Community News
Council. Cities have engaged in expensive
legal battles, upwards of $3 million, that
conclude with court ordered district-based
elections. By facing these realities directly, the
City Council is resolving to avoid expensive
lawsuits and maintain control of its election
system by creating electoral districts that are in
the best interests of Chino’s citizens.
Therefore, by proceeding in this direction, the
City of Chino recognizes that:
• The cost to defend litigation associated
with the CVRA is exorbitant and that the
avoided defense cost can be better used to
invest in our community.
• A lawsuit filed by a Malibu law firm,
notorious for filing legal challenges under
the CVRA has been threatened and is highly
probable if the City does not transition
to a “by-district” election by November
2016, even though, the law firm has not
provided the City with data supporting its
allegations.
• The courts have ignored the will of the
community in these lawsuits, as no City
has been successful in litigating CVRA
challenges.
• The most serious outcome to Chino of
litigating this challenge includes the City
losing control of the election process
and the ability to customize the district
boundaries to meet our citizens’ needs.
As a result, the City of Chino will transition into
a “by-district” election in November 2016. In
June, the City Council will adopt a district map.

The City of Chino is a general law city and the
City Council is comprised of four (4) Council
Members and a separately elected Mayor,
who each serve a four-year term. The City
Council members are currently elected through
an at-large system where the voters of our
community elect City Council members to
represent the entire populace. The Mayor is
separately elected city-wide. In accordance
with Senate Bill 493, growing concerns about,
and challenges to at-large election systems
throughout the state, the Chino City Council
has directed staff to begin the process of
transitioning from at-large elections to bydistrict elections for City Council seats. A
“by-district” election is a method of electing
members in which each City Council member
is elected only by the voters in the district in
which the candidate resides. In a district-based
system, the Mayor may remain a separate office
elected city-wide.
A move to this type of election system derives
from two sources. One, the City continues to
expand and diversify with economic, industrial
and residential growth. Two, the threat of
costly legal challenges outweighs the risk
of not implementing a by-district system by
November 2016.
Recently, law firms have used the California
Voting Rights Act (CVRA) to bring lawsuits that
claim a city has violated the provisions of the
Act due to a lack of representation on the City

The Healthy Chino Initiative was created in 2004
to improve the lives and well-being of the community
from a multi-prong approach. This approach is a
combination of nutrition, active living, physical and
mental health, environmental health, and smart
growth practices. As a result, a variety of programming,
events, system changes, policies,
and campaigns have been
implemented.
Healthy Chino has received both
the prestigious Helen Putnam
Award and the Cities Counties
Schools Partnership Award. In
2015, Healthy Chino was awarded
the Best Public Service Campaign
of the Year by the AAF-Inland
Empire.
Hike the Valley is a hiking program where participants are
guided through local trails. Hikes average 2-5 miles in length,
range from easy to advance levels, and are led by City staff.

Sunrise Kids is a recreation-based, before school program. Trained staff will
provide a caring environment for children before school. Students will be
able to enjoy quiet time, participate in group games, crafts, and wake-up
exercise. A light breakfast is provided. Students are walked to the school
campus before the morning bell. For students in Kindergarten (am classes
only) through 6th grade attending Howard S. Cattle Elementary.

Camp is a great enrichment experience where youth enjoy thematic
arts and crafts, games, and recreational activities. Weekly field trips
will begin the week of June 27. This year, campers will enjoy field trips
to: Santa Ana Zoo, Guasti Regional Park, Columbia Memorial Space
Center, and Splash Kingdom. Camp is open to participants entering
grades 1-8. Participants must bring a sack lunch and snack to camp
each day. One shirt per child will be provided the day of the first field
trip. Fees are non-refundable. For more information, please contact

The Tiny Tots Program introduces your Tiny Tot to a classroom-style
environment. Through this structured environment, your child will
be introduced to sharing, choice making, and following directions
through a creative play environment. All children must be potty
trained. Proof of child’s residency and age are required at time of
registration. Proof of immunization is due on the first day of class.
Note: No class on July 4.
JUNIOR LEVEL: AGES 3-4 (2.5 hours)
In this interactive program, participants will learn social and motor
skills in a classroom atmosphere. These skills will be introduced
through arts, singing, interactive literacy, amongst other activities.
PLUS LEVEL: AGES 4-5½ (3 hours)
Daily activities prepare children for school by introducing
handwriting, ABCs, and homework assignments. With this
stimulating learning environment, your child will begin to
recognize their letters and numbers as they prepare to enter school.

