Synopsis POA Meeting June 15th, 2015
The June 15th meeting opened with the pledge of
allegiance and the establishment of a quorum. All 8
members were present. (The vacancy for member Darrell
Haley has not been filled.) The May meeting minutes
were approved.
President Lee Sundberg introduced the 6 candidates for
Board of Directors in alphabetical order: Dennis Brown,
Heather Collings, Tom Hicks, Frankie Lord, Bob Pinckney, and Tyrone Williams. Please
be aware of the following dates: On July 20th candidate speeches will be given; on
August 17th there will be a candidate Q/A session; and on September 26th the Annual
Meeting and Election will be at Midway Macedonia Church.
Treasurer’s Report: David Hightower reviewed the financial summary statement handed
out at the meeting. We are doing well with most areas under budget in costs. We have
collected the equivalent of 1,580 full assessments and are $14,984 better than expected.
Our cash balance is $3,431,152, which is one million over our liabilities and payables
($2,416,509).
President’s Report: In a few months the property owners of Fairfield Plantation will be
participating in an annual election of Directors for the Fairfield Plantation POA Board.
Three director positions are filled at each annual election. All directors are elected
to represent you in the governance and management of all the functions of our Gated
Community. Tonight we introduce those candidates who are running for these positions.
They are in alphabetical order: Dennis Brown, Heather Collings, Tom Hicks, Frankie Lord,
Bob Pinckney and Tyrone Williams. They will be introduced again in later meetings, and
you will have a chance to ask questions that will be directed at all the candidates plus talk
to them. The nights of those introductions will be publicized. Try to avail yourself of the
opportunity to become more acquainted with each of the candidates.
Why is it important to become familiar with these candidates? The Board d
Directors that you elect will be your representatives at least during the coming year. Think
of this in the perspective of the $1400 in annual assessments that you pay for the operation
of Fairfield Plantation. If you had $1400 dollars in cash or checks that you wanted to
deposit into a bank checking or savings account, would you hand it over to a total stranger
and trust that stranger to deposit it for you? Let’s expand it to the budgeted income of 4.5
million that is projected for the present fiscal year. That is a sizeable number. Whether you
are a home owner or just a property owner, your voting action is important to you and the
community to insure there are fiscally and operationally responsible persons representing
you. You need to become actively involved in the voting process, learn as much as you can
about each candidate including any legitimate source you can access.
Take the time to be personally active in the voting action itself. The process is made
easy by the voting package that will be sent to you by the POA. It will provide you a
Proxy voting ballot. Why is it a proxy? Although proxy voting is not required by code ,
it is a simpler method to get enough votes to meet the required quorum of over the 20%
lot owner participation to hold the annual meeting. This proxy has a stamped envelope
in which you can return the proxy at no cost to you and keep your vote private. Read all
the information carefully so that when you vote there will be no mistakes. If you have
questions about the proxy and the information in the voting package, call the POA office
for clarification. Do not ask them how to vote. That is totally up to you and a decision you
must make. Just like at the Fairfield Plantation Precinct Voting poll, the poll workers are
not allowed to tell you who to vote for. The persons that you designate as your selected
candidates on the proxy must be voted as your choice with no exceptions. Please make
sure you only vote for a maximum of 3 (three) candidates. If you vote for 4 or more, the
proxy becomes invalid. It is important for you to vote for yourself so you can be assured
the persons you have selected will be the ones that are marked on your proxy.
Old Business: The motion to approve David Hightower for the position of Treasurer for
the remainder of the 2014/2015 term was passed prior to the meeting.
New Business: Five motions were approved unanimously at the meeting.
(1) Approved the Display of Homes for Sale Sign Application. (This motion allows
realtors to fill out only one application, which will be kept on file at the POA office.
Previously a 3 page application had to be filled in for every sign. Now a 12 month decal
can be used on any property within the calendar year (January-December). Previously the
decal and sign could only be used on one property regardless of how quickly the home
sold. Decals will be a different color every year. On lake and golf course lots, two signs
may be placed. Previously only one sign was permitted. For more information, contact
the POA office.)

