or three days starting from Monday of April 3, 2012, the Atyrau
Sports and Recreation Center
hosted the Atyrau Oil & Gas 2012 Exhibition
introducing the industry companies operating in the Northern Caspian onshore and
offshore. The event was organized by Iteca
international exhibition company with support from the Ministry of Oil and Gas, Atyrau
Oblast and Atyrau City administrations. Held
for the 11th time, Atyrau Oil & Gas exhibit has
been recognized as the largest and leading
business forum which introduces the key
players of local petroleum sector to potential
partners and the general public. Compared
with last year, the event gathered twice as
many exhibits this time. To accommodate the
increased number of participants, the Sports
Modernization at TCO now involves Plant Ops daily routine

n March 30, 2012, Kazakhstan
Petroleum Association (KPA)
organized an environmental
conference in Atyrau, chaired by general
manager of Tengizchevroil Policy, Government and Public Affairs Rzabek Artygaliyev
and co-sponsored by Atyrau Oblast Akimat,
Ministry of Environmental Protection, Global
Gas Flaring Reduction (GGFR) Partnership
and World Bank.
Kazakhstan Petroleum Association,
proud of its 14-year record, is known as
the largest industry association with around
50 member companies representing both
national and foreign investors from 20 countries, involved in production of hydrocarbons
in Kazakhstan. As of late, KPA, acting as recognized independent authority, emerged as a
trusted and responsible industry group with a
strong say in the discussion of new bills and
proposals as well as in reviewing the outlook
for the strategic development of the national
petroleum sector.
The conference has become an annual
event and important activity on the Association’s calendar.
In his opening remarks, Yerbol
Kuanov, head of Atyrau Oblast department
of natural resources management noted the
importance of the issues raised at the meeting and called on all companies operating in
this area to contribute to the reduction of the
impact on the environment.
The issues proposed for discussion
at the conference, such as gas utilization,
flaring elimination, reduction of emissions
and regional cooperation are deemed by
the government as critical to the effective
resolution of the issue of reducing the impact on the environment. The success can
only be achieved through pooling the effort
of all stakeholders to lobby for meaningful
amendments to the legislation, ensure effective utilization of associated petroleum gas,
increase the energy efficiency of upstream
facilities and significantly contribute to the
resolution of the climate change and global
warming problems.
As is well known to the attendees, the
national Parliament of the Republic of Kazakhstan recently adopted the Law on Gas
and Utility Gas Supplies, so all involved will
soon have to take action to implement its
regulations in day-to-day practices. In his
remarks at the Conference, Mendybayev
Maksat, deputy director of Ministry of Oil &
Gas, Gas Industry Department of Development highlighted the principal provisions of
the new law.

of World Bank. The report made by
World Bank representative Yerlan
Akishev on the opportunities for regional cooperation in the reduction
of flaring aroused a keen interest in
the audience.
More specific facts on the
subject, best practices and achievements attained at Tengizchevroil
were given by Svetlana Debeissi,
TCO OE/HES consultant.
Safety in TCO
Sulfur Expansion Project (SEP) recently honored ten Tengiz
contractors by awarding presentation plaques to their senior
management for their participation on reaching a project
collective milestone of 3 million man-hours without any lost
time incidents. This is a significant accomplishment and
the safety journey is still in progress. The contractors have
partnered with SEP in various safety initiatives and campaigns and pledged to work closely with SEP as the project
nears completion later this year.

he safety journey included an
unprecedented commitment
to ensure that our contractors’ workforce, supervisors, mentors, short service employees and
senior managers received Incident
and Injury Free (IIF) training. The
program has been so successful
that many workers have asked
for a refresher course. Additionally safety competitions are held
regularly and these encourage
workers participation in safety
awareness. Workers are routinely
recognized on site for their commitment to safety. They are also
recognized publicly at the end of
numerous safety campaigns in
large group settings. Our contractors also nominate their workers
for the improvements achieved in
establishing a safe work culture
which strives to be incident and
injury free.
As the journey continues SEP
continues to provide IIF orientation
workshops for newcomers to the
project. SEP IIF coordinators take
the lead role in conducting these
workshops. As a result of pulse
surveys conducted with the workforce, the feedback on IIF training has been very positive. The
IIF refresher training focuses on
keeping the workers’ IIF skills and
awareness sharp. All craft safety
meetings will be held regularly to
recognize safety leaders within the
workforce.
SEP continues to plan regular
Safety Competitions and Events
to encourage workers’ engagement. In the weeks ahead, safety
competitions will be held on topics
such as housekeeping, personal
protective equipment (PPE), Job
Hazard Analysis (JHA) and Work
Permits, and manual and power
hand tools.
SEP contractors have pledged to
be our partners in safety by contrib-
lutions of priority issues and further
strengthen mutually beneficial cooperation.

