2010-2011 Annual Report A MESSAGE FROM YOUR TMA Tough times call for tough decisions. We are all continuing to weather the receding economic tide with varying degrees of success. TMA Bucks has not been immune to the difficulties of a stagnant economy but we are thriving thanks to the loyalty of our member companies and organizations. Phil Wursta This year we have enhanced our reputation of delivering programs and projects that improve transportation access and safety to the businesses and residents of Bucks County. We are finally about to see the long awaited reconstruction of Route 13 (our study recommending a complete safety overhaul of that dangerous highway was completed eight years ago!). We have expanded our reach to young drivers, promoting safety through in-school programs. We continue to find solutions for organizations that need a quick resolution to a transportation problem. Our partnerships with PennDOT and SEPTA are stronger than ever. We opened our full service Transit Commuter Store this year, and soon Bucks County’s first public CNG fueling station will be operational, a priority for the TMA and a tangible beginning to providing the infrastructure that will make the use of alternative fuels, such as compressed natural gas, more feasible. This is a major accomplishment as gasoline prices continue to rise out of sight. Bill Rickett This Annual Report highlights some of the projects we have completed for our municipal members. This characteristic of our TMA, which has been the key to our success and growth, has more recently become the main reason for our survival in an economy that has been particularly tough for nonprofit organizations. We’ve been challenged by changes to grant programs, layoffs and closings within the ranks of our membership, and a steady decline in public funding sources. We’ve been challenged incessantly by the question of “What now?” We’ve been challenged to adjust. It wasn’t easy. In fact, we’ve never faced more numerous and difficult challenges in the history of our organization. We rose to the challenge, and we’re winning. The proof rests in the fact that we’re here when you open the door, call on the phone, or visit us on the web. The proof is our membership that continues to be our greatest asset as an organization despite changes in the roster. The proof is in the staff and board that remain dedicated to fulfilling our mission to provide leadership for transportation issues throughout Bucks County. The proof is that TMA Bucks is looking back at its record of success and using it as motivation to remain innovative and relevant in the way that we work for our members. We’re ready to work for our members, and we’re ready to work for Bucks County. Bring on the next challenge. 5 POWER OF PARTNERSHIP Member Support As both an East Rockhill Township supervisor and an interim manager for numerous Bucks County municipalities, I have found membership with TMA Bucks to be extremely productive from the aspects of support for transportation projects, as a resource of relevant information for transportation projects, as a conduit to state and county entities to expedite transportation projects and as a sounding board when considering various options for transportation issues. David Nyman East Rockhill Township Board of Supervisors Traffic Counts All vehicular traffic eventually becomes pedestrian traffic. Thankfully, PennDOT agrees that promoting safety for pedestrians is equally important as traffic safety with the pedestrian crosswalk signs. Langhorne Borough businesses depend on pedestrian traffic, and TMA Bucks has assisted our Borough with providing traffic counts at various crosswalks in town in order to comply with PennDOT regulations to earn the signs. This one benefit of TMA membership, traffic counts, has saved our Borough hundreds of dollars of professional survey fees. Our residents love the signs that remind motorists of the pedestrian right of way in crosswalks. Thanks to TMA Bucks for conducting the compliance survey counts. Kathleen Lewis Horwatt Langhorne Borough Council 6 Transportation Connections I have been involved with TMA Bucks since I was first elected to serve as a township supervisor in 2001. I regularly attend TMA functions and find them very informative and a great place to network with other elected officials and business leaders. The TMA has also been a leader in promoting compressed natural gas as an alternate fuel source and those efforts are starting to pay off. TMA Bucks is the best at what they do and a real pleasure to work with. Pete Stainthorpe Chairman, Board of Supervisors, Lower Makefield Township Traffic Solutions In 2011, Newtown Township was experiencing a problem with traffic in a new section within the township. The area in question was being used by many residents as a cut-through from other developments. The police officers had monitored the situation and we contacted TMA Bucks for assistance with this problem. With the help and guidance of TMA Bucks and their observations, we were able to come up with a solution. The information shared by TMA Bucks and the roadwork updates on highways have proved to be of great assistance to the police department, municipality and the residents. Glenn A. Forsyth Lieutenant, Newtown Township Police Department Vital Traffic Data Morrisville Borough has been a member of TMA Bucks for three years and we have just renewed for our fourth year. I believe the benefits are worthy of praise. 7 TMA Bucks was instrumental in providing vital data regarding traffic at Morrisville’s elementary school. They recommended some changes they deemed to be very beneficial to the challenges at that location. While TMA Bucks was helpful to Morrisville Borough, their experience and cooperative efforts are far reaching. Living in Bucks County requires drivers to be patient on our much crowded roads, and since that is not always possible, the TMA works to provide safe routes for everyone. The TMA’s efforts to identify and address the most challenging areas has been an asset to all who travel the area, whether you live here in Bucks County or are just passing through. The office personnel at the TMA office are friendly and informative, which is always a plus when you are working on a challenging situation. I strongly recommend continued support for TMA Bucks. Nancy Sherlock Morrisville Borough Council Planning Assistance TMA Bucks has been instrumental in providing transportation planning assistance for Chalfont Borough’s Butler Avenue revitalization plan, encouraging and improving the use of SEPTA’s Chalfont rail station, and incorporating Park ‘n Ride opportunities on the 202 Parkway. The TMA programs and seminars have provided information and a forum for municipalities to work together to improve the region’s transportation network. Chalfont Borough supports the TMA’s efforts with natural gas vehicle conversion for public fleets, and was able to borrow a sample car for Borough staff and officials to try out – which was both fun and educational! Lastly, the use of the TMA’s speed trailer has helped the Borough improve public safety on our streets. Melissa A.
