Businesses awarded for top hygiene
R
ecipients in Council’s 2014 annual 5-Star Food Hygiene and 5-Star Health Hygiene
Assessment Awards have been announced with four businesses recognised for
hygiene excellence.
The Food Hygiene Assessment Awards were announced at a ceremony on 4 February, where Whitehorse
Mayor Councillor Andrew Munroe presented the three Food Premises of the Year winners with a plaque
and a cheque to mark their win.
On 28 January, Whitehorse Councillor Denise Massoud visited the winner of the Health Hygiene Assessment
Award – Premises of the Year and presented the business with its plaque and cheque.
5-Star Food Hygiene Assessment Award winners
The awards for food premises are based on the
5-Star Food Hygiene Assessment System and are
the culmination of the food safety assessments
conducted by Council throughout 2014.
Ordinary Council Meeting
Monday 16 March at 7pm
These meetings are held in the
Council Chamber at Whitehorse
Civic Centre and they are open
to the public, unless Council
resolves to consider an item
‘in camera’ (confidentially).
The aim of the Food Hygiene Assessment System is
to improve the safety of food being manufactured,
handled, stored and sold in the municipality. The
assessments aim to inform Council, proprietors of
food-related businesses, and consumers about the
standard of food safety in Whitehorse.

Council conducted 749 food safety assessments
in 2014 and found 92 per cent of these to be
compliant (having a 3, 4 or 5 star rating), up from
90.3 per cent in 2013 and 88 per cent in 2012.
The annual Health Hygiene Assessment Award
is given out after a year of health hygiene
assessments across Whitehorse. Premises assessed
include hairdressers, beauty parlours, and body art
(tattooists and ear piercing) establishments.
Council conducted 182 Health Hygiene Assessments
in 2014. For the first time in recent years, 100 per
cent of the businesses assessed received three stars
or more, putting them in the compliant category.
Meanwhile 50 per cent of businesses received
5-star ratings for a high standard of infection
control and hygiene standards and compliance with
documentation and records relating to best practice.
Council also awarded 35 businesses with certificates
of commendation for achieving a 5-Star rating with
a maximum assessment result of 100 per cent.

Almost one in four Whitehorse residents can
speak two languages fluently.
The 2011 Census found that Mandarin and
Cantonese are the most commonly spoken
languages other than English in Whitehorse. This is
followed by Greek, Italian, Vietnamese and Hindi.
One third of residents were born overseas and
one quarter came from a non-English speaking
background. The top five countries of birth are China,
the United Kingdom, India, Malaysia and Vietnam.
Whitehorse experienced a growth of almost
double in the number of people born in China
from the 2006 levels (from 5788 to 11,048). Our
large Chinese population is a real feature of the
municipality, with 7.3 per cent of residents born
there. In Box Hill, this figure is 20 per cent.
Council is celebrating Harmony Day with the free

Global Fiesta on Sunday 15 March from 12 noon-5pm.
Set in the beautiful surrounds of Box Hill Gardens, Global Fiesta is Council’s national
Harmony Day event. Council acknowledges the Wurundjeri people as the traditional
owners of the land upon which Global Fiesta is taking place and the festivities will
commence with a Smoking Ceremony performed by members of the Wurundjeri
Tribe. To perform this ancient ceremony, leaves from the balga (grass tree), wattle
and other plants are smouldered on a small fire. The smoke is used to cover the
participants’ bodies, ridding them of what is not needed, purifying the area and
warding off bad spirits.
After the site is prepared through this ceremony, the activities will get going and feature:

Discover what’s near you on new mapping site
C
ouncil has launched a new interactive
mapping site, Whitehorse Maps, which
has replaced the Mapping – GIS Online site.
The theme of the site is “Search, View, Explore” and
residents can explore their neighbourhood and City starting
with their own address.
The mapping site has features that allow residents to
determine their service and collection days for household
waste, recyclables and garden organics; ward and
councillor contact information; and the ever popular
indigenous plant listing which was first launched
in 2010.
Simply type an address into the search box and select the
relevant location from the results list. The search box can
also be used to find parks, pre-schools, libraries and more.
Using the quick-click menus, residents can identify facilities
closest to their address, such as the nearest Council
customer service centres, maternal child and health centres,
community nurseries, arts and cultural centres and recycling
and waste centres.
There is also information
available on public
transport routes so
residents can search
for the railway stations
and bus or tram stops
closest to their house.
In addition, the mapping
site can display an
aerial view of the City,
displaying high quality
imagery of buildings,
parks and suburbs.
Historic imagery from
the 1960s can also be
displayed to show what
your suburb looked like
fifty-odd years ago.

