pper Moreland has excellent parks and recreation programs and facilities as well as a variety
of natural and scenic resources. The Board of Commissioners is committed to preserving and
enhancing our community’s environment by following “best management practices.”
The
Commissioners’ have approved and maintained comprehensive open space, environmental
protection, and parks and recreations plans and taken action to implement their essential
objectives:

• To promote the conservation of soils, wetlands, watercourses and other valuable scenic and
ecological features, and,
• Acquire new Township owned, or otherwise restricted, land for parks or recreational activities
Upper Moreland’s natural resources, concentrated along stream corridors, can be preserved in
many ways. The Board of Commissioners has adopted regulations designed to protect
watercourses from erosion by requiring a buffer easement on both sides of our streams.
Streamside buffers help prevent water pollution by stopping contaminants at or near their source.
These efforts save money in the long run because properly maintained buffers prevent not only
pollution, but erosion as well. Township guidelines are now in place to ensure that new
construction or land development projects will not disturb existing vegetation. And, new plantings
and other stream bank stabilization techniques must be installed whenever necessary to limit
erosion. Other local ordinances address the need to preserve woodlands by preventing
unnecessary removal of trees or hedgerows, require replacement of trees removed during
construction, regulate development along steep slopes to protect water quality and, prohibit
inappropriate use of wetlands and floodplains.
Residents often call the Township concerned about streams or creeks which are moving closer
to their property as their banks erode. Stream corridors, woodlands, wetlands and steep slopes are
natural resources worthy of protection wherever they exist throughout the Township. This is
especially true because Upper Moreland is now a highly developed community. Through
cooperation with the Pennypack Ecological Restoration Trust (PERT), and with the help of grants
from Montgomery County and the Commonwealth of Pennsylvania, over 100 acres of land has
been acquired by the Township for preservation as open space. PERT has also been successful in
obtaining funding to purchase land so that it may be maintained in its natural state.
What can you do to make a difference? While homeowners do not have access to the same types
of equipment or resources available to the Township, there are simple steps everyone can take to
help maintain or improve the condition of stream corridors close to your property.
STOP mowing along stream banks! Letting grass grow, even five feet from the banks,
will significantly decrease erosion since tall grass slows the rate of water run-off.
PLANT trees or shrubs that thrive in wet soils. Good examples are red maple
and river birch trees or witch hazel and cranberry bushes. These plantings
help restore stream corridors while also providing fabulous color in the
spring and fall.
TREAT your lawn with organic, rather than chemical, pesticides and
fertilizers to minimize damage caused by pollutants.
RECYCLE! Be an active participant in our household recycling program which
preserves resources and lowers refuse disposal costs!

LOCAL CABLE CHANNELS
pper Moreland Television, UMTV, began broadcasting in 2007. This public access channel is dedicated to providing residents with the
news and information related to Upper Moreland Township government services and events. It is also used to publicize community
events and to provide public service and emergency announcements.
In January, 2008, UMTV began broadcasting all meetings of the Board of Commissioners on Wednesdays, Thursdays, and Saturdays at
10:00 AM and 7:30 PM. UMTV is available to subscribers of Comcast Cable on channel 965. In order to receive channel 965, you must have
a digital cable box. If you do not currently receive digital cable service, you may arrange for it by contacting Comcast directly at
1-800-COMCAST. UMTV can also be found on the Verizon FIOS channel line-up and is available to Verizon FIOS subscribers on channel 41.

Municipalities assist the County Conservation District and the Pennsylvania Department of Environmental Protection
(DEP) to control new land uses and regulate construction through ordinances. Municipalities also maintain their
own stormwater sewer systems through the MS4 Permit.
COUNTY: The County Conservation District regulates erosion and sedimentation control at construction sites. They also play
an important role in water resource planning for communities.
STATE:
The Pennsylvania Department of Environmental Protection oversees Conservation Districts and works with them to
review Erosion & Sediment Control Plans and Post Construction Stormwater Management Plans. DEP also issues
the MS4 permits to municipalities and ensures all structures and activities do not interfere with water flow through
the Dam Safety and Encroachments Act.
FEDERAL: The US Army Corps of Engineers works with DEP to regulate development completed in waterways and wetlands.

y now you should have received your 2015 County and Township Real Estate Tax Bill. Remember that the 2% discount
applies to tax payments received in the Tax Office, or postmarked by the United States Postal Service on or before April 6.

If you would like a receipt, please present the entire bill. For those who pay by mail, again, enclose the entire bill with a
stamped, self-addressed envelope. We will receipt one copy of the bill and return it to you.
The Real Estate Tax office is located on the first floor of the Township Building at 117 Park Avenue. Office hours are 8:30

offers local residents a variety of county programs in Upper Moreland. More than a dozen county departments, such as
the health department, aging and adult services, child and youth services, and MHMR services, are housed in the annex.
Township residents can now apply for passports or file legal grievances without having to travel to Norristown. Be sure to
take advantage of the many county services offered right here in Upper Moreland!

our members. There is no way to adequately display our firefighters’ lost time from
home, the sacrifices that our families make allowing us to serve, missed meals or family events, and the lost hours of sleep. Emergencies don’t take a

The Mission of the Fire Company - We, the members of the Willow Grove
Volunteer Fire Company, make it our mission to protect the lives, property,
and environment in the community in which we serve. The Company will
provide trained professionals in the areas of fire protection, emergency
medical services, and all hazards requiring emergency first responders. We
promote volunteerism in fulfilling our mission without prejudice. Our

You can be one of us - Every day, in our community, members of the Willow Grove Volunteer Fire Company answer the call of our family, friends,
and neighbors who are in need of our assistance. From auto accidents to heart attacks, from house fires to carbon monoxide alarms, we are there to
protect lives and property.
Emergency responders are a special type of people, all with different reasoning for answering the call of duty. The bottom line is that it takes
someone with a desire to do something important for the community; someone with courage and dedication, who is not afraid of hard work and is
willing to accept the challenge to make a difference.
If you are that kind of person, you are needed as a volunteer firefighter. This can be the most rewarding experience of your life, and allows you to
reach out to someone in need. The Willow Grove Fire Company can use someone like you to fill these boots. We will provide you with training,

UPPER MORELAND ENVIRONMENTAL ADVISORY COUNCIL
he UMTS Environmental Advisory Council (EAC) was created as a body of
residents to advise the Township’s Board of Commissioners and other
municipal entities on the ways and means to protect the environment that
make this Township our home. Currently the following individuals are part of
the EAC: Robert Crippen, Chairman; John Burkhauser, Vice Chairman;
Jonathan de Jonge; John Massucci; Karl Pfizenmayer; Henry Sokolowski;
Charles Houck; and Lynnette Saunders

The EAC meets at 7:00 pm on the first Wednesday of each month. Meetings
are held in the Caucus Room of the Township building. All are invited and
welcome to attend these meetings. (Check http://www.uppermoreland.org/
associations/eac.aspx for latest information.)
Past and present projects for the EAC include:
• Research and presentation for the replacement of the HVAC system in the
Township building.
• Establishing Upper Moreland as the first Audubon Bird Town designation for
the state of Pennsylvania.
• Researched and submitted information for ordinances related to green
energy systems that will find themselves in our homes in the near future.
• Development and presentation of a Demonstration Garden to be placed on
the unused plot of land behind the Township building.
• Working with the Board of Commissioners to establish Environmentally
Friendly Demonstration Projects throughout the township.
• Currently developing ideas for the coming year.
Another responsibility of the EAC is to recommend ways of conserving
energy and reducing our footprint on the natural environment of our Township.
If each resident of our Township would adopt some of these tips, it will benefit
us not only individually, but as a whole community. Steps as simple as:
• Replace incandescent lamps with CFL or LED type lighting around the home.
• Turn off and disconnect any lights or electronic items not in current use.
• Let the sun shine in! With the spring days getting longer and brighter, open
the curtains on the sunny side of the house to help warm rooms.
• Have a programmable thermostat? Use it! Program lower temps in your
home when you are at work and sleeping.
• Turn the thermostat on your water heater down to 120 degrees F. Not only
does this save you money, but it also can help prevent scalding burns.
• With electric water heaters using as much as 30% of a home’s yearly power
consumption, add a timer that heats the water when most needed to help
your bottom line.
• Check your heating and cooling system air filters so the systems operate
efficiently.

