The Downtown Saint Paul Criterium is a “prologue” for the Omnium. Jerseys will be awarded to riders registered for the omnium and those riders will receive callup at the Uptown Minneapolis Criterium. However,
points awarded in Saint Paul will not carry over to the Omnium, which starts on Friday at the Uptown Minneapolis Criterium.

Traffic and Road Construction
There are two seasons in Minnesota: Winter and Road Construction. To find the latest on traffic
congestion and road construction, you can visit the Minnesota Department of Transportation’s

Note in particular that Hwy 36 in Stillwater, the Sunday stage, is often congested. The directions in that section should allow you to avoid the worst of it, but allow extra time.

ARTICLE 3. PARTICIPATION
The North Star Grand Prix is open to women and men
who hold Category 1, 2 or 3 USA Cycling license.
Field limit is 125 riders. Twenty five (25) preregistration spots will be reserved for women. These spots will
be released when preregistration closes.
ARTICLE 4. RACE HEADQUARTERS

ARTICLE 5. NEUTRAL SUPPORT
Neutral support will be provided in Saint Paul, Minneapolis and Stillwater by Shimano.
There will be no neutral support in Menomonie. A pit
will be provided on a wheels in / wheels out basis.
ARTICLE 6. CRITERIUM RULES
ARTICLE 1. ORGANIZATION
All races will be run under USA Cycling rules.
The North Star Grand Prix is organized by Minnesota Bicycle Festivals, Inc, 3020 Simpson St.,
Roseville, MN 55113. It is governed by the rules
of USA Cycling. Held under USA Cycling Permit
number 2015-1934.
All races will utilize a free lap rule which will allow riders who suffer a mishap to seek service and then return
to their position within the group they were with when
the mishap occurred. Riders suffering a mishap after
free laps have expired will have the options of either
chasing or of receiving a calculated finishing position
ARTICLE 2. TYPE OF EVENT
The North Star Bicycle Festival criteriums are an
omnium. An omnium points table can be found on
3D8. Field finish option. If two or more riders have
lapped, or are about to lap, a substantial group of riders, the bell will be rung at 3 laps to go indicating the
final lap for the group of riders. The group will sprint

at 2 laps to go, then retire immediately. The bell will
be rung at 1 lap to go for the leaders, who shall alone
contest the final sprint. No continuing rider may take
pace from a rider who has finished [penalty per UCI
12.1.040.8.2]

7.3 K’ul Chocolate SPRINT CLASSIFICATION
Sprint points will be contested with intermediate sprints
at all races. There will be three (3) sprints per race.
IMPORTANT NOTE:
• The Chief Referee shall have the discretion to
reduce the number of laps that must be completed.
Riders must be pulled by a race official and have
their number recorded to qualify for an assigned
finishing position.
ARTICLE 7. COMPETITIONS
Only riders who are registered for the omnium will
be eligible for the jerseys. The leaders in individual
classifications will wear the following jerseys, in order
of priority:
General Classification: Yellow Jersey
Sports Beans Best Woman: Polka Dot Jersey
K’ul Chocolate Sprinter: Black Jersey
Greg LeMond Best Young Rider: White Jersey
Penn Cycle Best Masters 40+: Red Jersey
Luther VW Best Category 3: Green Jersey
Should a rider be awarded a jersey in more than one
classification, the next eligible rider in the lower priority classification will wear the jersey, unless required
to wear their Championship jersey
If two or more Individual riders are awarded the same
total number of points for any competition, the tiebreaker system shall the order of finish at the most
recent event..

A leader’s jersey will be presented to the best placed
rider racing age 22 or under in the omnium overall.
7.5 Penn Cycle Top Masters
A leader’s jersey will be presented to the best placed
rider age 40 or over in the general classification.
7.6 Luther Volkswagen BEST CATEGORY 3
Leader’s jerseys will be presented to the best placed USA
Cycling Category 3 rider.
ARTICLE 8. PRIZES
A grand total of $4,000 in prizes will be awarded. Prizes
lists may be found on page 11.
Prizes for each race will be distributed after the results
are final each day. Omnium and final jersey prizes will
be distributed after the results are final in Stillwater.
ARTICLE 9. ANTIDOPING
The North Star Grand Prix MAY have antidoping control
daily. Please refer to the appendix for more information.
7.2 SPORTS BEANS BEST WOMAN RIDER
The list of riders to be tested will be posted each day
near the finish stage and also on the entrance to the antidoping control facilities. It is the rider’s responsibility to
personally check to see if his or her name is on the list.
A leader’s jersey will be presented to the best placed
rider woman in the general classification.