ccording to the uniform
procedure accepted at
all on-plot facilities, the
results of all jobs completed by plant
operators, Instrumentation and Controls mechanics and electricians,
including the reporting of faults and
errors, are normally entered on the
log books, the total number of which
is practically equal to the number
of plant staff. At the beginning of
his daily shift, each section supervisor seeks to check on the status
of equipment in charge and get updated on the faults and deficiencies
discovered as soon as possible, in
order to take necessary action to
safely remedy all outstanding problems. To ensure routine unit checks
and timely maintenance, an operator at TCO plant has to do daily
rounds, covering quite a few miles
during the day. Plus after, he also
needs to duplicate all the entries he
made on the log book on his individual calendar. Such was the normal day-to-day routine in Tengiz before recent changes. Besides being
time consuming, the procedure was
generally inefficient and error prone.
For example, when pressed for time
at the peak of repairs or emergency
works, the operator could occasionally forget to log some critical findings, thus this important information
was missing which could eventually
lead to safety problems. Incidentally
overlooked defects could also impact the entire process. It so happened, the deviation in some critical parameter over a period of time
could only be noticed by an expert
operator which once again posed a
serious risk for fail-safe operation.
The recently implemented
procedure of Operator Routine Duties Hand Helds (ORDHH) helps to
effectively fix the shortcomings of
the regular visual inspections and
reading of gauges.

continuous and strong focus on the priority social issues faced by the local communities. Then he articulated the purpose
of the meeting – to update representatives
of local community on the Future Growth
Project (FGP) of Tengizchevroil and discuss
the veterans’ perspective of the strategy
of TCO expansion and its impact on local
economy. Taking the floor next was Meiram
Shldenov, FGP Operations superintendent,
who expanded in detail on the concept of
Future Growth Project.
After the briefing was over, the elders
had an opportunity to ask their questions
related to the subject of the meeting. The
questions were properly taken by respective competent TCO specialists.

by unit operators on their rounds.
The issues raised at such discussions contribute to the improvement
of the work process and safety as a
whole. We proceed from our philosophy of fail-safe operation and effective maintenance which primarily
hinges on the timely identification
of errors and faults and immediate
action to remedy those abnormal
conditions. One more vivid example of the strong awareness of our
staff is Olga Tsoi, process engineer,
who proposed a few meaningful
changes to the routes of additional
checks. Also, currently available on
TCO intranet are the templates of
the check report form to be used by
operators. The new form allows the
unit supervisor to monitor the status
of equipment and make effective
decisions.
The innovations and the benefits resulting from the ORDHH system were strongly appreciated by
the KTL veterans, such as Konysbai
Kalzhanov, Valery Vergunenko and
Samat Kuzembayev, who were the
first to master the new devices and
volunteered to share their knowledge with their younger colleagues.
The deployment of ORDHH
procedure at the plant has significantly contributed to effective data
collection and storage, and opens
access to this information to the
personnel in charge of all TCO facilities. We believe the innovation will
have a strong and multiple positive
impact on TCO performance.