Give cycling a go
T
ry cycling, walking, skating or scooting to school on
national Ride2School Day on Friday 13 March. It is a
great way for students, parents, teachers and new riders
to get a taste of how easy and fun it is to get to school by
bike or foot.
Parking signs explained
P
arking rules make our roads safer, give people fair access to parking spaces
and make it easier for the community to access services.
Remember to check the signs before you
park. Here’s what they mean:
Time limits: The large number before the P
shows how long you can park in that area,
within the times advised underneath. You
must leave the area the sign applies to when
you reach the time limit. No time limits apply
outside these hours, unless other signs are
present such as a clearway sign.
No parking: You can park here for two
minutes (or the time shown on the sign) to
make a pick up or drop off, but you must
stay within three metres of your car. Disabled
permit holders may park for up to five minutes.
No stopping: You can’t stop here, not even briefly.
School crossing: Most school crossings have
no stopping signs on either side with times
indicating when you cannot park. Even if no
signs are in place, you cannot stop, drop off or
park within 10 metres of the departure side and
20 metres of the approach side of a crossing.
Disabled parking: Holders of a blue Disabled
Parking Permit can park in spots signed as
disabled parking. They can also park in any
Council bay at no charge provided they
observe all restrictions. Holders of a green
Disabled Parking Permit can park in any
ordinary bay for double the period shown and
payment of any initial fee.
Loading zones: Only taxis, trucks and labelled
couriers or load carrying vehicles can park here
for 30 minutes max.
Clearway: Only a bus, minibus or taxi can stop here.
Permit zones: Special permits are needed to park
here. Residents can apply to Council for permits,
which only apply to your particular permit area.
Meters and ticket machines: Fees must be
paid immediately after parking and displayed
on the dashboard.
Electronic parking sensors: Parking in
some areas is now managed by electronic
parking sensors which detect whether a car
has overstayed the time limit and will advise
parking officers patrolling the area.
Nature strips: Parking on nature strips is not
permitted. Each year, Council spends about
$45,000 repairing damage caused by cars
parked on nature strips.
General rules: You cannot leave a car stationary
if it is double parked, in an intersection, on the
footpath or wrong side of the road or opposite
continuous double white lines.

Ride2School Day is Australia’s largest celebration of cycling and walking
to school with more than 250,000 participants getting involved last year.
Something as simple as riding a bike can help get your children on
track to a happier and healthier life. Studies show that students
involved in sport and recreation can better concentrate at school, are
more confident and independent, and more likely to continue being
active into their adult years.
Children today take part in much less physical activity compared to 40
years ago and Ride2School Day strives to reverse this trend.
In the 1970s, eight out of 10 Australian students cycled or walked to
school. Today only two out of 10 children get to school by bike or foot,
with the rest travelling to school in a vehicle.
Sixty minutes of physical activity is the minimal daily requirement for
children under 18 and riding to school is a convenient way to make sure
your children are reaching that target. Riding to school can also reduce
your environmental footprint, congestion and parking problems.
Remember: Part way is OK. If you live too far from school,
get your parents to drive part of the way
then cycle or walk the rest.
Register your school today at
www.bicyclenetwork.com.au to
receive a Ride2School pack by
early Term 1.

