Mission
The mission of the Athletic Department of Burrillville High School exemplifies the qualities of good sportsmanship, high
moral and ethical behavior, respect, discipline, leadership, persistence, self-confidence, responsibility and teamwork. These goals
will be reached while the importance of good academic performance is stressed.
Although most sports are team sports, the individual student athletes’ growth in academics and positive attitudes will be of
utmost importance. Sports are an outstanding opportunity to foster a positive work ethic, physical well-being and social skills that
will allow a student to become a successful contributor and participant in society.

BENEFITS
The Burrillville High School Athletic department believes strongly in the benefits derived by the students who
are members of teams competing in the Rhode Island Interscholastic League.
Several studies have indicated that students, who take advantage of high school activities such as athletics, band,
student council, etc., have better grades, attend school on a more regular basis and have higher rates of graduation.
The entire athletic department at Burrillville High School is committed to helping our athletes learn the value
of discipline, teamwork, leadership, work ethic, and loyalty as they apply to each athlete’s team. Further, we hope to
encourage the qualities of good citizenship, respect, confidence and accountability.
In addition, there is a lifelong health benefit in promoting physical fitness. The training and exercises taught
during the athletic seasons are valuable lessons that can easily be used well after the completion of a student’s athletic
career at the high school.
The athletes are also recognized for their achievements. This comes in the form of varsity letters, or junior
varsity certificates. In addition, each team has an award for its most valuable player and its leader in sportsmanship.
Several teams have awards that are particular to a specific team and are awarded at the discretion of the coaches and
assistant coaches. Athletes may also qualify for division and state awards that, in many cases, are advantageous when
applying for entrance into the college or school of their choice.

You are enrolled in the school for which you wish to participate.
You will not have turned 19 before September 1st.
You have had a physical examination and it is on file in your school.
You have an Assumption of Risk Form on file at the RIIL office.
You have not been enrolled in high school (grades 9- 12) for more than eight semesters.
You are passing 60% of your subjects including Physical Education.
You have not changed school without a corresponding move by your parents or person with whom
you were living.
You have not received money or other valuable considerations while participating in RIIL sponsored
sports.
You have not participated in non-school contests during your sports season after having reported for
your school team.
You have not competed in an all-star or National Championship after having played for a high school
team in the same sport.
RIIL Penalty for
USE of INELIGIBLE Athletes
If a player’s name is omitted from an eligibility list because of an error by a school official, the following penalties
shall be imposed:
1. The Principal is to submit a letter to the RIIL stating the reason(s) why the player’s name was omitted from the
eligibility list. (It is important to emphasize that all schools continue the required practice of self-reporting
infractions.)
2. A one-hundred dollar ($100.00) fine will be assessed to the school.
3. If the player’s (name) omission from the eligibility list was caused by a coach, the coach shall be ineligible to
coach the next scheduled RIIL contest.
4. There will be no penalty imposed on the player or the team assuming the player is eligible by all the other Rules
and Regulations of the RIIL.
5. Schools that are repeat offenders of Article 3, Section 1A3 and Article 6, Section 5 may be subject to further
penalties as outlined in Article 6.
6. Players who participate ineligible for reasons other than being omitted from the eligibility list will be subject to
present eligibility Rules and Regulations of the RIIL.

Principals may, at their discretion, impose additional sanctions on staff members whose errors result in a student-athlete being
rendered ineligible.

BURRILLVILLE HIGH SCHOOL ELIGIBILITY REQUIREMENTS
Students will be eligible/ineligible based upon the following:
Eligibility will be determined at the issuance of quarterly report cards, 1st quarter eligibility will be determined by the Final
Average of courses in the previous year. Students attending summer school and passing summer remediation will become eligible
according to the criteria below.
No Failures (Incompletes count as Failures until made up): Eligible for all activities for the entire quarter.
One Failure: On Academic Probation. Students are eligible to participate in any athletics/extra-curricular activities until mid-term
progress reports are issued. Students must pass ALL COURSES on the mid-term progress reports to continue to participate
through the end of the quarter.
Two Failures: Students will be ineligible to participate in any athletics/ extra-curricular activities until mid-term progress reports
are issued. Students must pass ALL COURSES on the mid-term progress reports to participate through the end of the quarter.
Three or More Failures: Students will be ineligible for all athletics/extra-curricular activities until the next report card is
issued. (Note: Per RIIL rules students must pass 60% of courses.
SOCIAL SUSPENSION
Attending and/or participating in co-curricular activities is a privilege not a right. The student is representing BHS;
therefore, any student who consistently violates the rules and regulations at BHS is subject to disciplinary actions,
which include a social suspension from all BHS co-curricular activities for an amount of time to be determined by the
school administration.
Social suspension means that a students in not allowed to attend and/or participate in any co-curricular activity at BHS
for a certain length of time. This includes but is not limited to, any sport at BHS, any club or group at BHS, any class
trip or activity, any after school event at BHS (for example a drama production or concert). If the student attempts to
attend an event while on social suspension, that student will be subject to disciplinary action including suspension from
school and/ or extension of the social suspension.
EXTRACURRICULAR ACTIVITIES
Student participation in extra-curricular activities including athletics, and clubs is a privilege, not a right and
students may be disciplined for on or off campus violations of the BHS code of conduct. This will include
students participating in extra-curricular/ athletic activities and using social media to make post relating to
the use of illegal substances BSD Substance Abuse Policy or posting comments that violate the BSD Social
Media Policy.
PARTICIPATION REQUIREMENTS:
Conduct:
The student must demonstrate appropriate behavior according to school standards. At the sole discretion of
the Principal, a student may be declared ineligible for participation due to chronic misbehavior or an incident
of serious or major misconduct according to school standards.