Nauryz in
Atyrau
he Nauryz - the March equinox,
which equals the day and the
night, has arrived in the land of
the Kazakhs. Even the snow that fell in
the beginning of the week, has not affected the Atyrau city people’s moods.
The city streets are clean from snow, the
city square is decorated with national
ornaments, congratulating words, yurts
are ready to have guests with ready
dastarkhan (tables full with foods). There
were many people from near and far that
assembled on that day at the IssataiMakhambet square of Atyrau. The white
yurts erected one next to the other, young
jigits (men) and ladies dressed in red and
green, as well as decorative tulips resembled an aul (nomad village) which went
through one more winter. Guests tried the
Nauryz Kozhe (national food) and enjoyed
performances prepared by groups and
artists of various nationalities. Additionally,
the national sports games such as lifting
stones, pulling the rope, playing assyks
(sheep bones), as well as chess competitions made the holiday even more live.
And traditionally, in the very same way as
it did every year, Tengizchevroil set up its
two beautiful yurts. The company also put
up the Altybakan (swings). There were a
lot of young people and kids congratulating
each other on Nauryz when playing on the
swings. And adults radiated smiles when
they saw their children’s bright and happy
faces.
One of the first guests who entered one of
the Tengizchevroil’s yurts was an employee of Finance group, Khalel Matzhan with
his family.
“Since this is the beginning of new year in
the East, we expect a lot of good things on
this day. My congratulations to all my colleagues on this honorable holiday! During
these days our people clean the inside and
outside of their houses, plant trees, clean
fresh water springs, wish each other only
good things. Those who had grudges to
each other, ask for forgiveness from each
other, people help orphans and needy
people. Relatives and friends meet with
each other and start preparing to celebrate
the great holiday of spring. They expect
lots of good things from the Holiday. This
is why the Nauryz is a special holiday”, he
explained to the guests sitting at the same
table.
We say that yurts become beautiful with
the guests visiting them. Representatives
of various nationalities that work in the
company, especially our expat colleagues,
represented the true guests of the yurt.
They with their families, little ones witnessed and admired the national traditions
and rich culture of our people.
“Such holidays create for us opportunities
to learn more about Kazakhstan. People
of various nationalities unite, express their
friendship and create this festive mood.
We have witnessed that today. Since we
are working in this country, we must not
stand aside from such national holidays,
especially the Nauryz which is called the
year beginning”, said Rocky Brannen,
General Manager Projects, who was hosting and welcoming guests of the yurt.
Children of our expatriate colleagues made
the inside of the yurt into much more beautiful place. Kazakhs’ rich national traditions
seemed like some significant experience
for them. Dombra (musical instrument),
national clothes, the Altybakan, the Nauryz
Kozhe (Nauryz Soup), and all other things
aroused a great deal of interest with the
kids. Timur Sholokhov and Gleb Shumlyanski told us with pride that they were
learning the Kazakh language at school in
Dostyk village and studying the history of
Kazakh people. And Courtney Eaton, a 6th
grade student, said that she’d liked hospitality and the national food very much, tried
the Nauryz Kozhe and also said that you’re
supposed to congratulate your friends on
this holiday. Honore Dalle said that he
liked Kazakhs’ hunting traditions.
“I have learnt here that people hunted with
hunting birds. My parents have told me
that there is a hunter with berkut (eagle)
that lives in Atyrau. I want to meet him”,
said the boy with his eager interest.
Of course, for children coming from different parts of the world, seeing the new
household traditions is of interest. However, it was clear that the children were
easily getting comfortable with new things
here. They were eager to know the history
of Kazakhstan, its past and today, the
inside elements of the national yurt, and
many other things. The fact that some of
the kids sang a song in Kazakh, showed
the respect towards the Kazakh nation.
And again we have seen the multinational
people’s friendship and unity on this Nauryz day. The Akim of the city, A. Kerimov,
declared the results of the contest on the
best yurt set up on the square. Tengizchevroil’s beautifully decorated yurt got
the third prize which was a high recognition.

Nauryz is rich in special symbols and
festive traditions designed to create the
spirit of holiday. It takes quite an effort and
creativity to arrange the site and organize
festivities in style, so this special event is
strongly appreciated by all attendees and
stays in the memory of the young and the
old.
The Tengiz
style of
celebrating
Nauryz
N
auryz meirami means a very special event, the most favorite holiday
with the Kazakhs observed since
the days immemorial. Nauryz serves the
harbinger heralding the time of renovation of life, a festival of the sunlight and
warmth, both in nature and human hearts.
In Kazakhstan it is observed by all ethnic
groups living in this country. Nowadays,
Nauryz also has a new meaning added to
its original tradition – that of friendship, unity, the spirit of good neighbor and respect.
The people of the Orient traditionally associate the season of the New Year with
good wishes and noble expectations. On
the eve of Nayryz, according to the ancient
tradition, the Kazakhs bring everything in
perfect order at home, plant saplings in
TCO employees on their hitch in Tengiz
eagerly contribute their time and imagination to this favorite holiday. Courtesy of

