An extension of the U.S. Army Garrison Wiesbaden’s main Housing Services Office is scheduled
to open soon right in the heart of the Aukamm
Community.
The new branch office will be dedicated to serving
the housing needs of families assigned to one of approximately 490 dwelling units located in Aukamm.
“We are bringing the housing services into the
community to improve customer service and just
make things easier for customers,” said Heike Trail,
chief, Customer Service Branch.
It’s no secret PCSing is a challenge. Housing
is one of five required services during in and out
processing, so the housing division understands

AFAP is a grassroots program that
was created more than
30 years ago by Army
spouses with the intent
of bringing qualityof-life issues to
leadership for action. If you think that
your ideas won’t be heard;
think again. Every issue brought
forth is addressed, said ACS’s Mary
Cheney, who is in charge of the
conference here. No submissions
are discarded, she said. “When issues are submitted, there has to be
some kind of resolution.”

a new DoD survey.
The Joint Outpatient Experience Survey, or JOES,
will combine and standardize previous surveys
used by the Army, Navy, Air Force and Defense
Health Agency to learn about beneficiary healthcare
experiences.
“The JOES will replace the Army ProviderLevel Satisfaction Survey, known as APLSS and
pronounced apples,” said Reggie Underwood, a
WAHC patient advocate. “Many of our patients have
become accustomed to the APLSS, so it’s important
that they know the survey method has changed.”
“Patient participation in JOES is very important
to us and will help our team continue to improve
the patient experience and satisfaction with their
care,” said WAHC Commander Lt. Col. Nelson So.
Approximately 72 hours after an appointment, a
patient will receive the JOES survey by e-mail and
should respond within a month.

WAHC intends to conduct an
enrollment drive in October
to enroll Retirees. This will be
publicized on AFN, the Herald Union, and our Facebook
page. Additionally, WAHC will
discuss this during the Retiree
Appreciation Day.
Smoking in
government housing
Anonymous said: Has there
been a consensus amongst
Garrison leadership regarding smoking within 50 feet of
government housing?
Response: Smoking in Government Housing is not permitted in building common areas
to include the stairwell or
within 50 feet of the entrance.
However, there is no prohibition
against smoking on balconies,
patios, or otherwise next to the
building if more than 50 feet
from the entrance. Residents
are responsible at all times for
all forms of litter they create.
Violations should be addressed
to your building or housing coordinators. There are currently
a limited number (34) of smokefree and pet-free designated
homes in Wiesbaden across all
grade categories. EFMP Families are typically prioritized for
Garrison

designate more because it tends
to lower overall housing occupancy and becomes a funding
issue for the Army.

times doesn’t make it onto the

The survey, which is comprised of 28 questions, takes about five minutes to complete and
gives healthcare providers and WAHC leadership the feedback necessary to improve quality
of care, patient experience, and satisfaction.
Thanks to joint efforts to streamline the
survey process, patients will not receive more
than one survey every 90 days.
“While JOES provides valuable feedback
to our team and the command, it also has a
direct financial impact to our clinic,” said So.
“Our clinic receives additional funding for each
completed survey with a high satisfaction rating. We can then use these funds to purchase
the latest equipment, improve the clinic, or hire
additional staff to ultimately improve the care
experience.”
Since July 2015, WAHC has received
$393,600 in additional funds for the number
of satisfied survey responses.
“Our patients have consistently recognized
the quality of our staff and the excellent care
they provide. Our patients’ feedback is very
important, and we want to continue hearing from
our patients through the new JOES surveys,”

