From the Desk of Director General
This issue of NARCONTROL covers the events from April to June 2014. The journal is aimed at all
stakeholders in the field of Drug Law Administration. Narcotics Control Bureau through this
publication intends to inform the readers of our progress in the areas of enforcement,
coordination, capacity building, and efforts made at creating awareness against drug abuse.
Numerous seizures were affected during this period by the NCB and other Drug Law
Enforcement Agencies. There is also a special feature on the land mark judgments given in

favour of the NCB. Further, the issue covers the highlights of the 31 Annual International Drug

Enforcement Conference (IDEC XXXI) held in Rome, Italy from 17 to 19 June, 2014.
The magazine gives an overview of the drug-awareness drive, which includes a photo- feature

on the nationwide observation of 26 June as 'International Day against Drug Abuse and Illicit
Trafficking'.
As in the past, the NCB continues its focus on capacity building and training programmes. During
this period, the NCB organized 170 training courses and a total of 4274 personnel working in
various Central/ State agencies were trained. On the organizational front, 15 officers in different
ranks were taken on deputation.
The Employee Corner continues to provide a platform to the NCB Officers/ Staff to
express their mind and thoughts in shape of articles.
I hope the information provided in this issue would be both meaningful and interesting.
I look forward to your valuable suggestions to enhance the quality of the journal.

1. OPERATIONS
Significant Seizures by NCB

On 02.04.2014, officers of BSF 90th Bn. Abohar, Punjab has seized 26.890 kg of Heroin
and 540 grams of Opium and handed over to NCB Amritsar Sub Zone. The suspected
source of the seized drug was South West Asia.
On 03.04.2014, officers of NCB, Delhi Zonal Unit seized 20.150 kg of Pseudo Ephedrine at
Indira Gandhi International Airport, New Delhi. 01 Mozambique National was arrested.
On 03.04.2014, officers of 50th Bn. BSF, Khasa, Amritsar seized 12.750 kg of Heroin at
Indo-Pak Border and handed over to the NCB, Amritsar Sub Zone. The drug was
concealed in PVC pipe. The suspected source of seized drug was South West Asia.
On 03.04.2014, officers of NCB, Delhi Zonal Unit seized 15.000 kg of Pseudo Ephedrine at
Indira Gandhi International Airport, New Delhi. 01 Malawi National was arrested.
On 06.04.2014, officers of 137th Bn. BSF, Mamdot, Amritsar seized 35.325 kg of Heroin at
Indo-Pak Border and handed over to the NCB, Amritsar Sub Zone. The drug was
concealed in PVC Pipe. The suspected source of seized drug was South West Asia.
On 08.04.2014, officers of NCB, Mumbai Zonal Unit seized 880 grams of Ephedrine at
DTDC Courier & Cargo, Goregaon (East), Mumbai. The drug was concealed in various
portions of 06 school bags.
On 10.04.2014, officers of 137th Bn. BSF, Mamdot, Amritsar seized 2.010 kg of Heroin in
Mamdot area and handed over to the NCB, Amritsar Sub Zone . The suspected source of
the seized drug was South West Asia.
On 10.04.2014, officers of NCB, Mumbai Zonal Unit arrested 02 absconders namely
Rajeev & Mohnish in a follow up operation conducted in connection with the seizure of
180 kgs of Mandrax affected on 02.09.2003 at Mumbai.
On 15.04.2014, officers of NCB, Patna Zonal Unit seized 19.350 kg of Ganja near Nahar
Pur (West), Vaishali, Bihar. 01 person was arrested.
On 16.04.2014, officers of 163rd Bn. BSF, BOP Rajatal, Amritsar seized 7.900 kg of Heroin
at Indo-Pak Border and handed over to NCB, Amritsar Sub Zone. The drug was concealed
in PVC pipe. 01 Pakistani smuggler was killed in the operation. The suspected source of
seized drug was South West Asia.
On 16.04.2014, officers of NCB, Indore Zonal Unit seized 88.754 kg of Ephedrine and
67.840 kg of Alprazolam along with Indian Currency Notes of Rs 4,50,050/- at Mahavar
Nagar, Indore and busted 02 illicit Clandestine Laboratories. 03 persons were arrested.
(The 5.000 kg of Ephedrine was seized at Mhow Naka, Indore. Later 83.754 kg of
Ephedrine and 67.840 kg of Alprazolam along with Indian Currency Notes of Rs.
4,50,050/- were seized by on followup operation at Mahavar Nagar, Indore).
On 24.04.2014, officers of 137th Bn. BSF, BOP Mamdot, Amritsar seized 3.810 kg of
Heroin and 26 grams of Opium at Indo-Pak Border and handed over to NCB, Amritsar Sub
Zone. The drug was thrown over the IB fences in Indian side. The suspected source of the
seized drug was South West Asia. 01 person was arrested.
On 25.4.2014, officers of 50th Bn. BSF, Khasa Amritsar seized 9.130 kg of Heroin at IndoPak Border and handed over to NCB, Amritsar Sub Zone. The drug was concealed in PVC
pipe, which was pushed in Indian side along IB fences. The suspected source of seized
drug was South West Asia.