Poetry: Don Helmore and Catherine Barnard
Baby Makes 3
Poetry found Don Helmore in his eighties and has
dominated him for the last five years, where he
has immersed himself in the appearance, sound
and meaning of words.
T
he arrival of a new baby can be a
time of great joy, but it is also a time
of great change for parents.
Catherine Barnard is moved by natural beauty,
drawing analogies from nature as she reflects on
people. Her concept of faith finds expression in
her writing.
The Baby Makes 3 program is a new initiative
that helps couples respond to relationship
changes and demands that often follow the birth
of a first child.
When: Friday 6 March, 6.30pm-7.30pm
Where: Box Hill Library
Baby Makes 3 is a group program where parents
and their baby can attend a two hour evening

Promoting Positive Mental Health
F
eeling down, tense, angry, anxious or moody are all normal emotions
for young people, but when these feelings persist, or if they interfere
with daily life, there may be cause for concern.
Support and information is available for
concerned parents. Council is holding a
Parent Information Forum titled Promoting
Positive Mental Health in Adolescents
in April to coincide with National Youth
Week. It will be delivered by the Eastern
Health Child and Youth Mental Health
Service (CYMHS).
If you are concerned about a young person it
is important to talk to them, let them know
you support them and reassure them they are
not alone. If you think professional support is
needed, the next step is to speak with your GP
or contact Headspace Hawthorn on 9006 6500.

Aqualink helps Seniors
get a new lease on life
It’s never too late to start being physically active.
Even if you haven’t exercised in some time, you can enjoy better health and wellbeing along
with the social benefits of group fitness as part of Aqualink’s Fab Living membership.
The Fab Living program has tailored programs for people over 60 years of age with gentle
but beneficial strength, aerobic, aqua and Tai Chi classes exclusively for Fab Living members.
Fab Living members say they love having the ability to go at their own pace. They
appreciate the friendly, welcoming environment for ladies and gents where friendships
are made. Members often enjoy catching up after class for a coffee and chat with new
gym friends.

Older people should do some form of regular physical activity, no matter their age
or abilities. Most activities can be adjusted to accommodate individual needs.
Regular physical activity has been shown to improve quality of life, reduce the risks of
disease and cancer, help maintain healthy bones, muscles and joints, and reduce the
risk of injuries from falling.
Ideal classes for older adults
All of these health benefits can help older people maintain independent living in their
own homes for longer.

Gentle Aqua: Suitable for those returning
to exercise and ideal for older adults and
those recovering from injury
Aquability: Specialty aqua class allowing
you to participate at a level suitable to your
movement and fitness ability
You’re never too old or frail to take part in some sort of physical activity. In fact it has
been found older people become sick from not participating in physical activity more
often than being injured by the physical activity itself.
Your new lease on life is just a phone call away!

On Target at Morack’s Driving Range
V
isitors to Morack Public Golf Course and Driving Range in Vermont South will
notice a difference when hitting balls on the driving range during March.
Whitehorse Councillor Bill Bennett
said the range will feature a number
of targets for golfers to aim at with
the chance to win prizes, while at the
same time tuning up their golf skills.
T
he futsal program at Sportlink
Vermont South has been growing
in popularity with children taking
a liking to the exciting new indoor
soccer program.
Children aged 6-12 thoroughly enjoyed the
coaching sessions throughout 2014, which will
be offered again this year.
"The range targets will be staggered
at different locations and distances
so golfers can work on and challenge
themselves in all areas of their
game," Cr Bennett said.
This exciting indoor soccer program assists
children to develop their skills and knowledge
of the game.
Cr Bennett said in addition to
offering targets to dedicated and
experienced golfers, the targets are
popular with social golfers and those
not so experienced. "All golfers alike
love the challenge of hitting a ball
as close as possible to a target –
especially the short targets."
Qualified PGA Professional instructors
are available to assist golfers
participating in junior or adult
beginner classes to learn new skills,
sharpen their accuracy hitting at
targets, and ultimately improve their
golf game when embarking onto the
course proper.
Futsal Kicking Goals
At Sportlink
The program is a great launching pad for junior
competition. It has been designed and led by
experienced and qualified coaches sourced from
the Football Federation of Victoria.
Sportlink’s Term 1 programs will continue
throughout March and include futsal, badminton
and table tennis.
Councillor Bill Bennett
The chipping and pitching targets
located just 20 metres from the
range look so easy but it is a little
harder than it looks.
Plus everyone who registers for
any of the competitions during the
month of March will automatically
be in the major draw to win a game
improvement golf pack consisting
of a private golf lesson, a dozen
golf balls and a Callaway Utility bag
valued at more than $100.
All range users will be able to register
for daily and weekly competitions
throughout the month. Entry is free
when purchasing a bucket of range
balls which start at just $6.

