The journal is aimed at all stakeholders in the field of Drug Law Administration. Narcotics Control Bureau through this publication intends to inform the readers of our progress in the areas of enforcement, coordination, capacity building, and efforts made at creating awareness against drug abuse. Numerous seizues were effected during this period by Narcotics Control Bureau and other Drug Law Enforcement Agencies. During this period, Delhi Zone of Narcotics Control Bureau seized 30.400 Kg of Heroin from Sonepat, Haryana wherein one foreigner was also arrested. The issue gives a brief description about the destruction of illicit cannabis cultivation, successfully operated in Arunachal Pradesh. The magzine also contains on the judgments given in favour of Narcotics Control Bureau. The Lead Story of the magazine highlights the First ever DG Level Talk between Narcotics Control Bureau, India and Police Narcotics Bureau, Sri Lanka, held on 20-21 August, 2014 in New Delhi where both the countries expressed their commitment towards the obligations under different International and Bilateral Agreements, Protocols, Conventions etc. The issue features the participation of Narcotics Control Bureau in 35th Meeting of ASEAN Senior Officials on Drug Matters (ASOD) at Makati City in Philippines. Further, Narcotics Control Bureau also represented India at the 5th International Working Group Meeting on Drug Smuggling Responses at Seoul, South Korea. As in the past, Narcotics Control Bureau continues its focus on capacity building and training. During the period from July to September 2014, Narcotics Control Bureau organized 195 number of Drug Law Enforcement training programmes wherein 4,522 personnel from different Central/ State agencies were trained. I hope the information provided in this issue would be both worth and interesting. I look forward to your valuable suggestions to enhance the quality of the journal. Vijay Kumar DDG (SWR), NCB, India & Mr. Pujith Jayasundara, Senior DIG of Police Northern Province Sri Lanka exchanging the joint statement during 1st DG level talk on 21-08-2014 The 1st Director General Leval Talks between Narcotics Control Bureau (NCB) India and Police Narcotic Bureau (PNB) Sri Lanka was held at Hotel Ashoka, New Delhi from 20 -21 August, 2014. The Indian delegation was led by Mr. Vijay Kumar, Deputy Director General (South West region), Narcotics Control Bureau, Ministry of Home Affairs, Government of India and the Sri Lankan delegation was led by Mr. Pujith Jayasundara, Senior Deputy Inspector General of Police, Northern Province, Narcotics Bureau, Ministry of Law and Order, Government of Sri Lanka. The talks were held in a cordial and constructive atmosphere and share the concern over growing menace of Narcotics Drugs, latest trends in Narcotics smuggling in Indo-Sri Lankan sector. Both sides agreed to continue sharing of actionable intelligence and adopt a coordinated strategy to prevent drug trafficking between both the countries. Both sides also expressed their commitment towards their obligations under the different International and Bilateral agreements, protocols, conventions, declarations and resolutions. Operations Significant Seizures by NCB (Zone wise) Ahmedabad Zone ● On 19.07.2014, officers of the NCB, Ahmedabad Zonal Unit seized 15.090 kg of Hashish at Ahmedabad. 01 person was arrested. ● On 26.09.2014, officers of the NCB, Ahmedabad Zonal Unit seized 1.390 kg of Heroin at Bardoli, Gujarat. 02 persons were arrested. Bangalore Zone ● On 17.09.2014, officers of the NCB, Bangalore Zonal Unit seized 61 blots of LSD, 12 grams of MDMA, 1.600 kg of Ganja and 4.5 grams of Hashish at Siddapura, Whitefield Main Road, Bangalore. 