Welcome to the Autumn Newsletter for 2010. I hope the information
provided in this edition is of value to you. This newsletter holds
information on different projects and events taking place in South
Tipperary. Information is also available to you on funding streams
available to community groups.

AGM 2010
South Tipperary Community & Voluntary Forum held its annual AGM
last April. Mr. John Lonergan Governor of Mountjoy spoke to those
present. Information stands from different services providers from
South Tipperary were also present on the night. The event was well
attended by a variety of community Groups. Julie White the coordinator
of the forum informed those present of the work of the forum for
2009 and what news projects were being undertaken for 2010. The
new executive for the forum were elected.

Active Citizenship - EvaluationSocial Inclusion Week 2010
Looking for a way to meet with your local representatives? Need to
see improvements in your area? You may be very interested to find
out what local residents in Clonmel have achieved with the support of
the LCDP. Hilary Dilworth, community development worker, supported
community groups to put their issues of concern to their local elected
representatives at an innovative meeting, called the Community
Councillor exchanges. Several meetings have taken place, and to date
has result in real and positive changes for the communities involved.
As part of the Social Inclusion Week celebrations, South Tipperary
Development Company is undertaking an external evaluation of a
particular active citizenship initiative (supported by the LCDP) as part
of the weeklong celebrations in the County.
The Community/Councillor Exchange meetings is organised and
supported by the LCDP, facilitated by Mr. Jimmy Cass and attended
by Clonmel Borough Councillors and community groups in Clonmel.
The first of these events occurred following the Local Elections 2009
and has continued on a quarterly basis since that time.
The purpose of the Community Councillor Exchange is to:
• Promote partnership between between councillors and
community
• Ensure community issues are on council agenda
• Provide an opportunity for borough councillors to engage with
community groups
• ncrease capacity of community groups to represent themselves
The purpose of the evaluation during social inclusion is to examine
the impact of the initiative in terms of outcomes for communities;
measure effectiveness of the initiative and highlight good practice and
lessons learned. The evaluation seeks ultimately to assess the extent
to which community representatives can influence and engage in local
decision-making processes. If you would like to find out more about

Clonmel Older Persons Network
Clonmel Older Persons Network, previously based in Hughes Mill, will
from now be meeting in a variety of venues in Clonmel town, with the
assistance of the various members.The purpose of the network is to
be a voice for older people in Clonmel, to assist in the identification
of gaps in services and seeking creative ways of meeting the needs of
older people in Clonmel. The Network have been involved in a number
of initiatives, and aim to continue to be a support to the voluntary
groups via information and networking, and to inform the statutory
agencies of issues in Clonmel. The focus of the group is holistic, with
the social financial and other needs of older people being considered
in discussions.
The upcoming Safety & Security Seminar is an example of the
actions the Network is involved in, as well as a variety of walks and
talks, yoga classes, involvement in the Joint Policing Committee and
representation at the Clonmel Community Councillor Exchange. Older
People in Clonmel have a voice, and will continue to have their needs
recognised and addressed.

options.The overall aim of the service is to

Southside Project
The Southside Project in Elm Park,
Clonmel is delighted that Foroige
have agreed to manage the Southside
Project for the next year, beginning in
September 2010. The Southside youth
project has been running for some now,
and offers a range of activities for young
people from the ages of 10 to 18, who
reside in the local area. The Project has
gone from strength to strength, with
participants taking part in a wide range
of activities, daytrips, and training. The
centre is currently open from 2.30pm to
7pm, three days per week, and under
the guidance of Foroige, hopes to build
on the existing hours and programme.
Foroige provides a comprehensive range
of youth work services that enable
communities to respond effectively
to the needs of young people in their
area. They promote volunteerism and
the development of voluntary youth
organisations in the area and provide
specialist services for specifically
targeted young people. Foroige will be
working with the stakeholder, South
Tipperary Development Company as
well as the Steering Group to develop
programmes that meet the needs of
young people in the area.

