Review and Prospect Held in Beijing, China
Seminar
on
ASEAN-China
Environmental
Cooperation:
Review and Prospect was held in
Beijing, China from April 17th to
18th, 2013. With the support of the
Ministry
of
Environmental
Protection of China (MEP) and the
ASEAN Secretariat, the Seminar
was organized by CAEC. Ms. Song
Xiaozhi, Deputy Director-General
of the Department of International
Cooperation of MEP, and Dr. Raman Letchumanan, Head of Environment Division of
ASEAN Secretariat respectively on behalf of China and ASEAN inaugurated the Seminar,
together with Mr. Yang Yingming, Deputy Director-General of the Department of
International Cooperation of Ministry of Finance of China, Mr. Tan Qingsheng, Director of
the Department of Asian Affairs of Ministry of Foreign Affairs of China, Mr. Zhang
Shigang, Coordinator of UNEP China Office and Ms. Yue-Lang Feng, Director of the
Environment, Natural Resources and Agriculture Division of East-Asia Department of
ADB. The opening ceremony was moderated by Mr. Guo Jing, Acting Director-General of
CAEC. Around 80 delegates from ASEAN, China and international organizations and
partners attended the seminar.
This seminar is one of the activities to celebrate the tenth anniversary of the establishment
of the strategic partnership between ASEAN and China. The two-day seminar brought
together the National Focal Points (NPFs) for ASEAN-China environmental cooperation,
policy makers, experts and representatives from international organizations and partners to
review the progress of ASEAN-China environmental cooperation, and discuss the
formulation of the second China-ASEAN Environmental Cooperation Action Plan.
UNEP ROAP Works with CAEC to Promote South-South
Environmental Cooperation
Recently, the project “Strengthening the capacity of South East Asian Countries for the

Development and Implementation of the Biodiversity Strategic Plan 2011-2012 & Aichi Targets”
has been approved by UNEP and the Ministry of Environmental Protection of China. The
project aims to help developing countries in South East Asia improve their capacities on
protecting environment making use of Chinese contribution to the UN Environmental trust
fund. Specific cooperation items include holding regional capacity building seminars,
providing technical support to Laos, Cambodia and Myanmar, holding nation-level
seminars and carrying out assessment activity and writing biodiversity report.
This two-year project will be implemented jointly by CAEC and UNEP and accomplished
by 2014.

Seminar on Green Economic Policy in Asia Held in Yunnan,
China
On 10 Dec. 2012, the Seminar on Green Economic Policy in Asiawas held in Kunming,
Yunnan, China. The Seminar was hosted by Sino-Japan Friendship center for
Environmental Protection and JICA Chinese Office, and organized by China-ASEAN
Environmental Cooperation Center (CAEC). 14 environmental officials from six ASEAN
Member States (Myanmar, Cambodia, Laos, Thailand, Malaysia and Philippines) attended
this seminar. Besides, the representatives from Ministry of Environmental Protection of
China, Ministry of Foreign Affairs of Japan, Sino-Japan Friendship center for Environmental
Protection, CAEC, JICA Chinese office and Yunnan Provincial Environmental Protection
Department of China also attended the opening ceremony and made remarks at the
seminar.
The theme of the seminar this year is Biodiversity Conservation and Regional Green
Development. It provides a platform for Asia especially ASEAN members to exchange views
on biodiversity conservation, and generates policy recommendations for ASEAN countries
to promote green development.
12th Tripartite Roundtable Meeting on Environmental
Industry Held in Jiangsu, China
On 30 November-1 December, 2012, the 12th Tripartite Roundtable Meeting on
Environmental Industry Korea, Japan and China was held in Yixing, Jiangsu, China. The
meeting was hosted by Ministry of Environment Protection of China (MEP), and organized
by China-ASEAN Environmental Cooperation Center (CAEC). More than 50
representatives from Ministry of Environmental Protection of China, Ministry of the
Environment of Japan, Ministry of Environment of the Republic of Korea, CAEC, China
Environmental United Certification Center Co., Ltd, the Administrative Commission of
China Yixing Industrial Park For Environmental Science & Technology, HIT Yixing