13 persons were arrested. Chandigarh Zone ● On 19.07.2014, officers of the NCB, Chandigarh Zonal Unit intercepted a vehicle at Shambhu Toll Barrier, Patiala, Punjab and seized 5.200 kg of Opium along with Indian Currency of Rs.35,000/-. The drug was concealed in the Bonnet of the vehicle. 02 persons were arrested. ● On 13.08.2014, officers of the NCB, Chandigarh Zonal Unit seized 71,200 Tablets of Bupinforte containing Buprenorphine (Psychotropic Substance) from the Clinic & Residence of a Doctor at Sector 34-A & 27-B, Chandigarh along with Indian Currency of Rs.58,02,050/-. ● On 27.09.2014, officers of the NCB, Dehradun Sub Zone along with NCB, Chandigarh Zonal Unit conducted a follow up operation in connection with Cr. No. 02/14 and conducted search operation at residential premises of the accused at Panchkula, Haryana and seized 1,10,070 tablets containing Pseudo Ephedrine and some documents. Chennai Zone ● On 19.07.2014, officers of the NCB, Chennai Zonal Unit seized 1.160 kg of Heroin and 1.020 kg of Methamphetamine at Customs Examination Area, Anna International Airport, Chennai. The drug was concealed in trolley bag. 04 persons were arrested. ● On 16.08.2014, officers of the NCB, Chennai Zonal Unit intercepted a vehicle at Porur Toll Plaza, Porur, Chennai, Tamil Nadu and seized 170 kg of Ganja. The drug was concealed inside the rear trunk of the vehicle. 03 persons were arrested. ● On 24.07.2014, officers of the NCB, Cochin Sub Zone seized 24.905 kg of Ganja at Aluva Railway Station, Ernakulam. 01 person was arrested. ● On 08.08.2014, officers of the NCB, Madurai Sub Zone seized 40.050 kg of Ganja at Ayyampatti (N) Thevar Theru, Srivilliputhur Taluk, Virudhunagar, Tamil Nadu. The drug was concealed inside a hole in ground. 02 persons were arrested. Delhi Zone ● On 31.07.2014, officers of the NCB, Delhi Zonal Unit seized 0.370 kg of Cocaine at New Mahabir Nagar, New Delhi. 01 Ghana National was arrested. NARCONTROL SEPTEMBER 4 ● On 02.08.2014, officers of the NCB, Delhi Zonal Unit seized 6.300 kg of Methaqualone at IGI Airport. 01 South African National was arrested. The suspected destination of the seized drug was Malawi. ● On 12.09.2014, officers of the NCB, Delhi Zonal Unit seized 30.400 kg of Heroin from the premises of a Cold Storage at Mandir Marg, Narela Piauy, Sonepat, Haryana. The drug was concealed in 04 wooden boxes of raisins in 31 packets of around 01 kg each. 04 persons including 01 Afghan National were arrested. The suspected source of the seized drug was South West Asia. Guwahati Zone ● On 14.07.2014, officers of the NCB, Guwahati Zonal Unit intercepted one motor cycle at Nalapara, Guwahati and seized 3.120 kg of Opium. 02 persons were arrested. ● On 14.07.2014, officers of the NCB, Guwahati Zonal Unit intercepted one car near Jorabat, Guwahati and seized 1.548 kg of Heroin. 03 persons were arrested. ● On 29.07.2014, officers of the NCB, Guwahati Zonal Unit seized 3.540 kg of Heroin at Guwahati Railway Station. 02 persons were arrested. Indore Zone ● On 02.07.2014, officer of NCB, Indore Zonal Unit seized 284.000 kg of Ganja at Shresth Petrol Pump, Kala Chowk, PS- Gadarwara, Narsinghpur, Madhya Pradesh. 03 persons were arrested. ● On 26.07.2014, officers of the NCB, Indore Zonal Unit seized 0.475 kg of Heroin at Bamniya Railway Station, Tehsil Petlawad, District Jhabua. 02 persons were arrested. ● On 14.09.2014, officers of the NCB, Indore Zonal Unit seized 9.500 kg of Opium in front of Bhawani Mata Mandir, Modi Road, Jawad, Neemach, Madhya Pradesh. 04 persons were arrested. Jodhpur Zone ● On 25.09.2014, officer of Ajmer Sub Zone under Jodhpur Zone seized 11.800 kg of Ganja near Dorai Railway Station, Ajmer. 