The company plans to invest $42 million in hopes of becoming a “world class” producer of packing materials. (Right) Erdrich USA, LLC held a ribbon cutting at their newly constructed facility on July 19th. The 130,000 sq. ft. facility located in the I-16 Industrial Park will employee 178 people and is an investment of $39 million to the community. The company will produce stamped automotive parts and automotive brake pistons. (Left) Wild Bore Machine purchased the former Yancey building in March 2013 and added 65 employees to their staff this year along with an investment of $2 million. The company purchased the former Botkin Lumber facility for the purpose of expanding their distribution center. Dublin-Laurens County Development Authority Annual Report Letter from the Chairman Welcome to our 3rd Annual Meeting of the Dublin-Laurens County Development Authority and the release of our Annual Report. We have had a good year with most of our success coming from existing industry. We believe that job retention is just as important to our community as bringing in new industry. SP Fiber Technologies held an announcement in April for a $42 million dollar expansion and renovation of their paper processing facility. SP also received the 2013 Existing Industry of the Year Award. Erdrich held their ribbon cutting in July with the announcement that equipment would be installed in September and manufacturing would begin in January 2014. Wild Bore Machine purchased the Yancey building on Highway 257 and began renovating and building product immediately. In September, Farmers Home Furniture announced their purchase of the Botkin Lumber Building and building renovation to handle all increased inventories and shipments to their growing store base. All of the above industries are investing in our community and creating new jobs. The Authority held a strategic planning session for two days in February. We were led by Charlie Gatlin, President of Gatlin Economic Development Services, LLC. We set goals for the next five years with a number of target points all leading to promotion of our community and creation of new jobs. We have joined Bulloch County in a labor study to include the I-16 corridor as well as areas around both communities. We are excited about the changes coming to the Georgia Ports. This can only help progress on I-16. We also applaud the Governor’s appointment of Jimmy Allgood to the Georgia Ports Authority. We are glad to have two members from our community on the Board of Economic Development in Georgia, Ben Hall, Jr. and Wayne Christian. We really appreciate them serving in this capacity. We are very appreciative of State Representative Matt Hatchett for his leadership at the Capital. Thanks to Matt, we were able to meet with Governor Deal in Dublin on March 15th prior to the Joint Civic Luncheon. We have a new member to the Development Authority. Phillip Gay was appointed by the county to serve and we look forward to his service to the board. Roger Folsom will serve as Vice-Chair and Fred Williams will serve as Secretary/Treasurer as our 2014 officers. I want to thank all the Authority members for their time and commitment to this board. Last year we were blessed with two excellent new industries, but this year we were so excited to see the renewed growth of so many of our existing industries with construction, renovation, new equipment, and NEW job creation. Wild Bore Machine began the trend with their acquisition and renovation of the former Yancey facility and brought renewed life to the facility. In the process, Wild Bore added more than 60 jobs this year. In April, SP Fiber Technologies announced more than $40 million in new investment and a renewed life for a mill that is so valuable for our community. Erdrich USA completed construction on their new facility and have slated January 2014 for their Start of Production. Most recently, Farmers Home Furniture announced the acquisition and renovation for the former Botkin Lumber Facility. These projects will all create much needed jobs for our communities and new investment. While these are only a few examples, much of our industrial base is seeing improved business, new growth, and the potential to add new jobs in our area. It is always important for our existing manufacturers and businesses to show growth and renewed investment as it signals to other potential prospects that our community has been good for our employers and they see value by investing further. I am personally excited by our new five year strategic plan and look forward to its implementation. We can only hope this new plan is half as successful as our last plan. The former plan has led to new jobs, new investment, new facilities, new properties, and a new era for economic development in Laurens County. The Authority made the last plan hugely successful and I look for an even greater impact by this Board and plan. The last few years showed increased prospect activity