The goal is to identify and present the social hotspots in the laptop life cycle. Social Hotspots are production activities in the product life cycle that provide a higher opportunity to address issues of concern (e.g. human rights, community well-being etc.), as well as highlight potential: Risks of violations, Risks affecting reputations and Issues that need to be considered when doing business in a certain sector in a certain region/country. ǯ ȋȌǤ ϐ ȋȌ ǡ ǡ Ǥ ϐ Ǥ ǣ ͳǤ ϐ ʹǤ ϐ ǡ ǣ ͵Ǥ ϐ ǡ ȋ Ȍ ϐ Ǥ ǡ ǣ ͶǤ ϐ ͷǤ Ǥ ϐ ϐ ǡ Ǥ Ǥ Ǥ ϐ ǡ ǡ THE SUSTAINABILITY CONSORTIUM & NEW EARTH EXECUTIVE SUMMARY 3 EXECUTIVE SUMMARY ϐ Ǥ Ǥ ϐ ǡ ȋȌ Ǥ ȋǤ ǤȌ ͳͷ ͷͲ ǡ ǡ Ǥ Ǥ Ǧ ϐ ȋȌ ̈́ͳ ϐ Ǥ ǯ Ǥ ȋǤǡ ȌǤ Ǥ Ǥ ǡ ǡ Ǥ Ǧ ϐ ȋǡȌ ǯ Ǥ RESEARCH KEY FINDINGS ȋ Ȍ Ȁ ǡǤ ǡͶͶͳǡǡ ̈́ͳ Ǥ Ǧϐ ϐͷǡ ǡͳǤ ͺͲ Ǥ Ǥ ϐ ǡ ͷͲ Ǥ ʹͲͲ ȋȌ THE SUSTAINABILITY CONSORTIUM & NEW EARTH EXECUTIVE SUMMARY 4 EXECUTIVE SUMMARY Ǥ ǡ ǡǡǡǡ Ǥ ǡ Ǥ ǡ Ǥ ǡ ǡ ȋǤ ǤȌ ǡ ǡ ǡ ǡ ǡ Ǥ Ǧ ϐ ϐ ǡ ̈́ʹȀ Ǧ ȋǤǡ ʹͲͳͳȌǤ ǡ ͶͺǤ ͵͵ͷ Ǥ ǡ ǡǡǡϐ ȋ Ȍ Ǥ ǡ ǡ ǡ ǡ Ǥ ǯ Ǧ ȋǡ ǡ Ȍǡ ǡ ǡ ǡ ǡ ǡ ǡ ϐǤ ǣǡ ǡ ϐ ǡ Ǥ ǡ Ǥǡ ϐ Ǥ THE SUSTAINABILITY CONSORTIUM & NEW EARTH EXECUTIVE SUMMARY 5 EXECUTIVE SUMMARY Ǥ ǣ Ȉ Ȉ Ȉ ϐ Table 1: Sectors and countries most at risk for social issues in the laptop supply chain SECTORS TO BE AWARE OF COUNTRIES TO BE AWARE OF WITHIN SECTOR Mining of metal ores DRC, Mozambique, India, Cameroon, Tanzania Electronics and computing machinery manufacturing Indonesia, Vietnam, Philippines, India, Thailand, China Iron and steel manufacturing China Recycling and disposal China, South Central Africa Coal mining China Angola Oil extraction Electricity production China SUMMARY ǡǡ Ǧǡ ǡϐǤ Ǥǡ ǡ ǡ Ǧ Ǥ ǡ ǡ ǡ Ǥ ǡ ϐ Ǥ ǡ ǡǡǡ Ǥ ǡ ǡ ǡ ǡ ǡǦ Ǥ THE SUSTAINABILITY CONSORTIUM & NEW EARTH EXECUTIVE SUMMARY 6 EXECUTIVE SUMMARY Ǧ Ǥ ǡ Ǥ Ǥ Ǥǡ Ǥ ǡ Ͳα ǡͳαǡʹαǡ͵αǡͶαǤ ǡ Ǥǡ ǡ ǡ ǡ ϐ Ǥ Figure 1: Level of social issues for specific sectors in China THE SUSTAINABILITY CONSORTIUM & NEW EARTH EXECUTIVE SUMMARY 7 EXECUTIVE SUMMARY Figure 2: Level of social issues for hotspots in the mining of metal ores sector Figure 3: Level of social issues for hotspots in the computer and office equipment sector THE SUSTAINABILITY CONSORTIUM & NEW EARTH EXECUTIVE SUMMARY 8 Overview 1 OVERVIEW Radio broadcasting in the early 20th century introduced the first major consumer product from the electronics sector, the broadcast receiver. ǡ ǡ ϐǡ ϐǡ ǡ ǡ ǡ ȋ ϐǤǤǡʹͲͲͷȌǤ ǡ ǡ ǡ ͵ ǡǡ ǡ ǡ Ǥ ǡ ǡ ȋȌǤ ȋȌ ͳͻͲǡ ǯ Ǥ ǡ Dzǡ dz Dzdz ͳͻͺǤ ͷͳͲͲǡ ϐ ǡ ͳͻͷǤ ǡ ǡ ǡ ϐ ǡ Ǥ ǡǡ ǡ THE SUSTAINABILITY CONSORTIUM & NEW EARTH Ǥǡ ϐ ϐ ǡ ǡ Ǥ ǡ Ǥ MANUFACTURING & OUTSOURCING Ǧ ͳͻͲǯͲǯǡǤǤ Ǥ ͳͻͺͲǯǡ Dz ǡdz Ǥ ǡ ȋ ϐ ǤǤǡ ʹͲͲͷȌǤ ͳͻͻͲǯǡ ǡ ǡ ǡ Ǧ Ǥ ǡ ϐ ǡ ǡ ϐ Ǥ ǡ ǡ ǡ SOCIAL SCOPING REPORT | LAPTOP COMPUTER 10 1 OVERVIEW ǡǡ ǡ ǡ ǡ ǡ ǡ ǡ ǡ Ǧ ǡ Ǥ Ǥ ǡ Ȁ Ǥ ʹ Ǧ Ǥ Ǥǡ ǤǤǡ Ǥ ǡ ǡ Ǥ ǡ Ǧ ǡ Ǧ Ǥ ϐ ǡ ͺʹǤ ʹͲͲ ǡ Ǧ ǡ ͺͷ ȋ ǡ ʹͲͲǦͲ͵ǦͳͶǡ Ǯǯ ǫȌǤ ǡ ȋ éǡ ʹͲͲȌǤ Table 2: Laptop brand’s country of origin and whether they contain a manufacturing division (Manhart and Grießhammer, 2006) BRAND COMPANY DOMICILE MANUFACTURING DIVISION Dell USA No manufacturing operation of its own Hewlett-Packard USA No manufacturing operation of its own Lenovo (formerly IBM) China (formerly USA) No manufacturing operation of its own Acer Taiwan No manufacturing operation of its own Toshiba Japan Partly own manufacturing operation Fujitsu-Siemens Japan and Germany Own high-end manufacturing operation NEC Japan No manufacturing operation of its own Sony Japan Own high-end manufacturing operation Apple USA No manufacturing operation of its own Asus (= Asustek) Taiwan Own manufacturing operation THE SUSTAINABILITY CONSORTIUM & NEW EARTH SOCIAL SCOPING REPORT | LAPTOP COMPUTER 11 Typical Supply Chain 2 TYPICAL SUPPLY CHAIN ǡ ǡ ǡ Ǥ ͳ Ǥ Ǥ ǡǡ Ǥ Ǥ ǡ ǡ ϐ Ǥ ǡ ǡ Ǥ ǡ ǦǦ ǡ ǦǦ ǦǦ ȋ ǦǦ ȌǤ Ǥǡ ǡ Ǥ Ǧ ϐ Ǥ Figure 1. A full text version