Spring showers bring May’s flowers. Take advantage of the warming days of
spring to prepare for the heavy downpours of summer by cleaning your gutters
and drains. Install a Rain Barrel to capture runoff for watering your plants.
Watch how rainwater flows across your property during storm, and find ways
to redirect the flow to limit damage and runoff. Also incorporate native plants
that thrive in our local climate, along with rain gardens, into your landscaping
to help limit the runoff of storm water naturally.
Remember, anything entering the storm water sewers will flow into local
streams and riverways and, ultimately, into the oceans. Please report any illicit
discharges to storm water drains, including pool water. Additional information

The EAC represents the community of Upper Moreland Township. We are
working to maintain and improve the natural resources that make our area a
comfortable place to live. If you have an idea for us to consider or want to be

DEPARTMENT OF CODE ENFORCEMENT
Building Codes and Permits: Upper Moreland Township, in accordance with
PA. Act 45, adopted the Uniform Construction Code (UCC), which follows a national
standard of building codes (International Code Council). Building codes allow us to
rely on the safety of the structures around us in our everyday living. The
requirement of building permits allows the local code officials to administer the
provisions of the code to ensure proper construction. If you are planning any kind
of home remodeling project, or thinking of retaining a contractor to do work for
you, please keep these regulations in mind. Building Permits are needed for all
repairs, additions, and alterations to properties. This includes work done to roofs,
siding, windows, fences, shed, both above and in-ground pools, driveways,
driveway aprons, and curbs, as well as interior projects in kitchens, bathrooms,
and garages. Permits are not required for replacing gutters or windows of the
same size unless a structural alteration is made. Permits are not required for
painting, tree removal or pruning. If you are unsure if a permit is required, please
take the time to call the Code Enforcement Department at 215-659-3100 for
assistance before beginning work. Permits will only be issued once they have
been reviewed for compliance with all local and applicable state regulations. Fines
can be issued for work begun prior to the issuance of the permits required. Permits
are also needed for work on heating, air conditioning, and electrical systems
(including electrical connections to swimming pools and ornamental ponds). A
registered master plumber must do all plumbing projects, and the plumber must
apply directly for the permits required.
Registration of Contractors is required according to the Home Improvement
Consumer Protection Act of July, 2009. All contractors performing home
remodeling projects are required to be registered with PA. Attorney General’s
Office. A copy of state license and insurance certificate shall be submitted to UMT.
Commercial contractors, new home builders, and master plumbers must still be
licensed with Upper Moreland Township. Please contact the Upper Moreland
Township Department of Code Enforcement for information on contractors. For
additional information on the Act and to see if your contractor is registered with
the state, please visit the Attorney General’s website at www.attorneygeneral.gov.
Property Maintenance regulations require that all properties and structures be
kept in good repair and maintained in a clean, safe, and sanitary condition. Please
trim grass and weeds regularly and remember that growth in excess of twelve
inches is prohibited. Trash and debris may not be stored on properties at any time.
It is also important to make sure shrubs and trees located near streets do not
obscure road signs from the view of motorists or pedestrians. Please prune
landscaping to ensure that signs are clearly visible from a distance. Gutters and
downspouts should be checked to ensure they are free of debris and properly
secured. Please contact a professional contractor specializing in this field. Storm
windows, weather stripping, and exterior doors should be properly sealed to
prevent unwanted drafts and heat loss. Please visit the U.S. Dept. of Energy’s

Home Occupations residents may operate a business or office from their
property, subject to certain restrictions. However, only people living in the dwelling
may operate the business or office. No outside storage of material related to the
home occupation is permitted. If you are interested in running a business or office
from your home, please contact the Code Enforcement Department first, to ensure
your plans are in keeping the Township’s guidelines and to obtain the required
annual use registration permit. Residences used for in-home day care must meet
all Township regulations and be inspected annually by the Code Enforcement
Officer and Fire Marshal. All home occupations, proprietorships, partnerships,
corporations, limited liability companies and other entities operating in the
Township must also register with the Township’s Business Tax Office before
beginning operations.
Swimming Pools capable of holding in excess of 24 inches of water require a
permit from the Code Enforcement Office. All filter and circulation equipment must
be wired in accordance with the 2008 National Electric Code (N.E.C.). All swimming
pools requiring a permit must also have a permanent barrier surrounding the pool
which is at least four feet high with a self-closing, self-latching gate. Requirement
hand-outs are available at the Code Enforcement Office.
Swimming Pool Drainage should be discharged into the sanitary sewer system.
Water may be drained into the storm water system if it has first been
de-chlorinated. Township regulations prohibit directing water discharge from
swimming pools onto the property of another person without their consent.
Public Nuisances (noise, etc.) the Township often receives complaints from
residents concerning inoperable vehicles, excessive noise, and construction work
taking place before 7:00 a.m. and after 10:00 p.m. Residents are reminded that all
vehicles must be operable, have current registration, and a valid inspection sticker
unless stored in a completely enclosed building or garage (car covers are not
compliant). These are but a few examples of “public nuisance” actions which
interfere with the repose, health, safety or life of others. Upper Moreland has
adopted regulations which prohibit nuisances such as these which affect our
residents’ quality of life.
Portable Storage Units: The Board of Commissioners adopted regulations for
portable storage units and construction trailers placed on any parcel. In addition
to the permit requirement, there is a limit on the number of units and time for which
they can be placed on the parcel. Please contact the Code Enforcement Office for
information and permitting requirements prior to placing these units on your
property.
Recreation Vehicles longer than twenty feet must have a Township sticker
(obtained from Code Enforcement Department) if stored on your property for more
than two weeks.
1st ANNUAL UPPER MORELAND PD JUNIOR POLICE ACADEMY
The Upper Moreland Police Department is hosting its 1st annual Junior
Police Academy this summer at the Upper Moreland Middle School. The
Junior Police Academy is a two-day camp that will run from 8AM – 4PM on
Monday, June 29, 2015 and Tuesday, June 30, 2015. Cadets spend both days
learning about the many different functions performed by police officers.
They experience classes on various police subjects, such as patrol
operations, K-9, SWAT, and criminal investigations, as well as physical
activities such as bicycle safety and a police obstacle course. At the
conclusion of the second day, there will be a graduation ceremony where
cadets are awarded with their certificates of completion for the Academy.
The Upper Moreland PD Junior Police Academy is for children between
the ages of 8-13, and registration is limited to 40 cadets. The cost for the
two-day Junior Police Academy is $25.00 per cadet. This registration fee
includes an Academy T-shirt for each cadet, along with lunch and a snack
each day. Registration for the Junior Police Academy will begin on April 1,
2015, and will be filled on a first-come, first-served basis. Applications for
the Junior Police Academy are available at the Upper Moreland Township
Parks and Recreation Office and online at uppermorelandrec.com.

1. The police department maintains a “Prescription Drug” drop box in the
police lobby that can be accessed 24 hours a day to safely dispose of
old, expired, or unwanted prescription medications.
2. The police department subscribes to Policereports.com, where
incidents of interest are posted for public view. Subscription is free.
Please feel free to sign up.
3. Keep a watch for dates and times posted on the web site for “Coffee
with a Cop” events, held one Saturday morning a month throughout the
community.
4. Remember that phone calls to you from persons or businesses seeking
personal information, such as social security numbers or account
numbers could very well be an attempt at criminal fraud. Agencies such
as the IRS and businesses like PECO or other utilities do not generally
contact customers or clients by phone, and if they do, they already have
this information.
5. Residents are asked to immediately report when you see a crime in
progress, any suspicious activity, or something out of the ordinary.
6. For emergency and non-emergency police dispatch, the police ask that
residents call 911. Please do not leave a voicemail on the township
phone for a needed police response.

Nixle.
BOARD OF COMMISSIONERS INFORMATION
he Board of Commissioners holds public meetings at the Township Building, 117 Park Avenue, Willow Grove, on Monday
evenings at 7:00 PM throughout the year. The Board’s regular, or stated meeting, is normally held the first Monday of each
month. At this meeting, formal action is taken on all business that comes before the Board; for example, resolutions and
ordinances are adopted, contracts awarded, and minutes approved. Four committees of the Board of Commissioners also meet
once each month. Issues are normally discussed first during the appropriate committee meeting and then moved to the regular
meeting for action by the Board.

WHAT IS MS4 AND WHAT DOES IT MEAN?
he Federal Clean Water Act (CWA) prohibits the discharge of
pollutants into waterways without the appropriate permits.
Pennsylvania’s Stormwater Management Act (better known as
Act 167), MS4 Program, Chapter 102 (Erosion and Sediment
Control Requirements), and NPDES Permit Program for
Stormwater Discharges Associated with Construction Activities
are amongst the Commonwealth’s methods for meeting the
runoff-related requirements of the Clean Water Act.