Participation
While interscholastic athletics are an extra-curricular activity, the Burrillville High School Athletic Department
promotes them as an integrated experience. Keeping with the mission of the school to educate the whole student,
interscholastic athletics provide an avenue for the student-athlete to mature as a person- physically, emotionally, and
socially in a way that cannot be experienced in the classroom. We ask our student-athletes to be committed and
persistent in their athletic endeavors. The committed player wants to contribute, wants to play, wants to be as good as
he/she possibly can be, and wants to succeed. Toward that end, he/she will work as hard as he/she can and give his/her
all 100% of the time. The persistent player has the will to keep going when the way grows hard. The grandest quality
of a true achiever is not natural talent or acquired skill, but perseverance. It is in the spirit of these traits that we ask our
student-athletes to finish what they have started.
With that said:
If a student-athlete quits a team, he/she may not try out for, nor participate on, any other school team until the season
of the sport from which he/she has left is completed. Furthermore, the student-athlete will be unable to participate in
the first two (2) athletic contests of the next sport, no matter which season or subsequent school year, in which they
participate (only one contest will be missed in sports that play ten or less games).
This ruling also applies to those individuals who are removed from a team due to disciplinary reasons.
This ruling DOES NOT apply to a student/athlete who has come to the realization that he/she lacks the skills necessary
to compete in that sport. That student/athlete, with approval from their present sport coach, may join another school
team, in the same sport season, in accordance with
RIIL rules under ARTICLE 3, ELIGIBILITY Section 1 C.
TEAM MEMBERSHIP & ATHLETIC REGISTRATION
All athletes MUST be academically eligible and in good standing at the school. Additionally, the student
must present the following materials to the Athletic Department (not the coach) before he/she will be
allowed to tryout, practice or play in a game with any athletic team at Burrillville High School. Notary
Public is required on RIIL Waiver Form, as well as BHS Acknowledgement Form, (page 18)
1. Proof of Physical Examination – this should be a note signed by the student’s doctor stating that the
student is able to participate in sports. This must be done each year.
2. State Waiver Form – the Rhode Island Interscholastic League requires this form. It must be
completely filled in and notarized.
3. Town & Medical Insurance Waiver Forms – this form is required by the School Department and
must be notarized. The Burrillville School Department requires that all student-athletes have health
insurance. This may be private insurance or school insurance may be purchased at a nominal fee. If
private insurance is chosen, the name of the insurance company and the policy number must be
provided.
4. Athletic Handbook Acknowledgement form on Page 24 of this handbook, stating you have
reviewed the entire handbook.

MEDICAL INSURANCE INFORMATION
Your son or daughter may want to participate in the interscholastic sports program at
Burrillville High School. Injuries can and will happen in athletics and the purpose of this form is to make
you aware of your child’s responsibilities when an injury occurs.
The school has obtained accident insurance for your son or daughter for injuries that occur while he or she is
in school or engaged in school programs. However, it is your responsibility to make sure that the conditions
of the insurance policy for coverage are fulfilled. Otherwise, the insurance company will not pay.

A student who is injured must report it to their coach as soon as possible. The coach will then fill
out an Injury Incident Report and submit it to the Athletic Director.

A student who is injured must seek medical attention within 60 days from the time of the injury.
Some injuries are deceptive in that in the beginning they do not seem to be serious, but they tend to
linger. A doctor should be seen before the 60 days elapse. Joint injuries (knee, ankle, wrist, finger,
and elbow) and shoulder injuries, unless superficial, should always be examined by a physician.
The insurance the school has obtained for your son or daughter is a deductible type; that is, it pays only after
other types of insurance, such as Blue Cross, United Health, etc., have paid what they will. However, do not
presuppose that you have no need for the school insurance because you have other insurance. Some health
insurers will not pay for all types of care.
MEDICAL BILLS:

If you receive bills from the doctor or hospital, forward them immediately to the insurance agency.
They are not to be brought to the school, nor should the school be made the recipient of the bills. The
school is not responsible for the payment of medical bills.
2.
To make sure the bills are paid as promptly as possible, all health professionals who treat your son or
daughter should be given the numbers of the other types of insurance that you have.
The insurance policy covers most medical bills. However, there are limitations and exclusions. Check with
the School Nurse for a list.
RHODE ISLAND INJURY FUND
This fund is available to pay the cost of athletic injuries not covered by other insurance, or when other
insurance has been exhausted. The Injury Fund will only cover 65% of the cost after the primary and
secondary insurers have been used, and only up to a maximum of $l0,000. All applications to the fund must
be made through the school.
This only covers RIIL sports. This information should be saved and referred to throughout the year in
the event of an injury.

INJURY REPORTS
Any injury sustained during a tryout, practice or game should be reported to the coach immediately. The
coach will complete an injury report indicating the date, time, type and circumstances of the injury as well as
any treatment given. This will be given to the Athletic Director as within 48 hours.
In the event the injury required a doctor or emergency room visit, clearance must be given before returning
the athlete to active play or practice.
All athletes are expected to attend scheduled practices and games if out for any period of time due to
an injury. They are still considered part of the team.

