Program.
4 Business Meeting Issues Issue #1: Seed team state (passed 67-16 in 2014) Bullet point reminders -Seeding team state would ensure the best chance for the two best teams to meet in the championship -To seed, a committee could start with the WHSTCA rankings, which would reflect the top 10 teams in the state -Coaches could submit their justification for a seed, just as they do with individual state -The arguments against seeding (seeding can’t happen because all the teams don’t play each other) is addressed
because seeding 16 flights at individual state is widely accepted, yet all those players don’t play each other
during the regular season. The committee seeds individual singles players and doubles teams just as they could
seed team state Coaches feedback ● Since tennis seeds everything during the season as well as the individual tournament, it is LONG
OVERDUE to seed team state. For the coach of the fifth best team that qualifies, to hope the four best
teams to be placed in the other half of the draw, makes the Runner-up Trophy a joke. If you don’t seed,
do not recognize the Runner-up team.
● Seeding teams has other issues but is also consistent with the regular season invitationals and WIAA
tournaments so I think we should seriously consider it. Jerry Gillespie, De Pere, HS
● Makes sense to seed it. The goal of a tournament is to have the best teams play for the final. It is not
right to have the second best team knocked out in the quarterfinals by the eventual champion
(especially when their is a Runner-up recognition). Andrew Andress, Hartford Union High School
● It is crazy not to seed team state. The coaches would get it right. I cannot remember the last time the
two best teams met for the title - it only happens on a fluke in the current system. It would also help
attendance for the finals.
● It is bad enough that the best 8 teams are not at team state. In 2014 boys, two of the best teams,
Homestead and Nicolet were out because they were in subs or sections with Brookfield East and
Marquette. At least seed those that are there and ensure that the four best teams are likely to be in the
semis. This is not hard.
● Makes a lot of sense to seed team state + it would not be a short, easy process. - Beef, Fond du Lac
● Sorry, do not agree - it is an easy process - the coaches know and would get it right. We have another
example right now with the girls team state where the two best teams according to the coaches rankings
are playing each other in the first round. Do we really want our state championship to be played in the
quarterfinals?
5 Issue #2: play team state out to 8th place (passed 59-20 in
2014) Bullet point reminders -Qualifying for state is one of the highlights of a high school athlete’s career -Playing out to 8th place would extend the state experience for at least 80 players who do not make the
championship -The entire consolation (first round losers) could be played outdoors at a local high school -Third place matches could be played on the extra four courts at the Nielsen that are not used during the
championship matches -Coaches and players have extensive experience running/participating in 8 team tournaments, so the format
would be smooth and familiar -Any inclement weather that prevents backdraw matches to be completed outdoors will not be lost as those
matches are not being completed under the current format Coaches feedback ● I would not want to play out to 8th place. perhaps a back draw to 5th but not 7&8.
That could be pretty humiliating. Getting to team state is an accomplishment. ● There are two issues. One, get the best teams to team state, there would be more even teams that way.
But if my team ever got there, I would not want to drive to madison only to lose in one hour and then go
home. Tennis is such a great experience that way the guys or girls can extend their season and have fun
for one more weekend.
● I agree with playing a back draw to 5th place and with the comment about driving to Madison and
playing once. It has happened and is no fun for the kids. Jerry Gillespie, De Pere HS
● I agree with playing for 5th, but not 7th & 8th.
● In an 8 team invite, we play for 7th, why not in the state tournament?
● It’s a great accomplishment for the players who get there (very memorable), the whole thing should be
played out. - Beef, Fond du Lac
● Play it out to allow more experience - BUT, play it at Nielsen even if it means at night, or No Ad, or
8-game pro-sets or 1 full set. The real experience and atmosphere is to play indoors at Nielsen on the
UW Campus. -Jerry B
6 Issue #3: advisory council elections Bullet point reminders -Allow the coaches association to select representatives that will advocate for issues that are voted on by the
majority of members at the coaches clinic
-Ensure issues that are of high importance to the coaches association are explained and advocated for to the
WIAA members at the advisory council meeting
Coaches feedback
This is a new issue that was added since electing subsectional representatives was overwhelmingly defeated at
last year’s meeting.
Issue #4: sectional playoff Summary: after sectionals are over, the second place team would play the first place team in the opposing
section. If section #2 and section #5 are matched up for team state, then the winner of section #2 would host
the runner up of section #5, and the winner of section #5 would host the runner up of section #2.
Arguments for a playoff
-Allows for a better chance for the best teams to make team state (ex: Nicolet was the third best team this year,
and again did not qualify for team state since multiple state champion Marquette is in their section...Nicolet
boys have been the second or third best team in the state for many years, yet have not competed at team state
since 2006.
-The higher team would host (ex: if a team won their section, no matter how highly the 2nd place team was
ranked, they would host the first round of the state tournament)
-Schools could advertise that the first round of the state tournament was taking place at their home courts
-This plan would likely allow for more fans to watch their matches since they would host the match on their
home courts
Counter arguments
-A playoff will leave teams out of the tournament: similar to the argument against seeding team state, it won’t
eliminate a team going to Madison, it will just allow one more team with a chance to make it to Madison. In
effect, eight more teams are added to the first round of the state tournament, and eight teams would have a
chance to advertise to local media, fans and community members that they are hosting the first round of the
state tournament at their facility
7 Issue #5: state tournament adjustment (more time) 1. Allow an additional 30 seconds on changeovers to account for the time it takes for coaches to get from
upstairs to a corner court (individual and team state): at the Nielsen Center, it can take a while to get from an
upstairs vantage point or from a viewable location downstairs to the actual court. This play would alleviate
losing coaching time to the time it takes to get to the players on the court.
Issue #6: state tournament adjustment (order of play) 1. Order of play: 4s, 3d, 3s, 2d, 2s, 1d, 1s (team state only): sending the lineups out in this order would place the
focus of the dual match at the top of both lineups, not just the singles lineup. As the setup presently allows, a #1
doubles team that might be state champion many times completes their match early in the process. The most
focus with this plan, would be where it should be; the top of the singles and doubles lineups.
Issue #7: state tournament adjustments (officials) Increase amount of officials at subsectionals and sectionals in order to more effectively cover issues in all
matches at the site. Many of the matches have significant ramifications and more officials will allow for more
coverage of matches.
8 Business meeting agenda