(2) Awarded the contract for the renovations at the POA office to Eco/Forte, not to exceed the budgeted amount of $40,000. (This
bidder lives in our community. Because the bid was $5,000 under budget, the windows in the office will also be replaced. This will be
an energy saver.)
(3) Approved the recommendation from the Lot Management Committee to take back the following lots: 5156 Woodmond Dr., 3219
Sweet Briar, 5008 Monticello, and 2025 Lakeview Parkway. (Most of these were part of a settlement for past dues.)
(4) Approved the recommendation from the Lot Management Committee to sell Lot 7041 Tara Dr.
(5) Approved the Boat Inspection Guidelines recommended by the Lakes and Dams Committee. (The main change was allowing the
POA Office and SPA to do the majority of boat inspections instead of the Lakes and Dams Committee. A copy of the Boat Inspection
Guidelines and a List of Safety Rules may be picked up at the POA Office.)
Committee and Task Force Reports:
Greens: (Brenda Auger) Golf Pro Report. Despite the rainy spring season the Fairfield Golf and Country Club continues to strive to
grow membership and rounds of golf. The following are some of the improvements and activities for the next few months: The Golf
Ball dispenser at the driving range should be ready for use within the next few weeks. Fairfield Golf and Country Club continues to
increase tournament play and rounds of golf. We are currently seeking advertisements on GPS Units for our golf carts. If interested or
for more information, please contact Curt Mooney at the golf shop.
The first Junior Golf Session has been completed; so if you didn’t get the chance to participate in that session, one more session will be
offered. The next session dates are July 6-9th. For further information on any of the above information, please call the Pro Shop @ 770836-1112 ext. 4, and ask to speak to our Golf Professional Curt Mooney.
Golf Superintendents’ Report: The rainy season has helped to get the course in prime condition for the golf season ahead, and it is
looking the best it has in years. Continued ongoing maintenance includes the following: Aerification of the greens and fairways, Clemson
fungicide program, fertilization, weed control, and mowing. (Common areas and the dam are also included in the golf maintenance
fertilization). With the forecast of warmer, drier weather, the fairways and greens will see increased watering, and the mobile fans will
be situated at #17 and #13 with the third fan utilized at different greens as needed. Equipment continues to be repaired and maintained.
Cart path repairs continue on #8. Ladies’ Tee boxes will be re-located for #3, #6, #11 and #15. We are currently looking into mapping
all irrigation and electrical connections and layout for the entire golf course.
Food and Beverage: (Tom Ishee) The Marina has geared up for the summer with new outside seating and weekly entertainment. They
have also installed an ice vending machine so you can get your party ice without leaving the Plantation. The Club Restaurant has seen
some personnel changes. After 8 years at the restaurant, Margie Bruno has resigned her positioning in order to spend more time with her
family. Beverly Clements has opted to step into the Asst. F&B Manager position to allow her more time with her family. The new F&B
Manager Hugh Stallings comes with great club restaurant management experience. He will be in and out while he looks for housing and
relocates from the Houston area. Beverly is making the final picks for the July 4th Club cookout menu. We had a great event last year,
but have plans for this year to raise the bar even higher.
Community Relations: (Billy Priest) In planning the 4th of July Freedom Fest, there has been good input from all departments
including Management, Security, Fire Department and others. Please see the activity sheet that gives dates, times, and locations of all
events. You will notice that most events are on Saturday, July 4th.
Recreation: (David Hightower) New durable, laminate-type flooring will be installed in the Rec center. There have been a few issues
with algae in the Rec pool, but they have been resolved. The pumps in the baby pool have worked well. The putt-putt course may be
changed because of the expense to repair the old one. There is also discussion of a dog park behind the Rec center. The Beach has had
some good sales with parties, kids are enjoying it. Boaters are reminded to stay clear of the buoys and ropes near the Beach area.
Roads and Maintenance: (David Hightower) The pipe line company has completed its work, but some repairs of areas affected will
have to be improved. Jim Stevenson reported on the road work and repaving projects. Two culverts, both on South Mitchell, had to
be replaced. With the help of good weather the paving project should be completed by the time school starts. The community will be
informed when and where the paving is taking place. The lines on roads repaved several years ago have disappeared. The cracks in
them will be filled. Then they will be restriped, and reflectors will be added.
