FEDERATION ENTRY AGREEMENT
By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach,
Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree
that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of
Baroque Horse Region 2 Championships (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the
competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release
and hold harm- less the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I
represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also
agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign
photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during
the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses
shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly
and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right
of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New
York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

I AGREE in consideration for my participation in this Competition to the following:
I AGREE that the “Federation” and “Competition” as used herein includes the Licensee and Competition Management, as well as all of
their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates.
I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee,
owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports
and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head
injuries, trauma, pain, suffering, or death. (“Harm”).
I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any
Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results,
directly or indirectly, from the negligence of the Federation or the Competition.
I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation
or the Competition.
I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them
harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse
while at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114,
and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly en
courages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a
junior exhibitor, I consent to the child’s participation and AGREE to all of the above provisions and AGREE to assume all of the
obligations of this Release on the child’s behalf I represent that I have the requisite training, coaching and abilities to safely compete
in this competition.
I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and
treatment to the Federation on the official USEF accident/injury report form.
BY SIGNING BELOW, I AGREE to be bound by all applicable Federation Rules and all terms and provisions of this entry blank and all terms
and provisions of this Prize List. If I am signing and submitting this Agreement electronically, I acknowledge that my electronic signature
shall have the same validity, force and effect as if I affixed my signature by my own hand.

and they agree to indemnify and hold Erie County Fair and the Baroque Horse Regional
and their officers, directors, employees and agents harmless from and against all claims
including for any injury or loss suffered during, or in connection with the competition,
whether or not such claim, injury or loss resulted, directly or indirectly, from the negligent
acts or omissions of said officers, directors, employees or agents of Erie County Fair and the
Baroque Horse Regional.
I CONSENT to authorizing show management to contact the show veterinarian if, in
the opinion of show management, the horse has a serious illness or injury and the owner or
trainer is not readily available.

REGION 2 CHAMPIONSHIPS
Show Rules, Entry Fees & Stabling Information
1. The 2015 Region 2 & 6 Championship Show is a US Equestrian (Federation) licensed competition. Every Andalusian,
Friesian & USEF Open to All Breeds class offered herein which is covered by the rules and specifications of the current Federation
rule book will be conducted and judged in accordance therewith. The rules of the Federation take precedence over the rules of any
other association. Exhibitors are encouraged to refer to the current Federation Rule Book, which is available online at www.usef.org. A
Federation Steward approved by the Show Committee shall be present to administer these rules at the show.
2. Gypsy Classes will be conducted in accordance with Gypsy Show Horse Association Rules. These rules are posted on
www.gypsyshowhorse.org. A Rule Book will be available in the Horse Show Office.
3. All Andalusian and Half Andalusian horses must be registered with or application for registration has been made to
IALHA. (See AL101.1 for remainder of rule.) All Friesian and Part Bred Friesian horses must have received a certificate
of membership from the International Friesian Show Horse Association (IFSHA) (See FR101).
4. The Horse Show Executive Committee reserves the right to itself, to interpret all questions and conditions in regard to,
or arising out of, or incident to, the show, without claims for damages or recourse of any kind. Any question not covered in
these rules and regulations shall be decided by the Horse Show Executive Committee, their decision to be final. The Horse
Show Executive Committee is to consist of Horse Show Manager, Horse Show Secretary, Andalusian Representative &
Friesian Horse Representative.
5. All entries are accepted with the understanding that the Classic & Regional Championships and the Erie County Fair will
not be held responsible for any loss, damage or any injury to any horse exhibited or any article of any kind. All horses shall
be under the control and direction of the Show Committee but solely at the risk of the exhibitor, who will be responsible for
any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal
owned or exhibited by him, and shall indemnify the Federation, Classic & Regional Championships and the Erie County Fair
against any and all loss, damage and liability thus occasioned, including but not limited to any and all legal costs, including
attorney fees, which may be incurred as a result thereof. The submitting of an entry form to the Show shall constitute an acceptance by each person signing same of the provisions herein set forth.
6. To be eligible to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular
Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Combined Driving Competitions at the Advanced Level, Endurance Rides, Reining Competitions, ParaEquestrian Competitions and Vaulting Competitions, persons must be Members of the Federation as provided in Bylaw 201.
7. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions,
Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced
Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage
Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee.
Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions;
3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes
limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille
classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have
proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner
novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.
8. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or Erie
CountyFair properties on the showgrounds and will be billed accordingly.
9. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which
they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts,
motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have
a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an
adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent
or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages,
claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the
parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include
exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the
competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs
and other mobility assistance devices for individuals with disabilities are exempt from this rule.