For all practical purposes, though, implementation of
stormwater management efforts in Pennsylvania occurs at the
community level because individual municipalities are
ultimately responsible for adopting zoning ordinances,
subdivision and land development regulations, and other
programs that keep their locality’s runoff under control.
Contrary to the common perception, properly planning for
stormwater can accomplish this goal while speeding the
permitting process, saving on construction costs, and resulting
in profitable projects that enhance a community in multiple
ways.
In 1990, updates to federal Clean Water Act regulations
established the National Pollutant Discharge Elimination
System (NPDES), requiring large construction sites, certain
industrial facilities, and municipalities with populations of
100,000 or more to obtain NPDES (Phase I) permits and develop
stormwater management plans.
In 1999, NPDES Phase II was signed into law to build on the
initial program. While Phase I applied to construction sites
affecting 5 acres or more, Phase II required all individual land
development projects that disturb one acre or more to obtain
permits. Phase II also required small municipalities to obtain
permits for their stormwater discharges. Whether small or large
construction site, industrial facility, or municipal separate storm
sewer system (MS4), each facility must now obtain a permit and
implement and enforce a stormwater management program.
…And How it's Applied in PA
Though the Federal Environmental Protection Agency (EPA)
manages the permitting process in some states, in
Pennsylvania, the PA DEP administers the program and
establishes permits for MS4s, industrial sites, and any
construction activities which disturb more than one acre of land.
This might sound straightforward enough, but there are
additional layers, new programs, and evolving permit
requirements to consider—all of which can make coordination
and management of stormwater programs pretty complex.
Adding to the mix is Pennsylvania's unique system of “power
sharing” amongst different levels of government, as laid out in
the Pennsylvania Storm Water Management Act of 1978 (more
commonly known as Act 167). The Act requires counties to
create watershed-level stormwater management plans, and
individual municipalities to adopt ordinances to implement the
plans.
Key “moving targets” to keep an eye on include:
• EPA’s National Rulemaking process;
• TMDLs, or “total daily maximum load” (especially important
is the “pollution diet” for the Chesapeake Bay and PA’s
Watershed Implementation Plan (WIP), which is DEP’s
proposal for our role in bringing the Bay back to health); and
• Changes to PA's Chapter 102 requirements and MS4 Permits.

What is Storm Water Runoff?
One of the most significant, yet unrecognized groups of
water contaminants is storm water pollutants. When it
rains, storm water runs over yards, streets, roads,
highways, parking lots, parks, and playgrounds, carrying
with it everything in its path, including debris and
pollutants. Eventually, the water will travel to a stream,
either over land or via a storm drain. Storm drains are
frequently located alongside streets and parking lots. Unlike
sanitary sewers that divert water to a treatment plant
directly from your home, storm drains lead directly to
surrounding lakes and rivers without any type of treatment.
All the debris and pollutants that were picked up by storm
water runoff end up in your lakes and streams!
Where Does the Pollution Come From?
Most contaminants are made up of common items used
by residents, businesses and visitors, such as fertilizers, car
oils and greases, yard clippings, soil, and pet wastes. Below
are some tips you can follow to help keep pollution from
entering lakes and streams via storm water runoff.
Keep Your Rivers, Lakes and Streams Clean
• Never dump anything down a storm drain.
• Use an oil pan when changing oil to keep fluids off the
pavement. Check local body shops and quick lubes to
find a place to appropriately dispose of used oil.
• Bag pet waste and dispose of it
in a trash can.
• Leave grass clippings on your
lawn as an alternate nutrient to
fertilizer. If a fertilizer is
necessary, choose a slow release
product and test your soil to find
out how much fertilizer your
lawn actually needs.
• Wash your car on your lawn so
excess water, chemicals, and dirt
is filtered through the lawn.
• Keep household hazardous wastes, such as harsh
cleaners, paint, car fluids, and batteries from entering
lakes and streams by disposing at a household
hazardous
waste
center.
Try
using
environmentally-safe alternatives or recipes with
non-hazardous ingredients.
• Broom, rather than hose, to clean up grass clippings
and dirt.
• Keep a trash bag in your car... and use it!

HOUSEHOLD TRASH COLLECTION
egular household trash is collected once each week. Please call the Public Works Department at 215-659-4070, Monday
through Friday between 6:30 am and 2:00 pm if you are unsure of your pickup day. Trash containers should be placed at
the curb by 6:30 am on your collection day, but not more than 12 hours beforehand. Empty cans must be removed within 12
hours of collection. All trashcans must be covered, weigh less than 50 pounds when full, and be no larger than 50 gallons in
capacity. Lids must completely detach, not just pivot open, and should have house numbers. Trash placed in boxes or drums
will not be collected. If you are placing trash bags curbside, bags must not be more than 20 pounds when full. Garbage must
be drained and bagged to delay decomposition. The Public Works Department does not collect materials related to the
demolition, repair, or construction of buildings. This restriction includes, but is not limited to, concrete, plaster, wood, drywall,
dirt, fencing, and landscape ties. Homeowners must make arrangements for the disposal of these items. If you are planning
on moving and have a lot of trash, extra volume must be spread out over several pickups.

215-659-4070 or log onto the Township website (www.uppermoreland.org) to find out when your next pickup will occur.
Many residents have trash cans unacceptable for curbside collection.
Regulations limit the size of trash cans to
50-gallon capacity and 50-pound weight limit. Lids must
completely detach, not just pivot open. These regulations are in place to
protect service personnel from injury
and thereby make the best use of tax dollars.

Tuesday, Sept. 22, 7:30 p.m. – The Revolutionary War in Montgomery County, PA - Complete with
reproduction period items, uniforms, maps and eyewitness accounts, this educational program, by Michael
Jesberger, tells the story of the common soldiers and the various incidents that took place in Bucks and
Montgomery Counties during the American Revolution. Location: Council Room, UMT Building, 117 Park
Ave., Willow Grove, Pa.
GLASS, CAN, AND PLASTIC RECYCLING: Unbroken glass bottles, clean aluminum and tin cans, and #’s 1 thru 7 plastics may
be mixed together and placed curbside in a single container weighing no more than 20 pounds and having no larger than a
23-gallon capacity. Containers must be clearly marked “RECYCLING,” must have holes drilled in the bottom for drainage, and
may not contain lids. No paper may be put in the same container. No trash, cigarettes, or food/drink residue should be in bottles.
No plate glass, light bulbs, mirrors, or broken glass is included in recycling (wrap in paper and put in regular trash). Cans that
contained paint, fuel, aerosol spray, oil, or other hazardous materials cannot be collected. Recycling containers must not exceed
20 pounds when full. EXCLUDED: Styrofoam (includes egg cartons, clamshell containers, plates, cups and meat trays, packing
peanuts), plastic films or bags, PVC pipes, CD/DVDs, paper drink containers with wax (e.g. milk/orange juice containers), coffee
cup lids, straws, plastic cutlery, plastic 6-pack rings, waxed paper, waxed cardboard, coat hangers.
PAPER RECYCLING: Newspapers, computer paper, brown bags, magazines, junk mail, office paper, phone books, paperboard
cartons or boxes (not wax lined), including those from beverage six-packs and those used to hold pizza or other fast food items,
should be placed curbside for collection. All of these items must be tied together with twine, boxed, or placed in brown paper
shopping bags before being taken to the curb. Cardboard boxes should be recycled as well. Flatten the boxes, then tie them
together with twine or compress them and place several boxes within one. Please do not use cardboard boxes to dispose of
any type of trash. These containers should be flattened and placed curbside for collection with other recyclables. Do not use
plastic bags to cover any of your paper recycling items, even during inclement weather.

ELECTRONICS DISPOSAL
lectronics are part of the recycling program. A permit is required for the disposal of
household electronics. The category “electronics” includes, but is not limited to, TVs up to
50”, stereos, VCRs, DVD players, computers, keyboards, monitors, and microwaves. Permits can
be obtained from the receptionist’s office at the Township Building, 8:30 am-4:30 pm, Monday Friday. Permit fees range from $1.00 to $20.00. Please note: Televisions over 50” are the owner’s
responsibility. Once a permit is obtained, if the item(s) “disappear” from in front of your home
before 6:00 am on the scheduled pickup date, call the Public Works Department at 215-659-4070
to cancel the pickup. If the pickup is cancelled by 6:30 am, the permit fee will be refunded in full.