ARTICLE 12. STARTS
All riders listed as reserves must personally appear to

ARTICLE 10. AWARDS CEREMONIES
Awards ceremonies will be held after each race. Riders
failing to appear for ceremonies will be subject to substantial fines, as specified by UCI Article 12.1.040.36.
The following riders must attend the award ceremonies
on a daily basis:
• The first three of the stage
• All Classification Leaders
In addition, at the general finish of the event after the
Stillwater Criterium, the following riders must also
present themselves at the final awards ceremony:
• Second and third on the General Classification
PODIUM SCHEDULES
• STAGE PODIUMS will be held immediately after
each finish.
• JERSEY PRESENTATIONS will be held at the
completion of the day’s racing (i.e. when both the
omnium and men’s races have finished.)
Awards presentations may take place before the protest
period has expired, in which case they will not be considered to be official.
ARTICLE 11. CONTROLS
The K’ul Chocolate sprint line at the Stillwater
Criterium will be near the start line before Chilkoot
Hill and will be marked with K’ul Chocolate or other
banners on an overhead truss.
It will be at the finish line on all other venues.
Rider receiving call ups will stage at the green tape line
ahead of the start/finish line and will be called back.
ARTICLE 13. RESULTS
Results will be distributed daily at the HQ hotel or online at:
www.NorthStarGrandPrix.com/amateur/results

You may also receive race information and results by E
mail. Give your E mail address to Registration.
• A protest regarding the final results must be made
within 15 minutes after the announcement of results
in order for riders to be eligible for prizes.
• For any protests made after the protest period has
expired, any rider’s right to prizes is waived.
• Once the results have been finalized on-site and
the awards have been given out, any further results
protests may be submitted directly to USA Cycling,
who will consider them at its discretion. Any such
results protests must be submitted at the latest 30
days after the results are posted on the USA Cycling
website.
ARTICLE 14. HELMETS
Helmets are mandatory when riding from the time sign
in opens until the awards ceremony is completed each
day.

ARTICLE 15. RIDER & TEAM CONDUCT
The provisions listed herein will be binding and enforceable against all competitors. Any infringement of
the rules and regulations applying to the race by any
rider, team staff or helper will render the entire team liable to fines or disqualification.
Riders will be issued two hip numbers.. Advertising
must show at all times, with a white border remaining around the advertising. Place numbers as shown
below.
Riders must wear the same number in all four events.
There is a $20 “lost number” fee for riders who

1. Race commissaires have the ability to fine, relegate
or disqualify as it relates to team and rider behavior.
2. Indecent exposure and public urination are
against regulations and also illegal. A $100 fine will
be levied against the team of any competitor, team
staff or helper who violates this regulation. Violators will also be subject to penalties from local law
enforcement.
3. Individuals will be responsible for any expenses incurred due to loss or damage to hotel rooms or host
homes. Prize winnings may be withheld to cover
any such expenses.
ARTICLE 17. PENALTIES
The North Star Bicycle Festival Omnium will utilize
the current UCI schedule of fines and penalties [UCI
article 12.1.040 “other events”]. These regulations
can be found at www.uci.ch . Where no fine or penalty description exists in the UCI regulations, USAC
regulations shall be the default. Additional regulations,
fines, and penalties of the North Star Bicycle Festival
Omnium will enforce the following regulations in this
article. Fines will be issued on the USAC Fine Form,
and may be given to the individual rider and/or to the
team manager either in person or by e-mail. Payment
is due within 14 days to USA Cycling, unless indicated
otherwise below.

In addition to all USAC regulations, the North Star
Grand Prix will also enforce the following regulations:

ARTICLE 20: RIDERS FALLING BEHIND
Criteriums: Riders who are about to be lapped will
be instructed to retire by the officials by whistle blasts,
verbal commands and hand gestures. These riders will
receive a place and may continue at the next event.
Riders failing to follow these instructions immediately will be disqualified from the omnium and will
not be allowed to continue the next day.
Riders MUST be pulled by an official and ensure that
their numbers are recorded. Riders who simply abandon the race will not be allowed to start subsequent
stages.
ARTICLE 21: PARKING
Racer parking is designated for each venue. Parking
in “No Parking” areas or in lots designated for customers only may result in your vehicles being towed.
Do not block driveways, alleys or sidewalks.
ARTICLE 22: MEDICAL ASSISTANCE
Medical support will be provided by the North Memorial Health Care with assistance from medical providers in each community.

Medical services will be available at the North Memorial Health Care tent by the Start/Finish (not the tent in
the expo) starting two hours before each day’s racing.
Riders needing medical attention must report to the
medical RV no later than 1 hour after the end of the last
race of the day.
Locations of the First Aid stations can be found in the
Notes at the end of each stage.

On-site medical staff are NOT responsible for major
medical treatments. Patients will be assessed and, if
necessary, an ambulance will be dispatched. On-site
staff will also NOT provide optional treatments such as
intravenous rehydration or massage.
There will be no charge for examinations, first aid, consultations or referrals.

