Acknowledgements
The CAC Legislative Committee would like to thank Ms. Jeanne Gockenbach,
secretary to the Chief of Staff, for her efforts in coordinating meetings and
organizing our 2012 candidate forum. Thank you also to Superintendent José M.
Torres and all others with the school district that made the forum possible. Of
course, much of the success of this year’s committee work is due to the tireless
efforts of the Chief of Staff, Tony Sanders. He has provided both longitudinal
consistency to the committee and was instrumental in making this year’s forum a
success! His background in communications was of critical importance to the
committee. We would also like to thank the Elgin Teacher’s Association (ETA)
the League of Women Voters of the Elgin Area (LWVEA), and the Daily Herald
for their efforts to deliver an outstanding Forum.
Mission Statement
Consistent with the mission of the CAC, the Legislative Committee dedicates its
time to review of existing and future legislative issues at the State and Federal
levels of Government; presenting recommendations to the Council and its
members for enhancing the education initiatives of School District U-46;
conducting candidate forums for Board of Education, State, and Federal elections .

Goals
1. 2012 Candidates Forum
This year the Committee will experiment with a new format for our Candidate
Forum. We will explore the idea of partnering with other groups and host a forum
for candidates running in the 2012 legislative primary races. What we have found
in the past is that, unless there is a critical single issue looming, then public interest
in primary elections is low and turnout for candidate forums is also low. What we
also find is that politicians tend to voice different opinions when addressing
different audiences. If we sponsor a forum with multiple organizations that will
allow us to publicize the forum to a wider audience AND at the same time keep
politicians honest (because they will be speaking to an audience consisting of
multiple constituencies).
2. Redrawing of Political Maps
Evaluate the impact the redrawing of political boundaries on School District U-46.
Update the listing of U-46 with their new Illinois Senate, Illinois House of
Representatives, and Congressional district information.
3. Continuing Education for CAC Members
Educating the CAC at large about Legislative issues that affect the District.
4. Political Involvement
Encouraging CAC members to become more politically aware and active.

5. 2012 Candidates Forum
For our 2012 Candidates Forum, the Committee reached out to other area groups
that typically hold their own forums, including the Elgin Teachers Association, the
League of Women Voters of the Elgin Area and the Daily Herald. The groups all
collectively agreed that it would be an excellent idea to partner in a forum for
Illinois Senate candidates running in the March 2012 primary.
Our forum was moderated by political reporter Kerry Lester and was held on
March 13, 2012 in the auditorium of Streamwood High School. There were
approximately 125 audience members. In addition, our forum was:
 Webcast by South Elgin High School BEACON students at
www.useducationtv.com.
 Covered by the Daily Herald and other local media.
 Videotaped for the Daily Herald online at
http://www.dailyherald.com/article/20120313/news/703149953/video/
 Broadcast live on the District’s radio station, WEPS-FM.

6. Redrawing of Political Maps
The decennial redistricting of all legislative maps, which is done by the State of
Illinois after every Census, increases School District U-46’s representation in
Springfield. For the past decade, U-46 had six state representative seats and three
state senate seats within its boundaries. Beginning in 2013, U-46 will have seven
state representative seats and five state senate seats within its boundaries.
At the federal level, the redrawing of the congressional map reduces the number of
seats within U-46’s boundaries from three to two.
Appendix B contains a listing of schools within the redrawn boundaries for the
Illinois Senate, Illinois House, and congressional seats. Included in each list are
the names of the candidate(s) who were elected in the March 2012 primary
elections to run in November 2012.

7. Continuing Education for CAC Members
This year we invited a guest speaker, Jim Broadway, to come and address the
Legislative Committee on October 12, 2011. Jim is the publisher of an education
related newsletter, The State School News. The goal was to help educate us on
current legislative topics in Springfield. Jim also agreed to extend a special
discounted offer for his newsletter to any CAC members. The list price for an
individual subscription is $75 and discounted to $35/year for CAC members.
8. Political Involvement
This year CAC Legislative partnered with the League of Women Voters of the
Elgin Area to promote citizen involvement in our political process. The first step
in political involvement is encouraging people to register to vote. To that end, we
set up Voter Registration tables at CAC General meetings so that people could
register to vote without having to visit the Driver’s License facility!
CAC was involved in advocating for the defeat of HB3793 during the fall veto
session. The bill would have negatively impacted the district by lowering our
property tax revenue would be by at least $3.7 million this school year, and would
have an ongoing and more dramatic increases in future years.
Recommendations
We feel the joint forum sponsored by the League of Women Voters of the Elgin
Area, the Elgin Teacher Association, and the Daily Herald was a success. We
recommend next year’s committees follow the same format with the same
organizations – but also working to build partners with other civic organizations
both within U-46 and the communities the district serves.