YARD/BULK/MISCELLANEOUS COLLECTION
DISPOSAL OF YARD WASTE: Leaves, grass clippings, and other yard waste will be collected each Monday. Only
brown, 30-gallon biodegradable yard waste bags will be accepted. Bags should weigh less than 50 pounds and
be placed at the curb by 6:30 am, but not more than 12 hours beforehand. The Public Works Department will
not accept bags that contain dirt, edgings, wood chips, mulch, stump grindings, rocks, or household trash, as
these items can cause damage to our recycling equipment and composting program. There is no limit to the
number of bags that may be placed curbside for collection.
BRUSH and BRANCHES: In addition to bagged yard waste, brush and branches are picked up each Monday. Brush
and branches should be tied into bundles with manila rope or jute twine. Bundles should weigh less than 50 lbs.
and be no more than four feet in length and two feet in width. No more than 6 bundles should be placed curbside
for pickup on each collection day.

DISPOSAL OF CARPETING: Rugs and padding are picked up on your regular trash day. Rugs and padding must be cut to four
(4)-foot widths, then rolled and tied securely. Each section should weigh less than 20 pounds (limit 1 room per pickup).
SAFE DISPOSAL OF HOUSEHOLD SHARPS: Place sharp household objects in a rigid, strong plastic or metal container with a
screw-on or tightly secured cap, such as a laundry detergent bottle, or use a purchased Sharps Container. Reinforce the cap
with heavy duty tape. Mark clearly and noticeably on the outside of the container “Do Not Recycle” and
“Household Sharps.” Sharps include medical needles, knitting needles, and knives, among other items.
DISPOSAL OF HOUSEHOLD PAINT: Latex-based paint is accepted in your regular trash. Paint must be dried and
the lid must be removed. Place paint cans next to your trash cans. Oil-based paints must be taken to a
Montgomery County Household Hazardous Waste Collection site. For more information on the MONTCO
Hazardous Waste Collection, call 610-278-3618.
ARE YOU MOVING? In order to better serve the Township, the Public Works
Department requests those residents who are moving and have a large volume of
trash to spread it out over a period of time. Please try to dispose of all trash prior
to your settlement date. Please call the Public Works Department at 215-659-4070 if
you are unsure of what items can be placed curbside.
BULK ITEMS: The Public Works Department assists residents by providing a special service to remove metal items such as
appliances, grills, lawn mowers, exercise equipment, etc. A pickup for these items can be scheduled by obtaining a bulk pickup
permit from the receptionist’s office at the Township Building. The minimum fee for a bulk pickup permit is $15.00; the final cost
will depend on the type, size, and number of items to be picked up. Please call the Public Works Department at 215-659-4070 if you
are unsure if an item requires a permit. Please remember that once a permit is issued, a collection date is scheduled. If you find
that the item(s) have “disappeared” from in front of your home before 6:00 am on the scheduled pick up date, please call the Public
Works Department by 6:30 am to cancel the collection. If the pickup is cancelled by 6:30 am, the permit fee will be refunded in full.
FREE COMPOST AVAILABLE!!!! Recycling yard waste collected in Upper Moreland
Township creates compost for gardens and plantings. Compost is provided at no
cost. Please bring your own containers and take as much as you like. Please call the

UPPER MORELAND HISTORICAL COMMISSION
he Upper Moreland Historical Commission continues its mission under the leadership of Michelle Young. We
are fully vetted with fifteen members.

Currently, the members of the Commission are reviewing the status of houses recommended by the Upper
Moreland Historical Association. We recently added two properties to our inventory, for a total of forty-three.
As houses are added, the owners receive a beautiful custom-made ceramic plaque to display on/in their
homes. Membership in the inventory is open to any home that is greater than 100 years old, has historic
significance, and/or plays an important role architecturally.
Throughout the year, seasonal newsletters are issued to keep the members informed of the advantages of being
part of the township’s historic inventory. Each issue will highlight a featured property to better acquaint the public with its
historical significance.
The Historical Identification Card, or (HIC), was introduced last year at our Annual Heritage Tea. With this card, inventory
members are able to obtain discounted historical products and services from featured merchants. The list of merchants is in
each newsletter, next to our masthead.
Annual Heritage Tea
The 2014 Heritage Tea was held on September 17 at the historic home of Heather and Stewart Greenleaf. David Rowland
spoke about The History of Willow Grove, Beyond the Park. Our speaker’s presentation was followed by light refreshments. This
year, we are having the Heritage Tea on September 27 at the Nyholm Residence from 3-5 PM. If you would like to participate,
please email the Commission’s secretary, Bonnie MacDonald at [email protected] prior to September 1.
Inventory holders and their families are always guests of the Commission.
Mission Statement
The Historical Commission is charged with the responsibility to promote, protect and facilitate the preservation of buildings,
structures, sites, objects, and districts of historic significance and value that exist in the Township. Preservation of these
resources is in the best interest of the prosperity and welfare of the people of Upper Moreland by enhancing property values,
improving aesthetics of the built and natural environment, and creating the potential for heritage tourism.
General Responsibility of the Commission
The Upper Moreland Historical Commission has the general
responsibility of promoting historic preservation in the Township by
performing any or all of the following:
• Publishing printed material related to historic preservation.
• Adding historic preservation-related material to the Township
website.
• Holding events to promote and educate Township residents about
historic preservation.
• Educating historic resource owners about grants, tax incentives and
the benefits of protection provided by state and federal government
historic preservation programs and laws.
• Educating historic resource owners about the potential benefits of
having a resource listed on the Upper Moreland Historic Resources
Inventory including honorary designation, improved development
opportunities, and protection.
• Advising the Board of Commissioners concerning acquiring,
restoring, preserving, reconstructing, or rehabilitating historic
resources in the Township.

Freedom Steps 5k for our Troops
n Sunday, May 3, 2015, the 8th annual Freedom Steps 5k will be held at
Masons Mill Park. Registration begins at 8 am, with the race starting at 9 am.
Freedom Steps continues to raise awareness and support for our troops. Funds
raised by this event are used to purchase supplies and ship them around the world.
We have shipped these packages to Asia, Africa, Europe, the Middle East, and even
multiple ships deployed at sea. Over the last several years, we have sent over 375
supply boxes to deployed troops, who shared the supplies with over 3,000 of their
comrades. We have also supported returning troops and their families for events
and holidays. If you know of anyone currently deployed or being deployed, please contact us so we can send them a

A Look Back into 2014 and a Look Ahead into 2015 – Join and Become Part of It!
ur Fall Fest ’14 fundraiser was a great success! Last September, we raised over $3,700 that was largely due to the wonderful corporate
sponsorship we received from Youngscape Landscaping Services, Goodman Properties, Kremp Florist, Hatboro Beverages, and
Township support from the Department of Parks and Recreation. Over 70 supporters were in attendance, playing lawn games and enjoying
the great food and beverages offered up by two area businesses, Crooked Eye Brewery and Stirling Sowerby’s The Flying Deutschman
food truck. So, save the date for more of the same when we hold Fall Fest ’15 on Saturday, September 12.

After the fall fundraiser, volunteerism and in-kind donations were the headlined farmstead
activities; in October, Boy Scout Troop 133 completed a two-day Eagle Scout project to clear a
densely overgrown area of the farmstead grounds. Kudos to a job well done! Also, in January,
Willow Tree Service removed a rotting sycamore tree that housed raccoons and directly
threatened the farmhouse. Special mentions go to our longtime supporter and Friend of Boileau,
Geralyn Roden, for bringing Ed Yeakel’s tree services to us. It was a great collaborative project
between The Department of Parks and Recreation, Willow Tree Service, and Friends of Boileau.

Fall Fest ‘14 - Food Truck & Guests
We are planning our 9th Annual Spring Festival, which is scheduled for Saturday, May 2nd.
Through corporate funding and foundations, we hope to add more attractions to the event this
year.
Our chief efforts this year will be to clean up the Farmhouse, to return the mechanical, electrical
and plumbing services to the building, and to install environmental controls critical to
maintaining the integrity of the interior.

Masons Mill Park plays host to numerous picnics and other events each year. Park pavilions may be reserved for church
groups, family outings, parties, weddings, or company picnics. Though park facilities are available for use if not reserved, it is
in your best interest to call and reserve a picnic pavilion. Three pavilions are available for rental. It is not unusual for all pavilions
to be completely booked on all weekends by the beginning of May.