TRYOUTS
Parents and students should be aware that many of the athletic teams at Burrillville High School require a tryout
period. Candidates are given a fair opportunity to demonstrate their skill before the final selection process is
completed.
All athletes at Burrillville High School are required to obtain an Athletic Participation Registration Card before they
will be allowed to practice or tryout with any athletic team. The athletic card will provide information regarding the
athlete’s name, age, address, telephone number, date of last physical, parental permission and year of graduation. It
will also indicate to the coach that the student is in good academic standing.
Each coach will explain his/her expectations to the athletes. Parents and students should realize that the time required
for participation in sports at the high school level is substantial. Practices and games are mandatory and usually
involve several practice days and game days each week. Due to the availability of field and gym space, the tryouts and
practices may be held in the late afternoon or evening. It may also be necessary to schedule a game or practice during
a weekend.
COMMITMENT of LOYALTY to the TEAM
A bona fide member of the school team is a student who is regularly present for, and actively participates in, all team
practices and competitions. Bona fide members of a school team are precluded from missing a practice or competition
in order to compete with an out-of-school team.
Student athletes are expected to attend all practices and games.
At the high school level, practices are held every day for one to three hours after school. Due to field/gymnasium space
constraints, some sports may require that practices be held later in the afternoon or evening. Weekend practices vary
by sport and participation is expected.
At the middle school level, practices will be discussed at the start of each season.
Interscholastic athletics demand more commitment than a club or recreational activity. As such, students should be
aware of the time commitment prior to trying out for a team.
Each coach will explain his/her expectations of the athletes.
TEAM RULES
Athletic teams may have rules that apply to their particular sport. These rules are designed to enforce the particular
team’s requirements for practices, training, discipline, and game deportment. Team rules may be formulated as the
result of discussions among the head coach, the assistant coaches, the athletic director and, sometimes, the players.
These rules are never to conflict with or minimize the regulations of the Burrillville School Department or the Rhode
Island Interscholastic League. In all cases, these rules are to enhance the athlete’s performance both physically on the
field and academically in the classroom.
Any student-athlete found in violation of the team rules can be dismissed from the team. This, however, can only be
done after the student has met with the Athletic Director and Administrator.
ALL SERIOUS RULE VIOLATIONS MUST BE REPORTED TO THE ATHLETIC DIRECTOR WITHIN
48 HOURS.

TRANSPORTATION
Buses are ordered by the Athletic Director. Coaches must follow the proper procedures
in ordering and using buses.
1. The head coach will submit a request for buses to the Athletic Director at the start of each season.
2. Coaches are responsible for checking transportation lists provided by the Athletic Director.
3. It is the responsibility of the coach to have the members of the team ready to board the bus at the
designated time.
4. Members of the team must travel to and from the contest on the team bus. Exceptions to this can be made
on occasion, if the proper forms (See Transportation Waivers) are completed and submitted one school day
prior to the event. This is an exception for special circumstances.
5. Coaches must travel on the team bus. Coaches should supervise the team on the bus and prevent any
horseplay or unnecessary yelling. Make the athletes aware of proper conduct on the bus. At all times we
represent Burrillville High School and should be first class in all we do.
6. Coaches and team captains should make sure the bus is left clean and that no team equipment is left on the bus.
A WAIVER OF LIABILITY for TRANSPORTAION form is attached at the end of the handbook on page 18.
APPOINTMENT OF CAPTAIN S FOR VARSITY TEAMS
In appointing captains, emphasis should be placed on the leadership qualities, school spirit, and good academic
standing that a captain should have.
1. Captains should be chosen by election or appointment before or at the beginning of the season.
2. The Head Coach will establish the ballot for the election.
3. Only returning senior lettermen are to be considered eligible for election or appointment to team captain.
If a sport does not have returning seniors, then the juniors will be eligible.
4. If the election method is selected, team captains are to be chosen by the varsity team
members for that season.
5. The names of the selected captains should be given to the Athletic Director for approval
before the athletes are informed. Captains must be approved by the Athletic Director, and the Principal.
6. It is the duty of the coach to make the captains aware of their duties and responsibilities.
7. If a captain is given an Out-of School Suspension from school, they will also be stripped of their captaincy
until a meeting is held with the Head Coach, Athletic Director, and the Vice-Principal. If a student’s season
has ended when the suspension occurs, the student can lose credit for the captaincy and not be
recognized as a captain of a Burrillville team.
8. The following are to be the maximum number of captains allowed per sport by either election
or appointment. Any change or alteration of the listed numbers for a sport may be allowed, but
only after consultation with the Athletic Director.