Academy of Environmental Protection, Japan Environmental Association, Marubeni
Research Institute, Korea Environmental Industry & Technology Institute, Korea National
IT Industry Promotion Institute and enterprises from these three countries were present at
this meeting.
The Roundtable Meeting this year
has three topics, i.e. Green
Purchasing and Environmental
Labeling,
Exchanges
and
Cooperation on Environmental
Protection
Technology,
and
Enterprise
Environmental
Management. After the meeting, the
representatives were arranged to
visit several environmental protection enterprises in China Yixing Industrial Park.
Tripartite Roundtable Meeting on Environmental Industry Korea, Japan and China was
decided on the Tripartite Environment Ministers Meeting among Japan, China and Korea
(TEMM) in 2000. The Roundtable Meeting is alternately held by the three countries and is
aimed at promoting their substantial cooperation on environment industry. The meeting
has set a good platform for the environment industry in Korea, Japan and China to
cooperate and exchange experiences.

CAEC Representatives Attended the Tripartite Seminar on
Disaster Response
On 24-25 Jan. 2013, the representatives of CAEC attend the Tripartite Seminar among Japan,
China and Korea on Disaster Response which was held in Iwaki City, Fukushima-ken,
Japan. This seminar was held by the Ministry of the Environment of Japan at the imitative
of the 14th TEMM on May 2012 in Beijing. The delegation of Ministry of Environmental
Protection of China (MEP) are composed of the representatives from Center of
Environmental Emergency and Accident Investigation of MEP, Department of Nuclear
Safety Management of MEP and Policy Research Center for Environment and Economy of
MEP, Heilongjiang Provincial Environmental Protection Decampment of China, Jilin
Provincial Environmental Protection Decampment of China and CAEC. This seminar
discusses the environmental impacts of natural disasters like earthquake and tsunami and
unnatural disasters like radioactive and toxic chemical accidents. It also has a discussion
about the international cooperation and communication in emergency areas.

GIZ Visited CAEC

Sustainable Consumption, Production and Low Carbon Economy of GIZ.
Ms. Zhou Guomei, Deputy DirectorGeneral of CAEC made a brief
introduction on CAEC, the ongoing
policy research programs and technical
exchange training programs, CCICED’s
research
project
of
sustainable
consumption and green development
which is undertaken by CAEC, and the
situation
of
China-ASEAN
environmental industrial cooperation.
Mr. Lehmann showed great interest in cooperating with CAEC. He introduced GIZ’s
ongoing program of sustainable consumption, production and low carbon economy in
Thailand, and expressed his willing to strengthen exchange with CAEC to promote the
cooperation in the fields of SCP, eco-labeling and green purchasing policy and capacity
building. Also, He invited the representatives of CAEC to attend the SCP Seminar which
will be held in Thailand on 1-2 May 2013.
CAEC Assisted to Organize the CCICED Annual Meeting
On 12-14 Dec. 2012, the 2012 annual meeting of China Council for International
Cooperation on Environment and Development (CCICED) themed ”Regional Balance and
Green Development” was held in Beijing, China. In the annual meeting, a series of reports
and policy advices were discussed at the meeting, including the policy framework for
achieving the 12th Five-Year’s environmental objective, the strategy for the environment
protection and economic development in western China, etc.
China-ASEAN Environmental Cooperation Center (CAEC) has provided a strong technical
support for the successful organization of this meeting.
Experts from HIT Yixing Academy of Environmental
Protection Visited CAEC
On 30 Jan. 2013, leading by the academician Nanqi Ren, vice-chancellor of Harbin Institute
of Technology (HIT) and the dean of HIT Yixing Academy of Environmental Protection, the
delegation of HIT Yixing Academy of Environmental Protection visited CAEC. The
Director-General of Department of International Cooperation of MEP Tang Dingding, the
Acting Director-General of CAEC Guo Jing and the Deputy Director-General of CAEC
Zhou Guomei met with the guests and the two sides reached a consensus on supporting the

participation of Yixing Industrial Park for Environmental Science & Technology (ES&TP) in
ASEAN-China environmental industry cooperation.
HIT Yixing Academy of Environmental Protection aims at building comprehensive
technological support platform for environmental industry and building an high-end
educational base for environmental industry. This Academy will become a significant
technological support for China-ASEAN Environmental Industry Demonstration Project
which is built by joint efforts of CAEC and ES&TP.
