A central function of the eThekwini
Municipality is to make available
infrastructure which will support the
growth of our local economy, the
fruits of which have afforded access
to additional tracts of land, allowing
for the further development of
industrial and commercial services
and amenities and - importantly residential facilities. This is especially
evident in the key growth node of the
Dube TradePort, Africa’s first purpose-built aerotropolis and home to
King Shaka International Airport - equipped to land the Airbus A380
strategically important Northern Urban
Development Corridor, inclusive of
such prioritised projects as Cornubia,
Dube TradePort and Bridge City, as well
as a host of private sector residential
and mixed-use schemes.
We do concede that the ultimate
realisation of our vision of growing the
economy and meeting the qualityof-life aspirations of our citizens and
investors is wholly dependent on our
ability to work effectively in partnership
with the private sector, Government
and other stakeholders. Working
together, planned, efficient and
accelerated development becomes the
reality we all desire.
In this regard, the city’s public-private
partnership with Tongaat Hulett is
assisting to facilitate the economic
and urban integration of formerly
marginalised areas to the north of the
city. This is a private company which
is actively implementing a property
development approach which is
integral to the economic growth of
our region; an approach which is
contributing to increased investment,
infrastructure and employment creation
in key areas around Umhlanga, Ballito
and King Shaka International Airport.
I can safely say that this has grown
to become a partnership of choice
for the sustainable socio-economic
advancement of infrastructure, housing
and employment and the overall local
economy.
Now Tongaat Hulett is pursuing a
development a little to the north
of Umhlanga and just 25km from
the Central Business District which
provides for integration between
urban development and the natural
environment. This is known as the
Sibaya Development.
This development is creating a new
urban identity and way of life for
residents and visitors alike, instituting
a unique work-live-and-play lifestyle
on our city’s doorstep.
Ethekwini Municipality applauds this
initiative and regards it as a crucial
driver in the pursuit of the development
of the region, the growth of the local
economy and a catalyst for vital
regional employment creation.
This partnership is a reminder that little
is possible working in isolation. On
behalf of all the people of eThekwini,

Sibaya, characterised by a dominant
ridge, hilltop and valley landform, nestles
comfortably on Durban’s north coast and
is bordered by the Ohlanga River and the
Hawaan Forest in the south and the M27
arterial road in the north. It stretches

The continent is the second fastest
growing region in the world.
South Africa straddles the southern-most
point of Africa and is the continent’s
industrial and financial powerhouse. The
country is a member of the BRICS (Brazil,
Russia, India, China, South Africa) group of
major emerging economies and a gateway
to the Southern African Development
Community (SADC) and Africa. South Africa,
with a stable democratic Government and
political environment, drives economic