Range at Morack including the

Anzac Centenary
25 April 2015 will mark the 100th anniversary
of the Anzac landings at Gallipoli. For
the majority of us who won’t have the
opportunity to travel to Anzac Cove for the
dawn service, there is an ability to pay your
respects here within the ward.
Blackburn RSL President Athol Wells extends
a warm welcome for residents to participate
in the local commemorations. On Sunday
19 April at 2.30pm, Blackburn RSL will
march from their South Parade clubrooms,
led by Box Hill City Band, to Morton Park
Memorial for the laying of floral tributes,
followed by a return march. After this, there
will be a service at 3.15pm at the clubrooms
with guest speaker Dr David Holloway, a
distinguished historian, who will give the
commemorative address. To be followed by
afternoon tea.
On Anzac Day Saturday 25 April at 6am, a
dawn service will be held at the Morton Park
Memorial, followed by a gunfire breakfast
at the Blackburn RSL clubrooms, 66 South
Parade, Blackburn.
Main Street Bridge
Blackburn residents may have noticed
recent major works conducted on behalf
of Council to the Main Street bridge. The
works involve new stormwater drainage
infrastructure, kerb and
channel, hand rail, footpath
and road pavement
replacement. Following
the commencement of the
works it was determined
that to extend the life of
the bridge the weight of
the pedestrian refuge would
need to be reduced. This
will involve removing the
middle raised section of
the median and replacing
it with line markings and
raised reflective pavement
markers. I am confident that
the changes to the bridge
and the pedestrian refuge
will continue to be a safe
crossing for residents along
the Creeklands corridor and
will provide better
visibility for motorists at night.

Denise Massoud at Morton Park Memorial.

It was a great pleasure to see longstanding local
historian and genealogist Valma Fell receive
a Community History Award; it was certainly
well deserved. Valma’s work in researching,
collecting and preserving Burwood’s history
over many years has been outstanding. Valma
recently retired, and the Burwood Historical
Society has ceased operation, so all her material
has been lodged in the safe hands of the Box
Hill Historical Society.
At our first Council meeting for 2015, I
successfully moved that the proposed inclusion
of three additional precincts and 29 houses,
recommended for heritage protection, be sent
to an independent panel for consideration
and report, before returning to Council for
a final decision. I believe it is important that
we receive as much expert advice as possible
before we make a final binding decision. I am
opposed to removing some properties before
this stage because of the possible financial
costs or because of a personal opinion on the
significance or otherwise of a building.
I also believe that all nominations for heritage
protection should be treated equally, otherwise
it could be argued that we have one rule for
some, and another for everyone else. In public
life, perception is everything, and an open and
transparent process is the only way to go.
The long awaited post-1945 Heritage Study and
recommendations for heritage protection, will be
coming before Council soon; it may have been
considered already by the time this column is
published. Only a few councils have reached this
stage in looking at heritage overlays, so in some
ways the study is quite ground breaking.
Appreciation of architectural design changes
over the years. Thirty or forty years ago,
the Art Deco designs of the 1920/30s were
not appreciated; now they are viewed in a
completely different light. There is an Art
Deco Appreciation Society, houses
and sites are promoted during
Open Melbourne Week, there are
Art Deco walking tours, real estate
agents use it as a selling point, and
the town of Napier in New Zealand
runs a week-long Art Deco festival
every year. Twenty years ago, the
Californian Bungalow design was not
appreciated; now we have heritage
overlays on them, and again, agents
use the design as a selling point.
So architectural forms that we may
consider as not worthy of heritage

By the time you read this column we will be
back into the full swing of briefing meetings,
Council meetings and budget reference
group meetings. Attending meetings and
functions is all part of the responsibilities and
pleasure of being a Councillor. Every now
and again you come up against a challenging
situation and you stop and ask yourself
‘why?’ but that happens rarely and more
often than not, when the issue is discussed,
a full understanding becomes clear and an
amicable solution reached.
I hope you’ve had a brilliant start to the
new year; your children have settled well
into school and if you were lucky enough
to have a break it is still fresh in your
mind and not a distant memory. I took
the opportunity to do some sorting out of
the mountains of paper work accumulated
over the past few months. I also found lots
of time to relax and enjoy life which is a
component of my life I had been missing
for a very long time.
On Australia Day, the City of Whitehorse
held its traditional Australia Day Citizenship
Ceremony and presented well deserved
Australia Day Civic Awards and the Australia

all the new citizens and huge congratulations

Festive Season – Australia Day Concert
I attended the Australia Day Concert held at the
Whitehorse Civic Centre lawns on 26 January
2015. The evening had free rides for children,
a concert and fireworks. The citizenship and
awards ceremony was supported by all levels
of government, so I thank Michael Sukkar MP,
Federal Member for Deakin, Anna Burke MP,
Federal Member for Chisholm, Robert Clark MP,