SAFETY TOWN - “A Kids’ Big Wheel Village”
The Department of Parks and Recreation, in cooperation with the Kiwanis Club of Old York Road, has completed the
renovations to Safety Town. Safety Town is a “child-sized” village at Masons Mill Park designed to teach pre-schoolers traffic
safety using “big wheels” and tricycles. The town opened in 1978 with the support of the Kiwanis Club of Old York Road, U.M.
Police Dept., and local businesses. Safety Town was revitalized in 2003 and is available for individual use at no cost during posted
times and when not rented. For the safety of all users, bicycles, roller blades, skateboards, roller skates, and scooters are not
permitted in Safety Town. Youngsters may not climb on the buildings, light fixtures, or fencing in and around Safety Town.
The three picnic pavilions and Safety Town may be reserved by RESIDENT GROUPS beginning the first working day in
January. Non-resident groups may make reservations beginning the first working day in March. For information concerning the

County Senior Games (MCSG) combine sports

among everyone involved. Each year
GOLDEN AGE CLUB (G.A.C.)
Open to area adults aged 55+, the G.A.C. provides opportunities
for adults to attend monthly meetings, socialize, and attend trips to
various destinations. The club meets each month (September
through May) at Vereinigung Erzebirge (The German Club), located
on Davisville Road. Scheduled getaways include casinos, dinner
theaters, a mystery trip, music theaters, and other great trips to
various locations! Membership is $8.00 annually. For further
information concerning the G.A.C., please call the Dept. of Parks

Montgomery County Community College in Blue Bell. A few events
are held at several specialized facilities in the area as well. The
Senior Games are not qualifying events. There is an emphasis on
camaraderie, friendly competition, and fun. Some of our athletes
even go on to compete in the PA Senior Games held each summer.
Adults turning age fifty this year and older, who reside in
Montgomery County, may register to compete. We are in need of
volunteers for this week-long event. The games run from May 4 – 8.

The Junior Police Academy is a two-day

police obstacle course. The conclusion of
the second day features a graduation
ceremony where cadets will be awarded
with certificates of completion for the
Academy.

GOLDEN AGE CLUB (G.A.C.)
Open to area adults aged 55+, the G.A.C. provides opportunities
for adults to attend monthly meetings, socialize, and attend trips to
various destinations. The club meets each month (September
through May) at Vereinigung Erzebirge (The German Club), located
on Davisville Road. Scheduled getaways include casinos, dinner
theaters, a mystery trip, music theaters, and other great trips to
various locations! Membership is $8.00 annually. For further
information concerning the G.A.C., please call the Dept. of Parks
and Recreation and request a copy of our Golden Reporter.

Senior Games are not qualifying events. There is an emphasis on

Adults turning age fifty this year and older, who reside in
Montgomery County, may register to compete. We are in need of

“Wee” summer programs were developed based on our popular “Wee” preschool offerings. We offer
week-long sessions for families to choose which sessions and topics work best for their needs. Since we
have an indoor facility, these summer programs will be held rain or shine. All registrations are accepted at
the UM Parks and Recreation Office, located in the UM Twp. Building, 117 Park Avenue, Willow Grove, 8:30
am – 4:30 pm. Registration begins on Tuesday, April 7. All fees must be paid in full at time of registration.

Fencing is a cerebral and physical sport,
often referred to as “physical chess.” The
sport equally develops both physical and
mental characteristics. Fencing includes
speed, coordination, strength, precision,
endurance, and inventiveness. All are
useful for the natural development of
children. It requires concentration and
focus, as well as great discipline. In each
class, students warm-up through different
games. Participants are taught fencing
techniques and engage in fencing bouts
with fellow students. Students may use the
coach’s equipment. *Participants will need
to purchase their own glove.
Masons Mill Park plays host to numerous picnics and other events each year. Park pavilions may be reserved for church
groups, family outings, parties, weddings, or company picnics. Though park facilities are available for use if not reserved, it is
in your best interest to call and reserve a picnic pavilion. Three pavilions are available for rental. It is not unusual for all pavilions
to be completely booked on all weekends by the beginning of May.

SAFETY TOWN - “A Kids’ Big Wheel Village”
The Department of Parks and Recreation, in cooperation with the Kiwanis Club of Old York Road, has completed the
renovations to Safety Town. Safety Town is a “child-sized” village at Masons Mill Park designed to teach pre-schoolers traffic
safety using “big wheels” and tricycles. The town opened in 1978 with the support of the Kiwanis Club of Old York Road, U.M.
Police Dept., and local businesses. Safety Town was revitalized in 2003 and is available for individual use at no cost during posted
times and when not rented. For the safety of all users, bicycles, roller blades, skateboards, roller skates, and scooters are not
permitted in Safety Town. Youngsters may not climb on the buildings, light fixtures, or fencing in and around Safety Town.
The three picnic pavilions and Safety Town may be reserved by RESIDENT GROUPS beginning the first working day in
January. Non-resident groups may make reservations beginning the first working day in March. For information concerning the

ur Fall Fest ’14 fundraiser was a great success! Last September, we raised over $3,700 that was largely due to the wonderful corporate
sponsorship we received from Youngscape Landscaping Services, Goodman Properties, Kremp Florist, Hatboro Beverages, and
Township support from the Department of Parks and Recreation. Over 70 supporters were in attendance, playing lawn games and enjoying
the great food and beverages offered up by two area businesses, Crooked Eye Brewery and Stirling Sowerby’s The Flying Deutschman
food truck. So, save the date for more of the same when we hold Fall Fest ’15 on Saturday, September 12.

After the fall fundraiser, volunteerism and in-kind donations were the headlined farmstead
activities; in October, Boy Scout Troop 133 completed a two-day Eagle Scout project to clear a
densely overgrown area of the farmstead grounds. Kudos to a job well done! Also, in January,
Willow Tree Service removed a rotting sycamore tree that housed raccoons and directly
threatened the farmhouse. Special mentions go to our longtime supporter and Friend of Boileau,
Geralyn Roden, for bringing Ed Yeakel’s tree services to us. It was a great collaborative project
between The Department of Parks and Recreation, Willow Tree Service, and Friends of Boileau.

Fall Fest ‘14 - Food Truck & Guests
We are planning our 9th Annual Spring Festival, which is scheduled for Saturday, May 2nd.
Through corporate funding and foundations, we hope to add more attractions to the event this
year.
Our chief efforts this year will be to clean up the Farmhouse, to return the mechanical, electrical
and plumbing services to the building, and to install environmental controls critical to
maintaining the integrity of the interior.

ELECTRONICS DISPOSAL
lectronics are part of the recycling program. A permit is required for the disposal of
household electronics. The category “electronics” includes, but is not limited to, TVs up to
50”, stereos, VCRs, DVD players, computers, keyboards, monitors, and microwaves. Permits can
be obtained from the receptionist’s office at the Township Building, 8:30 am-4:30 pm, Monday Friday. Permit fees range from $1.00 to $20.00. Please note: Televisions over 50” are the owner’s
responsibility. Once a permit is obtained, if the item(s) “disappear” from in front of your home
before 6:00 am on the scheduled pickup date, call the Public Works Department at 215-659-4070
to cancel the pickup. If the pickup is cancelled by 6:30 am, the permit fee will be refunded in full.

YARD/BULK/MISCELLANEOUS COLLECTION
DISPOSAL OF YARD WASTE: Leaves, grass clippings, and other yard waste will be collected each Monday. Only
brown, 30-gallon biodegradable yard waste bags will be accepted. Bags should weigh less than 50 pounds and
be placed at the curb by 6:30 am, but not more than 12 hours beforehand. The Public Works Department will
not accept bags that contain dirt, edgings, wood chips, mulch, stump grindings, rocks, or household trash, as
these items can cause damage to our recycling equipment and composting program. There is no limit to the
number of bags that may be placed curbside for collection.
BRUSH and BRANCHES: In addition to bagged yard waste, brush and branches are picked up each Monday. Brush
and branches should be tied into bundles with manila rope or jute twine. Bundles should weigh less than 50 lbs.
and be no more than four feet in length and two feet in width. No more than 6 bundles should be placed curbside
for pickup on each collection day.