Development Programme
(LCDP): Year 1
Ss Peter & Paul’s Parish Bicentennial
Disability Awareness Event
The Local and Community Development
Programme are managed by Pobal on
behalf of the Department of Community,
Rural and Gaeltacht Affairs. It forms
part of the National Development
Plan 2007-2013. The programme
represents an amalgamation of the
Local Development Social Inclusion
Programme and the Community
Development Programme. The LCDP
is delivered in South Tipperary by
the South Tipperary Development
Company.
On Wednesday May 26th 2010, a Disability (This-Ability) Awareness
event was been organised by the parish of Ss Peter & Paul’s in
conjunction with the South Tipperary Disability Groups Forum (STDGF),
which operates under the auspices of the South Tipperary Community
and Voluntary Forum. The STDGF represents up to 35 disability groups
including HSE South, South Tipperary VEC, and National Council for
the Blind of Ireland, Irish Wheelchair Association, Disability Federation
of Ireland and Tipperary Centre for Independent Living and the National
Learning Network,
Aim
The Local and Community Development
Programme aims to tackle poverty and
social exclusion through partnership
and constructive engagement between
Government and local communities.
Everyone is familiar with the word
‘poverty’, but what exactly do we mean
by social exclusion? Poverty refers
to a lack of financial and material
resources. However social exclusion
can take account of other factors such
as discrimination, lack of access to
services, lack of opportunities etc.
It is important to remember that
not everyone who is poor is socially
excluded and not everyone who is
socially excluded is poor.
Target Groups/Areas
The LCDP is eligible for roll out
across South Tipperary to various
communities, groups and individuals.
The programme prioritises certain
individuals and communities who might
find it difficult to access education,
training
and
employment.
The
programme is also designed to enable
and support community groups work
more effectively to achieve their aims.
Programme Goals
There are four key programme goals of
the new programme.
1. Promote awareness, knowledge
and uptake of a wide range of
statutory, voluntary and community
services.
2. Increase access to formal and
informal educational, recreational
and cultural development activities
and resources.
3. Increase the work readiness of
people to enter the labour market.
4. Promote engagement with policy,
practice and decision making
processes on matters affecting
local communities
This particular project was initiated by Canon Power, who sadly has
not seen it come to fruition It was part of a programme of events
that celebrate the Bicentenary of the parish of Ss Peter and Paul’s.
and aims to raise awareness of issues associated with Disability within
the parish and wider Clonmel community as well as welcoming people
from the disabled community.
The event welcomed two keynote speakers in Martin Naughton and
Donal Toolan. Martin works as a Regional Support Officer for the
Disability Federation of Ireland (DFI). He is a driving force behind the
Independent Living Movement in Ireland and was one of the founders
of the Irish Centre for Independent Living (CIL) in 1992. Donal Toolan
is Director of the Forum of People with Disabilities, an Actor and
Broadcast journalist, and has played a central role in developing socio
economic rights for people with disabilities in Ireland.Kathleen Blake of
the Community and Voluntary Forum spoke about the HSE supported
Cashel Gold Star Project. The aim of the project is to work with people
across the community to improve disability awareness and enable the
full integration of people with disabilities into the social and cultural
life of Cashel.
We also have Stefan Grace from Ardfinnan, who lost his sight in his
mid twenties. He sings in a band and plays guitar and also writes his
own compositions.Services users from Rehabcare Resource Centre
Bridgewater House in Clonmel provided entertainment at the event.
People who attended this event were able to find out more about
Disability issues by visiting the stands of groups and organisations
that work and provide support in this area. This was a very succssful
event.