Fantasy football in federal
workplace violates JER

It’s that time of year again;
football season is about to begin.
Most people have a favorite team
they support through thick and thin,
but now Fantasy Football allows
any NFL fan to be owner, general
manager, and coach of his or her
very own team. Fantasy Football
has become a way for fans to
feel even more connected to each
Sunday’s action and has become a
large part of the American sporting
experience.
For the government employee,
however, Fantasy Football can
become an issue. To be safe, it’s
probably best to take part in this
kind of activity from the comfort
of your own home, on your own
time and here’s why:
Paragraph 2-302 of the Joint
Ethics Regulation, which applies to both Soldiers and civilian
employees, prohibits conducting
or participating in any gambling
activity while on duty or on government property. Gambling activity includes, among other things,
conducting a lottery or pool or
participating in a game for money
or property. The Encyclopedia of
Ethical Failures provides a few
examples that show the extent of
these prohibitions. This listing of
ethical blunders is maintained by
the U.S. Department of Defense
Standards of Conduct Office for
general guidance on Government
Ethics issues.
In one example, a DoD employee was accused of gambling in the
workplace because he was operating a Fantasy Football League. In
his league, each participant had a
buy-in of $20 that funded the endof-season luncheon and trophies.
The DoD General Counsel ruled
that these activities constituted
workplace gambling and violated
the Joint Ethics Regulation.
In another example, Air National Guard members were accused of gambling because they
were running a Fantasy Football
League on government computers.
Each participant had a buy-in of
$10, and the winner bought pizza
for all participants at the end-ofseason party. Although the winner
spent more on pizza than he or
she received in winnings, and the
league activities were conducted
during break times, this still was
a violation of the Joint Ethics
Regulation. The personnel were
counseled by their commander for
gambling on federal property and
misuse of Government resources.
From these examples, we can
see that it would be difficult, if not
impossible, to conduct or participate in a Fantasy Football League
in the federal workplace without
violating the Joint Ethics Regulation. Additionally, gambling with
a subordinate may be a violation
of Articles 133 and 134 of the
Uniform Code of Military Justice.

New traffic pattern starts with King Street closure Aug. 29

Traffic alert for B455
Drivers are advised now through
Aug. 29, a portion of B455 is closed due
to construction of a traffic circle by the
State of Hessen. A detour will be posted
and affect traffic between Aukamm and
Crestview.
Hainerberg Traffic Update
A new road segment along Virginiaweg is now open to all one-way traffic
travelling from Texasstrasse to Arizonastrasse (in the direction of the Exchange
to the Commissary) to facilitate the flow
of traffic around Hainerberg. A portion of
Texasstrasse near the chapel now facilitates two-way traffic to provide vehicle
access to facilities on Mississippistrasse.
The section of Texasstrasse that passes
in front of the elementary and middle
schools is still one-way traffic in the
direction of the Exchange.

Improvement Store or S.H.I.P is still
possible.

Housing office hours change
The closure of King Street and Heerstrasse at the 5-corner intersection on Clay Kaserne will create new
traffic patterns starting Aug. 29. During this phase of road construction, drivers can reach the Clay Shoppette using Wheaton Avenue (road in front of Health Clinic); however, drivers will exit the Shoppette
area via Orms Avenue and navigate to their destination using the outer ring road. The Orms Avenue detour should be used to access services in Bldg. 1201 on King Street; the Soldier Medical Readiness Center,
Red Cross, Army Public Health Nursing and the SHARP Program office.
Looking for a mailbox?
The Wiesbaden Housing Office is now
open Monday through Friday from 8 a.m.
to noon, and then 12:45 p.m. to 3 p.m.,
with the last customer sign-in at 2:30 p.m.
The office is closed on training holidays
from 8 a.m. to 12:45 p.m. with limited
appointments in the afternoon and closed
on U.S. federal and German holidays.
There are four signature blue mail
boxes located throughout U.S. Army
Garrison Wiesbaden.
The locations are at the Exchange Mall
on Hainerberg just outside the middle entrance doors (2:35 p.m. pick up); on Clay
Kaserne at the Welcome Center parking
lot (2:55 p.m. pick up); and in Newman
Village at the corner of Fontis Loop and
Via Principalis (3 p.m. pick up); and just
outside the Post Office (3:15 p.m. pick up).
Point-of-purchase upgrades
Army Air Force Exchange Service and
Defense Commissary Agency facilities
worldwide have recently converted their
point-of-sale equipment to accept EMV
compliant chip cards. EMV compliant
chip cards offer improved security and
reduce the chances of card information
being cloned and used by fraud syndicates for fraudulent transactions. During
the conversion, customers using chip
cards at the commissary may experience
limited credit/debit card functionality. At
AAFES facilities customers using chip
cards are currently unable to get cash back
at registers. AAFES is working with the
vendor to restore the cash back feature by
late fall and apologizes for the temporary
inconvenience.