colors and creative ideas are added to this
brilliant tradition.
Nauryz 2012 festivities a la Tengiz started
this year at TCO headquarters in Atyrau. At
the first sight of the beautiful Kazakh yurta
set inside the lobby and featuring ingenious national pattern you could feel the
spirit of a national holiday in the air. The
people entering the office were welcomed
by young ladies wearing traditional Kazakh
costumes. They treated the visitors to
traditional items of the Nauryz menu,
including nauryz kozhe, baursaks, shubat,
kumys, kurt, kazi-karta and kuirdak. The
spectacular ritual of Tusau kesu attracted
many observers. Wonderful items made
by local craftsmen appeared extremely
popular and sold well.
The Nauryz festivities were organized in
Tengiz also and celebrated by TCO employees and contractors in style.
Yet before the traditional festivities, local
folks appreciated a selling exhibition of arts
and crafts introducing the residents of Shanyrak rotational village to the works done
by the masters of Western Kazakhstan.

22 , acting on behalf of TCO Human Resources, I was invited by the staff of TCO
Clinic to take part in their Nauryz festivities
in Tengiz. The moment I entered the Clinic, I was taken aback by the view of local
personnel wearing Kazakh traditional costumes instead of their normal medical uniform. In the middle of the lobby, the place
normally occupied by employees visiting
the Clinic for their annual medical, I saw
a Kazakh yurta, even though not real, yet
made of occasional materials at hand, like
folding panel screen, openwork grille and
ribbons. The interior of the medical facility looked so unusually festive and bright,
at some point it occurred to me I forgot it
neal songs were sung as the shashu veil
was finally removed from the bride’s face,
and she was brought in front of the groom,
who looked very serious. I recognized the
young man and once again made an entry
in my notebook – Marat Tokmurziyev, local
physiatrist. Meanwhile, the moment of the
blessing came and after it was over, all the
attendees were invited to the dastarkhan
(the gorgeous spread). I thought to myself
I was twice lucky to enjoy the Nauryz festivities and the wedding ceremony all at one
location and at the same time.
The truth was disclosed to me somewhat later. It appeared the wedding ceremony was the wonderful Kazakh tradition
reenacted by amateur actors and artfully
staged by the outstanding drama talents of
TCO Clinic – nurses Gulbarshin Sedekova,
Sarkyt Kozhalakova and Fairuza Salikhova.
Acting as theatrical producer and stage director was Yuri Zakharov, deputy chief doctor of the Clinic.
Marat Tokmurziyev, treating himself
to beshparmak lamb stew confessed, saying he accepted the role of the bridegroom
under tremendous pressure from his colleagues, because he is a married man. But
hey, he finally agreed to compromise his
superstitions in the name of the real art and
to make the dear friends and colleagues
happy. Besides, he said he felt excited and
some ten years younger than his real age.
Speaking of his scenic partner, Zhanar is unmarried young lady, so her woman
colleagues decided this role of hers was a
good sign.
Honestly speaking, I appeared not
the only person who swallowed the wedding story. This only serves the evidence
of the actors’ and stage director’s profes-

that was not the only surprise for me on that
particular day. Suddenly, I heard somebody
announcing the bride was arriving with her
normal procession, so everybody rushed
outside to meet the delegation. That was
something new to me in Tengiz.
The colorful show that followed was
an absolutely fantastic tradition of betashar , which means the ceremony of unveiling the bride’s face. Truth to be said, I
was not sure whether this marriage was
for real, therefore, just in case, I put down
the name of the happy young lady – Zhanar Abulkhairova, ESS employee working
at TCO Clinic. Then the beautiful hyme-
sionalism. Credit should be also given to
the assistants who kept the secret and encouraged the public to take the bite. Now
we know for sure the team of TCO Clinic
is rich in genuine dramatic talents. Many
thanks to them for the unforgettable experience and the bright show which was the hit
of the day during the latest Nauryz in Tengiz. Is this a true luck when the colleagues

After the speeches were over, the visitors
enjoyed the concert made by professional
musicians of the Atyrau Philharmonic. The
owners of many beautiful yurtas installed
around the place welcomed dear guests
and treated them to a fantastic Nauryz
spread.
From the ancient times the menu of
Nauryz festivities includes such items as
games, horse races and sports competitions. Quite a few of those were made
available to TCO employees and visitors
in Tengiz. The brave volunteers competed
in arm-wrestling, tug-of-war and pound
weight lifting. The Best Yurta contest became the hit of the day. This year, Ariadna
company took the Grand Prize.
To make a long story short, the Nauryz
festivities in Tengiz were a bright and
memorial event appreciated by all local
oilmen. TCO HR management thanked all
volunteers, who contributed their effort to
support the festivities.
We are happy to offer our Nauryz greetings to our colleagues and friends at TCO,
wishing them the best of health and happiness.