Week long celebrations planned for Cashel
24th September – 2nd October 2010
Cashel has been chosen as one of 15 towns nationally to be a
Positive Ageing Week town this Autumn.
Positive Ageing Week (September 24 to October 2) is an annual event run by Age Action Ireland (sponsored
by ESB Customer Supply) to celebrate ageing and is now Ireland’s largest celebration of positive ageing.
“The purpose of the week is to show that ageing is not something to fear, but something
to celebrate,”
Age Action chief executive Robin Webster said.
“It is an opportunity for older people to enjoy themselves and for communities to
recognise the contribution which older people have made, and continue to make in their
localities.”
In addition to the 750 individual events expected to take place during the week, Cashel will host a week-long
series of events, including A Launch Night which will take place in Bru Boru on Monday 27th September
at 7.30pm food and entertainment will be provided, Spafield FRC will host an Intergenerational Day on
Monday the 27th, a Well Being Day on Tuesday 28th and will Launch a Directory of Services for the elderly
on Thursday 29th September at 8pm with John Lonergan speaking also.
Card games are being organized in the town on Tuesday, Wednesday & Thursday nights. A walking Tour of
Cashel will take place on Friday 1st October at 3pm with a talk by Willie Hayes after in the Parish Centre. A
variety of other events are also being organized and further details will be issued shortly.
The town will join Arklow, Athy, Ballymun, Boyle, Drogheda, Dublin, Dundalk, Dungarvan, Galway,
Midleton, Sligo, Trim, Tullamore and Waterford
Positive Ageing Week sponsors ESB Customer Supply will provide support for the towns’ events. “We are
delighted to play our part in helping to create a festive atmosphere in Cashel,” ESB sponsorship manager
Lisa Browne said.
The local organising committee has been established and is already busy. It is chaired by Richard Long.
The committee now needs the support of other community groups and individuals to organise events.
“We are delighted to have been selected as one of just 15 towns nationally,”
Cashel Positive Ageing chairperson Richard said.
“This is a tremendous opportunity for the older people of our town to take centre stage
for the week and celebrate. We hope that all sections of the community will join in the
celebration to make it a week to remember.”
Ahead of Positive Ageing Week, Age Action’s Positive Ageing photographic exhibition will be hosted in the
town as part of national tour. It will be on show at Cashel Library from the 24th August until Wednesday
8th September 2010 and all are welcome to drop in and view this exhibition.

Tesco “Out of Home Project” Donations for “Care Packs”
Early in 2010, Eileen O’Donnell,
Community Champion in Tesco Cashel
kindly donated a very large number of
items to an “Out of Home Project” to
make up “Care Packs”. Tesco workers
in Cashel under the guidance of Eileen O’
Donnell had gathered items for various
age groups from the TESCO Clothing and
household range. Volunteers registered
with the South Tipperary Volunteer Centre
then packed and wrapped over 100 packs.
The packs were a pilot project aimed at children and young adults being
supported by a range of supportive services in Cashel and the surrounding
areas. The remainder of the unpacked donations were dispersed to over
three different charitable organisations.
The STVC would like to thank all the agencies & organisations involved in
dispersing the packs. We are very grateful to Eileen O Donnell Community
Champion and TESCO Cashel for their very generous donation & look
forward to getting involved in more “Community Champion” Projects.

The Tipperary Remembrance Trust Memorial Arch Project
Adjacent to St Vincent’s Day Care Centre
on the site of the former Tipperary Military
Barracks stands the only remaining portico
of the Officers Mess and Living Quarters.
The Trust renovated the portico and named
it the Tipperary Remembrance Arch and
dedicated it to those who have lost their lives
whilst serving since ww2. The STVC engaged
with Mr Michael Haslam, Chairman of Post
24 South Tipperary Irish United Nations
Veterans Association & Chairman of the Tipperary Remembrance Trust
in November 2009 . The Town Council kindly donated the materials to the
project and together with the workers from the Rural Social Scheme & the
volunteers completed the project.
The Tipperary Remembrance Arch memorialises those Irish men and women
who have died in action in the armies of Ireland and other nations. They
saw a need to provide wheelchair access at the Arch, so work was carried
out to put down paving stones. At a ceremony on May 13th, Chairperson
Michael Haslam thanked all those who had assisted in upgrading the
facility: Tipperary Town Council, South Tipperary Development Company
Rural Social Scheme, & South Tipperary Volunteer Centre. The actual
physical work was done by a combination of volunteers registered with
the STVC, Dainius Ragavicius, Marius Mikulskis, Kestutis Karklius, and
Aldis Menglesons, with the assistance of John Gragan and Timmy Hanly
from the Rural Social Scheme. Mr Haslam also spoke about the ongoing
work of the Remembrance Trust. They are in the process of setting up
a database which will include the names of all those Irish men & women
who have died in active service abroad. Relatives & interested people will
then be able to research their family members. The annual Remembrance
Weekend will take place at the end of September. The South Tipperary
Volunteer Centre would like to thank all of the organisations for working
together to complete the task. It was a true interagency approach between
South Tipperary Development Company, the Rural Social Scheme, Town
Council, STVC, IUNVA, & of course our valued registered volunteers.