the challenges residents in communities outside of Clay
Kaserne face. “When a family is without a car, or has only
one car, getting the requirements done may be more difficult,” said Trail, acknowledging that Aukamm residents
are approximately seven miles, door-to-door, from the
main housing office on Clay Kaserne.
“This concept is about building a one-on-one relationship with the residents as well as bridging the distance
between Aukamm and Clay,” said Mary Schmitt, chief,
Wiesbaden Housing Division.
Residents will still be required to conduct their initial
in processing and briefs at the main Housing Office on
Clay; however, once a family is assigned to a unit on
Aukamm most other housing services can be completed
at the new branch office. Some services include:
• Schedule pre and final/move-out inspections
• Schedule pick-up and delivery of temporary gov
ernment furniture (Not House Hold Goods delivery
or delivery of commercial goods).
• Process Temporary Lodging Allowance, or TLA
paperwork
• Yard Sale requests
• Make project notices to residents (i.e. Power or
water outages).
• Walk around to check condition of outside community areas (i.e. playgrounds, trash and common
areas for barbecuing).
• Accept exception to policy requests.
All residents are reminded, the quickest way to fix
something that is broke is to call in a Service Order at
(0611) 143-548-HELP and to continue to take advantage
of the Area and Building Coordinator programs.
The Aukamm housing branch office will open by the
end of August in the basement of Bldg. 7238 and will be
co-located with Wiesbaden Community Spouses’ Club,
the building’s primary tenant. Signage will be put up to
identify the location. During the trial period the office will
be staffed with one housing counselor, Monday through
Friday, during core business hours. Opening hours will
be announced.
Schmitt said it’s important to note that the housing
division has not increased staff, just reallocated. Housing
will need approximately six to eight months to determine
if the service is working for Aukamm residents and to
ensure there are no unforeseen impacts to services provided at the main housing office.
Schmitt said if the Aukamm housing branch office is
effective, they may look at opening additional housing
branches in other communities.
The USAG Wiesbaden main Housing Office is located
on Clay Kaserne at Bldg. 1023. The Housing Office
manages all the dwelling units across four different communities in the USAG Wiesbaden footprint.
The office is open Monday through Friday from 8 a.m.
to noon and then 12:45 p.m. to 3 p.m. with the last customer

Everyone’s a winner during summer reading program

School may be out, but that hasn’t stopped Wiesbaden students from cracking a book. From June 30 to
Aug. 4, children from grades 1 through 5 participated
in the kids Summer Reading Program hosted by the
U.S. Army Garrison Wiesbaden library and sponsored
by local community organizations.
The theme of this year’s program,“Read for the
Win” was aimed at promoting literacy among students
in the community through a series of fun activities and
incentives. This year, 107 participants logged a total
of 521.25 hours of time reading.
Reginald Stewart, lead librarian technician, known
as “Mr. Reggie” to the kids, explained how spending
quality time with a book during the summer is beneficial
to students. “They don’t lose valuable reading skills
as they leave to the next grade. They’ll keep them, if
not improve them.”
During the five-week program, the library hosted
a weekly activity, such as craft projects, a scavenger
hunt and read-aloud story times. Participants also
earned coupons to enter a raffle by having their
reading logs validated by the library staff.
The program culminated Aug. 4 with a raffle
drawing and special screening of the movie Finding
Dory at the Taunus theatre. Included in the raffle
were prizes that ranged from fun to “sensible” according to Stewart. Basketballs, water guns, and
board games were given away, along with binders and backpacks full of school supplies. When
names were drawn, prizes were handed out to the
participants who were present, and set aside to be
given to those who could not attend.

program participant, won two bags of school supplies in the raffle. However, he decided to give one

back so someone else could have a chance to win it.
“I just had about two [bags] so I decided to donate
one and just be nice,” he explained.
Vargas said he thinks he read about 32 books
over the course of the program.
This summer there were also 31 Adult Summer
Reading Program participants, who wrote short
reviews on the pieces they read and were eligible to
win prizes such as a pair of sunglasses, a dartboard
and a basketball. The grand prize was a Samsung
Tablet, which was awarded at the conclusion of the
program, Aug. 13.

Army 1st Lt. Kendall Ward of the
173rd Infantry Brigade Combat Team
(Airborne) captured top honors among