in the number of projects, visits, and potential jobs and investment for our community. This year has not seen quite so many projects, but the prospects we have seen have been high in quality. We were not able to announce any large industries as was the case last year, but we have continued our contact building, engaged numerous new consultants, and overall have gained greater exposure to potential prospects. Over the last year, we have worked over 45 industrial prospects, hosting many industrial visits, and in the coming months hope to be able to announce successful locations creating jobs for our citizens. It is always rewarding to be recognized as a leader in your industry. In August, the Development Authority received just such an award by being named the 2013 recipient of the Southern Economic Development Council’s (SEDC) Community and Economic Development Award (CEDA) for populations 15,001 to 40,000. I am pleased that my Board received this recognition for the wonderful job they do. It is only with your help that we have been able to constantly improve our abilities and work toward our ultimate goal of creating jobs for Laurens County and our residents. I look forward to sharing even greater successes with you in the near future. Phil and his wife Wynona, have two children, Krista Anderson and Dustin Gay. Both children came back to the Dublin-Laurens County area after finishing their education. Krista is a State Farm Agent in Dublin, GA and Dustin is an Orthopedic Surgeon in Dublin, GA. Thus the economic development and growth of the Dublin Laurens County area is of upmost importance to Phil. Phil Gay is a life-long resident of Laurens County. His business ventures and employment has required him to travel across the United States with Phil’s education began in the Laurens County School system where he attended grades 1-12. He played his grammar school and high school sports for the East Laurens Rams. He received his BS in Math with a minor in Computer programming from Georgia College in Milledgeville, GA. He graduated from Georgia College with honors and was initiated into the Phi Kappa Phi Honor Society. Phil, with the help of his wife, now owns and operates two businesses in the rural area around Laurens County. He has a State Farm Insurance Agency and KAP Appraisal Services. “Time is the most limited asset we have. No person has more than 24 hours per day. It should be devoted to God, family and business in that order. I am honored to have the opportunity to give of my time to help continue the growth and development of our great community as part of the Dublin-Laurens County Development Authority” stated Mr. Gay. Governor Deal Visits with Local Community Leaders Governor Deal was the honored guest speaker at this year’s St. Patrick’s Festival Joint Civic Luncheon held on Friday, March 15, 2013 at Oconee Fall Line Technical College. Before the event, Governor Deal met with local community leaders and the DublinLaurens County Development Authority. We thank Governor Deal for taking the time to visit with us and for the support he has given to economic development which is helping Georgia becoming the #1 state to do business. PAGE 5 Dublin-Laurens County Development Authority Annual Report Unique Regional Labor Study Between Bulloch / Dublin-Laurens County DA The Development Authority of Bulloch County and the Dublin-Laurens County Development Authority have entered an agreement to develop a comprehensive, research based business case describing the assets of the region’s workforce. The Authorities’ staffs will be coached through the process by Kate McEnroe Consulting, a national business location firm specializing in labor-sensitive projects. In addition to providing information and analysis of the region’s existing workforce, this approach will develop the expertise and resources for the Authorities to continuously refresh the material, ensuring labor information remains current and relevant. “We are excited to be working with the Dublin-Laurens County Development Authority on this important study,” stated Bruce Yawn, Chair of the Development Authority of Bulloch County. “Our Boards recognize the similarity of our communities, our industries, and our workforces. We also recognize the powerful impact that the Interstate 16 corridor makes on our communities and our ability to attract and expand businesses here. We believe that working together will allow us to provide a more accurate picture of the workforce that we can offer to prospective employers.” Benjy Thompson, Chief Executive Officer of the Development Authority of Bulloch County, agreed. “A skilled workforce is one of the most critical factors in the consideration of business location and expansion. This process will give us comprehensive and flexible material, enabling us to accurately describe the skills of our community’s workforce to a wide range of interested parties. It will also help us identify areas to