The Warmer Homes Low Income Housing Programme
The Warmer Homes Low Income Housing Programme under which The
Sustainable Energy Authority of Ireland has awarded the contract for
South Tipperary to Muintir Na Tire under the Low Income Warmer Homes
programme of works to carry out works to the homes of Low Income
families in danger of Fuel Poverty.
The programme is to carry out Cavity Wall Insulation and Attic Insulation
to eligible homes. To qualify for assistance through this programme,
householders should be living in privately owned dwellings and in receipt

Sunny South East is not an
Ashtray...
The South East Region Local Authorities of South Tipperary, Kilkenny,
Waterford City, Waterford County, Wexford and Carlow have teamed up
to take a stand against cigarette butt and chewing gum litter during
National Heritage Week 2010.
‘Don’t Rubbish our Heritage’ is the new anti litter campaign which was
rolled out around the Region from 23rd – 29th August. Events took
place across the Region throughout the week. In South Tipperary
the Councils Public Awareness Officer, Marie Phelan teamed up with
Labhaoise McKenna, Heritage Officer to roll out the campaign on the
streets of Clonmel during the Food and Farming Day on August 29th.
A larger than life sized street sweeper roamed the streets of Clonmel
distributing personal ashtrays called Stubbis , which are heat-resistant
pouches that can fit in your pocket and hold up to 5 cigarette ends
or used chewing gum thus illuminating the need to dispose of your
cigarette butt immediately.
Speaking about the campaign, Marie Phelan, Public Awareness Officer,
South Tipperary County Council said “There is a common perception
that throwing a cigarette butt on the ground or out a car window is
acceptable. But it’s not. If you use the street as an ashtray, you are
liable to get an on-the-spot litter fine of €150” She added, “Cigarette
butts are far from harmless - they are made from plastic and can take
up to 12 years to break down. In addition, a cigarette butt contains
over 4000 chemicals and as the butt breaks down, these chemicals are
released into the environment. One cigarette butt can contaminate 8
litres of water and can harm animal and marine life”
Results from the Department of the Environment, Heritage and Local
Governments Litter Pollution Monitoring Survey 2009 indicated that
45% of all litter in the South East Region is cigarette butt litter. As well
as being unsightly, cigarette butts have been found in the stomachs
of fish, birds, whales and other animals who mistake them for food.
The average smoker throws away up to 25,000 cigarette butts in their
lifetime, with up to a third of these ending up as litter.
During this campaign we are asking the public to dispose of their
cigarette butts and chewing gum responsibly by using one of the
free Stubbi personal ashtrays which are available for free from the
Environment Section, South Tipperary County Council, Parnell Street,
Clonmel, Co. Tipperary.

Halla na Feile Cashel
EU Social Inclusion
Week 2010
Halla na Feile in Cashel has become the hub of entertainment, its great
to see the old Halla become alive once more. We have Social Dancing
every Tuesday night from 8.30 to 10.30 and Danny Guirdera is on
hand to keep us in line. He is a great teacher and has done Ballroom
Dancing Competitions for years. On the last Friday of every month we
have our Social Tea Dance. The next one is on Friday 24th September,
music by Sam O’Doherty, 9.30 to 12.30. Teas and sandwiches served.
We have dancing classes for children on Tuesday, 6 to 8p.m. (Irish) and
Saturday 10 to 1p.m. (Modern). Taekwando, Mondays and Thursdays.
Rooms are busy with Meetings etc. with Bingo on Saturday 8.30p.m.
All this is helping our efforts to build a new Halla na Feile that Cashel
will be proud of.
Our Journal of Cashel and Rosegreen is in progress and will be a great
success. Photos Old and New, and Articles should be great fun trying
to make out who is who. This will be available for Christmas and would
make a lovely gift for your family or friends abroad. We have a great
line up for the winter, Bingo every Saturday night being the highlight
of the week.
Our representative for Halla na Feile, the lovely Theresa Coleman, Cathal
Brugha Street won the Pride of Tipperary. She has done us, her family
and Cashel proud. This will entail a lot of work with many functions
and we know our Theresa is well able and presents herself beautifully.
We wish her well in her year as Pride as she starts her 3rd level stage
of her education in September, she will be kept busy. We have a very
committed Committee headed by our hard working Chairperson Sean
Murphy whose main aim is to see a new Halla sooner rather than later.
We need more people to come on board no matter what time you