Member for Forest Hill, and Graham Watt MP,

Festive Season – Chinese New Year
Riversdale Ward Survey
On 14 February, the Asian Business Association
of Whitehorse hosted Chinese New Year
at Box Hill. Once again, the event was well
attended, and I was fortunate enough to
attend the First Light Offering and World Peace
Blessing Ceremony, hosted by Buddha’s Light
International Association of Victoria.
During early February 2015,
I distributed a letter to
Riversdale ward residents
where I gave a progress
report on the priorities set by
me during the 2012 council
elections. In addition to the
progress report, I sought

ways to serve you better over

Ward Forum
Last month Councillor Daw and I held a ward
forum in the Willis Room at the Nunawading
Civic Centre. We aim to hold these forums
once every three months. Topics discussed
ranged from the Council’s annual budget,
capital works program, to the future of the
former Nunawading Primary School site and
the negative impact of the new government’s
policy on rate-capping increases to CPI.
Our next forum will be in June, look out for
Construction works have almost finished on
the Bowling Green Lighting Upgrade at
Mitcham Bowling Club. Design work
is continuing on the next stage in the
Nunawading retail precinct which is a
laneway reconstruction and laneway lighting
installation project. This will be an exciting
addition to the already much improved
Nunawading retail precinct. This is part of
the safer street program in which the federal
government provided funding as part of
a pre-election commitment from Michael
Sukkar MP, Federal Member for Deakin. A
contract has been awarded to refurbish a
non-compliant disabled access public toilet
at Walker Park, Nunawading. Work on
improvements to the Heatherdale Reserve car
park has also been completed.
Community Grants open soon
S
ubmissions to Council’s 2015/16
Community Grants program
open on Monday 2 March.
However, small grants of up to $1500
are available for equipment and small
capital items.
Non-profit groups that provide programs
and activities for the Whitehorse
community are eligible to apply for funding.
Grant application forms are available
from Council’s customer service centres
at Nunawading, Box Hill and Forest Hill,
as well as the Whitehorse Centre and Box
Hill Community Arts Centre.
Council contributes about $1.4 million
annually, in cash and discounts, to
help non-profit groups support the
development of healthy, active and
socially-connected communities.
Applications for the 2015/16 round of
Community Grants need to be submitted
to Council by Friday 10 April at 5.30pm.
Grant application forms provide
information on the criteria, application
process and timelines.
Community grants are not for large
capital expenditure items such as
buildings, refurbishment or building fit
outs, outdoor structures, groundworks,
landscaping, computer hardware or
software or to fund salaried positions.
Grant packs can also be downloaded at
www.whitehorse.vic.gov.au
Nunawading Primary School
At the time of writing this ward column,
Council was waiting to hear from the newlyelected state government about its position on
the future of the former Nunawading Primary
School land. Council’s position has not changed,
we have shown an interest in acquiring the site.
I am optimistic though that a common sense
solution can be found to preserve the primary
school site and keep it in community hands as
the community have told us that is their priority.
2015/16 Budget
Planning for the 2015/16 Budget is well
underway and I expect that the proposed budget
will be available to the community around the
end of April. I welcome suggestions on what
improvements can be made. The budget is
always formulated with the best interests of the
community in mind. It is an ongoing challenge
to maintain community infrastructure and
provide services that the community have come
to expect, with increasing costs and decreasing
funding sources. I believe there is too much
reliance on rates funding and now with the
expected CPI rate-capping implementation,
this will become an even greater challenge.
Councils will simply be forced to reassess
services and sell assets in order to maintain a
balanced budget and not take on debt levels
which may be unsustainable in the longer term.

