CLARK FREEPORT – Clark International Airport Corporation
(CIAC) President and CEO Emigdio Tanjuatco III announced
yesterday that seven airlines have expressed their intentions
“to look” at the Clark International Airport (CRK).
The seven airlines, mostly
low-cost carriers, are part of the
17 airlines who will attend the
Asian Routes to be held at Mall
of Asia SMX Convention in Manila on March 6 to 9, 2016. The participants are set to
visit Clark International Airport on March 5, wherein CIAC
will showcase Clark Airport’s
facilities and infrastructure in
a bid to lure more flights at the
2,367 hectare Civil Aviation
Complex.
The seven airlines are VAir, a Taiwanese low-cost carrier; Jet Star of Singapore; Thai Smile, a regional
carrier in Thailand; Rayani
Air, a full service airline in Ma-
laysia; Express Air of Indonesia; Air India; and Airline
4.0, which is a new carrier in
the United States.

for presidential frontrunner Sen. Grace
Poe is expected to soar further because
of the endorsement of the top leadership of the Nationalist People’s Coalition (NPC) for her bid in the May 2016
elections, her partymates from the Partido Galing ng Puso (PGP) said.
Sen. Chiz Escudero, PGP vice presidential candidate, and Sen. Tito Sotto,
one of the candidates running for Senator under the PGP ticket, said Poe’s
popularity in the coming surveys would
skyrocket because of the endorsement.
For her part, Poe said she is very
much elated by the NPC endorsement
as this is expected to create a bandwagon effect among local independents as
well as NPC candidates.

Mayor: ‘Our town has no dump site’

SAN SIMON – This town’s
mayor Leonora Wong clarified that her municipality
has no dump site, following
reports that this town was
among those charged by the
Environmental
Management Bureau (EMB) before
the Environment Ombudsman for violation of Republic
Act 9003 otherwise known
as the Ecological Solid Waste
Management Act.
“What we have here are
Material Recovery Fascilities (MRF) in the different
barangays,” Wong said.
The
EMB
earlier
said that aside from filing
charges, the government implemented the forced closure
of dumpsite of the town.
Wong, however, insisted
that the dump site in ques-
tion is a private property.
“The people who dump
the garbage mistakenly
thought that area was a
dumpsite. They saw garbage
piled up in the area,” the lady
mayor said.
These people are even
not from our town, she added.

illegal drugs trade.
On Monday alone,
one suspected robbery
hold-up suspect was
killed during a shootout in City of San Fernando, while 18 suspected traffickers of
unlawful substances
were rounded-up in
different areas in Bulacan.
“You will notice
that your PNP is more
aggressive nowadays
in stamping out crimi-
nals on the streets, not
because it is our mandate but because of the
active involvement of
communities against
criminality,” said Lacadin over the phone.
Citing
statistics,
Lacadin said Central
Luzon police recorded
a 50-percent decrease
in crimes for the past
two months, as compared to previous
years of the same period. He attributed the
achievement to various
anti-crime strategies,
including Lambat Sibat and One Time Big
Time operations.
“If we have reduced
the crime volume, it’s
because of aggressive
efforts by our policemen in running after
criminals through the
Lambat Sibat and One
Time Big Time,” said
Lacadin, adding more
criminals would be
brought behind bars in
the coming days.

and he should submit a detailed report on the 2015
expenditures,

funds allocated to non-office
and the mayors’ office,” Tapang told reporters during

Widus, a regular monthly forum held at the Widus Hotel
and Casino in this Freeport.

has a lot of explaining to do
to the people of Porac, especially on the appropriation
of funds for a non-existing
and non-operational project
aside from the bloated proposed 2016 budget apparently intended for various
services of the town’s local
government.

Member mentioned some of
the budget allocations which
he finds highly questionable,
including the P14-million
donations and grant; P41million development fund;
calamity fund amounting
to P13.5 million; solid waste
management funds, P3 million; non-office, P170 million; mayor’s office, P25
million; and P3 million for
the non-operational satellite
campus of Don Honorio Ventura State University (DHVSU).
“DHVSU satellite campus is non-operational but it
has an annual budget of P3
million since last year,” Tapang pointed out.