02 persons were arrested. Kolkata Zone ● On 02.08.2014, officers of the NCB, Kolkata Zonal Unit seized 3.250 kg Heroin at Taxi Stand, near Howrah Railway Station. The drug was concealed in three transparent plastic packets and further kept in three travelling bags. 03 persons were arrested. ● On 06.08.2014, officers of the NCB, Kolkata Zonal Unit seized 1.100 kg of Opium at Bally, Howrah. The drug was recovered from an abandoned truck. ● On 23.08.2014, officers of the NCB, Bhubaneswar Sub Zone intercepted a vehicle at Vani Vihar Square, Bhubaneswar and seized 70.000 kg of Ganja. The drug was concealed in 02 gunny bags. 02 persons were arrested. Mumbai Zone ● On 03.07.2014, officers of the NCB, Mumbai Zonal Unit seized 3.350 kg of Methamphetamine and 5.410 kg of Ephedrine at Mira Road, Mumbai. 02 Nigerian Nationals were arrested. ● On 21.07.2014, officers of the NCB, Mumbai Zonal Unit seized 2.040 kg of Ephedrine from a parcel at the premises of M/s Aramex India Pvt. Ltd, Andheri. The drug was concealed in boxes. The suspected destination of the seized drug was South Africa. NARCONTROL SEPTEMBER 5 Narcotics Control Bureau ● On 03.09.2014, officers of the NCB, Mumbai Zonal Unit seized 10.280 kg of Ketamine at the premises of a courier company. The Drug was concealed in T-shirts. 01 Nigerian National was arrested. The suspected destination of the seized drug was South Africa. Patna Zone ● On 12.09.2014, officers of the NCB, Ranchi Sub Zone under Patna Zone seized 1.000 kg of Ganja at Ranchi Railway Station. 01 person was arrested. Border Security Force (BSF) ● On 10.07.2014, officers of the Border Security Force, 50th Bn., Amritsar seized 3.985 kg of Heroin & 0.217 kg of Opium and handed over to the NCB Amritsar Sub Zone for action under the NDPS Act. The drug was thrown from across the fence on Indo-Pak International Border. The suspected source of seized drug was South West Asia. ● On 31.07.2014, officers of the Border Security Force, 50th Bn., Khasa, Amritsar seized 3.865 kg of Heroin and handed over to the NCB Amritsar Sub Zone for action under the NDPS Act. The modus operandi of the trafficking was concealment and clear method across the border security fence in Indian side. The suspected source of seized drug was South West Asia. ● On 29.08.2014, officers of the Border Security Force, 163rd Bn., BOP Mahwa, Amritsar seized 3.760 kg of Heroin and handed over to the NCB, Amritsar Sub Zone for action under the NDPS Act. The drug was thrown across the fencing on Indo-Pak International Border in Indian side. The suspected source of seized drug was South West Asia. NARCONTROL SEPTEMBER 6 Central Bureau of Narcotics (CBN) ● On 12.08.2014, officers of the Central Bureau of Narcotics, P&I Cell, Chennai seized 3585 kg of Methyl Ethyl Ketone (Controlled Substance) at the premises of a footwear company, district Thiruvannamalai, Tamil Nadu. The drug was packed in 239 barrels of 15 kg each. ● On 15.09.2014, officers of the Central Bureau of Narcotics, Lucknow seized 500 grams of Heroin. The drug was concealed in transparent double polythene and kept in black colour polybag. 01 person was arrested. ● On 17.09.2014, officers of the Central Bureau of Narcotics, Lucknow seized 2.300 kg of Alprazolam at Jankipuram, Lucknow. 