ATTENDANCE & PRACTICES
Absence from School:
A student or athlete will not be allowed to participate in any school activities, athletic games or practices,
intramural activities or extracurricular programs on the day he/she is absent. This does not apply to activities
that have been sanctioned by the school such as field trips, college visits, bereavement, etc. that have been
approved by the administration.
Late Arrival to School:
Athletes must be in school by 9:15 AM on the day of a scheduled game in order to be eligible to play. An
Administrator may excuse emergencies on a case-by-case basis.
Early Dismissal From School:
An athlete who needs to leave school early due to illness will not be allowed to participate in that day’s
game, match or practice. Athletes may not be dismissed prior to 12:15 PM. Again, an Administrator may, in
some situations, excuse emergencies.
Practices:
Athletic practices are prohibited when school is closed due to inclement weather.
School/Family VACATIONS & Extended Absences
Every team member is expected to be present for all team practices and contests. Because of scheduling
parameters, many of our teams practice and play during scheduled school vacations. Students who plan to be
absent for an extended period of time due to vacation or other planned extended absence should discuss this
situation with the coach prior to tryouts.
VACATION POLICY
Students are expected to attend all contests and practices during the season, including games and contests during
school vacations. Vacations, including school-sponsored trips, by athletic team members are discouraged in season. If
a student does need to miss a practice, they need to tell the coach prior to the absence. If a student knows that they are
going to be way from the team during the season, they should inform the coach before the season begins. This allows
the coach to plan accordingly for the student’s absence. If a student is going to miss time with the team during school
vacation for a personal vacation, school-sponsored trip, or other plans, the recommended policy is that they will have
to sit out one contest for each of the contests that they miss before being allowed to return to competition. They will
also have to practice as many times as they missed before they will be allowed to return to competition.
STUDENT/ATHLETE DISCIPLINE PROCEDURES
School Discipline Obligations:
A student-athlete with a school disciplinary obligation is expected to fulfill the disciplinary obligation before reporting
to an athletic practice or game. Students cannot expect, and should not request, for any reason, disciplinary action to be
postponed or canceled for any athletic reason.
The Principal reserves the right to remove a student from a team for excessive disciplinary problems and may reinstate
the student upon sufficient evidence of improvement.
Suspensions:
A student-athlete who has been assigned to out of school suspension is not eligible to play, practice, or attend any
school functions for the duration of the suspension.

UNIFORMS & EQUIPMENT
Each athlete will be supplied with uniforms and, in some cases, equipment for his/her sport. Athletes are responsible
for all equipment they use and will be held financially accountable for any equipment or uniforms that are lost,
damaged or stolen as the result of their carelessness or vandalism.
Students will not be issued final report cards or transcripts until all outstanding financial obligations are met and
cleared by the Athletic Director.
CONDUCT & DISCIPLINE
Student/athletes are considered representatives of Burrillville High School and as such are expected to have high
standards of conduct at all home and away games, practices, events and activities of the high school.
Athletes will be expected to adhere to the dress code of their coach when attending games. This will apply to a sport in
which the team uniform is not worn while traveling to a game or meet.
Athletes are required to treat everyone with respect while participating in, traveling to or from an athletic event and
while on school property. Each athlete will be expected to treat teammates, coaches, officials, parents, fans and
opposing teams and their fans with dignity and respect.
Athletic coaches may have rules governing the conduct of players and the requirements of training and practice. These
rules, which are not to be in conflict with the regulations of the Burrillville School District and the RIIL, must be
approved by the Athletic Director in writing and shared with players before they are put into effect. Violations of these
rules may result in temporary or permanent suspension from the team.
Team members shall remain in the team area during a contest. When varsity and junior varsity teams or other
combinations travel together, the team not competing shall sit together. No one is permitted in the team area except
coaches, team members, and students associated with the team.
After the game, players shall cross the playing surface and shake hands with their opponents.
SPORTSMANSHIP
The Burrillville School Department expects all parties at a contest to display the highest possible level of
sportsmanship before, during, and after competition. Players, coaches, and spectators are to treat game officials,
opponents, and visiting spectators with poise, class, and respect as reflected in the athletic program mission. Displays
of poor sportsmanship will not be tolerated and will be addressed on an individual basis.
Some examples of good sportsmanship are:
- Applause during introduction of players, coaches and officials
- Cheering for your team
- Accepting all decisions of the officials
- Handshakes between participants and coaches at the end of a contest, regardless of the outcome
- Treating competition as a game, not a war
- Coaches/players searching out opposing participants to recognize them for outstanding performance or coaching
- Applause at the end of the contest for the performances of all the athletes
- Showing concern for an injured player, regardless of which team he/she is on
Under no circumstances will the following be tolerated:
- Disrespectful or derogatory yells chants, songs or gestures
- Booing, heckling or displays of temper at an official’s decision
- Yells or trash talk that antagonizes opponents
- Refusing to shake hands at the end of the contest
- Blaming a loss on the officials, other players or coaches
- Laughing or name calling
- Profanity or anger that draws attention away from the game
The Athletic Director or a school official has the right to request that a person leave the gym or playing field if he/she is not
representing the school in a positive manner.