address to keep our workforce strong and viable.” In pursuing this collaboration, the two Authorities acknowledge and appreciate the opportunity to work together. “This joint effort allows us to be efficient with our resources and increase our ability to market the region to the world,” said Scott Beasley, Chair of the Dublin-Laurens County Development Authority. “We see this as a win for both communities.” Cal Wray, President of the Dublin-Laurens County Development Authority stated, “Both Laurens County and Bulloch County are prime areas for the creation of new jobs, the expansion of our respective industries, and the recruitment of exciting new industries. However, we are competing in a highly competitive and dynamic economy that forces every community to work to separate itself and stand out. Developing this type of core competency in discussing workforce assets will help both communities and the region compete for many coveted new jobs that will help our communities continue to grow. The development of the labor force business case is currently underway with several key partners being engaged in both communities. The three entities have set a goal of early 2014 to have the initial study complete, perpetual updating institutionalized, and marketing of our assets and improvement of our weaknesses to be addressed. SP Fiber Technologies, LLC Press Release from the Company - 4/12/2013 On Friday, April 12 Dublin crews restarted PM2 on packaging grades for the first time ever. The start-up was ahead of schedule, under budget and the paper machine continues to run extremely well. The conversion of PM2 to the production of value-added packaging grades and the consequent move of our newsprint production to PM1 marks the beginning of a measured strategy to become a best-in-class supplier to all of our customers. This project is the result of a company-wide effort to improve our product offerings and quality and reduce costs while maintaining a strong commitment to safety and environmental compliance. While the emphasis today is on the PM2 rebuild, newsprint is, and will continue to be, a key part of our company’s strategy. SPFT remains deeply committed to our customers in the newsprint industry. Dublin-Laurens County Development Authority Farmers Home Furniture Annual Report Press Release from the Company - 9/5/2013 Farmers Home Furniture and the Dublin-Laurens County Development Authority are pleased to announce that Farmers Home Furniture has acquired the Botkin Lumber Company warehouse on Industrial Boulevard for purposes of expanding its current distribution operations. The expansion will bring a $4 million investment in Laurens County and will generate 62 jobs over the next 10 years. Farmers Home Furniture was founded in 1949 by Sherwin Glass in Soperton, Georgia. Farmers is currently listed as one of the Top 100 furniture companies in America with its corporate headquarters and distribution center located in Dublin, Georgia. Farmers is now an employee-owned company with 180 stores and 1,900 employees in Georgia, South Carolina, North Carolina, Alabama and Florida. The Dublin corporate office and distribution facility currently employ 290 people from Laurens and surrounding counties. Following a multi-state search for distribution center space, Farmers determined that Laurens County was still the best fit for its expansion purposes due to its proximity to the Savannah port, the availability of the Botkin Lumber facility, the availability of skilled workers and the continued support of the Dublin-Laurens County Development Authority and other local government agencies. Such a quality company makes our job easier when assistance is needed.” Wild Bore Machine Re-Energizes Forgotten Building In the recent swarm of closures, layoffs, and off-shoring in the manufacturing arena, it is always great to see a company expanding and investing capital back into our communities. A Laurens County owned and grown company has recently been doing just that. Wild Bore Machine Mechanical dba Plant Services acquired the former Yancey Brothers Building on Georgia Highway 257 which had been vacant for almost five years. In the process, they have invested more than $2 million in capital, refurbished a building that had seen better days, and added more than 50 jobs to their business and our community. Scott Beasley, Chairman of the Dublin-Laurens County Development Authority stated, “Wild Bore, its owners, and employees are a success story for our community. They have created well-paying and stable jobs that our community needs for its future. We applaud Kevin Baggett, Frankie Bullard, and their entire team for the investment and growth in Laurens County. We look for even more from them in the future. PAGE 7 Dublin-Laurens County Development Authority Annual Report Existing Industry of the Year The Dublin-Laurens County Development Authority challenged the existing industries in county again this year to tell