Lakes and Dams: (Mickey Lloyd) This committee is in need of a Chairman and Scribe. Anny Lussier, who has served in this position
for many years, wishes to step down to have more time with her family.
Property Control: (Brenda Auger) With the assistance of our Property Control Administrator Dana Williams and our Compliance
Officer Vance Campbell , we have continued to monitor not only non-compliance issues, but also construction and ongoing projects
throughout the community. These projects are all approved by the committee based on our governing documents. To date we have had
351 courtesy notices, 55 final notices and only 14 fining notices. We are seeing a reduction in non-compliant issues, but we are only
a small group of people monitoring the entire community, so if you see something that you think may need addressing, please contact
the POA office @ 770-832-2360 and ask to speak to either Dana or Vance so they can gather the information required to complete a
site visit. Please remember if you are doing any exterior projects large or small and are unsure of whether you require a permit, call the
POA office and they will clarify any concerns you might have. Lake Patrol has cited numerous violations for boats/watercrafts without
decals affixed. If you purchased a decal it needs to be affixed to the boat/watercraft; failure to do so may result in a fine.
Community, Grounds, and Enhancement: (Brenda Auger) We were busy last month preparing and planting throughout the many
common areas of Fairfield Plantation. All the beautiful flower pots and flower beds that everyone enjoys were planted by the committee
in one day. Thanks to all who volunteered and who continue to volunteer to keep our community looking great. Residents using the Rec
Center will notice that quite a bit of spring cleanup has occurred. The landscaping around the pool and the building has been revitalized,
old hedges removed, and flowers planted. This committee has also worked with the Tennis group to landscape the area to the right of
the tennis courts and Country Club pool. Special thanks to POA Operations Manager Cathy Roth and the Roads and Maintenance crew
for their coordination and heavy lifting. Both areas look great! The most urgent project yet to be completed is the irrigation for the front
gate and POA office area, which will begin once all bids are in. The completion of this project will help to enhance a beautiful entrance
of flowers and landscape, leaving a lasting first impression for all residents and guests.

Document Management: (Tom Ishee) This is one of the most dedicated and hardworking committees in the community. Last month
we sent an Amended and Restated set of the By-Laws to the Board for approval. This task took several months to review a number
of sets of By-Laws to come to a complete and accurate version of this important document. We are now working on a major effort to
evaluate the pros and cons of taking our community under a new governing document referred to as “The Act.” We have just completed
a review of our Declaration of Restrictions. This is in preparation of developing a proposal to the Board for their review. If the Board
approves, we will have resident meetings to fully inform everyone about “The Act.” Work on these projects continues while we conduct
reviews of any new document or revision of an existing document submitted by other committees. It is our job to determine that the
proposed new document does not conflict with any other current document.
Strategic Planning: (Tom Ishee) We have gone back to the drawing board. We have engaged the services of a University of West GA
grad student to assist us. Our near goal is to develop a comprehensive outline of the framework and working process of the Strategic
Plan. The completion date for this piece of the project is September 30, 2015, a date coinciding with the end of this Board year. The
new Board will then take up the next phase of the Plan’s development. A lot of work already exists from the earlier efforts to develop a
full multi-year plan. We believe that once we have the outline and framework, the remainder of the project will come together quickly.
This part of the plan will include many opportunities for residents to provide input into the final plan.
Lot Management Committee: (Paul Sanford) Our committee has been busy this past quarter. Deniece Carrington, our legal counsel
at the POA Office, has been assertive in pursuing delinquent accounts. As a result we are seeing more lots being returned to Fairfield
Plantation as a part of the settlement agreements for those delinquent accounts. While this might seem to be a negative, it isn’t. The
previous owners have not been paying assessments for some time before we got to the point of considering the return of the lots. This
gives us an opportunity in the future to turn these lots around for new ownership. Jim Blair, who has been working with our committee
for a long time, has a new position as Marketing Manager for Fairfield Plantation. This position has been a long term goal of the
committee. Part of Jim’s job is to market the available lots to real estate agents, home builders, and others in an effort to sell our inventory
for the future development of Fairfield Plantation.