TAUNTING
Taunting includes any actions or comments by coaches, players, or spectators which are intended to bait, anger,
embarrass, ridicule or demean others, whether or not the deeds or words are vulgar or racist. Included is conduct that
berates, needles, intimidates, or threatens based on race, gender, ethnic origin or background, and conduct that attacks
religious beliefs, size, economic status, speech, family, special needs, or personal matters.
Examples of taunting include, but are not limited to, “trash talk,” defined as a verbal communication of a personal
nature directed by a competitor to an opponent by ridiculing his/her skills, efforts, sexual orientation, or lack of
success, which is likely to provoke an altercation or physical response; and in physical intimidation outside the spirit of
the game, including “in the face” confrontation by one player to another and standing over or straddling a tackled or
fallen player.
In all sports, officials are to consider taunting a flagrant, unsportsmanlike foul that disqualifies the offending bench
personnel or contestant from that contest or day of competition. In addition, the offender shall be subject to existing
RIIL expulsion rules. The District may take independent action against any individual who violates the Taunting rule.
At all contests, appropriate management may give spectators one warning for taunting. Thereafter, spectators who
taunt players, coaches, game officials, or other spectators are subject to ejection.
HAZING
The Burrillville School Committee has approved Policy 6435 to address incidents related to hazing:
The Burrillville School Department shall provide an educational environment that is free of intimidation, verbal abuse,
or physical abuse that is characterized as an intimidation, a rite of passage, or hazing.
Hazing shall be defined as any conduct by an individual or a group that requires a student to perform unusual actions
designed to harm or humiliate him/her or conduct by an individual or group that victimizes a student by means of
intimidation, threats or physical punishment.
Reports of such conduct shall be investigated, and actions shall be taken under the guidelines of an individual school’s
disciplinary code.
In addition, hazing is prohibited by Rhode Island Law, which defines hazing as a misdemeanor and imposes penalties
that include substantial fines and/or imprisonment upon conviction. The Rhode Island Hazing Law is provided on the
following page.
RHODE ISLAND HAZING LAW
11-21-1. Penalty for hazing.
a)
Any organizer of, or participant in, an activity constituting hazing as defined in subsection (b), shall be guilty
of a misdemeanor and, upon conviction, shall be fined not more than five hundred dollars ($500) or punished by
imprisonment of not less thank (30)days nor more than one year, or both.
b)
The term “hazing”, as used in this chapter, shall mean any conduct or method of initiation into any student
organization, whether on public or private property, which willfully or recklessly endangers the physical or mental
health of any student or person. Such conduct shall include, but not be limited to, whipping, beating, branding, forced
calisthenics, exposure to weather, forced consumption of food, liquid beverage, drug, or other substance, or any brutal
treatment of forced physical act which is likely to adversely affect the physical health or safety of the student or any
other person, or which subjects the student or other person to extreme mental stress including extended deprivation of
sleep or rest or extended isolation.
11-21-2. Penalty for school official permitting hazing.
Every person, being a teacher, superintendent, commandant, or other person in charge of any public, private, parochial,
or military school, college or other educational institution, who shall knowingly permit any activity constituting hazing
as defined in 11-21-1, shall be guilty of a misdemeanor and shall be fined not less than ten dollars ($10.00) nor more
than one hundred dollars ($100.00).

TOBACCO, ALCOHOL/SUBSTANCE ABUSE POLICY
Tobacco, Alcohol/Substance Abuse Policy (P6432)
The Burrillville School Committee established a Tobacco Policy and Alcohol/Substance Abuse Policy to provide a
tobacco, alcohol and other drug (prescription and nonprescription medications included) free school environment for
its students, our employees, and the community at large. The School Committee feels strongly that no use of tobacco,
alcohol, and other drugs should take place in any building, playing field, locker room, gymnasium, bus, parking lot, or
other areas designated as school property, whether owned, leased or rented, or at any school related function.
The purpose of these enforcement regulations is to prohibit the use, transfer, or being under the influence of tobacco,
alcohol or other drugs (prescription and/or nonprescription medications without authorization of a physician are
included).
Using, transferring, and/or being under the influence of any such tobacco, alcohol or other drugs is hereby prohibited.
Non-students are at all times prohibited from use or transfer of tobacco products.
This prohibition includes school and non-school events held on school property, 24 hours per day, 7 days per week, by
any person, student, employee, or guest of the school department. The school nurse/teacher is authorized to dispense
medication when needed by a student.
Controlled substances – as defined or referred to in R. I.C. L. SS21.2&1o2-2.o9
Tobacco (product use) - as defined or referred to in REGL.SS23-20-9-4 (4)
Alcohol beverage – as defined or referred to in RIC.LSS3-1-1

BHS Drug/Alcohol Testing Procedures
Alcohol testing may be used at school or at school activities, with reasonable cause and on an as needed basis.
Administrators will be responsible for determining appropriate use (i.e., upon indication of slurred speech, odor of
alcohol, glassy eyes and/or impaired motor skills). Students refusing to take a test will not be admitted to the school
activity or may be removed from the activity. The administration will make the decision whether to detain the
individual and will contact a parent/guardian. A student failing the test will be supervised by school personnel until
they can be released to a parent/guardian. The student will be disciplined for attending a school function under the
influence of alcohol.
In certain circumstances with the explicit approval of parents of students under 17, and the student 17 or over, drug
tests may be administered by school personnel. The following guidelines shall be followed when the drug test is
administered:




The test to be used will be approved by the school districts medical office.
The testing kits and test paraphernalia shall be kept in the office of the principal.
Tests shall not be administered without explicit consent of the parent, or the student if he or she is 17 or over in age and without the
approval of the building principal.
The test shall be administered by trained staff members.