01 person was arrested. Central Industrial Security Force (CISF) ● On 16.07.2014, in co-ordination with CISF, IGI Airport, New Delhi officers of the NCB, Delhi Zonal Unit apprehended 01 Tanzanian National lady and seized 22.000 kg powder of Pseudo Ephedrine from her check-in-baggage at IGI Airport, New Delhi. She was arrested. The drug was concealed under brown coloured card boards. The suspected destination of the seized drug was Lilongwe via Adis Ababa. Custom ● During the month of July, 2014, officers of the Customs, FPO, New Delhi intercepted 25 parcels containing 2.640 kg of Heroin, 2.800 kg of Opium, 1.125 kg of Hashish, 4.400 kg of Ganja, 1.140 kg of Ketamine & 01 Towel (27.51 Sq. Inches) impregnated with Ketamine. The suspected destinations of seized drugs were South Africa, Canada, Spain, Netherland, United Kingdom, Congo, Russia, Australia, Malaysia & Austria. ● On 01.09.2014, officers of the Customs Land Station, Sonauli, Maharajganj seized 2.840 kg of Hashish. The drug was concealed in cavity of a trolley bag. 01 Nepal National was arrested. The suspected source of the seized drug was Nepal. ● During the month of September, 2014, officers of the Customs, FPO, New Delhi intercepted 50 parcels containing 1.560 kg Heroin, 1.960 kg Hashish & 340 grams Ketamine. The suspected destinations of seized drugs were Canada, USA, Australia, Austria, Switzerland, Ireland, United Kingdom, New Zealand, Scotland, Germany, France and Netherland. Delhi Police ● On 27.07.2014, officers of the Delhi Police apprehended two persons at Bhikaji Cama Place, New Delhi and seized 8.000 kg and 200 grams of Heroin from their possession, respectively. Further, 28.000 kg of Heroin was seized in followup operation conducted at one shop and two residential houses. Total 36.200 kg of Heroin was seized and 05 persons including 02 Afghanistan Nationals were arrested. The suspected source of the seized drug was South West Asia. Directorate of Revenue Intelligence (DRI) ● On 17.08.2014, officers of the Directorate of Revenue Intelligence, Lucknow Zonal Unit intercepted a vehicle at Lucknow and seized 107 kg of Hashish. The drug was concealed in a specially built cavity at the back/rear seat of the vehicle. 02 persons were arrested. NARCONTROL SEPTEMBER 7 Narcotics Control Bureau ● On 21.08.2014, officers of the Directorate of Revenue Intelligence, Guwahati intercepted a vehicle at Patharquary, Guwahati and seized 30,700 bottles of Phensedyl Cough Syrup containing Codeine Phosphate IP. The drug was concealed under load of cartons of mangoes. 01 person was arrested. ● On 07.09.2014, officers of the Directorate of Revenue Intelligence, Gorakhpur intercepted one vehicle at Gorakhpur and seized 655.240 kg of Ganja. 03 persons were arrested. Goa Police ● On 07.08.2014, officers of the Goa Police seized 50 grams of Ganja and 0.6 grams of LSD at Bardez Goa. 01 Nigerian National was arrested. ● On 05.09.2014, officers of the Goa Police apprehended 01 Nigerian National at Bardez, Goa and seized 0.25 grams of LSD from his possession. He was arrested. ● On 28.09.2014, officers of the Goa Police seized 1.112 kg of Ganja and 69 grams of Amphetamine at Tiswadi, Goa. 02 Nigerian Nationals were arrested. Jammu & Kashmir Police ● On 02.08.2014, officers of the Jammu & Kashmir Police intercepted one vehicle at Gantimulla Sheeri and seized 10.000 kg of Heroin. The drug was concealed in the vehicle. 02 persons were arrested. Karnataka Police ● On 11.07.2014, officers of the Karnataka Police, Belgaum seized 1.200 kg of Cocaine at Bhuranaki Village Limits. 01 person was arrested. Mizoram Police ● On 08.07.2014, officers of the Special Narcotic Police, Mizoram seized 10689 tablets (1.60 kgs) of Methamphetamine at Bethlehem area, Aizawl. 