The healthcare professionals working in Tengiz demonstrated creativity in celebrating Nauryz in own style. Actually, over
the past few years the staff of TCO Clinic
has been playing the key role and taking
the lead in organizing annual Nauryz festivities in Atyrau-based TCO headquarters.
However, with the time the younger generation of TCO employees in Atyrau also developed the talent, the creativity and the spirit
of leadership, so they eventually took over
from Tengiz-based colleagues. The former
took no offense and, instead, enjoyed the
opportunity to brag their skills at home and
win the recognition of the local community.
To cut the long story short, on March

Advanced Cardiac Life Support
training – now in Tengiz
Advanced training of personnel has been a common practice
continuously pursued at TCO Medical Department. In March
2012, the doctors and paramedics working in Tengiz were
offered training and certification in Cardiac Life Support for
Heart Attack.
According to the data available from the World Health Organization, health problems currently
show the largest morbidity around
the world. Myocardial infarction or
heart attack, its prevention and effective treatment of aftermaths are
among the most urgent problems
addressed by contemporary
healthcare. Both the medical science and practitioners
around the globe have been
busy looking for the ways to
reduce the risk of blood circulatory system problems.
The medical professionals of Tengizchevroil also
address this issue with maximum attention.
Although the record of
heart attacks with TCO employees is low, this does not
mean in the least the problem
can be totally disregarded.
Tengiz oilfield is situated in
the area of extreme climatic
conditions, marked for severe
winters and scorching summers, while the weather factor has a strong impact on the
heart activity and condition.
Besides, staying in remote
locations in the middle of
the semi-desert for long time
spans, away from home, family and friends is a rather stressful
experience; therefore the potential
of heart attack cannot be underestimated. On the contrary, local clinics must be able to respond to such
cases effectively and deliver a high
standard of knowledge and skill.
Greg Cain, an expert trainer with FrontierMEDEX, a global
medical, safety and security solutions provider offering its services
to petroleum companies worldwide
arrived in Tengiz on his normal mission as facilitator of advanced training course in theory and practice of
cardio-pulmonary resuscitation.
“I feel extremely comfortable
working with your healthcare pro-
fessionals,” commented Mr. Cain
during a coffee break in between
his lectures. “They demonstrate a
strong competence in cardiology
and have good training background.
However, many had their latest advanced training in cardiac life support a long time ago, while, as you
is very serious, and the trainees
show total concentration as they
scrutinize the heart rate graphs,
trying hard to identify the problem.
They are speaking professional language with Greg, largely unknown
to strangers, diagnosing cases and
prescribing therapy. In the workshop
that followed they practiced intubation and resuscitation on a dummy.

for each healthcare professional,”
explained Boranbai Matzhanov, director of TCO Medical Department.

The 3-day intensive training
includes a set of lectures on cardiac
rhythms, pharmacology, diagnostics and intensive therapy, plus, of