DISPOSAL OF CARPETING: Rugs and padding are picked up on your regular trash day. Rugs and padding must be cut to four
(4)-foot widths, then rolled and tied securely. Each section should weigh less than 20 pounds (limit 1 room per pickup).
SAFE DISPOSAL OF HOUSEHOLD SHARPS: Place sharp household objects in a rigid, strong plastic or metal container with a
screw-on or tightly secured cap, such as a laundry detergent bottle, or use a purchased Sharps Container. Reinforce the cap
with heavy duty tape. Mark clearly and noticeably on the outside of the container “Do Not Recycle” and
“Household Sharps.” Sharps include medical needles, knitting needles, and knives, among other items.
DISPOSAL OF HOUSEHOLD PAINT: Latex-based paint is accepted in your regular trash. Paint must be dried and
the lid must be removed. Place paint cans next to your trash cans. Oil-based paints must be taken to a
Montgomery County Household Hazardous Waste Collection site. For more information on the MONTCO
Hazardous Waste Collection, call 610-278-3618.
ARE YOU MOVING? In order to better serve the Township, the Public Works
Department requests those residents who are moving and have a large volume of
trash to spread it out over a period of time. Please try to dispose of all trash prior
to your settlement date. Please call the Public Works Department at 215-659-4070 if
you are unsure of what items can be placed curbside.
BULK ITEMS: The Public Works Department assists residents by providing a special service to remove metal items such as
appliances, grills, lawn mowers, exercise equipment, etc. A pickup for these items can be scheduled by obtaining a bulk pickup
permit from the receptionist’s office at the Township Building. The minimum fee for a bulk pickup permit is $15.00; the final cost
will depend on the type, size, and number of items to be picked up. Please call the Public Works Department at 215-659-4070 if you
are unsure if an item requires a permit. Please remember that once a permit is issued, a collection date is scheduled. If you find
that the item(s) have “disappeared” from in front of your home before 6:00 am on the scheduled pick up date, please call the Public
Works Department by 6:30 am to cancel the collection. If the pickup is cancelled by 6:30 am, the permit fee will be refunded in full.
FREE COMPOST AVAILABLE!!!! Recycling yard waste collected in Upper Moreland
Township creates compost for gardens and plantings. Compost is provided at no
cost. Please bring your own containers and take as much as you like. Please call the

UPPER MORELAND HISTORICAL COMMISSION
he Upper Moreland Historical Commission continues its mission under the leadership of Michelle Young. We
are fully vetted with fifteen members.

Currently, the members of the Commission are reviewing the status of houses recommended by the Upper
Moreland Historical Association. We recently added two properties to our inventory, for a total of forty-three.
As houses are added, the owners receive a beautiful custom-made ceramic plaque to display on/in their
homes. Membership in the inventory is open to any home that is greater than 100 years old, has historic
significance, and/or plays an important role architecturally.
Throughout the year, seasonal newsletters are issued to keep the members informed of the advantages of being
part of the township’s historic inventory. Each issue will highlight a featured property to better acquaint the public with its
historical significance.
The Historical Identification Card, or (HIC), was introduced last year at our Annual Heritage Tea. With this card, inventory
members are able to obtain discounted historical products and services from featured merchants. The list of merchants is in
each newsletter, next to our masthead.
Annual Heritage Tea
The 2014 Heritage Tea was held on September 17 at the historic home of Heather and Stewart Greenleaf. David Rowland
spoke about “The History of Willow Grove, Beyond the Park”. Our speaker’s presentation was followed by light refreshments.
This year, we are having the Heritage Tea on September 27 at the Nyholm Residence from 3-5 PM. If you would like to
participate, please email the Commission’s secretary, Bonnie MacDonald at [email protected] prior to
September 1. Inventory holders and their families are always guests of the Commission.
Mission Statement
The Historical Commission is charged with the responsibility to promote, protect and facilitate the preservation of buildings,
structures, sites, objects, and districts of historic significance and value that exist in the Township. Preservation of these
resources is in the best interest of the prosperity and welfare of the people of Upper Moreland by enhancing property values,
improving aesthetics of the built and natural environment, and creating the potential for heritage tourism.
General Responsibility of the Commission
The Upper Moreland Historical Commission has the general
responsibility of promoting historic preservation in the Township by
performing any or all of the following:
• Publishing printed material related to historic preservation.
• Adding historic preservation-related material to the Township
website.
• Holding events to promote and educate Township residents about
historic preservation.
• Educating historic resource owners about grants, tax incentives and
the benefits of protection provided by state and federal government
historic preservation programs and laws.
• Educating historic resource owners about the potential benefits of
having a resource listed on the Upper Moreland Historic Resources
Inventory including honorary designation, improved development
opportunities, and protection.
• Advising the Board of Commissioners concerning acquiring,
restoring, preserving, reconstructing, or rehabilitating historic
resources in the Township.

Freedom Steps 5k for our Troops
n Sunday, May 3, 2015, the 8th annual Freedom Steps 5k will be held at
Masons Mill Park. Registration begins at 8 am, with the race starting at 9 am.
Freedom Steps continues to raise awareness and support for our troops. Funds
raised by this event are used to purchase supplies and ship them around the world.
We have shipped these packages to Asia, Africa, Europe, the Middle East, and even
multiple ships deployed at sea. Over the last several years, we have sent over 375
supply boxes to deployed troops, who shared the supplies with over 3,000 of their
comrades. We have also supported returning troops and their families for events
and holidays. If you know of anyone currently deployed or being deployed, please contact us so we can send them a

HOUSEHOLD TRASH COLLECTION
egular household trash is collected once each week. Please call the Public Works Department at 215-659-4070, Monday
through Friday between 6:30 am and 2:00 pm if you are unsure of your pickup day. Trash containers should be placed at
the curb by 6:30 am on your collection day, but not more than 12 hours beforehand. Empty cans must be removed within 12
hours of collection. All trashcans must be covered, weigh less than 50 pounds when full, and be no larger than 50 gallons in
capacity. Lids must completely detach, not just pivot open, and should have house numbers. Trash placed in boxes or drums
will not be collected. If you are placing trash bags curbside, bags must not be more than 20 pounds when full. Garbage must
be drained and bagged to delay decomposition. The Public Works Department does not collect materials related to the
demolition, repair, or construction of buildings. This restriction includes, but is not limited to, concrete, plaster, wood, drywall,
dirt, fencing, and landscape ties. Homeowners must make arrangements for the disposal of these items. If you are planning
on moving and have a lot of trash, extra volume must be spread out over several pickups.

Many residents have trash cans unacceptable for curbside collection.

GLASS, CAN, AND PLASTIC RECYCLING: Unbroken glass bottles, clean aluminum and tin cans, and #’s 1 thru 7 plastics may
be mixed together and placed curbside in a single container weighing no more than 20 pounds and having no larger than a
23-gallon capacity. Containers must be clearly marked “RECYCLING,” must have holes drilled in the bottom for drainage, and
may not contain lids. No paper may be put in the same container. No trash, cigarettes, or food/drink residue should be in bottles.
No plate glass, light bulbs, mirrors, or broken glass is included in recycling (wrap in paper and put in regular trash). Cans that
contained paint, fuel, aerosol spray, oil, or other hazardous materials cannot be collected. Recycling containers must not exceed
20 pounds when full. EXCLUDED: Styrofoam (includes egg cartons, clamshell containers, plates, cups and meat trays, packing
peanuts), plastic films or bags, PVC pipes, CD/DVDs, paper drink containers with wax (e.g. milk/orange juice containers), coffee
cup lids, straws, plastic cutlery, plastic 6-pack rings, waxed paper, waxed cardboard, coat hangers.
PAPER RECYCLING: Newspapers, computer paper, brown bags, magazines, junk mail, office paper, phone books, paperboard
cartons or boxes (not wax lined), including those from beverage six-packs and those used to hold pizza or other fast food items,
should be placed curbside for collection. All of these items must be tied together with twine, boxed, or placed in brown paper
shopping bags before being taken to the curb. Cardboard boxes should be recycled as well. Flatten the boxes, then tie them
together with twine or compress them and place several boxes within one. Please do not use cardboard boxes to dispose of
any type of trash. These containers should be flattened and placed curbside for collection with other recyclables. Do not use
plastic bags to cover any of your paper recycling items, even during inclement weather.

WHAT IS MS4 AND WHAT DOES IT MEAN?
he Federal Clean Water Act (CWA) prohibits the discharge of
pollutants into waterways without the appropriate permits.
Pennsylvania’s Stormwater Management Act (better known as
Act 167), MS4 Program, Chapter 102 (Erosion and Sediment
Control Requirements), and NPDES Permit Program for
Stormwater Discharges Associated with Construction Activities
are amongst the Commonwealth’s methods for meeting the
runoff-related requirements of the Clean Water Act.