Staff Sgt. Ethan Rodgers of the 7th
Army Training Command outlasted
eight other noncommissioned officers
to claim the NCO crown.
Spc. Daniel Guenther of the 7th ATC
topped five other troops to earn superlative Soldier honors in a sensational

my battalion at this level,” said Ward,
a platoon leader who serves with the

Infantry Regiment. “I need more than
two hands to count the great officers who
could’ve been selected and performed
just as well. It’s an honor and a privilege
to represent our brigade and our Soldiers
across Italy in this event.”
The Hohenfels-based 7th ATC competitors performed exceptionally well
on their home training turf.
“I was surprised when they announced my name,” said Guenther, a fire
team leader with 1st Battalion, 4th Infantry Regiment and native of Belgrade,
Montana. “You really didn’t know who
would win until the very end. The unit
has been training me nonstop the last
two months to get ready. They’ve done a
great job helping Staff Sgt. Rodgers and
I prepared so I feel pretty good about
our prospects at the DA competition.”
“It’s been a thrilling experience to
test my mettle against other great NCOs
across Army Europe,” added Rodgers,
a weapons squad leader with the 1-4th

competition as well as the event itself,
praised the efforts of a dynamic team
of some 220 organizers, technicians,
administrators, logisticians, transporters, cooks and leaders that managed
practicalities, movements, automation,
supply and “life support” not to mention
the competitive “lanes” themselves.
“It takes a small army to put an event
of this size together,” she said. “We have
not only participation but support from
organizations throughout Europe. This
isn’t just about the competitors themselves. Whether you’re a competitor,
a lane NCOIC or OIC, or event cadre,
you’re part of this ‘leadership laboratory’ — you’re learning tactics, techniques and procedures in a phenomenal
learning environment across the board.”
“I’ve been deeply impressed by the

competition,” she added. “I’m very
proud of everyone who was part of
this event — the competitors, their
organizations, the cadre, the organizers — everyone across this command

Rodgers and Guenther will face off
against 10 champions from an equal
number of commands and direct reporting units across the Army at the end of
September.
Lyon described the rigorous regional
event as ideal preparation for servicelevel contest.
“Our competition was deliberately
very tough,” she said. “We attempted to
replicate — and in many cases actually
surpass — what these competitors will
face at DA to ensure they’re ready to succeed at that level. We chose to conduct
as many events as possible, not only
to challenge them but to prepare them
for whatever comes their way at DA. I
think they’ll be very competitive after
everything we’ve put them through.”

Showdown” at the Wiesbaden Fitness Center.
“The game is a true expression
of the bond of friendship between
Germany and the United States,”
according to organizers.
The exhibition game was originally scheduled between the Skyliners and Northeastern University as
part of a Basketball Aid International
tour of Germany. But due to security concerns the college team had
to cancel their participation. In the
wake of this decision, the German
basketball world rallied to fulfill
tour dates. The Cologne RheinStars
stepped in to ensure that U.S. troops
would still get to see a first-rate
showdown.

The exhibition game is part of
a tour organized by Basketball Aid
e.V., a German non-profit organization which aids children with cancer
and helps fund research to fight the
disease. The organization hosts various fundraising events and projects
in the context of basketball, thereby
contributing to the development of
the sport as well.
After the Wiesbaden exhibition
game, organizers of Basketball Aid
are inviting the community to support the next local tour game which
will take place Aug. 30 at the Mainz
Theresianum Sporthalle. In this
game the Oettinger Rockets Gotha
will come to play against the Giessen 46ers. This is another example
of where the basketball community
will come together to raise funds for
the fight against childhood cancer.
“The solidarity and flexibility
of our partners has been astonishing,” said Hans Beth, chairman of
Basketball Aid. “After the difficult
situation we have found ourselves in,
it was good to see that our partners
still believe in the good cause and
help us to keep the tour alive“.

AES welcomes new principal

There’s always something new
at the start of every school year, and
at the top of the list for Aukamm
Elementary students, parents and
teachers this fall is new school
Principal Alice Berard.
Berard is coming to Wiesbaden
from Incirlik Unit School in Turkey
where she served as principal for the
last three years.
“I have heard so many wonderful things about Aukamm and the
community, and I feel honored to
work with the amazing educators
that make Aukamm a special place
to be,” she said.
She believes her back to school
experience will be similar to her
students — settling into a new
school in a new country and making
new friends.
The situation is familiar to Berard who is bringing both years of
DoDEA school administration and
military family life experience to
her new assignment.
“I was raised as a military dependent in an Air Force family and
in DoDDS schools. My family is a
military family, so being part of an

overseas military community is the
norm,” she said.
Wiesbaden is Berard’s second
Army location, and although she
has never been assigned to work
at a school in Germany, she has
attended one.
“I went to elementary school
in Ramstein, so coming back to
Germany after all these years is
exciting,” she said. “It’s a different
district, different school and just
excited to be here.”
Like most military families Berard’s career has kept her moving.
Before being selected to lead
Aukamm, she served for the past 23
years as a teacher, assistant principal
and principal for DoDDS.
Serving as principal of Sigonella Middle/High School, Bahrain
Unit School, and Perry Middle/
High School and as an assistant
principal at Ankara Unit School.
For DoDDS, she taught at Stephen
Decatur Elementary School in
Sicily, Incirlik Elementary School
in Turkey, and Gulick Elementary
School in Panama.