going to give him zero budget for selected operating

SBMA earnings increased by 12% to P1.7B in 2015

SUBIC BAY FREEPORT —The Subic
Bay Metropolitan Authority
(SBMA) has posted a total of
P1.7 billion in earnings before
interest, tax, depreciation and
amortization (EBITDA) in the
previous year, thereby allowing the Subic agency not only to
sustain its operations but also
to fund more development projects in the Subic Bay Freeport.
SBMA Chairman Roberto
Garcia, comparing the agency’s
EBITDA in the last two years,
said that the P1.7-billion earn-
billion in operating revenue, less the P1.05 billion
total in operating expenses.
He attributed the increase
to the 12.8 percent increase in
operating revenues despite the
14.4 percent increase in total expenditures in the same period.
According to a year-end report from the SBMA Finance
Group, the SBMA posted operating revenues of P1.34 billion derived from leases; P933
million from port services;
P12.6 million from tourism
services; and P466.2 million
from other operating incomes.
Meanwhile,
the
agency incurred operating expenses of P266.4 million in
manpower; and P784.3 million in maintenance and
other
operating
expenses.
As of December 31, 2015,
the agency’s net income after depreciation and ​

stood​ at ​

1.6 billion. However, a 109 percent loss on
foreign exchange pulled the
income before tax down to
P1.1 billion, Garcia explained.
In 2013, the SBMA under
Garcia shattered its all-time
record by posting P1.2 billion
in net profit, along with the
highest gross revenue of P2.1
billion and the highest EBITDA
of P992 million in the 21-year
history of the Subic institution.
The present SBMA administration headed by Garcia has
been largely credited for turning around the agency’s financial standing from several years
of non-profitability to attaining
record earnings starting 2012.
Garcia said the SBMA continues to equal, if not surpass,
its previous financial condition by attracting more investments into the Freeport.•

Bataan Freeport up 29% in workforce

MARIVELES, BATAAN – The Freeport Area of Bataan (FAB) created over 5,000 jobs in 2015,
with more companies opening
up and spawning thousands of
employment inside the Freeport, touted as the country’s
emerging economic dragon.
The number of FAB employees hired by registered locators and manpower agencies
last year increased to 25,803
or 28.91% higher compared to
the 20,017 workers recorded in
2014.
This surge in employ-
ment contributes hugely to the
growth of local economy with
people having more to spend,
and with establishments getting more revenues, Authority
of the Freeport Area of Bataan
(AFAB) Administrator Deogracias Custodio said. “The investments pledged
by the locators are felt by the
people on the ground through
the opening of more job opportunities. We assure the
national government and the
people that we will continue to
work hard and bring more investments to contribute to the
growth of the local economy,”
Custodio said.
Adding to the employment
boom, international and local
companies in FAB are still in
need of over 2,600 employees
as new companies start operations and existing locators expand bases.
AFAB stated that the newly
registered locators in 2015 are
expected to open at least 4,900
jobs in the next three years.
“Since 2010, the administration has been working hard
to bring more investors and
big manufacturing corporations to the Freeport,” Custodio said, referring to the year
when AFAB took operations of
the Freeport from then Bataan
Export Processing Zone.
Among the locators hiring are Mitsumi Phils, Inc.,
Perpetual Prime Mfg., Inc.,
Essilor Mfg. Phils., Inc. and
Dong-In Group of Companies’
Mountaineering Instruments
Corp. and Edge Soft Good Solutions, Inc.
There are 114 registered locators in the FAB as of December last year. The enterprises
include Korean, Taiwanese,
Chinese, American, Japanese,
British, Bahrainese, French
and German businesses. •
BALANGA CITY – Two campuses of
the Bataan Peninsula State University (BPSU) will get standalone, info-rich kiosks from the
Department of Science and Technology (DoST).
The DoST recently forged a
memorandum of agreement with
BPSU to digitize the library of
the university’s campuses via
Science and Technology Academic and Research-Based OpenlyOperated Kiosks (STARBOOKS)
Technology.
BPSU President Greg Rodis
expressed gratitude to the DoST,
saying the project will provide
their students in the two campuses access to information they
need in broadening their knowledge. The kiosks will be installed
in the libraries of BPSU Bagac
and Abucay campuses. The university has six campuses. Operating without the use of
internet, the STARBOOKS is a
user-friendly, standalone kiosk
which serves as a compendium
of science and technology information gathered from all over
the world.
DoST Bataan Director Rosalie Ona said STARBOOKS contains hundreds of thousands of
digitized science resources such
as journals, serial publications,
reference materials, annual reports, theses and dissertations,
and technical and project reports.
The university is the third
academic institution in Bataan