10. AMATEUR NON MEMBER: Amateur cards are no longer available for non-members. Only active Federation members may
obtain amateur certification. Every person who has reached his/her 18th birthday and competes in classes for amateurs under
Federation rules must possess current amateur certification issued by the Federation.
11. Management reserves the right to refuse, accept conditionally, or cancel any entries, and to cancel award prizes,
without claims for damages; to change any course, to cancel or combine any unfilled classes; and to change judges or
other officials. Class Schedules The Tentative class schedule is included in this booklet. PLEASE NOTE THE FOLLOWING: Management reserves the right to adjust the class schedule and class order. If entries warrant, performance
may begin earlier or later than published. Please check with the horse show office for each day’s final schedule.
12. Class Fees. All Regular, Fjord and Gypsy classes $25.00. All Regional classes $50.00.
13. Entries: To be accepted, the entry blank must be COMPLETELY filled out and accompanied by a check covering all
fees and proof of a negative Coggins Test dated within six months of show dates for each out-of-state horse. In the case of
a minor the entry blank must be signed by the parent or guardian. If there is no trainer, the entry blank must be signed by
the owner.
14. Closing date: Entries must be postmarked by August 7, 2015.
15. Post Entries are NOT accepted. Classes may be post entered as long as the horse is pre entered in the show.
16. Refunds. Entries will only be refunded (less a $35 handling fee) if a Vet Certificate is received within five days of the
event. No refunds on stabling fees. If classes are canceled due to severe weather or other emergency, refunds of entry fees
will be made upon written request by the exhibitor within 30 days of the cancellation.
17. Federation Fees. For every Andalusian and Friesian horse participating in any competition recognized by the Federation,a
$16.00 Federation fee will be collected [($8.00 is for USEF) and ($8.00 shall be a drugs and medications fee to provide
for research, inspection and enforcement of rules regarding use of medications and drugs; see Federation GR407.1, 2, 3.)].
18. Office Fee. There is an Office Fee of $25 per horse.
19. Andalusian Membership. An IALHA non-member fee of $25 per horse will be assessed if applicable. Andalusian Non
Member Participation. An annual Non Member Participation Fee of $25 per person will be assessed if applicable.
20. Friesian Membership. All owners and horses must be members of IFSHA. All others must either be a member of
IFSHA or pay the appropriate non-member fee ($25 adults/$20 juniors).
21. Stalls, whether occupied by horses, feed or tack, will be available for a fee of $75 each. (No first bedding)
NOTE: All horses competing must have a stall.
22. Stall availability. 10ʼ x 10ʼ stalls, with doors, will be available on Thursday, August 14, 2014, after 6PM.
23. Fair Admission. The fee is $50 per person for the entire fair.
24. Bedding is available for a fee of $8/bag. Shavings must be ordered on entry form. Feed and hay-Bring your own.
25. Class Calls. Due to unforseeable problems with any mechanical device, the PA System and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his horse is at the gate at the prescribed time. Every
effort will be made to maintain a working PA System to carry class calls, however, no protest will be upheld, nor will any
class be changed on the basis of PA malfunctions alone. The two minute gate rule will be strictly enforced. The in gate will
be closed two minutes after the first horse enters the ring.
26. Food Service. During the competition food service will be provided on the competition grounds.
27. Pets - No pets are allowed on the grounds unless confined or on a leash at all times.
28. Warm Up Arena is 120’ x 200’ and is composed of washed sand.
29. Show Arena is 112’ x 290’ and is composed of washed sand.
30. Horse Show Office will be open Thursday, August 20, 2015 at 3 PM. The office will open one hour prior to the
first session each day and remain open for 30 minutes after the last class each day. The Horse Show Office telephone