Budget, Finance and Insurance Committee: (Mickey Lloyd) We will begin working on the new budget in December.
Fire Safety: (Billy Priest) The Fire Department is fully staffed with the part time paid Fire Fighters, and their contribution is already
evident and much appreciated. Improvement in time management for both the Fire Chief and volunteers has been made possible by
their addition. The department is maintaining the new ISO rating for the community. The community will see new offerings from the
Fire Department soon, such as regular incident reporting and CRP classes given by the Fire Department. Our next big project is to finish
some work at Station 19 along with a training center within the gates of the community.
Community Patrol: (Paul Sanford) We are proud to have installed a long overdue updated security camera system for Fairfield
Plantation. The old analog camera system was no longer serving the community’s best interest. The new system has been installed
to cover both gates and the amenities, including the POA Office, Club, Marina, Beach, Recreation Center, Playground, Maintenance
Buildings, basketball courts and parking lots. Our SPA Security Officers will have the ability to monitor locations live and retrieve high
definition recordings for investigations by our security and the Sheriff’s Department. June was “Traffic Safety Awareness Month.” The
POA and SPA Security handed out flyers at the gates and sent e-blast information to the community with safety reminders and traffic
safety tips. Please obey the rules in Fairfield Plantation by not exceeding the speed limit, stopping at the stop signs, staying in your lane
and not tailgating. Following these 4 simple rules will help in the safety of all those using our roads. Please be a courteous driver and
arrive at your destination safely.
The meeting was adjourned at 8:35, and the Open Forum began.
Chief Operating Officer’s Report
POA assessments are now past due for any that have not been paid or set up on a payment plan. Before the month is
out, those accounts that have not paid or set up a payment plan will have their gate access cards deactivated as well as
their access to Capsure for calling in guests. All amenity access will be denied and late fees have been added. If you are
delinquent and need to establish a payment plan, please contact the POA office, Monday through Friday from 8:00am
until 4:30pm to discuss your account.
All of the pipeline work throughout the community has been completed. There are a couple of areas of repair that will be addressed in
the next month or two but the road closures and detours should all be finished. We want to thank everyone for their patience while the
work was being completed to make our community safer.
The deadline has passed for the submission of Board candidates for this year’s election, and we have several excellent candidates that
will be on the ballot. Over the course of the next few months we will be introducing those candidates to our community and allowing
them to address owners in upcoming Board meetings. We encourage all owners to take time to get to know the candidates so that you
can be well informed when it is time to cast your ballot.
The Lake Scarlett silt removal process is moving along rapidly now. All of the bid packages have been sent out to qualified bidders.
We will be meeting with potential bidders to discuss the process before the bid deadline arrives. The bids are to be returned by mid-July
and the work on the project should be underway by August. There will be a lot of activity along Lakeview Parkway around Lake Scarlett,
but all efforts will be made to keep the project from causing delays or problems whenever possible.
Work on the compilation and updating for all of the Association’s rules and regulations are continuing. It is estimated that the
committees and staff working on this project will be ready to present to the full board in July for their consideration.
I am pleased to announce that we have a new Food & Beverage Manager, Hugh Stallings. Hugh has an extensive background in Yacht
Clubs, Country Clubs and upper end hotels and motels. Our previous F&B manager Beverly Clements has agreed to stay on with us as
the assistant Food & Beverage Manager which makes us very happy indeed. With Hugh and Beverly’s experience and background we
are looking at even bigger and better things to come for our club and restaurant.
As we approach the upcoming annual meeting, we are working behind the scenes to pull everything together. We have confirmed the
meeting space (Midway Baptist Church) and the auditors from our new accounting firm of Mauldin & Jenkins have been working here
at the POA office for the past week with office staff to complete the audit that will be presented at the annual meeting. David Durgin

Women’s Club
Happy July 4th!! Hope everyone is having a fun summer using all the great amenities we
have in Fairfield Plantation. Because everyone is so busy during the summer, the Women’s
Club does not meet in July; but that doesn’t mean we aren’t working and planning.
We are gearing up for CASINO NIGHT which will be held on August 15th. Do you
have your tickets? It sold out last time and the lucky ones who went said it was fantastic.