Student Penalties
Possession or Being under the Influence of Tobacco, Alcohol or Controlled Substances as Defined by Rhode Island
State Law.
First/Second Offense:
A student found to have possessed, or been under the influence of tobacco, alcohol and/or other drugs (prescription
and/or nonprescription medications without authorization from a physician), or other controlled substances as
defined by Rhode Island law, will be suspended out-of-school for ten (10) school days. The Burrillville Police
Department will be asked to assist the Principal in investigating all cases involving alcohol or drug abuse.
The Principal or Assistant Principal will attempt to immediately contact by telephone the student’s
parent/guardian. A
letter will be mailed to the student’s home address asking the parent/guardian to meet with the Principal or
Assistant Principal within the next five (5) school days if contact by telephone is not made.
During the conference, the Principal or Assistant Principal will offer the student a referral to counseling services
offered by the Student Assistance Counselor. If the referral is agreeable to the parent/guardian and the student
promises to cooperate with the Student Assistance Counselor, then the student’s consequences may be reduced. A
student, who does not complete his/her counseling and community service obligations within the time schedule
established by the Student Assistance Counselor, will be held to the original consequences as determined by the
Principal/Assistant Principal.
First Offense- Students will have to complete no less than 5 sessions each with the student assistance
counselor, and no less than 10 hours of community service. Parent will have to phone conference with the
Substance Abuse Counselor. Students will be socially suspended from all extra-curricular activities for no
less than 4 weeks. Failure to comply will result of enforcement of 10 day suspension.
Second Offense- Students will have to complete no less than 10 sessions with the student assistance
counselor, and no less than 30 hours of community service. Parent will have to attend no less than 2
meetings with Substance Abuse Counselor. Students will be socially suspended from all extra-curricular
activities for no less than 12 weeks.
Third Offense:
A student who has violated these policies for a third time will be suspended out-of-school for ten (10) days. A
letter will be mailed to the student’s home address asking the parent/guardian to contact the Principal to determine
a mutually convenient time to schedule a hearing. If the family refuses intervention, the student will be given a ten
(10) day out-of-school suspension with recommendation to School Committee to expel.
Third Offense- Students will have to complete no less than 15 sessions with the student assistance counselor, and no
less than 60 hours of community service. Parent will have to attend no less than 5 meetings with Substance Abuse
Counselor. Students will be socially suspended from all extra-curricular activities for the remainder of the school year.
Rhode Island Law 23-30.6 prohibits smoking in all public places. Rhode Island Law 11-9-14 prohibits students
under the age of 18 from possessing or smoking in a public place.
Transfer of a Controlled Substance to Another Person
First Offense:
A student found for the first time to have distributed or transferred to another person alcohol, tobacco, prescription
and/or nonprescription medications, or other controlled substance as defined by Rhode Island law, will be
suspended out-of-school for ten (10) days. The Burrillville Police Department will be asked to assist the Principal
or Assistant Principal in investigating all cases involving the distribution or transfer of either alcohol or other
controlled substances. The Principal or Assistant Principal will attempt to immediately contact by telephone the
student’s parent/guardian. A letter will be mailed to the student’s home address asking the parent/guardian to meet
with the Principal or Assistant Principal within the next five (5) days if contact by phone is not made.

During the conference, held before the return to school, the Principal or Assistant Principal will offer the student a
referral to counseling services offered by the Student Assistance Counselor. If the referral is agreeable to the
parent/guardian and the student promises to cooperate with the Student Assistance Counselor, then the student’s
consequences may be reduced. A student, who does not complete his/her counseling and community service
obligations within the time schedule established by the Student Assistance Counselor, will be held to the original
consequences as determined by the Principal /Assistant Principal.
First Offense- Students will have to complete no less than 5 sessions with the student assistance counselor,
and no less than 20 hours of community service. Parent will have to phone conference with the Substance
Abuse Counselor. Students will be socially suspended from all extra-curricular activities for no less than 16
weeks. Failure to comply will result of enforcement of 10 day suspension.
Second Offense:
A student found for the second time to have distributed or transferred to another person alcohol, tobacco,
prescription and/or nonprescription medications, or other controlled substances will be suspended out-of-school for
ten (10) days. The Burrillville Police Department will be asked to assist the Principal or Assistant Principal in
investigating all cases involving the distribution or transfer of either alcohol or other controlled substances. A
letter will be mailed to the student’s home address asking the parent/guardian to contact the Principal to establish a
mutually convenient time for a hearing. A student found for a second time to have distributed or transferred to any
person, alcohol or a controlled substance may be suspended from school for up to forty-five (45) days with a
recommendation to the School Committee to expel.
The entire policy that governs school employees, guests, and organizations using school facilities is available from the
Office of the Principal. Any person who commits a violation of policies related to tobacco, alcohol, and the use of
other substances will be held liable for any monetary fine imposed upon the governing body.
The following policy is in place regarding the use of tobacco, alcohol or drugs by any athlete competing at Burrillville
High School. The athlete may not use, consume, possess, buy, sell or give away any beverage containing alcohol or a
controlled substance. He/she may not use tobacco, marijuana, steroids or any controlled substance. It is not a
violation for an athlete to be in possession of a legally defined drug specifically prescribed for the student’s use by
his/her physician.
First Offense:
A student found to have possessed, transferred, or been under the influence of a controlled substance may be
suspended up to five (5) days. The Administration is required to notify the Burrillville Police Department of all
cases involving alcohol and/or drug abuse.
Second Offense:
A student who has violated the policies related to tobacco, alcohol, or the use of other substances for a second
time may be suspended for not less than two (2) days or more than ten (10) days. If the family agrees to
intervention, the student’s consequences may be lessened.
Third Offense:
A student who has violated the policies related to tobacco, alcohol, or the use of other substances for a third
time may be suspended for not less than two (2) days or more than ten (10) days. If the family refuses
intervention, the student will be given a 10-day Out of School Suspension, with recommendation to expel.
Notice: Before any suspension provided under these rules takes effect, the student shall be verbally advised by the
Head Coach, Athletic Director or Administrator of any alleged violation. All due process provisions will be protected.
Additionally, the policy of the school committee as outlined in the Burrillville High School Parent/Student Handbook
will be followed.