For all practical purposes, though, implementation of
stormwater management efforts in Pennsylvania occurs at the
community level because individual municipalities are
ultimately responsible for adopting zoning ordinances,
subdivision and land development regulations, and other
programs that keep their locality’s runoff under control.
Contrary to the common perception, properly planning for
stormwater can accomplish this goal while speeding the
permitting process, saving on construction costs, and resulting
in profitable projects that enhance a community in multiple
ways.
In 1990, updates to federal Clean Water Act regulations
established the National Pollutant Discharge Elimination
System (NPDES), requiring large construction sites, certain
industrial facilities, and municipalities with populations of
100,000 or more to obtain NPDES (Phase I) permits and develop
stormwater management plans.
In 1999, NPDES Phase II was signed into law to build on the
initial program. While Phase I applied to construction sites
affecting 5 acres or more, Phase II required all individual land
development projects that disturb one acre or more to obtain
permits. Phase II also required small municipalities to obtain
permits for their stormwater discharges. Whether small or large
construction site, industrial facility, or municipal separate storm
sewer system (MS4), each facility must now obtain a permit and
implement and enforce a stormwater management program.
…And How it's Applied in PA
Though the Federal Environmental Protection Agency (EPA)
manages the permitting process in some states, in
Pennsylvania, the PA DEP administers the program and
establishes permits for MS4s, industrial sites, and any
construction activities which disturb more than one acre of land.
This might sound straightforward enough, but there are
additional layers, new programs, and evolving permit
requirements to consider—all of which can make coordination
and management of stormwater programs pretty complex.
Adding to the mix is Pennsylvania's unique system of “power
sharing” amongst different levels of government, as laid out in
the Pennsylvania Storm Water Management Act of 1978 (more
commonly known as Act 167). The Act requires counties to
create watershed-level stormwater management plans, and
individual municipalities to adopt ordinances to implement the
plans.
Key “moving targets” to keep an eye on include:
• EPA’s National Rulemaking process;
• TMDLs, or “total daily maximum load” (especially important
is the “pollution diet” for the Chesapeake Bay and PA’s
Watershed Implementation Plan (WIP), which is DEP’s
proposal for our role in bringing the Bay back to health); and
• Changes to PA's Chapter 102 requirements and MS4 Permits.
UPPER MORELAND TOWNSHIP CARES ABOUT ALL OUR WATERWAYS
What is Storm Water Runoff?
One of the most significant, yet unrecognized groups of
water contaminants is storm water pollutants. When it
rains, storm water runs over yards, streets, roads,
highways, parking lots, parks, and playgrounds, carrying
with it everything in its path, including debris and
pollutants. Eventually, the water will travel to a stream,
either over land or via a storm drain. Storm drains are
frequently located alongside streets and parking lots. Unlike
sanitary sewers that divert water to a treatment plant
directly from your home, storm drains lead directly to
surrounding lakes and rivers without any type of treatment.
All the debris and pollutants that were picked up by storm
water runoff end up in your lakes and streams!
Where Does the Pollution Come From?
Most contaminants are made up of common items used
by residents, businesses and visitors, such as fertilizers, car
oils and greases, yard clippings, soil, and pet wastes. Below
are some tips you can follow to help keep pollution from
entering lakes and streams via storm water runoff.
Keep Your Rivers, Lakes and Streams Clean
• Never dump anything down a storm drain.
• Use an oil pan when changing oil to keep fluids off the
pavement. Check local body shops and quick lubes to
find a place to appropriately dispose of used oil.
• Bag pet waste and dispose of it
in a trash can.
• Leave grass clippings on your
lawn as an alternate nutrient to
fertilizer. If a fertilizer is
necessary, choose a slow release
product and test your soil to find
out how much fertilizer your
lawn actually needs.
• Wash your car on your lawn so
excess water, chemicals, and dirt
is filtered through the lawn.
• Keep household hazardous wastes, such as harsh
cleaners, paint, car fluids, and batteries from entering
lakes and streams by disposing at a household
hazardous
waste
center.
Try
using
environmentally-safe alternatives or recipes with
non-hazardous ingredients.
• Broom, rather than hose, to clean up grass clippings
and dirt.
• Keep a trash bag in your car... and use it!

DEPARTMENT OF CODE ENFORCEMENT
Building Codes and Permits: Upper Moreland Township, in accordance with
PA. Act 45, adopted the Uniform Construction Code (UCC), which follows a national
standard of building codes (International Code Council). Building codes allow us to
rely on the safety of the structures around us in our everyday living. The
requirement of building permits allows the local code officials to administer the
provisions of the code to ensure proper construction. If you are planning any kind
of home remodeling project, or thinking of retaining a contractor to do work for
you, please keep these regulations in mind. Building Permits are needed for all
repairs, additions, and alterations to properties. This includes work done to roofs,
siding, windows, fences, shed, both above and in-ground pools, driveways,
driveway aprons, and curbs, as well as interior projects in kitchens, bathrooms,
and garages. Permits are not required for replacing gutters or windows of the
same size unless a structural alteration is made. Permits are not required for
painting, tree removal or pruning. If you are unsure if a permit is required, please
take the time to call the Code Enforcement Department at 215-659-3100 for
assistance before beginning work. Permits will only be issued once they have
been reviewed for compliance with all local and applicable state regulations. Fines
can be issued for work begun prior to the issuance of the permits required. Permits
are also needed for work on heating, air conditioning, and electrical systems
(including electrical connections to swimming pools and ornamental ponds). A
registered master plumber must do all plumbing projects, and the plumber must
apply directly for the permits required.
Registration of Contractors is required according to the Home Improvement
Consumer Protection Act of July, 2009. All contractors performing home
remodeling projects are required to be registered with PA. Attorney General’s
Office. A copy of state license and insurance certificate shall be submitted to UMT.
Commercial contractors, new home builders, and master plumbers must still be
licensed with Upper Moreland Township. Please contact the Upper Moreland
Township Department of Code Enforcement for information on contractors. For
additional information on the Act and to see if your contractor is registered with
the state, please visit the Attorney General’s website at www.attorneygeneral.gov.
Property Maintenance regulations require that all properties and structures be
kept in good repair and maintained in a clean, safe, and sanitary condition. Please
trim grass and weeds regularly and remember that growth in excess of twelve
inches is prohibited. Trash and debris may not be stored on properties at any time.
It is also important to make sure shrubs and trees located near streets do not
obscure road signs from the view of motorists or pedestrians. Please prune
landscaping to ensure that signs are clearly visible from a distance. Gutters and
downspouts should be checked to ensure they are free of debris and properly
secured. Please contact a professional contractor specializing in this field. Storm
windows, weather stripping, and exterior doors should be properly sealed to
prevent unwanted drafts and heat loss. Please visit the U.S. Dept. of Energy’s

Home Occupations residents may operate a business or office from their
property, subject to certain restrictions. However, only people living in the dwelling
may operate the business or office. No outside storage of material related to the
home occupation is permitted. If you are interested in running a business or office
from your home, please contact the Code Enforcement Department first, to ensure
your plans are in keeping the Township’s guidelines and to obtain the required
annual use registration permit. Residences used for in-home day care must meet
all Township regulations and be inspected annually by the Code Enforcement
Officer and Fire Marshal. All home occupations, proprietorships, partnerships,
corporations, limited liability companies and other entities operating in the
Township must also register with the Township’s Business Tax Office before
beginning operations.
Swimming Pools capable of holding in excess of 24 inches of water require a
permit from the Code Enforcement Office. All filter and circulation equipment must
be wired in accordance with the 2008 National Electric Code (N.E.C.). All swimming
pools requiring a permit must also have a permanent barrier surrounding the pool
which is at least four feet high with a self-closing, self-latching gate. Requirement
hand-outs are available at the Code Enforcement Office.
Swimming Pool Drainage should be discharged into the sanitary sewer system.
Water may be drained into the storm water system if it has first been
de-chlorinated. Township regulations prohibit directing water discharge from
swimming pools onto the property of another person without their consent.
Public Nuisances (noise, etc.) the Township often receives complaints from
residents concerning inoperable vehicles, excessive noise, and construction work
taking place before 7:00 a.m. and after 10:00 p.m. Residents are reminded that all
vehicles must be operable, have current registration, and a valid inspection sticker
unless stored in a completely enclosed building or garage (car covers are not
compliant). These are but a few examples of “public nuisance” actions which
interfere with the repose, health, safety or life of others. Upper Moreland has
adopted regulations which prohibit nuisances such as these which affect our
residents’ quality of life.
Portable Storage Units: The Board of Commissioners adopted regulations for
portable storage units and construction trailers placed on any parcel. In addition
to the permit requirement, there is a limit on the number of units and time for which
they can be placed on the parcel. Please contact the Code Enforcement Office for
information and permitting requirements prior to placing these units on your
property.
Recreation Vehicles longer than twenty feet must have a Township sticker
(obtained from Code Enforcement Department) if stored on your property for more
than two weeks.
1st ANNUAL UPPER MORELAND PD JUNIOR POLICE ACADEMY
The Upper Moreland Police Department is hosting its 1st annual Junior
Police Academy this summer at the Upper Moreland Middle School. The
Junior Police Academy is a two-day camp that will run from 8AM – 4PM on
Monday, June 29, 2015 and Tuesday, June 30, 2015. Cadets spend both days
learning about the many different functions performed by police officers.
They experience classes on various police subjects, such as patrol
operations, K-9, SWAT, and criminal investigations, as well as physical
activities such as bicycle safety and a police obstacle course. At the
conclusion of the second day, there will be a graduation ceremony where
cadets are awarded with their certificates of completion for the Academy.
The Upper Moreland PD Junior Police Academy is for children between
the ages of 8-13, and registration is limited to 40 cadets. The cost for the
two-day Junior Police Academy is $25.00 per cadet. This registration fee
includes an Academy T-shirt for each cadet, along with lunch and a snack
each day. Registration for the Junior Police Academy will begin on April 1,
2015, and will be filled on a first-come, first-served basis. Applications for
the Junior Police Academy are available at the Upper Moreland Township
Parks and Recreation Office and online at uppermorelandrec.com.

