and to
try to guide you because that someone loves you.
Teachers are educators and education is more than information. It
is more than the pop quizzes the
periodical tests, the monthly examinations, the class recitation and it
is more than the grades. Education
is teaching someone and touching
someone to live life to the fullest
and the best possible way someone
can live.
Educating is more than discussing different systems of the body,
different grammatical rules or different mathematical operations.
Educating is touching someone’s
life, teaching someone what life is
and inspiring people to celebrate
life to the fullest. Education is indeed a blessing both for the educator and the student. It is a blessing of passion, of goodness and of
love. The beauty of education is that
more than inspiring the student, we
are learning how to touch the students’ lives and how students touch
our lives.

HE next election is coming
sooner and sooner. Every
post in social media is talking
about change, a change in the chaotic
society that we live in and a change
that will make this country a real
pearl of the orient.
One vital thing that people fail to
realize is that change doesn’t come
from the leader alone. However this
doesn’t mean that the government is
guilt-free of the chaotic society that
we have.
One vital part of a very good society is education. Education is the
strand that holds the precious democracy of this society from falling
to the pit of anarchy. The difference
between democracy and anarchy is
simply that the people in a democratic state are civilized and educated.
We must understand that the
very fibers of our society lie not in
the senate or the congress or the
Malacanang palace. It lies on the sacred grounds of the classroom. This
is where the fundamentals of living
in a free and a democratic society
are taught and transferred from one
generation to another. This may be
the change that we are looking for,
when we have made our education
system the best that we can make it.
More than the armed defense that we
can have, one good defense is knowing and understanding freedom. As
Machiavelli himself said, it is impossible to conquer a country who knew
freedom.
The issue is not just all about the
leader in the palace. The issue starts
within us. As teachers we have to cre-
ate a society that is not just informed,
but also educated with the very basic
understanding and knowledge of responsible citizenship. As human beings it is civilization that gives us an
identity from the apes.
The government and the society
must first make education as much
as possible the top priority so that we
could make our citizens responsible
and productive, not just export products. We are citizens of this country
and the change we are looking for
starts with the pad papers of our
children. Even electing the best possible president, 6 years is no match
for centuries of change. Start the
change and keep the fire burning.

n January 13, 1975, Sultan Mohammad
Dipatuan Kudarat (also spelled Qudarat)
of Maguindanao was hailed as national
hero of the Filipino people and not just of Muslim Filipinos.
Following Letter of Instruction 126, which
then President Ferdinand Marcos issued in September 1973, Sultan Kudarat commemorative
stamps were presented to descendants of the
hero to help highlight Muslim Filipinos’ contribution to Philippine struggle against 400 years
of foreign domination.
The hero was a Sultan of Maguindanao and a
direct descendant of Shariff Kabungsuan, a Muslim missionary who spread the Islamic faith in
14th century Mindanao.
During his reign, Sultan Kudarat successfully
thwarted Spanish efforts to conquer his sultanate.
He also hindered Mindanao’s conversion into

Penalties will be meted out by
the CDC-EPD for offenders. For
any person or individual, a fine of
P1,000 will be charged to the violator for the first offense; P3,000
for the second offense; P5,000 and
community service for the third. For business establishments, a
fine of P5,000 will be charged to
the violator for the first offense;
P10,000 for the second offense;
P20,000 and Revocation of Certificate of Registration or Business
Permit for the third. All stakeholders are given a period of four months upon the issuance of the said MC. Yet, CDC
acknowledges those affected stakeholders that produce, use, buy, sell,
exchange or provide disposable
plastics to consume and dispose of
their current supply and inventory
prior to date of implementation. The state-run corporation promotes the use of environmentfriendly packaging materials and
containers.
CDC highly recommends the use
of alternative packing materials
such as used papers, old newspapers and banana leaves. CDC-EPD will monitor the