01 Myanmar National was arrested. The suspected source of the seized drug was Myanmar. ● On 19.07.2014, officers of the Special Narcotic Police, Mizoram seized 102 kg (8,67,000 Nos.) tablets of Pseudo Ephedrine at Aizawl. The drug was concealed in 51 black polythene containers and further packed in 03 white nylon bags. 01 person was arrested. Sashastra Seema Bal (SSB) ● During the month of July, 2014, officers of the Sashastra Seema Bal (SSB) seized 58.380 kg of Hashish, 294.500 kg of Ganja, & 0.056 kg of Heroin in 12 cases and arrested 18 persons including 06 Nepal Nationals. The suspected source of the seized drugs in most of these cases was Nepal. ● During the month of August, 2014, officers of the Sashastra Seema Bal (SSB) seized 62.892 kg of Hashish, 110.8 grams of Heroin & 11.000 kg of Ganja in 13 cases and arrested 18 persons including 07 Nepal Nationals & 01 Poland National. The suspected source of the seized drugs in most of these cases was Nepal. ● During the month of September, 2014, officers of the Sashastra Seema Bal (SSB) seized 72.564 kg of Hashish, 108.700 kg of Ganja & 282 grams of Heroin in 21 cases and arrested 25 persons including 11 Foreign Nationals (08 Nepal, 01 Switzerland, 01 Australia & 01 France Nationals). The suspected source of the seized drugs in most of these cases was Nepal. NARCONTROL SEPTEMBER 8 All India Seizure including NCB (in Kg.) Control delivery operation On the basis of input received from NCA, United Kingdom 01 International Controlled Delivery operations was undertaken by the officers of the NCB, Imphal Sub Zone in co-ordination with Assam Rifles, resulting in seizures of 0.870 kg of Cocaine and 0.680 kg of Cocaine, respectively from two parcels at District Churachandpur on 21.08.2014. The drug was concealed inside 03 Wooden Trays & Dinner Trays, respectively. 02 persons were arrested. Further, officers of the NCB, Delhi Zonal Unit arrested 03 persons at Delhi on 22.08.2014 in follow up action conducted in connection with the above mentioned seizures. Busting of illicit meth/ephedrine labs Busting of 1 illicit Clandestine Laboratory in Telangana On 07.07.2014 & 08.07.2014, officers of the NCB, Hyderabad Sub Zone along with Andhra Pradesh Police seized 131.800 kg of Amphetamine at Bacharam, District Rangareddy, Telangana, 22.300 kg of Amphetamine & 69.000 kg of Ephedrine at Surmaiguda, Distict Rangareddy, Telangana and busted 01 illicit Clandestine Laboratory. 12 persons were arrested. NARCONTROL SEPTEMBER 9 Narcotics Control Bureau Foreigners arrested in India Disposal of drugs Disposal of Acetic Anhydride in Andhra Pradesh On 17.09.2014, officers of the NCB, Bangalore Zonal Unit in the presence of the Drug Disposal Committee disposed off 246.000 kg of Acetic Anhydride at Siris Impex, Vijaywada, Andhra Pradesh. Disposal of Methaqualone Powder in Gujarat On 20.08.2014 & 21.08.2014, officers of the NCB, Ahmedabad Zonal Unit in the presence of the Drug Disposal Committee disposed off 2525.5 kg of Methaqualone Powder at District Bharuch, Gujarat pertaining to 01 case. Disposal of Acetic Anhydride in Mohali, Punjab On 31.07.2014, officers of the NCB, Chandigarh Zonal Unit in the presence of a high level Drug Disposal Committee comprising Shri R.P. Singh, Deputy Director General (NR), NCB, Shri Kaustubh Sharma, Zonal Director, NCB, Chandigarh Zonal Unit, Shri Amandeep Singh, Deputy Director, DRI, & Shri Jagbir Singh, Deputy Superintendent of Police (Crime), disposed off 351.073 kgs of Heroin pertaining to 35 cases at Bio Medical Waste Plant of M/s Rainbow Environments, Kharar, Mohali, Punjab. NARCONTROL SEPTEMBER 10 Destruction of illicit cultivation Destruction of Illicit cannabis in Arunachal Pradesh From 03.09.2014 to 06.09.2014, in an operation launched to destroy illicit cannabis cultivation in Chingi, Brokpa Lenchin, Liphakphu and Ankling villages under Kalaktang Circle of West Kameng district, Arunachal Pradesh, the officers of the Narcotics Control Bureau, Guwahati Zonal Unit along with State Police and SSB destroyed illicit cannabis