Welcoming People into the Irish Outdoors

National Trails Day is a celebration of Ireland’s
wonderful variety of trails and a chance for everyone to
enjoy some of our most beautiful countryside, forests,
mountains and lakes. National Trails Day will be held on
Sunday, 3rd of October this year. A range of walks will
be held around South Tipperary to celebrate National
Trails Day. This is the third year of the event nationally
and South Tipperary is planning walks to suit all levels
of fitness. So look out for one that suits you – bring the
family, it’s a great time of year to be out and about.
The weather was dry with a light breeze on Sunday morning
13th June 2010. The walk was due to start at 9am. Some
serious walkers went on ahead so the chances of seeing
secretive species like Kingfisher or Otter were slim. While
waiting to get started, a Sparrowhawk flew overhead
carrying prey in its talons. This bird was feeding chicks
somewhere on the outskirts of Carrick-on-Suir. Other
species recorded in the town included Jackdaw, Rook,
Magpie, House Sparrow and Pied Wagtail.
Over the river itself we saw Swallows, Sand Martins,
House Martins and Swifts. These four species are summer
migrants which feed on air bourn insects. Having all
four flying low together gave an opportunity to show the
distinguishing features used in identifying this group
called ‘hirundines’. In the hedgerows beside the tow path
we saw the usual hedgerow species such as Robin, Wren,
Dunnock, Blackbird, Song Thrush, Wood Pigeon, Chaffinch
and Greenfinch. In the wooded area near the railway line
we heard a Blackcap in song. This species has increased
dramatically in range and population size in the past few
years. In wetter areas where the vegetation was dominated
by willows and reeds we recorded Reed Buntings, Sedge
Warblers, Willow Warblers and Chiffchaffs. The last three
mentioned are all summer migrants which come to Ireland
to feed on the abundant insect life near the river. Once the
seasons change and the cold weather comes, the head off
south to Africa.

On the river bank and on the weirs we came across river
specialists like the Grey Heron and the Grey Wagtail. We
saw one Grey Heron struggle to swallow a large fish that it
had just caught. Towards the end of the walk we saw a Little
Egret. This pure white bird is a relative of the Grey Heron
and has only started to breed in Ireland in the past decade.
The fact that this bird was present in the middle of June
suggests that it may be nesting nearby. When the sun came
out and the temperature rose, he presence of butterflies
such as the Speckled Wood, Small Tortoiseshell and greenveined White as well as the stunning Banded Demoiselle
damselfly enhanced the enjoyment of the walk. The tow
path is an ideal place for bird-watching. It has peace and
quiet away from traffic so that bird songs and calls can
be heard. It has the diversity of habitats which supports
the diversity of birdlife outlined above. Because the path
is well maintained, the observer can walk in safety, without
having to look down at every step and without disturbing
the wildlife.

The Glen of Aherlow will also put on a guided walk
to celebrate the day.Details have yet to be finalised
and we hope that more walks at more venues will be
added. As the walk details are finalised, they will be
available on-line on the http://www.nationaltrailsday.
ie/events/tipperary/ or keep an eye on the local
press nearer the day.

The Heritage Council Grants Programme
Under the 2011 Heritage Council grants Programme,
applications for grants are invited under the following
three schemes:
•
Heritage Research providing assistance for data
collection and research relating to Ireland’s
heritage;
•
Heritage Conservation & Management supporting
projects that apply good heritage practice to the
management of places, collections or objects
and
•
Under this Scheme, one-off grants are being made
available to local youth clubs and groups to assist
with their development needs including supporting
administration, programme and services costs.
Youth clubs and groups are invited to apply for oneoff funding under one of the following categories:
a) Youth Work Club Grant or
b) Youth Activity Club Grant
Heritage Education, Community and Outreach
supporting initiatives linking heritage to
communities through education and outreach,
promoting active engagement with and raising
public appreciation of heritage.
The maximum grant available to any group or club
is €3,000, with priority being given to clubs and
groups engaging with young people between the
ages of 10 and 21.
The closing date for receipt of applications is Friday