To purchase your tickets, contact Christina Henggeler (770-315-2248).
Christina is also accepting donations for the silent auction held at the CASINO NIGHT.
Either call her or leave them at 1470 Lakeview Parkway. This includes new items to
make desirable baskets, such as wine, chocolate, crackers, non-refrigerated cheese. What
about a basket with an Italian flare: pasta, sauce, parmesan cheese, and kitchen towel; or
gardening tools, hats, gloves; or bath luxuries, etc. Also, movie tickets, restaurant gift
cards and gas gift cards are great items. Sports memorabilia would bring in the bids, too.
The possibilities are limitless.
Of course, the money raised by the Women’s Club and donated to charitable organizations
and the scholarships given to deserving girls in Fairfield Plantation wouldn’t be possible

The Women’s Club meeting is held on the first Saturday of the month (which is the first

Rehearsals are underway for Southern Hospitality, this year’s production by The Power
of the Purse, a women’s giving circle sponsored by the Community Foundation of West
Georgia. The play is the third comedy in the Futrelle Sisters trilogy and the sequel to the
last two summers’ productions of Dearly Beloved and Christmas Belles. Performances
will be August 20th through 23rd at the University of West Georgia’s Townsend Center for
the Performing Arts. Tickets are $20 and can be purchased online at townsendcenter.org,
by phone at 678-839-4722 or in person at the Townsend Center Monday through Friday
from 10 a.m. to 4 p.m.
All proceeds benefit the Power of the Purse, which supports women’s and children’s
initiatives in Carroll, Haralson and Heard counties. The comedy features most of the
characters and actors from the previous plays. Appearing in the cast are Annabelle Bearden
(Frankie), Barry Oxford (Dub), Susan Greer (Gina Jo), Kevin Hart (Justin), Stephanie
Turner (Honey Raye), Tim Reeves (Raynard), Susan Forrister (Aunt Iney), Andy Davis
(John Curtis), Georgia Carter (Twink), Scottie Jennings (Rhonda Lynn), and Robert

Aerobics
June Events
Last month we celebrated with a Beach Bash that turned out great, after having to
reschedule it due to bad weather. The families returned to the beach for some fun in the
sun and an opportunity to watch the young and old have fun participating in the games on
the beach. Everyone enjoyed some hula hooping, Limbo contests and bean bag tossing.
The highlights of the afternoon were the “Fill the Bucket” contest and the tug of war. The
battle for supremacy was fierce this day as the girls of Fairfield Plantation came out in
force. With a two out of three battle taking place, the first was a battle that came down to
inches with the pink noodle team coming out on top. Round two placed the girls in the
winner’s circle again. In the final round the boys jumped off to an early lead that the girls
couldn’t battle back from and the boys held on to pull out the victory in the end.
July Events
This upcoming Fourth of July will be filled with fun and excitement as we kick off
another summer of Fairfield Plantation “Fun in the Sun”. We are looking forward to
everyone enjoying this year’s festivities as the committees have worked hard to bring the
community another wonderful event. If you missed it last year, you don’t want to miss it
this year!! Come out and enjoy each day filled with something for everyone; starting on
Friday with Splash Bash for a little wet fun. Those who just like to watch the boats sail by
can sit on the Dock at the Marina while they enjoy dinner and a little music.
Saturday is filled with a little bit of everything for everybody from fishing to running.
There is even a parade, sky divers, picnics and a “Beach Bash”.
We know you’ll want to come out later that night to watch the biggest fireworks event
to hit West Georgia when we light up the Fairfield Plantation skies. So grab a blanket and
a chair and come enjoy yourself with us.

the days and time of the class. Classes
now meet on Tuesdays and Thursdays at
10:00 am at the Rec Center.
The cost of the class is $25 a month or

Beach and Pool Policies
Please remember:
• The beach and pools must be accessed through the gate or door.
• (The beach may NOT be accessed from the lake.)
• Property Owners must present a POA card and a photo ID to sign in at the
beach and pools
• Minors 12 and under are not permitted at the pools or beach without adult
supervision.
• Minors aged 13-15 are not permitted to sign in guests.