The Chino Boxing Club gives participants the opportunity to learn the
art of amateur boxing, while developing character, conditioned bodies, and
sportsmanship. All boxers are under the guidance of highly trained boxing
instructors. The Chino Youth Boxing Foundation hosts several USA Amateur
Boxing Federation sanctioned shows every year. Parents must sign a waiver.
All new participants must attend a mandatory orientation held on the 2nd and
4th Tuesday of the month from 6:30-7:30 pm. Closed during City holidays.

AT THE NAC
Visit the Neighborhood Activity Center (NAC) for a great workout, a
pick-up game, or just to practice your skills. To participate in open-gym
basketball, all participants must purchase a membership card for $5. Days

Get your kicks at Ayala Park! The Women’s 18-and-Over Soccer League

Chino Experience Teen Center
The Chino Experience Teen Center is a safe place for teens in the 7th-12th
grades to have fun and engage with other teens in the community. During
the summer, teens will enjoy art projects, games, sports, and fun team
development activities. During school days, teens enjoy homework support/
tutoring, intramural sports, intergenerational activities, service projects,
free evening meal, and gaining life skills through educational workshops.
Closed on non-school days during the school year. Monthly membership
fee is required to participate. Shuttle Service during the school year only:

The Splash Pad provides a place for children to stay “cool” during the summer.
Proper swim attire (bathing suit, swim shorts, swim shirts, etc.) must be worn

Sunrise Kids is a recreation-based, before school program. Trained staff will
provide a caring environment for children before school. Students will be able
to enjoy quiet time, participate in group games, crafts, and wake-up exercise.
A light breakfast is provided. Students are walked to the school campus
before the morning bell. For students in Kindergarten (am classes only)
through 8th grade attending Cal Aero Preserve.

Camp is a great enrichment experience where youth enjoy thematic arts & crafts,

The CVUSD Health Center is a comprehensive program offering primary
health care for children ages 0-21 years of age and CVUSD adult school
students. The CVUSD Health Center provides free sports physicals, schoolentry physicals, dental screenings, vaccines, sick care treatment, nutritional
counseling, and WIC referrals. The CVUSD Health Center follows the
traditional school calendar.
The TYKES Program offers a variety of child development programs and
classes to serve the needs of families with children 0-5 living in Chino, Chino
Hills, and South Ontario. The program is a collaboration with the City of
Chino, CVUSD, Chino Valley YMCA, and First 5 San Bernardino. Services include
parenting education classes, school readiness enrichment workshops, lending
library with books and learning games, computers with internet access,
activity classes, and confidential information about parenting resources and
referrals.

time for parents/caregivers and their children to come together for
a morning full of interactive fun! In collaboration with the Chino Valley

Tai Chi is a traditional Chinese martial art that combines Kung Fu

Chino Senior Center
Capacity: 15-215 people
The Chino Senior Center
is an excellent choice for any wedding or
anniversary party. It has a commercial kitchen,
which is perfect for any caterer.
Neighborhood Activity Center
Capacity: 20-80 people
Located in the middle of downtown Chino, the
Neighborhood Activity Center is easily accessible
and has a half kitchen for party use.
Alcohol is now permitted in city
facilities per the established policy.

Applicants requesting use of facilities must submit a Park Shelter
Application to the Community Services Department, Carolyn Owens
Community Center.
Applications must be received five working days to one year in advance,
and require a refundable security deposit. Rental fees are due at the time
of reservation confirmation, at least five working days prior to the activity.

Fees charged are determined by the number of guests in the party.
Bounce Houses require an additional fee and proof of liability insurance
from the renting company, with the City of Chino named as additional
insured. Ball fields are available for reservations, please call 909.334.3257.