On 01.05.2014, officers of NCB, Kolkata Zonal Unit seized 83.000 kg Ganja outside Howrah
Railway Station. The drug was concealed in two iron trunks & one nylon sack. 03 persons
were arrested.
On the basis of input received from NCA, United Kingdom an International Controlled
Delivery operation was undertaken by the NCB, Delhi Zonal Unit resulting in seizure of
0.610 kg of Cocaine was made from a parcel at Kalkaji Post Office, New Delhi on
02.05.2014. The drug was concealed in the parcel of round cosmetic items. 02 persons
including 01 Nigerian National were arrested.
On 02.05.2014, officers of 50th Bn. BSF, Khasa, Amritsar seized 1.990 kg of Heroin at IndoPak Border and handed over to NCB Amritsar Sub Zone. The Modus operandi was
“conceal and clear” method across the Border Security fence in Indian side. The
suspected source of seized drug was South West Asia.
On 02.05.2014, officers of NCB, Kolkata Zonal Unit conducted a follow up operation and
arrested one absconder in connection with the seizure of 28920 tablets of Nitrazepam &
16.800 kg capsules of Spasmo Proxymovan suspected to be containing of
Dextropropoxyphene affected on 19.03.2014.
On 07.05.2014, officers of NCB, Kolkata Zonal Unit seized 1.000 kg of Opium near
fountain, Main Gate, Sealdah Railway Station. The drug was concealed in a bag. 01 person
was arrested.
On 08.05.2014, officer of NCB, Chennai Zonal Unit conducted a follow up operation and
arrested one absconder in connection with the seizure of 61.300 kg of Ganja affected on
17.03.2012.
On 13.05.2014, officers of 74th Bn. BSF, Ajnala, Amritsar seized 2.030 kg of Heroin at IndoPak Border and handed over to NCB Amritsar Sub Zone. The Modus operandi was
“conceal and clear” method across the Border Security fence in Indian side. The
suspected source of seized drug was South West Asia.