ABLE UPON ARRIVAL. All camper spaces include electric hookups only. Spaces will be accommodated in two loc
tions; in the Horse Show Camper Lot, (For trailers in this area all tow vehicles MUST be removed). In the Grey Lot,
which is located behind Ring II, tow vehicles may remain attached.
Spaces will be allocated on a first-come basis by the Lot Manager. Any changes must be approved by the Horse
Show Manager. Horse trailers, passenger vehicles, vans without factory installed living quarters, etc. will NOT
be allowed in camper areas. In the event sufficient camper parking is not available in the stabling area, management reserves the right to assign campers to another area on the grounds.
CAMPER LOT RULES
At the direction of the New York State Department of Health and in order to maintain our operating permit, the following
regulations must be implemented and adhered to at all times.
1. A five (5) foot separation between each unit MUST be maintained on all sides. (This is measured from
the furthest extremity, slide out or other apparatus.)
2. NO awnings are allowed in the down position. This includes canvas rooms.
3. NO bonfires/campfires.
4. NO open flames of any type, including propane grills, charcoal, cook stoves, etc.
5. Outside cooking is permitted in designated areas only AND must be a minimum of twenty-five (25)
feet from any structure or unit.
6. All units MUST have a fire extinguisher or method of fire protection available.
7. DO NOT block the roadways with personal vehicles.
8. Maintain ALL FIRE LANES at ALL times.
9. Speed limit is 5 mph.
10. NO gray water dumping (a scavenger service is available, contact the Park Manager in your area).
Failure to comply with regulations will result in loss of privileges and immediate removal of the unit.
Any questions should be directed to the designated Manager in the area.
EXHIBITOR PARKING &WRISTBANDS
Exhibitors will be issued a complimentary parking pass for the Grey Lot located behind Ring II for passenger vehicles
only.
Parking stickers will be AVAILABLE UPON ARRIVAL and WILL NOT BE REPLACED IF LOST OR STOLEN. No telephone requests for parking will be honored. All parking requests will be made on the entry form.
Exhibitor wristbands will be AVAILABLE UPON ARRIVAL. A temporary admittance letter will be mailed to
the trainer as listed on the entry blank.

A parking area has been established for horse trailer and horse transport vehicles. There is no charge for parking in this
area. All Vehicles are to be parked in the designated parking lot outside the fairgrounds fence. NO PARKING NEAR THE
HORSE BARNS.

2015 FAIR SEASON
ANIMAL HEALTH REQUIREMENTS
I. ALL ANIMALS – GENERAL COMMENTS
All animals must be free from any signs of contagious disease. Examples of contagious diseases for which animals have been denied entry or rejected from fairs include the following: ringworm, warts, mange, sore mouth,
respiratory infections, and contagious hoof infections.
Animal health documents approved at one fair will be accepted for review at all other fairs during the same
calendar year. Regardless of previous fair admission history, when documents are presented for review, health
status of each animal, and recent disease exposure will be evaluated before admission to the fairgrounds is allowed.
Animal Identification – Animals must be uniquely identified. Acceptable identification allows positive matching of the animal to all accompanying documents, including papers with laboratory test results and vaccination
statements. If a sketch or photograph is to be used for official identification of an animal, the sketch or photograph must contain the signature of the atte++++nding veterinarian and date. Horse sketches and descriptions
should reference color pattern, hair whorls, chestnuts, scars and other markings. Llama drawings, as for horses,
must positively identify the individual animal. A name or a statement of color without additional distinguishing
features or man made identification is not acceptable identification.
Follow Drug and Vaccine Withholding Times – In order to prevent the contamination of food products, labeled
withholding times should be strictly adhered to in food producing animals that have been treated with any
chemical (drug) or have had vaccine administered.
Proof of Vaccination – A signed, written statement from the attending veterinarian is required as proof of vaccination. A valid animal health certificate which has the vaccination(s) listed and is signed by the issuing veterinarian is acceptable proof of vaccination.
RABIES VACCINATION – Current rabies vaccination is required for all species for which there is a USDA
licensed vaccine available (cattle, horses, sheep, dog, cat, ferret) and that are 105 days or older on the date of
admission to the fair. An animal is currently vaccinated beginning 14 days following primary (initial) vaccination continuing for the period stated in the manufacturerʼs instructions. Rabies vaccine label instructions allow
vaccination as early as 84 days of age. This allows a one week window between 84 and 91 days of age (105
minus 14 days) where vaccine can be administered to meet the 105 day requirement. If an animal reaches the
minimum age for rabies vaccination during the fair season, the vaccinations requirement must be met even if
the animal was previously admitted to a fair when too young to vaccinate. Acceptable proof of rabies vaccination must include a signed written statement from the attending veterinarian or a valid certificate of veterinarian
inspection that has the vaccination listed and is signed by the attending veterinarian. Acceptable proof of vaccination must include the name of the product used, the date of administration and the duration of immunity if
longer than one year. If the statement of rabies vaccination is included on an EIA test record, it must be signed
separately in addition to the required EIA test record signature.
HORSES (Equidae) LIVESTOCK REQUIREMENTS – Certificate of Veterinary Inspection (CVI) is not required for New York origin horses. CVI is required for imported horses. Negative Equine Infectious Anemia
(EIA) test is required for all horses 6 months of age or older. tHe horse must be accompanied by a valid negative EIA test record. The test must have been conducted during the current or previous calendar years for New
York origin horses. For imported horses, the test must be conducted within 12 months of entry. The EIA test
certificate must include a complete description of the horse. Current rabies vaccination is required for all horses
105 days of age or older (see above).