There is a limited amount of team parking on Humbolt inside
the course. Parking is on a first-come-first-served basis.
DO NOT BLOCK THE STREET. You will be ticketed and
towed.
Extensive team parking is available in the Sons of Norway
lots starting at 5:00 pm. WEST SIDE ONLY. Enter off of
Humbolt Ave.
The course closes at 5:45 pm. If you want to park on Humbolt or the Sons of Norway lot, plan to arrive before that time
and don’t plan to depart until the course reopens at 9:00 pm.
A CITY OF MINNEAPOLIS permit IS REQUIRED to
park on any road with NO PARKING signs, even if inside the
course. Permit handed out at Packet Pickup - one per team.
Do NOT setup up on sidewalks - this is a violation of Minneapolis public safety codes.
Vehicles parked illegally will be towed by the city. No parking in closed or barricaded areas even if not currently open to traffic. Park in clearly designated parking spaces or lots only.
Or you can park anywhere along the Greenway and ride to the events (see above).

INFORMATION REGARDING DRUG TESTING
SELECTION OF RIDERS FOR DOPING CONTROL
By registering to compete at this event you have consented to be subject to drug testing and adhere to the penalties associated with an
anti-doping rules violation. All registered competitors are subject to testing and, if chosen for drug testing, are required to comply
with the applicable rules. Noncompliance or refusing to be tested will result in the same penalties as a doping violation.
When the U.S. Anti-Doping Agency (“USADA”) is conducting testing at your race the list of cyclists selected for doping control will
be posted at the finish line (or location where the cyclists leave the course or track) and at the Doping Control Station.
All riders, including any athlete who has abandoned the competition, are responsible for ensuring personally whether they are required
to appear for doping control. All posted riders are required to report to the Doping Control Station unless their release from testing is
documented by a USADA Official in the field. If, after reporting to the Doping Control Station a posted rider is not required to
provide a sample for purposes of doping control, their dismissal will be documented by a USADA Official.
NOTIFICATION OF ATHLETES
It is your responsibility to check the doping control posting even when chaperones are provided at events where USADA is testing.
While USADA plans to have chaperones available to locate and escort all cyclists selected for testing, this is not the norm at UCIsanctioned events. Given this, the lack of a Chaperone or Escort does not excuse a rider from testing. Should a rider fail to report to
doping control within 60 minutes of notification, that rider will be subject to sanctions.
APPLICABLE RULES
USADA will conduct testing in accordance with its Protocol. A copy of and additional information concerning the USADA Protocol
are available online at http://www.usantidoping.org. You should also review the applicable anti-doping rules of the Union Cycliste
International (UCI), the International Federation for the sport, at http://www.uci.ch/.
“Refusing, or failing without compelling justification, to submit to sample collection after notification as authorized in
applicable anti-doping rules or otherwise evading sample collection” is an anti-doping rule violation.

USADA is dedicated to eliminating the practice of doping in sport, preserving the well-being of sport and ensuring the health of
athletes through drug testing, research initiatives and educational programs.
PROHIBITED CLASSES FOR EVENT TESTING
USADA will test for the classes of substances and methods prohibited by the World Anti-Doping Code. For in-competition testing,
urine samples are tested for the following categories of substances: anabolic agents, hormones, beta-2 agonists, anti-estrogenic
substances, diuretics, stimulants, narcotics, cannabinoids (i.e. marijuana), glucocorticosteroids, alcohol and beta-blockers;
additionally, the following methods such as blood doping, gene doping and pharmacological, chemical and physical manipulation are
also prohibited.

When in doubt athletes should check with these resources.
Please remember that even over-the-counter or prescription medications can contain a banned substances that could cause a positive
test result and a doping offense. Dietary/nutritional supplements including vitamins, minerals and amino acids is completely at the
athlete’s risk, even if the supplements are labeled ‘approved’ or ‘verified.’ If you take dietary/nutritional supplements you may test
positive for a prohibited substance which is not disclosed on the product label. This would result in a doping violation and sanction.
Always check with your team doctor or the USADA Drug Reference Line before taking any medication.

OMNIUM RULES:
1. The North Star Amateur Category 1-3 Omnium Race is a
points-based competition.
2. The omnium is open to male and female USAC racers who
have achieved a racing Category from 1-3.
3. The Saint Paul Criterium will determine which riders wear
the jerseys and receive call-ups when the Series starts in
Uptown, but will not be scored for the omnium.
4. The Series is comprised of the following events: Uptown
Minneapolis Criterium, Menomonie Criterium, and the
Stillwater Criterium.
5. Overall scoring and placement from each event will be
awarded using the following system:

the same total number of Omnium points, the following tiebreaker system shall be used: The order of finish at the final
event in Stillwater.