COMMUNICATIONS
Parent/Student/Coach Communication
Athletic program managers, parents, and coaches may occasionally engage in difficult and potentially conflicting roles.
By establishing an understanding of each position, all parties are better able to accept the actions of the other and
provide greater benefit to students in the athletic program.
Parents have a right to understand what expectations are placed on their child, the coach, and the Athletic Director. In
turn, the ability of the Athletic Director and coaches to better serve students and the mission of the school and athletic
program is dependent upon parents performing their part in supporting said mission.
What a Parent/Guardian should Expect from a Coach:
1. That the coaching staff will project a professional demeanor at all times, will exhibit a sportsmanlike attitude and
serve as a role model for student athletes to emulate.
2. That their child will be treated with utmost respect by the coaching staff.
3. That the coach will communicate his/her philosophy concerning his team.
4. That the coach will communicate his/her expectations with respect to each athlete and the team generally prior to the
start of the season.
5. That the coach will give locations and times of all practices and games.
6. That the coach will specify team requirements prior to the start of the season to include but not be limited to
practices, special equipment and out-of-season conditioning.
What Coaches Expect from Parents:
1. Parents/guardians should offer support and encouragement to the student athlete, coach and other team members.
2. Parents/guardians will communicate with coaches regarding any concerns they have about their child.
3. Early notification from the parent/guardian as to any conflicts relative to practice or game schedules.
4. Parents/guardians will communicate any concerns regarding the coach’s philosophy and/or expectations.
Parent/Coach Conference:
As student-athletes become involved in the programs of the District, they will experience some of the most
rewarding moments of their lives. It is important for parents/guardians to understand that there may also be
times when a coach’s decision does not coincide with their wishes for their child. At these times, discussion
with the coach is encouraged.

PROCEDURES FOR HANDLING ATHLETIC COMPLAINTS
All coaches, student—athletes, and parents are expected to read and follow the guidelines below. In order to insure
the reasonable expression of differences that can occur in athletic activities, these procedures have been developed
to establish a line of communication between school, parent, student—athletes, and coaches when a problem arises.
The Administration of Burrillville High School will review these procedures with all athletic personnel at the start of
each season. Parents should remember that all Burrillville High School athletic staff and students are required to
follow these procedures. Should need arise, parents are expected to adhere to this process as well.
The following guidelines should help to alleviate potential problems:
1. No conflict between a parent, student, official, or coach should be addressed during or immediately
following a game. The game sites, practice field, lobby, or locker room are not appropriate places to
handle conflict or disagreement.
2. Coaches are NOT to meet or deal with conflict at these times or places.
3. If a parent is upset, he or she should call the Athletic Director to arrange a meeting with the coach for
the following workday. Playing time is not a discussable issue.
4. We ask that parents and guests respect the decisions of the coaches and officials during contests and
practice. We realize that you may disagree with these decisions from time to time. In order to teach
sportsmanship and fair play, we need the adults to be visible role models. Keep your cheering and
comments in a positive mode and encourage our student-athletes.
The following steps should be taken in order for the problem to be resolved:
1. If the athlete has an issue with the coach, whether it is playing time or such, the athlete needs to set up
a meeting with the coach to discuss the situation. This should always be the first step with any conflict.
2. If a further meeting is needed, the coach, student-athlete, and/or parent may request the meeting. This should be
done through the Athletic Director. The Athletic Director will keep notes of the meeting.
3. If the conflict is still not resolved, the Athletic Director will inform the Principal of the situation and they will
decide how to proceed.
Finally...
The Burrillville High School Athletic Program is a part of the overall educational program of the school. We recognize
that the athletic program is meant to serve the development and enhancement of the participating student athletes,
within the framework of the school’s philosophy. As difficult as it can be at times, parents are expected to abide by
coaches’ decisions regarding a student’s playing time and related issues.
Parent/Guardian – PRINCIPAL CONFERENCE
After all previous conference procedures have been followed; the student-athlete’s parent/guardian may contact the
school Principal for a satisfactory resolution to a perceived problem. Any such meetings between the Principal and
parent/guardian may or may not include the Athletic Director and/or coaching staff, depending upon the circumstances
and the preferences of both the Principal and the parent/guardian. Nonetheless, all such conferences between the
Principal and the parent/guardian are deemed to be confidential and privileged.
Typically, it is expected that the parent/guardian and the student-athlete will, if possible, discuss matters of concern
with the Athletic Director directly prior to a conference with the Principal. However, insofar as concerns regarding the
abuse of a student-athlete, including but not limited to mental, physical or sexual abuse, a parent/guardian should
contact the Principal directly and immediately.