cultivation over 37 acres of land. Important court judgements Title: NCB vs. Tsering Tobges and Tamdin Sichee On 13/14.07.2011, NCB Mumbai arrested two persons namely Tsering Tobges @Jilebi Bhai and Tamdin Sichee along with 66 Kgs of Hashish. The Complaint in the case was filed in Nasik Court on 05/08/2011 vide NDPS Spl Case No. 31/2011. The Addl. Session Judge, Nasik convicted both the accused persons and awarded RI for 15 years and a fine of Rs.2 lacs to each on 11.09.2014. Title: NCB vs. Prakash Kumar Shaw On 18.10.2011, Narcotics Control Bureau, Patna Zonal Unit (Ranchi Sub Zone) arrested two persons namely Prakash Kumar Shaw & Jitendra Kumar Yadav along with 3.5 Kgs of Opium. The complaint in the case was filed in Ranchi Court on 03.03.2012. The Additional Session Judge, Ranchi convicted both the accused persons and awarded Rigorous Imprisonment for 10 years and a fine of Rs.01 Lakh. NARCONTROL SEPTEMBER 11 Narcotics Control Bureau 3. Coordination International Narcotics Control Bureau has been mandated to implement the obligations under the International and Regional Conventions on drug related matters, as also to render assistance to concerned authorities in foreign countries and international organizations with a view to facilitate coordination and universal action for prevention and suppression of illicit traffic in narcotics drugs and psychotropic substances International Conferences/Training Programs ● From 01.07.2014 to 04.07.2014, Shri Rohit Sharma, Zonal Director, NCB, Delhi Zonal Unit participated in the “35th Meeting of ASEAN Senior Officials on Drug Matters (ASOD)” at Dusit Thani Hotel, Makati City, Philippines. Shri A.K Jaiswal, DDG (Hqrs. & Coord.) participated in the Colombo Plan Drug Focal Points Meeting and Expert Group Consultation w.e.f 3-5 September 2014 at Chiang Mai, Thailand ● From 25.08.2014 to 26.08.2014, Shri Devajyoti Ray, Deputy Director (Ops), NCB participated in the 4th Co-ordination Committee Meeting between Royal Government of Bhutan and Govt. of India at New Delhi. ● From 28.08.2014 to 29.08.2014, Shri Rohit Katiyar, Deputy Director (P&C), NCB attended 5th International Working Group Meeting on “Drug Smuggling Responses” held at Seoul, South Korea. Capacity Building Assistance to States & Union Territories A Scheme to finance State Governments to strengthen their enforcement capabilities for combating illicit traffic in Narcotics Drugs and Psychotropic Substances was launched by the Union Home Ministry on October 24th, 2004 at an estimated cost of Rs.10.00 Crore. The Scheme was valid for a period of 5 years i.e till 31.3.2009. Considering the need for continuation of the Central Assistance Scheme and its objectives, the Government of India further extended this Scheme for a period of 5 years i.e from 2009-10 to 2013-14 with an estimated budget of Rs.15 crore. Now, after expiry of the scheme in March, 2014, it has again been decided by the Govt. of India that the scheme will be extended for a further period of 5 years i.e from 2014-15 to 2018-19 with an estimated budget of Rs.25 Crore. But before such extension, the Scheme has to be evaluated by an independent agency. The proposals from five independent agencies to evaluate the scheme has been received and forwarded to MHA for financial and administrative approval for one of the agency to evaluate the scheme for the purpose of its extension. Drugs Detection Kits Narcotics Control Bureau placed the supply order on 27th March 2014 to Hindustan Antibiotics Limited (HAL), Pune for procuring the following numbers of Drug Detection Kits: a) Standard size Narcotics Drug Detection Kits - 869 b) Precursors Chemical Detection kit – 369 c) Ketamine Detection