likely heart attack scenarios. The
trainees will have to pass tests after
each special course, and each will
receive an Advanced Cardiac Life
Support (e-ACLS) international certificate.
The general mood in the class
“Naturally, our personnel have the
essential skills in first aid for heart
failure and are trained in cardiopulmonary resuscitation. Meanwhile, the healthcare knowledge
and practices suggest newer ideas
for therapy and medication, develop
more effective methods to minimize
or eliminate the aftermaths of heart
attack. Therefore, we thought it was
critical to organize such training in
order to update our knowledge. The
offered training module is subject to
changes and updates two times a
year, so we are planning to organize
this training on a regular basis.”
According to Boranbai Matzhanov, the staff of TCO clinic in
Tengiz has always been practicing
the most advanced and innovative
methods of therapy for heart attack
cases. They have all the necessary drugs from the leading world
producers of pharmaceuticals plus
the advanced equipment to provide
intensive care to patients with heart
failure.
Yuri Zakharov, deputy
director of TCO Medical Department in Tengiz gave us
the following facts about the
facility.
The incidence of heart
attack with TCO employees
is low. On a daily basis, some
80 to 100 employees visit
the Clinic for medical fitness
certification as an essential
routine prior to starting their
job. The focus on prevention
is also very strong, which
includes prevention of heart
diseases. TCO Clinic is an
excellent medical facility by
every estimate, with welltrained staff ready to offer
any type of aid, including
life support and intensive
care. Advanced training of
medical staff is treated as a
critical aspect of the Clinic’s
activities.
In this particular case,
the total of 21 doctors, 6 paramedics and one nurse have attended
the class which took 9 days and was
strongly appreciated by all.
“I guess all of my colleagues
will agree with me wholeheartedly
when I say that the course has been
extremely helpful and of strong
practical value,” said Gabit Agissov,
who has been working at TCO Clinic
for more than eight years. “Both the
lectures and the workshop were of
tremendous importance to us. The
trainer is an expert life support professional with an extensive expertise, including in first aid. The class
offered a great deal of interaction.
Our doctors had the opportunity to
practice and convert the newly received knowledge into skills. The
course is perfectly organized. Our
trainer used the data based on the
most recent research in cardiology
and critical care medicine. No doubt
the training will help us to continue
providing high level professional
services.”
It is noteworthy that Tengizchevroil has maintained a strong
focus not only on the heart fitness of
its own employees, but also works
to improve the prevention of cardiovascular diseases in the Atyrau
Oblast community. Now for the
third year, TCO in partnership with
Kazakhstan Association of Family
Physicians (KAFP) continues on the
joint community investment program
aimed at reduction of risk of cardiac
diseases through raising community awareness of the problem and
training local doctors in contemporary methods of hypertension diagnosing and treating. Over the past
two years, 158 local doctors have
attended the training facilitated by
KAFP. In Atyrau, the class was made
available on-line to 40 plus healthcare professionals. The Association
printed and distributed brochures
on hypertension prevention and
purchased blood pressure gauges
for the patients attending the School
of Hypertension organized on the
premises of Polyclinic #2 in Atyrau
and the outpatients’ clinic in the
Isatai region. All the above efforts
have created a tremendous value
for both local communities and the
healthcare professionals.
In conclusion, I would like to
quote just a few primary recommendations by our doctors on how to
effectively prevent heart problems.
First and foremost - avoid smoking.
Second – participate in sports and
exercise. And finally – refrain from
food heavy in fats. Be healthy and
live a long and happy life!

staff are women, and they contributed quite an effort to accomplish
our mission. I think, next time we
will need to rally a stronger support
from our TCO volunteers.”
A total of 65 elm saplings were
planted that day in the area in front
of the kindergarten, and, according
to our volunteers, this was just the
beginning. Naturally, this action is
not restricted either in the number
of people involved, beneficiaries
or territory, thus can evolve into a
large-scale initiative supported by
the entire community of Atyrau. We
are truly hoping all the plans of the
My Green City steering committee
will come true and rally support of
hundreds of volunteers. We promise to help advertise this idea.

I
t can be assumed that Petroniy
Arbiter, the writer in Ancient
Rome, who was quoted as
saying the above, had it right. Yet,
on the other hand, we are able to
make the world still richer in good
things, if we contribute our combined effort and will.
Accepting this thought as guidance,
last Saturday a large troop of TCO
colleagues embarked on a mission
to plant saplings in the courtyard
in front of Kindergarten #3 in the
Sarykamys micro-region of Atyrau.
“Honestly, I do not take it as a matter of fact when some people say
they are willing to come and plant
trees for us, driven solely by their
sense of goodness,” said Raziya
Kaliyeva, director of the nursery,
sharing her candid thoughts.
“Normally, we are offered assistance by those, who are practically
motivated to behave so. The most
common motivation is the need to
place their child in our establishment. I got used to such type of
charity, but your guys, like Rustem
are totally different and they do
goodness from the bottom of their
heart. Rustem used to visit us very
often last year just like that, giving
his friendly advice, and once he
came with a truckload of excellent
black earth for planting of poplars
– all for free. Unfortunately, the
saplings we planted that time failed
to establish and never made it to
become beautiful green trees.
The owners of the My Green City
initiative are Rustem Zholdabayev
and Azidolla Kismetov, TCO IT
specialists. The idea was soon
supported by a dozen of their colleagues and later evolved into practical actions of a great value to the
community. The funds raised were
used to purchase spades, saplings
and three truckloads of humus,
plus fertilizers. However, this would
be nothing or very little without a
mass support of TCO volunteers
who worked as one team with the
staff of the kindergarten. The scope
of work looked pretty impressive –
to dig quite a few holes at least one
meter deep, mix the dirt with the
humus and fertilizer and then plant
the saplings.
“Now that I looked at what we have
done today, I feel really happy,”
said Oralbai Kaliev, TCO Regulatory Group supervisor. “Looks like