#7: State tournament adjustments (more officials at subs and sectionals)

16 Hall of Fame Inductions Bob Feller (Manitowoc Lincoln)
For over 30 years, the name Bob Feller has been synonymous with tennis not only in the Manitowoc area, but
throughout the state of Wisconsin. My first experience with Bob was as the Physical Director at the Manitowoc
Two Rivers YMCA. I met him as men’s volleyball coach. He was big, tall, and a member of the Antigo State
Champion volleyball team.
We became fast friends and he helped me run Saturday morning youth tennis lessons where we attracted as
many as 100+ youth players in a 3 hour period. Bob was already coaching the Manitowoc Lincoln Boys Tennis
Team when I was approached by Roncalli to become their coach. He strongly encouraged me to accept the
position and I very much appreciated his endorsement. Bob’s dedication to his boys’ team is nothing short of
phenomenal. He constantly talks about “next” season and the best way to have a successful season. He is all
about the boys.
Bob also taught at a boys camp in northern Wisconsin until we started our own camp; Nelson-Feller Tennis
Camp (NFTC). NFTC is only named NFTC because when we started it I was the Tennis Pro at the YMCA. The
camp was really all about his leadership. He truly looked forward to it each of the 20+ years that we ran it.
Bob was President of the WHSTCA during the change in the individual and team state format that we currently
have and was instrumental (along with Dave Steinbach) in getting it passed through the WIAA. Bob never says
“no” to anything related to youth tennis. Bob Feller is a great choice for the WHSTCA Hall of Fame.
Al Carrier (West Bend East) (nominated by Cindy Stys)
Al Carrier served as the West Bend East Boys Tennis Coach for 45 years from 1971 to 2015, and is the only
tennis coach the West Bend East boys team has ever had. During his time as coach Al’s teams have won 14
conference championships as well as over 400 dual match wins. His 1998 team qualified for WIAA Team State.
He has had 50 individual state qualifiers. Al was also involved with the West Bend East girls tennis team for 16
years, including seven years as varsity coach. During that time he won three conference championships. Al
continues to stay actively involved in the West Bend community.
Jackie Mueller Egelhoff (Homestead) (nominated by Rick Vetter) Jackie has been the Girls Varsity Tennis coach at Homestead High School since 1980 (35 years) and Boys
Varsity Coach since 1982 (33 years). During that time, Jackie has accumulated over 300 wins for both the girls
and boys teams, and has won 20 conference championships (10 girls and 10 boys titles). She has also won 20
sectional championships, nine with the girls and 11 with the boys. Jackie’s teams have qualified for state team
tournament 20 times, nine with the girls and 11 with the boys. She has won five state championships and two
runner-up finishes with the girls, and five runner-up finishes with the boys. Individually, Jackie has coached 12
individual state champions and 13 runners-up. Jackie is active in the tennis community serving as the General
Manager/Tennis Director River Tennis Club since 1984, and serves on the Wisconsin Tennis Association Board
and Committee Member. She is also the Wisconsin Tennis Association Wheelchair Adaptive and Special Needs
Tennis Chair and Coach since 1989. She was WHSTCA Coach of the Year three times (2008, 2009, 2010) and
2010 National Federation of State High School Association’s Coach of the Year. The USPTA 2011 National
Coach of the Year, 2010 Midwest Coach of the Year, USTA Midwest Cap Leighton and Family of the Year
Recipient, and USTA Wisconsin 1991 Bill Letwin and 1997 Rollie Mueller Recipient are also part of Jackie’s
many accomplishments.

Hailing from Anderson, Indiana, Steve Rodecap attended Ball State University, where he helped his team win
three Mid-American Conference Championships. Rodecap stayed on as a graduate assistant, yet the result was
the same; two more conference championships. Rodecap was an assistant for Texas Christian, which advanced
to the second round of the NCAA Regional Championships, with their #1 player winning the 1998 clay court
championship and a quarterfinal finish in the NCAA Championships. Rodecap then spent four years at
Northern Illinois University, where he guided the Huskies on the court and off. NIU players earned a spot on
the All-Mid-American Conference team while also posting a 3.48 grade point average. Rodecap joined as
Marquette head coach in 2001. During that time, Rodecap’s team have enjoyed success on and of the court as
well. Six members of the 2006 team were named Big East Academic All-Stars, while Marquette teams finished
with double digit wins in eight consecutive seasons; including seasons in the Big East Conference. 2012-13 saw
Marquette finish fourth in conference, while the 2013-14 team advanced to the Big East semifinals and earned
a school record national ranking of 59. In 2014-15, Marquette advanced to the Big East Championship match
for the first time in school history. Rodecap is second all-time at Marquette with 169 dual victories and has
helped the Golden Eagles finish above .500 in nine of the past 10 years.