On 18.05.2014, officers of NCB, Kolkata Zonal Unit seized 1.500 kg of Ganja & 1.000 kg of
Hashish near Ayma Narkel Danga, Khandiya Bazar, Chengail, Howrah, West Bengal.
Hashish was wrapped with adhesive tape & Ganja was concealed in a poly pack. 02
persons were arrested.
On 20.05.2014, officers of NCB, Guwahati Zonal Unit along with State Police, Tripura &
BSF, Tripura Frontier seized 2000 kg of Ganja at villages of South Toibandal & Kalamkhet,
District Sepahijala, Tripura. The drug was concealed in plastic bags and plastic barrels.
On 22.05.2014, officers of NCB, Delhi Zonal Unit seized 3.350 kg Methamphetamine, 100
kg of Micro Crystalline Cellulose, 99 kg of Stearate & 2 drums (57 Litres) of Phenyl-2Propane (P2P) at Mahipalpur & Palam, New Delhi. 06 Nigerian Nationals were arrested
in follow up.
On 26.05.2014, officers of NCB, Delhi Zonal Unit intercepted one parcel at Foreign Post
Office, New Delhi and seized one baby-mat measuring 68x51 cms. soaked with
contraband purported to be Cocaine. The source of the seized drug was Argentina. The
above case was interlinked with the earlier International Controlled Delivery Operation
in which 0.610 kg of Cocaine was seized on 02.05.2014.
On 27.05.2014, acting on specific intelligence received from NCB, Kolkata Zonal Unit the
officers of NCB, Patna Zonal Unit intercepted one truck and seized 213.000 kg of Ganja
near Paswan Chowk, Hajipur, Bihar. 02 persons were arrested.
On 27.05.2014, acting on specific intelligence provided by NCB, Indore Zonal Unit, the
officers of Pipariya Police Station, Madhya Pradesh Police seized 50.000 kg of Ganja. 04
persons were arrested. In continuation of above case officers of Govt. Railway Police has
also seized 24.000 kg of Ganja at Gadarwada. 01 person was arrested.
On 01.06.2014, Officers of NCB Bhubaneswar Sub-Zone seized 2506 kg of Ganja, 29.5
Kgs. of Opium and one fire-arm (country made Pistol) with 10 rounds of live ammunition
cartridge at Krupsagar Patna, GP/Town-Gopinathpur, P.S. Puri Sadar, Dist. Puri ,Odisha
752 002. The drugs were concealed in gunny bags. 01 person was arrested.
On 06.06.2014, Officers of the NCB, Madurai Sub Zone seized 36.133 kg of Ganja at
Ammankovilpatti Village, Tamil Nadu. 03 persons were arrested.
On 08.06.2014, Officers of NCB, Hyderabad Sub-Zone conducted a follow up operation
and arrested one absconder namely P. Srinivasa Reddy from Visakhapatnam in
connection with the seizure of 21.360 kg of P2P on 22.03.2014 at Hyderabad.
On 13.06.2014, officers of NCB, Kolkata Zonal Unit seized 151.200 kg of Poppy Husk near
Dankuni Toll Tax Plaza. The drug was concealed in six white coloured nylon sacks. 05
persons were arrested.
On 15.06.2014, officers of NCB, Chandigarh Zonal Unit intercepted one vehicle and
seized 4.950 kg of Opium along with Indian Currency of Rs.5,00,000/- near Nahar (Canal)
Puliya (Small Bridge), Ambala-Pehowa Road, Naggal, Ambala (Haryana). The drug was
concealed in the false cavity made in the rear side of the back seat of the vehicle. 03
persons were arrested.
On 20.06.2014, officers of NCB, Kolkata Zonal Unit seized 362 kg of Poppy Straw (out of
which 330kgs. was poppy powder & 32 kgs. was poppy pod) at Motilal Colony, Dumdum,
Kolkata. The drug was concealed in white nylon sacks. 01 person was arrested.
On 20.06.2014, officers of NCB, Mumbai Zonal Unit seized 3.025 kg of Ketamine from a
parcel at the premises of a courier company at Mumbai. The Drug was concealed in the
parcel of Metal shafts and Dixcy Scots vests.

On 21.06.2014, officers of NCB, Guwahati Zonal Unit seized 2.015 kg Heroin at Guwahati
Railway Station from Kamrup Express. 02 persons were arrested.
On 23.06.2014, officers of NCB, Kolkata Zonal Unit seized 4.100 kg of Opium at Kolkata.
The drug was concealed in two plastic packets. 03 persons were arrested.
On 24.06.2014, officers of NCB, Guwahati Zonal Unit seized 2.005 kg Heroin at Inter State
Bus Terminus (ISBT) Guwahati.
On 28.06.2014, officers of NCB, Kolkata Zonal Unit intercepted one truck and seized
3326.500 kg of Ganja at Nadia district. The drug was concealed in truck with coal dust. 01
person was arrested.
On 28.06.2014, officers of NCB, Ahmedabad Zonal Unit intercepted one truck and seized
18.660 kg of Hashish. 01 person was arrested.
In an operation launched to destroy illicit Opium Poppy Cultivation in village Bangaon,
Tehsil Chinyalisaud, District Uttarkashi of Uttrakhand, the officers of the Narcotics Control
Bureau, Dehradun Sub Zone has destroyed illicit Opium Poppy Cultivation over 7.498
Hectares (18.52 acres) of land on 03.06.2014. 02 persons were arrested.