Bataan PHO asks folk: Destroy mosquito sites, stop dengue rise

BALANGA CITY – Bataeños are
urged to step up their efforts
in crushing mosquito breeding sites both in and out their
homes as dengue cases doubled
this start of the year.
The Provincial Health Of-
fice (PHO) reported that 443
dengue cases were recorded in
Bataan from January 1 to February 6, or 50% higher compared to the same period last
year that tallied 222 cases.
All of the 11 municipalities
and one city of Bataan recorded
dengue cases, with Bagac ac-
counting for the most number
with 77, followed by Limay with
70, and Balanga City with 60.
One fatality was recorded
coming from mountainous
Bagac town.
With this surge in dengue
cases, PHO has been on high
alert to curb the deadly mos-
quito-borne disease as they
conducted preventive fogging
operations in Bagac and Dinalupihan.
An immediate investigation
was carried out on areas with
impending clustering of dengue
cases, hotspots, outbreaks and
dengue death.
Emergency meetings were
staged in rural health units in
barangays and district hospitals to scale up monitoring and
active surveillance of cases,
health education for municipalities, and house-to-house campaign on search and destroy

THE month of March marks the
Women’s Week (first week) and
National Women’s Day on March
8, with both celebrations seeking
to emphasize gender equality and
the importance of women’s role in
society.
This year’s theme “Kapakanan ni
Juana, Isama sa Agenda!” calls
for gender-balance in leadership
and decision making positions
both in public and private sector;
inclusion of women’s concerns in
leadership platforms and the government’s development agenda;
and capacitating and preparing
women and girls to reach their
ambitions.
With 2016 as an election year, the
theme is but apt in giving due recognition to the rights of Filipino
women in today’s society. This year
also creates an avenue for womenleaders to show their worth. It can
be noted that two women – Senators Grace Poe and Miriam Defensor-Santiago – are running for the
highest position in the land, while
another, Leny Robredo, is seeking
the vice presidential post.
For years, we have been trying to
close the gender gap by prioritizing programs for women and by
women, as well as women empowerment. There are still women’s
issues that need to be addressed,
especially when it comes to domestic abuse, because there are
still women out there who choose
to keep quiet despite the personal
turmoil they are experiencing.
The voice of the women-leaders
should be heard, which has been
a long time coming.

First indoor game of ice hockey
O
n March 3, 1875, indoor ice hockey
makes its public debut in Montreal, Quebec. After weeks of training at the Victoria Skating Rink with his
friends, Montreal resident James Creighton advertised in the March 3 edition of the
Montreal Gazette that “A game of hockey
will be played in the Victoria Skating Rink
this evening between two nines chosen
from among the members.” Prior to the
move indoors, ice hockey was a casual outdoor game, with no set dimensions for the
ice and no rules regarding the number of
players per side. The Victoria Skating Rink
was snug, so Creighton limited the teams
to nine players each.
Hockey, traditionally played on grass
with a stick and a ball, has its roots in
ancient Greece, Egypt and Persia. In this
form, the game spread north to Europe
and then west to the Americas, and is
still popular in the Southern Hemisphere
as well as in North America, where it is
called field hockey. North America’s indigenous people were playing games with
a stick and ball long before the French
and English crossed the Atlantic. Cherokee, Ojibwe and Mohawk tribes all had
different names for what the French
branded “lacrosse,” as did the Iroquois
native to Quebec. Meanwhile, ice skating
was popularized by skating on sharpened
animal shinbones in Europe in the 17th
and 18th centuries, and games played
on ice included a Dutch version of golf
and an on-ice version of hurling, an Irish
stick-and-ball game.
Ice hockey was initially thought too
dangerous a game to play, as the ball was
difficult to control on the ice. For the 1875
Montreal game, the ball was replaced
with a wooden disc, now known as a
puck. The disc was less likely to fly off the
ice, and was less dangerous to both players and spectators. Creighton also instituted an early off-sides rule, mandating
that there be no forward passing ahead
of the player with the puck. The Montreal
Gazette reported the next day that the
first ice hockey game at Victoria Skating
Rink attracted 40 spectators. Ice hockey
then caught fire in Montreal, and in 1877
Creighton published rules to the game,
known as Montreal Rules. Canada’s now
legendary national passion for ice hockey
was ignited, and the new sport began to
spread across the country.
Years later, in 1994, bill C-212, making ice hockey the official winter sport of
Canada, was made law by Canada’s parliament. Lacrosse—which had been Canada’s national sport since 1859—remained
the country’s official summer game.