How DERM Achieved
Best BBS in TCO 2011
Drilling and Engineering & Reservoir Managment (DERM)
was asked by the TCO Behavior Based Safety (BBS) Group
to describe how we achieved Best BBS in TCO during 2011.
At first we replied we do not know as we had no idea such a
ranking or rating was to be awarded to a BBS for 2011. But
that initial comment was followed by stating we simply did
what we felt was the right thing to do to support the Behavior
Based Safety Program and the intent of the program. We
operate as a single team and have four main areas addressed
in all our meetings that are Management Commitment,
Participation, Recognition and Awards, and Coaching. Our
DERM BBS Team is comprised of TCO RMG, TCO Drilling,
Weatherford, Kaz MI SWACO, Rutledge, Cameron, Nabors
Drilling, Schlumberger, Caspian Projects Kazakhstan (CPK),
and Baker Hughes.
Management Commitment
Each year our Steering Committee Facilitator / Team Leader alternates between the senior-most
positions of TCO Drilling and RMG
here in Tengiz. All contractor management personnel and their HES
representatives are required to attend. Managers can be excused
from attending only under special
circumstances that requires their
attention at the field or Drill Base
Operations. HES representatives
always attend so there is no confusion or misunderstanding as to any
action items the steering committee
may identify.
Atyrau management of Drill-
ing and RMG reviews BBS observations from the field operations as
part of Drilling’s daily morning call
and on a biweekly basis by RMG.
When repeated or similar Unsafe
Acts are noticed, they ensure the
topic is discussed with all field personnel during the next daily pre-shift
safety meetings and, if required for
potentially serious unsafe acts,
safety stand downs with all personnel are supported to give the proper
focus to help eliminate a reoccurrence of the Unsafe Act.
Participation
We do review the percent of
participation of each company and
within the DERM Group. We work
together as teams to develop ideas
that help each company improve
their participation statistics. Our
monthly review of percent of participation helps us strive for results well
above the target or goal set by TCO
as a proup and for each contractor. We also use the team concept
for special BBS projects such as
monthly poster or drafting of articles
for the BBS Newsletter. At times, individuals request the assignment on
their own and we let them run with
it with full support of the DERM BBS
SC. Our article on RSI (repetitive
stress injury) was drafted primarily
by one person and our BBS posters
are designed by a group effort with
HES representatives from all companies involved.
To ensure maximum participation is achieved we review BBS
observation lists as a team and discuss things like “what went wrong”
and “how this action can be addressed or corrected”. This helps
others to address unsafe behaviors
and encourages people to do an
observation. Good team discussion
takes place when time comes to
review an observation where stop
work authority was exercised.
Recognition and Awards
For this, each company submits their best one or more Best
BBS Observation of the month for
Ulugbek Tarbakov, acting on behalf of BBS Leadership Committee, handed
in a diploma to Tlek Zhurmukhanbet of WEUS Holding, Inc., Atyrau.