Significant Seizures by other organisation
On 02.04.2014, officers of Economic Offence Unit, Patna, Bihar has intercepted one truck and
seized 537.250 kgs of Ganja. The drug was concealed in hidden cavity which was made with
hood in truck. 06 persons were arrested.
During the month of April, 2014, officers of the Customs, FPO, New Delhi intercepted nine
parcels containing 2.210 kg of Heroin, 1.290 kg of Ketamine & 2.800 kg of Hashish. The
suspected destinations of seized drugs were Canada, United Kingdom, Spain, Holland,
Australia, South Africa & Mozambique.
During the month of April, 2014, officers of Sashastra Seema Bal (SSB) seized 0.408 kg Heroin,
14.284 kg Hashish & 82.060 kg of Ganja in eleven cases and arrested 15 persons including 03
Nepal Nationals. The suspected source of the seized drugs in most of these cases is Nepal.

On 23.04.2014, officers of Delhi Police has apprehended three persons at Tilak Nagar, New
Delhi and seized 1.560 kg of Heroin form their possession. Further, 16.000 kg of Heroin and
15.000 kg of Phenobarbital were seized in follow-up operation conducted at two residential
houses. 05 persons were arrested.
On 15.05.2014, officers of Customs, Special Intelligence & Investigation (Import), Mumbai
intercepted one parcel and seized 3.060 kg of Amphetamine at foreign post office, Mumbai.
The suspected destination of the seized drug was Zimbabwe.
On 20.05.2014, officers of Delhi Police has intercepted two persons at Sarai Kale Khan, New
Delhi and seized 16.000 kg of Heroin & 9.000 kg of Methamphetamine. 02 persons were
arrested. The suspected source of the seized drug was Pakistan.
On 24.05.2014, officers of Delhi Police has intercepted two persons near Punjabi Bagh Chowk,
New Delhi and seized 5.000 kg of Heroin. 02 persons were arrested. The suspected source of
the seized drug was Pakistan.
On 26.05.2014, officers of Special Narcotic Police, CID (Crime), Aizawl seized 230 kg of Pseudo
Ephedrine at Bara Bazar, Aizawl. 02 persons were arrested.
On 31.05.2014, officers of Central Bureau of Narcotics, Chittorgarh, Rajasthan intercepted one
car and seized 205.500 kg of Opium at Udaipur. 04 persons were arrested.
During the month of May, 2014, officers of the Customs, FPO, New Delhi intercepted ten
parcels containing 13.614 kg of Hashish, 0.655 kg of Heroin & 0.600 kg of Opium. The suspected
destinations of seized drugs were United Kingdom, Canada, Spain, Netherland & Australia.
On 10.06.2014, officers of Directorate of Revenue Intelligence, Kolkata seized 25.000 kg of
Methaqualone at Kolkata. 03 persons were arrested. The suspected destination of the seized
drug was Malaysia.
On 12.06.2014, officers of Gujarat Police intercepted one vehicle and seized 3000 kg of Opium
at Vadodara. 02 persons were arrested.
On 12.06.2014, officers of Customs Preventive Unit, Shillong intercepted one consignment and
seized 5100 Bottles of Phensedyl at Guwahati. The drug was packed and concealed in 17
cartoons boxes. The suspected destination of the seized drug was Bangladesh.
On 19.06.2014, officers of Customs, Air Intelligence Unit, Kolkata seized 15.500 kg of Hashish at
Netaji Subhas Chandra Boss International Airport, Kolkata. The drug was wrapped with
transparent polythene & brown adhesive tape and concealed inside the two trolley bags
carried by the accused. 01 person was arrested. The suspected destination of the seized drug
was Hong Kong
On 23.06.2014, officers of Delhi Police seized 732 grams of Heroin near Amir Khusro Park, Lala
Lajpat Rai Marg, New Delhi. The drug was packed in 80 plastic capsules. 02 persons including
one Afghanistan National were arrested.
On 24.06.2014, officers of Special Narcotic Police, Mizoram seized 68.32 kg (580720 Nos.)
tablets of S-Kuff containing Pseudo Ephedrine at Bawngkawn Lunglei Road, Aizawl. The drug
was packed in 32 black polythene and further wrapped in three nylon bags. 01 person was
arrested. The suspected destination of the seized drug was Myanmar.