Berard has a Master of Education with emphasis on Educational
Administration from Northwestern
State University and a Bachelor of
Arts Degree from the University of
California, Santa Barbara.
She has lived in Omaha, Nebraska; Bangor, Maine; and Ramstein,
Germany and now considers the area
outside of Vandenberg Air Force
Base, Calif., “home.”
She relocated to Germany with
her husband Christopher Lambert
and is looking forward to working
with the community of Aukamm in
providing the best possible educational opportunities for all children.

Army reaches $1 billion in energy-saving projects

WASHINGTON — In less than five years, the Army
has engaged in 127 energy-saving projects with the
private sector that now exceed $1 billion in investments, announced Secretary of the Army Eric Fanning.
Fanning made the announcement Aug. 11 at the
Department of Energy Training and Trade Show in
Providence, Rhode Island. He explained that these
projects were undertaken in response to a challenge
from President Obama.
The president challenged all federal agencies in
December 2011 to partner with companies to save
energy. It was called the Energy Savings and Performance-Based Contracting Investments Initiative and
the president wanted all of government to execute $4
billion in projects by the end of 2016.
The Army’s projects alone represent 33 percent of
all the federal government’s current contributions to
meeting the president’s goal, Fanning said.
“On our installations, and wherever we maintain
and train our force, the Army is focused on finding
the sweet spot between energy efficiency and energy
security,” he said. The 127 projects have been undertaken at 52 installations.
The $1 billion milestone was surpassed with a
contract signed, Aug. 11, by Anniston Army Depot
and its utility company.
Under the Anniston contract, Alabama Power is
providing $20.8 million to fund new high-efficiency
chillers, a new compressed air plant and new heating
systems at the installation, along with other initiatives
that include high-efficiency lighting, a water conservation project, new ventilation fans and decentralization
of the depot’s steam system.
“This is a case where public policy has worked
well,” said Katherine Hammack, assistant secretary of
the Army for Installations, Energy and Environment.
These contracts are important to the Army, she
said. Federal agencies like the Army can leverage their
utility budgets and take the steps essential to enhancing resiliency, achieving cost savings, and improving
operations and maintenance, with no upfront costs to
the government, she explained.
The costs of the projects are paid back over time
as the Army realizes savings from the improvements,
Hammack said.
There are actually two different types of energysaving partnerships, said Randall Smidt, an engineer
working for the Office of the Assistant Chief of Staff for
Installation Management. He explained the difference:
Utility Energy Service Contracts, or UESCs, are
agreements between utility companies and government
entities. The Anniston project is a UESC contract and
the Army has initiated 42 of these in the last five years.
While partnerships with energy service companies
or ESCOs can include renewable-energy projects —
such as solar, wind and geo-thermal — the greater
portion of these projects still focus on making conventional energy usage more efficient.
About one-fourth of the agreements include some
type of renewable energy projects, Smidt said, and
some of those are notable.
“We’ve got one small waste-to-energy plant” under
design at Fort Irwin, California, said Smidt, adding
that it’s scheduled to come online next year.

and passing, and received constant encouragement and support aimed at preparing them for
the upcoming football season.

“We definitely still need coaches for all of our
sports programs – especially for our soccer teams.
Our programs are strictly volunteer, and we welcome
anyone who is interested in helping out,” Hammonds
said, explaining that novice coaches are assisted
through a coach’s certification process and mentored
by the CYSS Sports and Fitness staff.
Parents are encouraged to help prepare their children
to play sports by showing them ways to get in shape.
“Get your kids a little motivated to exercise – a
little prepared for what’s coming,” said Hammonds,
adding that the follow-on CYSS football conditioning
camp is aimed at ensuring youths are in good enough
shape to safely play sports.
Conditioning camps for tackle football were scheduled to be held Aug. 15 to 26. “Ten hours of conditioning
is mandatory before tackle football players get all of
their equipment and are involved in player-to-player
football contact,” said Peter Witmer, a CYSS football
coach and U.S. Army Garrison Wiesbaden’s school
liaison officer.