then reduce the observations submitted to the top five and send those
on to TCO RMG and TCO Drilling
Managers and Superintendents in
Atyrau as well as several other key
positions for scoring and selecting
the best observation. The winner
is given a Certificate of Recognition and an award. The monthly
winner is also entered into the
monthly Chevron Global Drilling &
Completion Best BBS Observation
Recognition & Award (R&A) out of
Houston and we have had winners
of this Global Award. We have focused on awarding the best R&A
to field / shop workers and supervisors but plan on expanding our R&A
separate awards for Site, Office
and Driving observations so as to
include administrative personnel in
the recognition program. At the field
level we have a weekly R&A winner
which helps promote increased participation with observations where it
counts the most in our hazardous
field operations.
Coaching Sessions
Our coaching sessions helps
improve the quality of observations.
We remind personnel to tick/check
on the observation cards only those
CBIs (Critical Behavior Inventory)
applicable to the work task they
observed and frequently we remind
personnel to ensure they provide
comments that assist a reader in
fully understanding exactly what
was being performed at the time
of the observation. A clear understanding of the work activity helps
ensure only applicable CBIs are addressed.
So that is how DERM BBS SC
did it. To all the other BBS SCs in
TCO … catch us if you can, but we
are heading for a second year of being the best in 2012.

Flying over Tengiz
When you drive across Tengiz, the TCO facilities are a truly magnificent sight. However, now for the hundredth time or so, I discovered
that the fantastic maze of the plant’s steel works and pipes, glittering
in the sun, appears a grandiose and breathtaking view.
T
he Mi-8 chopper chartered
by JSC CPC-Kazakhstan
from KAZAIRWEST carrier
is now on its normal weekly flyover
inspecting the pipeline from Tengiz to
Atyrau. The Caspian Pipeline Consortium (CPC) specialists monitor
the status of the facility by remotely
downloading the readings of the
ground-based instruments and visually accessing the floodwater situation. Today, however, the pilots have
an additional assignment – to fly over
the Tengiz Plant for the purpose of
making aerial photos of the facility.
Tengizchevroil and CPC are companies closely bound by common
business objectives. Their strategic
partnership clearly goes beyond typical business interests. CPC pipeline
serves as the critical conduit used to
take the crude of Tengiz to the Black
Sea ports and further to the world
markets. It is only natural that the
relations established between the
two companies are the relations of
good old friends, and this particular
mission is just another vivid evidence
of this friendship and mutual understanding.

After letting the CPC team of inspectors get off onto the apron next to the
Tengiz pump station, the chopper
takes off, and in a few seconds in the
side window we saw the beautiful
panorama of the largest crude oil
upgrading facility in Kazakhstan.
Down there is our gas processing
plant seen at the angle commonly
available to local eagles, the masters
of the blue skies above the Tengiz
steppes. Breathtaking is deemed as
the perfect description of this picture
covering a huge space from the
Caspian in the West, reaching to the
line of horizon, and to the brim of the
steppes in the East, which is an obvious illusion. In between, in the very
heart of the Earth are the vertical and
horizontal bars of pipelines glittering
in the sun and the lace of steelworks.
Incidentally, at this moment I recalled
similar flights which took place in
the early 90s. For safety reasons,
we approached the KTLs with
extreme care, only for the purpose
of videotaping done for local and
national TV channels. At that time
the now extinct huge flares, seen at
a long distance, were burning the
entire volume of associated gas day
and night. Currently, we observe a
totally different picture. Above the
stacks of the flaring unit we can
spot the minor torches only there
for safety purposes hardly visible
against the sunlight. Tengizchevroil is
so far the only production company
in Kazakhstan that has successfully
completed its unique Gas Utilization
Program and reduced flaring by 94
percent and increased gas utilization
to above 99 percent.
The chopper is now completing yet
another circle, this time around the
sulfur inventory area – the yellow
square down there. It used to have
ten pyramids within its perimeter, yet
presently features only three remaining. On the two of those three pads
we can spot power shovels working,
crushing the bulk sulfur busily for
further offloading on the rail cars. Despite the fluctuations of the market,
TCO quality sulfur is in high demand,
and the sales trend demonstrates
stability and growth. Currently, the
inventory of elemental sulfur in
Tengiz, the precious feedstock for the
chemical industry, is less than 4 million metric tonnes. If this trend stays
unchanged over another couple of
years, we will soon see no signs of

Yuri Kapatsiy, chief pilot. To him and
his crew members, Valery Feklistov, pilot and Alexander Reze, air
mechanic, this type of waltzing above
Tengiz appears a rather unordinary
mission. “Let’s try a higher altitude for
a different angle,” I answered.
Now this is indeed a fantastic sight!

Second Generation Plant look like