APPEALS
Consistent with School Department Policy, if a matter of concern persists or a satisfactory resolution is not
forthcoming after a parent/guardian has met with the Principal, the next step for the parent/guardian is to contact the
Superintendent. Final appeals may be made to the Burrillville School Committee.
ATHLETIC AWARDS POLICY
An athletic award is a symbol of athletic accomplishment and good sportsmanship. Since the award is a symbol of
accomplishment, its value lies in its implication rather than its monetary value.
A. Basic Criteria for Athletic Awards
1. An athlete will receive an athletic award when he or she meets the stated requirements of the sport.
2. An athlete must manifest good sportsmanship.
3. An athlete will receive an athletic award if he or she is recommended by the coach and receives the approval of
the Athletic Director even though he or she has not fulfilled the other stated requirements.
4. Injuries that occur while the athlete is participating in the sport should not exclude him or her from an award.
5. Occasionally a situation will arise in which the coach will have to determine the merit of an individual case. Rigid
regulations serve a useful purpose only when such regulations do not harm an individual in unusual situations.
Such unusual situations will be handled by the coach and Athletic Director.
6. An athlete shall not receive an athletic award who, in the opinion of the coach or Athletic Director, has not made a
constructive contribution to the success of the team, or who has been too frequently absent from practice.
B. Varsity Letter
1. The award for varsity competition will be the Block "B."
2. The athlete's first varsity award will be a large Block "B" with a pin to indicate in which sport it was earned.
3. Additional awards in any one sport will be a pin for that sport.
C. Requirements for Earning the Letter Award in Each Sport
Baseball:
Participation in 50% of officially scheduled games played by the team; or a senior who has been a
member of the varsity squad for the whole season. Pitchers and catchers will qualify for awards
based upon their contributions to the team.
Basketball:
Participation in 50% of officially scheduled games played by the team; or a senior who has been a
member of the varsity squad for the whole season.
Cheerleading: Attendance at practice and games as determined by the Cheerleading Coach.
Competition Cheerleading: Participation in 50% of officially scheduled competitions
Cross Country: Finish in the “Top 7” in at least 50% of the league meets, or score in a major meet.
Field Hockey:
Participation in 50% of officially scheduled games played by the team; or a senior who has been a
member of the varsity squad for the whole season.
Football:
Participation in 50% of the quarters of all officially scheduled games played by the team.
Golf:
Participation in 50% of officially scheduled matches.
Hockey:
Participation in 50% of officially scheduled games played by the team; or a senior who has been a
member of the varsity squad for the whole season.

Lacrosse:
Participation in 50% of the quarters of officially scheduled games played by the team; or a senior
who has been a member of the varsity squad for the whole season.
Soccer:
Participation in 50% of officially scheduled games played by the team; or a senior who has been a
member of the varsity squad for the whole season. Goal keepers will qualify for awards based upon
their contributions to the team.
Softball:
Participation in 50% of officially scheduled games played by the team; or a senior who has been a
member of the varsity squad for the whole season. Pitchers and catchers will qualify for awards
based upon their contributions to the team.
Swimming:
Score in a major meet or score of a total number of points equal to the total number of dual meets
on the league schedule.
Tennis:
Participation in 50% of officially scheduled matches.
Track (Indoor and Outdoor): Score in a major meet or score of a total number of points equal to the total number of
meets on the league schedule.
Volleyball:
Participation in 50% of officially scheduled games; or a senior who has been a member of the varsity
squad for the Whole season.
Wrestling:
Participation in 50% of officially scheduled matches.
Any senior athlete who has played for their team for at least three years will be awarded a varsity letter.
Managers and statisticians for varsity teams will be eligible for athletic awards.

COMPLICATIONS Associated with Concussions:
POST-CONCUSSION SYNDROME:
Following a concussion, athletes may suffer a number of lingering symptoms for varying lengths of time.
Below are listed some of the more common symptoms that may last for weeks or months. Again, no athlete with any
symptom related to head injury should even begin the return-to-play protocol.









Impaired attention
Concentration and memory deficits
Dizziness
Tinnitus (ringing in the ears)
Prolonged or recurring headaches (especially with exertion) *
Fatigue
Irritability
Visual problems
Neurasthenia, weakness or numbness
*Often high school athletes may return to sport prematurely because the headache can mistakenly be seen as a
common ailment. However recent research has shown that athletes with residual headaches even a week postconcussion do poorly on specialized tests such as reaction time and memory (Collins et al, 2003). It is imperative
that even a seemingly non-significant headache not be dismissed as a common ailment prior to returning to
sports.
SECOND-IMPACT SYNDROME:
Second-impact syndrome is a rare event, which poses a significant concern for athletes who return too soon
after suffering a previous concussion. Second-impact syndrome occurs when a second concussion occurs before a
previous concussion has completely healed even if both of the injuries were very mild. Second Impact syndrome is
characterized by an auto regulatory dysfunction that causes rapid and fatal brain swelling, and can result in death in
as little as two to five minutes (McCrory, 1998). It is particularly important to note that virtually all of the secondimpact syndrome cases that have been reported have occurred in adolescent athletes. The signs of second-impact
syndrome are as follows:





Previous history of concussion
Visual, motor or sensory changes
Difficulty with memory and/or thought process
Collapse into coma
Neurological abnormalities in strength range of motion or sensory feelings.