Kits – 200 The above numbers of Drug Detection Kits will has been dispatched to NCB Zones and Sub-Zone for further distribution to drug law enforcement agencies in their jurisdictions. Computer Based Training Module NCB is organizing CBTs in capacity building for combating illicit trafficking of narcotics drugs and psychotropic substances at CBT established centers at NCB Headquarters and three metro Zones i.e. Kolkata, Mumbai and Chennai since 2012. The software module is based on International best practices as part of a project of UNODC to strengthen the Drug Law Enforcement capacities in South Asia. It is a self-evaluation programme utilized for enhancing the skills and knowledge of personnel on specific modules of drug law enforcement. With the approval of the MHA, CBT Centers have also been opened in otherall 13 Zones. The graph below shows the number of personnel attended the CBT training from different organizations. CBT has the following features: The modules cover all aspects of drug law enforcement including intelligence, investigation, precursor trafficking and anti money laundering. It is possible to design a variety of courses ranging from few hours to few days, weeks or months. The course content can thus be made specific to the target groups.The interactive nature of the modules facilitates enhancement in retention capacity of the Learners. This module has pre and post test facilities which enables the administrator to assess the impact of learning process. NARCONTROL SEPTEMBER 18 Computer Based Training Data of NCB (Zone wise) Computer Based Training organized by Jodhpur Zone Computer Based Training organized by Chennai Zone Drug Demand Reduction One of the core duties of Narcotics Control Bureau is to create public awareness regarding the ill-effects of drug abuse which is corroding the modern society and to promote the concept of living healthy life free of drugs. This is done through various platforms including awareness campaigns, rallies, print and visual media etc. Training NCB has been regularly organizing training programs to enhance and sharpen the specialized skills required to improve performance and effectiveness of the personnel involved in drug law enforcement. During July to September, 2014, NCB organized 195 training courses and a total of 4522 personnel working in various Central / State agencies were trained. Limited Departmental Competitive Examination, 2014 (LDCE) for the post of Intelligence Officer ● LDCE, 2014 comprising of written examination conducted on 21.08.2014 and PET on 06.08.2014. 07 candidates appeared. 05 passed the written exam. & PET. Their medical examination has also been conduced and interview is under consideration. Comments/Views on the Questionnaire received from the 7th Central Pay Commission ● MHA vide OM dated 16.04.2014 directed to furnish comments on the different questions contained in the Questionnaire by the 7th Central Pay Commission. DDG North Region 01 Jammu Zone Amount of sum of Rs.1,97,12,000/- for 1.54 acre of land has been made to JDA on 15.06.2011. JDA is yet to hand over the possession of the land in spite of repeated requests both by MHA and NCB. ZD Jammu on 30.09.2014 has informed that the proposal for issuance of corrigendum with regard to allotment of quantum of land to NCB by circulation has already been moved for signature of the Board of Directors. 