During the month of June, 2014, officers of the Customs, FPO, New Delhi intercepted fourteen
parcels containing 2.665 kg of Heroin, 0.775 kg of Ketamine, 0.740 kg of Opium & 0.500 kg of
Ganja. The suspected destinations of seized drugs were Malaysia, Netherland, United Kingdom,
Canada, South Africa, USA, Australia, Nigeria & Austria.
During the month of June, 2014, officers of Sashastra Seema Bal (SSB) seized 7.000 kg of
Hashish, 255 kg of Ganja, 15.086 kg Opium & 0.046 kg of Heroin in eight cases and arrested 14
persons including 06 Nepal Nationals. The suspected source of the seized drugs in most of these
cases was Nepal.
On 16.04.2014, officers of Customs, Air Intelligence Unit, Trivandrum seized 22.910 kg of
Ephedrine at Trivandrum International Airport. The drug was concealed in 39 packets of hair
decorations and kept in baggage. 01 Zimbabwe National was arrested. The suspected
destination of the seized drug was Zimbabwe.
During the month of May, 2014, officers of Sashastra Seema Bal (SSB) seized 21.520 kg of
Hashish, 13.150 kg of Ganja & 0.081 kg of Heroin in thirteen cases and arrested 16 persons
including 07 Nepal Nationals. The suspected source of the seized drugs in most of these cases
was Nepal.
CASE STUDY
Busting of Illicit Meth/Ephedrine Labs
Busting of 02 illicit Meth. Labs in Madhya Pradesh
On 16.04.2014, on specific information, officers of the Narcotics Control Bureau, Indore
Zonal Unit seized 5.000 kg of Ephedrine at Mhow Naka, Indore. Later 83.754 kg of
Ephedrine and 67.840 kg of Alprazolam along with equipments of clandestine
laboratories & Indian Currency of Rs. 4,50,050/- were seized by on follow-up operation at
two residence houses at Mahavar Nagar, Indore.
v The laboratories were functioning in residential premises rented by the accused.
v Equipments, chemicals and incriminating documents were recovered and seized. A
total of 88.754 kg of Ephedrine, 67.800 kg of Alprazolam along with Indian Currency of
Rs.4,50,050/- were seized and 03 persons were arrested.

IMPORTANT COURT JUDGEMENTS
TITLE: NCB VS. ALLAUDDIN SK @ HELAL @ HALU
On 23.08.2006, Narcotics Control Bureau, Kolkata Zonal Unit arrested a person
Allauddin Sk @ Helal @ Halu S/O Late Imam Ali and seized 3.95 Kgs of Opium at
Barrackpore Railway station. In a follow up 21.5 Kgs of Opium and 550 Kgs of poppy
Husks/straw were seized from his another house. The accused was convicted for 10
years and a fine of Rs 1000,000/- in default to suffer R.I. for 02 years for the possession
of 3.95 Kgs of opium, 14 years and a fine of Rs 150,000/- in default to suffer R.I. for 03
years for recovery of 21.5 Kgs of opium from the house and 14 years and a fine of Rs.
150,000/- in default to suffer R.I. for 03 years for the recovery of 550 Kgs of poppy
hush/straw from his house.
TITLE: NCB VS. THANGADURAI AND MARIYASILUVAI
Narcotics Control Bureau, Chennai Zonal Unit arrested two persons namely
Thangadurai and Mariyasiluvai along with 4.170 Kgs. of Heroin on 07-01-2006 at
Tuticorin. The complaint in the case was filed in Madurai Court. The Hon'ble Court has
convicted both the accused person in the case and awarded Rigorous Imprisonment
for 14 years and Rs. 1000,000/- fine.