Founded in 1948 as the first university in Southern
Luzon outside Manila, UNC has around 7,000 students, with many well-recognized programs in arts
and sciences, business and accountancy, computer
studies, criminal justice, education, engineering and
architecture, graduate studies, law, nursing and basic
education (K-10).
The UNC is guided by its motto, “Non Scholae
Vitae” (not of school but of life), and attuned to the
demands of a highly dynamic global environment,
the University commits itself to quality and excellent
education for all to transform the youth into entrepreneurial, productive, morally upright, socially responsible professionals for a just, humane and progressive
society.
The University has one of the biggest student populations in the Bicol region and offers courses from
Kinder to Graduate levels. All course offerings are
recognized by the government and the Colleges of
Arts and Sciences, Education and Commerce are accredited by the Philippine Association of Colleges and
Universities Commission on Accreditation (PACUCOA). Its College of Engineering and Architecture is
now one of the few regional centers for technological
education in the Philippines.
The university’s academic standards have been
proven by alumni who have performed well in the
government Board and Bar examinations. In fact, as
of October 2006, 110 of them were topnotchers.
UNC chairman Felicito C. Payumo said aside from
senior high school, they now offer new courses such
as Technical and Vocational Livelihood track or TVL
that includes Home Economics (Food and Beverage,
Bread and Pastry Production, Housekeeping) Industrial Arts (Consumer Electronics Servicing, Shielded

through potential investors. Under the FAB Promotes
program, the AFAB will continue to expand its promotion efforts through its Marketing, Public Information
and Public Relations Arms. After being able to lure more
locators to the Freeport and maintain its status as the
fastest growing freeport in the country for three years,
the FAB now is ready to further strengthen and push its
brand as the Future’s Answer to Business.
Meanwhile, the Authority also expresses its firm commitment to meet the expectations and need of its registered locators through the FAB Retains program. The
program aims to engender trust and confidence on the
AFAB through constant coordination that encourages
transparency and strong interface with its stakeholders
To further raise awareness about the FAB nationwide,
the Authority will launch the FAB General Information
Campaign (GIC) this year, where it plans to hold outbound information program. The program includes holding tours, conferences and seminars across the country.
Also, the AFAB plans to institutionalize its corporate
social responsibility (CSR) projects by introducing the
FAB Gives program. Under this initiative, the AFAB will
forge partnership with the Local Government Unit and
the locators to formulate CSR projects.
Lastly, the AFAB will start promoting tourism as one
of the priority industries of the FAB through the “Discover FAB” program. The Discover FAB program will help
in luring more investors to the Freeport and also promote the FAB across the country and around the world.
The AFAB also took the opportunity to show to the
members of the FTSC the development at the Freeport
and its facilities.
The FTSC aims to promote Philippine trade and investment worldwide. As part of the International Trade
Group, they connect trading businesses of Philippine
companies and foreign investors with their counterparts. As of today, FTSC is present in 25 posts in 18
countries in Europe, the Middle East, North America,
and Asia and the Pacific.•

Fortunate Kids
OLONGAPO CITY Remember the bears that
you bought from SM last
Christmas Season? These
bears have finally reached
its recipients.
The campaign entitled
“SM Christmas Bears of
Joy” started last November 6 until December 31,
2015. The idea is to buy
two bears for P200, and
the customer can donate
one of the bears to charity, the other one is for
them to keep.
Last January 8, 2016,
SM Olongapo headed
to Iram Resettlement
area and turned over the
“bears” to 120 Aeta kids. This campaign of SM
Supermalls under the SM
Cares program together
with Toy Kingdom offered an opportunity for
every Filipino to give
back and make other
children happy by simply
buying these bears.
The SM Bears of Joy
will continue to give
smiles to kids who seldom receive gifts during
Christmas. Through this
endeavor, many kids appreciate the presence of
these bears as they symbolize companionship,
give smile in place of
tears, a hug for comfort,
a moment of joy, a boost
of courage in a scary
place.
The SM Bears of Joy
for kids has brought this
and more to less fortunate children nationwide.
Through relationships
with tenants and affiliates and partnering organizations, we’ve reached