1. The police department maintains a “Prescription Drug” drop box in the
police lobby that can be accessed 24 hours a day to safely dispose of
old, expired, or unwanted prescription medications.
2. The police department subscribes to Policereports.com, where
incidents of interest are posted for public view. Subscription is free.
Please feel free to sign up.
3. Keep a watch for dates and times posted on the web site for “Coffee
with a Cop” events, held one Saturday morning a month throughout the
community.
4. Remember that phone calls to you from persons or businesses seeking
personal information, such as social security numbers or account
numbers could very well be an attempt at criminal fraud. Agencies such
as the IRS and businesses like PECO or other utilities do not generally
contact customers or clients by phone, and if they do, they already have
this information.
5. Residents are asked to immediately report when you see a crime in
progress, any suspicious activity, or something out of the ordinary.
6. For emergency and non-emergency police dispatch, the police ask that
residents call 911. Please do not leave a voicemail on the township
phone for a needed police response.

Nixle.
BOARD OF COMMISSIONERS INFORMATION
he Board of Commissioners holds public meetings at the Township Building, 117 Park Avenue, Willow Grove, on Monday
evenings at 7:00 PM throughout the year. The Board’s regular, or stated meeting, is normally held the first Monday of each
month. At this meeting, formal action is taken on all business that comes before the Board; for example, resolutions and
ordinances are adopted, contracts awarded, and minutes approved. Four committees of the Board of Commissioners also meet
once each month. Issues are normally discussed first during the appropriate committee meeting and then moved to the regular
meeting for action by the Board.

Residents are welcome to attend all meetings and comment on issues of concern. If you are interested in attending a particular

UPPER MORELAND ENVIRONMENTAL ADVISORY COUNCIL
he UMTS Environmental Advisory Council (EAC) was created as a body of
residents to advise the Township’s Board of Commissioners and other
municipal entities on the ways and means to protect the environment that
make this Township our home. Currently the following individuals are part of
the EAC: Robert Crippen, Chairman; John Burkhauser, Vice Chairman;
Jonathan de Jonge; John Massucci; Karl Pfizenmayer; Henry Sokolowski;
Charles Houck; and Lynnette Saunders

The EAC meets at 7:00 pm on the first Wednesday of each month. Meetings
are held in the Caucus Room of the Township building. All are invited and
welcome to attend these meetings. (Check http://www.uppermoreland.org/
associations/eac.aspx for latest information.)
Past and present projects for the EAC include:
• Research and presentation for the replacement of the HVAC system in the
Township building.
• Establishing Upper Moreland as the first Audubon Bird Town designation for
the state of Pennsylvania.
• Researched and submitted information for ordinances related to green
energy systems that will find themselves in our homes in the near future.
• Development and presentation of a Demonstration Garden to be placed on
the unused plot of land behind the Township building.
• Working with the Board of Commissioners to establish Environmentally
Friendly Demonstration Projects throughout the township.
• Currently developing ideas for the coming year.
Another responsibility of the EAC is to recommend ways of conserving
energy and reducing our footprint on the natural environment of our Township.
If each resident of our Township would adopt some of these tips, it will benefit
us not only individually, but as a whole community. Steps as simple as:
• Replace incandescent lamps with CFL or LED type lighting around the home.
• Turn off and disconnect any lights or electronic items not in current use.
• Let the sun shine in! With the spring days getting longer and brighter, open
the curtains on the sunny side of the house to help warm rooms.
• Have a programmable thermostat? Use it! Program lower temps in your
home when you are at work and sleeping.
• Turn the thermostat on your water heater down to 120 degrees F. Not only
does this save you money, but it also can help prevent scalding burns.
• With electric water heaters using as much as 30% of a home’s yearly power
consumption, add a timer that heats the water when most needed to help
your bottom line.
• Check your heating and cooling system air filters so the systems operate
efficiently.

Spring showers bring May’s flowers. Take advantage of the warming days of
spring to prepare for the heavy downpours of summer by cleaning your gutters
and drains. Install a Rain Barrel to capture runoff for watering your plants.
Watch how rainwater flows across your property during storm, and find ways
to redirect the flow to limit damage and runoff. Also incorporate native plants
that thrive in our local climate, along with rain gardens, into your landscaping
to help limit the runoff of storm water naturally.
Remember, anything entering the storm water sewers will flow into local
streams and riverways and, ultimately, into the oceans. Please report any illicit
discharges to storm water drains, including pool water. Additional information

Municipalities assist the County Conservation District and the Pennsylvania Department of Environmental Protection
(DEP) to control new land uses and regulate construction through ordinances. Municipalities also maintain their
own stormwater sewer systems through the MS4 Permit.
COUNTY: The County Conservation District regulates erosion and sedimentation control at construction sites. They also play
an important role in water resource planning for communities.
STATE:
The Pennsylvania Department of Environmental Protection oversees Conservation Districts and works with them to
review Erosion & Sediment Control Plans and Post Construction Stormwater Management Plans. DEP also issues
the MS4 permits to municipalities and ensures all structures and activities do not interfere with water flow through
the Dam Safety and Encroachments Act.
FEDERAL: The US Army Corps of Engineers works with DEP to regulate development completed in waterways and wetlands.

“Best Management Practices”
pper Moreland has excellent parks and recreation programs and facilities as well as a variety
of natural and scenic resources. The Board of Commissioners is committed to preserving and
enhancing our community’s environment by following “best management practices.”
The
Commissioners’ have approved and maintained comprehensive open space, environmental
protection, and parks and recreations plans and taken action to implement their essential
objectives:

• To promote the conservation of soils, wetlands, watercourses and other valuable scenic and
ecological features, and,
• Acquire new Township owned, or otherwise restricted, land for parks or recreational activities
Upper Moreland’s natural resources, concentrated along stream corridors, can be preserved in
many ways. The Board of Commissioners has adopted regulations designed to protect
watercourses from erosion by requiring a buffer easement on both sides of our streams.
Streamside buffers help prevent water pollution by stopping contaminants at or near their source.
These efforts save money in the long run because properly maintained buffers prevent not only
pollution, but erosion as well. Township guidelines are now in place to ensure that new
construction or land development projects will not disturb existing vegetation. And, new plantings
and other stream bank stabilization techniques must be installed whenever necessary to limit
erosion. Other local ordinances address the need to preserve woodlands by preventing
unnecessary removal of trees or hedgerows, require replacement of trees removed during
construction, regulate development along steep slopes to protect water quality and, prohibit
inappropriate use of wetlands and floodplains.
Residents often call the Township concerned about streams or creeks which are moving closer
to their property as their banks erode. Stream corridors, woodlands, wetlands and steep slopes are
natural resources worthy of protection wherever they exist throughout the Township. This is
especially true because Upper Moreland is now a highly developed community. Through
cooperation with the Pennypack Ecological Restoration Trust (PERT), and with the help of grants
from Montgomery County and the Commonwealth of Pennsylvania, over 100 acres of land has
been acquired by the Township for preservation as open space. PERT has also been successful in
obtaining funding to purchase land so that it may be maintained in its natural state.
What can you do to make a difference? While homeowners do not have access to the same types
of equipment or resources available to the Township, there are simple steps everyone can take to
help maintain or improve the condition of stream corridors close to your property.
STOP mowing along stream banks! Letting grass grow, even five feet from the banks,
will significantly decrease erosion since tall grass slows the rate of water run-off.
PLANT trees or shrubs that thrive in wet soils. Good examples are red maple
and river birch trees or witch hazel and cranberry bushes. These plantings
help restore stream corridors while also providing fabulous color in the
spring and fall.
TREAT your lawn with organic, rather than chemical, pesticides and
fertilizers to minimize damage caused by pollutants.
RECYCLE! Be an active participant in our household recycling program which
preserves resources and lowers refuse disposal costs!