• Minors aged 16-18 (with a POA card and a photo ID) may sign in no more than
two guests per day.
Beach & Pool Guests
• Each property owner/household is authorized ten (10) guests per day.
• The first four guests per day are welcome at no charge; each guest in excess of
four will be charged $2.00 per guest.
• On holiday weekends, property owners must purchase daily wristbands for all
guests with no more than 10 guests.
“Parties” or groups greater than ten (10) guest
• Property owners wishing to bring in more than ten guests or to hold a party
must make reservations at the POA Office at least 72 hours in advance.
• Property owners will receive “party wrist bands” to identify party members to
aid in providing excellent service.
• Beach parties may only be held Monday – Thursday, except for holiday
weekends when no parties or large groups may be scheduled.
• Pool parties may be held Monday – Sunday, except for holiday weekends when
no parties or large groups may be scheduled.
• Contact the POA office at (770) 832-2360 for inquiries and rentals.
Party/Group Fees
• Beach Party - $75 for two hours plus a $25 refundable deposit ($100 due with
reservation at least 72 hours in advance), includes up to 25 guests, an additional
lifeguard, and reservation of two tables.
• Rec Center Pool Party - $150 for two hours plus a $250 refundable deposit
($400 due with reservation at least 72 hours in advance), includes up to 25
guests, an additional lifeguard, and use of the party room.
In Memoriam
Long time Fairfield Plantation
resident, Carolyn Lightcap, (Golfview
Drive), died May 30th at her home in
Johns island, South Carolina.
Carolyn was born in Atlanta, and
attended Washington Seminary, where
she was a member of PiPi Sorority
and was a Sigma Nu Sweetheart. She
met her future husband, Tom, at a
Sigma Nu Alumni dance and delighted
her children and grandchildren with
stories of their elopement.
She was an accomplished horsewoman
and enjoyed success showing fine
harness and roadster ponies. She also
enjoyed playing bridge with the same
club for forty years. In later years
Carolyn and Tom spent wonderful days
boating and playing golf together.
Carolyn was a member of the DAR
and volunteered with various charities,
including March of Dimes and Habitat
for Humanity.
She was preceded in death by Tom,
her husband of 63 years, their infant
son, Joseph David Lightcap, and
brother, Philip Cook.
Carolyn is survived by her son Thomas
111, of Sarasota, Florida; daughters:
Martha Lightcap of Atlanta, Carmen
Diaz of Johns Island, South Carolina;
Carolyn Anderson of
Roswell,
Georgia; eight grandchildren; 4 greatgrandchildren; her sister Julianne
Ashmead of Ashland, Oregon; and
brother, Lawrence Cook of Atlanta.

The Plantation Planters Garden Club
The Plantation Planters Garden Club met on June 10th at the Dockside Marina. Over
40 ladies enjoyed a nice lunch on a lovely summer day overlooking the wonderful view
of Lake Tara.
After our meeting and lunch, everyone boarded a pontoon boat for a relaxing tour of
the beautiful homes and gardens on Lake Tara.
Special thanks go to the drivers of the boats: Joan Madaglia, Bob Olson, Loretta Camp,
and Sandy Kopp. The Garden Club will not have a meeting in July. The next meeting
will be on Wednesday, August 12th.

The Annual Awards Bridge Party & Luncheon was held at the Country Club on June 3rd.
Ten months of challenging games and cheerful competition resulted in some very
close scores. For the third year in a row, the overall winners were Steve Beck and Russ
Sarner, followed by Nell Phelps & Mary Ann Pike, Sandra Redding & Nancy Petty, and
Gloria Gardner & Mary Sarner.
Following a couple of hours of spirited play, and a delicious luncheon, the days winners
were announced, with Micki Perry as the grand champion, followed closely by a tie between
Gloria Gardner and Sam Newman. In third place, Ginny Nickoloff, with MaryAnn Pike
and Jimmy Ham rounding out the winners.
Many thanks to Micki Perry and Nell Phelps, assisted by Mary Ann Pike for organizing
the annual play as well as the Awards Luncheon. For several years they have set up
the schedules, kept track of the scores, kept the winnings safe, and chased after the late
players! In addition, they are often the top players....a very special trio of ladies!