us the industry that has proven themselves as the next “Existing Industry of the Year”. The Authority accepted nominations from the community for the award in which five companies were presented. After nominations were accepted, each company was evaluated on there economic impact and corporate citizenship in which SP Fiber Technologies proved to be the deserving industry of the 2013 Existing Industry of the Year Award. Development Authority Chairman Scott Beasley presented the award to SP Fiber Technologies at the 38th Annual Chamber Member Golf Tournament which was held on Tuesday, April 30th at the Dublin County Club. (Left to Right) SP Fiber VP of Operations Edward Bortz, SP Fiber CFO Shawn Campbell, DLCDA Chairman Scott Beasley, DLCDA President Cal Wray, and SP Fiber Plant Manager Glen Hill City Awarded $1.4 Million for Work at I-16 Park Courier Herald - By Jason Halcombe - 3/13/2013 Federal officials with the U.S. Commerce Dept. visited Dublin Tuesday, and joined with Congressman John Barrow to present the city with a $1.3 million grant to help complete infrastructure projects at the new I-16 Industrial Park. U.S. Deputy Assistant Secretary of Commerce for Economic Development Matt Erskine made a brief stop at city hall, before visiting with local officials and heading to additional stops in Macon and Twiggs County, to announce that Dublin would receive the $1.3 million Economic Development Administration (EDA) grant. The grant money, paired with financial backing from the city, will help to extend water and sewer to the new industrial park and expedite the startup date for inaugural tenant Erdrich U.S.A. “This $1.3 million Economic Development Administration investment in Georgia will strengthen local infrastructure to support U.S. manufacturing,” Erskine said. “Today’s grant will help Dublin build critical infrastructure to serve a new metal stamping facility, helping create new, well-paying jobs and expanding the U.S. auto parts sector.” Erskine said foreign companies like Erdrich are turning more and more to the U.S. for new investment and manufacturing projects. (Center) U.S. Deputy Assistant Secretary of Commerce for Economic Development Matt Erskine "As is evident, the manufacturing sector is a critical jobs generator for Americans in the middle class," said Erskine, who added factors including an improving economy and efforts like Dublin's to modernize its infrastructure are helping to make "all of the pieces (come) together." Partnership and cooperation were two words used in abundance at Tuesday's short ceremony, as officials like Congressman Barrow reiterated the benefits realized when common goals are put ahead of differing views of the world. "When people work together and put aside their differences, they can accomplish a lot they couldn't do otherwise," Barrow said. "It's an example the federal government could follow. This is going to be a growth platform for private enterprise for literally decades to come. There is an employer who will take advantage now and bring millions in investment to Dublin and Laurens County." And, added Dublin-Laurens County Development Authority President Cal Wray, this is one more reason that Dublin and Laurens County has grown to become a global player in the search for new business and industry location. "We're competing with major metropolitan and foreign sites now," Wray said. "It's a global business we're in...and it's because of all of you and the partnerships we have in place. This is just the next step...(And) I think it's only going to get better in the future." From the immediate impact standpoint, Erdrich U.S.A. chief Walter Huber said Tuesday's announcement only solidifies his company's belief that Dublin and Laurens County offers more than just a logistical advantage when it comes to their new 130,000 square-foot, $39 million metal stamping facility that will open its doors later this year. "Definitely one of the parts of us coming here, besides the technical reasons, one important fact was that we felt this community could be trusted," Huber said. "We're very happy to get support from the government to help us build this facility. We're on schedule right now, with plans to complete the new facility around the end of May, and hiring more people at the end of May." PAGE 8 Dublin-Laurens County Development Authority Annual Report Board Retreat / Strategic Plan In February 2013, the Dublin-Laurens County Development Authority board and staff held a board retreat at The King and Prince on St. Simons Island. The two day event was led by Charlie Gatlin, President with Gatlin Economic Development Services, LLC from Atlanta, Georgia. Main topics discussed were leadership, organization, staffing, funding, sustainability, real estate and infrastructure. The goal of the retreat was to develop several strategies targeting these main topics which will help the development authority continue to address it’s mission which is “to assist