Office space available for hire
Council has shared office space available for non-profit community
groups to hire.
Box Hill Community Arts Centre
Community organisations or individuals with
an arts and culture focus can apply to hire
the Garden Room at Box Hill Community
Arts Centre. The room would be suitable as
a small office or studio space. The room is
approximately 12m2 with a kitchenette and
some existing shelving.
Box Hill Town Hall Hub
The Town Hall Hub, located at the rear
of Box Hill Town Hall, has three floors of
office space and meeting rooms. There
are no individual office spaces currently
available, however, the Town Hall Hub has
a shared office with seven desk spaces
which can be allocated to individual
community organisations. Each desk
has internet and phone capability. Three
of the desk spaces have already been
allocated to two community organisations
and four remain. Organisations are able
to apply for more than one desk space.
How to apply
All spaces involve lease or licence fees
and an Expression of Interest Form (EOI)
must be submitted in the first instance.
Applications must meet the criteria
outlined on the EOI form to be considered
for a space.
Applicants should be locally-based or hold
regular meetings in Whitehorse, provide
programs and services to the Whitehorse
community and be able to provide an
ongoing daily or weekly staff presence
during office hours.
For EOI forms or further information
contact Jenni Granger on 9895 8888 for

Centenary of female councillors
The 100 year history of women being allowed to stand for council has been recently celebrated across Victoria.
Women were once forbidden from standing
for council by an 1863 Act that placed them
in the same category as people who were
bankrupt, insolvent, convicted of a felony,
perjury or treason, or of unsound mind.
The Act was not changed until November
1914 and it was not until 1920 that the
first woman, Mary Rogers, was elected to
Richmond Council.
Locally, the first women elected were
Esther Poelman to Box Hill Council in 1968,
and Raylene Crabtree and Jan Plummer to
Nunawading Council in 1974.
In the 67 years before amalgamation, only
five women served at Box Hill, while in 69
years only 13 women served at Nunawading.
Since amalgamation, there have been 10
female councillors at Whitehorse.
Esther Poelman was also the first female
Mayor at Box Hill. At the time of election,
Esther was a practising pharmacist. She had
married a Dutch solider, and had moved
to Holland towards the end of WWII but
returned to Melbourne with her husband in
1948 and enrolled at the Victorian College
of Pharmacy. At the time it was difficult to
get into any course as many places were
reserved for ex-service men and women.
After qualifying, Esther had pharmacies in
South Blackburn and North Blackburn and
then from the early 1960s in Box Hill North.

Council and Eastern Volunteers
have once again teamed up to
produce the Get Involved booklet
to profile local community
organisations and their
volunteering opportunities in 2015.
Volunteering is a great way to
explore your interests, meet
likeminded people and do
something valuable to help others
and the community.
The booklet, launched on
26 February, is a fantastic
reference for anyone wanting
to learn about the huge variety
of volunteering opportunities
available through local not-forprofit groups. Nearly 5000 copies
of 2013 booklet were distributed
and people have been eagerly
awaiting the updated version.
Almost 100 organisations and
groups are included in the
booklet, highlighting a myriad
of volunteering roles such as
working with the elderly, young
people, children and recently
arrived migrants.
Whitehorse has a healthy and
vibrant volunteering culture with
about 40 per cent of residents
volunteering their time, skills

Everything old is new again
B
e inspired to turn your trash into treasure at the Art of Recycling Sustainable
Living Week exhibition at Box Hill Community Arts Centre.
Invited artist Barbara Niglio transforms discarded materials into works of art in an exhibition
coinciding with Whitehorse Sustainable Living Week.
Barbara is passionate about sustainability and aims to reflect this in her creations. Her pieces are
created from a wide assortment of found objects and rescued materials, many of which would
have ended up as landfill.
See pages of old books crafted into a stunning bouquet of flowers, ring pulls from cans made into
jewellery, bike tyre inner tubes turned into earrings, bracelets and necklaces, and more.
Children are invited to find the hidden recycled objects in Barbara's exhibition by taking part in
the free kids' activity sheet.
If you are interested in making sustainable art, turn to pages 8-9 for details about Barbara’s series
of workshops during Sustainable Living Week.
The Art of Recycling is on from 17 March to 12 April at Box Hill Community Arts Centre,