INTERNATIONAL
Narcotics Control Bureau has been mandated to implement the obligations
under the International and Regional Conventions on drug related matters, as
also to render assistance to concerned authorities in foreign countries and
international organizations with a view to facilitate coordination and universal
action for prevention and suppression of illicit traffic in narcotics drugs and
psychotropic substances
International Conferences/ Training Programs
On 15.05.2014, Shri R. P. Singh, Deputy Director General (NR), Narcotics Control Bureau, New
Delhi attended the Ministerial Meeting on countering the World Drug Problem in Moscow,
Russia.
On 16.05.2014, Shri R. P. Singh, Deputy Director General (NR), Narcotics Control Bureau, New
Delhi attended the Second Meeting of Heads of BRICS counter Narcotics Agency in Moscow,
Russia.
On 18.06.2014, A meeting was held between NCB and National Intelligence & Targeting Centre
(NITC) of Japan Customs on sharing of experiences in respect of “Intelligence analysis and
detection of cases” at NCB Hqrs, New Delhi.

v Shri Devajyoti Ray, Deputy Director (Ops), NCB Hqrs was nominated to attend a meeting of
screening committee at Shastri Bhawan, New Delhi on 03.04.2014 to scrutinize the
nomination for National Awards for Outstanding Services in the field of Prevention of
Alcoholism and Drug Abuse.

with the Precursor Companies regarding diversion of controlled substances.

Secretary and DGP and discussed about the awareness programme to be organized in
Gujarat and other enforcement activities.

Assistance to states & Union Territories
A Scheme to finance State Governments to strengthen their enforcement capabilities for
combating illicit traffic in Narcotics Drugs and Psychotropic Substances was launched by the
Union Home Ministry on October 24th, 2004 at an estimated cost of Rs.10.00 Crore. The
Scheme was valid for a period of 5 years i.e till 31.3.2009. Considering the need for continuation
of the Central Assistance Scheme and its objectives, the Government of India further extended
this Scheme for a period of 5 years i.e from 2009-10 to 2013-14 with an estimated budget of
Rs.15 crore.
Now, after expiry of the scheme in March, 2014, it has again been decided by the Govt. of India
to extend the Scheme for a further period of 5 years i.e from 2014-15 to 2018-19 with an
estimated budget of Rs.25 Crore. But before such extension, the Scheme has to be evaluated by
an independent agencies.
The proposals from five independent agencies to evaluate the scheme has been received and
forwarded to MHA for financial and administrative approval for one of the agency to evaluate
the scheme for the purpose of its extension.

Narcotics Control Bureau placed the supply order on 27 March 2014 to Hindustan Antibiotics
Limited (HAL), Pune for procuring the following numbers of Drug Detection Kits: a)

The above numbers of Drug Detection Kits will be dispatched to NCB Zones and Sub-Zone for
further distribution to drug law enforcement agencies in their jurisdictions.
Training
NCB has been regularly organizing training programs to enhance and sharpen the specialized
skills required to improve performance and effectiveness of the personnel involved in drug
law enforcement. During April to June, 2014, NCB organized 36 training courses and a total of
667 personnel working in various Central / State agencies were trained.

Computer Based Training module.
NCB is organizing CBTs in capacity building for combating illicit trafficking of narcotics
drugs and psychotropic substances at CBT established centers at NCB Headquarters
and three metro Zones i.e. Kolkata, Mumbai and Chennai since 2012. The software
module is based on International best practices as part of a project of UNODC to
strengthen the Drug Law Enforcement capacities in South Asia. It is a self-evaluation
programme utilized for enhancing the skills and knowledge of personnel on specific
modules of drug law enforcement. With the approval of the MHA, CBT Centers have
also been opened in all 13 Zones. The bar diagram below shows the number of
personnel attended the CBT training from different organizations.

CBT HAS THE FOLLOWING FEATURES:
Ø The modules cover all aspects of drug law enforcement including intelligence,
investigation, precursor trafficking and anti money laundering
Ø It is possible to design a variety of courses ranging from few hours to few days, weeks
or months. The course content can thus be made specific to the target groups.
Ø The interactive nature of the modules facilitates enhancement in retention
capacity of the Learners.
Ø This module has pre and post test facilities which enables the administrator to
assess the impact of learning process.

One of the core duties of Narcotics Control Bureau is to create public awareness regarding the
ill-effects of drug abuse which is corroding the modern society and to promote the concept of