business and industry with the creation of jobs for the citizens of Laurens County”. The previous strategic plan was developed in 2007 and the success of the plan made Dublin-Laurens County internationally known as a place to do business, created confidence with State partners, placed the community on the radar of many site location consultants, increased prospect activity and created jobs for the community. As the economic environment grows more competitive and the world of economic development continues to change, we as a Development Authority must be proactive to these changes and continue to stay ahead. In order to be successful, we must continue to change with the times and be focused on the goals that we feel will keep us competitive and growing jobs. The next section lays out the five-year strategic plan for 2013-2017 for the Dublin-Laurens County Development Authority. These nine strategies include the following focuses: Existing industries, Communications, Workforce Development, Contract Review, Sustainable Authority Funding, Sites/Buildings, Marketing and Sales, Incentives and Confidentiality. Vital to our success and reputation PAGE 9 Dublin-Laurens County Development Authority DLCDA Honored at the 2013 SEDC Annual Conference Annual Report Press Release from SEDC - 8/27/13 Dublin‐Laurens County Development Authority was awarded the Community and Economic Development Award (CEDA) for the category of populations 15,001 to 40,000 during the Awards Ceremony at the 2013 Southern Economic Development Council (SEDC) Annual Conference, recently held August 4‐6, 2013 in Tulsa, Oklahoma. “These annual Community Economic Development Awards recognize outstanding communities in our region for their efforts in advancing the economic viability of their community through economic and community development programs. Project Dinex for which the award was given shows outstanding innovativeness. Many communities can learn from the accomplishments in Dublin‐ Laurens County,” said SEDC President Gene Stinson after the Ceremony. The Communication Awards are given each year by SEDC at its Annual Conference. Up to five categories are given each year based on community size. A presentation overview of the winning projects were presented to conference attendees during the conference. Judges for the CEDA competition are economic development consultants and practitioners from across the southern U.S. that work with clients in developing strategies for growth in their communities. SEDC chose these judges because of their knowledge of economic development. The 2013 SEDC Annual Conference is currently in its 66th year and is SEDC’s main educational event of the year. Over 250 economic development professionals spent three days networking and learning recent economic development trends and strategies from corporate, government and executive professionals. The Dublin-Laurens County Development Authority held it’s 2nd Annual Developers’ Day on Thursday and Friday, June 13th and 14th, 2013. Fourteen (14) economic development professionals with the State of Georgia, Georgia Power and Georgia EMC were in attendance for this year’s two day event. The Development Authority used the event to showcase what DublinLaurens County has to offer a company looking to locate in Georgia in regards to land and buildings as well as what the Authority brings to the table to help attract those companies to the area. With several attendees not having visited the area in some time and one other visiting for the first time, all took away information about the community. The agenda was packed with a community presentation, roundtable discussion, community tour, and industry tour. The group was very receptive to what we had to offer and was impressed with the community’s ability to work as a team to attract industry to the area. “The event was a huge success for us and we look forward to hosting another group of our partners at next year’s Developers’ Day” stated Cal Wray, President of the Development Authority. The Development Authority held a surprise reception on Monday, April 29th at the McGrath Keen Sr. Conference Center to say goodbye to a dear friend, Phil Dowd. Phil began working in the Dublin Parker Aerospace CSD location in June 2005 serving as the Site Manager. In May 2013, Phil made the tough decision to retire from Parker. A number of community leaders and Parker employees gathered to say thank you to Phil for his leadership at the local industry and bid he and his wife Chris a fond farewell. The couple decided to retire to New Hampshire where they would be closer to family. As a token of appreciation for all Phil has done at Parker and throughout the Dublin community, Chairman Beasley presented Mr. Dowd with a green jacket. The event served as a way to also welcome in the newest Site Manager Mr. Daryl Tessmann to the Dublin area. Daryl moved to Dublin from Illinois and is excited to be a part of the Parker family.