providing details on this synthesis is available in Annex B. The review showed that the mining, electronics manufacturing as well as the recycling and disposal activities may include important social risks. Table 9: Main social hotspots identified through the literature review SECTOR OR LIFE CYCLE ACTIVITY ISSUE DESCRIPTION REFERENCE Mining Human Rights Violations A clear link exists between mineral extraction and human rights. Rebel groups have used various forms violent and disturbing tactics to drive locals from mineral-rich areas in DRC. BSR, 2010 Rosen, 2010 Mining Corruption/Conflict A clear link exists between mineral extraction and conflict, it can directly or indirectly finance armed confrontation, as in the Democratic Republic of the Congo. BSR, 2010 Mining Labor Violations Artisan workers in the DRC work in open pits with pick axes and shovels for extremely low wages each day. Rosen, 2010 Mining Land Disputes “Africa’s World War” started over land rights, regional and ethical power struggles and lack of sound governance, but the minerals trade has long been a driver of the conflict. Rosen, 2010 Electronics Manufacturing Occupational Health and Safety Laws are comprehensively regulated but not well implemented in China especially. Workplace accidents and illness exist at a high rate because of the handling of toxic materials. Working condition tend to be worse in smaller local firms because of less attention from the state and NGOs. Manhart & Greßhammer, 2006 Electronics Manufacturing Women’s Rights/Child Labor/Forced Labor In China many employees are women who often lack equal rights. Child labor is common where migrant workers are unavailable. They tend to work the night shifts of perform dangerous activities. Forced labor has been found with semi-enslavement of manufacturing plant workers and the use of debt bondage labor. Manhart & Greßhammer, 2006 THE SUSTAINABILITY CONSORTIUM & NEW EARTH SOCIAL SCOPING REPORT | LAPTOP COMPUTER 33 4 LITERATURE REVIEW OF SOCIAL ISSUES Table 9: Main social hotspots identified through the literature review SECTOR OR LIFE CYCLE ACTIVITY ISSUE DESCRIPTION REFERENCE Electronics Manufacturing Labor Rights China does not accept ILO’s freedom of association and collective bargaining. They only accept the, all state – controlled ACFTU. Employment security is low because of limited-term contracts and dismissal without notice is common. Social Security is required but poorly implemented, delayed wage payment to keep employees from stopping early is common as well as long worker hours and limited time off. Codes of Conduct are available in some companies but are not always effective. Manhart & Grießhammer, 2006 Franze & Ciroth, 2010 Electronics Manufacturing Fair Wage China frequently practices holding wages below statutory minimum by charging disproportionately high rates for boarding and lodging. They also ensure that minimum wage levels can only be reached by working overtime in many cases. Manhart & Grießhammer, 2006 Transport No information found on social issues, more research necessary Recycling & Disposal Occupational Health and Safety Employees are exposed to severe health hazards but measures for proper health and safety standards are becoming increasingly available. Schluep et. al, 2009 Recycling & Disposal Fair Wage In Ghana most people working in the e-waste sector live in extreme poverty due to very low incomes. Social Security is non-existent. Schluep et. al, 2009 Recycling & Disposal Worker Rights Employees work in rigorous, insecure working conditions with high turnover rates. Schluep et. al, 2009 Recycling & Disposal Child Labor Children as young as 5 have been seen working long hours.