Samal enforces ‘I5’ in solid waste management

SAMAL, BATAAN – The municipal government here led by Mayor Generosa
Malibiran-Dela Fuente yesterday officially enforced Municipal Order
no.06-003 that intensifies the no
segregation, no collection policy or
the “5 ways to ecological solid waste
management plan.”
“We already informed and educated our constituents during our
week-long Dalaw Barangay to educate our constituents about this policy starting March 1,” Dela Fuente
told Headline Gitnang Luzon.
Aside from using social media
on their campaigns and advocacies,
Dela Fuente, along with the municipal council headed by Vice Mayor
Aida Macalinao and the department
heads, brought basic services in all
14 villages of the municipality to explain this new ordinance that will
be enforced starting March 1 of this
year.
Under the new ordinance, every
household in this town is required to
follow the I5 scheme or “5 solid ways”:
Ihiwalay (segregate), Isulit (recycle),
Ibigay (give or donate), Ibenta (sell)
and Itapon (throw away).
“Ihiwalay” speaks about the segregation between biodegradable and
non-biodegradable waste. “Isulit”
means recycle garbage such as cans,
bottles, straw and doy packs, papers,
cartons, tires, coconut husks.
“Ibigay” pertains to garden and
yard wastes, food or kitchen wastes,
and animal wastes that can be processed and converted into organic
fertilizer. “Ibenta” is about wastes
that can be sold such as plastic bottles, metal wastes, cans, etc.
“Itapon” means to throw away
for garbage collection such as health
care wastes, sachets, tetra packs,
wrappers, diapers and sanitary napkins, worn out shoes and bags, light
bulbs and electronics appliances.•

Tanjuatco told reporters during the
Pampanga Press Club Talk Widus held
at the Widus Hotel at Clark Freeport.
Clark is host to several airlines including Qatar Airways, Asiana Airlines,
Dragonair, Jin Air, CEBGO, Tiger Air of
Singapore, Air Asia Berhad and Cebu
Pacific Air.•

to mitigate the effects of El Niño such
as the construction of small water impound, diversion dams, small farm
reservoir, improvement of canal linings, and provision of irrigation equipment and planting materials to the
municipalities of Floridablanca, Porac,
Arayat, City of San Fernando, and Sta.
Rita and the construction of Automated Weather Stations in Candaba, Floridablanca, and Mexico.
More than P14 million was awarded
to the Dampe Mamatas Farmers’ Association of Floridablanca for the construction of a water impound in said
barangay, as well as P3,600,000 for a
tramline in Sitio Nabuclod, Barangay
Camachile of the same town.
Farmers groups from the municipalities of Lubao, Macabebe, Mexico,
San Luis, Magalang, Arayat, and Candaba also received varying amounts under the Bottom-up Budgeting Program
ranging from P387,000 to P1,000,000
per project.
A total of P12,348,500 worth of
projects were also awarded to fishpond
operators from the Bureau of Aquatic
Resources.
Several stakeholders were also given
a chance to have a dialogue with Pineda and Alcala at the end of the program
to air their needs and concerns in behalf of the group or association they
represent.

FILIPINOS’ love to
munch and crunch
cracklings of pork
is already a part
of their tradition
of lazy eating. And
surely among the
stuff they love to
eat include the various preparation of
crunchy pork skin
that is toasted and
deep fried.

ork crackling is usually
made with two major
steps. Firstly, it is prepared by having it sundried
before having it deep fried
with cooking oil like the
famed chicharon we know.
The method is generically the
same throughout the Philippines, although regional
variations can be found in
several places in the country.
In most cases, the preparation is a cross between having it instantly fried like that
of a crispy pata or of a lechon
kawali, but the pre-frying
method of having it sun dried
first before dipping it in boiling cooking oil is what makes
it different from the latter
two famed fried pork dishes.
If the Ilocanos have the
favorite bagnet version which
is made of large chunks of
pork cuts, in Pampanga,
countless styles of cut sizes
can be seen. From the long
strips of pork skin, square
bite sizes, or to the bigger ones having laman or
crunchy meat varieties, every
chicharon eater will find his
match of choice.
And among the different
towns of Pampanga and Tarlac, the southern Pampanga
town of Guagua as they claim
produces one of the most
requested chicharon versions.
In fact, most barrio folks of
this old Kapampangan community know how to fry good
chicharon and can readily tell
if a chicharon is made from
their town.
To date, this pork crackling which is locally called
pitityan, can be bought
in almost all of the stalls
of Guagua public market,
food souvenir shops and or
peddled in major streets and
highways of the province.
Hence, Galan’s, Lapid’s,
Pabustan’s, among others
made their name a byword
for chicharon lovers in and
around the province.