02 Chandigarh Zone Sanction received from MHA vide their letter dated 17.07.2014 for purchase of 1.6 acre land from Greater Mohali Area Development Authority amounting to Rs.22,80,80,160/- (Twenty Two Crore Eight Lakhs Eighty Thousand One Hundred Sixty Only). Bill for Rs.11,62,76,160/- (i.e. 50% of cost of land Rs.22,80,80,160/- + Rs.44,72,160/- Cancer and Drug Infrastructure fund @2%) was made on 20.08.2014. NARCONTROL SEPTEMBER 22 03 Delhi Zone DDA vide letter dated 21.01.2014 has requested NCB for giving its choice of land between Rohini and Dwarka Zone. NCB has expressed its willingness for Dwarka Zone letter dated 09.07.2014 has informed that a Plot No. G 1 (B) 1300 Sq.Mtr. near Dwarka Court complex was earmarked to NCB. Director (Planning) returned the file with the comments that the said plot should preferably be given to Dwarka South West Court as the court is also seeking this piece of land. The file has accordingly been sent to Director (Planning) Rohini now for providing LOP duly ear marking the site for DZU office. letter to Principal Commissioner, DDA by ZD is being sent to reconsider the issue for providing land to NCB in Dwarka Zone only. 04 Lucknow Zone Land purchased – 1.005 (4066.69 Sq. Mtrs.) acres. Rs.6,37,71,200/- has been paid to paid to LDA. Land registered in the name of NCB on 29.03.2012. Possession taken on 01.05.2012. Proposal for obtaining administrative & financial sanction of Rs.30,25,51,264/- for construction of office-cum-residential complex forwarded to MHA vide UO dated 25.09.2013. MHA vide ID note dated 25.04.2014 sought some clarification ZD Lucknow has requested to ascertained the possibilities of construction of the building from other agencies also under Rule 126(2) of GFRs 2005. WAPCOS Limited has submitted drawing for construction of OCR and the same has been forwarded to LDA for approval. Matter is under process. B. DDG East Region 01 Patna Zone Space for office at CGO Complex in Patna constructed by CPWD is under consideration. Residential accommodation is to be given by CPWD General Pool. 02 Guwahati Zone Proposal for purchase of land 3 Bighas (43.200 Sq.Ft.) from Assam Govt. at the cost of Rs.45,00,469/- was forwarded to MHA on 30.09.2014 for obtaining sanction of the Competent Authority. C. DDG South-West Regions 01 Bangalore Zone A demand draft No.183563 dated 20.03.2014 amounting to Rs.21,87,555/- in favour of Tehsildar towards payment of first lease for purchase of land (25 Gunta) was remitted to the Karnataka Government on 29.03.2014. Land measuring 25 Guntas at Sy. No.39, Sonnappanalli, Bangalore has been handed over to NCB by Tehsildar Office, Bangalore North (Addl.) Taluk on 26.09.2014. 02. Mumbai Zone Land has been identified and matter is followed up with Govt. of Maharashtra Policy to allot land to Government agencies are under revision by the Ministry of Shipping. The allotment will be considered after revision of policy. 03 Indore Zone Land purchased from IDA and payment of Rs.9,08,73,624/- for land measuring 3490.91 Sq. Mtr. (0.86 acre) made on 20.09.2013. Possession taken on 10.10.2013. The site plan of the plot has been obtained from IDA. Proposal for registration/ stamp duty of Rs.83,53,390/- was forwarded to MHA on 12.09.2014 for obtaining sanction of the competent Authority. 04 Ahmedabad Zone Land purchased from AUDA and payment of Rs.14,57,55,000/- for land measuring 6478 Sq.Mtr. (1.60 acre) made on 12.11.2013. A demand draft No.182477 dated 07.03.2014 amounting to Rs.85,99,545/- for registration fees was forwarded to ZD Ahmedabad on 10.03.2014. The land registered in the name of NCB on 11.06.2014. Estimate and drawing are being parepared from CPWD, Ahmedabad as well as WAPCOS Limited for construction of office cum residential building is in process. 05 Fixing of land norms for SubZones. MHA has approved (6229 Sq.Ft. or 579 Sq.Mtrs. or 0.14 acre) the land norms for purchase of land and construction of this building of NCB, sub-zones vide their OM dated 20.8.2014.
